The National Office of Animal Health (NOAH) and the International Federation for Animal Health Europe (IFAH) have welcomed the European Commission's publication of proposals for revised legislation concerning veterinary medicines and medicated feed earlier today.
The EC says the proposals are designed to increase the availability of veterinary medicines, reduce administrative burden, stimulate competitiveness and innovation, improve the functioning of the internal market and address the issue of antimicrobial resistance.
NOAH says that currently, the manufacturers of veterinary medicines struggle with a regulatory system with some serious flaws, including:
NOAH chief executive Phil Sketchley said: "NOAH will be looking at the detail of the texts in the coming days and weeks, and reviewing their potential impact. We look forward to working with the VMD, who have called stakeholder workshops to examine the texts. We will also be supporting our European federation IFAH-Europe as they work determinedly with the European institutions over the coming years to support the Commission's vision for a more efficient regulatory system for veterinary medicines in Europe.
"We believe the value our industry brings to society is very high, despite being quite a small sector. For example, veterinary medicines benefit public health by preventing zoonotic disease and supporting food security.
"With synergies with our own UK Government's commitment to reduce unnecessary red tape, which is a key theme for DEFRA, the animal health industry in Europe needs greater efficiency to cut the red tape for our industry. We look forward to a streamlined registration process which delivers a single European marketing authorisation for all veterinary medicines.
"We will also be considering if the text has any particular implications for the UK animal health market and access to medicines for our animals."
NOAH says it also welcomes the revised medicated feed legislation. Phil Sketchley said: "NOAH believes this is an important route for administering prescription medicines to animals. We will work to help ensure the legislation is capable of maintaining and strengthening this route."
The company says that this year, its focus is on communicating the benefits of microchipping cats, which can roam significant distances from the home. The support pack, which reflects this focus, contains resources that can be used both in the practice waiting room and online.

"Whilst compulsory microchipping for dogs has been in place for a year, practices must continue to highlight to owners the advantages of getting their pets microchipped. To enable practices to engage with their clients, and to reward the hard work done by staff in practices to make these campaigns a success, we are hosting a competition for the best displays. Veterinary surgeons and veterinary nurses will be able to try their hands at the Royal College of Veterinary Surgeons code-cracking competition at the London Vet Show at Olympia on 24-25 November.
At the RCVS breakfast session on the Friday morning (8.30, part of the Business Stream), President Dr Jerry Davies will unlock the secrets of the proposed new Codes of Professional Conduct for vets and VNs.
To promote this breakfast session, the RCVS is inviting visitors to come to its stand (J90) to solve photo enigmas, using clues provided to decipher a series of words that appear in the proposed new Codes. The winner will be in line to receive a pair of super sleuthing video glasses.

A new study, published in the Equine Veterinary Journal (EVJ)1 has concluded that whilst horse owners are increasingly looking to vets for worm control advice and use faecal worm egg counts more frequently, they remain largely unaware of the threat of resistance to dewormers and the importance of appropriate 'targeted' dosing.
The authors of the study say that although the findings are encouraging, they indicate that further effort is needed to help owners fully understand the issue of dewormer resistance, in order to help preserve the efficacy of dewormers currently available and protect the health and welfare of their horses.
According to the British Equine Veterinary Association (BEVA), resistance of equine gastrointestinal worms to the currently available dewormers is a serious problem. The association says small redworm are the greatest concern, given their very high prevalence, potential to cause life-threatening disease and high levels of resistance. Of the three classes of anthelmintic available for their control, there is now widespread resistance to benzimidazoles (e.g. fenbendazole) and tetrahydropyrimidines (e.g. pyrantel) and reduced effectiveness of macrocyclic lactones (ivermectin and moxidectin). With no new classes of dewormer on the horizon, it's essential that efficacy of existing effective products is preserved.
The study was conducted by a UK team, led by Claire Stratford, Horse Trust Clinical Scholar in Equine Medicine at the Royal (Dick) School of Veterinary Studies, and at Moredun Research Institute. The collaborators were also supported by funding from the Elise Pilkington Trust and Horserace Betting Levy Board.
The study examined equine helminth control practices in Scotland, and was based on responses from 193 questionnaires detailing the parasite control programmes of 993 horses and ponies. The results demonstrated a lack of awareness of the significance of dewormer resistance, with 86% of respondents stating that they were unaware of the presence of resistance on their yard. The majority were relatively unconcerned about dewormer resistance, assigning a score of only 6/10 (with 10 representing highest level of concern) when asked to grade how important they perceived it to be.
On a more positive note, many respondents stated that they involved their vet in planning control strategies. Faecal worm egg count (FWEC) analysis had been performed on 62% of yards and annual treatment frequency had been reduced accordingly. The macrocyclic lactones or related combination products were the most commonly administered products; however, owners did have misconceptions regarding the specific worms they should be targeting.
Although treatments licensed for use against encysted small redworm larvae were administered by 80% of respondents, only 57% perceived that they treated for this parasite stage. Similarly, only 78% of respondents believed they were treating for tapeworm when, in fact, 90% reported using a product licensed for tapeworm treatment.
While responses indicated increased implementation of strategic (44% respondents) or targeted control (40% respondents), variations in the apparent influence of the targeted approach on treatment practices suggested some confusion over this term. Claire Stratford said: "Targeted dosing involves using regular FWEC analysis to identify an individual's egg shedding level. This is currently considered best practice, when used in conjunction with annual dosing against encysted small redworm and tapeworm. The survey indicates a need for continued knowledge transfer, together with a consistent definition of 'targeted' treatment."
Professor Celia Marr, Editor of Equine Veterinary Journal said: "It's very encouraging to see that vet advice is being increasingly sought and it seems logical that the use of FWECs is rising accordingly. But, it is equally important that the information gained from the FWECs is used wisely. Resistance to dewormers is a major health concern that is with us right now and horse owners need to be made more aware of it."

The British Veterinary Association has produced a series of expert videos to help employers and employees with the disciplinary process.
The five short videos, which can be accessed free on vets.tv as part of the BVA membership package, talk employers through the procedures they must follow to ensure it is a fair process. The videos also advise employees on how to approach the process including guidance on how much time employees should have to look at the evidence on which the disciplinary is based.
The videos use case studies to show what the particular stages in the disciplinary process mean, what they involve and how to prepare for them.
Robin Hargreaves, Chair of the BVA Members Services Group, said: "Many have already downloaded the videos which are short and easy to follow, arming members with the knowledge they need to prepare for the difficult journey through the disciplinary process.

The organisers of the Vet Charity Challenge have announced that the 2015 fundraising and teambuilding event for the profession will take place on Saturday 26th September at Cannock Chase in Staffordshire.
The event consists of teams of four walking/running, cycling and kayaking as well as some orienteering and mental and physical tasks. The day is designed for every level of fitness and to reward those that work the best together as a team.
So far the Vet Charity Challenge has raised over £100,000 for animal based charities. In 2015 the charities being supported are Canine Partners, SPANA and International Cat Care.
Registration for the event opens online at the start of April. Organisers say that spaces are limited and last year filled up very fast, so to avoid disappointment it is highly recommended to book early.
This year there will be discounted entry fees for students teams.

The WSAVA has launched a petition to save ketamine from being placed under international scheduling, a move which the association says would prevent those who most need the drug having access to it.
The proposal to schedule ketamine is likely to be considered at the 59th UN Convention on Narcotic Drugs (CND) taking place between now and the 22nd March 2016 in Vienna.
Apparently, the proposal stems from a widespread misconception that ketamine is only a recreational drug. WSAVA argues that it is in fact the only anaesthetic suitable for use in middle and low income countries, and it also has particular value 'in the field' for trauma, traffic and sporting injuries. It is also the common and often only product used for sterilization initiatives - instrumental in the feral dog/cat population and critical for the control of zoonotic diseases, such as rabies.

The Kennel Club has broadly welcomed Professor Sir Patrick Bateson's 'Independent Inquiry into Dog Breeding', which has recommended that steps be taken to tackle irresponsible breeders and to change the way the public think about buying dogs.
The Kennel Club, which commissioned and funded the report in conjunction with Dogs Trust, welcomes the report's focus on irresponsible breeders who farm puppies with little concern for their welfare and those who sell poorly socialised puppies on to owners to use as 'status dogs' or as fighting weapons.
The Kennel Club agrees that additional training and support needs to be given to local authorities, which are responsible for issuing breeding licences to those people who breed five or more litters of puppies in a single year, as the current provisions are deemed to be ineffective. It agrees that compulsory microchipping of dogs and increased public education to stop people falling prey to puppy farmers and to help them find responsible breeders are necessary.
It is also glad that the report recognises the need for a 'robustly policed and well respected quality assurance scheme', consisting of breeders that buyers can trust to look after their puppies' health and welfare, and that it suggests that the Kennel Club's Accredited Breeder Scheme, with some modification could be used.
However, the Kennel Club is concerned that the report could have gone further and that its recommendations do not appear directly to cover those breeders who breed less than five litters per year and who are not part of the Kennel Club Accredited Breeder Scheme. The Kennel Club would have liked to have seen a recommendation for regulation to ensure that these breeders follow higher standards, such as compulsory health testing.
Caroline Kisko, Kennel Club spokesperson, said: "Whilst the report recognises that the majority of breeders are responsible, there are those whose actions are bringing the rest of the dog breeding community into disrepute and this needs to be stopped.
"We are glad that the report recognises that the Kennel Club has made a good start in its efforts to unite responsible breeders within its Accredited Breeder Scheme, for the benefit of puppies and puppy buyers, and we believe that this should be the basis for moving forward. We are currently working towards UKAS accreditation of the scheme as suggested by Professor Bateson.
"We agree that responsible breeders should be rewarded and believe that the show ring is the best forum for this. The report recognises that 'dog showing and judging are a powerful lever for change' and the Kennel Club is dedicated to ensuring that only the healthiest dogs are rewarded at shows.
"Public education is vital and all dog welfare organisations must continue to work together to ensure that people know what to look for when buying a dog."
The report looks at genetic diversity in breeds and recognises that the Kennel Club has banned close matings. It advises that future decisions about matings that could affect genetic diversity should be 'breed specific' and made upon evidence based scientific information and advice. To this end it is recommended that the veterinary profession should gather data to show the prevalence of certain diseases and that an advisory council should develop evidence based breeding strategies.
Mrs Kisko continued: "The Kennel Club has long recognised that genetic diversity plays a crucial role in safeguarding the health of dogs and the report is absolutely right to suggest that there are no further blanket rules in place but that decisions are based upon scientific knowledge and are made on a breed by breed basis. This is why we are well on the way to creating a new database which will revolutionise the way that we record dog health data. The data will enable us to bring out our Mate Select programme, which will help breeders to find suitable mating pairs which are most likely to produce healthy offspring. The database will go further than the report's recommendation, as the data will be attributable to specific dogs, rather than being anonymous, and will give us a better picture of the health of pedigrees and crossbreeds. Such knowledge is critical and will enable us to provide information to breeders, vets, geneticists and ultimately the puppy buyer.
"We are keen to harness as much knowledge as possible for the benefit of dogs so we welcome the principle of an advisory council whose members will work with the Kennel Club to advise on decisions about breeding and health. A structure already exists in the form of the Kennel Club's Dog Health Group with its recently extended remit. Additional independent experts include canine and human geneticists, veterinary surgeons and an epidemiologist. Using this framework for establishing the advisory council under an independent chairman would save significant sums of money, which can instead be devoted entirely to the dog health research that the report identified as being in 'urgent' need of more funding."
The Kennel Club and Dogs Trust will now arrange a meeting between all relevant parties in order to move forward with the recommendations from all three reports.

The Registrar and Secretary of the Royal College of Veterinary Surgeons, Jane Hern, has announced that she will be standing down at the end of the year.
After 15 years in the job, Jane says she has been pleased to oversee a number of significant reforms and new initiatives in her time leading the organisation, but has decided that it is time to move on and pursue other interests.
The College says it is now embarking on a comprehensive review of its governance, committee and management structures, during which the Officers and Council will consider how best the executive should be led in future.
Jane said: "I have greatly enjoyed my time with the College and the Trust. Working with a profession held in such high regard by the public has been a real pleasure. I wish veterinary surgeons, veterinary nurses and all my colleagues all the very best for the future."
The President, Dr Jerry Davies said: "The Royal College has been very fortunate in having the benefit of Jane's wisdom and guidance for so many years, and we wish her every success in the future."
The RCVS Charitable Trust is seeking two creative and energetic UK-based veterinary students to attend the British Science Festival in Aberdeen from 4-9 September 2012.
The Trust says that the students will be required to use their observations and experiences to help it develop future outreach activities to inform and inspire public audiences about aspects of veterinary clinical practice and research, and will have all their expenses paid by the Trust.
Entrants need to write to the RCVS Charitable Trust to say how they would go about meeting this challenge, ideally giving examples that demonstrate their proven innovative abilities. The deadline for entries is 9 July, after which the entries will be considered by a competition panel who will decide the winners. Entrants must be able to commit to attending the entire festival and to deliver a feedback presentation to the competition panel on 31 October. Entrants should also be willing and able to compile a video diary or blog to feedback their experiences.

The survey, believed to be the first of its type, is being conducted by MRes student Mark Turner MRCVS (pictured above right), under the direction of Martin Whiting and Elizabeth Armitage-Chan. It's based on a tool used in the human health care sector to monitor care quality in hospitals and G.P surgeries.
All veterinary surgeons, veterinary nurses and practice managers in small animal practice are invited to complete the survey, which is confidential and has received research ethics approval from the RVC.
Mark said: "We believe this survey could represent a significant milestone in the profession's understanding of patient safety. This topic is still in its infancy in our industry, but there is already evidence to suggest we lag some way behind the NHS in our application of important safety principles such as openness and 'learning'.
Without this sort of safety culture, the profession risks missing important opportunities to improve quality and safety for the animals in it's care. One of the questions we would like to answer is: 'When mistakes occur in practice, are lessons routinely being learnt to prevent the same thing from happening again?'
He added: "In the NHS this subject has received a lot of media coverage after stories like the Bristol heart scandal and the enquiry into Mid Staffs Hospital. And our health system now understands that patient safety relies on a whole organisation effort to maintain standards. What we don't know however is how well we are doing in this regard."

The researchers say their analysis shows more needs to be done within the profession to acknowledge, raise awareness of and dismantle the systemic and often overlooked forms of racism that exist.
For the qualitative study, all BAME veterinary professionals and students in the UK were asked to complete an online questionnaire, containing open questions about their experiences.
The questionnaire was was distributed online, in veterinary schools, veterinary organisations and the media, with responses analysed using inductive and deductive approaches.
The findings identified three main themes regarding BAME people’s experiences in the sector.
The first was alienation and insecurity, ranging from blatant rejection, or being deliberately patronised, such as:
"In practicals in the vet school, I’ve noticed more and more times that students would rather work on other stations and not want to work on stations me and my friends (who are also from ethnic minority backgrounds) are working on, even when the other stations are full. This has happened on multiple occasions."
or
"On work experience, the vet I was shadowing at the time would ask me questions like, “Are you integrated into society yet?”, and “What do you eat?”. I am a British citizen who was born in the UK, and so were my parents, so I found this particularly confusing."
through to more subtle forms of "othering":
"People assume that you aren't British and are different, whereas I would say since I was born and grew up in Britain that I identify as British. People ask me if I can speak another language, or like, do I eat my ethnic food all the time?
"An older couple once probed, “Where are you from?”, I said [name of UK city], they asked again, I said I grew up in [name of UK county], and they asked one more time and I said I have Caribbean heritage. I find this is a common form of racism amongst older people and often they’re not trying to be hurtful, but they’re curious and don't understand how it would make someone feel uncomfortable.
The second theme was homogenisation and inferiorisation, for example when BAME people are labelled, often incorrectly, according to perceived ethnicity:
"I've had lay colleagues refer to me as ‘the Chinese vet’ in front of clients and other colleagues rather than address me by my name – and it's weird because I grew up in Australia."
"Clients often asked to book in with the Singapore vet, but commonly referred to him as ‘the Chinese vet’ on the phone instead of his name, or if they forgot his name. I believe the nurses corrected these clients, but sometimes the clients would ‘jokingly’ comment that it's ‘the same thing’."
The final theme was the disappointment and futility felt by many of the participants, and the impact on their job satisfaction:
"Job satisfaction worsens when I learn that my colleagues (nurses or vets) are unaware of the impact of their words and do not understand what constitutes racism, e.g., use of the word ‘golliwog’, even when not used to describe a specific person. The judgement placed on someone due to their ethnicity creates an unpleasant atmosphere which impacts job satisfaction."
Dr Christine Thuranira-McKeever, Vice Principal (Equity, Diversity and Inclusion) and Director of Distance Learning at the RVC, said: “At the RVC, we are committed to fostering equality, diversity and inclusion (EDI) within the sector and have implemented several initiatives – aligned with our Strategic Plan in which EDI is a core component – to encourage participation from underrepresented groups.
"This includes the RVC For All campaign and Veterinary Gateway Programme to broaden access to veterinary education; the RVC's Equity, Diversity & Inclusion Committee and Race Equality Task Group to focus on addressing racial disparities and shaping policy; and Animal Aspirations, founded in 2019 by RVC students, to support individuals from minority backgrounds.
“However, there is more to be done, and the findings of this study emphasise a significant need for the veterinary profession to come together and do more to acknowledge and raise awareness of the systemic and often overlooked forms of racism, to challenge and dismantle them, and to empower those who are affected.”
The Worldwide Veterinary Service (WVS, Charity no 1100485) is appealing to veterinary practices, equipment suppliers and pharmaceutical companies to donate unwanted supplies to its Parcel Appeal 2008.
The charity, which exists to provide a sustainable veterinary resource to assist animal charities and non-profit organisations, sends donation parcels of veterinary supplies to 138 associated animal charities around the world.
Hannah Westen, WVS International Projects Co-ordinator said: "Last year we were able to help over 50 associated charities in this way with nearly £90,000 worth of donated items. This year we hope to double this but to do so we also need help to cover postage costs."

Bob Martin has launched FleaClear (fipronil) for cats and dogs, which will be sold through multiple retailers and leading pet retailers for as little as £4.50 per treatment.
The company says it is backing the launch with 'considerable marketing spend', which will include TV advertising, a press campaign in women's consumer lifestyle titles, PR and social media campaigns.

The Animal Welfare Foundation (AWF) has unveiled a new brand identity and fresh new website design to kick-start its 30th anniversary celebrations.
According to the charity, market research had shown that most respondents thought its old logo was unrecognisable. The new one aims to strengthen the charity's identity by making it more visually appealing and by representing the wide range of species the charity covers in its research funding, information leaflets and its advice to vets.
The new website remains at www.bva-awf.org.uk and combines the new logo with a fresh design to help guide vets, researchers and the public to the relevant resources and information quickly.
New features include a revised grants section which now includes a list of past and present projects and advice to guide potential grants recipients through the application process. To emphasise the Foundation's reliance on donations and legacies the donation button has been made more prominent and the new site also contains case studies which help veterinary students work through welfare dilemmas.
The charity's unique selling point and strapline 'The charity led by the veterinary profession' is also clearly displayed to further strengthen the AWF brand.

The British Equine Veterinary Association (BEVA) has issued guidelines to help vets employ overseas veterinary graduates successfully.
BEVA says that whilst employers should not discriminate based on nationality, language or place of graduation, it believes they have a duty to ensure all employees have the required level of linguistic and clinical skills to enable them to undertake their role safely and effectively.
The advice explains how to interpret English Language Qualification test results, highlights European Veterinary Schools that have not been approved by European Association of Establishments of Veterinary Education (EAEVE) and reminds employers that compulsory Extra Mural Studies (EMS) is unique to veterinary schools in the UK and Ireland.
Each year many foreign veterinary graduates register to work in the UK. By providing this advice BEVA hopes that employers will find it easier to navigate the differences between graduates from various veterinary schools across Europe, to uphold the reputation of the profession.
Mark Bowen, President Elect of BEVA, said: "At a time when politicians are debating language skills amongst medical graduates, it is useful to remind employers of the complex language skills required to provide the public with the service they expect. This guidance should assist employers in identifying the skilled workforce they need, while navigating the complexities of different English Language Qualifications and different veterinary qualifications."
Tim Greet, former BEVA President and a candidate for RCVS Council, said: "Whilst not condoning any discrimination based upon nationality, it seems only common sense to make sure that a new employee, from whatever background, can cope with the necessary level of communication, so fundamental in modern veterinary practice. A certain level of practical skill should also be expected to avoid compromise to patient welfare and to underpin continued professional development."
The Veterinary Schools Council is supportive of the guidelines. A spokesperson for the Council said: "It is a valuable document that should be helpful to any employer who is considering recruitment of a veterinarian from the EU."

BSAVA PetSavers is funding a research project at the University of Liverpool designed to help vets and owners provide the best care for senior and geriatric dogs.
In the first part of the study, veterinary professionals were interviewed about the services currently provided to senior dogs and their owners regarding preventative healthcare, treatment, and advice.
Owners were interviewed about their experiences of living with and accessing veterinary care for senior dogs.
The results of these interviews were then used to develop the online survey which researchers now need vets to take part in, to validate the interview findings in a quantitative way.
Dr Carri Westgarth said: “The veterinary survey focuses on the perceived barriers to care for senior dogs, end-of-life care including quality-of-life, and the potential design of the BSAVA PetSavers guidance tool.
"We would be grateful if any veterinary professional could take a few minutes from their day to help us with this project.”
The survey should take around 20–25 minutes to complete.

kcs-intervet.swfIntervet / Schering-Plough Animal Health is running a challenge over the next few months to encourage the early diagnosis of Keratoconjunctivitis sicca (KCS), a painful disease which leads to permanent blindness (see right).
Practices are being asked to perform a Schirmer Tear Test (STT) on 50 dogs not previously diagnosed with KCS for the chance to win one of 70 Samsung digital cameras.
Recent studies¹ have shown the incidence of KCS to be 4.6% of the UK dog population, rising to 8.3% in predisposed breeds. However, 20 veterinary practices have recently participated in an Early Diagnosis Programme and the number confirmed with KCS was 9.7%². 17 of the cases diagnosed had Schirmer Tear Test readings of zero.
KCS is thought to be under-diagnosed because not all cases have the classic 'textbook' appearance but look surprisingly normal despite severely reduced tear production. In addition, diagnosis usually requires clinical suspicion and a Schirmer Tear Test.
Claudia Hartley, BVSc CertVOphthal DipECVO MRCVS, European Specialist in Veterinary Ophthalmology believes that: "All sore eyes (except where a descemetocoele is present) should have a Schirmer Tear Test, whether or not there is corneal change."
Melanie Dass MA VetMB CertSAM MRCVS ACIM, Product Manager for Optimmune said: "The results of our Early Diagnosis Programme made interesting reading and supported what we have always suspected - that KCS is under-diagnosed. It's really important that dogs suffering from this disease are detected promptly as early diagnosis and treatment with Optimmune gives the best prognosis.
"As part of the Early Diagnosis Programme owners of predisposed breeds received a personalised mailing offering them a free Schirmer Tear Test and some practices also elected to test all breeds at routine consultations such as vaccination. The tests were generally performed by veterinary nurses after they had received training, with the diagnosis made by a veterinary surgeon."

The company says the new VeggieDent chew is thicker in order to prolong the chewing time, but retain its palatability and characteristic Z shape, designed to facilitate prehension and enhance the mechanical cleaning action.

The new facilities use teaching aids and models to allow students to refine their practical skills and build confidence before being let loose on real patients.
As part of the official opening, Princess Anne toured the School of Veterinary Medicine, where she met with staff and students and saw a demonstration of a new equine gut model that offers an alternative to using live animals for research into the gut microbiota of horses and how they are affected by diet, disease and medication.
