The RCVS has announced that more than 500 veterinary surgeons have successfully applied to join the first ever cohort of Advanced Practitioners – a status which recognises those who have advanced qualifications and experience in a designated area.
637 veterinary surgeons applied for the status – which forms a middle tier of accreditation between those holding the initial veterinary degree and RCVS Specialists – of whom 546 have, so far, been added to the List of Advanced Practitioners.
The College hopes that the List will provide a clear indication to both the public and profession of those veterinary surgeons who have demonstrated knowledge, experience and engagement with continuing professional development (CPD) above-and-beyond RCVS requirements in a particular field of clinical practice.
For those added to the List, ‘Advanced Practitioner’ will now appear after their names in the Check the Register search tool (www.rcvs.org.uk/checkregister). Advanced Practitioners also appear on the RCVS Find a Vet entry for those practices listed on the search tool and animal owners will be able to specifically search for those holding the status.
Dr Kit Sturgess is a member of RCVS Council who chaired the panel that assessed all the applications. He said: “We are very pleased to welcome this first cohort of Advanced Practitioners and it is fair to say that both the number of applicants and number of those who successfully made it on to the List exceeded all our expectations.
“The status brings together a wide variety of similar postgraduate qualifications under one heading and, in doing so, brings much needed clarity to both the profession and the public. For example, practices will now be able to more clearly indicate the levels of skills and experience possessed by staff to their clients.
“Being an Advanced Practitioner will also bring benefits to those holding the status by helping them focus their CPD in a particular area as well as forging a potential pathway towards Specialist status.”
Successful applicants will now have five years until they need to apply to be re-accredited for the status. During this time they will be expected to carry out at least 250 hours of CPD, with 125 hours in the area of their designated field. The first annual retention fee for the List (£80) is due on 1 July 2015.
A new application period for Advanced Practitioner status will be announced later this year. Those who were previously unsuccessful in their applications are able to re-apply.

Merial Animal Health has announced the first delivery of its bluetongue vaccine, BTVPURTM AlSap, in the UK. The shipment of just over 2 million doses is the first of several batches scheduled over the summer months and forms part of Merial's commitment to Defra to supply 13 million doses for England and Wales. Despite bluetongue disease not yet re-emerging in the UK this year, Merial strongly encourages farmers to protect their livestock from this potentially debilitating disease. The BVA has welcomed Defra Secretary of Sate Hilary Benn's announcement on the arrival of the first batch of Bovilis(r) BTv8 vaccine in the UK.
Congratulating Intervet on the speed with which the vaccine had been developed BVA President Nick Blayney said: "This news represents a crucial stage in our fight against Bluetongue. The last few months have been a particularly busy time as the end of the vector-free period approached bringing with it the threat of more cases of Bluetongue."
BTv8 is devastating in its second season and the BVA was delighted to join with organisations from across the livestock sector to launch the Joint campaign Against Bluetongue (JAB).
"Our aim has been to achieve the mass vaccination of Bluetongue susceptible animals, including goats and camelids and since the veterinary profession is the corner stone of the vaccination programme, with responsibility for vaccine delivery, proper usage and monitoring for efficacy, BVA has been in overdrive through much of March and April trying to ensure that vets were fully up to speed in advance of the arrival of the vaccine. Now that the vaccine is here, having been granted a provisional marketing authorisation for use inside Protection Zones and classified as a POM-V, we have further updated our advice to the profession. Our one-page summary sets out key considerations for vets including meeting the "under our care" prescribing requirements, movement controls, doses, off-label use, distribution and storage and communication in the hopefully unlikely event of any suspected adverse reactions."

Following ongoing lobbying by the British Veterinary Association and others, the Veterinary Medicines Directorate has dropped controversial plans for a new veterinary medicines category - POM EA (prescription-only medicine extended administration).
The proposed category has been discussed at the Veterinary Products Committee (VPC) since 2009. The original purpose was to provide a new category under which a veterinary surgeon would make a clinical assessment and, if appropriate, issue a Veterinary Permission of Extended Administration (VPEA) allowing the animal holder to obtain the prescribed POM EA medicine (from a veterinarian, pharmacist or SQP) for up to 36 months from the date of authorisation.
The BVA, along with its specialist divisions, says it opposed POM EA from the outset and failed to see that there was any justification for a new category. Veterinary surgeons are already able to write prescriptions for extended use and, as most health plans are reviewed annually, anything beyond a yearly assessment would be unacceptable on health and welfare grounds. An additional category would have also taken the UK even further out of step with the rest of the EU.
The BVA submitted written comments and attended a stakeholder meeting with the VMD to discuss concerns. Despite the VMD suggesting revisions to the original proposal the BVA and other stakeholders maintained that the new category was unnecessary.
Following these consultations, the VPC decided, at a meeting in March, not to progress the proposal any further.
Harvey Locke, President of the BVA, said: "We are extremely pleased that the Veterinary Products Committee has listened to our concerns and decided to drop its plans for POM EA.
"The BVA felt strongly that the proposed new category was unnecessary at best and potentially harmful to animal health and welfare at worst.
"In all fields of practice veterinary surgeons would not feel comfortable prescribing for such long periods without regular contact with the animals they care for."
The World Small Animal Veterinary Association has established a new Foundation with a remit to improve global companion animal care through science and education.

Dechra Veterinary Products has launched a case study competition to find out how veterinary professionals are using Celox, its new haemostatic agent designed to stop heavy bleeding.

Improve International has announced that several of the Postgraduate Certificate programmes (PgC's) which it delivers in conjunction with Harper Adams University and the European School of Veterinary Studies (ESVPS) have been added to the list of qualifications conferring eligibility for applications for RCVS' Advanced Practitioner status.

Improve says this places them at the same academic level as those offered by other CPD providers and termed as eligible entry qualifications to RCVS Advanced Practitioner Status.

For the PgC Small Animal Surgery and PgC Small Animal Medicine programmes, a further demonstration of professional key skills is required within a five-year period, which the company says it can help with.

A bad day for Egyptian veterinary surgeon Dr. Ibrahim Samaha from the University of Alexandria, who not only had the misfortune to board an aircraft that was later hijacked, but was also wrongly identified in the media as the hijacker.
Professor Samaha, who, according to Reuters, heads the department of food health at the University, later appeared on BBC Arabic to protest his innocence.
The Cyprus Ministry of Foreign Affairs later identified the real hijacker as Seif Eldin Mustafa (pictured right), about whom an official from Egypt's foreign ministry was reported to have said: "He’s not a terrorist, he’s an idiot. Terrorists are crazy but they aren’t stupid. This guy is." - though this was later denied.
Invicta Animal Health has been appointed exclusive UK distributor of EquiChek, a rapid screening test which uses whole blood to assess the level of Serum Amyloid A (SAA), a major acute phase protein of inflammation in horses.
According to the company, EquiChek is the first test which is able to provide a visual semi-quantitative result within 15 minutes. The test will display 4 lines for a normal level of SAA and sequentially fewer lines depending on the severity of the inflammation.

The RCVS is calling for its members to nominate veterinary surgeons and non-veterinary surgeons who merit the award of Honorary Associateship or Honorary Fellowship.
Honorary Associates are awarded annually to people, not necessarily vets, by reason of their special eminence in, or special service to, the veterinary profession. Council has agreed that these should only be people ineligible for election as Honorary Fellows.
Honorary Fellowships can be awarded to up to three veterinary surgeons in any year for their service to, or special eminence in, the cause of veterinary science. Nominees for Honorary Fellowships must be members of the RCVS and have been a member, or held a registrable qualification, for at least 20 years.
Nominations must be received by the President, Mr Peter Jinman, by Friday 3 September 2010. Members can obtain nomination forms from the RCVS Executive Office (0207 202 0761 or executiveoffice@rcvs.org.uk).
All nominations need to include the particular reasons why the honour/award should be conferred, along with supporting statements from two referees, at least one of whom must not be a working colleague of the person nominated.
Nominations will be considered at the meeting of the Nominations Committee on 14 October, and awards made at RCVS Day on 1 July 2011. Details of Honorary Fellowship and Honorary Associateship award holders can be found in the Register of Veterinary Surgeons, with the addition since 2 July 2010 of Dr Tony Lawrence and Professor Martin Shirley (Honorary Associates), and Professor Elizabeth Simpson and Professor Peter Roeder (Honorary Fellowships).
The National Association of Veterinary Physiotherapists (NAVP) is calling for the Royal College of Veterinary Surgeons (RCVS) to establish an independent register of veterinary physiotherapy practitioners. According to the Association, such a register would eliminate individuals practicing without proper training and qualifications and raise the standard of veterinary physiotherapy by providing a disciplinary role.
NAVP President and leading veterinary anatomist Dr Sue Kempson is heading the NAVP campaign for the establishment of an independent register. In a letter to the President of the RCVS, Dr Kempson said: "Recognition by the veterinary profession of the role of physiotherapy in post-operative rehabilitation and in supporting both companion and performance animals is growing. However, we do believe that referring veterinary surgeons are increasingly faced with a dilemma caused by the wide differential between qualifications offered by the various organisations representing practitioners in areas such as physiotherapy. There is an urgent need for a distinction to be made between these different types of qualification. To this end, there should be a clearly defined independent register of practitioners with appropriately validated qualifications which are clearly understood by the veterinary profession."
In partnership with Harper Adams University College, the NAVP has introduced a fully-validated post-graduate course in veterinary physiotherapy which offers a choice of Post-Graduate Diploma or Masters Degree. Only one other professional body, the Association of Chartered Physiotherapists in Animal Therapy (ACPAT) currently offers a similar qualification at this level.
Dr Kempson said: "The establishment of a register of physiotherapists would greatly assist vets and their clients to make informed decisions on their choice of therapist. It would eliminate those individuals without proper training and qualifications and help raise the standard of veterinary physiotherapy by providing a disciplinary role. At present there are no sanctions on those people practicing without the necessary qualifications or those whose work is sub-standard or who are guilty of professional misconduct.
"We do not believe that such a register should rest with any individual professional body or be affiliated to specific educational courses. To have authority, it requires independence and a register held under the auspices of the Royal College of Veterinary Surgeons would carry the credibility that the veterinary profession requires."

Alfreton Park Veterinary Hospital was chosen out of more than 800 entries from across the UK. The staff at the practice were delighted after winning £1000 which they plan to spend on computer equipment which includes a new laptop and a state of the art printer.

The competition's objective was to inform veterinary staff about the simple ways for practices to promote pet insurance to their uninsured client. There is still some confusion amongst staff as to what they can and cannot talk about. With this in mind, Petplan has produced a "Siameasy guide" for veterinary practices to show just how quick and easy promoting pet insurance can be. This guide provides ideas on when to mention insurance, the promotional materials available from Petplan as well as guidelines on insurance regulation.

The Government's updated Exotic Animal Disease Contingency Plan was laid in Parliament today.
The revised plan is produced by Animal Health for Defra, and includes changes which have been subject to formal public consultation. This includes a framework response plan for dealing with exotic animal diseases and plans for responding to specific diseases including Foot and Mouth Disease, Avian Influenza and Newcastle Disease.
The changes to the plan reflect lessons identified from the incidents handled during 2008 and address recommendations made in Sir Iain Anderson's review of the 2007 outbreak of Foot and Mouth Disease and feedback from the public consultation.
Jane Kennedy, Minister for Farming and the Environment said: "An animal disease outbreak can be devastating for those concerned. Defra remains totally committed to ensuring we learn lessons from our experience of outbreaks, so that we can make sure we respond effectively in future".
The Contingency Plan is subject to ongoing revision based on the latest scientific advice, developments in policy, comments from stakeholders and operational partners together with the lessons identified from disease outbreaks. Pet owners who believe in preventative healthcare have maintained or increased the money they spend on their pets this year, and 84% visited their vet at least once in 2010, up from 78% in 2007, according to a survey commissioned by the National Office of Animal Health.
According to the survey of 1000 owners carried out by Noesis, 44% of 'preventers' increased their spending on their pets in the last year with only a very small number (5%) decreasing it. There has also been a significant increase in the number of dogs insured by this group since 2007, which now stands at 55% compared to 41% in 2007.
The research covered both 'preventer' and 'non-preventer pet owners and sought to understand: awareness of preventative medicine in cats and dogs; how the decision is made as to what areas of preventative medicine are important and which to adopt; what types of preventative medicine are carried out and the reasons and frequency of this behaviour as well as the sources of information.
In addition to visiting their vet more frequently and spending more on their pets, preventers also visited a pet shop significantly more often than non-preventers with nearly two thirds (61%) of preventers visiting at least once a month compared to 36% of non-preventers, a figure that has decreased from 43% in 2007.
Looking at specific preventative treatments, attitudes to vaccination had not changed between the 2007 and 2010 surveys, with preventers believing that being a responsible pet owner means regularly vaccinating your pet, while non-preventers did not believe vaccination was relevant to their situation. This points to a clear need to educate non-preventers to break habits that have sometimes been handed down from generation to generation.
Most owners from both groups had used a flea treatment on their pets in the past two years although 68% of preventers were much more proactive in their usage of flea products compared to only 40% of non-preventers. Cats (80%) are more likely to have been treated than dogs (69%) among both groups of owners although flea treatment of cats has significantly decreased among non-preventers since 2007.
Use of wormers was also in decline. Although 86% of preventers worm proactively as part of a healthcare routine for their pet, this figure has decreased from 96% in 2007. Non preventers chose not to worm because they did not see the need, citing reasons such as their pet being fit and well or not going outdoors. Likewise, although preventers are more likely than non-preventers to be aware of the zoonotic implications of pet parasites, this awareness had decreased since 2007 pointing to the need for more work to be done on this aspect of pet health. On a more upbeat note, those that were worming proactively wormed their pets more frequently with 50% worming at least every three months in 2010 which was significantly more than compared to 41% in 2007.
When asked where they obtained general healthcare advice, the vet was the most frequently cited source of information with 84% of preventers and 58% of non-preventers referencing their vet. The internet is an increasingly important information channel for non-preventers with almost a third (31%) citing it as their source for pet healthcare advice, an increase from 25% in 2007.
There was huge interest from both groups (87% of preventers and 79% of non-preventers) in using a dedicated website such as NOAH's http://www.pethealthinfo.org.uk/ which 10% of the pet owners surveyed had heard of. It was welcomed for providing easy access, immediate, independent advice and being written by veterinary experts.
Commenting on the research, Phil Sketchley, chief executive of NOAH said: "We commissioned the original piece of research in 2007 to understand the differences between both groups of pet owners and understand where they sourced their information in order to influence the pet healthcare habits of the non-preventers in particular. The importance of the internet as a source of information proved that our strategy to launch http://www.pethealthinfo.org.uk/ was on target and the latest survey shows that this channel is increasingly important, particularly among non-preventers.
"The 2011 survey also reveals some positive insights into the preventative healthcare habits of those pet owners that we termed preventers. This group are more likely to insure their pet (45% vs 12%), go to the vet at least once a year (84% vs 30%) and visit a pet shop at least on a monthly basis (61% vs 36%). And, as a final piece of good news, this group have increased their total spend on their pets in the last year and very few members of either group had decreased their spend.
"Whilst all pet owners consider themselves responsible clearly some do not see regular preventative healthcare as part of that responsibility. So there remains a clear need to educate pet owners, particularly the non-preventers, to change some of the patterns of behaviour and complacency regarding their pet's health that have become entrenched and seem to have been influenced by friends and family."

The company has prepared practice marketing materials to support the campaign to educate pet owners on the signs of anxiety in cats and dogs, which are available from its Account Managers.

For the project, the company has developed a Brachycephalic Obstructive Airway Syndrome (BOAS) clinical assessment tool which can be used by a vet or nurse in practice to make a diagnosis.
The assessment is a holistic one which includes taking a history of the animal, a full physical examination, an exercise test and an examination of the dog’s nostrils.
The results of the assessment are then discussed with the owner to agree on a course of treatment.
During each consultation, vets and nurses also look to talk sensitively with clients about breeding, buying and owning brachycephalic dog breeds, offering welfare advice on how to manage their dog’s lifestyle, including issues such as keeping their weight low and looking after them in hot weather.
CVS says it hopes this will increase a general level of welfare awareness amongst brachycephalic dog owners.
CVS has also created a collection of resources for its teams, including new clinical frameworks and veterinary guidelines, webinars and a CPD day on the subject.
The company has also created materials to help vets and nurses have what can be challenging discussions with clients, including consultation room posters and practice reception TV videos which showing the physiology of the brachycephalic breed.
CVS says that since launch in July last year, the 25 participating practices have conducted nearly 900 brachycephalic assessments, and it aims to have at least 5% of Pugs, French Bulldogs and Bulldogs undergoing assessment across its small animal division by 2028.
Badger culling is necessary in certain circumstances to tackle the spread of bovine tuberculosis (bTB), according to the British Veterinary Association (BVA) and British Cattle Veterinary Association (BCVA).
This week the BVA's Council approved the new policy position adding the veterinary profession's voice to the ongoing debate on bTB.
Earlier in the year BVA President Nicky Paull welcomed the announcement of a pilot badger cull in west Wales. The BVA has now updated its bTB policy to more strongly state the case for humane, targeted and managed culling in specific areas where badgers are regarded as a significant contributor to the persistent presence of bTB.
The BVA's policy also states that the current Government strategy for bTB control is inadequate and calls for simultaneous control measures in both cattle and badgers and other wildlife and susceptible farmed species.
Nicky Paull, President of the BVA, said: "Bovine TB has an unacceptable impact on animal health and welfare and has the potential to be a risk to public health. Yet the current strategy for dealing with it is inadequate.
"Where I practise in Cornwall vets and farmers are desperate for effective measures to help us get on top of this inexorable disease.
"Veterinary surgeons take an active role in surveillance, diagnosis and treatment of disease and we know that the only way to control bTB is through simultaneous and coordinated measures across all susceptible species.
"In no way does our new policy position detract from the continued focus on cattle-to-cattle spread, within both the veterinary profession and the farming community, which continues to play a key role in attempts to control the disease.
"But the BVA believes that humane, targeted and managed culling of badgers in some areas will be necessary if we are to reverse the increasing prevalence of bTB."
