The PIC decision marked the conclusion of its investigation into a concern that was raised formally last November involving allegations of bullying at Professor Argyle’s workplace, the University of Edinburgh.
Professor Argyle, who had previously decided to step aside from his JVP and Council duties until the concern was investigated and concluded, said: “Despite this outcome from the PIC discussions, I have now made the challenging decision to stand down from my position at the RCVS. This is to ensure there is no further distraction to the College’s important work and activities and that whoever becomes the next JVP has the full support of Council and RCVS members.
"It is also to reduce the toll this situation has taken on my family, colleagues and students, and on me personally. I am proud and privileged to have served on RCVS Council for nearly ten years and wish it well as it navigates the next chapter in its history."
RCVS President Mandisa Greene said: “I appreciate that this has been an exceptionally difficult situation and very upsetting for all involved.
"I understand why David has taken the difficult decision to stand down from RCVS Council and would like to thank him for his many years of service to the RCVS since joining Council in 2012.
"I would also like to reassure colleagues once again that, throughout, the College has remained firmly committed to following due, proper and fair process in all its regulatory activities."
Following Professor Argyle’s decision to step down, the process for electing a new JVP for the current presidential year will commence.
As Professor Argyle was a Veterinary Schools Council appointee on RCVS Council, it will be for that body to elect a replacement Council member.

The specialist-led lectures will start on 5th May and run until October 2021, with a session every couple of weeks, alternating between vets and nurses.

Dechra says necrotic enteritis can be treated with a variety of therapeutic antibiotics but that the first choice antibiotics¹ for treatment are narrow spectrum antibiotics, like phenoxymethylpenicillin.
Phenocillin is an 800 mg/g powder for use in drinking water. It is lactose free, and Dechra says its high solubility makes it ideal for concentrated stock solutions and convenient for modern poultry farming. There is a zero withdrawal time so egg production is unaffected.

Barrettine Environmental Health has launched MiteMax, a new treatment for poultry red mite (PRM) with a physical mode of action.
Charles Phillips from Barratine said: "PRM poses a significant threat to laying hens particularly, with infestation costing the UK egg industry in excess of an estimated €3 million per annum through PRM control and lost production. In the UK, PRM is prevalent in varying percentages according to the rearing system used. Caged birds are estimated to have a variable 7.5 to 87.5 % prevalence. Free range systems are estimated to have 60 % prevalence of PRM, with organic systems higher at 78 %. Less intensive systems have a greater prevalence of PRM due to the higher number of cracks and crevices associated with a more enriched environment1."
MiteMax is applied directly to a shed’s inner surfaces via knapsack sprayer, rendering the surfaces sticky and permanently immobilising red mites that come into contact with them.
According to the company, the new product - which is designed to fit into and encourage integrated pest management practices - provides rapid knock-down of poultry red mite.
Charles added: "The physical mode of action of MiteMax makes it effective against pesticide-resistant mites. MiteMax is specifically formulated to penetrate surface dust making it highly effective at reaching mites harbouring deep in crevices."

Equine obesity is a growing problem not just in the UK but around the world. The debate explored how various sectors of the equestrian industry see the challenges faced by people who are struggling to manage their horse’s weight. It included the views of equine vet Lucy Grieve, horse owner Helen Gale, livery yard owner and coach Beth Maloney, nutritionist Liz Bulbrook, competition judge David Ingle and equine welfare officer Penny Baker.
The session was chaired by equine vet and nutrition specialist Professor Pat Harris with the support of Dr Tamzin Furtado, a social scientist with a special interest in human behaviour change for animals.
The panellists shared their views on what they believed to be the blocks for horse owners in recognising obesity and addressing the problem.
They identified the importance of empowering owners and working with them to make step by step changes with the support of a reliable and trusted team including vet, nutritionist, yard owner and farrier.
Lucy said: “Vets are in unique and privileged position to provide an achievable and effective tailor-made strategy for individual horses.
"We must all learn to overcome avoidance and engage recognise, accept and understand, and tailor a solution.”
Helen added: “Owners need to be able to recognise and acknowledge that their horse has a weight problem and be motivated to take action. Communication is key. It’s important for others to understand why you are following the advice form vets and other experts and how they can best help."
There was recognition that a bespoke approach is needed for every horse, owner and situation. Some livery owners may face challenges in changing management practices and peer pressure on a yard may prevent people implementing intake restriction measures such as a grazing muzzle or restricted turnout.
Beth said: “Peer pressure can be daunting and there can be a lack of confidence that you are doing the right thing."
Communication and proactive signposting to reliable advice and scientific information were identified as pivotal, not only in helping to identify weight changes but also to build horse owners’ knowledge and confidence. This would build a clearer understanding of the calorific value of feeds and of grass and forage, what constitutes a balanced diet, the importance of regular exercise and weight monitoring, being able to identify the difference between fat and muscle and being familiar and comfortable with the range of weight control tactics, such as grazing muzzles, restricted grazing and track systems.
The language used was also identified as important; gauging the needs and response of the individual and asking the owner what they think, would be more effective than using potentially inflammatory language - for example choosing the phrase ‘fat pad’ rather than the terms ‘overweight’ or ‘obese’.
Lucy said: “If we are all being really honest with ourselves obesity is neglect. I doubt many vets would walk away from an emaciated horse or an infected wound or a cloudy eye so why are we so willing to walk away from these ticking time bombs which are actually a real welfare issue as the animal is potentially at risk of losing their life?”

Referral Centre VRCC reports that its first Small Animal Veterinary Education Conference Weekend in Kenya, held in November and supported by Merial, has been a great success. Over 30 East African vets from all over Kenya gathered at the elegant Leopard Beach Hotel, just south of Mombasa, to learn from some of the leading specialists in the UK.
The Kenyans, all with an interest in small animals, were a real cross section of the African profession. They ranged from prosperous vets with large practices in Nairobi to a young vet who'd undertaken a gruelling 7 hour bus ride accompanied by armed guards from his clinic on Lamu, near the Somali border.
A challenging 2 day programme had been devised by VRCC specialists including Dr Susan North, one of the most experienced and highly qualified veterinary oncologists in Europe and also a European Specialist in Internal Medicine. Also lecturing were VRCC's Head of Surgery, Henry L'Eplattenier and Merial's Dr Hein Hesse, an expert in pain management and parasite control. The weekend finished with a prolonged question and answer session with the enthusiastic delegates hungry to gain as much knowledge as possible from the visiting specialists before their long journey home.
Malcolm Holland at VRCC was delighted with the first time turn-out at the conference. He said: "The Conference Weekend was successful on so many fronts. The delegates had access to first-hand information not readily available to them - the last lecturing team visited over 20 years ago! They were able to interact with each other, form networks, and renew friendships.
"VRCC was not seeking any material gain, just fulfilling a desire to pass on some of our experience for the improved welfare of small animals in East Africa."

Kit, or, to give him his full title, Dr Kit Sturgess MA, VetMB, PhD, CertVR, DSAM, CertVC, FRCVS, RCVS Recognised Specialist in Small Animal Medicine, has been working as an internist in private referral practice since 2003. In 2006 he became a founding partner in a multidisciplinary referral centre that he saw grow from five to 65 members of staff within five years.
He is also Chair of BSAVA Education Committee, Trustee of Cats Protection and Chair of Trustees of the Wildheart Trust. He was formerly an RCVS Knowledge Trustee and member of RCVS Council.
Kit has authored numerous articles and two textbooks, and presents lectures and research abstracts at conferences worldwide.

The company surveyed 1979 pet owners last December and found the main reason they didn’t take their cat to the vet more often was because the animal appeared to be healthy and therefore didn’t need medical attention.
The second biggest barrier to more regular vet visits was cost. Although almost half of the cat owners surveyed had pet insurance, almost a quarter said cost prevented them from taking their cat to the vet more often.
Despite there being 760 cat-friendly clinics across the UK and Ireland, 13% percent of owners said the stress put them off making more frequent trips to the vet.
If they were unable to take their cat to the vet, 40% said they would arrange for a vet home visit, 29% said they would search for information online and 26% would turn to friends and family for advice.
The survey also found that 11% of owners believed that their cat was overweight. However, according to a 2018 study, 39% of cats are overweight in the UK, which would suggest that over a quarter of cat owners surveyed were unaware that their cat was above a healthy weight.

Elisa, pictured right next to Bill Oddie, is the founding member of a craft conservation charity called Blankets for Baby Rhinos. In less than three years the group has amassed a Facebook community of around 3,500 members, primarily knitters, crocheters and crafters, to make blankets and other items to supply to wildlife centres taking in orphaned and sick rhinos in Africa, as well as other wildlife threatened by poaching.
Originally from South Africa, Johannesburg-born Elisa had planned to work as a vet treating wildlife but found herself working in small animal practice in Cape Town before moving to the UK.
Still, colleagues and friends often told her of the injuries they saw inflicted on rhinos targeted for the illegal trade in their horns, so she and a friend decided to help.
After building a following and supplying thousands of blankets for a growing number of wildlife orphanages in Africa, she wanted to harness the enthusiasm of members to help meet the other practical needs of the centres, as well as helping rangers and dogs working in anti-poaching units.
Now a registered charity, members supply all kinds of equipment including animal feed, medicine and veterinary supplies to a wide list of centres, as well as food for anti-poaching dogs while continuing to run appeals which crafters can assist with. Currently they are asking knitters to knit hats, scarves and blankets in black or dark colours for rangers, so they can keep warm at night without being spotted by poachers.
James Sawyer, UK Director of IFAW, said: "Elisa’s pioneering approach to harnessing practical public support to help rhinos and other rescued African wildlife is really impressive and she is a great example of animal welfare in action. We hope her efforts will inspire the next generation of animal welfare and conservation campaigners. She is a very deserving winner of IFAW’s Vet of the Year Award."

By virtue of the number of its numbers, Facebook probably can't be beaten for general 'chit chat'. But for clinical discussions, it has some serious flaws.
Firstly, there's minimal curation of content and it's more or less impossible to filter irrelevant stuff. Because of that, and because Facebook displays post excepts, rather than headlines, you can end up having to scroll as far as Australia to find stuff relating to your area of interest.
By contrast, the listings of latest content by title on VetSurgeon makes it much easier to scan the content and find the stuff that interests you, particularly now content is grouped by clinical discipline.
Perhaps even more importantly, it's impossible to see the professional qualifications of the person who replied to you on Facebook, so you don't necessarily know if they have the faintest idea what they are talking about. VetSurgeon profiles are visible to all, and allow members to display their postgrad veterinary qualifications, amongst other things.
Lastly, the way discussions on Facebook are 'threaded' makes it very, very difficult to refer back and find who said something useful (you remember someone said something, but then, on a busy thread, you may have to expand 20 or 20 threads to find the thing you were after). That's not just a pain in the derrière, it means that any valuable information shared by specialists and experts is too easily lost.
The bottom line is that if you're looking for general chat, Fleecebook may be your best bet. But if you have questions about specific clinical disciplines, VetSurgeon.org is where you'll find better answers, quicker.

From 1st March vets can sign up to be alerted to all recorded equine influenza cases in the UK, thanks to a new service from the Animal Health Trust (AHT) and Merial Animal Health.
Tell Tail is the UK's first equine influenza (EI) text alert service exclusively for equine vets, set up to provide practices and their clients with what could be invaluable information in the face of a potential outbreak.
Dr Emma Batson from Merial said: "Vets will be notified of an EI outbreak within 48 hours of confirmed diagnosis. Not only will this allow them to alert their clients, but we believe that it will also help to encourage horse owners to become more compliant with vaccination schedules.
"Currently it is estimated that only a third of the UK horse population is vaccinated for EI. This situation is not only a potential welfare issue, but it also provides practices with a significant opportunity to increase the number of horses protected against EI, resulting in a win-win situation for all."
Dr Richard Newton, Head of Epidemiology and Disease Surveillance at the AHT, believes the text alert service will also help improve awareness and knowledge of EI, and he hopes all equine vets will sign up for the scheme. He said: "We believe that the launch of the alert service for vets marks an important step in the quest to help minimise the risk of an EI outbreak in the UK.
"EI doesn't have a carrier state, which means that it never goes away and re-emerges, instead it circulates continuously. So without continued surveillance we could easily lose track of it.
"We hope that as well as allowing practices to track and respond to outbreaks in their area, the alerts will also encourage vets to send in samples from animals with cold and flu-like symptoms. This is a free service which in turn provides us with more information to circulate within the industry, allowing everyone to be more effective at managing the disease.
"Vaccination is our best defence against EI, but to remain effective the World Organisation for Animal Health (OIE) Expert Surveillance Panel, needs to make any update recommendations based on the latest position in the field. And this information can only be gathered via effective surveillance."
Dr Batson agrees and hopes that the combination of the Tell Tail text alert service and surveillance scheme will help to reduce the risk of an outbreak occurring in the UK. She said: "In the UK we continue to see regular confirmed outbreaks of EI, so we can never afford to become complacent about the risks.
"You only have to look at the relatively recent major outbreaks in Australia, South Africa, India and China, to see the devastating effects which can ripple throughout equine industries, both in financial as well as welfare terms."

Companion Care Vets has opened its first new standalone joint venture surgery in Ayr, Scotland.
At 3,071 sq ft the £300,000 surgery is the largest of the groups' 86 strong network and is the first standalone surgery to be opened under the joint venture partnership model that has been in place since 2001.
The surgery is located in a retail park environment, to give easy access for clients and their pets. It is a full service practice, which Companion Care says is fitted with all the latest equipment, including digital x-ray machines and a full operating suite.

However, as Susie points out, a single negative review is not necessarily a bad thing; most people are able to put one bad review into context. Indeed, a small number of negative, or less positive reviews tends to make the glowing ones seem more credible.

Fourth year veterinary students from the University of Sydney's Faculty of Veterinary Science have produced a nude calendar in which they use a variety of strategically placed animals to protect their modesty.

The BVA has paid tribute to Lord Ballyedmond, founder of the veterinary pharmaceutical company Norbrook Laboratories, after he was killed in a helicopter crash in Norfolk last Thursday.
The life peer (pictured second from left collecting a business award in 2011) founded Norbrook over 40 years ago. It became one of the biggest manufacturers of animal health products globally, and now employs more than 1000 people. Dr. Edward Haughey, as he was previously known, was ennobled in 2004.
Following his death, Norbrook issued the following statement:
"It is with sincere sadness and deep regret that the Company confirms our founding Chairman and CEO, Lord Ballyedmond, was one of four people who tragically lost their lives in an aviation accident at Gillingham, Norfolk at approximately 7.30pm on Thursday 13 March 2014.
Norbrook management and staff also mourn the loss of their friends and colleagues Declan Small (Site Foreman), Captain Carl Dickerson (Pilot) and Captain Lee Hoyle (Pilot).
Our thoughts are with the immediate families and friends of the deceased who have requested privacy at this difficult time.
We take enormous pride in our Chairman's extraordinary legacy in establishing Norbrook as a global veterinary and pharmaceutical industry leader. Management will continue to advance his pioneering vision with a renewed vigor and determination befitting his memory."
BVA President Robin Hargreaves said: "We are deeply saddened to hear of the tragic passing of Lord Ballyedmond. He has been a great supporter of the veterinary profession and of BVA, and made an enormous contribution to veterinary medicine. He built opportunity for thousands of people in Northern Ireland and around the world and had a huge commercial and industrial presence throughout my whole career. Above all Lord Ballyedmond was a family man and all our thoughts are with his wife and children at this time."
The course is aimed at veterinary professionals across Europe who want to advance their knowledge and diagnostic skills, progress their academic qualifications and gain recognition in their field.
The GPAdvCert in Small Animal Medicine is for veterinary surgeons who have already completed a General Practitioner Certificate in Small Animal Medicine (GPCertSAM) or a Postgraduate Certificate (PgC) in Small Animal Medicine.
Accredited by the European School of Veterinary Postgraduate Studies (ESVPS) and validated by Harper Adams University, the programme will be delivered in three, five-day blocks of training by globally recognised experts in three European training centres - Sheffield, UK; Porto, Portugal and Berlin, Germany. The programme includes a practical session in which delegates will perform an upper and lower gastrointestinal endoscopy under the guidance of their tutor.
David Babington MRCVS, Business Development Director of Improve International (pictured right), said: "Delegates attending our first GPAdvCert in Small Animal Medicine will enhance their skills and confidence in dealing with complex animal medicine cases. Each module will take their knowledge beyond Postgraduate Certificate level with more in-depth and advanced content covering topics as diverse as mycobacterial and ureteric disease. They will also learn how to design a detailed diagnostic plan and build an understanding of nuances in interpreting laboratory findings to enable them to manage cases requiring complex therapeutic management with confidence."
He added: "The qualification is a natural ‘next-step’ for veterinary surgeons wanting to further progress their knowledge of small animal internal medicine. It will help them to reduce the number of patients which are referred, retaining a higher level of income for their practice and will also provide them with skills which they can pass onto their team."
Improve says the successful achievement of the GPAdvCert will enable delegates to progress from a Postgraduate Certificate in Small Animal Medicine (or equivalent) to the Postgraduate Diploma in Advanced Veterinary Practice Sciences in the UK, which is awarded by Harper Adams University. This can, in turn, be used towards the award of a Masters Degree (MSc) in Advanced Veterinary Practice Sciences.
The new voice skill offers three main features, a chocolate toxicity calculator for dogs, the nearest emergency vet finder, and answers to Vets Now's commonly asked pet health questions.

COMMENTI've just tried the new skill, and my first impression is that vets don't have to fear this is going to put them out of a job any time soon.
As with all things Alexa, there is a sporting chance she'll mishear what you said. But the bigger problem is that it may be a solution to a problem that doesn't exist.
I've had a dog for the last decade, and I could count the number of times I had a question for the vet that could be answered by an app on the fingers of one finger.
In fact, it was the time our dog ate chocolate.
But would I download a voice assistant just to answer the chocolate question?
No, I wouldn't.
Nor would I download a voice assistant to explain veterinary conditions, simply because I don't have questions of that nature more than once a decade. Who does? And if I wanted to know where the nearest emergency vet was, I'd either Google it or I'd ask Alexa herself (as opposed to summoning the Vets Now voice assistant specifically).
The sentiment behind this idea - making advice more accessible - seems sound, but I suspect that unless this assistant becomes truly encyclopaedic, it is never going to be useful enough to warrant installing on a smart speaker. Even then, one has to wonder whether the average pet owner has enough animal-related questions every month to warrant having an assistant to answer them.
Chris has been an elected member of Council since 2009 and, during this time, has served on the Education Committee, the Examinations Appeal Committee and the Operational Board as Chair of the Education Committee and Junior Vice-President.
He graduated with a veterinary degree from the University of Glasgow at the relatively advanced age of 30 having first attained a degree in Agricultural and Environmental Science from the University of Newcastle. Following graduation he worked in a mixed practice in Herefordshire before buying an equine and companion animal practice in West Berkshire, which currently employs five veterinary surgeons and five support staff.
In his maiden speech, Chris called on veterinary surgeons and veterinary nurses to be proud of themselves as people who are committed to the welfare of animals in their care and to not be so hard on themselves.
He also outlined several areas that he would like to prioritise during his presidential year. These included delivering the priorities set out in the Vet Futures Action Plan, exploring bringing veterinary paraprofessionals into the College’s regulatory remit, driving forward the College’s international profile and dealing with blame and fear culture in the profession.
He said: "I’ve seen first-hand in Africa and India what the delivery of veterinary care can do for the welfare of animals in these regions and the wellbeing of people that frequently depend upon them. As one of the richest nations in the world we will further investigate what we can do, through knowledge transfer and support, to help raise the standards of veterinary care in developing countries.
"Sadly we often hear that there are vets and nurses who live in fear of the RCVS. This is something of which I am personally ashamed. Being particularly mindful of the role that fear and anxiety play in mental health, I will do everything I can to replace this fear... I will encourage all hardworking vets and nurses, whichever field they are in, to wear their [MRCVS] ‘badge’ with pride. Feel good about what you do, feel great about what you do."
Chris’ first official duty upon receiving the presidential chain of office from outgoing President Dr Bradley Viner, was to welcome the new Junior Vice-President Professor Stephen May. He also praised Bradley for his calm authority, humour and wisdom throughout his year as RCVS President.

“Tilts, Spins, and Tears: Approaches to head tilts in rabbits” will be presented by Dr Madonna Livingstone BVMS MRCVS, who will discuss a range of approaches, diagnostic and treatment options for rabbits presenting with head tilt symptoms.
Madonna has over 20 years experience in veterinary practice, and as Head Vet and Head of Exotics at Ark Veterinary Clinics Ltd, she speaks widely on exotic animal medicine and surgery.
She also delivers clinical exotic lectures and practicals at Glasgow Vet School, holds a diploma in parrot behaviour and is publishing a textbook on rabbits and small exotic mammals this year.
