The new code is one of a series of welfare codes currently being reviewed and updated by the Department for Environment, Food and Rural Affairs (Defra) following recent consultations.

The AHT has published the first research paper of its kind which looks at idiopathic epilepsy (IE) in the Italian Spinoni, a breed where the prevalence of IE has been found to be 5.3%, compared to 0.6% estimated to be seen in dogs generally in UK first opinion practice.
Dr Luisa De Risio, Head of Neurology at the AHT and lead researcher on the paper, said: "Idiopathic epilepsy is the most common chronic neurologic disorder in dogs but it can be more common in some breeds than others, for example Irish Wolfhounds, Border Collies and Italian Spinoni. Sadly, we see a lot epileptic dogs in our clinic, including these breeds as well as Golden Retrievers and Labrador Retrievers, so research being undertaken at the AHT, and around the world, is very important in helping owners of dogs with epilepsy to be able to control the effects of the disease.
"The Italian Spinone is a wonderful breed but is highly affected by idiopathic epilepsy. To our knowledge, no one has conducted such a large-scale research study in this breed to be able to gain a better understanding of how the epilepsy manifests, how prevalent it really is and, importantly, which factors may contribute to survival in these dogs.
"With the backing of the Italian Spinone Club of Great Britain, the AHT was able to design a questionnaire for the research study and work with the Kennel Club to invite over 3,000 Kennel Club registered Italian Spinone owners to aid our research by completing the questionnaire.
"1,192 owners participated in the research and of this sample, 63 Italian Spinoni had IE. Owners of affected dogs were then invited to complete a further questionnaire and asked to make the dog's medical records available. This gave us a very large amount of data to analyse from which we were able to glean a lot of very useful information about the clinical characteristics of idiopathic epilepsy in Italian Spinoni."
The research also looked at survival times of those dogs in the study with IE. Survival was significantly longer in Italian Spinone with no cluster seizures and in Italian Spinone in which antiepileptic medication was initiated after the second seizure rather than after more than three seizures.
Luisa continued: "From this sample we were able to conclude that idiopathic epilepsy in this breed often has a severe presentation but starting treatment with antiepileptic medication after the second seizure, and aggressive treatment of cluster seizures, may improve the survival of these dogs.
"The input in treatment design and modulation by a specialist veterinary neurologist with expertise in canine epilepsy can help to optimise treatment success and the dog's quality of life.
"We hope these findings will help to increase veterinary knowledge and understanding of this horrible disease and give Italian Spinoni, and other affected breeds, the best chance of fighting IE.
"Epilepsy is one of the most complex and difficult diseases to treat, with several variables in any case, but it is important for owners not to give up hope and to seek a consultation with a veterinary neurologist who specialises in epilepsy, if possible."
The next phase of the AHT's research in the Italian Spinone is to identify the genetic basis of this condition, with the aim of identifying the genetic mutations responsible so that a genetic test could be created. This research is currently on-going in Italian Spinoni and Border Collies and requires more DNA samples from affected and unaffected dogs.
Luisa said: "A genetic test is the only way to successfully help breeders identify carriers and select matings which are most likely to produce unaffected dogs. However, the genetics, like the condition itself, are very complex so the development of such a test is still likely to be many years away. The most we can do for these lovely dogs now is to share these findings across the veterinary profession and to do our best to treat each dog as well as we can."
The full paper is titled 'Idiopathic Epilepsy in the Italian Spinone in the United Kingdom: Prevalence, Clinical Characteristics, and Predictors of Survival and Seizure Remission' and is published in the Journal of Veterinary Internal Medicine on an open-access basis.

Vet-AI's automated triage app offers instant advice to pet owners 24/7, early detection of health issues and advice as to whether they need to speak to a vet.
For the blinded test, which was conducted in April 2025, three UK veterinary surgeons reviewed the responses from Vet-AI, Gemini 2.0 and ChatGPT 4.0 to 48 simulated enquiries from owners.
The vets evaluated each on clinical accuracy, triage effectiveness and the subjective criteria of factuality, integrity, safety, empathy and readability.
Vet-AI’s Large Language Model (LLM) achieved an accuracy score of 81%, surpassing Gemini (69%) and ChatGPT (50%).
Vet-AI’s model also stopped triage at the correct point in 81% of cases according to the vets, compared with Gemini’s 75% and ChatGPT’s 56%.
Vet-AI’s tool also outperformed the leading LLMs on subjective measures, delivering more empathetic, thorough and factual responses to pet owners.

Step 1: Clean with Oticare, a non-irritating, alcohol-free ceruminolytic ear cleaner formulated to keep ears hygienically clean and restore the normal microbiological balance of the ear canal. The decision comes after 13 dead wild birds were confirmed to have the virus in Warwickshire.
Last week 17 wild birds were tested positive in Dorset and 31 infected birds have now been identified at the Dorset site. At that time Defra responded by putting a local prevention zone in place and, now it is known the disease is not isolated to the Dorset site, the prevention zone has been extended across the country as a precautionary measure.
The prevention zone means bird keepers across the country must:
Those keepers who have more than 500 birds will need to take extra biosecurity measures that include restricting access to non-essential people, changing clothing and footwear before entering bird enclosures and cleaning and disinfecting vehicles.
The birds in Warwickshire are still being tested but it is expected that it will be the same H5N6 strain of bird flu that was found in the wild birds in Dorset and has been circulating wild birds across Europe. Public Health England have advised the risk to public health is very low with the Food Standards Agency also offering reassurance that bird flu does not pose a food safety risk for UK consumers. Defra has confirmed that the H5N6 strain is different to the strains which affected people in China last year.
Although it does not represent a threat to public, it is highly infectious and deadly to birds.
British Veterinary Association (BVA) President John Fishwick said: "I’d encourage vets to reassure their clients that this strain of Avian Influenza poses a very low risk to public health and the food chain. However, there is clearly a need to try to contain further spread of the disease, which has almost certainly come from migratory birds, and vets and poultry owners should follow the new prevention zone measures and remain vigilant for signs of bird flu."
British Veterinary Poultry Association (BVPA) President Phil Hammond added: "It’s really important that all bird keepers heed biosecurity advice issued by Defra, and maintain the highest biosecurity standards. Any suspicion of Avian Influenza should be reported to the APHA as soon as possible."

For decades, animal welfare and public health issues have been reported at a variety of animal establishments. The Animal Protection Agency says that inconsistent inspection methods and a lack of objective guidelines have contributed to a situation it describes as unacceptable.
The new report, ‘Guidelines for Inspection of Companion and Commercial Animal Establishments', which was part-funded by the APA and is published in Frontiers in Veterinary Science1, offers guidelines for animal husbandry (including invertebrates, fishes, amphibians, reptiles, mammals and birds) and inspection protocols for a variety of commercial and non-commercial establishments.
Space for animals, responsible handover, facility layout and human health and safety are among the issues detailed in the publication, which also offers a scoring tool.
The APA says the publication is believed to be the most objective information resource of its kind anywhere in the world. It is freely accessible to anyone, whether for formal governmental, professional managerial or private use.
Lead author and biologist Clifford Warwick said: "Clear, definitive and objective guidance for animal care and facility inspection has long been needed to enable responsible authorities to oversee animal health and welfare with confidence, and hopefully many will welcome and find helpful this new report."
Co-author and veterinary expert Mike Jessop MRCVS said: "Animal welfare and improved public health are the clear winners from a standardised inspection system that is applicable to all companion animal establishments. Moving to a more objective and evidenced system of inspection is long overdue. The same principles and protocols are readily adaptable to encompass inspection of any animal holding facility."
Animal Protection Agency Director Elaine Toland said: "Britain has been called a 'nation of animal lovers', and many want the best for their pets. But there is also a nation of 'animal traders and keepers' out there who often aim to provide the most 'cost effective' and therefore lowest possible standards of space, habitat and general care that they can get away with, and that mindset needs to change."
The Vaccination Guidelines Group (VGG) of the World Small Animal Veterinary Association (WSAVA) has updated the Vaccination Guidelines it offers to veterinary surgeons.
The association says its Canine and Feline Vaccination Guidelines aim to provide globally applicable recommendations to help veterinary surgeons vaccinate in a standard and scientifically justified fashion.
The VGG has also updated the vaccination guidelines it offers to pet owners and breeders, as well as the series of fact sheets it has created on key global vaccine-preventable diseases of dogs and cats.
The original guidelines were published in 2007 as the WSAVA's initial response to the need for globally applicable recommendations on vaccination best practice. They were updated in 2010 and, since then, the VGG, which is supported exclusively by MSD Animal Health, has been focusing on issues relating to small companion animal infectious disease and veterinary education in Asia.
The 2015 release of the Canine and Feline Vaccination Guidelines is based on a new evidence-based classification system for vaccinology. It also includes a number of additional FAQs (110 in total). The guidelines for both vets and owners/breeders are available for free download at http://www.wsava.org/educational/vaccination-guidelines-group. Currently available in English, they are being translated into a number of languages.

MSD Animal Health has obtained regulatory approval in 21 European countries, including the UK, for Cobactan LA 7.5% (cefquinome) - a new-generation, injectable antimicrobial for the treatment of swine respiratory disease (SRD).
Raul Berro DVM, global marketing director swine at MSD Animal Health said: "Cobactan LA 7.5% is a long-acting version of our highly effective Cobactan 2.5%. Its longer duration of action means greater compliance for swine producers with fewer injections and less stress to the animals, without sacrificing performance."
According to the company, the long-acting antibiotic formulation is effective against three major SRD pathogens in growing and finishing pigs - Actinobacillus pleuropneumoniae, Haemophilus parasuis and Pasteurella multocida. Considered the most important threat to the swine industry worldwide, SRD causes increased mortality, decreased weight gain and increased feed consumption.
Cobactan LA 7.5% requires two intramuscular injections 48 hours apart, compared to Cobactan 2.5%, which requires three daily injections. The recommended dose rate is 1 mL (3 mg cefquinome) per 25 kg bodyweight. The product isavailable in 50-ml, 100-ml and 250-ml glass vials.
Raul aded: "COBACTAN LA 7.5% also has a short withdrawal period of seven days. This makes the injectable product also safe to use throughout the finishing period for the treatment of SRD."
MSD adds that the use of COBACTAN LA 7.5% should be according to established responsible use guidelines and strictly according to the label instructions where specific restrictions apply to this class of antibiotics.

The traditional NVQ 'portfolio' system for student veterinary nurses could be phased out from next summer, under draft proposals from the Royal College of Veterinary Surgeons Awarding Body, which has responsibility for the delivery of VN qualifications.
Proposals include an initial year of full-time college study, during which the student does not need to be employed in a Training Practice (TP), the introduction of compulsory farm animal work experience, the phasing out of the separate Equine Veterinary Nursing qualification and a reduction in practice-based assessment.
The catalyst for reviewing the VN qualification came from Ofqual's plans to introduce the new Qualifications and Credit Framework (QCF) from summer next year, which effectively scraps the NVQ in its current form. This gave the RCVS Awarding Body an excellent opportunity to reconsider work-based training for VNs in order to improve its effectiveness and efficiency.
The Awarding Body's proposals, on which comments are invited, aim to reduce bureaucracy for those involved with VN training, increase the number of practices able to take part and improve accessibility of training, ultimately increasing the number of qualified VNs available to the profession.
Under the new proposals, VN work-based training would be a two-year, 70-credit Level 3 qualification, equivalent to 700 hours' learning. The first year of this qualification could be delivered either as a full-time college course, or as a part-time day-release over two years (extending the complete training to three years). The first year would incorporate 25 days' work placement, including small animal, equine and farm animal environments - the first time a compulsory farm animal component has been introduced. This first year of the course could be directly accessed by school leavers, as there is no requirement for them to be employed in a practice.
Students would be employed in a Training Practice for the second 'clinical' year (or third year for part-time students). An online log of practical experience, similar to the Professional Development Phase for new veterinary graduates, would replace the current portfolio, with a more comprehensive end-of-year practical exam. There would no longer be a requirement for practice-based assessors, although students would still need to be supported by an experienced clinical mentor, a role many current assessors may assume.
The economic feasibility of Equine Veterinary Nurse (EVN) training was also considered, with the conclusion that a broader-based primary qualification, with all students carrying out work experience in a range of practice types, was more sustainable.
The number of training practices has long been recognised as a limiting factor in the UK's capacity to train VNs. In addition to standard TPs, proposals have therefore been made for Auxiliary TPs (ATPs). ATPs would be able to employ and train VN students even if they do not have the facilities to provide all of the work experience required: a formal agreement to allow students to fill the gaps at another practice would be in place.
Finally, the proposals include a beefed up range of post-registration education options, allowing Registered Veterinary Nurses to develop, and be recognised, in their own areas of interest. This would help to create a career ladder for RVNs and assist in their retention within the profession.
"The proposals have been developed following a period of consultation with those involved with the delivery of VN training, and with employers," says Jacqui Molyneux, RCVS Council Member and Chairman of the VN Awarding Body.
"Feedback suggests that the current syllabus and training provides competent nurses who are highly regarded within the profession, but that training is overly burdensome for the practices involved. This, coupled with a recognised shortage of both Training Practices and qualified VNs, meant it was appropriate to think more creatively about how the qualification could be delivered. We hope that the draft proposals will be welcomed by both the veterinary nursing and veterinary professions, and would urge people involved to let us know what they think."

It is appreciated that this is a short deadline, however, the time-frame of the QCF is driving development, as is the need to allow colleges and training providers the maximum possible time to develop the new training structure for 2010/11 delivery.
Probably the two most popular social media platforms for veterinary surgeons in the UK are Facebook (and its various veterinary groups) and VetSurgeon.org.
Facebook has the advantage that so many people use it to share photographs with family and friends, so they are already on the site and it is only a very short hop over to participate in a veterinary discussion group. That makes it an excellent way to get a broad opinion on almost any subject.
But, and it is a very big 'but', Facebook was never designed to be a platform for sharing clinical information or discussing cases. So, for example, you cannot see the professional qualifications of anyone contributing to the discussion unless they happen also to be your 'friend', so it can be hard to tell whether they have any idea what they're talking about, or are, in fact, the leading light.
There are various other aspects of Facebook that are problematic when it comes to clinical discussions, including the difficulty in referring back to useful information shared and the way in which 'me too' replies can drown out good quality information.
The survey aims to find out how much of a problem vets think these things are, whether certain groups within the profession could be better served by social media - for example those that may find it daunting asking for help in an online group, and what features vets would like VetSurgeon.org to invest in.

The disease, which originally appeared in the late 1980s, was first detected in the UK in 2012. It affects the kidneys and has a 90% mortality rate.
The team at Anderson Moores, which has been leading research into this disease, wants to alert colleagues to these new cases, which have been confirmed since 1st January.
By comparison 18 cases were reported in the whole of 2018, 19 in 2019, and 47 in 2020.
The new cases have been identified in Herefordshire, Greater London and Exeter.
David Walker, American, RCVS and EBVS European specialist in small animal internal medicine, leads the team at Anderson Moores Vet Specialists and is the UK’s foremost authority on the disease. He said: “We’re very sad to confirm three new cases of CRGV already in 2021. Unfortunately, we find ourselves at the time of year when cases are most commonly identified.
"As well as these confirmed cases, we are awaiting results on a number of other dogs that have sadly been euthanised with suspected CRGV. It is understandably a worrying time of year for dog owners with regards to CRGV; however, the disease remains rare.
"We’re advising dog owners across the country to remain calm but vigilant and seek advice from their local vets if their dog develops unexplained skin lesions.”
Previous cases have been identified in Gloucestershire, Surrey, Derbyshire, Yorkshire, Lancashire, Cornwall, Devon and Staffordshire.
Mr Walker added: “If a dog becomes affected by CRGV, the best chance of recovery probably lies with early and intensive veterinary care which may be best provided at a specialist facility such as Anderson Moores.
“Treatment primarily revolves around intensive management of the acute kidney injury and is sadly only successful in around 10% of cases.
“However, the team here at Anderson Moores successfully treated a suspected case of CRGV in a Labrador Retriever. Molly was referred to our internal medicine team just before Christmas due to limb swelling and a deep, painful ulcerative lesion on one of her legs.
“Following four days’ intensive treatment, her condition started to improve and we began to cautiously hope she would survive the disease.
“Molly continued to slowly improve and, after two nerve-wracking weeks, she was discharged to continue her recovery at home."

The University of Liverpool's School of Veterinary Science has announced the introduction of a new curriculum designed to enhance undergraduate veterinary teaching and learning.
The University says that the curriculum, which was developed in consultation with staff, current and past students, and other key stakeholders, will provide world-leading clinical training, underpinned with the latest scientific knowledge.
The review also explored new ways of teaching in order to reduce the number of lectures in favour of more dynamic forms of training, such as 'scenario' sessions where students work in groups to tackle clinical problems.
Dr Alex German, programme director for the new curriculum, said: "Instead of a modular format, where subjects are taught in self-contained units, we now integrate subjects throughout the degree programme so that students can seamlessly connect what they have learnt to what they are practising.
"Pre-clinical subjects are taught early on, but then revisited during the later stages of the course to ensure that clinical knowledge is based on sound physiological and pathophysiological principles."
Fundamental research skills, such as basic statistics and scientific writing, are taught in the early years, and then reinforced when students undertake a full honours-degree-equivalent research project in their third year.
Evidence-based veterinary medicine principles also underpin all clinical subjects, enabling undergraduates to review clinical evidence critically, and appraise new data as it emerges.
The most significant changes, however, focus on the teaching of clinical skills, which is now taught throughout the five-year programme. To support this, the School has appointed a number of new lecturers specifically to teach clinical skills, and opened new purpose-built teaching laboratories.
Teaching includes the use of models such as a cattle obstetric simulator, a life-size model of a horse with foam pads for practising injections, and a 'Lambinator' for lambing practise. Many of the models have been designed and built by the new lecturers.
A 'cow laboratory' has also been developed to provide an area for self-directed teaching where students can practise skills such as, haltering and casting a cow, learning how to cast a calf's leg, and perform rectal examination with the use of 'Betsy', the in-house reproductive tract simulator (pictured right).
Alison Reid, clinical skills lecturer, said: "When I qualified ten years ago, I could not confidently perform some of the skills we are now teaching our first year students and I remember how unnerving that was when I first entered practice.
"If we can take away the difficulty associated with performing unfamiliar manual skills under pressure, we will be improving the lives of our graduates, their colleagues and their patients."
