The BVA and the BSAVA have issued a statement in response to the launch of the RSA Preferred Referral Network.
"This is a business decision for RSA, in light of pressures facing the pet insurance industry - however BVA and BSAVA requested a meeting with the pet insurer earlier this year to discuss members’ concerns about RSA's policy conditions concerning cases for referral. We outlined the importance of the vet-client relationship, especially with respect to clinical decision making, and we emphasised that decisions must be made in the best interests of the pet-based on clinical indication and not be driven by cost. RSA refers to these meetings in their recent Q&A document (number 13). However, this so-called “engagement” should not be read as implying the two Associations complicity or acceptance of the changes. We stressed our concerns to RSA and would welcome opportunity for further input.
BVA and BSAVA actively encourage our members to make us aware of their concerns, and to keep us informed about how RSA’s new approach is working in practice. This will help us to continue to champion vets' voices on an issue that impacts our profession."
Defra has announced a consultation which seeks to strengthen the regulations around dog breeding and pet sales in order to improve animal welfare.
The consultation proposes to make it a requirement for anyone producing three more more litters a year to be licensed, and to clarify existing rules that require breeding businesses to be licensed.
The consultation also seeks to formalise the adoption of existing model conditions on good breeding health and welfare by making it a requirement of breeders to comply with the conditions and for local authorities to use them.
It is hoped that a consequence of any new regulations would be that local authorities can better target their enforcement activity by directing less resource at responsible businesses, for example those who are controlled by the Kennel Club’s UKAS-accredited Assured Breeders’ Scheme. This will free up resources to follow-up on reports of poor welfare at backstreet breeding establishments.
For the first time, the consultation will also clarify that online retailers selling puppies should be treated in the same way as high street pet shops by local authorities – meaning they must abide by the same licensing and welfare regulations.
Animal Welfare Minister George Eustice said: "We are aiming to reform the licensing regime we have so that smaller puppy breeding establishments must abide by the same regulations and licensing rules as bigger breeders so that the worst offenders can be dealt with more quickly.
"We are also reviewing other animal related licensed activities such as pet sales to address problems associated with the growing trend for internet sales that can contribute to impulse buying."
BVA President Sean Wesley said: "We welcome the consultation to strengthen the regulations around dog breeding and pet sales. It represents a valuable opportunity to improve licensing regulations and ensure all breeding establishments are producing only healthy, well-socialised puppies. VetSurgeon.org has launched a completely revamped classified jobs section for the profession which allows members to subscribe for alerts when someone advertises a vacancy in their area.
VetSurgeon Jobs has been designed from the ground up to be as simple as possible for job-seekers to find the right vacancy. By default, jobs are listed in the order they were posted. But enter a location (ideally your postcode) and the list re-orders by distance from that location. Simple as that. No login required.
You can also set other criteria, such as small animal vet jobs only, to further whittle down the selection.
The subscription service works on the same basis. In most cases, you'll probably just want to enter a postcode and a distance from that postcode that you're interested in. But you can also add further filters so you are notified only of, say, locum or small animal positions. And for those locums who work in multiple locations, you can set up multiple subscriptions.
For advertisers, we thought of only one thing, which was how can we offer more bang for your buck than the alternatives (besides being presented on the most popular veterinary website for eight weeks). That question influenced every aspect of the design and functionality of the new, improved VetSurgeon Jobs.
In due course, VetSurgeon.org will introduce a charge for advertising. However, the site is and always has been about supporting the profession, and the pricing will reflect that: no more than £150 +VAT in 2016.

The Feline Advisory Bureau (FAB) has announced the winners of four 'Easy to Give' Awards, given to the makers of veterinary medicines designed to be easy to administer to cats.

Based on a survey of 1,000 rabbit and guinea pig owners, the report found that amongst other things, 80% of these animals are cared for by women, that there has been an 8% increase in the number of rabbits being kept indoors and that dental disease is the main reason for seeking veterinary advice, followed by gastro-intestinal stasis.

The first coxib for the treatment of osteoarthritis (OA) in dogs, PREVICOX® (Merial), has now been licensed for the relief of post-operative pain and inflammation following soft tissue surgery.

The Department for Environment, Food & Rural Affairs (Defra) has launched a consultation on reforming the governance arrangements of the RCVS.
The consultation follows a period of discussions between the RCVS and Defra about how the College might best modernise Council.
The consultation gives the public and profession the opportunity to have their say on what reforms would best prepare the College for the future. It discusses the appropriate size and composition of Council, including the proportion of elected members, how veterinary schools should be represented, increasing lay membership, and ensuring appropriate veterinary nurse representation. It also examines how flexibility can be built into the reforms in case of future changes, such as the possibility of new categories of associate. Responses to the consultation will inform the College’s work with Defra to determine the precise details of any new governance arrangements.
The College says any reform should meet its unique requirements as a Royal College that regulates and the criteria already agreed by the College: Council’s decision-making role would be strengthened, for instance, by increasing the number of Council meetings per year. This would reduce or remove the need for a separate Operational Board in order that the CEO reports directly to Council.
Any reforms also need to ensure that Council has sufficient members to populate the College’s committees and Presidential team, and follow the government’s five principles of better regulation, by being proportionate, consistent, accountable, transparent and targeted.

Scientists from the Animal Health Trust, the Wellcome Trust Sanger Institute and the University of St. Andrews have pinpointed the genes which allow the bacteria responsible for strangles to thrive, thereby paving the way for the development of a vaccine.
In the study, which the researchers say was the largest of its kind, 224 samples of Streptococcus equi (S. equi) were procured from horses around the globe to try and find a common bacterial ancestor from which modern strains would have developed. Despite the disease first being described in 1251, the researchers were surprised at the genetic similarity of the samples and identified a total population replacement at the 19th or early 20th century. This corresponds to a period when horses from around the world were brought together in global conflicts including World War I, where an estimated eight million horses died on the battlefield.
Dr Simon Harris from the Wellcome Trust Sanger Institute said: “The mobilisation and mixing of horses in conflicts such as WWI provided perfect conditions for S. equi to thrive. This combined with high mortality rates among the horses and their replacement with young susceptible horses could explain what we see around the world today".
While loss of diversity could be considered detrimental to bacterial populations, S. equi still infects more than 20,000 horses in the UK alone each year. Its success, researchers believe, is due to its ability to persist in some horses for years after they have recovered from strangles, where the bug can evolve to evade the horse’s immune system.
Dr Andrew Waller, Head of Bacteriology at the Animal Health Trust said: “The data we have gathered in this study has enabled us to pinpoint the genes that help the bacteria to persist, spread and thrive in the horse population. This research provides an unprecedented opportunity to reduce the impact of and prevent strangles in future generations of horses.”
The AHT says that the ability of S. equi to adapt to living in a persistent state within its host and still infect new horses mirrors the situation with HIV and the bacteria that causes tuberculosis in humans. Dr Matthew Holden from the Wellcome Trust Sanger Institute and the University of St Andrews said: “Unravelling the complex population dynamics of S. equi sheds new light on the balancing act between acute and persistent infection that is going on in many pathogens. Not only does this collection of whole-genome sequences for S. equi offer hope for an effective strangles vaccine, it also provides us with a useful model for understanding persistent infection in humans.”
Horses suffering from neurological conditions similar to those that affect humans could be helped by a breakthrough from stem cell scientists, according to a study published in the journal Stem Cells and Development.
Researchers at the University of Edinburgh's Roslin Institute took skin cells from a young horse and turned them into stem cells using a technique that was originally developed for human cells. The reprogrammed cells are pluripotent, which means they can be induced to become any type of cell in the body. The team used them to create nerve cells in the laboratory and tested whether they were functional by showing that they could transmit nerve signals in a test tube.
The university says horse stem cells have been produced in the laboratory before but this is the first time that scientists have created working cells of a specific type from them. The advance may pave the way for cell therapies that target conditions similar to motor neurone disease.
In addition, the research could also benefit horses affected by grass sickness, a neurological condition that affects around 600 horses a year in the UK. Little is known about the disease, which causes nerve damage throughout the body. It is untreatable and animals with the most severe form usually die or have to be put down.
Dr Xavier Donadeu from the Roslin Institute, an author of the study, said: "Stem cells hold huge therapeutic potential both for people and animals. Our research is an important step towards realising that potential for horses and provides an opportunity to validate stem-cell based therapies before clinical studies in humans."
The Department for Environment, Food and Rural Affairs (Defra) and the Food Standards Agency (FSA) are reminding veterinary surgeons of their legal responsibilities under the Horse Passport Regulations 2009.
The move follows a small number of horses testing positively for the presence of phenylbutazone, which, if consumed, can be harmful to human health.
Defra and the FSA have asked for the assistance of the profession in ensuring that treatment with phenylbutazone is properly recorded in Horse Passports and have said that they are working together to understand the cause of the positive tests, and what longer term measures can be put in place to stop this happening.
In the interim, all horses slaughtered for human consumption will be sampled for the presence of phenylbutazone, with immediate effect.

Mark Bowen, Chair of the British Equine Veterinary Association's Health and Medicines Committee, said: "The number of horses entering the human food chain from the UK has doubled since 2009 and is no longer an insignificant minority of horses. All vets should be checking horse passports and only dispensing sensible quantities of this drug, and its prodrug suxibuzone."

A mutation responsible for Primary Lens Luxation (PLL), a painful and blinding inherited eye condition, has been indentified by geneticists working in the Kennel Club Genetics Centre at the Animal Health Trust. They expect a DNA test to identify carriers of the mutation to be available by late October, 2009.
The team led by Dr Cathryn Mellersh, in collaboration with Dr David Sargan (Cambridge University) and Dr David Gould (Davies Veterinary Specialists), believe the discovery could prevent the development of PLL in several breeds of terriers.
Miniature Bull Terriers, Lancashire Heelers, Tibetan Terriers, Jack Russell Terriers, Parson Russell Terriers, Patterdale Terriers, Sealyham Terriers and Chinese Crested dogs will all benefit from the findings.
Dr Cathryn Mellersh, said: "This is an exciting discovery for many breeds of dogs across the world. We have identified the mutation, and soon we'll be able to give advice on breeding strategies. Hopefully in time we'll eradicate this awful condition from many breeds of dogs."
In the near future a simple test kit will be available for breeders and owners to test their dogs. It will be possible to collect DNA from a simple cheek swab.
The DNA test will enable breeders to ascertain the likelihood of each dog's risk of developing PLL. Breeders will then be able to make informed decisions about which dogs to breed. This will minimise the risk of producing dogs that will become affected by the serious and debilitating condition.
In affected dogs PLL causes fibres which support the lens to breakdown or disintegrate, causing the lens to fall into the wrong place in the eye. Depending on where the lens falls, it can cause glaucoma or loss of vision.
Caroline Kisko, Communication Director at the Kennel Club, commented: "This is truly a major breakthrough at the Kennel Club Genetics Centre in our fight to eliminate many of the inherited diseases dogs have, all made possible with funding from the Kennel Club Charitable Trust.
"PLL is a painful and blinding condition, and we hope once the DNA test is available at the end of next month we will be able to eliminate this condition altogether."
Dr. Mellersh, added: "We would like to sincerely thank all the owners and breeders who have contributed DNA and information from their dogs to this project. The discovery would not have been possible without them."

The Information Commissioner has supported the Royal College of Veterinary Surgeons' decision not to publish the Overspend Review Group's report (aka the McKelvey Report) in full.
The verdict follows two challenges to the College's decision, one made by the British Veterinary Association and a second by a member of the College.
The College says its original decision not to publish the report in full was based on two sets of external legal advice that to do so would be unlawful under the provisions of the Data Protection Act. However, the College did publish the recommendations from the report (otherwise known as the McKelvey Report), which it says comprise more than half of the total.
The Overspend Review Group was tasked with considering all aspects that relate to the College's budgeting and expenditure processes and to propose lessons that should be learned. It was set up following overspends in two areas: the installation of a new data management system and building development work at the College's premises in London.
RCVS President Jacqui Molyneux said: "This verdict is welcome in that it supports our original decision. But I can appreciate that it may frustrate those members unhappy that they will not see the full report.
"When it was commissioned, it was intended that the report would be published in full; in the event, the document included information that would contravene the Data Protection Act if published. However, I would like to reassure members that the substance of the report was included in the published recommendations, and these have now, in the main, been acted upon."

The 2012 edition of the NOAH Compendium of Data Sheets for Animal Medicines has been published and a free copy sent to each veterinary practice in the UK.
This edition has a redesigned cover, developed for NOAH's 25th anniversary which took place this year. It contains data sheets from 32 companies which can be accessed through colour-coded indexes. The book also includes the up-to-date edition of NOAH's Code of Practice for the Promotion of Animal Medicines.
