RCVS President Peter Jinman has announced that a review will be carried out into the circumstances that led to higher-than-expected expenditure on the College's new database and development works in the Lower Ground Floor at Belgravia House.
He said: "That the work was required was not in question, but that expenditure over the extended timescale of both projects rose above initial budgets is both to be regretted and subject to analysis as to cause."
The RCVS Officer team has asked Professor Bill McKelvey - a new member of the College's Governance Review Group - and two of the College's Privy Council-appointed Council members to look at all aspects that relate to its budgeting and expenditure process.
The setting up of the enquiry has been cleared and approved by Sir David Barnes, who chairs the RCVS Governance Review Group.
All reports from Professor McKelvey will be scrutinised by the Governance Review Group, Officers, the Planning and Resources Committee and Council.
Defra has announced that Great Britain is to be declared bluetongue-free from 5th July 2011.
From this date, bluetongue susceptible species being exported from Great Britain will no longer need to be vaccinated against BTV8 or meet any of the other 'Annex III conditions.
However, the current EU Bluetongue Directive only allows bluetongue vaccination within a protection zone, so from 5th July vaccination will no longer be permitted in Great Britain.
The British Veterinary Association is supporting Defra to lobby for these rules to be changed to allow vaccination in bluetongue areas.
Harvey Locke, BVA President, said: "The move to bluetongue freedom is thanks to the excellent partnership between government, farmers and vets across Great Britain. It is a tremendous achievement to turn the situation around from the outbreak in 2007 to freedom in 2011.
"We are disappointed that changes to the EU Directive to allow vaccination to continue could not be made before the deadline and we will continue to work with Defra to try to secure this change as soon as possible to allow vets and farmers to make the right choice to protect their herds.
"Those farmers and vets that wish to vaccinate must do so before the 5th July.
"The BVA would reiterate the message to farmers to source stock responsibly to help avoid a future outbreak."
The nomination period runs up until 5pm on Tuesday 31 January 2017 and, in order to stand, candidates need to submit a nomination form, a short biography and personal statement, and supply a high resolution digital photo.
Each candidate also needs two nominators: veterinary surgeons who are on the College’s Register but are not current RCVS Council members.

For the project, the company has developed a Brachycephalic Obstructive Airway Syndrome (BOAS) clinical assessment tool which can be used by a vet or nurse in practice to make a diagnosis.
The assessment is a holistic one which includes taking a history of the animal, a full physical examination, an exercise test and an examination of the dog’s nostrils.
The results of the assessment are then discussed with the owner to agree on a course of treatment.
During each consultation, vets and nurses also look to talk sensitively with clients about breeding, buying and owning brachycephalic dog breeds, offering welfare advice on how to manage their dog’s lifestyle, including issues such as keeping their weight low and looking after them in hot weather.
CVS says it hopes this will increase a general level of welfare awareness amongst brachycephalic dog owners.
CVS has also created a collection of resources for its teams, including new clinical frameworks and veterinary guidelines, webinars and a CPD day on the subject.
The company has also created materials to help vets and nurses have what can be challenging discussions with clients, including consultation room posters and practice reception TV videos which showing the physiology of the brachycephalic breed.
CVS says that since launch in July last year, the 25 participating practices have conducted nearly 900 brachycephalic assessments, and it aims to have at least 5% of Pugs, French Bulldogs and Bulldogs undergoing assessment across its small animal division by 2028.

Macahl Animal Health, a new veterinary company which took over the manufacture and distribution of Oralade in the summer, is to make its first appearance at the London Vet Show later this month.
The company will be highlighting its Feed Don’t Fast campaign designed to encourage veterinary professionals to take a much more proactive approach to the early feeding of patients to improve patient outcomes.

The Royal College of Veterinary Surgeons has announced the results of the RCVS Council and Veterinary Nurse Council elections.
A record number of candidates stood in the RCVS Council election this year, and the results were much closer than usual.
Two candidates entirely new to the Council have been elected, one of whom - Amanda Boag - received the highest number of votes. The other - Chris Barker - also did well, coming in third place overall.
Three existing RCVS Council Members have been re-elected for a further four years, and Stephen May, who was formerly an appointed Council Member from the Royal Veterinary College, was also voted onto Council for the first time.
Of the three candidates standing for election to VN Council, one existing Member - Kathy Kissick - has been returned, and one new member - Elizabeth Figg - has been elected.
All successful candidates will take up or resume their seats at RCVS Day on 6 July 2012.
Turnouts for both elections remained low, with just 3,625 veterinary surgeons (15.1%) and 743 veterinary nurses (7.5%) choosing to exercise their right to vote.
By comparison, in 2011 voting figures were 3,887 (15.9%) and 723 (7.6%), respectively.
Veterinary surgeons' and veterinary nurses' use of online and text voting, rather than postal voting, increased again this year from 25% to 30.6%, and 12.9% to 20%, respectively.
The Royal College of Veterinary Surgeons has announced that Andrea Jeffery, the first veterinary nurse to sit on RCVS Council, will take up her place from July this year.
According to the RCVS, the move recognises the increasing importance of veterinary nursing as a profession, and the need for veterinary nurse input on decisions of governance that impact on the whole veterinary team.
The composition of RCVS Council is dictated by the Veterinary Surgeons Act 1966: 24 elected veterinary surgeons, two appointees from each of the six approved veterinary schools and four members appointed by the Privy Council (usually three lay people and the Chief Veterinary Officer).
Within this mix, there has not thus far been a place for a veterinary nurse, however, the vet school appointees do not both have to be veterinary surgeons, and the University of Bristol has nominated Andrea, who will take up her place at RCVS Day on 2 July.
A past Chairman, and elected member of the RCVS Veterinary Nurses Council, Andrea is Programme Director of the Veterinary Nursing and Bioveterinary Science Programme at the University of Bristol. Liz Branscombe will continue as Chairman of the Veterinary Nurses Council, and makes a report to RCVS Council each time it sits - in March, June and November.
Andrea said: "I am very grateful to Bristol for being forward-thinking and enabling a veterinary nurse to sit on RCVS Council in this way. This opportunity gives veterinary nursing a voice on Council and recognises the growing maturity we have as a profession, and the contribution of veterinary nurses to the practice team. RCVS President, Sandy Trees said: "The legislation that defines the composition of RCVS Council was put in place when veterinary nursing was in its infancy. However, I am delighted that the University of Bristol has been imaginative enough to choose Andrea as one if its appointees. It is the same spirit of doing as much as we can to modernise, in the absence of new legislation, which has led us to introduce the non-statutary regulation of veterinary nurses and the voluntary Practice Standards Scheme."
The Kennel Club has broadly welcomed Professor Sir Patrick Bateson's 'Independent Inquiry into Dog Breeding', which has recommended that steps be taken to tackle irresponsible breeders and to change the way the public think about buying dogs.
The Kennel Club, which commissioned and funded the report in conjunction with Dogs Trust, welcomes the report's focus on irresponsible breeders who farm puppies with little concern for their welfare and those who sell poorly socialised puppies on to owners to use as 'status dogs' or as fighting weapons.
The Kennel Club agrees that additional training and support needs to be given to local authorities, which are responsible for issuing breeding licences to those people who breed five or more litters of puppies in a single year, as the current provisions are deemed to be ineffective. It agrees that compulsory microchipping of dogs and increased public education to stop people falling prey to puppy farmers and to help them find responsible breeders are necessary.
It is also glad that the report recognises the need for a 'robustly policed and well respected quality assurance scheme', consisting of breeders that buyers can trust to look after their puppies' health and welfare, and that it suggests that the Kennel Club's Accredited Breeder Scheme, with some modification could be used.
However, the Kennel Club is concerned that the report could have gone further and that its recommendations do not appear directly to cover those breeders who breed less than five litters per year and who are not part of the Kennel Club Accredited Breeder Scheme. The Kennel Club would have liked to have seen a recommendation for regulation to ensure that these breeders follow higher standards, such as compulsory health testing.
Caroline Kisko, Kennel Club spokesperson, said: "Whilst the report recognises that the majority of breeders are responsible, there are those whose actions are bringing the rest of the dog breeding community into disrepute and this needs to be stopped.
"We are glad that the report recognises that the Kennel Club has made a good start in its efforts to unite responsible breeders within its Accredited Breeder Scheme, for the benefit of puppies and puppy buyers, and we believe that this should be the basis for moving forward. We are currently working towards UKAS accreditation of the scheme as suggested by Professor Bateson.
"We agree that responsible breeders should be rewarded and believe that the show ring is the best forum for this. The report recognises that 'dog showing and judging are a powerful lever for change' and the Kennel Club is dedicated to ensuring that only the healthiest dogs are rewarded at shows.
"Public education is vital and all dog welfare organisations must continue to work together to ensure that people know what to look for when buying a dog."
The report looks at genetic diversity in breeds and recognises that the Kennel Club has banned close matings. It advises that future decisions about matings that could affect genetic diversity should be 'breed specific' and made upon evidence based scientific information and advice. To this end it is recommended that the veterinary profession should gather data to show the prevalence of certain diseases and that an advisory council should develop evidence based breeding strategies.
Mrs Kisko continued: "The Kennel Club has long recognised that genetic diversity plays a crucial role in safeguarding the health of dogs and the report is absolutely right to suggest that there are no further blanket rules in place but that decisions are based upon scientific knowledge and are made on a breed by breed basis. This is why we are well on the way to creating a new database which will revolutionise the way that we record dog health data. The data will enable us to bring out our Mate Select programme, which will help breeders to find suitable mating pairs which are most likely to produce healthy offspring. The database will go further than the report's recommendation, as the data will be attributable to specific dogs, rather than being anonymous, and will give us a better picture of the health of pedigrees and crossbreeds. Such knowledge is critical and will enable us to provide information to breeders, vets, geneticists and ultimately the puppy buyer.
"We are keen to harness as much knowledge as possible for the benefit of dogs so we welcome the principle of an advisory council whose members will work with the Kennel Club to advise on decisions about breeding and health. A structure already exists in the form of the Kennel Club's Dog Health Group with its recently extended remit. Additional independent experts include canine and human geneticists, veterinary surgeons and an epidemiologist. Using this framework for establishing the advisory council under an independent chairman would save significant sums of money, which can instead be devoted entirely to the dog health research that the report identified as being in 'urgent' need of more funding."
The Kennel Club and Dogs Trust will now arrange a meeting between all relevant parties in order to move forward with the recommendations from all three reports.

Petplan has announced the winner of the 'ChiWOWhua' competition which took place at BSAVA Congress in April, and offers a guide to pet insurance in practice.
Alfreton Park Veterinary Hospital was chosen out of more than 800 entries from across the UK. The staff at the practice were delighted after winning £1000 which they plan to spend on computer equipment which includes a new laptop and a state of the art printer.

The competition's objective was to inform veterinary staff about the simple ways for practices to promote pet insurance to their uninsured client. There is still some confusion amongst staff as to what they can and cannot talk about. This guide provides ideas on when to mention insurance, the promotional materials available from Petplan as well as guidelines on insurance regulation.

A bad day for Egyptian veterinary surgeon Dr. Ibrahim Samaha from the University of Alexandria, who not only had the misfortune to board an aircraft that was later hijacked, but was also wrongly identified in the media as the hijacker.
Professor Samaha, who, according to Reuters, heads the department of food health at the University, later appeared on BBC Arabic to protest his innocence.
The Cyprus Ministry of Foreign Affairs later identified the real hijacker as Seif Eldin Mustafa (pictured right), about whom an official from Egypt's foreign ministry was reported to have said: "He’s not a terrorist, he’s an idiot. Terrorists are crazy but they aren’t stupid. This guy is." - though this was later denied.
The programme starts in January 2022 and places are on a first come, first served basis.
The BSAVA says the new programme is designed primarily for veterinary surgeons working in small animal practice who have a particular interest in diagnostic imaging. The aim is to provide participants with the knowledge and expertise they need to choose the most clinically relevant diagnostic imaging technique confidently and competently.
Participants will also learn how to interpret images obtained with radiography and ultrasonography accurately and enhance their understanding of more advanced imaging techniques.
The programme is designed to allow part time study and comprises 75% core teaching with a 25% elective component, allowing participants to personalise their study to meet their clinical needs. The in-person attendance part of the programme focuses on hands on practicals and workshops.
The online units for the programme will contain both pre-recorded webinars as well as interactive live sessions with the unit teachers. Students can also choose one of the two currently available electives to focus on at the end of the second year: either ‘Enhanced Ultrasonography’ or ‘Enhanced Cardiac Imaging’.
Lucie Goodwin, Head of Education said: “The certificate has been designed to take into account the caseload and facilities in primary care practice ensuring that it is relevant, and the skills students learn can be directly applied to practice. An increased amount of content delivered online means that the certificate is more accessible to vets around the UK and overseas, minimising travelling for attendance days, which are mainly for practical sessions. We are also pleased to be able to offer an elective component to this PGCert and following feedback from students, will look to develop further electives.”
The programme will be assessed by written exams, a case diary and a case book. Successful completion will lead to the award of BSAVA Postgraduate Certificate in Small Animal Diagnostic Imaging (BSAVA PGCertSADI).

As well as recycling its own blister packs used for pet medication, White Cross Vets, which has 21 practices, is urging local residents to bring in their empty blister packs to be recycled in a collection box in its reception areas.
MYGroup will process the collected blister packs, separating it back into its constituent parts so it can be fed back into supply chains and used to make new materials, including MYboard, a product which is used for construction, joinery, shop and event fittings.
Tom Ward, clinic director from White Cross Vets in Guiseley, said: “Very few local authorities or waste companies can recycle blister packs, which are used to package tablets and pills, meaning they usually end up in landfill or incineration.
“As a practice we use thousands of blister packs every year and we’re conscious that we need to look after our environment, so when we discovered there is now a ground-breaking recycling solution through MYGroup, it was obvious we needed to get involved.
“We’re also pleased to be able to make it available to local people in the surrounding area who can collect the blister packs they use at home and drop them off with us for recycling, regardless of whether or not they’re a client or even a pet owner.
"The initial feedback we’ve received has been very positive and we’re now beginning to see more and more blister packs being recycled each week as the scheme begins to grow.”

The National Association of Veterinary Physiotherapists (NAVP) is calling for the Royal College of Veterinary Surgeons (RCVS) to establish an independent register of veterinary physiotherapy practitioners. According to the Association, such a register would eliminate individuals practicing without proper training and qualifications and raise the standard of veterinary physiotherapy by providing a disciplinary role.
NAVP President and leading veterinary anatomist Dr Sue Kempson is heading the NAVP campaign for the establishment of an independent register. In a letter to the President of the RCVS, Dr Kempson said: "Recognition by the veterinary profession of the role of physiotherapy in post-operative rehabilitation and in supporting both companion and performance animals is growing. However, we do believe that referring veterinary surgeons are increasingly faced with a dilemma caused by the wide differential between qualifications offered by the various organisations representing practitioners in areas such as physiotherapy. There is an urgent need for a distinction to be made between these different types of qualification. To this end, there should be a clearly defined independent register of practitioners with appropriately validated qualifications which are clearly understood by the veterinary profession."
In partnership with Harper Adams University College, the NAVP has introduced a fully-validated post-graduate course in veterinary physiotherapy which offers a choice of Post-Graduate Diploma or Masters Degree. Only one other professional body, the Association of Chartered Physiotherapists in Animal Therapy (ACPAT) currently offers a similar qualification at this level.
Dr Kempson said: "The establishment of a register of physiotherapists would greatly assist vets and their clients to make informed decisions on their choice of therapist. It would eliminate those individuals without proper training and qualifications and help raise the standard of veterinary physiotherapy by providing a disciplinary role. At present there are no sanctions on those people practicing without the necessary qualifications or those whose work is sub-standard or who are guilty of professional misconduct.
"We do not believe that such a register should rest with any individual professional body or be affiliated to specific educational courses. To have authority, it requires independence and a register held under the auspices of the Royal College of Veterinary Surgeons would carry the credibility that the veterinary profession requires."
The Royal College of Veterinary Surgeons Charitable Trust is offering a bursary for one delegate to attend the Veterinary Biomedical and Pharma Sciences (VBMPS) Congress on 15 and 16 October 2012 at the ICC in Birmingham.
Members of the RCVS with an interest in 'one health' are eligible to apply. Entrants are asked to explain, in no more than 400 words, their interest in the concept of one health and why they should be granted a bursary.
Entrants should also demonstrate how they would disseminate their learning from the event to the wider veterinary community.
Entries should be sent to grants@rcvstrust.org.uk by Monday 3 September 2012, and the winner will be notified within two weeks.
The bursary winner will be given a delegate pass worth £175 for entry to the conference and admission to all scientific sessions. Reasonable transport costs and accommodation will be reimbursed.

The British Pig Executive (BPEX) is urging veterinary surgeons to promote a 'top five' of farm services which will be available to pig farmers that sign up to BPEX's new national pig health scheme.
The Pig Health Improvement Project (PHIP) became a national scheme in July following regional projects in Yorkshire, Humberside, East Anglia and the East Midlands. BPEX says it is now stepping up a gear as much of the infrastructure has been put in place and clear membership benefits are available.
BPEX's Vet Project Manager Helen Clarke said: "The PHIP takes a collaborative, action-orientated approach to reducing the incidence of disease in pig herds to ensure the long-term sustainability of pig farming. The role of vets in delivering the scheme is key.
"We need to achieve a high level of uptake - and are looking to achieve sign-up from farms that together represent at least 90% of sows nationally. And that's why we are keen for farmers to take advantage of these five services that deliver benefits at farm level."

The British Veterinary Association is calling on its members to consider standing in the upcoming elections for the organisation's primary representative body, BVA Council.
According to the association, there has been overwhelming support for changes to the Council structure which will see it slimmed down to 41 members, including 12 regional representatives for the UK. For the first time all UK members will have a directly elected representative on Council.
The BVA is now looking for members to stand as regional representatives in the 9 English government regions, Scotland, Wales, and Northern Ireland.
Ideal candidates must be committed to promoting the ideals of the BVA and the veterinary profession in general and have a willingness to devote time and effort to representing the members in their region. The BVA is developing an online communication structure to help regional representatives reach their members quickly and easily. Representatives will be expected to gather views and ideas to ensure there is a genuine two-way communication process between BVA Council and the wider membership. Regional representatives will also receive dedicated BVA staff support.
The BVA has written to every member with a copy of the role profile and details of how to nominate themselves. Any UK BVA members can nominate themselves for their region with a supporting statement of up to 500 words. All details are available on the BVA website www.bva.co.uk/councilchanges .
The Council will continue to be served by representatives from the BVA's specialist divisions, the chairs of the BVA's five standing committees, two recent graduates, three past presidents and the BVA's three officers. In addition there will be representatives from BVA Scottish Branch and BVA Welsh Branch and two non-voting representatives from BVNA and VPMA.
Harvey Locke, President of the BVA, said: "We want BVA Council to really drive our Association but it can only do that with representatives who are willing to communicate directly with the members in their region, bringing opinions and ideas to meetings and feeding back afterwards.
"Members should not rule themselves out of veterinary politics by saying they are 'just an ordinary vet'. We are looking for anyone who is committed to improving the BVA and who has good communication skills. It doesn't matter what your background is, it's about what you can offer to members in your region."
Andrew Parker, Cornwall Veterinary Association representative on BVA Council, added: "It is a privilege to be a member of BVA Council representing the diverse views of grassroots vets. There is certainly a time commitment, but it is a very rewarding and enjoyable experience and I see it as a way of giving something back to the profession which has given me a privileged working life.
"It is also a fantastic way to meet other veterinary surgeons from a wide range of backgrounds to share thoughts and ideas both on a political front and clinically. I would urge anyone with an interest in the future of our profession and our Association to stand as a regional representative."
The CertAVN was launched in May 2019 as a modular, advanced professional qualification allowing veterinary nurses at all stages of their careers to develop their professional skills and knowledge.
The CertAVN framework sets out the professional values, skills and behaviours required of the higher education institutions responsible for providing the training and support for CertAVN students.
