The RCVS Council has approved the new Strategic Plan designed to bring the College closer to its vision of enhancing society through improved animal health and welfare, over the next three years.
The Strategic Plan is founded on feedback from the profession and the public about what the College does well and where it could do better, and an analysis of how other leading regulators operate. It includes 35 actions, clustered under five themes, all centred on the purpose of setting, upholding and advancing veterinary standards.
For example, the College aims to introduce a service charter - for the public and the profession - of rights, expectations and responsibilities for each of its functions.
Nick Stace, RCVS CEO said: "This drive for excellent service lies at the heart of our focus on improvement.
"The concept of veterinary surgeons and veterinary nurses, as well as the public, being our 'customers', was one that unsettled the profession when it was first mooted. But I believe that only by ensuring that we focus relentlessly on improving how we interact with our customers will we deliver a service for the profession, the public, and, ultimately, the UK's animals, which is worthy of the name first-rate regulator."

The RCVS has written to the MPs drawn in today's private members' Bill ballot to call upon them to introduce legislation to protect the title 'veterinary nurse' and introduce an effective regulatory system that would ensure that those veterinary nurses found guilty of serious professional misconduct are prevented from carrying out medical treatment to or surgery on animals.
Currently the title 'veterinary nurse' is not protected, so anyone can legally refer to themselves as a veterinary nurse, regardless of their level of training.
Furthermore, veterinary nurses (VNs) are not subject to statutory regulation; the RCVS uses powers under its Royal Charter to award certificates to VNs who have undergone approved training. Qualified VNs (whose names appear in a List of certificate-holders published by the RCVS) are allowed to give medical treatment to, or carry out minor surgery on, animals under the Veterinary Surgeons Act 1966 (VSA).
In 2007, the RCVS introduced a non-statutory Register of Veterinary Nurses. Registered veterinary nurses (RVNs) commit to follow a code of professional conduct, keep their skills and knowledge up to date and submit to a disciplinary system.
RVNs found guilty of serious professional misconduct can be suspended or removed from the Register at the direction of the RVN Disciplinary Committee (DC), but the RCVS has no power to remove them from the List. This means they can still legally give medical treatment or carry out minor surgery and perform other nursing duties specified under VSA (although they will then be formally listed as 'DC removal - Listed').
The RCVS has been working for some time to develop a framework for the regulation of veterinary nurses and has sent the ballot MPs a pre-prepared Bill, drafted by leading Counsel.
The statutory regulation of VNs is widely supported by the veterinary nursing profession and the public. This is evidenced by a 2012 HM Government e-petition, calling for the statutory regulation of veterinary nurses, which received over 2,500 signatures. Furthermore, the regulation of veterinary nurses by statute is supported by the British Veterinary Nursing Association and the British Veterinary Association, the representative bodies for veterinary nurses and surgeons in the UK.
RCVS Chief Executive Nick Stace said:"I urge MPs selected in today's Ballot to take forward legislation for the statutory regulation of veterinary nurses and the protection of the title veterinary nurse. The nation's animals and owners deserve better than the current situation.
"There is widespread support amongst the public and profession for such legislation, so the RCVS has had a Bill drafted by leading Counsel and is prepared to offer significant support to any MP willing to pick up this worthy cause."
Protexin Veterinary has launched CystoPro, a new product to aid in the management of urinary tract infections in dogs.
According to the company, the key active ingredients in the new product are proanthocyanidins (Type A PACs), derived from cranberries, which work by reducing the ability of E.coli bacteria to infect a dog's urinary tract.
In addition, CystoPro contains the probiotic Enterococcus faecium (NCIMB 10415) E1707 which Protexin says reduces pathogenic bacteria within the gastrointestinal tract thereby lessening the risk of ascending UTIs of faecal origin.
The product also contains Mannan-oligosaccharide (MOS), which Protexin claims binds E.coli and upregulates the innate immune system by attracting phagocytes to opsonise the bacteria.
Lastly CystoPro contains N-acetyl D-glucosamine which is said to reinforce the structure of the Glycosaminoglycan (GAG) layer that lines and protects the bladder urothelium.
CystoPro is available in boxes of 30 and 120 capsules.

The BSAVA has announced Richard Dawkins as its headline speaker at BSAVA Congress 2013 next April.
Richard follows in the footsteps of Lord Robert Winston and Susan Greenfield as the special speaker for the BSAVA lecture.
The talk, sponsored by Anistel, takes place on the Thursday afternoon of in Hall 1 and is open to all Congress delegates.
Dawkins is a prolific writer who first came to prominence with his 1976 book The Selfish Gene, his strident manifesto for secularism. However it is The God Delusion that now finds him so frequently called upon for comment. Along with Stephen Hawkins, he is one of the few scientists that members of the public can easily identify, in part due to his willingness to engage in academic and media debates.
Dawkins was born in Nairobi in 1941 where his father worked for British colonial service. He returned to Britain after the war to grow up on the family's estate farm. He studied zoology at Balliol College, Oxford, where he was tutored by Nobel Prize-winning ethologist Nikolaas Tinbergen, graduating in 1962. He received his M.A. and D.Phil. degrees by 1966, and remained a research assistant for another year, when his research concerned models of animal decision-making.
He has since been an assistant professor of zoology at the University of California, Berkeley, and a lecturer and reader in zoology at University of Oxford. In 1995 he was appointed Simonyi Professor for the Public Understanding of Science, a position that had been endowed by Charles Simonyi with the express intention that the holder "be expected to make important contributions to the public understanding of some scientific field", and that its first holder should be Richard Dawkins.

Veterinary surgeons and veterinary nurses will be able to try their hands at the Royal College of Veterinary Surgeons code-cracking competition at the London Vet Show at Olympia on 24-25 November.
At the RCVS breakfast session on the Friday morning (8.30, part of the Business Stream), President Dr Jerry Davies will unlock the secrets of the proposed new Codes of Professional Conduct for vets and VNs.
To promote this breakfast session, the RCVS is inviting visitors to come to its stand (J90) to solve photo enigmas, using clues provided to decipher a series of words that appear in the proposed new Codes. The winner will be in line to receive a pair of super sleuthing video glasses.
VNs who missed BVNA Congress can also get their hands on a 50th anniversary commemorative chocolate medallion by visiting the RCVS stand.

Novartis Animal Health has launched its Summer Worming Packs.
The packs are part of an ongoing campaign by the company to get pet owners to worm their animals at least 4 times a year (as recommended by the European Scientific Counsel Companion Animal Parasites1), as opposed to the current norm of 2.6 times per year2.

The RCVS has launched the recruitment process for new Practice Standards Scheme (PSS) Assessors, ahead of the Scheme's relaunch in November this year.
The College is looking to recruit 18 experienced veterinary surgeons as Assessors who will work directly with RCVS-accredited practices to help them comply with the Scheme and maintain the highest possible standards of veterinary care.
Successful candidates will be expected to actively assess and inspect veterinary practices at the different PSS accreditation levels - core, general practice and hospital - to encourage continuous improvement; they will work proactively with practice teams to ensure that the Scheme's standards are understood and being worked towards. The College is aiming to recruit Assessors from across the UK who have experience in small animal, equine and/or farm animal practice.
An Open Day will be held at the RCVS on Friday, 12 June 2015, to give prospective candidates more information about the roles. VetSurgeon.org has today launched 'Claim CPD', a new feature which allows members to claim time spent on the site towards the annual requirement for 35 hours documented Continuing Professional Development.
The system has been designed to make recording CPD-qualifying activity, both reading or viewing content and participating in forum discussions, as quick and easy as possible.
Clicking the 'Claim CPD' button towards the top right of a content page on VetSurgeon.org reveals a drop down box into which you tap in the time you've spent on the subject, together with optional notes to remind you what you learned and how you plan to put it into practice.
In your VetSurgeon.org profile, there's a new tab marked 'CPD', visible only to you. Click that to reveal a list of all the time you've accrued, with links back to the content you've recorded towards your CPD. You can also produce a certificate covering the time you've logged in a given period, and upload it to your RCVS PDR.

ProteqFlu, the live attenuated canarypox equine influenza (EI) vaccine, has had its shelf life extended from 27 to 36 months.
Merial says the increased shelf life is the result of ongoing investment in vaccine research & development, and that the new data underpins the stability of modified live vaccine technology.
Merial highlights that ProteqFlu is the only equine flu vaccine in Europe to include the updated American clade 1 Ohio/03 strain in accordance with the OIE recommendations (2004).
Alternative remedies which could be dangerous to pets are being targeted by the Government in a major drive to improve animal health and welfare. Some herbal and homeopathic products are claiming medicinal benefits without scientific proof, meaning they may not properly treat or prevent serious diseases, leaving pets at risk.
The Veterinary Medicines Directorate’s (VMD) Director of Operations, John FitzGerald, said: "Some of these products are claiming to be effective and safe when no scientific evidence has been presented to us to show they are.
"Animal owners have a right to know if a product does what it claims. The products claim to treat diseases which can cause serious welfare problems and in some circumstances kill animals if not properly treated. So in some cases owners are giving remedies to their pets which don’t treat the problem."

From now on, the VMD will be contacting manufacturers to ensure that they demonstrate the products are safe and provide the benefits which they claim to. If this is not the case the manufacturers will be required to re-brand the products to make it clear they are not medicinal.
Supporting the action, British Veterinary Association President Harvey Locke said: "As veterinary surgeons we rely on the use of safe, effective and quality medicines for the health and welfare of animals under our care – and there must always be sound scientific evidence to back up medicinal claims made by the manufacturer of any product.
"Some of these unauthorised products may at the least be ineffective and at worst could cause harm because serious life-threatening diseases may go undiagnosed. We would urge animal owners always to check with their veterinary surgeon before giving any remedy or supplement to their pet."

Peter Jones, President of the British Veterinary Association, said: "This ruling is disappointing but the ASA has set out its reasons for the decision and we accept those reasons. Thankfully, the advert only had a short shelf life and we hope that Morrisons is now very unlikely to make the same mistakes again. Overall, we hope the whole incident has served to educate Morrisons and the general public about the dangers of grapes and raisins to dogs."
The review coincided with a move last month from RUMA, the agricultural and food industry alliance which promotes responsible use of medicines in farm animals, to align with the EMA position.
The announcement means that under PVS guidelines, fluoroquinolones, 3rd and 4th generation cephalosporins and colistin will retain Class 3 status. This means they are only used when no other options are available and when supported by laboratory sensitivity testing – or exceptionally when all other options have failed.
Class 1 antibiotics form the standard prescribing list within responsible use guidelines and Class 2 are used only when sensitivity tests or clinical experience proves standard antibiotics are not effective. In all treatment decisions the health and welfare of the pigs must always take priority.
Betalactams with betalactamase inhibitors (clavulanic acid) were previously in the highest priority Class 3 but in light of the list defined by the EMA, which has been adopted by the Veterinary Medicines Directorate as well as RUMA, the PVS has reassessed the risk and moved them to Class 2 to align them with plain betalactams. This means they are still subject to voluntary restrictions, but their use would not necessarily be only as a last resort.
PVS president Mark White said that despite the ongoing review process and the potential to reclassify certain products, the Society’s underlying principles remain unchanged: "The total amount of all antibiotics used on pig farms to treat and prevent disease should be minimised, and the types of antibiotics used in pigs should be considered in light of the implications for antibiotic resistance challenges in both pigs and man.
"This policy is proving successful with AHDB Pork’s electronic pig medicine book (e-MB) recently showing that use of colistin appears to have fallen by over 70% in 2016 following its move to a Class 3 antibiotic in late 2015.
"We must also continue to be alert to the possibility of cross resistance, even in older antibiotics that have little or no use in humans. Risk must be acknowledged where it exists and overall reductions are still imperative."
RUMA has welcomed the review and alignment from the PVS. Secretary General John FitzGerald said: "Farmers and vets need boundaries within which to operate and clear objectives to meet, and we would urge all supply chains, from farmer to retailer, to align with the sector position on best practice use of antibiotics, as defined by each sector’s professional veterinary organisation."
One Health – the symbiotic relationship between human, animal and environmental health – is becoming increasingly important, encompassing things like sustainability, the increase in antimicrobial resistance and the link between human and animal obesity.
Krista Arnold, Honorary Secretary of BSAVA said: "The complicated relationship between human and animal health has been the subject of scientific investigation since the 19th century.
"Important discoveries and the recognition of disease connections have helped to develop strategies for disease prevention in humans and animals alike.

Following ongoing lobbying by the British Veterinary Association and others, the Veterinary Medicines Directorate has dropped controversial plans for a new veterinary medicines category - POM EA (prescription-only medicine extended administration).
The proposed category has been discussed at the Veterinary Products Committee (VPC) since 2009. The original purpose was to provide a new category under which a veterinary surgeon would make a clinical assessment and, if appropriate, issue a Veterinary Permission of Extended Administration (VPEA) allowing the animal holder to obtain the prescribed POM EA medicine (from a veterinarian, pharmacist or SQP) for up to 36 months from the date of authorisation.
The BVA, along with its specialist divisions, says it opposed POM EA from the outset and failed to see that there was any justification for a new category. Veterinary surgeons are already able to write prescriptions for extended use and, as most health plans are reviewed annually, anything beyond a yearly assessment would be unacceptable on health and welfare grounds. An additional category would have also taken the UK even further out of step with the rest of the EU.
The BVA submitted written comments and attended a stakeholder meeting with the VMD to discuss concerns. Despite the VMD suggesting revisions to the original proposal the BVA and other stakeholders maintained that the new category was unnecessary.
Following these consultations, the VPC decided, at a meeting in March, not to progress the proposal any further.
Harvey Locke, President of the BVA, said: "We are extremely pleased that the Veterinary Products Committee has listened to our concerns and decided to drop its plans for POM EA.
"The BVA felt strongly that the proposed new category was unnecessary at best and potentially harmful to animal health and welfare at worst.
"In all fields of practice veterinary surgeons would not feel comfortable prescribing for such long periods without regular contact with the animals they care for."
The World Small Animal Veterinary Association has established a new Foundation with a remit to improve global companion animal care through science and education.

Vetoquinol has announced that the 50g pack size of Ipakitine will shortly be replaced by a 60g pot.
The company says this will provide the convenience of a 30 day supply for a 5kg cat or dog who is on 1g/5kg bodyweight twice a day (one level scoop twice a day).
The 60g pot will be available from the end of December. Also at this time, the existing 150g size pot will be replaced by a 180g pot.
The new packaging is more eye-catching, easier to read and gives more description. A 300g pot will also be available in February 2012. Pricing will be in-line with increase in pack size, so proportionally a 20% increase for 20% more product.
Ipakitine is a phosphate binder formulated specifically for veterinary use. It is designed for both cats and dogs and is available as a tasteless powder formulation for easy administration with food.
Changes to the registration procedure for veterinary surgeons, which are being put forward for approval by the Privy Council, have caused some concern in the profession.
Most contentious is the new requirement for veterinary surgeons to confirm their contact details annually, or face removal from the register.
Judging from the remarks in the VetSurgeon forums, many in the profession see this as just another example of bureaucratic-big-brother-pen-pushing-time-wasting (a perception that probably hasn't been helped by the RCVS stating that the change is driven by the need to meet EU Directive 2006/123/EC). Nor would Lynne Hill's remarks have done anything to calm the situation. She said: "If that [the requirement for vets to confirm their address once a year] is beyond the wit and the capability of supposed professional people that we expect to follow a guide to professional conduct, to act as professionals in everything that they do, then I really despair of this profession.
"I do not see anything wrong with the College asking people to confirm their address year in, year out when they make a payment. And if those people cannot be responsible for doing that then they deserve to go forward to be taken off the Register because, if they can't do that, God only knows what else they may well be doing in their professional lives!"
At face value, it's completely understandable why the new regulation was bound to get members' backs up. I mean, the threat of losing your license to practise because you didn't confirm something which hasn't changed anyway. It's a bit extreme isn't it?
The truth of the matter is probably a little more prosaic:
At present, many members pay registration fees by standing order, and may never have updated their contact details. You could argue that it is only right that the authority changed with regulating veterinary surgeons knows how to get hold of them. If a consequence of this is also that the RCVS is able to work more efficiently and cost-effectively (apart from anything else, it shouldn't have to spend so much time tracking down and chasing non-payers), then so much the better.
The WSAVA has launched a petition to save ketamine from being placed under international scheduling, a move which the association says would prevent those who most need the drug having access to it.
The proposal to schedule ketamine is likely to be considered at the 59th UN Convention on Narcotic Drugs (CND) taking place between now and the 22nd March 2016 in Vienna.
Apparently, the proposal stems from a widespread misconception that ketamine is only a recreational drug. WSAVA argues that it is in fact the only anaesthetic suitable for use in middle and low income countries, and it also has particular value 'in the field' for trauma, traffic and sporting injuries. It is also the common and often only product used for sterilization initiatives - instrumental in the feral dog/cat population and critical for the control of zoonotic diseases, such as rabies.

A new company supplying pet chews to the veterinary profession has launched this month.
The Soft Chew Company has been set up by Kevin Ingram, owner of the veterinary supplier J.A.K Marketing and Niall McFerran, who has in the past worked for a number of veterinary healthcare companies including Animalcare, Ceva and Alstoe.
Kevin said: "The healthcare supplement market in the UK is worth over £20 million and rising but most customers are asked to use products which were designed for use on humans. The aim of The Soft Chew Company is to provide those health benefits in the form of treats that the dogs and cats will readily accept."

CEVA Animal Health is launching a new TV advertising and marketing campaign to promote its veterinary behaviour products, DAP and Feliway, in the run up to this year's firework season.
The campaign will feature a new animated character 'Dap the Dog', who will join 'That Purple Cat' in educating pet owners on the behaviours expressed by pets that are fearful of loud noises during fireworks, and the benefits of using DAP and Feliway. The adverts will be aired throughout October on ITV2, E4, More4 and Channel 4 (London only) starting on Monday 4th October and will be seen by 11.5 million ABC1 women.
A range of firework marketing materials have been produced to support veterinary practices and help educate owners who have noise phobic pets. These include client leaflets, an A4 leaflet holder, waiting room display materials and a firework poster all featuring the characters from the advert. CEVA's petfireworkfear website - www.petfireworkfear.co.uk/ - has also been updated to include the new TV advert, downloadable versions of all materials and tips on how to prepare pets for fireworks. In addition, www.dapfordogs.com/ and www.feliway.com/ will feature a voucher offering pet owners a free 60ml spray when they purchase a DAP or Feliway diffuser from their local veterinary practice.
The support comes in light of recent research1, carried out by CEVA, that revealed 80% of pet owners have had a pet that has been afraid of fireworks, with more than half of dog owners wanting to ban them altogether because they are too upsetting for their animals.
Julia Wood, product manager at CEVA Animal Health, said: "Fireworks are the most stressful event that a pet can experience and, in most cases, owners have noticed their animals becoming visibly unsettled with 49% of dogs shaking1 and 65% of cats hiding1. The new TV advertising campaign and marketing support will educate pet owners on behaviours expressed by pets with a fear of loud noises and the importance of taking proactive action by using DAP and Feliway."
CEVA will be running its annual firework display competition amongst veterinary practices throughout October for the best decorated waiting room.

The British Veterinary Association has welcomed a report published by The Advisory Council on the Welfare Issues of Dog Breeding, which sets out eight priority welfare problems.
Commenting on the report, BVA President Carl Padgett said: "We welcome the Dog Advisory Council's report which highlights key welfare issues of dog breeding and makes sound, practical recommendations for addressing them."

Mr Padgett continued:"The Dog Advisory Council has covered these high priority concerns in some detail. I am pleased that the recommendations give strong support to screening programmes including the BVA/KC schemes for hip and elbow dysplasia and syringomyelia and that they suggest ocular examination under the BVA/KC/ISDS eye scheme should be regarded as routine for all dogs used for breeding.
"I am also delighted that the Council has recognised the value of using a reputable puppy contract, highlighting the puppy contract and puppy information pack (PIP) recently launched by the BVA Animal Welfare Foundation and RSPCA. The contract and PIP arm buyers with the knowledge to give themselves the best chance of getting a fit, healthy and happy, well socialised pet to join their household and they have been designed to help good breeders demonstrate the care and attention they have devoted to their puppies' breeding and upbringing.
