The Committee's decision to recommend the addition of vets to the list is seen as a major win for the RCVS and the BVA which together submitted evidence as part of the review, which began in autumn last year.
Professions on the list are prioritised for visas required to live and work in the UK. Employers wishing to hire professionals on the list are not required to complete the Resident Labour Market Test, meaning they don't have to advertise vacancies locally before offering the role to an employee from overseas.
The RCVS/BVA submission focused on the need for the UK immigration system to recognise that the veterinary workforce is already under capacity and that this problem is likely to be exacerbated after Brexit. This is due to the potential for increased demand for veterinary surgeons in areas such as export certification, and also the likelihood that fewer veterinary surgeons from the European Union will be joining the Register. It also reiterated the importance of veterinary surgeons in areas such as public health, food safety, disease surveillance and control, as well as education, research, clinical practice and animal welfare.
RCVS President Amanda Boag said: "We are very pleased to see that our submission, made with our colleagues at the BVA, has been welcomed by the Committee and that this recommendation will now be going to the key decision-makers at the Home Office for consideration. While we are still unaware of how the process of the UK leaving the EU will pan out, this is a very important step in ensuring the future security of the profession and mitigating against worsening workforce shortages.
"We would reiterate to the Government that the UK is currently reliant on overseas registrants to meet the demand for veterinary surgeons, with veterinary surgeons from the rest of the EU making up around 50% of new registrants each year. By adding veterinary surgeons to the Shortage Occupation List, and therefore reducing the immigration requirements needed to live and work in the UK, the Government will be helping ensure vital veterinary work continues to be done particularly in areas such as food safety and public health."

Mr Seymour-Hamilton was originally removed from the Register in June 1994 for failing to maintain his practice’s equipment and facilities in working order such that it evidenced a total disregard of basic hygiene and care for animals, thereby bringing the profession into disrepute.
The restoration hearing on Monday 15 May was Mr Seymour-Hamilton’s fifth application for restoration, with previous applications being submitted but refused in July 1995, June 2010, January 2015 and March 2016. However, as the Committee made its decision on the merits of the case before it, those previous applications were not considered as relevant to its decision.
Mr Seymour-Hamilton told the Committee that he currently works as a herbalist and naturopath for humans and wished to be restored to the Register so he could include animals in his research, citing his treatment of one of his dogs as evidence.
The Committee rejected his application on a number of grounds, including the impact on animal welfare should Mr Seymour-Hamilton be restored to the Register; the length of time he had been off the Register and the fact that he was therefore not up-to-date with contemporary veterinary practice and professional conduct; that his efforts to keep up-to-date in terms of knowledge, skills and developments in practice were insufficient; and his lack of evidence of public support for him or his work.
Ian Green, chairing the Committee and speaking on its behalf, said: "The Committee has very great concerns about the future of the welfare of animals in the event of the applicant being permitted to have his name restored to the Register. He has made it clear that whilst he has no intention to return to routine veterinary general practice, he would intend to treat animals and to continue his research using animals. The Committee observes that were he to be restored to the Register, there would be no power to prevent the applicant practising as a veterinary surgeon in any way he may choose."
He added: "The applicant has now been off the Register for nearly 23 years. It will be apparent to anyone that the veterinary profession today is in many respects different from what it was 23 years ago, (eg: in terms of medical understanding and its own regulation). The Committee is far from persuaded that the passage of 23 years has not had a negative impact on the applicant’s ability to practise safely and competently as a veterinary surgeon at this present time."
CEVA Animal Health and the University of Lincoln have presented three distance learning students on the university's pheromone therapy course with awards in recognition of their research into the benefits of pheromone therapy in combating behavioural problems in pets.
Veterinary nurse, Mandy Davis RVN, won first place and was presented with a cheque for £1,000 for her evaluation of the use of rabbit appeasing pheromones in a pet demonstrating fearful and aggressive behaviour towards its owner.
Second place and a cheque for £500 went to pet behaviourist and VetSurgeon member, Dr Carri Westgarth BSc(Hons) PhD from the University of Liverpool, for her case which reported on the use of D.A.P.® and clomipromine in a separation-related problem in a dog.
Third place and a cheque for £250 was awarded to veterinary surgeon, Graeme Buchan BVMS MRCVS, from Blackness Veterinary Centre in Dundee for his study into the use of a D.A.P.® Collar in the management of disruptive stress in the home.
"More and more pets are referred to animal behaviour experts each year and pheromone therapy is increasingly being used to help pets overcome behavioural issues such as aggression and separation anxiety," said Professor Daniel Mills, recognised specialist in veterinary behavioural medicine, at the University of Lincoln. "The students' case histories demonstrated their understanding of the benefits of pheromone therapy and how products that mimic the effects of naturally occurring pheromones can improve both the health and welfare of stressed pets. Many of the reports were of a very high standard, and showed a good understanding of the science behind the practice, which is so important for effective use."
The University of Lincoln launched the country's first accredited course in pheromone therapy in 2007 to help increase the veterinary profession's understanding of stress and its potential to trigger behavioural issues in pets. The distance learning course, which is supported by CEVA Animal Health, is aimed at veterinary surgeons, veterinary nurses and behaviourists and comprises 12 audio visual tutorials covering pheromone therapy and its applications in companion animals which can be undertaken at a pace to suit individual students.
Lucy Brett, product manager at CEVA Animal Health said: "The pheromone therapy course is a must for veterinary professionals wishing to learn more about behavioural problems in pets, including the stress triggers that can lead to disruptive and undesirable behaviour and the benefits of synthetic copies of natural pheromones in overcoming these issues."

Virbac Animal Health has launched a twitter-based early warning system to alert vets and dog owners of cases of canine parvovirus (CPV) in their area. It is to go live on 1 November 2012.
@parvoalert is a twitter feed that updates followers on the geographic location of cases of the disease using the first half of the relevant postcode. The company is asking vets and owners learning of a case to tweet the first half of the postcode where it occurs to @parvoalert. Virbac will then retweet it to everyone else following @parvoalert. The company is also advising vets and owners to check the feed regularly for news of cases. The service is free.
Virbac says that when it hears of a case, it will also provide practices in 'at-risk' areas with a 'Parvo-alert' Pack, containing a range of tools and support materials to help them alert dog owners. These include waiting room posters, leaflets, stickers and template text for newsletters.
The Veterinary Director of Battersea Dogs & Cats Home, Shaun Opperman, said: "As recent viewers of ITV1's 'Paul O Grady: For the Love of Dogs' may have seen, parvovirus causes dreadful suffering to dogs. Unfortunately many people still aren't vaccinating their dogs, so we see cases on a regular basis and it's vital that owners vaccinate their dogs, are aware of the disease and remain vigilant for the early signs."
Simon Boulton MRCVS, Product Manager at Virbac, said: "One of the problems in tackling canine parvovirus is that little information is shared on the frequency and location of cases so, in some ways, it's a hidden problem. While it's not as common as some other infectious diseases, when outbreaks occur, as they did earlier this year in South Wales and Oxford, the disease proves fatal in around half of diagnosed dogs."
Once @parvoalert is established, Virbac says it aims to build it into a comprehensive web-based CPV resource, featuring background on the prevention and treatment of the disease; comment from veterinary experts and downloadable practice support materials.
Simon continued: "It's heart-breaking for owners to lose their pets in this way and to see them suffer from a disease that could easily have been prevented. We hope @parvoalert will help to raise awareness of the fact that CPV continues to represent a significant threat to unvaccinated dogs. It will benefit all practices in areas affected as they will receive a Parvo-alert Pack, which they can use to encourage their clients to get their dogs vaccinated and look out for signs of the disease."
Zoetis (maker of Cerenia, the anti-emetic) is using social media for its latest campaign to remind owners that vets have a solution for dogs that suffer from travel sickness.
The company highlights research which shows the problem is more common than one might think, with 62% of dogs experiencing travel sickness for the first time as puppies. What's more, 1/3rd of owners say they would travel with their dogs more often if they didn't get car sick.
Stephanie Smith, Marketing Manager for Cerenia said: "While less than half of vets in the UK report seeing at least one canine motion sickness case each month, we know that over one third (34%) of dogs that travel experience motion sickness. That's a lot of opportunity for vets to provide pets and owners with some relief."
To spread the word, the company has set up an educational microsite: www.nonstoptravelfun.co.uk which it is now promoting with an online social media campaign, including twitter #nonstoptravelfun and targeted bloggers and pet sites. The company has also been advertising the microsite on Facebook and Google, which I'm told has driven thousands of visitors over the past fortnight.
Stephanie added: "Motion sickness can impact the whole family, making travelling an unpleasant experience. Our new campaign aims to raise awareness for the issue and encourage pet owners to seek veterinary help for the problem, so they can enjoy non-stop travel fun, without the sickness."

Although the RCVS is planning the elections as usual, it is concurrently preparing for a change to its governance arrangements, including a reduction in the size of the Council, as agreed in March 2016.
Commenting on the Legislative Reform Order (LRO) that will be required to amend the Veterinary Surgeons Act 1966, RCVS Registrar Eleanor Ferguson said: "This is a complex matter and, unfortunately, due to unavoidable delays associated with the 2017 General Election and the impact of preparing for the UK’s departure from the European Union, the LRO has not yet completed the legislative process.
"This means that whilst we will be running the elections on the basis that there will be six elected places available, as per the old size and structure, it should be expected that under the new size and structure, only three places will ultimately be available."
Meanwhile, due to comparable changes to the governance of the Veterinary Nurses Council, including a reduction in its number, there will be no 2018 VN Council elections as the outgoing members will not need to be replaced.
The RCVS Council election period will start around mid-March and voting will close at 5pm on Friday 27 April 2018.

Ahead of the start of the election, the RCVS is also inviting members of the profession to submit one question each for the candidates. The candidates will then be asked to record a short video of themselves answering two of the questions of their choice which will be published when the election starts.

Since qualifying as an RVN in 1998, Georgina, aka George, has had a number of veterinary management roles, including Head Nurse, Business Support Manager and Regional Operations Manager.

The Disciplinary Committee of the Royal College of Veterinary Surgeons has dismissed a case against a veterinary surgeon from Kent having found him not guilty of serious professional misconduct.
Mr Francois-Guillame Saulnier-Troff - formerly an employee of North Kent Referrals in Blue Bell Hill near Aylesford - was charged with concealing from his clients that a fragment of metal had been left in their dog's body following surgery, and omitting any reference to that in the clinical records or notes.
At the hearing, the Committee heard that, during spinal surgery on Pippin, a Jack Russell terrier belonging to Mr and Mrs Bowers, a small metal fragment broke off a palpator and became lodged in the bony material. Mr Saulnier-Troff was unable to retrieve it.
However, Mr Saulnier-Troff did not inform Pippin's owners of this occurrence, either during the telephone conversation on the 15th of January immediately following the operation, or when he met with them for Pippin's post-operative check on the 2nd of February. He said that he had intended to discuss the fact with the owners when the dog was discharged and had requested that he be contacted when the owners came into the surgery. He had not been contacted, though, and on attending the practice two days later, found that Pippin had already been returned to his owners.
It was accepted by the Committee that Mr Saulnier-Troff had not considered the fragment of clinical significance, and that telling Mr and Mrs Bowers about it was not at the front of his mind at their subsequent meeting.
The Committee heard there was no reference to the fragment included in the clinical notes, discharge summary or referral report, but accepted that the discharge summary had not been prepared by Mr Saulnier-Troff and that the referral report had been drawn up and sent out without Mr Saulnier-Troff's approval or personal signature.
In their findings, the Committee made no criticism of Mr Saulnier-Troff for the breakage or non-retrieval of the fragment, concluding that he came across as a skilled and conscientious veterinary surgeon and that he was fundamentally honest. The Committee also described as "honest and straightforwards throughout," the accounts given by Mr and Mrs Bowers of their recollections of events. The Committee noted that Mr Saulnier-Troff had admitted that he ought to have told Mr and Mrs Bowers about the fragment and that he ought to have included details in the clinical notes.
Disciplinary Committee Chairman Mrs Alison Bruce said that they were "highly critical of the fact that Mr Saulner-Troff did not inform Mr and Mrs Bowers at any time of what had occurred or check that the clinical records had been completed either post-operatively or at the follow-up examination."
"The matters, which Mr Saulnier-Troff has admitted, flow from a failure on his part to speak to Mr and Mrs Bowers after the discharge had taken place and to check that he had completed a full clinical record which included reference to part of the palpator being left in Pippin's body,"
Mrs Bruce continued, adding that this was "indeed conduct which falls short of the standard to be expected. However, in the opinion of this Committee his conduct does not fall so far short that it amounts to disgraceful conduct in a professional respect."
Mrs Bruce concluded: "In these circumstances, the charge is dismissed."
Zoetis has launched PetDialog and HorseDialog, the only treatment reminder apps for pet and horse owners which veterinary practices can customise with their own branding.
The app is downloadable from the Apple and Android app stores, but is only accessible by inputting a unique practice identity code.
Once the app is unlocked, owners can then input details of any medications their pet is taking and the date its healthcheck / vaccinations are due, after which they'll receive a practice-branded email reminder.
It's a similar idea to Bayer's reminder app released earlier this year, but with the very clever addition of practice branding.

Honestly, whose idea was it that even the most pathologically insane pet owner would possibly, even once in a million years, want to record (and chart) the amount of time they spend hugging their pet. And not just that, but also to categorise their pet-hugging activities according to whether it was 'Morning Cuddles', 'Afternoon Hugs' or 'Evening Snuggles'. Someone at Zoetis' digital agency must have been smoking something very strong when they came up with that one.
Similarly, the ability to record the amount of time spent playing with the dog, breaking it down into specific activities such as: 'Fetch', Tug of War', 'General Playing', is surely targeted at the 0.0000000001% of the pet owning population that really should be getting some sort of professional help.
That said, the overall idea and execution is top notch. Provided Zoetis removes the madder elements of the app at the next upgrade, it'll get 5 stars out of 5. Meantime, it's still highly recommended.

The recommendations were proposed by the Legislation Working Party (LWP), which was set up in 2017 to consider the principles governing any new legislation affecting veterinary regulation and come up with recommendations for what innovations could and should be included in any future replacement for the Veterinary Surgeons Act 1966.
The LWP comprises members of RCVS Council, RCVS staff and representatives from the BVA and the BVNA.
The approved recommendations were grouped into five key headings: embracing the vet-led team; enhancing the veterinary nurse role; assuring practice standards; introducing a modern ‘fitness to practise’ regime; and, modernising RCVS registration processes.

Professor Stephen May, RCVS Council member and Chair of the LWP since its inception in 2017, said: “The scale of the changes that are recommended in this report are very significant indeed and, if implemented via new primary legislation, would really change the face of veterinary regulation, bringing it up to date with that of other healthcare professions, and ironing out many of the oddities and closing many of the gaps in our current regulatory regime.
"Changes to the legislative framework for veterinary regulation have been mooted for some time. While the Veterinary Surgeons Act 1966 has served the profession well for over 50 years, and we have been able to make some changes to it – for example, reducing the size of Council, the separation of the Disciplinary Committee from Council and introducing the concept of delegation to veterinary nurses via Schedule 3 of the Act. However, there are limits to how much we can continue to tinker around the edges, and it has become increasingly clear that new legislation is needed if we are to make progress.
"I have been very grateful to my colleagues on the Legislation Working Party for their hard-work over the past three years. There has been a lot of robust debate on how we can move veterinary regulation forward, but ultimately we have a consensus that there are significant deficiencies, imperfections and blind-spots in the current regime and, in order to ensure that the professions are able to best fulfil their mandate to protect animal health and welfare, and that the RCVS is able to meet its mission to set, uphold and advance veterinary standards, significant changes are needed.
"I am delighted that members of RCVS Council have agreed to put our recommendations to a full consultation and I look forward to seeing how this report and its, sometimes quite radical, recommendations will spark important debate of these big ideas.”
A full public consultation process on the recommendations is expected to take place later this year. After this has taken place, and depending on its outcome, and Council’s final decision on how to proceed, a full set of proposals on legislative reform will be put to the Department for the Environment, Food & Rural Affairs in the hope of seeking support for new legislation.
While RCVS Council approved, in principle, the report as a whole, there was a separate debate on some of the report’s recommendations concerning reform to the RCVS disciplinary regime which do not require changes to primary legislation, but could be made through powers granted to the College via its 2015 Royal Charter. Further details on this will be announced separately.

The 4% increase was approved by the Privy Council and the Department for Environment, Food & Rural Affairs.
Dr Tshidi Gardiner, RCVS Treasurer, said: “As with last year, RCVS Council recognises that we are living in difficult economic times, and have tried to keep the fee increase to a minimum.
"However, it is important that we increase fees in line with inflation, as well as take into account additional related costs, to ensure we are fulfilling our regulatory remit to the best of our abilities and meet our strategic priorities.”
Veterinary surgeons need to pay their annual renewal by 1st April and will be sent their fee notices within the first two weeks of March.
Anyone who has not paid their fee by 1st May will incur a higher fee charge of £36, with non-payment by 1st June risking removal from the Register and ineligibility to practise.
As part of the annual renewal process, all individual vets will also need to log into their online MyAccount to confirm their registration and contact details and declare any convictions.

Expanding on the training available in autumn 2022, which was launched based on the results of an extensive training pilot, MMI is offering a total of 14 sessions taking place both online and in person over the next few months. Sessions will be running from January to April 2023. The courses will cover areas that have been identified as priority topics from previous MMI surveys, feedback from the professions, and evaluation of the training pilots.

The lives of pet rabbits in Britain, the UK's third most popular pet, are being drastically cut short due to owners' ignorance and misinformation, according to a survey for Rabbit Awareness Week (26th April - 2nd May 2010).
The survey revealed a widespread lack of knowledge about what pet rabbits need to live longer, healthier and happier lives. Almost half of the respondents believe that vegetables, fruit and carrots are the most important food for rabbits. In addition, 71% didn't know that fibre, in the form of hay and grass, is the most important food for rabbits, without which they can die.
More than 50% of those surveyed did not know that rabbits should be kept in pairs, and 90% of respondents didn't know that owning a rabbit is likely to cost more than £3,000 over the course of its lifetime.
Sean Wensley, senior veterinary surgeon at the PDSA, said: "Despite more than a million pet rabbits currently being kept across the country, the results of this survey add to our concerns that their welfare needs are sadly misunderstood.
"It is vital that owners understand the commitment involved in owning pet rabbits, both financially and in terms of the time taken to care for them properly. It is also essential that owners understand their rabbits' welfare needs, including their need to be fed a suitable diet, to have a large hutch and exercise run, to have company and to receive appropriate health care, including vaccinations against deadly diseases."

In a 2019 BVA Voice of the Veterinary Profession Survey, 89% of vets said that they would like to play a more active role in the UK sustainability agenda.
The new checklist includes four major areas for action that cover practising responsible resource use, being sustainable in your operation, using medicines responsibly, and sustaining the team. Each theme has a list of ways that these actions can be achieved.

5638 events were reported spontaneously, mainly by the marketing authorisation holder (61%), with the remainder largely reported by veterinary surgeons.
Of these, 5512 were reports of adverse reactions in animals: 829 concerning suspected lack of efficacy, 4638 concerning safety. The majority of reports concerned dogs (2927), cats (1426) and cattle (386).
In dogs, medicines for the control of epilepsy were most often suspected of not having performed as expected (80 reports) whilst vaccines were most commonly reported as having failed to work (71). However, the VMD points out that in many cases, vaccination failure was attributable to other causes (such as incomplete vaccination schedule).
In cats, flea spot-on products were most likely to be reported as not having worked (21). However, there are many reasons why owners may continue to see live fleas on their animal which are unrelated to product efficacy (such as reinfestation from the environment).
Notably, the majority of efficacy reports in horses (12/19) related to euthanasia products, which the report says should serve as a reminder that alternative means of euthanasia should always be available in case the chosen method does not proceed as planned.
Of the safety reports, 59.6% involved dogs, 31% cats, 4.9% horses and 3.9% rabbits. The majority concerned vaccines (1360 reports, most commonly general signs or symptoms, such as lethargy or pyrexia), parasiticides (472 reports, most commonly lethargy, emesis, inflammation/pruritus, depending on method of administration) and inflammation control (412 cases, most commonly emesis, renal insufficiency and diarrhoea, depending on the drug type).

The VMD says that reports of needle stick injuries involving vaccines with a mineral oil adjuvant are of particular concern, because they often fail to show that the injured party has received prompt and correct treatment, either because they are themselves unaware of the necessity for swift intervention, or because they do not take the product package information leaflet with them when seeking medical treatment.
Similarly, the VMD says that incidents involving injectable tilmicosin seem to be often dismissed as just a scratch, and that if you use these products, you should make sure you are fully aware of the warnings contained in the product leaflets.

Tara Evans RVN from Vita said: "We wanted to raise awareness and start a discussion with rabbit owners about preventative ear care in rabbits, including how and when owners are cleaning their rabbits’ ears.”
91% of owners also agreed that cleaning is important for rabbits with ear health problems, but 49% have never cleaned their rabbit’s ears.
For the remainder, the most common reason owners gave for cleaning their rabbits’ ears was as a preventative measure (46%), followed by noticing signs of discomfort (25%) and following veterinary advice (25%).
Tara added: “These results show us that owners are aware cleaning their rabbits’ ears is important which leaves us plenty of opportunities to educate on what owners should be looking out for.
"The survey showed that 57% of rabbit owners correctly identified lop ears to be a risk factor in ear health yet a contradictory 28% thought straight ears posed more of a risk.
"It is our job as veterinary professionals to share facts and impart our knowledge to our engaged audience.”
The survey looked into different options available for ear cleaning and identified that 51% of respondents would choose ear wipes, 25% home prepared solutions and 31% a designated rabbit ear cleaning product.
Tara said: “We want to be encouraging owners to be looking at their rabbits’ ears and cleaning them, however wipes can fail to provide a thorough clean and reach the deeper ear canal effectively, and homemade remedies may be irritating to rabbit ears.
"It is important to use an ear cleaner which is designed for and safe to use in rabbits, such as Omniotic.
"Our survey underscores the critical need for increased education and awareness surrounding rabbit ear health.
"It's essential for owners to understand the significance of regular ear cleaning in maintaining overall wellness and preventing potential diseases.”

The day consists of teams of four taking part in walking/running, cycling and kayaking, some orienteering as well as some mental and physical tasks. Virbac has launched the BackHome Mini Chip, a microchip which is 8mm long compared to the existing standard which is 12mm.
The new Mini Chips are made of a pharmaceutical grade glass with an anti-migration coating. Because of their smaller size, they can be implanted with a needle that is 34% smaller than the standard needle. Virbac says this can minimise stress and discomfort during implantation.
Virbac has also announced a partnership with VetEnvoy, a service which works with practice management software to enable pet and owner registration details for BackHome Mini Chips to be uploaded to the Petlog database at the press of a button, saving support staff time completing online or paper application forms and reducing the number of errors.

The service will be run by European and RCVS recognised specialist in Soft Tissue Surgery, Jane Ladlow, and will begin taking referrals from October 28th.
Jane has nearly 20 years’ experience as a specialist clinician, researcher, teacher and lecturer.
Her main focus for the last 10 years has been upper airway disease in dogs. As the clinical lead of the Cambridge Brachycephalic Obstructive Airway Syndrome (BOAS) Research Group, she has been instrumental in the introduction of objective, non-invasive assessments of airway function, identifying risk factors for BOAS, clinical diagnosis, breeding guidelines and the development of new surgical techniques (laser turbinectomy and laryngeal surgeries).
She has extensive experience of general surgery, and particularly enjoys oncology surgery, with an emphasis on treatments that are kind to owners and animals. Jane was the 2019 recipient of the BSAVA Simon Award for outstanding contributions in the field of veterinary surgery.
