Council members voted in favour of becoming a fully-appointed governing Council and to explore retaining elected representation on a future council or committee focussed on 'upstream regulation' and development of the profession
Council also voted to move towards greater parity between professional and lay RCVS Council members, but delayed a decision on the precise balance until it has the opportunity to consider the matter in more detail.
Council voted to remove veterinary school appointees from Council, agreeing to discuss the future composition of the RCVS Education Committee at a later date.
Council then voted to further investigate a number of alternative governance arrangement suggestions, including independent oversight of the College, and to review term limits across all appointed positions.
RCVS President Linda Belton said: “Thank you to all who took part in the consultation and made suggestions on alternative and additional arrangements that might be made regarding our governance.
"Thank you also to Council members for a robust discussion of these proposals.
“We still have a number of important governance issues to discuss at a future date and the proposals that Council members have voted to approve today will not be brought into immediate effect, but will be included in our proposals to government for new veterinary legislation.
“As we seek reform of veterinary regulation via new primary legislation, it is important that our governance arrangements not only inspire public confidence and trust but also allow us, as a Royal College that regulates, to work with the professions on our upstream regulatory activities, not only to ensure that individuals are fit for practice, but also that we maintain a profession fit for purpose.
“The decision to explore retaining an elected element on a future veterinary council or committee, responsible for work dedicated to the development of the professions, gives a clear indication of the value of our ‘Royal College that regulates’ model.
"We have also made a further commitment to public assurance by agreeing to explore independent oversight of the RCVS.
“Any future appointments process developed by the RCVS will be committed to adhering to the Public Standards Authority’s principles on appointments; these are merit; fairness; transparency and openness; and inspiring confidence.”

Genitrix has announced that HY-50 Vet®, a sodium hyaluronate treatment for equine joints, has now been authorised for intravenous (IV) use.

Royal Canin has announced the launch of two new veterinary diets designed to tackle obesity in cats and dogs.
'Satiety Small Dog' is for adult dogs with an ideal weight up to 10kg. 'Satiety Wet' has been developed for those dogs who prefer wet food, or who are used to eating a combination of wet and dry food.
Satiety Small Dog is available in 1.5kg, 3.5kg and 8kg bags and contains a blend of fibres that Royal Canin says increases the volume of stomach contents and promotes satiety. The company says the new diet also contains specific nutrients which contribute to maintaining good oral health, and a high protein content to help maintain muscle mass during the weight loss programme.
Satiety Small Dog is designed to improve digestive tolerance in smaller breeds, as it has a different blend of fibre and higher levels of butyrate than Satiety Canine, which is formulated for the needs of medium and larger dogs. The diet contains less dietary oxalate which Royal Canin claims is of benefit to smaller dogs that are at a greater risk of developing calcium oxalate uroliths.
The second new diet, Satiety Wet for Dogs, is available in 410g and 195g cans. The diet has a high protein content (14.1g per 100kcal), and is enriched with nutrients, minerals and vitamins. Royal Canin also highlights what it says is a particularly innovative feature: a high fibre content in a canned diet.

Researchers from Highcroft Veterinary Referrals, the Royal Veterinary College and the University of Zurich are asking veterinary surgeons to take part in a survey designed to identify the rate of complications associated with Angiostrongylus vasorum (lungworm) infection or treatment in dogs.
The research, which is led by Drs Kieran Borgeat, Jose Matos and David Connolly, is the first step of a larger project, which hopes to culminate in the development of a set of consensus guidelines for the diagnosis and treatment of lungworm in dogs.
The researchers say that the guidelines are needed because there is currently no consensus amongst veterinary practitioners as to how dogs infected with Angiostrongylus vasorum (lungworm) are best treated. In addition, whilst there are anecdotal reports of adverse reactions after treatment, none are currently published in the literature.
The survey takes less than 10 minutes to complete, and all participants who leave their email address will be entered into a prize draw for £100 worth of Amazon vouchers.
No pharmaceutical or food companies have been involved in the design or funding of the research, and approval has been granted by the RVC Ethics and Welfare Committee.
The survey will close on 1st May 2016, or when 1000 responses have been completed. All information entered into the questionnaire will be completely anonymous and contact information will be held in a confidential database and not shared with any third parties.

The British Equine Veterinary Association (BEVA) has issued guidelines to help vets employ overseas veterinary graduates successfully.
BEVA says that whilst employers should not discriminate based on nationality, language or place of graduation, it believes they have a duty to ensure all employees have the required level of linguistic and clinical skills to enable them to undertake their role safely and effectively.
The advice explains how to interpret English Language Qualification test results, highlights European Veterinary Schools that have not been approved by European Association of Establishments of Veterinary Education (EAEVE) and reminds employers that compulsory Extra Mural Studies (EMS) is unique to veterinary schools in the UK and Ireland.
Each year many foreign veterinary graduates register to work in the UK. By providing this advice BEVA hopes that employers will find it easier to navigate the differences between graduates from various veterinary schools across Europe, to uphold the reputation of the profession.
Mark Bowen, President Elect of BEVA, said: "At a time when politicians are debating language skills amongst medical graduates, it is useful to remind employers of the complex language skills required to provide the public with the service they expect. This guidance should assist employers in identifying the skilled workforce they need, while navigating the complexities of different English Language Qualifications and different veterinary qualifications."
Tim Greet, former BEVA President and a candidate for RCVS Council, said: "Whilst not condoning any discrimination based upon nationality, it seems only common sense to make sure that a new employee, from whatever background, can cope with the necessary level of communication, so fundamental in modern veterinary practice. A certain level of practical skill should also be expected to avoid compromise to patient welfare and to underpin continued professional development."

The RVC is the oldest veterinary school in the English-speaking world, and the creation of the College in 1791 marked the establishment of the veterinary profession in Britain.
To mark its 225 years and celebrate the heritage of veterinary and scientific education, the RVC invited alumni back to attend a programme of events, including a gala dinner on Saturday and an Open Day and Campus Tour on Sunday.
Sunday’s activities included displays focusing on the history of the RVC, talks, a film screening and an ethical debate. The ethical debate related to the balance between business and welfare in all aspects of veterinary work. There were events for staff at both the Camden and Hertfordshire campuses on the Friday to mark the College’s birthday.

The BSAVA is warning the profession to steer wide of a website which purports to offer hotel bookings for this year's Congress, but which is in no way affiliated to BSAVA or Congress.
The website - www.bsava2016.org - does have a distinctly fishy smell to it. Aside from the fact that it describes Birmingham as "one of the most beautiful places in the United Kingdom", noted for its "awe-inspiring architecture" and "many food joints", there are other clues that this website may not belong to someone familiar with the location or the event, such as the description of BSAVA being "founded to create an excellent forum that promotes research in Animal Veterinary".
Notably, the site also offers no offline contact details.

The RCVS is calling for comment on a proposed new Case Management Protocol for its Disciplinary Committee.
The new protocol provides additional guidance to all parties, ensuring that evidence is agreed or considered well before the hearing. Its emphasis is on the Committee being able to read skeleton arguments and bundles of evidence from respondents before the hearing takes place, which speeds up the process and enables decisions to be made more quickly. At present, this is not always possible, as the information is not always made available.
Gordon Hockey, Head of Professional Conduct said: "The new protocol formalises the standard procedural direction for cases to be heard by the Committee, with the aim of promoting the timely and efficient preparation of cases and the smooth running of hearings. This is in the interests of all parties."
The Disciplinary Committee hears between ten and 15 cases per year. Under the Veterinary Surgeons Act 1966, the Committee can consider charges of serious professional misconduct, fraudulent registration and criminal convictions that affect a veterinary surgeon's fitness to practise.
A disciplinary system for registered veterinary nurses was set up in April 2011 and the nurses' Disciplinary Committee would follow the new protocol, as and when it is finalised.

Badger culling is necessary in certain circumstances to tackle the spread of bovine tuberculosis (bTB), according to the British Veterinary Association (BVA) and British Cattle Veterinary Association (BCVA).
This week the BVA's Council approved the new policy position adding the veterinary profession's voice to the ongoing debate on bTB.
Earlier in the year BVA President Nicky Paull welcomed the announcement of a pilot badger cull in west Wales. The BVA has now updated its bTB policy to more strongly state the case for humane, targeted and managed culling in specific areas where badgers are regarded as a significant contributor to the persistent presence of bTB.
The BVA's policy also states that the current Government strategy for bTB control is inadequate and calls for simultaneous control measures in both cattle and badgers and other wildlife and susceptible farmed species.
Nicky Paull, President of the BVA, said: "Bovine TB has an unacceptable impact on animal health and welfare and has the potential to be a risk to public health. Yet the current strategy for dealing with it is inadequate.
"Where I practise in Cornwall vets and farmers are desperate for effective measures to help us get on top of this inexorable disease.
"Veterinary surgeons take an active role in surveillance, diagnosis and treatment of disease and we know that the only way to control bTB is through simultaneous and coordinated measures across all susceptible species.
"In no way does our new policy position detract from the continued focus on cattle-to-cattle spread, within both the veterinary profession and the farming community, which continues to play a key role in attempts to control the disease.
"But the BVA believes that humane, targeted and managed culling of badgers in some areas will be necessary if we are to reverse the increasing prevalence of bTB."
Vets Now has announced its selection centre dates for young vets applying for a place on the new 'Cutting Edge' Emergency and Critical Care fast track programme.
With the 20 August deadline for applications fast approaching, Vets Now has confirmed that interviews for the first intake in October will take place on 25th and 26th August. Applications received after this date will be considered only if the applicant meets the necessary criteria and is able to take up a place on the programme if extra places become available.
According to the company, the 'Cutting Edge' initiative is the first training programme of its kind in the UK. It'll see 40 vets who are likely to have graduated between 2006 and 2009 selected for a place on one of two 10 week fast track training programmes which will take them straight to the heart of emergency, working as a veterinary surgeon in a Vets Now clinic.
The induction courses will be held in October and January, each taking up to 20 vets through 10 weeks of intensive ECC training on a robust programme which has been designed by Vets Now Clinical Director and ECC Diplomate, Amanda Boag.
Amanda said: "The recruits who we select will embark upon an intensive period of training over the 10 week period which will give them the necessary skills and knowledge to launch their career in ECC. They will also receive ongoing support during their first two years as a Veterinary Surgeon in a Vets Now clinic with a very generous CPD allowance. The initial 10 week period will be a combination of lectures and interactive seminars, practical training in our clinical skills laboratory and mentored work in our clinics. Developing clinical expertise and problem solving skills will clearly be the most significant component of the training but there will also be support and training in other vital skills including communication."

Kruuse has launched a new extra large size Bovivet Hoof Bandage for use in the treatment of digital dermatitis (DD) in cattle.
According to the company, an estimated 70 per cent of dairy herds suffer with digital dermatitis and, if not treated, it can persist for months, causing pain and lameness to infected cows. Indeed, a paper1 presented at the BCVA 2011 Congress by Prof. N.B. Cook, Clinical Associate Professor at the School of Veterinary Medicine in Madison, USA, said that "lameness can systematically undermine the management of the dairy herd. No other disease has such fundamental and extensive effects on production, reproduction and risk of early herd removal."
The most effective way to fight DD has been found to be the management and treatment of individual animals. Traditional treatments have involved thoroughly washing the infected hoof, applying an antibiotic/drying agent, such as salicylic acid powder, and then applying a dressing that must remain in place usually for three days. However, it can be hard to correctly dose the salicyclic acid powder and there can be complications in ensuring that the dressing is correctly applied at the right pressure and that it stays in place. It can also be a risk to the user's health when mixing the powder.
Kruuse says this can be made easier by using the Bovivet complete Hoof Bandage along with Kruuse Hoof Gel 38%. Firstly, by using a gel, dosing is easy and more accurate, making it more economical per treatment; and, secondly, for the user, it reduces potential health risks from inhalation of the powder when mixing.

The British Veterinary Association has produced a series of expert videos to help employers and employees with the disciplinary process.
The five short videos, which can be accessed free on vets.tv as part of the BVA membership package, talk employers through the procedures they must follow to ensure it is a fair process. The videos also advise employees on how to approach the process including guidance on how much time employees should have to look at the evidence on which the disciplinary is based.
The videos use case studies to show what the particular stages in the disciplinary process mean, what they involve and how to prepare for them.

The British Association of Veterinary Emergency and Critical Care (BAVECC) is carrying out a survey of the veterinary profession about 24/7 emergency veterinary cover, the results of which will be presented to the RCVS Standards Committee during its forthcoming review.
Toby Birch MRCVS from BAVECC said: "We are aware that there has been much debate on the subject however we feel that much of what has been aired is subjective opinion. While we appreciate that this is very valuable, BAVECC would like to try and place some objectivity on this matter."
