The letter called on the UK government to ensure there is a duty on the state to have due regard for animal welfare in the development and implementation of policy, as Article 13 of the Lisbon Treaty sets out. Under the UK’s Animal Welfare Acts, accountability for the treatment of an animal focuses on the animal keeper, but not on the state.
The coordinated letter from the veterinary professions follows widespread media attention after a House of Commons debate, wherein MPs voted down an amendment tabled by Green MP Caroline Lucas to include the principles set out in Article 13, which also states animals are sentient, in the EU (Withdrawal) Bill. Since Article 13 has its origins in a treaty rather than a regulation, it did not qualify to automatically transfer into UK law as part of the EU (Withdrawal) Bill.
The signatories of the Daily Telegraph letter span all areas of veterinary work including small and large animal practice, research, government and academia as well as including former UK Deputy Chief Veterinary Officers, Officers of BVA specialist divisions and the Chief Veterinary Officer of SSPCA, amongst others.
BVA Senior Vice President Gudrun Ravetz has been leading BVA’s lobbying on this issue while BVA President John Fishwick recovers from a back operation. Gudrun said: "The public and professional response to the Article 13 vote was astonishing, but there was much misunderstanding borne from sensationalist headlines that suggested the MPs who voted the amendment down do not believe in animal sentience. The real crux of the debate got lost in this noise.
"BVA supports the principle of Article 13, since it not only recognises that animals are sentient, but importantly puts a duty on the state to have due regard for animal welfare in the development and implementation of policy."

Intervet/Schering-Plough Animal Health is now supplying Cepravin dry cow antibiotic treatment in a new 'flexi-cap' tube which offers two ways of infusing the product into the cows' teats.
According to the company, the new cap is easier to remove and can be quickly flicked off with a fingernail, whilst the shorter, thinner nozzle option may reduce the chances of damaging the teat canal and teat end. Farmers can be assured that administering Cepravin dry cow therapy with a shorter, thinner nozzle still delivers the antibiotic where it needs to be, and at the correct dose.

Step 1: Clean with Oticare, a non-irritating, alcohol-free ceruminolytic ear cleaner formulated to keep ears hygienically clean and restore the normal microbiological balance of the ear canal. The RCVS Disciplinary Committee has directed that the name of a Berkshire-based veterinary surgeon, previously convicted of four offences under the Animal Welfare Act 2006, should be removed from the RCVS Register of Veterinary Surgeons.
Dr Ohene-Gyan was convicted at Reading Magistrates Court on 13 June 2012 of offences involving causing unnecessary suffering to three dogs and a cat that he had treated whilst working at Woosehill Vets, Wokingham, between February and October 2011. These offences related to failing to provide adequate or appropriate veterinary care or treatment, or failure to investigate and address an animal's poor condition. He was sentenced to 21 weeks' imprisonment concurrently for each offence.
Dr Ohene-Gyan did not attend the one-day Disciplinary Committee hearing and was not represented, although College records showed that he was aware of the dates of the hearing, and had had opportunity to apply for an adjournment. In the absence of any known good reason for Dr Ohene-Gyan's non-attendance, the Committee concluded that it was in the interests of justice that the hearing go ahead.
In considering whether the Respondent's convictions made him unfit to practise as a veterinary surgeon, the Committee depended on the findings of the District Judge and the remarks she had made when sentencing. "I found as a matter of fact that some of your actions were taken simply to run up a bill for the owners of pets," she had said. "You were in a position of special responsibility, trusted by the owners of the animals to treat them appropriately and to alleviate their suffering. You ignored advice from staff. Several animals were affected by your cruel disregard of their welfare. Some of the cruelty arose due to your incompetence. You have demonstrated that you are not fit to be trusted with the care of animals."
The Disciplinary Committee Chairman, Professor Peter Lees, speaking on behalf of the Committee, said: "The Respondent's actions, motivated by financial gain, caused serious actual injury to the four animals over a prolonged period of time. Clients are entitled to expect that veterinary surgeons will treat animals in their care humanely and with respect, and make animal welfare their first priority. The Committee considers that the care described in the District Judge's findings demonstrated a total disregard for the professional responsibilities of a veterinary surgeon."
The Committee concluded that the removal of Dr Ohene-Gyan's name from the Register was the only appropriate and proportionate sanction in this case in order to protect the welfare of animals, maintain public confidence in the profession and uphold proper standards of conduct, and it directed the Registrar to do so.
98 veterinary surgeons from around the UK took part in the survey.
The survey did not ask respondents to define what they considered to be a mental health issue.
However, 29% 'very much agreed', and 39% 'somewhat agreed' that 'my mental health impacts my work as a veterinarian'.
83% said the main factor behind mental health problems in the profession is general burnout, 80% said work intensity, 74% the lack of work/life balance, 49% being undervalued by clients, 40% being undervalued by management, 37% a lack of mental health support in practice, 30% financial concerns, and 26% said a lack of HR or structured management in practice.
57% of vets said they know other vets with mental health issues.
64% said they believe there isn’t enough mental health support within the profession.
97% say work-related mental health issues have negatively impacted their job satisfaction.
78% said they would like to see more accessible content on mental health within the industry and 49% think the topic needs to be spoken about more.
64% of vets said they would welcome counselling, 64% support with burnout recovery and 61% wanted training on coping tactics at university.

Bayer Animal Health has launched four short youtube films about parasites, fronted by celebrity veterinary surgeon, Scott Miller.
The press blurb says the films "will provide pet owners with an amazing and educational journey into the world of parasites and highlight the need for the control of these often unwelcome pests", which I would normally translate as: "will provide anyone with too much time on their hands with a rather dull five minute advertisement for our flea treatment".
But no. The big surprise is that in addition to the slick production values, these films actually are rather interesting. I've just watched the first, and learned a bit about the vampire bat. There's some compelling infra-red footage of some of them feeding on a sleeping horse.
Elsewhere in the You Tube clips, Scott discusses other parasites including fleas, ticks and worms, and shows the harm they can inflict if owners don't sufficiently protect their cats and dogs with appropriate treatments. On that score, he urges owners to seek veterinary advice. Scott also discusses the threats posed by the increasing urbanisation of foxes and by exotic diseases that are now being found much further north as a result of climate change.

Boehringer Ingelheim Vetmedica has launched Semintra, a new liquid treatment for cats with chronic kidney disease (CKD).
The active ingredient in Semintra is telmisartan, the first angiotensin receptor blocker to be licensed in veterinary medicine.
Like benazepril, Semintra is indicated for the reduction of proteinuria associated with CKD in cats. Boehringer says it has a highly targeted mode of action that provides rapid and reliable reduction of proteinuria in cats with chronic kidney disease. The company adds that it is well tolerated and almost exclusively excreted in the faeces, so elimination is not dependent on renal function.2
Above all, Boehringer is highlighting the how easy the treatment is to use, pointing to a study that has shown it is well accepted by more than 90% of cats.1,3
Martha Cannon, RCVS Specialist in Feline Medicine at the Oxford Cat Clinic, has already used Semintra in cats with CKD. She said: "For us at the Oxford Cat Clinic, ease of use is an enormously important part of any product that we use for cats. The traditional NVQ 'portfolio' system for student veterinary nurses could be phased out from next summer, under draft proposals from the Royal College of Veterinary Surgeons Awarding Body, which has responsibility for the delivery of VN qualifications.
Proposals include an initial year of full-time college study, during which the student does not need to be employed in a Training Practice (TP), the introduction of compulsory farm animal work experience, the phasing out of the separate Equine Veterinary Nursing qualification and a reduction in practice-based assessment.
The catalyst for reviewing the VN qualification came from Ofqual's plans to introduce the new Qualifications and Credit Framework (QCF) from summer next year, which effectively scraps the NVQ in its current form. This gave the RCVS Awarding Body an excellent opportunity to reconsider work-based training for VNs in order to improve its effectiveness and efficiency.
The Awarding Body's proposals, on which comments are invited, aim to reduce bureaucracy for those involved with VN training, increase the number of practices able to take part and improve accessibility of training, ultimately increasing the number of qualified VNs available to the profession.
Under the new proposals, VN work-based training would be a two-year, 70-credit Level 3 qualification, equivalent to 700 hours' learning. The first year of this qualification could be delivered either as a full-time college course, or as a part-time day-release over two years (extending the complete training to three years). The first year would incorporate 25 days' work placement, including small animal, equine and farm animal environments - the first time a compulsory farm animal component has been introduced. This first year of the course could be directly accessed by school leavers, as there is no requirement for them to be employed in a practice.
Students would be employed in a Training Practice for the second 'clinical' year (or third year for part-time students). An online log of practical experience, similar to the Professional Development Phase for new veterinary graduates, would replace the current portfolio, with a more comprehensive end-of-year practical exam. There would no longer be a requirement for practice-based assessors, although students would still need to be supported by an experienced clinical mentor, a role many current assessors may assume.
The economic feasibility of Equine Veterinary Nurse (EVN) training was also considered, with the conclusion that a broader-based primary qualification, with all students carrying out work experience in a range of practice types, was more sustainable.
The number of training practices has long been recognised as a limiting factor in the UK's capacity to train VNs. In addition to standard TPs, proposals have therefore been made for Auxiliary TPs (ATPs). ATPs would be able to employ and train VN students even if they do not have the facilities to provide all of the work experience required: a formal agreement to allow students to fill the gaps at another practice would be in place.
Finally, the proposals include a beefed up range of post-registration education options, allowing Registered Veterinary Nurses to develop, and be recognised, in their own areas of interest. This would help to create a career ladder for RVNs and assist in their retention within the profession.
"The proposals have been developed following a period of consultation with those involved with the delivery of VN training, and with employers," says Jacqui Molyneux, RCVS Council Member and Chairman of the VN Awarding Body.
"Feedback suggests that the current syllabus and training provides competent nurses who are highly regarded within the profession, but that training is overly burdensome for the practices involved. This, coupled with a recognised shortage of both Training Practices and qualified VNs, meant it was appropriate to think more creatively about how the qualification could be delivered. We hope that the draft proposals will be welcomed by both the veterinary nursing and veterinary professions, and would urge people involved to let us know what they think."

Eleven members of staff at the Royal College of Veterinary Surgeons are growing moustaches this month in support of the Movember Challenge, a campaign which raises funds to help combat prostate cancer.
Simon Wiklund, Advisory Manager and instigator of the College's participation in Movember 2010, said: "Visitors to the College over the next few weeks shouldn't be alarmed if some members of staff begin to resemble a Village People tribute band. I suggested this to the chaps last week, and was delighted so many were willing to look daft for such a good cause."
According to the Movember website, the aim is simple: "One man dies from prostate cancer every day in the UK. Movember challenges men to change their appearance and the face of men's health by growing a moustache. All MoBros should be clean shaven on 1 Movember and then grow a moustache for the entire month. The moustache becomes the ribbon for men's health, the means by which awareness and funds are raised for cancers that affect men."
The RCVS team - 'All 'Taches Great and Small' - comprises at least one member of every department in the College, so whilst the team as a whole will be raising as much money as it can, the College says it expects interdepartmental competition to get "quite hairy".
"In spite of ourselves, reputations are at stake here," admits Simon. "We're a mixed-ability team, so it will be interesting to see who sports the best tache at the end of Movember. This is no trivial hirsute."
Lending his support to the team's efforts, and off to something of a head start in the facial forestry department, is RCVS President Peter Jinman. He said: "I'm impressed that so many of the gents on the staff have taken it upon themselves to support The Prostate Cancer Charity in this way. If it's true that eight out ten chaps really do prefer whiskers, they should raise a decent amount of money."

Massimo (pictured left) qualified from Bologna Vet School in 1990 and spent two decades working as a specialist in veterinary neurology in Italy and Germany, following a three-year residency in neurology and neurosurgery at Bern in Switzerland.He has also spent almost 20 years lecturing at universities in Italy, including ten years as head of neurosurgery and advanced neurology diagnostics.
He said: "During my career I’ve spent short amounts of time in the UK and once I was aware of the opportunity to work with Northwest Veterinary Specialists, I jumped at the chance to move here.

He gained residency at a multi disciplinary referral hospital in the UK and was awarded the European College of Veterinary Neurology (ECVN) in 2012.
Luca has authored scientific papers in peer reviewed international journals and he has also been a reviewer for the Journal of Small Animal Practice and for the BMC Veterinary Research.
He said: "We’ll be focusing on changing the way we do neurosurgery to ensure the pets referred to us receive the very best treatment for their condition.

Ceva Animal Health has introduced an improved version of Hepatosyl, its liver support supplement for horses.
Hepatosyl Plus for horses contains the same antioxidant ingredients as the original version but now also contains Silybin, the most active isomer of Silybum marianum (milk thistle)1.
According to Ceva, the addition of Silybin gives new Hepatosyl Plus a triple antioxidant approach to liver support to help neutralise free radicals within the liver. Free radicals are produced by hepatocyte mitochondria and cause oxidative damage to cell membranes, protein and DNA.
The company says Hepatosyl Plus's triple approach includes S-adenosylmethionine (SAMe), in a stable, pure and absorbable form, which is converted into the potent liver anti-oxidant glutathione and also helps to maintain bile flow; Vitamin E, which is well-known as a potent liver antioxidant, and Silybin, which works as an antioxidant by increasing cellular superoxide dismutase.
Hepatosyl Plus remains the only liver supplement to contain Vitamin K which is needed by the liver for the production of many essential clotting factors, such as factors II, VII, IX and X, making it ideally suited for pre and post anaesthetic liver support.
Ceva says an independent trial2 on horses with confirmed liver disease has demonstrated the benefits of Hepatosyl. Conducted by European Specialist in equine internal medicine Dr Tim Brazil, the trial involved seven horses of various ages and types. All animals were given Hepatosyl in addition to treatment with antimicrobials, corticosteroids, a low protein diet and vitamin B supplementation. Post SAMe supplementation tests revealed a notable reduction in raised liver enzymes, serum proteins and bile acids and the seven horses showed obvious improvements including better appetite, weight gain and demeanour.

Esteban Gonzalez joins the practice in Southfields, Laindon, from Ars Veterinaria in Barcelona, one of the leading veterinary hospitals in Spain.
Esteban (pictured right with VRCC Clinical Director, Henry L’Eplattenier) graduated at the Autonomous University of Barcelona (UAB) in 2002. After working as a veterinary emergency in Paris for a year, he did an 18-month rotating internship of at the UAB. He then worked for three years in a veterinary hospital as a soft tissue and emergency surgeon.
In January 2009, he began a three-year residency in small animal surgery in Neuilly-sur-Seine, France, under the supervision of Dr Jean-Francois Bardet, one of France’s leading veterinary surgeons.
As part of his training, he made several visits to the US with graduates of American surgery, as well as specialists in oncology, anaesthesia and emergency medicine.
During his residency he published several articles and gave presentations at national and international conferences.
Esteban graduated as a European specialist in surgery and a diplomate of the European College of Veterinary Surgeons (ECVS) in February 2014. He then worked as a specialist surgeon in the UK for two years until last year when he joined Ars Veterinaria.
VRCC says his is the first of a number of planned appointments which will result in two veterinary surgeons appointed to each of the practice’s eight specialities.
The business is also undergoing a rebranding and rebuilding operation that will see the practice renamed as Southfields.
Operations manager Daniel Hogan said: "The recruitment plan will ensure we continue to offer state-of-the-art veterinary medicine across the board — in oncology, soft tissue surgery, orthopaedics, internal medicine, feline medicine, anaesthesia, diagnostic imaging, neurology and cardiology."

1243 farmers took part in the survey, which was held in partnership with the National Beef Association, British Dairying magazine, the relevant farming unions and the four eradication programmes.
Matt Yarnall from Boehringer said: "Reliance on veterinary input for this decision shows how valuable client discussion and guidance is. And further interrogation of the data shows other areas of BVD control where veterinary input could be extremely valuable.
"Too many producers are still holding onto PI animals in the hope they can be reared successfully and too many are making basic mistakes when it comes to herd biosecurity.
"The survey data revealed that 43% of farmers in Wales have identified a PI, but it is hugely concerning that almost half (42%) of these producers would not cull them immediately; these animals will go on to spread virus throughout the herd."
In Northern Ireland, 26 individual producers said they have kept a PI. "However, 20 had to be put down before reaching adulthood or had to be treated for other health conditions," said Matt. "Even in Scotland, with its well-established scheme, a small percentage of farmers claim they would isolate a PI and try to rear to slaughter and it was exactly the same in England."
Similarly, when it came down to the definition of a closed herd, Boehringer reports that there was significant lack of understanding about what this actually means.
Matt said: "Of the 62% of English producers that state they are closed herds, 2% rear calves away, 19% bring bulls in, 2% buy in heifers or cows and 1% purchase fattening stock.
"Obviously, this means they are not truly a closed herd and supports previous years when 23% and 24% of ‘closed herd’ producers in 2018 and 2017 respectively also brought bulls onto the farm.
"Add to this that 10% of these herds do not currently vaccinate so will not be protected against the BVD virus, and it is clear to see how vulnerable they are."
In Wales, 56% of herds were classified as closed, yet 12% still brought bulls on to the farm. Likewise in Northern Ireland, 60% of farms classified their herds as closed but 20% brought bulls on to the unit. The vast majority of Scottish herds also claimed to be closed, yet there were still inconsistencies around buying policy and biosecurity.
Matt said: "A certain lack of awareness about both the BVD Stamp it Out initiative and Gwaredu BVD schemes (43% English and 27% of Welsh producers respectively claimed to have no knowledge of these programmes) could actually be a positive for vets. It could be the perfect opportunity to engage in proactive conversations with clients, covering issues such as testing, PI removal and biosecurity."
In the past, all practices that offered Carefree Credit to clients had to complete the FCA authorisation process, something which involved completing a 48 page online application and a wait of 12 weeks for approval. Although Carefree Credit provides guidance with the process and around 700 practices have enrolled successfully, it was not the ideal solution for practices who wanted a quick solution.
From now on, those practices that are happy to offer interest-free credit for a maximum period of 12 months can do so without going through the FCA process.

Norbrook Laboratories has launched a long-acting cattle bolus which it says will reduce the risk of Milk Fever.
According to the company, Calcitrace D3 is the first and only long-acting bolus to offer slow and fast releasing calcium to provide sustained calcium levels for 48 to 72 hours. In addition, Calcitrace D3 provides Magnesium, Phosphate and Vitamin D3 making it the most comprehensive bolus available.
Calcitrace D3 is smooth gelatin coated bolus with a rounded tip designed for easier administration. Norbrook says it is smaller than other boluses making it less likely to cause trauma on the orpharynx during administration.
Dr Barry McInerney, Norbrook's GB Veterinary Advisor said: "Milk Fever is a common metabolic disorder in dairy cattle which generally affects older, high producing cows and is caused by a rapid decrease in calcium concentrations in the blood just before calving. It is estimated that 3-10% of cows are affected by Milk Fever with a cost of more than £200 per incident so it is crucial that farmers and vets reduce the risk as effectively as possible.
"Norbrook's new Calcitrace D3 bolus which should be administered just before calving, provides higher calcium blood levels during the critical 12 - 48 hour post calving period and provides sustained increased levels for well beyond 48 hours. With the addition of Magnesium, Phosphate and Vitamin D3, Calcitrace D3 provides additional protection against Milk Fever."

This, says the company, suggests that infection could be more common among seemingly healthy dogs than vets or owners realise, which may mean there is a greater risk of perioperative bleeding caused by the coagulopathies associated with A. vasorum2 than previously thought.
Elanco says another recent study indicates that there may be a bigger environmental risk for dogs than previously thought, too.
In the study, by Robbins et al, L3 larvae of A. vasorum and Crenosoma vulpis arising from the gastropod intermediate host were found to be immediately infective to dogs and remain so for up to eight weeks, meaning that dogs may only need to lick the molluscs’ slime to be at risk of infection.3
Elanco says this new data means A.vasorum should be added to many differential diagnosis lists, and that pre-operative testing could also be wise.
Jenny Helm, BVMS Cert SAM Dip-ECVIM CA FHEA MRCVS, European Specialist in Small Animal Internal Medicine, said: “Owners need to be aware that healthy dogs could be silently carrying and spreading the disease and that asymptomatic carriers could develop clinical signs at any time.
"They need to be aware that dogs don’t necessarily have to eat slugs and snails to become infected, as recent evidence suggest that other routes of transmission are possible.” To improve data on the prevalence of lungworm, Elanco has developed a version of its lungworm map specifically for veterinary surgeons, where you are invited to upload your cases (including asymptomatic positive cases: www.lungwormmap-vet.co.uk.

The RCVS Operational Board has announced that it will ask Council to review its decision to remove postgraduate postnominals from the Register, following the largely negative response from the profession to the idea, including a petition from Derbyshire surgeon, Victoria Lilley.
The original decision was made by Council in June 2012 as part of a package of measures aimed at developing clarity around postgraduate skills and knowledge.
The College says that the removal of postgraduate postnominals from the Register was intended to help dispel confusion amongst the public and some members of the profession about the level of various qualifications, by introducing the Advanced Practitioner status alongside the existing Specialist list.
Chairman of the Operational Board, CEO Nick Stace, said: "Over the last few days we have listened to the disquiet amongst the profession - which has included direct contact with staff and Operational Board members, a petition and discussion on fora and social media - and feel that we should address some misunderstandings but also give Council the opportunity to review the decision at its 5 June meeting.
"Many good points have been made by members of the profession and I am pleased that the Operational Board has agreed to reflect on them and consider whether there is a better way to achieve the clarity we were seeking for the public and the profession.
"The introduction of Advanced Practitioner status is a positive move for both the profession and the public, and underlines the College's commitment to lifelong learning.
"It is important to have the profession's support for the direction we are taking in advancing standards across the sector."
