The RCVS has published a revised complaints procedure on RCVSonline.
The procedure represents the culmination of 12 months of work from the College's Preliminary Investigations Committee, with the aim of making the decision-making processes more transparent.
There are four information packs about the complaints procedure, all of which are available on RCVSonline. These are for complainants, veterinary surgeons who are complained about, those involved in decision-making at the RCVS and additional guidance for Lay Observers who provide independent, lay input to the process.

Moral Maze, a debate held by members at the British Equine Veterinary Association (BEVA) Congress earlier this month, has concluded that equine practice needs to adapt to accommodate family life.
92% of voters agreed with the motion: Equine practice needs to change to become more compatible with family life.
BEVA says the result may reflect in part the changing demographics of the profession, with females now accounting for 76% of new graduate intakes.
Traditionally vets have worked together in practices, able to share resources and expertise as well as the out-of-hours rota. Until recently, men from the Baby Boomer Generation dominated the profession and many vets focused their efforts on work at the expense of their family. However, as Generation Y takes hold and more females are joining equine practice, there are different personal expectations with many vets now wanting greater commitment to family life and a better work-life balance.
The session took the form of a moral maze debate, chaired by Malcolm Morley, in which expert witnesses were challenged by informed interrogators. The proposers contended that it is possible to achieve a good work-life balance as an effective vet in a successful equine practice by working smarter, not harder and adopting a flexible approach.
Carolyne Crowe, veterinary coach and mentor, said: “Choosing to be an equine vet shouldn’t go hand in hand with giving up the rest of your life. Allowing flexibility within job roles should result in more engagement, productivity and thus economic benefit for the practice.”
Job share that included a proportionate allocation of the out-of-hours rota, was cited as a tenable solution for those juggling maternity leave and parenthood. The consistency of attending vets so often demanded by clients could be achieved by introducing two vets of equal calibre to the client, from the outset. Members of the audience outlined successful examples of job sharing and the consensus was that the turnover generated by part time, job share employees was often higher than their full time equivalents.
Mark Bowen, President of BEVA, said: “I’m not surprised that 92% of voters supported the motion, given the fact that the recent Vet Futures survey has shown a high rate of job dissatisfaction in equine practice. It reiterates the importance of moving with the times to evaluate the needs of working parents and make the equine veterinary workplace more adaptable to family life.”
BEVA is already working on various projects to help address and support the needs of members who are striving for a better work-life balance. CPD on personal effectiveness, covering work-life balance and time management is scheduled for the New Year. Further information on other initiatives will be released towards the end of the year.

ViVet (derived from the Latin word ‘vivet’ meaning ‘it will thrive’) will, says the College, provide a variety of resources and support to help the professions keep pace with change and remain at the forefront of animal healthcare provision.
Chris Tufnell, RCVS Senior Vice-President, helped develop the scope of the ViVet programme during his presidential year. He said: "This is an ambitious project for the College to embark upon but also very important for the future relevance and survival of the professions. Technology in the animal health sector is developing rapidly, such as the growth of telemedicine, wearable and implantable devices to gather health-related data from our animals, and low-cost genomic sequencing.
"These technologies could have a disruptive effect on the veterinary sector, so it’s important to encourage and support veterinary input at an early stage to enable the professions to shape their development and ensure that animal health and welfare is a foremost consideration.
"ViVet will help veterinary professionals to engage proactively with innovation in animal health, so that they can embrace and drive change and are not side-lined by it."
The Vivet website (www.vivet.org.uk), which was launched simultaneously at the College's inaugural Innovation Symposium in London today, contains a number of resources to showcase new technologies and innovative business models.
Anthony Roberts, Director of Leadership and Innovation at the College, said: "The aim of these resources is to help veterinary professionals harness the immense opportunities that innovation can bring to animal health and welfare by providing practical advice on areas such as launching new products and services and, in turn, encourage innovators to think about how the expertise and knowledge of the veterinary professions could input into new technologies.
"Furthermore, the programme will also help the College gain insights into the animal health market and how it is evolving. This will allow us to develop a regulatory framework that is relevant and adaptable to 21st century technology, while continuing to foster and support responsible innovation."
ViVet will also continue to organise events like today’s live-streamed symposium, which brought together thought-leaders from across the animal health, technology and business sectors, and provided a forum to discuss the opportunities and threats presented by innovation in the veterinary sphere, the impact it may have on the professions and how they are regulated.

Mary (or, to give her her full title, Dr Mary Fraser BVMS PhD CertVD PGCHE FHEA MAcadMEd CBiol FRSB FRSPH FRCVS) focussed on decision-making in practice while studying for her MRes in Clinical Veterinary Research, looking at how vets and owners influence the decision making process. This led her to consider how decision making is taught to students.
As part of the initiative, Mary has launched a new website: www.clinicaldecisions.org, which, together with a supporting blog, is designed to help students and recent graduates examine their decision making in practice, consider how owners influence it, and take forward shared decision making for the benefit of all.
Mary said: "As a student decision making can seem difficult. Working with owners, all of whom have different expectations, can add to those challenges.
"I hope that by bringing that discussion to the fore we can support each other and allow future vets and veterinary nurses to identify their own strengths in supporting owners to make the best decisions for their animals."

Pit Bull Terriers, Rottweilers and Bulldogs are the breeds most feared by postmen, according to a survey just announced by esure home insurance. More surprisingly, Jack Russells and Yorkshire Terriers also appeared in the top ten list of breeds likely to prevent the mail getting through.
According to the survey, three quarters (74%) of postmen have admitted to finding some dogs on their post round intimidating. In fact over half (54%) of those polled have considered asking for a change to their round due to intimidating dogs and more than a third (37%) have even thought about leaving their jobs completely.
Nearly half (47%) of all postman questioned are frequently growled at, 39% have been the subject of teeth baring and 54% regularly have to endure aggressive barking. Shockingly, a quarter (26%) of postmen have been bitten by a dog on their post round, whilst 23% of those polled have had their clothes damaged when trying to get away from a dog.
In a bid to try and calm down man's best friend and ensure their safety, more than a third (36%) of postmen have offered a dog bones, biscuits and chews. But just under half (44%) admit bribes often don't work as they've had to run away from a dog on their patch.

Boehringer says milk fever is currently thought to affect between 4-9% of the UK’s dairy cows, with the subclinical form affecting up to 39%.1,2
The survey will provide another up-to-date figure to compare with existing data and look at any regional trends that might exist.
Farmers are being encouraged to complete the survey regardless of whether they believe milk fever is an issue on their farm or not.
Bovikalc Brand Manager, Mathieu Maignan said: "We are really keen to find out about the real-life experience of milk fever and what really matters to farmers so that we can use this knowledge to improve the approach to managing the condition."
Kath Aplin, Veterinary Adviser at Boehringer Ingelheim (pictured right), is hoping to find out more about the recognition of the signs of subclinical milk fever in particular. She said: "Milk fever is not always well recognised by farmers as a predisposing factor in a number of conditions associated around transition, in particular. It will be really interesting to see if they feel there is a connection between those conditions and low calcium levels and how this affects which animals they target with calcium supplementation and other interventions."
The survey will run until 31st August 2019. The results will be shared with the farming and veterinary community alongside any insights gained into ways to improve the approach to milk fever.
Elanco Companion Animal Health, maker of Comfortis and Trifexis, has launched Common parasites of dogs, a new publication designed to help veterinary professionals advising clients about the benefits of regular parasite control.
Focusing on endoparasites, the booklet includes information about roundworm (Toxocara canis and Toxascaris leonine), hookworm (Ancylostoma caninum), whipworm (Trichuris vulpis), heartworm (Dirofilaria immitis), lungworm (Angiostrongylus vasorum), tapeworm (Dipylidium caninum) and fleas (Ctenocephalides spp.). It includes details on the lifecycle of the parasites, how they develop, symptoms and sources of infection, whether the parasites are a risk to pets and humans and illustrations to explain their lifecycle and show what each of the parasites looks like.
Common parasites of dogs is available in two formats: a 'tablet friendly' electronic version and a booklet consisting of individual cards on a metal snap ring.

According to the company, 88% of farmers say blowfly is the most widespread ectoparasite affecting sheep in the UK1 and 94% of sheep farmers have been caught out by the parasite in the past2.
The Met Office believes this winter may have been the warmest ever recorded, prompting fears that these favourable conditions will result in a more abundant blowfly population this year.
Fiona Anderson, Technical Consultant Manager at Elanco Animal Health, said: "It’s crucial we do not get complacent when it comes to blowfly – the costs of inaction can be devastating. It’s an extremely distressing disease to see in sheep, and obviously for the sheep themselves, so there’s no sense in taking the risk. Farmers should take control of the situation, before blowfly strikes their flock, by using preventative products with full fleece protection. Another benefit of using a preventative product early in the season is that killing flies from the first wave of the insects reduces the total number of flies for the rest of the season.
"Waiting for clear signs of the blowfly season before acting is a gamble. Farmers are extremely busy and blowfly strike can establish very quickly, so it would be very easy to miss an affected sheep."
Fiona added: "IGRs, such as CLiK and CLiKZiN, stop blowfly larvae developing into the harmful second and third stages that cause flystrike and stock damage. Using an IGR directly off shears saves time by avoiding the need to re-gather sheep and offering a longer period of protection."

Virbac has announced that it is to support the work of Glasgow student vets buy supplying their homeless project with vaccines and parasiticides.
'Trusty Paws' was set up last year by fourth year veterinary student Ruby Shorrock and a group of her fellow students to provide basic veterinary care to dogs belonging to homeless people in Glasgow.
Working with organisations which help the homeless, the students provide monthly clinics during which they give free vaccinations and flea/worm treatments to animals owned by the homeless. They also microchip them and give out bedding, food and clothing for the dogs and their owners.
Virbac is providing its Canigen DHPPi and Lepto vaccines to Trusty Paws, as well as its recently launched Milpro wormer and its Effipro spot-on flea treatment.
Royal Canin is also supplying marketing assistance to help Trusty Paws spread its good pet-care message and encourage those in need to visit the clinic. They will also provide clinical diets to those pets in need of specialised nutrition.
Ruby Shorrock: " Glasgow is in desperate need of this service as there is very little in place to help homeless people with animals - not even a dog-friendly hostel. We provide preventative care for their dogs in a friendly environment where they can also have a warm drink, a sandwich and a chat. We rely on fundraising and donations to keep the clinics running and also fundraise to help any dogs with major health problems so that they can made more comfortable for their hard life on the city's streets.
"For many homeless people, their dogs are a treasured companion. Protecting them from disease and parasites is the most important thing we can do to help them continue to benefit from this companionship.

The RCVS is to launch a new badge for registered veterinary nurses (RVNs) at the British Veterinary Nursing Association Congress later this week.
The launch ties in with the 50th anniversary of veterinary nurse training, and highlights the fact that RVNs, while qualified to the same level as their listed colleagues, stand apart because they additionally agree to account for their professional practice and keep their skills and knowledge up to date.
The non-statutory RCVS Register of Veterinary Nurses was introduced in 2007, and RVNs abide by a code of professional conduct, commit to continuing professional development and, from 1 April this year, can be taken to task via a disciplinary system.
The new badge builds upon the old version but with the word 'registered' underneath. Plans for a more dramatic departure from the existing badge were dropped when the College saw the affection in which veterinary nurses held the traditional antique silver and red-enamel badge, introduced in 1984.
Liz Branscombe, Chairman of the RCVS Veterinary Nurses Council said: "There is currently no legislation to protect veterinary nurses' title and area of work, but we have not stood still and the Register shows a real commitment to developing our status as professionals. We need to ensure this commitment is recognised by clients and others in the veterinary team, and hope the new badge will make it easier to identify who is professionally accountable."
All those veterinary nurses qualifying since 2003 automatically became registered and those qualifying earlier could choose to do so. Currently there are 8,682 registered veterinary nurses, and 1,463 remain on the unregulated list.
Goddards, the Greater London-based 46-branch, 3 hospital veterinary group has announced the move of its HQ to a new premises in a former police station in Woodford Green, Essex.
Twenty staff from the practice, including senior managers, the accounts and IT teams and the ProActive Pets Wellness Club, are now based at the new premises.
PC Philip Goddard of Woodford Green said: "After 60 years working within our hospital in Wanstead, our support teams had outgrown the office space available. The move provides a greatly enhanced working environment for them and has also freed up space in the hospital that will be used to improve facilities for staff there, including a new lecture room for our Nursing College and Training Department."

VetSurgeon member, Rachel Crowe is asking veterinary surgeons to help with a survey looking at the relationship between vets and drug companies.
The survey forms part of Rachel's dissertation for her MBA, titled: In harmony or out of tune? Perceptual gaps between expectations of vets and supplier.
The survey is being carried out in association with VetSurgeon.org. We've agreed to promote it to VetSurgeon members in return for being able to share the bulk of the results with our members, and, importantly, with all veterinary suppliers. Our hope is that as a result, the time you spend carrying out the survey will help influence the way drug companies do business, and help them give you a better standard of service. In addition, the survey is also being supported by Rachel's employer, Virbac Animal Health, which will have first sight of the results.

Animalcare has been found in breach of Clause 18.2 of the NOAH Code of Practice for offering and supplying infusion pumps/equipment in exchange for veterinary practices entering into written contracts for the purchase of a range of its products, including the POM-V Benazecare.
The value of the equipment offered by Animalcare equated with a discount agreed with the veterinary practice, and was applied as medicinal products were purchased. The equipment was supplied on the signing of a contract. The terms of the contract required a particular quantity of medicinal products to be purchased, and if the veterinary practice failed to meet that requirement, there was a liability to pay a pro-rata element of the equipment purchase price.
The Code of Practice Committee was of the view that a piece of equipment was neither 'price' nor 'product' within the meaning of Clause 18.2 of the Code of Practice; and as such amounted to a gift being offered in relation to the sale; or purchase; or prescription of animal medicine. The Committee took into account that Guidance Note 4, paragraph 7, states that the word "gift" includes any pecuniary advantage being offered, with the exception of price or product itself.
To comply with Code of Practice Clause 18.2, the offer or inducement based on price had to be one of cash as rebated discount. If then there were facilities to enable the veterinary practice to use that rebated discount to purchase the equipment from the supplier, that might be acceptable, but there was a necessity for cash as rebated discount to be provided in the first instance.

The Codes were approved by RCVS Council and the Veterinary Nurses Council earlier this year, following a lengthy consultation and review process that began in 2009, and will replace the existing Guides to Professional Conduct.
The College says the new Codes are principles-based, easily accessible and, at 16 pages long compared to the 50-page Guides, much more concise. They bring the College's guidance into line with the codes of conduct of other regulatory bodies, and help to describe those professional responsibilities that are fundamental to veterinary surgeons' and veterinary nurses' practice.
To expand on and clarify these professional responsibilities, an additional 27 chapters of supporting guidance have been published on the RCVS website, which also consolidate and update all existing RCVS guidance for veterinary professionals.
Both Codes set out five principles of practice: professional competence; honesty and integrity; independence and impartiality; client confidentiality and trust; and, professional accountability.
The veterinary surgeons' Code features an update to the declaration made on admission to the profession and, for the first time, the veterinary nurses' Code includes a declaration to be made on professional registration.
Among the professional responsibilities introduced in the Codes are: mandatory recording of continuing professional development; a mandatory professional development phase for new veterinary surgeons and period of supervised practice for registered veterinary nurses (RVNs) returning to practice after a break; a Performance Protocol; and, notification to the RCVS of any matter that may affect fitness to practise, including convictions (although this will require further consideration by the College).
For the first time, mandatory clinical governance has been introduced, and minimum practice standards have also been incorporated, at equivalence to the core standards set out in the RCVS Practice Standards Scheme.
A pocket-sized hard copy of the Code will be posted to all vets and RVNs shortly, which will include references to where the supporting guidance and further information can be found on the RCVS website. The online versions - at www.rcvs.org.uk/vetcode and www.rcvs.org.uk/vncode - are fully searchable by keyword, and PDF versions will soon be available to download. A digital version is also being explored, to enable veterinary surgeons and veterinary nurses to access the Codes and supporting guidance on smart phones and tablets.
Although only registered veterinary nurses have agreed to abide by the VN Code of Professional Conduct, the College hopes that all veterinary nurses will consider it a useful benchmark of professional standards.
Dr Jerry Davies, RCVS President, said: "I am delighted that this significant piece of work has come to fruition. The RCVS has shown that, despite aged legislation, the Codes will, through imaginative interpretation of the Veterinary Surgeons Act, ensure the public and their animals continue to receive the level of professional service they have come to expect from veterinary surgeons and veterinary nurses in the UK."
A recent survey of nurses attending Hill's nurse roadshows has identified that just over 20 per cent of nurses pay for their own CPD. Although no claims have been made regarding how representative the sample is of the general nursing population, the survey by Hill's Pet Nutrition mirrors the results of a recent RVCS survey.
Adrian Pratt, Veterinary Affairs Manager at Hill's said: "It comes as no great surprise to find that nurses are so dedicated to doing a good job that they will even fund their learning themselves and it's great that round 80 per cent are having their CPD paid for. It is a little depressing to find that some of the practices they work in are unable to support nurses in their efforts, perhaps because of the economic situation. We launched our Veterinary Nutrition Academy with the aim of offering easy to access CPD, free or at very low cost. Bonny Millar, President of the BVNA said: "Some employers may still be unaware that CPD is now compulsory for the RVN but a recent RCVS ‘Survey of the Veterinary Nursing Profession 2008', found that qualified VNs were not finding it difficult to meet the required 45 hours of CPD over 3 years. Those who took part in the survey said that they averaged just over 3 days in the last 12 months, with 84% of those surveyed saying all or most was paid for by the employer. As there is no obligation for the employer to pay for CPD, it is good to know that so many are doing so but it is also important that nurses can demonstrate that any newly gained knowledge will be used to provide a better service to their patients and practice."
This was a view echoed by Sarah Hibbert, President of VPMA: "It would seem logical that relevant CPD which has a benefit to both the practice and individual should be considered in a structured fashion and in light of these findings it would be appropriate for practices revisit their CPD policies to ensure they are fair and reasonable to all parties concerned."
The Hill's survey also showed that just under 30 per cent of nurses have their own CPD allowance provided by the practice. This suggests that about half of the nurses in the UK are to a large extent basing their CPD on self-directed learning. One of the champions of self-directed learning, Malcolm Knowles, defines it as a process ‘... in which individuals take the initiative, with or without the help of others, in diagnosing their learning needs, formulating learning goals, identifying human and material resources for learning, choosing and implementing appropriate learning strategies, and evaluating learning outcomes.'
According to Adrian this could signal a positive step forwards, "On one hand self directed learners have been shown to be more proactive about learning, more motivated and more likely to retain and use what they do learn. However, there is a danger that a practice could be left with gaps in knowledge or skills unless there is some active intervention in the form of a review or guidance regarding the individual's particular training needs, those of the practice team as a whole and the appropriateness of individual courses. Those practices that allocate training allowances are to be congratulated on being forward thinking but it is worth remembering that conferring a training allowance does not involve abrogating responsibility for providing support, guidance and encouragement. We have taken care to introduce incentives for completion of Hill's VNA courses, not because we think that nurses need to be motivated by extrinsic rewards but because we should celebrate those who work hard to become better nurses."
Zoetis has announced the availability in the UK and Ireland of Poulvac IBQX, the first specific vaccine against the QX strain of the infectious bronchitis virus.
For the past two years the vaccine has only been available with a special import certificate from the Veterinary Medicines Directorate for use on flocks where the QX virus has been isolated.
According to the company, this variant IB strain has been an increasing problem in European countries over the last 10 years and was first seen in the UK in South-East England in 2007. Since then QX has been isolated from a number of commercial layer and broiler flocks, leading to inferior performance and increased mortality.
James Porritt, Zoetis Poultry Manager for the UK and Ireland said: "Poulvac IB QX adds another protection dimension to our extensive IB vaccine portfolio. The Zoetis IB portfolio offers the widest choice and with Poulvac IBMM + ARK we have the UK's only bivalent live vaccine licensed for day-old use providing a Massachusetts strain and protection against 793/B/91 variant type strains lasting for six weeks post vaccination. Other IB Vaccines include Poulvac H120 and the UK's only other bivalent live vaccine Poulvac IB Primer."
Poulvac IB QX vaccine is based on a live attenuated virus and is administered as a coarse spray to broilers from day-old and to layer pullets or broiler breeders from seven days of age. Protection has been demonstrated by challenge study to last for 63 days after vaccination.
Zoetis says the vaccine is often used on the farm, but can be administered to chicks at the hatchery if adequate controls are in place to avoid spread to other chicks that will be moved to non-QX exposed flocks.
Dr Stuart Andrews, Poultry Veterinary Manager for Zoetis said: "In countering the QX virus strain some existing vaccines have been used to provide a degree of cross-protection. However, it is important to appreciate that Poulvac IB QX is a vaccine homologous to any IB QX field strain and so will provide even better protection.
"Furthermore, our in-house PCR and DNA sequencing service allows us to monitor carefully the field situation to ascertain which IB strains are currently causing field outbreaks and enable us to recommend adaptations to particular vaccination programmes.
"The full approval for the Poulvac vaccine will make it easier and more effective to tackle specific QX infections without having to apply for an import certificate."
Ronnie (pictured right) will look at quality control and artefacts of sample quality and review the effects of different pathologies. By examining analyser output, he'll demonstrate how abnormalities of cells and plasma may affect measured parameters and their indices.
Using images, photomicrographs and video links, he'll move onto explain the techniques and equipment needed to complement analytical automation in order to confirm results quality.

A Royal College of Veterinary Surgeons audit panel is to visit UK veterinary schools to assess how Extra-Mural Studies (EMS) is being carried out, identify good practice and make recommendations for improvement. The exercise is part of a package of measures which aims to improve the way that EMS helps veterinary undergraduates to gain skills and knowledge in a practice environment.
RCVS Council agreed to the implementation of proposals made by a Working Party set up to review the whole EMS process in November 2009. While the EMS system was largely agreed to be valuable and working well, some areas were identified for improvement. Many of the recommendations centred on a better understanding amongst all parties involved - students, practices and vet schools - of the aims and objectives of EMS for the student, and improved communication about expectations and outcomes.
As a first step, the Education Policy and Specialisation Committee has put in place an audit of EMS at the veterinary schools. It has commissioned Dr Barry Johnson, who led the original Working Party, together with practitioners David Black, David Wadsworth and Dr Chris Chesney, to follow through individual cases, talking to the students, practitioners and clinical tutors and EMS co-ordinators at the vet schools, to build a picture of how administration, communication and follow-up is managed.
Barry said: "The objective of the audit is to identify areas of good practice that can be shared, and identify where improvements could be made - it will also promote dialogue between practices and the schools. The exercise will be repeated over the next couple of years to track changes."
The first audit took place at the Royal Veterinary College in February, as part of the full RCVS visitation of the undergraduate degree programme. The EMS audit panel will report its initial findings in June.

Shor-Line has announced the launch of YesWeCanSee, a webcam system which allows veterinary surgeons to monitor inpatients from anywhere, over the internet.
The system allows you to watch, listen to and record or photograph the patient remotely. In addition, there is a built-in light which can be used to illuminate or stimulate the patient.
Steffan Veterinary Services, a seven-vet mixed practice based in Lampeter, Ceredigion, recently bought the system and used it to monitor a RTA patient. Jim Hopkins, a director at the practice said: "Boio was unfortunately run over by his owner. He was brought to the practice and hospitalised for monitoring and treatment. Due to his status on arrival he was given pain relief and intravenous fluids. He was kennelled and kept quiet with minimal disturbance. The camera was used to avoid unnecessary contact. The camera could also be turned to check that the IV fluids were running. Once stable and pain relief was working he was radiographed and fully examined. There was a slight increase in respiratory rate but he was otherwise OK. He was kept overnight and monitored. During the evening when checked in person, Boio was settled and not showing any pain, however when remotely monitored he was pacing the kennel and appeared anxious. Further pain relief, Vetergesic, was administered and then Boio settled for the night. Without the camera it is unlikely he would have had further Vetergesic. The following morning Boio was sore but well enough to return home. He has since made a full recovery”.
