Changes to the registration procedure for veterinary surgeons, which are being put forward for approval by the Privy Council, have caused some concern in the profession.
Most contentious is the new requirement for veterinary surgeons to confirm their contact details annually, or face removal from the register.
Judging from the remarks in the VetSurgeon forums, many in the profession see this as just another example of bureaucratic-big-brother-pen-pushing-time-wasting (a perception that probably hasn't been helped by the RCVS stating that the change is driven by the need to meet EU Directive 2006/123/EC). Nor would Lynne Hill's remarks have done anything to calm the situation. She said: "If that [the requirement for vets to confirm their address once a year] is beyond the wit and the capability of supposed professional people that we expect to follow a guide to professional conduct, to act as professionals in everything that they do, then I really despair of this profession.
"I do not see anything wrong with the College asking people to confirm their address year in, year out when they make a payment. And if those people cannot be responsible for doing that then they deserve to go forward to be taken off the Register because, if they can't do that, God only knows what else they may well be doing in their professional lives!"
At face value, it's completely understandable why the new regulation was bound to get members' backs up. I mean, the threat of losing your license to practise because you didn't confirm something which hasn't changed anyway. It's a bit extreme isn't it?
The truth of the matter is probably a little more prosaic:
At present, many members pay registration fees by standing order, and may never have updated their contact details. You could argue that it is only right that the authority changed with regulating veterinary surgeons knows how to get hold of them. If a consequence of this is also that the RCVS is able to work more efficiently and cost-effectively (apart from anything else, it shouldn't have to spend so much time tracking down and chasing non-payers), then so much the better.
The awards highlight the special bond between pets and their owners, and brave stories from animals across the UK.

The report, by former Chief Veterinary Officer (CVO) Fred Landeg, summarises progress and developments in the field of animal health and welfare within Great Britain. It also provides a continuous statistical record of the state of animal disease in Great Britain.

The Worldwide Veterinary Service (WVS, Charity no 1100485) is appealing to veterinary practices, equipment suppliers and pharmaceutical companies to donate unwanted supplies to its Parcel Appeal 2008.
The charity, which exists to provide a sustainable veterinary resource to assist animal charities and non-profit organisations, sends donation parcels of veterinary supplies to 138 associated animal charities around the world.
Hannah Westen, WVS International Projects Co-ordinator said: "Last year we were able to help over 50 associated charities in this way with nearly £90,000 worth of donated items. This year we hope to double this but to do so we also need help to cover postage costs."
Some parcels are sent as responses to urgent requests, where it is essential that the parcel arrives within a matter of days, while others are a way of providing assistance to charities where it is not practical to send a veterinary team. Hannah added: "Donation parcels are a simple way for WVS to provide assistance for charities and shelters in even the most remote locations. We recently sent several parcels to St. Helena, one of the most remote islands on the planet."

Cats Protection is urgently calling for compulsory microchipping of all pet cats.
The feline welfare charity says that two in three cats taken into its care are not microchipped, costing the organisation over £190,000 to microchip them. In addition, the charity says it ends up dealing with around 40 ownership disputes per year - the majority of which involve cats handed in as strays that are not microchipped.
The charity says unchipped animals are a major drain on its resources, which are already stretched looking after over 7,000 unwanted cats at any one time.
Peter Hepburn, Cats Protection's Chief Executive said: "I cannot stress enough how important it is for cats to be microchipped. The heartache and upset that a lost cat can cause is immense, as is the suffering to the cat. It could be so easily solved by a tiny 'chip that is no bigger than a grain of rice.
"When a cat comes into our care, the first thing we do is look for some sort of identification, including scanning for a 'chip. In a lot of cases, there is no 'chip so then we have no option but to trawl lost and found registers and to advertise the cat as missing. However, this is a very time consuming process with no guarantee that we will ever locate the owner, despite the best efforts of our volunteers and staff.
"It is a heartbreaking experience when an owner loses their beloved pet and is never reunited with them. Making sure a cat is easily identifiable is vital to increase the chances of a happy reunion so, if compulsory microchipping was brought in, many of these problems would be solved."
Hill's has launched 'Lose 60 Tonnes in 6 months', a campaign to help clients get their pet to a healthy weight.
Sixty tonnes is equivalent to the weight of twelve elephants, which is a huge target. Hill's says that if every practice makes a small contribution, it can be achieved.
Hill's support includes a public relations pack which the company says contains everything veterinary surgeons and nurses need to help raise awareness and encourage pet owners to bring their pets in for a weight assessment. The pack includes proforma press releases and guidance on how to cultivate a mutually beneficial relationship with local media. There is also a 'Lose 60 tonnes in 6 months' point of sale kit that includes a poster, stickers and a noticeboard kit for clinics, to drive awareness while clients wait for consults.
As part of the campaign, Hill's is also hosting a series of nurse webinars on weight management and offering additional support material such as consult room posters, weight clinic packs and pet tape measures, an item often requested by nurses. Veterinary surgeons and veterinary nurses will be able to try their hands at the Royal College of Veterinary Surgeons code-cracking competition at the London Vet Show at Olympia on 24-25 November.
At the RCVS breakfast session on the Friday morning (8.30, part of the Business Stream), President Dr Jerry Davies will unlock the secrets of the proposed new Codes of Professional Conduct for vets and VNs.
To promote this breakfast session, the RCVS is inviting visitors to come to its stand (J90) to solve photo enigmas, using clues provided to decipher a series of words that appear in the proposed new Codes. The winner will be in line to receive a pair of super sleuthing video glasses.
VNs who missed BVNA Congress can also get their hands on a 50th anniversary commemorative chocolate medallion by visiting the RCVS stand.

The RCVS has announced the launch of its final consultation in the latest review of the Practice Standards Scheme (PSS), and is seeking feedback on the proposed detail of the revised Scheme.
The College says that in particular, it needs feedback about the new system of Awards for RCVS-accredited practices.
Following the College's commitment to review the PSS every five years, this is the second such review since the voluntary practice accreditation system was launched in 2005. After gaining extensive feedback from PSS members and the wider profession through previous consultations and focus groups, and the collaborative approach taken by members of the Practice Standards Group, there have been a number of significant redevelopments to the Scheme, which are due to be rolled out later this year.
The revised Scheme will no longer just consider facilities and equipment at a particular site, but will focus on all areas of the practice, emphasising the outcomes and behaviours that impact on the veterinary care of animals. Whilst the existing accreditation categories of Core Standards, General Practice and Veterinary Hospital will remain, the revised Scheme will provide a pathway for practices to improve and more easily demonstrate where they excel.
Jacqui Molyneux, Chairman of the Practice Standards Group said: "One of the most significant additions to the Scheme is that practices will be able to apply to be inspected for additional Awards in specific areas. If successful, they would then be able to promote themselves as 'Good' or 'Outstanding' in these areas to their clients.
"The main aim of this consultation is to seek feedback on the Awards, and to check we have set the Awards criteria appropriately, so I would urge the profession to have a look at the proposed framework, and to send us their views."
The consultation, which is available to complete via the RCVS website, also seeks feedback on the guidance that's provided to help practices meet the Scheme requirements, along with a small number of questions about specific areas. The requirements themselves remain largely unchanged, so are not subject to review.

TV vet and writer Emma Milne has just returned from two weeks working at IFAW-supported animal clinics in Soweto and Mdzananda with a plea to other vets:
“I would urge other vets in the UK to consider spending some time helping out there; I can guarantee it will be an incredibly fulfilling experience they will never forget!”
Both clinics offer much-needed medical care to the pets of people living in some of South Africa’s poorest communities, as well as caring for and neutering homeless dogs and cats and rescuing animals from cruelty.
The Mdzananda clinic has just one vet to serve the Khayelitsha township, which has more than one million inhabitants and no other veterinary services, while the mobile clinics in Soweto often operate without a full-time vet.
Emma said: “Working at these township clinics and meeting the people and their pets has been life-changing for me and I am eager to get back to Soweto again and do what I can to help.
Meanwhile, I hope that through words and pictures I can convey what I saw and experienced and get help for people who love and need their pets just as much as we do.

The Royal College of Veterinary Surgeons Charitable Trust is offering a bursary for one delegate to attend the Veterinary Biomedical and Pharma Sciences (VBMPS) Congress on 15 and 16 October 2012 at the ICC in Birmingham.
Members of the RCVS with an interest in 'one health' are eligible to apply. Entrants are asked to explain, in no more than 400 words, their interest in the concept of one health and why they should be granted a bursary.
Entrants should also demonstrate how they would disseminate their learning from the event to the wider veterinary community.

Sogeval has launched Efex, a marbofloxacin tablet designed for veterinary use.
Efex tablets are available in three blister pack sizes of 10mg, 40mg and 100mg that break into halves for cats and halves and quarters for dogs, facilitating accurate dosing for a wide range of patients.
In cats, the flavoured chewable 10 mg tablets allow accurate dosing of 2.5kg and 5kg cats at 2mg/kg once daily. In dogs the 40mg four way break tablet is designed for a 20 kg dog and the 100mg for a 50kg dog.
Efex tablets are chewable and sogeval says that in a palatability study 7 out of 10 cats readily consumed them.
Each tablet contains a broad-spectrum fluoroquinolone antibiotic marbofloxacin for oral administration, which is readily absorbed reaching maximal plasma concentrations within two hours. It exhibits a wide range of activity against gram-negative and gram-positive bacteria, including Pseudomonas spp and Mycoplasma spp.
The BSAVA is reminding everyone that the closing date for the BSAVA PetSavers' 40th Anniversary Awards is Friday 1st August .
To celebrate 40 years of funding veterinary projects, the charity has up to £5000 for each vet school to fund veterinary undergrad student projects, and also a £5000 award going to veterinary nursing projects, both RVNs and undergrad students.
Derek Attride, chairman of the grants awarding committee, said: "The PetSavers 40th anniversary grants reflects the charity's commitment to ensuring that first-class research into small companion diseases continue in the future. This grant is the first of its kind for PetSavers and is a great opportunity for veterinary students and veterinary nurses to work on a companion animal clinical research project."
The closing date for applications will be the 1st August 2014. Veterinary students should apply through their university and veterinary nurses can apply directly to the BSAVA. Each university will be able to submit five applications.

Badger culling is necessary in certain circumstances to tackle the spread of bovine tuberculosis (bTB), according to the British Veterinary Association (BVA) and British Cattle Veterinary Association (BCVA).
This week the BVA's Council approved the new policy position adding the veterinary profession's voice to the ongoing debate on bTB.
Earlier in the year BVA President Nicky Paull welcomed the announcement of a pilot badger cull in west Wales. The BVA has now updated its bTB policy to more strongly state the case for humane, targeted and managed culling in specific areas where badgers are regarded as a significant contributor to the persistent presence of bTB.
The BVA's policy also states that the current Government strategy for bTB control is inadequate and calls for simultaneous control measures in both cattle and badgers and other wildlife and susceptible farmed species.
Nicky Paull, President of the BVA, said: "Bovine TB has an unacceptable impact on animal health and welfare and has the potential to be a risk to public health. Yet the current strategy for dealing with it is inadequate.
"Where I practise in Cornwall vets and farmers are desperate for effective measures to help us get on top of this inexorable disease.
"Veterinary surgeons take an active role in surveillance, diagnosis and treatment of disease and we know that the only way to control bTB is through simultaneous and coordinated measures across all susceptible species.
"In no way does our new policy position detract from the continued focus on cattle-to-cattle spread, within both the veterinary profession and the farming community, which continues to play a key role in attempts to control the disease.
"But the BVA believes that humane, targeted and managed culling of badgers in some areas will be necessary if we are to reverse the increasing prevalence of bTB."
An annual dog licence fee of as little as £21.501 could help reduce the number of strays and help tackle irresponsible dog breeding, according to a new RSPCA report released today.
Owners would face a cost of less than 42p a week per dog, in order to provide huge improvements to dog welfare and dog control services.
The report - 'Improving dog ownership - The economic case for dog licensing' - suggests a licensing scheme could deliver resources to improve dog welfare worth in excess of £107.4 million1. With an estimated 10 million dogs in Britain2, this works out at £21.50 per dog with a compliance rate of 50 per cent1. A compliance rate of 75 per cent would work out even less at £14.30 per dog1.
The new report was written by the RSPCA's director of communications David Bowles and is based on research by Reading University, which was commissioned by the Society.
It makes three recommendations in its conclusion:
David said: "Now is the right time to invest in the future health and welfare of Britain's dogs. A dog licence would raise money which could be targeted into improving enforcement of laws at a local level, improve the welfare of dogs and reverse the use of certain breeds of dogs as a status symbol or weapon.
"The dog licence would achieve three important goals. It would raise money for dog welfare, increase the numbers of responsible dog owners by getting people to think before they get a dog and start to reverse the surplus of dogs on the market by providing incentives such as reduced fees for neutering dogs."
He added that the costs are given as an indication of what the licence fee could cover, and a dog licensing scheme could in reality be set at between £20-30 per dog per year - between only three and four per cent of the annual costs of owning a typical breed of dog.
Twenty-three countries in Europe currently have a dog licence or registration scheme3. In some countries, such as Germany, Slovenia and the Netherlands, the RSPCA says there have been improved dog control provisions and low numbers of strays with compliance rates of more than 50 per cent.
David said: "The RSPCA believes that Britain has slipped behind other countries which have started to tackle and solve the problems of dog over supply and only the introduction of a dog licence could ensure we catch up.
"In countries which have a dog licence it is seen not as a tax, but as an important part of owning a dog. In Britain we know that a dog licence is welcomed by two out of every three dog owners, more than 70 per cent of who are happy to pay more than £30 for the pleasure and responsibility of owning a dog."

The British Veterinary Association has produced a series of expert videos to help employers and employees with the disciplinary process.
The five short videos, which can be accessed free on vets.tv as part of the BVA membership package, talk employers through the procedures they must follow to ensure it is a fair process. The videos also advise employees on how to approach the process including guidance on how much time employees should have to look at the evidence on which the disciplinary is based.
The videos use case studies to show what the particular stages in the disciplinary process mean, what they involve and how to prepare for them.
Robin Hargreaves, Chair of the BVA Members Services Group, said: "Many have already downloaded the videos which are short and easy to follow, arming members with the knowledge they need to prepare for the difficult journey through the disciplinary process.
"There is evidently a need for such information and I hope members of the veterinary team check the whole range of free employment resources BVA members can access before paying for external legal advice - it might not be needed."

A new long acting sheep injection has been launched by Fort Dodge Animal Health which the company says will offer significant benefits to sheep farmers for both internal and external parasite control.
Cydectin 2% LA for sheep is the latest product to join the Cydectin range and follows the long acting injection for cattle.
Based on Moxidectin, the product delivers a long action against worms, up to 111 days and scab, 60 days from a single injection.
Andrew Wylie from Fort Dodge said: "To put this into context, apart from the existing Cydectin range which lasts up to 35 days, no other product is licensed with persistent activity against worms and scab. Cydectin 2% LA for sheep offers three times the worm cover and double the scab cover from a single injection.
"Therefore farmers will benefit from Cydectin 2% LA through the combination of a single injection with extended persistency leading to a reduction in the number of treatments needed for worms and scab and the potential increase in lamb weight gain due to a lower worm and scab challenge."
Fort Dodge recommends the following three key uses for Cydectin 2% LA given the persistent effect and single shot:
Administration is by a single sub-cutaneous injection high up the neck at the base of the ear which is designed to limit the withhold period to 104 days. The technique is not difficult and, if used with the multidose applicator supplied, farmers will find it a straightforward procedure.
Cydectin 2% LA is available in 50ml, 200ml and 500ml bottles and with a dose rate of 1ml per 20kg, a 500ml pack will treat 200 sheep at 50kg. For further, call Fort Dodge on 01489 781711.
VRCC the Essex-based veterinary referral specialists and centre for the treatment of cancer in dogs and cats has become the first in the UK to offer a canine melanoma vaccine.
The vaccine, previously only available in the U.S. where it has been granted a conditional license by the USDA, has been made available to VRCC's Head of Oncology Dr Susan North who fulfils the US Academic Credentials required.
According to VRCC, most oral tumours are not noticed early by owners, so many go undiagnosed and untreated until they are advanced and the dog has a poor chance of recovery.
Canine melanoma is an aggressive neoplasm treated with surgery and/or radiation therapy, which readily metastasises to the lymph nodes, liver, lungs and kidneys but is chemo-resistant. There is little evidence that chemotherapy improves survival time.
The canine melanoma vaccine develops effective immunotherapy in dogs that recognises and targets specific antigens on melanoma cells and may account for long-term tumour control and survival.
The vaccine is indicated for dogs with stage II or stage III oral melanoma for which local disease control has been achieved: negative local lymph nodes or positive lymph nodes that were surgically removed or irradiated.
The conditional license was granted based on the reasonable expectation that when used along with surgery and/or radiation therapy to treat the initial tumour the vaccine may help extend survival time and improve quality of life in dogs with canine oral melanoma.
US research concluded that canine patients with advanced disease have a median survival time of less than 5 months with standard therapies. In initial trials, dogs receiving the vaccination sequence had a median survival time of 389 days.
A canine transdermal device is especially matched to the vaccine for needle-free delivery and optimal distribution. Veterinary surgeons with a patient with oral melanoma should contact Dr Susan North at VRCC, www.vrcc.co.uk to discuss the case at an early stage, as initial treatment is important to ensure suitability for the vaccine.
