The British Small Animal Association has responded to Defra's statement on compulsory microchipping.
The Association says it is an advocate of compulsory microchipping as the most effective way to permanently identify a dog - as long as owners maintain an up-to-date registration on the various databases. As such it broadly welcomes the recent Defra statement.
However, BSAVA points out that the statement has come before a full and considered consultation in terms of its implementation, and says it raises a number of questions for vets in practice:
Despite the headlines around the statement, this is yet to be laid down in law and will require changes under the Animal Welfare Act and potentially the Dangerous Dogs Act, so there is still a conversation to be had about its implementation.
For this reason BSAVA has announced that it is launching a consultation with its members to establish their concerns and opinions in order to work with all the organisations involved in the best interest of animal welfare and the profession. BSAVA President Mark Johnston said: "While implantation can be straightforward for those with appropriate experience it will be important to ensure that all those who carry out implantation are properly trained. However microchipping is not just a matter of implanting the microchip, there is a significant amount of administrative work in ensuring that animals are properly registered and that details are kept up-to-date. All of these stages need to be properly funded if the scheme is to be successful and sustainable. BSAVA will be consulting its members to gather their views and concerns and hope to be involved in a productive conversation with all interested parties."
BSAVA says there is a good news animal welfare story within this statement concerning the seizure of animals during investigation under the Dangerous Dogs Act. The new measures will allow the authorities to decide whether a suspected prohibited dog can stay with their owners until the outcome of court proceedings. Until now all such animals had to be kennelled until the proceedings had concluded, which often means that dogs who posed no risk suffered unnecessarily. BSAVA welcomes this new measure in the interest of animal welfare.

The Welsh Government Deputy Minister for Farming and Food, Rebecca Evans, has officially opened the new Wales Veterinary Science Centre.
The centre, which is located on the site of the former Animal and Plant Health Agency's (APHA) Veterinary Investigation Centre, has been established by Iechyd Da, a consortium of independent veterinary practices based in Wales together with Welsh Lamb and Beef Producers Ltd, and Aberystwyth University.
Iechyd Da was recently appointed by APHA as a third party provider to deliver expert post-mortem examinations of new and re-emerging diseases of farm animals. The service has been operational since April 2015.
Deputy Minister Rebecca Evans AM said: "I am pleased to officially open the Wales Veterinary Science Centre, which will significantly strengthen and enhance the important contribution the veterinary profession makes to rural life in Wales and raises standards of animal health and welfare. It will also bolster the rural economy by securing technical jobs for the area, benefit the wider economy by supporting our farming communities, and be an asset to the UK by contributing valuable data to the surveillance network."
Professor Christianne Glossop, Chief Veterinary Officer for Wales said: "The Centre will have a significant role in the protection of animals in Wales and will provide an important contribution to a successful and resilient farming industry, reflecting the essential role of the veterinary profession in Wales."
Phil Thomas, Director of Iechyd Da said: "Iechyd Da now looks forward to building on the post-mortem provision already available so that we can provide a range of services, from running training courses for animal keepers to dissection classes for students, continuous professional development for practicing vets, and supporting disease eradication schemes. Fort Dodge Animal Health has announced it is working with the authorities to put measures in place to make its West Nile Virus vaccine, licensed in the United States, available to the European equine market. These measures will ensure a vaccine is readily available in the event of an outbreak in the UK.
This news comes as the Zooprophylactic Institute of Teramo, the Italian National Reference Centre for Exotic Diseases, has confirmed an outbreak of WNV among horses in stables in the northern province of Ferrara. About 20 horses are believed to have been affected.
Fort Dodge was the first company to develop and fully license a vaccine to protect horses against this potentially deadly disease. An inactivated whole virus vaccine, it was the only vaccine available in the United States at the height of the 2002 outbreak, which affected 15,000 horses. The U.S. Department of Agriculture credited the vaccine with contributing to the 70 per cent decline in U.S. equine West Nile cases since the height of the outbreak. WNV is now considered endemic in all areas of North America.
"As this latest outbreak of WNV in Italy highlights, the disease presents an increasing threat to the equestrian sector in Europe," says Helen Barnes, EMEA Equine Business Manager for Fort Dodge. "With little current natural immunity among the equine population, the consequences of a major outbreak could be devastating."
"Until now, horse owners in Europe have perhaps believed WNV is not a disease they should be concerned with but the outbreak in Ferrara came out of the blue, and at a time when a human case of WNV was also reported in the same province. This situation of both human and equine cases being reported is identical to that seen in the outbreaks in the United States. It's a stark reminder of the challenge this disease poses, particularly as environmental factors, such as global warming and heavy rains threaten to create mass breeding grounds for mosquitoes," says Barnes.
"Our experience with WNV in the United States has given us an exceptional understanding of the disease and the importance of vaccination. We now look forward to working in partnership with the European governments, the EU Commission and the veterinary community across Europe to help build understanding and knowledge of this dangerous emerging disease threat."
Pam Mosedale, Lead Practice Standards Scheme Assessor, said: “We are very sorry for any inconvenience this may cause, but based on the UK Government’s advice and our duty of care to our team of Assessors, as well as team members and clients at veterinary practices, our only option was to postpone and reschedule all visits in the short-term.
"Although we have cancelled all assessments until the end of April, we will be constantly monitoring the situation over the coming weeks, and it is likely that there may be some further postponement of assessments planned for May and beyond."
The Veterinary Medicines Directorate, which carries out assessment inspections of veterinary premises that are not within the ambit of the Practice Standards Scheme, has also confirmed that it has postponed its forthcoming inspections. The deadline for candidate nominations for the RCVS and VN Council elections is fast approaching - so please hurry if you plan to stand.
There are six seats on the RCVS Council, and two on the VN Council, due to be filled in the 2010 election, but candidate nominations must be received by 31 January 2010.
Jane Hern, RCVS Registrar said: "Getting regulation right is something that all Members and Listed/Registered VNs have power to influence. We know from the reaction we get when we propose changes or ask for your comments that vets and VNs are not backwards about coming forwards - and, like us or loathe us, what the RCVS does impacts directly on the lives of veterinary surgeons and nurses, their clients and patients."
The elections will be held in March, and decided by all veterinary surgeons and veterinary nurses who use their vote. The results will be announced early in May, with those elected taking their seats at RCVS Day in July and serving four-year terms.
All prospective candidates need to provide the signatures and registered/listed addresses of two proposers, and should also submit a short biography, 'manifesto' and photograph for inclusion in the elections booklets. Nobody can nominate more than one candidate, and no current member of the RCVS Council or VN Council may nominate anyone.
Newly elected RCVS Council members should expect to sit on at least one committee which, together with Council attendances, means a time commitment of at least six to eight days a year. Those elected to the VN Council should expect to spend approximately six to eight days attending Council meetings, working parties and subcommittees. Both RCVS Council and VN Council members' expenditures on hotels and travel are reimbursed. Their employers can also claim a standard day-rate for loss of earnings.

Peter Harlech Jones has been elected President of the British Veterinary Association for 2012/2013. The ceremony took place during the Annual General Meeting of the BVA at the close of its Annual Congress, held in the Merseyside Maritime Museum in Liverpool.
Mr Jones, an international consultant on veterinary medicines, was born and raised in North Wales where he attended the Sir Huw Owen School in Caernarfon. He qualified from the University of Liverpool Veterinary School in 1971. After several years in practice in Wales and London - plus a spell in Ontario, Canada - Peter joined the pharmaceutical industry and spent 20 years in the animal health business both in the UK and overseas working in the fields of research and development and also regulatory affairs.
In 1995 he was appointed the first head of the Veterinary Division at the newly created European Medicines Evaluation Agency (EMEA) in London, playing a leading role in the creation of the new European regulatory system and working at the centre of European institutions. His last post before semi-retirement in 2008 was as head of the global animal health industry association, the International Federation of Animal Health (IFAH).
Within the BVA Peter has served on the Veterinary Policy Group and as chair of the Medicines Group and is a former secretary and chairman of the Association of Veterinarians in Industry (AVI). He participates in the work of the Federation of Veterinarians of Europe (FVE) and acts as a consultant to GALVmed whose aim is to make livestock vaccines, diagnostics and medicines accessible to those in developing countries for whom livestock is a lifeline.
Mr Jones said: "My background is in pharma research and international regulatory affairs and I am confident that my experience will be useful as we anticipate the new EU Animal Health Law and medicines legislation. But I am driven to do much more for the veterinary profession than just in those fields.
"The word 'value' really began to resonate for me when I started thinking of my theme for the year ahead as President of BVA.
"In whatever role we play vets are adding value in so many areas of our professional lives to society at large in a huge and significant contribution to the public good. I firmly believe that we, as an association and as a profession, must use every opportunity to reinforce the message about the value we give in all aspects of our work, and to believe in ourselves.
"I want to see a greater appreciation for what we do and what we contribute, and BVA will lead from the front.
"Looking ahead it will be a busy year for all of us. But I am confident that we have the teams in place - through our committees and council, our regional representatives, our divisions and beyond - to do our wonderful profession proud.
"I am certainly very proud to be standing here today and I am committed to working hard for all our members as their President."

Fifty young people from low and middle income backgrounds will have the opportunity to learn what it takes to become a vet and prepare to apply to a veterinary school, at a summer school run by the Sutton Trust and the Royal Veterinary College.
The RVC joins nine other UK universities in providing 1900 summer school places this year, helped by a three-year grant of £750,000 to the summer school programme from Barclays.
Each year, around 1,500 applicants apply for 664 places at the seven veterinary schools in the UK.
The 50 successful applicants to the RVC summer school this year will enter a week-long residential course with all expenses covered. The academic programme will focus on Bioveterinary Sciences, Veterinary Medicine and Veterinary Nursing taught by full-time academic staff. It will include practical dissections, clinical skills, farm-based sessions and laboratory periods. The participants will also be given sessions on the application process and interviews.
Sir Peter Lampl, chairman of the Sutton Trust and of the Education Endowment Foundation, said: "I'm delighted that the Royal Veterinary College has joined the Sutton Trust UK summer school programme. Veterinary courses are highly competitive, but it is vital that young people from low and middle income backgrounds have a fair chance to access them.

Bayer points to a number of trends which have emerged during lockdown which it says practices must respond to quickly in the post-lockdown recovery.
The company says retailers have reported that internet traffic increased threefold at the start of lockdown and it remains at double the pre-lockdown levels. Direct retail sales of flea and tick products have also increased.
This suggests that owners are becoming more comfortable with buying preventative healthcare products online.

Petplan has announced that it has raised £1million for the Blue Cross in the past decade.
The funds have gone towards running a dozen rehoming centres for dogs, cats, horses and rabbits, as well as four major animal hospitals across the country.
Petplan offers four weeks free insurance to adopters of dogs, cats and rabbits from Blue Cross as well as many other animal charities across the UK. All animal charities who work with Petplan receive 10% of the premium for any full policies they generate. The company says that in 2011, it raised over £2million for animal charities this way.
Petplan says that in addition to creating additional funds for the charity, providing four weeks free pet insurance also gives charities peace of mind that if the pet should require veterinary treatment the adopter has the funds available to ensure the animal receives the care it needs. This also means that the animal is less likely to be returned to the charity because the adopter can't afford the veterinary fees or that the charity will be asked to help cover the cost of treatment.
Chief Executive of the Blue Cross, Kim Hamilton, said: "As a charity that does not receive any government or lottery funding, we rely solely on donations from the public and valuable funding from our corporate partners. Dr. Tracy Hill, a specialist in internal medicine, has joined the Royal (Dick) School of Veterinary Studies, bringing with her expertise in interventional radiology.
Tracy completed a fellowship in interventional radiology and endoscopy at the Animal Medical Centre in New York, will be researching new techniques in this developing field.
She will also work in the clinic at the School's Hospital for Small Animals and as a senior lecturer.
She said: "Interventional radiology is an emerging and expanding area in veterinary medicine. Interventional radiology employs the use of fluoroscopy and endoscopy to enable minimally invasive treatments for diseases in many body systems. These techniques often reduce morbidity, mortality, or cost associated with more invasive procedures. The Dick Vet has been performing interventional cardiac procedures for some time and we are looking to expand this field into treatment of non-cardiac diseases."
Tracy, who carried out her residency in small animal internal medicine at North Carolina State University, where she also completed a PhD, will help the Royal (Dick) School of Veterinary Studies at the University of Edinburgh to provide interventional radiology procedures.
This includes a minimally invasive treatment for certain liver shunts using a procedure only being regularly performed at a handful of veterinary hospitals in the world. In this procedure, fluoroscopic guidance is used to access the abnormal vessels in the abdomen via a catheter placed in the jugular vein in the neck. The abnormal shunt vessel is then closed using coil embolization, without the need for abdominal surgery.
Tracey said: "I am delighted to join the Dick Vet. There is no denying the expertise at the vet school, as well as its partnership with The Roslin Institute for research."
Almost all rabies cases are as a result of being bitten by an infected dog, with around half of all dog bites and rabies deaths occurring in children under 15 years of age. Rabies, which is preventable, is categorised as one of the 17 Neglected Tropical Diseases by the World Health Organization (WHO).
The End Rabies Now campaign aims to significantly raise the profile of rabies as a global neglected tropical disease with policy makers and journalists, explaining what is being done to control and eliminate the disease. The campaign is led by Global Alliance for Rabies Control (GARC), and has three key messages:
Ahead of the tenth World Rabies Day, BVA has also recognised vet Professor Sarah Cleaveland OBE for her work in rabies control by awarding her the Chiron Award, one of the Association’s most prestigious awards for outstanding contributions to veterinary science.
Sarah said: "Awards like this are recognition of the contributions not only of one person, but the work of many. We are deeply committed to continuing our efforts towards the global elimination of canine rabies and tackling other zoonotic diseases that affect the health and livelihoods of many of the poorest people in the world."
The End Rabies Now campaign is based around the strong scientific evidence that vaccinating dogs is fundamental to disrupting the cycle of rabies transmission to humans. The target of 2030 was chosen because one of the UN’s sustainable development goals, launched in September 2015, includes the ambition to end by 2030 neglected tropical diseases such as rabies.
With 120 countries still affected by canine rabies, the End Rabies Now campaign advocates that collaborative cross-sector efforts are needed to end zoonotic diseases such as rabies: rabies elimination plans must include human and animal government agencies, veterinary and human health professionals, educators, scientists and community groups.
BVA President Gudrun Ravetz said: "The work being done worldwide by vets, human health professionals and others to combat this horrific disease that senselessly kills thousands each year is of the utmost importance and BVA is proud to support the End Rabies Now campaign and help get those key messages out to policy makers and governments worldwide – every rabies death is entirely preventable and we can end rabies by 2030 through vaccinating dogs."
VMA chair, Claire Edmunds said: "The aim of the PR award is to recognise the value that media and public relations can add to the marketing mix.

Dr Briggs faced four charges and admitted to her conduct in the first three at the outset.
They related to three official Animal and Plant Health Agency (APHA) clinical investigation report forms she submitted following three official avian flu surveillance visits she'd undertaken as an Official Veterinarian (OV).
The three surveillance visits all took place during an outbreak of avian influenza in North Yorkshire and were on behalf of the APHA.
Dr Briggs admitted that she'd certified on each of the three forms that she had inspected specific poultry, that she had seen no clinical signs of avian influenza in the poultry and that in her opinion avian influenza did not exist and had not existed in the previous 56 days.
Dr Briggs also admitted that that she had subsequently submitted the three forms to the APHA.
The fourth charge alleged Dr Briggs conduct in certifying the three forms had been dishonest and that her actions risked undermining procedures, regulations and rules designed to protect animal welfare and public health.
Dr Briggs denied that she had been dishonest in any of her actions but admitted that her conduct had risked undermining procedures designed to protect animal welfare and public health.
Dr Briggs explained that in two cases she had relied on information given to her by the keepers of the poultry and in the remaining case it was possible that she had not visited the correct location of the poultry, had posted a letter through the wrong door and had then accidentally submitted a pre-populated inspection form to APHA.
Having heard evidence from the relevant poultry keepers, fellow Official Veterinarians, officials from the APHA and Dr Briggs herself, the Committee gave its determinations on dishonesty.
In relation to the first two charges, which concerned the visits that did take place, the Committee found Dr Briggs had been dishonest both in submitting the inspection forms to the APHA and also in certifying that she had seen no clinical signs or history of avian influenza in both cases.
The Committee concluded that an ordinary decent person would regard the submission of a signed form which contained false information as dishonest.
It also concluded that Dr Briggs had deliberately signed an official form which contained information which she knew to be untrue.
However, the Committee found that Dr Briggs was not dishonest in asserting on these forms that she was of the opinion that disease did not exist based upon the information provided to her by the poultry keepers.
In relation to the third charge, where Dr Briggs did not visit the property concerned, the Committee did not find it proven that she had been dishonest, having heard her evidence that, in this case, she had accidentally submitted a pre-populated inspection form.
The Committee next considered whether the admitted and proven charges amounted to serious professional misconduct.
Paul Morris, chairing the Committee and speaking on its behalf said: “In considering the seriousness of the misconduct, the Committee took into account the fact that the misconduct had involved dishonesty, that there had been a risk of injury to animals and humans (though this risk had not materialised), and that the misconduct had occurred when the respondent, as an Official Veterinarian, occupied a position of increased trust and responsibility.”
He added: “The Committee considered that honest, accurate and careful veterinary certification was a fundamental component of the responsibilities of a veterinary surgeon.
"The matters which the Committee had found to be proved fell far short of the standards expected of a registered veterinary surgeon and amounted, in the Committee’s judgment, to disgraceful conduct in a professional respect.”
In considering the sanction for Dr Briggs the Committee heard positive character testimonials from former employers and clients, as well as a representative from the APHA who said that Dr Briggs had shown contrition for the breaches while recognising that there was unlikely to be a repetition of the conduct and that Dr Briggs was a relatively new and inexperienced vet at the time of her actions.
Mr Morris said: “In the Committee’s judgement the circumstances of the incident were a mitigating factor in the sense that the respondent was working in a pressurised environment, and in a field of practice which was unfamiliar to her.
"The Committee had heard a considerable amount of evidence from various witnesses that the surveillance system created, to monitor the prevalence of avian influenza was one which placed considerable pressure on OVs and, perhaps inevitably, had some shortcomings.
"The respondent had not worked with poultry before so her inexperience in this area fed into this situation.
“The Committee took into account the fact that no actual harm had occurred and there was no financial gain to the respondent.
"The matters with which the Committee was concerned formed a highly unusual, and short-lived, episode in the respondent’s career.”
The Committee also considered that Dr Briggs had made open and frank admissions regarding most of the charges against her and had also shown genuine contrition over her failings.
In light of this, the Committee considered that a reprimand and warning as to future conduct was the most appropriate sanction.
Mr Morris added: “False certification can never be acceptable.
"Veterinary surgeons should never certify any matter which they know, or ought to know, not to be true.
"However, the Committee considered that this case was at the lower end of the spectrum of gravity of false certification cases, that there is no future risk to animals and that the respondent has demonstrated insight.
"In relation to the public interest, the Committee considered that a reasonable and fully informed member of the public would recognise that, in all the circumstances of this particular case, a reprimand and warning as to future conduct would be sufficient to satisfy the public interest.”

The event will offer vets and vet nurses six hours of CPD across five streams, covering topics such as initial fracture treatment, stick injury management, post-op orthopaedic patient care, and handling clinical complaints.
Simon Hagley, an Emergency and Critical Care specialist at Vets Now Manchester, has helped develop the program and will run a session on acute kidney injury.

A report published by the Environmental, Food and Rural Affairs committee this week has concluded that The Veterinary Surgeons Act 1966 is in need of updating. However, lack of available budget in the current Comprehensive Spending Review period means that further work on a White Paper won't happen till 2011 at the earliest. In particular, the report found consensus within the profession that the disciplinary procedure is in urgent need of updating. However, the Royal College of Veterinary Surgeons does not have majority support for its proposals on compulsory practice standards and compulsory continuing professional development. The report crticised the RCVS for not having done enough to provide a clear picture of its proposals for a new statutory framework for the regulation of the profession. However, an RCVS spokesman said: "In fact, we have invested considerable time and resources in the development of proposals, led by a working party that included stakeholders. However, we have been awaiting further input from Defra before taking matters further." Chairman of the Committee the Rt Hon Michael Jack said: "We urge the profession to coalesce round some specific proposals to amend the disciplinary process for veterinary professionals. We believe that a working party should be set up between Defra, the Royal College of Veterinary Surgeons and the British Veterinary Association to produce a new Bill for introduction in 2009." Responding to the publication of the report, BVA President Nick Blayney said: "While we will certainly consider EFRACom’s proposal that BVA work with Defra and RCVS to produce a draft bill, the BVA is a voluntary association and our focus is the benefit of our members. From its beginnings back in 2004, Vets Now’s Emergency and Critical Care Congress this year attracted in excess of 450 delegates to Harrogate with an impressive and exciting line up of speakers from the UK, Europe and the USA.
Similar to previous years, lectures were delivered by an exciting line up of speakers from around Europe and the USA. They were designed to suit the CPD needs of both those working in an emergency field and in general practice, and were aimed at vets, VNs and reception staff.
Lecture topics this year covered a range of life saving procedures and there were also sessions held on improving communications with clients, emergency workshops on tubes, case report discussions, a transfusion workshop and a bereavement session.
The social programme also proved a big attraction for everyone who attended Congress and this year there was an entertaining Television Games Quiz on the Wednesday evening followed by a formal dinner and entertainment on the Thursday night.
