At the outset of the hearing, Mr Kashiv, from Vets & Pets, Broxbourne, denied all aspects of the charges against him. During the course of the inquiry, some heads of charge were not pursued and some he admitted, leaving the remaining heads of charge to be determined.
The charges concerned the treatment of a Scottish Terrier, called Tanzy, whose owner, Mrs Greenhill, brought her in to see Mr Kashiv on 5 March 2015. Mrs Greenhill was concerned about blood in Tanzy’s urine and swellings in her mammary glands. After carrying out a cytopathology test, Mr Kashiv advised Mrs Greenhill that Tanzy would require surgery to remove the mammary glands. There were no further tests conducted, and no alternatives to surgery suggested.
On 13 March another veterinary surgeon at Vets & Pets therefore undertook a right-side mammary strip on Tanzy, discharging her the following day. On 17 March Mrs Greenhill brought Tanzy back in for a post-operative check and was seen by a locum veterinary surgeon, who found her to be in good condition.
On 20 March Mrs Greenhill then became concerned about Tanzy’s deteriorating condition and returned her to see Mr Kashiv. He admitted Tanzy for observation over the weekend but did not conduct any further tests at that stage, apart from radiography on 22 March. The hospitalisation records were of poor quality and substantially incomplete.
On 23 March Mr Kashiv then informed Mrs Greenhill that Tanzy could be discharged, although he recommended an MRI scan to assist in the diagnosis; this was declined on cost grounds. He did not however explain clearly to Mrs Greenhill that Tanzy’s prognosis was bleak, and did not give adequate home care instructions.
Tanzy continued to deteriorate, and on 24 March Mrs Greenhill took Tanzy to the RSPCA Harmsworth Hospital where a veterinary surgeon conducted tests which showed that Tanzy was in renal failure. The veterinary surgeon then called Mrs Greenhill and recommended that Tanzy was put to sleep, which was then performed in Mrs Greenhill’s presence.
The Committee found that Mr Kashiv had failed to conduct the necessary investigations when Tanzy was admitted from 20 to 23 March 2015, being satisfied that, by the time Tanzy had been hospitalised for a period of three days, it was mandatory for a blood test to have been performed, given her marked deterioration.
The Committee also found while Mr Kashiv did express his opinion that Tanzy’s prognosis was poor, he did not give the full explanation required in the circumstances of this case to enable Mrs Greenhill to understand fully the prognosis. The Committee also considered that Tanzy was not in a fit state to be discharged on 23 March 2015, and that he had failed to keep sufficiently clear and/or detailed and/or accurate records.
After full consideration, the Committee found that Mr Kashiv’s actions amounted to serious professional misconduct, and was satisfied that his actions fell far short of the conduct to be expected of a reasonably competent veterinary surgeon in respect of heads of charge 1, 2 and 3 but not 4.
Although it was concerned "about the culture of care in the practice, in particular not having in place proper protocols and procedures and without necessary support from properly trained staff", in deciding on appropriate sanction, the Committee was satisfied that there were "a number of serious misjudgements by Mr Kashiv in this case".
The Committee decided to postpone judgement for a period of two years, whilst recommending that Mr Kashiv agree to undertake a structured programme to benefit his clinical practice including a Personal Development Plan, mentoring, practice visits, additional CPD and regular reports to the Disciplinary Committee.
Non-compliance with these undertakings may result in the hearing being resumed at a date earlier than the two-year period.
Stuart Drummond, Chairing the Disciplinary Committee and speaking on its behalf, said: "The Committee considers that Mr Kashiv is a dedicated veterinary surgeon, as evidenced by the large number of testimonials, and that he provides a valuable service to the community, particularly with rescue animals.
"Nevertheless, the Committee considers that there were a number of fundamental failings in Mr Kashiv’s clinical competence which are required to be addressed during the period of postponement. For the reasons set out above the Committee considers that Mr Kashiv’s clinical practice will benefit from a structured programme over the period of postponement, whilst protecting the welfare of animals, maintaining public confidence in the profession and declaring and upholding proper standards of conduct."

The study, which was led by Robert Hyde MRCVS from the School of Veterinary Medicine and Science at the University of Nottingham, aims to create an automated diagnostic support tool for the diagnosis of herd level mastitis origin, an essential first step of the AHDB mastitis control plan.
Mastitis data from 1,000 herds’ was inputted for several three-month periods. Machine learning algorithms were used to classify herd mastitis origin and compared with expert diagnosis by a specialist vet.
The machine learning algorithms were able to achieve a classification accuracy of 98% for environmental vs contagious mastitis, and 78% accuracy was achieved for the classification of lactation vs dry period environmental mastitis when compared with expert veterinary diagnosis.
Robert said: “Mastitis is a huge problem for dairy farmers, both economically and in welfare terms. In our study we have shown that machine learning algorithms can accurately diagnose the origin of this condition on dairy farms. A diagnostic tool of this kind has great potential in the industry to tackle this condition and to assist veterinary clinicians in making a rapid diagnosis of mastitis origin at herd level in order to promptly implement control measures for an extremely damaging disease in terms of animal health, productivity, welfare and antimicrobial use."

For this study, researchers in Argentina, Italy, Austria and Chile, set out to evaluate the efficacy of and adverse events from the administration of ACEIs to treat preclinical MMVD in dogs, via a systematic review of published evidence conducted according to the Cochrane Handbook for Systematic Reviews of Interventions.
Certainty of evidence was assessed using the GRADE (https://gradepro.org) approach.
The main finding in relation to dogs with preclinical MMVD and cardiomegaly was backed by a high certainty of evidence. The certainty of evidence in relation to the efficacy of ACEI administration in dogs without cardiomegaly was low.
Dr Pablo Donati, corresponding author for the paper, said: “In recent times, multiple clinical trials have provided fundamental information to veterinary cardiology.
"In the era of evidence-based medicine, systematic reviews and meta-analyses have emerged as a fundamental tool for clinical decision-making by gathering, appraising and summarizing the best available evidence.
"It is the hope of the authors that this systematic review and meta-analysis helps in the decision-making process for the treatment of preclinical myxomatous mitral disease with angiotensin-converting enzyme inhibitors in dogs.”

SRUC, which is the biggest provider of veterinary nursing, livestock husbandry and animal care training in Scotland, says it will offer a core veterinary programme to address existing shortages in veterinary provision, in areas such as rural veterinary practice, food production, food safety and animal and public health.
The College is first establishing a working group to progress the plans for the school. The group will be chaired by Professor Sir Pete Downes, former Principal and Vice-Chancellor of the University of Dundee.
Sir Pete will be joined by Sheila Voas, Chief Veterinary Officer for Scotland, former NFUS President Nigel Miller, SRUC Board member Jane Craigie, and Dr Kate Richards, who is a non-executive director on the SAC Commercial Board and currently the junior vice president of the RCVS, in line to become President in July.
Professor Caroline Argo, currently Dean of SRUC’s North Faculty, will lead the project for SRUC.
A report from BiGGAR Economics has found that the vet school could add £26 million GVA and 242 jobs to Scotland by 2030.

The Saddle Research Trust has announced the launch of a new paper to help vets understand the significance of saddle fit on the health and welfare of horse and rider.
Saddle fitting, recognising an ill-fitting saddle and the consequences of an ill-fitting saddle to horse and rider was written by equine vet Dr Sue Dyson together with Master Saddlers and saddle fitters Mark Fisher and Sue Carson.
The paper has been published in the Equine Veterinary Education Journal, the official education journal of the British Equine Veterinary Association and is free to view until April 2016.
The paper encourages vets to work as part of a multi-disciplinary team with saddle fitters, trainers and physiotherapists, to help educate horse owners about the multiple problems that can be caused by ill-fitting saddles.1

The RCVS said: "We understand that there are very strong opinions about the ban, and we respect the rights of individuals to make their own decisions.
"However, expressing these opinions can never justify or include the harassment and abuse of individual vets, vet nurses or their practice colleagues."
The BVA added: “The Government’s XL Bully ban is also placing additional pressure on veterinary teams who are doing their best in very challenging circumstances to help keep responsible XL Bully owners with their pets wherever possible.
"Their commitment extends to supporting clients with any decision-making around euthanasia in individual cases.
"It’s simply unacceptable for these professionals to face additional challenges through abuse, intimidation or threats.
"Such actions can have a hugely negative impact on individual vets and the wider team."

New research from the Animal Health Trust (AHT), published in the Equine Veterinary Journal, shows that equine obesity is an increasing but under-recognised welfare issue in the UK.
Data collected from 785 horses and ponies (31% of which were classified as obese), over a two-year period between 2009 and 2011, has been used to explore various elements that contribute to the risk of obesity in British horses and ponies.
The research, funded by World Horse Welfare, identified several factors which may increase the risk of being obese. Pony breeds, particularly UK native breeds and heavier horses such as draught and cobs types were all significantly more likely to be obese compared to Thoroughbred horses. Charlotte Robin, Research Assistant at the AHT and lead author of the paper, said: "Native breeds may be genetically better adapted to survive in harsh conditions, having a so-called thrifty genotype, increasing their risk of obesity when maintained in an environment where food is of better quality and more readily available."
Horses that were described by their owners as readily being able to gain weight or being "good doers" were more than three times more likely to be obese, compared to those that normally maintained weight.
The research also highlighted various links to human obesity. Charlotte said: "In humans, obesity is associated with poor health status and chronic health conditions including diabetes, hypertension, respiratory disease and arthritis. Similar associations between obesity and adverse health events have been described in equines."
Similarly in humans, exercise significantly improves insulin sensitivity, and it is thought the same "dose-response" effect is mirrored in horses. For example, the AHT's research highlighted that the risk of obesity is greater in pleasure or non-ridden horses, with pleasure horses being more than twice as likely to be obese and non-ridden horses being nearly three times more likely to be obese. Competition animals will receive increased exercise at a higher intensity and be fitter than non-competition animals, further reducing the risk of obesity. Charlotte added: "Competition horses are likely to be managed in different ways compared to non-competition or non-ridden animals and this may also contribute to the reduced risk of obesity within this sub-population."
World Horse Welfare's Deputy Head of UK Support, Sam Chubbock said: "Excess weight is one of the greatest challenges facing horse owners in the UK today, which is why we supported this vital research. Being overweight can be just as much, if not more, of a health concern as being underweight. In our experience it can take three times longer to get an overweight horse back to optimum condition than it can a thin horse. Moreover, a previously obese horse's weight will need to be managed for the rest of its life, even after the weight has come off, and they are likely to suffer long-term effects. Managing a horse prone to weight gain can be incredibly difficult and this is why our Right Weight project provides practical guidance for owners on how to assess and manage their own horse's weight."
The AHT says its obesity research has helped to highlight obesity as a significant equine welfare issue and provided valuable information for owners. People frequently misclassify their own weight or body shape, and this phenomenon also applies to perceptions about our pets' weight. Dog and horse owners have been demonstrated to underestimate their animals' weight, suggesting the prevalence of obesity in this study is likely to be an underestimation.
Charlotte said: "It is possible that in certain breeds, being overweight or obese has been normalised to a certain extent. Owners may find it easier to identify an overweight Thoroughbred, compared to an overweight cob or native pony.
"Helping owners identify when their horse is overweight or obese is an essential aspect of reducing the welfare impact of equine obesity."
BVA Scottish Branch President Grace Webster said: "We commend the Scottish Government on seizing the opportunity to improve animal welfare through the introduction of a Bill to ban of the use of wild animals in travelling circuses. While the use of wild animals in travelling circuses may not affect a great number of individual animals, it is emblematic of the way we treat all animals and we would urge the rest of the UK to follow this precedent, introduced on ethical grounds.
"However, this package of measures seems a bit of a mixed bag. Until recently Scotland also led the way on dog welfare with a complete ban on tail docking, so we are extremely disappointed at the decision to reverse this stance. We have carefully considered all the evidence and remain convinced that tail docking in dogs, even specific breeds, is detrimental to their welfare. This is a retrograde step for animal welfare in Scotland, amidst an otherwise progressive package of animal welfare measures."
At the end of May, BVA Scottish Branch Junior Vice President Melissa Donald will be giving evidence to the Environment Committee in the Scottish Parliament ahead of a vote on whether or not to approve the change in law relating to tail docking.
Today’s announcement by the Cabinet Secretary for Environment, Climate Change and Land Reform Roseanna Cunningham MSP also included the introduction of controls to restrict the use of electronic training collars and a commitment to update regulations to combat the irresponsible breeding and sale of dogs, cats and rabbits.
Gudrun Ravetz, BVA President, added: "Animal welfare starts right at the beginning of a pet’s life, so the focus on pet licensing and breeding regulations is welcome. We know that a third of vets are seeing puppies they believe to have been illegally imported and an increasing number of owners are buying brachycephalic or designer breeds, like Scottish fold cats; pets must be purchased with owners prioritising animal health and welfare, rather than making an impulse buy based on looks alone.
"Yet we are saddened at the shortfall on legislation around aversive training aids for dogs, which we expect will still permit the use of training collars under expert guidance. We know using fear as a training tool is not only less effective than positive reinforcement, but can take its toll on a dog’s overall welfare. Without an outright ban, we have grave concerns over how enforceability will work. This raft of measures seems to give with one hand and take away with the other."

Those who were removed from the Register but have subsequently paid to be restored are not named on the list.
The RCVS says it sent reminders to all MsRCVS, including emails and text messages, reminding them that the fee was due. Letters were sent to those members that the College does not have an email address or mobile telephone number for.
A list of those who have not paid their fee has now been published. Practices are encouraged to check the list to ensure that no employees are named.
The College also wants to remind veterinary surgeons that, although paying the fee is required to remain on the Register, to complete their registration in full they need to confirm they are compliant with the continuing professional development (CPD) requirement and complete the criminal disclosures form. Both of these are required by the Code of Professional Conduct and can be completed on the ‘My Account’ area.

The study1 took the form of an online survey of over 5,500 owners, which exploring the the early socialisation, health and behaviour of ‘pandemic puppies’ purchased in 2020 compared to 2019 puppies.
The study found that puppies bought during the pandemic in 2020, in comparison to pre-pandemic in 2019, were more likely to have been ‘designer crossbreeds’, for example a Cockapoo or Cavapoo, instead of Kennel Club registered purebred dogs.
The 2020 cohort of pandemic puppies were also more likely to already hold a pet passport at purchase, indicating they may have been imported from Europe – perhaps illegally – to meet the greatly increased demand and prices for puppies.
Amongst the positive findings was the fact that many of the health and socialisation experiences examined didn’t vary significantly between puppies purchased in 2019 and 2020.
However, researchers say there was still a concern that 2020 ‘pandemic puppies’ were less likely than 2019 puppies to attend puppy training classes or to have experienced visitors to their homes (under the age of 16 weeks in both circumstances).
This, they say, means pandemic puppies may be more likely to experience stranger-related fear and anxiety and other behavioural problems related to insufficient socialisation, from being unable to attend puppy classes under 16 weeks of age; a critical period for the development of puppies.
In addition, those puppies sourced from Europe may have been transported over long distances without their mother, a stressful experience which the researchers say could cause problem behaviours in the future.
Pandemic puppies may therefore need extra support from the veterinary profession, particularly those specialising in animal behaviour.
Dr Claire Brand, Researcher in Canine Welfare at the RVC said: “Despite many owners’ concerted efforts to raise their puppies as well as possible, some puppies missed out on key experiences of puppyhood, such as going to puppy classes, or experiencing visitors in their homes.
"This has potential consequences for the future behaviour of ‘pandemic puppies’ and so we are encouraging owners to seek out training and behaviour advice from accredited professionals so that these now adult dogs can learn to live happily in our post-lockdown world.”

The judging panel found that Tom uses data effectively in herd health planning to highlight areas of improvement, working in partnership with his clients to promote disease prevention and profitability.
Tom’s clients spoke of his knowledge and caring attitude and how much he is valued as part of their team.
Tom said: “It was a privilege to be a part of the awards and to see farmers and businesses acknowledged - farmers don’t always get the recognition they deserve and seeing British dairying showcased was amazing.

The runner up as Charlie Mays of LLM Vets, who the judging panel praised for making effective changes on farm towards preventive healthcare and using data to assist with health and profitability.
Charlie also lobbies government to support the interests of the farmer and the industry.

The £11m project, which is backed by Mars Petcare, will include a cutting-edge imaging suite, state-of-the-art treatment facilities and a new linear accelerator.

The researchers’ objective was to determine whether dogs with intracranial space occupying lesions (iSOLs) on MRI, or MRI-determined indicators of intracranial hypertension (ICH) had higher sedation scores with a more rapid onset of recumbency after the administration of IV butorphanol than dogs without intracranial disease.
They hypothesised that 0.2 mg kg-1 of butorphanol administered intravenously would result in statistically significantly higher sedation scores and quicker onset of recumbency in dogs with MRI-iSOL and MRI-ICH.
For the observational study: 'The sedative effect of intravenous butorphanol in dogs with intracranial space occupying lesions or indicators of intracranial hypertension', 53 dogs presented for a brain MRI.
Each dog was sedated with 0.2 mg kg-1butorphanol IV, and the quality of sedation and the onset of recumbency were scored before drug administration and every 5 minutes after administration for 15 minutes using a modified sedation scale.
The maximum sedation score was 18, and onset of recumbency was recorded when a dog lay down without the ability to stand.
Dogs with MRI-iSOL had significantly higher median sedation scores than dogs without MRI-iSOL (12 versus 5 respectively) 15 minutes after butorphanol administration (T15, p < 0.01).
A greater number of dogs with MRI-ICH achieved recumbency (n = 9/10; 90%) than those without MRI-ICH (n = 20/43; 46.5%; p = 0.01).
Emma Sansby, Resident in Anaesthesia and Analgesia at Lumbry Park Veterinary Specialists, who led the research, said: “When intracranial disease is suspected, the administration of butorphanol as a premedicant for anaesthesia could be used to predict the presence of MRI-iSOL and MRI-ICH.
"If a dog becomes recumbent or has a sedation score of more than 10 within 15 minutes of butorphanol administration, the animal should be treated with an anaesthesia protocol adapted to the presence of ICH – so as not to increase intracranial pressure.
“These adaptations include but are not limited to; adequate preoxygenation - to prevent hypoxaemia and elevation of the head to no more than 30 degrees; preventing increases in central venous pressure - by avoiding jugular compression and avoiding excessive intraabdominal and intrathoracic pressure; and a smooth anaesthetic induction - ensuring an adequate depth of anaesthesia prior to tracheal intubation to prevent the cough reflex and judicious mechanical ventilation to enable a low-normal end-tidal carbon dioxide.”

Burgess reminds everyone that RVHD2 is a highly infectious strain of RVHD with few or no visible symptoms. It is fatal and can kill within hours. RVHD2 poses a significant threat to Britain’s rabbit population and outbreaks have been reported all over the UK and Ireland meaning no area is safe.
According to the company, the most recent sales figures show that only 137,405 RVHD2 vaccinations have been distributed in the last year1. This, says the company, shows a concerning number of practices are still not stocking the necessary vaccines to protect rabbits against RVHD2 and other fatal diseases.
Rabbits who have received the combined vaccination for RVHD and myxomatosis need a separate vaccination for RVHD2.
BSAVA President Sue Paterson said: "The British Small Animal Veterinary Association (BSAVA) supports the Rabbit Awareness Week 'Protect and Prevent' approach to saving the lives of rabbits in the UK. The BSAVA urges all rabbit owners to get their rabbits vaccinated against this disease and encourages all practices to remind their clients of the importance of doing this."
Richard Saunders BVSc DZooMed MRCVS said: "It's important for vets to be aware of the importance of vaccinating rabbits against all 3 viral diseases: Myxomatosis, RVHD1 and RVHD2.
"We certainly don't want rabbits to go without their annual myxomatosis vaccine: this horrible disease is very much still around. RVHD1 appears to have been overtaken by the new variant, RVHD2, but should still be vaccinated against.
"RVHD2 is a recent strain of the RVHD virus, which the Nobivac Myxo-RHD vaccine does not cover, and it is, quite literally, everywhere. Transported by inanimate objects as well as animals, it can affect both indoor and outdoor rabbits anywhere in the UK.
"If you wait until you see the first case in your area before recommending vaccination, rabbits will die, when this could be avoided.
"Remember that rabbit owners are much more likely to bury their dead pets at home than cat and especially dog owners, who generally bring their pets to a vet for cremation, and so we, as a profession, are under-aware of the incidence of the disease out there.
"RVHD2 is a core vaccination requirement, being endemic in the UK. Additionally, it’s not just a fatal disease, it’s a fatal disease with a reservoir in the wild. We strongly recommend vaccination of rabbits with either Filavac or Eravac in addition to Nobivac Myxo-RHD."

In mid-September, the Association wrote to the RCVS expressing concern about the August extension to the temporary guidance.
In the latest update from the RCVS, the temporary measure has now been extended to 31 October but the flowchart and guidance have been updated to add some additional steps before a POM-V product can be prescribed remotely.
The BVA says that while it supported the original decision in March as a pragmatic solution and direct response to government restrictions surrounding Covid-19, it is now questioning the ongoing need for such a relaxation in the rules.
In the letter to the RCVS, the BVA also asked for a timeframe for the publication of the results of the RCVS survey of practices’ experiences of remote consulting and prescribing. The Association's own under care working group, chaired by Nigel Gibbens, has been developing a position to respond to the RCVS review.
BVA President James Russell (pictured right) said: "We understand that allowing remote prescription of POM-Vs was a necessary measure at the height of the lockdown, as practices struggled to assess patients in person.
"However, the veterinary professions have done a fantastic job in adapting to the restrictions and are now able to work safely and see patients.
"Whilst we recognise the RCVS has provided additional guidance for the remote prescribing of POM-V, we cannot currently see any reason why a new client would be unable to access in-person veterinary care in the first instance and we are asking RCVS Council to reconsider this measure when it meets in Oct.
"It makes sense to continue allowing vets to remotely prescribe for existing patients, for example if an owner is shielding, but we feel it is no longer appropriate to be remotely prescribing to animals that have never been physically examined by the vet.
“The question of whether we should be able to remotely prescribe POM-V products without first seeing an animal is an important and live debate, and we welcome the resumption of the College’s review. But the longer that temporary measures are in place, the greater the expectation from animal owners that they will always be in place, and the harder it will be to have the discussion about the best way forward.
“As a profession, we are rightly concerned about antimicrobial resistance and we pride ourselves on the responsible use of medicines. Continually extending the temporary measures without a full analysis would risk undermining our position.”
