The British Small Animal Association has responded to Defra's statement on compulsory microchipping.
The Association says it is an advocate of compulsory microchipping as the most effective way to permanently identify a dog - as long as owners maintain an up-to-date registration on the various databases. As such it broadly welcomes the recent Defra statement.
However, BSAVA points out that the statement has come before a full and considered consultation in terms of its implementation, and says it raises a number of questions for vets in practice:
Despite the headlines around the statement, this is yet to be laid down in law and will require changes under the Animal Welfare Act and potentially the Dangerous Dogs Act, so there is still a conversation to be had about its implementation.
For this reason BSAVA has announced that it is launching a consultation with its members to establish their concerns and opinions in order to work with all the organisations involved in the best interest of animal welfare and the profession. BSAVA President Mark Johnston said: "While implantation can be straightforward for those with appropriate experience it will be important to ensure that all those who carry out implantation are properly trained. However microchipping is not just a matter of implanting the microchip, there is a significant amount of administrative work in ensuring that animals are properly registered and that details are kept up-to-date. All of these stages need to be properly funded if the scheme is to be successful and sustainable. BSAVA will be consulting its members to gather their views and concerns and hope to be involved in a productive conversation with all interested parties."
BSAVA says there is a good news animal welfare story within this statement concerning the seizure of animals during investigation under the Dangerous Dogs Act. The new measures will allow the authorities to decide whether a suspected prohibited dog can stay with their owners until the outcome of court proceedings. Until now all such animals had to be kennelled until the proceedings had concluded, which often means that dogs who posed no risk suffered unnecessarily. BSAVA welcomes this new measure in the interest of animal welfare.

Following two postponed hearings and a stayed Judicial Review, the Disciplinary Committee of the Royal College of Veterinary Surgeons last week accepted a wide-ranging 18-month programme of undertakings from a veterinary surgeon found guilty of serious professional misconduct, to address his "serious deficiencies" and "practice failings".
In October 2006, Mr Joseph Holmes MRCVS, of the Waltham Veterinary Clinic near Grimsby, was found guilty of serious professional misconduct for performing inappropriate and out-of-date veterinary treatment. Judgment was postponed for a period of two years subject to conditions that were put in writing and agreed by Mr Holmes.
The hearing resumed early, in February 2008, as Mr Holmes had deliberately ceased to comply with these conditions in the hope of forcing an appeal against the Committee's original finding of serious professional misconduct.
At the resumed hearing, Mr Holmes was told there was no legal framework for such an appeal (only against a sanction of suspension or removal from the Register) and that he would be subject to an 18-month period of compliance with the conditions set out at the original hearing; he was also invited to propose a programme of continuing professional development (CPD) and other undertakings for that period.
As Mr Holmes then applied for a Judicial Review of the Committee's decisions, this programme was never proposed. However, at the Royal Courts of Justice in October 2008, Mr Holmes' application for Judicial Review was stayed, by mutual consent, allowing for the DC hearing to be resumed and for him to offer undertakings for the Committee's consideration.
At last week's hearing, the Committee reminded itself of the original four findings of serious professional misconduct against Mr Holmes, which, in each case, it had stated would "be viewed by reasonable and competent members of the veterinary profession to be deplorable...and far below the standards that members of the public were entitled to expect."
In relation to these findings, the Committee was particularly concerned about his deficiencies in the fields of orthopaedics, oncology, radiology and therapeutics and considered that his future CPD should specifically address these areas.
Consequently, Mr Holmes agreed to an extensive range of undertakings over an 18-month period, including: participation in the RCVS Practice Standards Scheme (including two inspections); keeping abreast of changes to the RCVS Guide to Professional Conduct; 105 hours of standard and additional CPD; proofs of purchase of up-to-date text books and journal subscriptions; and six-monthly progress reports to the Chairman of the Committee.
Brian Jennings, Chairman of the Committee, said: "The Committee considers that the undertakings in the form that you have offered to it, if fulfilled by you, will serve to ensure that there will be no repetition of the conduct which resulted in our original findings and serve to ensure that animals and the public will not be put at risk.
"We trust that you will enter into these courses with the right mind-set and find that at their conclusion, these tasks have been of advantage to your practice."

Pedigree® has announced the launch of national Oral Care Month, which will take place during March 2010.
Recognising that canine periodontal disease affects over 80% of dogs in the UK, yet with only 2% of owners following a regular oral care regime for their dog, Oral Care Month will seek to encourage owners to visit their veterinary practice for free dental check-ups.
The company says the initiative will be supported with a wide range of marketing material for practices, including striking waiting room posters, leaflets and free Pedigree DentaStix samples. Carl Padgett has been elected President of the British Veterinary Association for 2011/2012.
Carl graduated from Glasgow University in 1989 and spent most of his career as a large animal practitioner. He is now a director of Bay Vets Ltd in Lancaster, and has particular interests in cattle health, production and welfare, veterinary politics and the role the profession has to play in the wider livestock industry and the companion animal world.
A former president of the British Cattle Veterinary Association (BCVA) and recent Chairman of Trustees of the BVA Animal Welfare Foundation, Carl has been involved in veterinary politics for over 15 years.
Carl said: "My representative roles for BVA, and prior to that BCVA, have enabled me to understand and realise my interest in the veterinary profession: ensuring the profession has a voice and our place in society is valued.

Novartis Animal Health's year long campaign to drive pet-owner awareness of the importance of worming pets regularly got off to a rather damp start in London today, with 63 people in doggy suits - mostly company employees I gather - running around the capital accompanied by two 'pooch vans'.
The 'Worm Patrol' team will be visiting veterinary practices over the summer to help promote, set up and run Pet Worming Awareness Days and attend practice open days. Veterinary practitioners will have access to the Worm Patrol support kit including the branded pooch van, Chewy the dog mascot and a worm patrol ambassador. Additional support will include educational leaflets for owners, giveaways and waiting room materials.
Maggie Fisher, Chairperson of the European Scientific Counsel for Companion Animal Parasites is backing the campaign. She said: "Raising awareness of worm control throughout the life of cats and dogs is important, particularly when it is reported that 80 percent of children kiss their pet and 21 percent let them lick their fingers after sharing food. While the risk may be relatively low, the consequences can be serious, especially in children.

With dysentery apparently at its highest level for many years, Pfizer Animal Health has launched a new campaign to help increase awareness of the benefits of selecting the best prevention and treatment options.
Nigel Lodge MRCVS, Pfizer technical manager said: "The increase in dysentery can be attributed to a combination of factors including more frequent movement of weaners and a reduction in the level of feed medication resulting from the increasing use of more vaccines against other disease.
"With the early onset of winter, we know that dysentery will survive outside the pig for up to seven weeks in cold moist conditions and other pathogens for considerably longer."
The campaign is headed by a new guide, 'Enteric Disease Management', which looks at prevention and treatment of the problem, one of the most costly to the producer. Dysentery alone is estimated to cost more than £10 / pig finished considering higher mortality, increased feed costs and non-marketable animals.
The guide says that according to the housing system some of the pathogens have extremely long survival times - three months for E coli, nine months for salmonella and one year for coronavirus (transmissible gastroenteritis). It provides advice on limiting infection and reducing stress on the pigs.
Mr Lodge says that the incidence of dysentery fluctuates in different areas of the country with varying antibiotic sensitivity. Hence, a sensitivity test is essential when deciding on a particular medication.
With enteric diseases in general, there are a wide range of causes - including bacteria, viruses, parasites, management or nutrition. Mr Lodge said: "The causal agent can sometimes be diagnosed from clinical signs, such as dysentery, but generally post mortem and laboratory diagnosis is required.
"There are various antibiotic products which can be used but all should only be used after management issues such as bio security, pen management and rodent control have been addressed.
"Some products are specific in their activity, such as Lincocin Premix and swine dysentery. Others have a broad spectrum of activity and should be used where mixed infections are diagnosed. Linco-Spectin Premix, for instance, is active against E coli, Salmonella, ileitis, swine dysentery and other enteric bacteria."

Bioscience students from the Royal Veterinary College are more likely to be in industry relevant employment six months after graduation than any other institution in the UK, according to new university rankings.
The Guardian University Guide 2013 places the RVC's Bioveterinary Science programme eighth overall, out of 97 institutions across the UK. This represents a significant improvement on previous years - in the 2012 University Guide the RVC ranked 31st overall and in 2011 was placed 46th.
The RVC also ranks top for student satisfaction of both the course overall and the standard of teaching - 100% and 99% respectively. This success follows a focus on improving student experience across the College with the RVC picking up the 2012 Times Higher Education award for Most Improved Student Experience.
Professor Stephen May, vice-principal for teaching at the Royal Veterinary College, said: "It is a fantastic achievement to see our Bioveterinary Sciences programme performing so well, especially in terms of student satisfaction and employment. The success of this programme indicates the College's firm belief that veterinary science is much bigger than just veterinary practice; the combination of veterinary medicine, human medicine and environmental science will, in future, be essential to tackling some of the biggest health issues in society."
The survey, which was designed to give veterinary surgeons and employers a greater insight in order to be able to attract the highest calibre applicants, was completed by 206 veterinary nurses who described themselves as having recently looked for a job, or actively looking for a job, or could imagine looking for a job in the foreseeable future.
The second most important job attribute cited by veterinary nurses - out of 13 - was ‘pay’, with ‘work-life balance’ in third.
Interestingly, when asked a similar question, veterinary surgeons said ‘pay’ was only the 6th most important factor, perhaps a reflection of the fact that a reasonable salary is more of a given amongst veterinary surgeons than nurses.
The survey also found that only slightly more veterinary nurses are prepared to do out-of-hours work than veterinary surgeons: 58% versus 52%.
Lastly, the survey showed that nurses may be more internet-savvy than veterinary surgeons, with an overwhelming majority (85%) said they were likely to spend most time browsing jobs online, as opposed to traditional magazines (compared to nearly 70% of veterinary surgeons that said the same).

Since 2014 the RCVS has trialled two different ADR services with the aim of helping resolve complaints between animal owners and veterinary practices that do not meet its threshold for serious professional misconduct.
Since October 2016, this has been in the form of the Veterinary Client Mediation Service (VCMS), administered by Nockolds Solicitors. The VCMS is free for both animal owners and veterinary professionals and cases will only be taken with the consent of both parties.
Eleanor Ferguson, RCVS Registrar, said: "We are very pleased that ADR in the form of mediation has received the unanimous support of RCVS Council members as part of the process for handling veterinary complaints.
"Throughout its trial period the VCMS has very much been complementary to our concerns investigation and disciplinary process. While we are bound by statute to investigate concerns, it has allowed our Professional Conduct Team to 'triage' cases, and to signpost complainants either to the College or the VCMS as appropriate. This has allowed greater time and resources to investigate concerns that could constitute serious professional misconduct.
"We also believe that the VCMS is good for both the public and the profession because it encourages both parties to communicate, find areas of agreement and come to constructive solutions, rather than being an adversarial process that assigns blame and adjudicates remedies."
Jennie Jones, a partner at Nockolds Solicitors which administers the VCMS, said: "The service is here to help veterinary clients and practices find a resolution for complaints that cannot be resolved within the practice. Complaints are referred to the VCMS by clients and practices where the relationship has become strained or communication may be difficult. Importantly the service does not look at who is right or wrong, but focuses on finding an outcome that both parties can live with and bringing an end to the complaint.
"In our experience this has ranged from reassuring clients and helping them to come to terms with what has happened, refunding fees, further explanations, apologies, small goodwill payments, securing procedural changes at the practice and agreement by the client to settle outstanding fees which have been withheld because of the complaint.
"We understand complaints are highly emotional and stressful for both parties, so the VCMS team will not ask parties to speak to one another directly. It is also not about assigning blame but is about moving forward to allow both parties to bring the complaint to a conclusion. When we hear from practices and clients alike that they can now sleep at night, or their relief that a complaint is resolved, I know ADR and the VCMS does help and make a difference."
The College says that during the trial period, 165 of the 870 enquiries received by the VCMS went to mediation. Of these, 129 were successfully mediated with the other 36 remaining unresolved. Of the other enquiries 297 resulted in the animal owner being referred back to the practice so that internal complaints processes could be exhausted first, 93 did not progress because the animal owner did not pursue the complaint, 73 were dealt with through advice, 66 did not progress as the practice declined to engage, 76 were outside the service’s remit and 100 are currently ongoing.
Taking into account the overall feedback received from both animal owners and veterinary professionals and the positive responses on the independence and fairness of the VCMS, Council agreed that Nockolds continue administering the scheme, with a review starting in 18 months’ time to take into account experience and learning as the scheme continues to evolve. During the Council meeting statements of support for the VCMS were also heard from a representative of the Veterinary Defence Society (VDS) and an independent consultant on consumer affairs.
A spokesperson for the VDS said: "The VDS assisted over 150 practices that agreed to participate in the ADR trial and developed a constructive working relationship with the VCMS staff. In the vast majority of cases mediation has resulted in a satisfactory outcome with little or no financial consequences.
"The Society considers this voluntary scheme particularly suited to the many client care complaints that are directed at the RCVS due to public misunderstanding of the College’s role, but the investigation of which creates disproportionate concern to the professionals involved. The independent nature of the VCMS has been a key feature of the trial, although access to experienced, non-judgemental, veterinary advice has provided the necessary professional expertise when necessary."

A number of women from industry and practice will also share their experiences and perspectives in short sessions entitled ‘If you can see it, you can be it!’ to reflect how veterinary women can tackle challenges and make the most of opportunities.
The event is being steered by Liz Barton, the editor of Veterinary Woman, and Kerrie Hedley, the Chief Operating Officer at XLVets. Liz said: “We’ve been working hard to develop resources for women in the profession for the last few years and it’s wonderful to see so many women coming together and providing the skills and inspiration that will help other women aspire to leadership roles.”
Kerrie, who will be running a workshop on 'Overcoming Stereotypes: What does the future leader look like?' added: "From the research I undertook last year we know that there is a stereotypical perception of what a leader looks like in the profession, for example a requirement to work full time. This workshop is about crushing that stereotype and defining what the future leader could look like. I'm really excited to be supporting women to develop innovative solutions in their leadership journey and look forward to seeing what we can achieve at this inaugural event."
The event is open to anyone in the profession – vets, RVNs, practice managers, whether from independent or corporate practice, industry or academia. Registration costs £45, inclusive of VAT and £20 for students if booked at the early bird rate before 31st August.

The BSAVA has released a statement in support of the television programme Pedigree Dogs Exposed - three years on, made by Jemima Harrison. The programme was broadcast earlier this week on BBC4 as a follow up to a documentary which was first shown in 2008.
BSAVA President Andrew Ash said: "Jemima Harrison has highlighted an important issue. It is essential that veterinary surgeons, dog breeders and the general public no longer accept that breeding for extremes of conformation or knowingly from animals with inherited disease is an acceptable practice. The programme highlighted two main areas of concern, firstly the small genetic pool that exists in many breeds and secondly continued breeding for extremes of body shape. Both these areas must be addressed urgently. A civilised nation must agree that it is not acceptable to breed dogs that cannot function as dogs."
He went on to say that: "BSAVA supports the health schemes that are now available to owners as steps in the right direction. However it is difficult to believe that health schemes are going to be sufficient in themselves to tackle these problems rapidly and effectively. It is particularly perverse to be promoting health schemes and yet continuing to allow the registration and showing of progeny with Coefficients of Inbreeding as high as 47.5% or where the animal concerned is known to have failed a screening test (significant in that breed)."
Vice President Mark Johnson said: "We are supportive of the changes that the Kennel Club has made so far, and applaud them in allowing the introduction of new genes into certain breeds as demonstrated by the registration of the LUA Dalmatian. I support the introduction of the "Mate Select" scheme (link) but believe that the Kennel Club should adopt the Advisory Council on Welfare in Dog Breeding recommendation and not register puppies with a coefficient of breeding (over 5 generations) greater than 12.5%."
The BSAVA says it supports the BVA in its call for a radical review of all breed standards to ensure that they actively protect the health and welfare of the dog. However it is important to remember that inherited disease is not just a problem of purebred dogs and BSAVA supports the introduction of legislation that seeks to improve the health and welfare of all dogs.
Bayer Animal Health, maker of Tracer microchips, has produced a new video in which Emma Milne and Petlog Executive Celia Walsom consider the implications for practices of the change in the law which will make it compulsory for all dogs to be microchipped from April 2016.

The roles were confirmed by Buckingham Palace this month as part of a recent review of royal patronages.
