Bimeda has announced the launch of a new teat seal which the company claims offers a significant return on investment and an opportunity for veterinary surgeons to prompt farmers to re-evaluate their dry cow therapy and mastitis control.

He cites a case study at Waterwheel Farm in Donegal, Ireland which delivered a 300% return on investment: "Combined therapy might sound costly but this two year study saw annual mastitis cases fall dramatically, from 26 per 100 cows to 9 per 100³.
"Defra figures indicate that mastitis is the most costly disease problem that UK dairy farmers face, with a typical case costing £175.00 4. When you compare that against the cost of treatment for the herd, there's no real counter argument in my opinion."
Boviseal contains 65% Bismuth Subnitrate. Padraig says the effectiveness of teat sealing is proven but correct administration is key: "It is important to note that the conventional practice of massaging into the udder after infusion is not employed - the teat seal must stay in the teat canal."

Equine vets at the Animal Health Trust are appealing to horse riders to help with a research project, to assess the interaction between horse, saddle and rider.
Dr Sue Dyson, Head of Clinical Orthopaedics at the Centre for Equine Studies at the Animal Health Trust and Line Greve, PhD student, are conducting the study to find out how the horse, rider and saddle can influence each other. They are trying to understand better why a saddle may persistently slip to one side in some horses.
Line said: "Saddle slip is a problem seen in all sorts of horses and ponies and can contribute to back pain and thus impaired performance. Research suggests that 25% of British dressage horses have a history of back-related problems and subsequent reduced performance. Our preliminary studies involve just over 700 riders but for a more accurate picture we would like to bump this figure up to 1000 plus. We are urging all riders, whatever their level or ability, to help by completing the questionnaire."
The online questionnaire should take no more than 15 minutes to complete and all answers remain anonymous. The questions cover saddle types, fitting, use and maintenance; rider experience, training and 'handedness'; as well as horse type, use and any previous lameness or back-related problems.

Davies Veterinary Specialists, the small animal referral hospital based at Higham Gobion in Hertfordshire, has reported treating four cases of serious lungworm (Angiostrongylus vasorum) infection over the past couple of months, all within around 30 miles of each other.
The practice says it usually sees only two or three lungworm cases a year, at most. It is thought that the increase in cases could be the result of a lack of knowledge amongst some owners about the right wormers to use, as well as the fact that lungworm appears to be getting a stronger foothold in some areas, possibly due to factors such as climate change.
One of the cases referred to DVS was a Cocker Spaniel called Honey belonging to Irené O'Hanlon-Marin from Beaconsfield. Vets initially believed the dog's symptoms of neck pain, breathlessness, shaking and lethargy to be the result of a recent head injury. Serious alarm was raised when Honey appeared to suffer a fit three weeks later, became unable to walk and lost her vision in one eye. She was immediately referred to DVS as an emergency.
Peter Smith, Neurology Specialist at DVS, said: "Honey was in a pretty serious condition when admitted here and would, I suspect, have died if she'd been left another few hours. She's now back home and much improved, and appears to be regaining her sight."
Irené O'Hanlon-Marin said: "It scares me to think how little I knew about lungworm and the fact that I need to use a specific wormer for it. We have been so lucky with Honey but I am determined to help prevent other dogs going through what she suffered so we all need to help spread the word about the dangers of this parasite."
The other three cases referred to DVS were from High Wycombe, Pinner and St Albans. The practice reports that all patients have recovered well.

Zoetis, maker of Zylexis, is highlighting a new review published in Veterinary Immunology and Immunopathology, which has concluded that immune-modulators may provide a valuable contribution to the reduction of some equine respiratory diseases
The study reviewed the immune-modulators Parapoxvirus ovis and Propionbacterium acnes for the prevention of respiratory disease and other infections in the horse.
Parapoxvirus ovis (iPPVO) and Propionibacterium acnes (P.acnes) are currently used in equine medicine as immune-modulators for prophylactic treatment or adjunct to conventional therapy in order to improve immune defences, to prevent or treat infectious diseases. Their mode of action relies on a non-antigen-specific interaction with the innate and/or adaptive immune responses. iPPVO stimulates and regulates cytokine secretion by a number of leucocytes, while P. acnes acts primarily through activation of macrophages.
The review, conducted by Romain Paillot of the Animal Health Trust, Centre for Preventive Medicine, Newmarket, examined current scientific literature and reports on the use of immune-modulators in horses, particularly for the prevention or treatment of equine respiratory disease.
Stress factors such as weaning, transport and co-mingling predispose horses to infection and increase susceptibility to respiratory pathogens such as Streptococcus zoopidemicus and EHV-1/4. In the past 15 years iPPVO has been tested against several equine infectious respiratory diseases.
The review examined the results of studies on the beneficial use of iPPVO to limit the severity of respiratory infectious diseases in young horses, one of which evaluated the use of iPPVO for protection in yearlings exposed by contact challenge to EHV-1 or EHV-42,3,4. Yearlings treated with iPPVO were co-mingled with horses experimentally infected with EHV-1 and the trial was repeated with horses infected with EHV-4. Horses treated with iPPVO showed a 40% reduction in disease severity in the EHV-1 study and a 61% reduction in the EHV-4 study.
Further studies showed significantly increased frequency of recovery in horses with clinical signs of respiratory disease that had been treated with P. acnes. The decrease in disease severity was also significantly improved in the treated groups5,6.
Romain Palliot concluded: "Non-specific immune-modulators such as iPPVO or P. acnes may not provide protection against direct infection or transmission of respiratory pathogens but they seem to contribute to the reduction of the disease severity, subsequently reducing the frequency of complications and improving the rate of recovery."

Village Vet is set to become the first veterinary group to have its clinics recognised as 'Cat Friendly' under the International Society of Feline Medicine's (ISFM) WellCat For Life programme, sponsored by Purina.
Working in partnership with Purina, each clinic is undergoing a bespoke 'moggie makeover' to help make visits as stress-free as possible for cats and their owners.

Plimsoll has published the results of a study into the profitability of UK veterinary practices which has revealed a widening gap between firms making outstanding profits and those losing money.
The Plimsoll Analysis found average profit margins have fallen to 6.4% of sales and 151 of the UK's top 500 practices are now running at a loss. However, the same study has revealed 61 businesses are making record profits.

The University of Liverpool has developed a new diagnostic tool to help practitioners with their treatment programmes for osteoarthritis in dogs.
VetSurgeon.org member Dr Ben Walton, from the University's School of Veterinary Science, said: "In first opinion and referral practices canine mobility is assessed in a subjective fashion, either by a vet or owner. Assessment can differ between vets, and if more than one limb is affected it becomes even more difficult.
"Pain and mobility associated with this condition depends on recent activity levels, medication and even weather conditions, which mean that a dog can have good and bad periods and any physical assessment will only provide a snapshot of the disease.
"The most reliable data on this disease is often gathered from informally asking owners for their observations of their pet's behaviour. The difficulty until now has been knowing how to reliably record this valuable information so that it can recalled the next time the patient visits."
The new tool, which takes the form of a questionnaire, attaches score rates to quantify the level of disease against key questions addressed to the dog's owner. Owners are asked to grade their dog's activity and exercise levels, stiffness and lameness, and any changes that occur in different weather conditions. The information is recorded digitally so that it can be referred to throughout a patient's treatment programme.
Ben said: "This record of behaviour history, together with clinical assessment, could provide a more detailed understanding of how the disease is progressing, and importantly how healthy and comfortable the dog is."

The RSPCA has announced that it will continue its fight to stop the Government's planned cull of badgers after MPs voted against an opposition motion to reverse the Government's strategy aimed at combating bovine TB.
MPs voted 299 to 250 against proposals to stop the cull going ahead in two pilot areas in Somerset and Gloucestershire - a narrower margin than the Government has in the House of Commons despite the three-line whip enforced.
RSPCA chief executive Gavin Grant said: "We fight on. This vote flies in the face of scientific and public opinion. We are grateful to those MPs who spoke out against the cull and particularly those who defied the Government's three line whip.
"There can be little doubt that had MPs been free to express their views through a free vote there would have been a large majority against the cull as there was last October.
"The only real way forward is the vaccination of both cattle and badgers, better biosecurity and control of cattle movements."
The debate follows a report issued by the EFRA select committee which said more investment is urgently needed into vaccination as a solution for bovine TB.
One of the earliest decisions of this government was to cancel five of the six badger vaccination projects planned - a policy the RSPCA believes was short-sighted.
RSPCA chief executive Gavin Grant said: "Much more needs to be done to bring forward the timetable for the development of effective oral vaccination programmes for both cattle and badgers as the EFRA report says.
"Meanwhile we stand ready to work with those who want to vaccinate and save lives rather than cull and kill."
Lauren Pears, an Australian entrepreneur, is about to launch the country's first 'cat café' in London, where aficionados of felines will be able to enjoy a cappuccino in the company of ... a cat.
Lady Dinah's Cat Emporium is aimed at city dwellers who are unable to have their own pet, novelty seekers, parents and tourists.
At this stage, Ms Pears intends to have around 10 cats in the café, with up to 50 people having coffee with them at any one time.
Interest in the new café has been phenomenal: over £100,000 has been raised for the project so far, via the crowd-funding website Indiegogo, and over 3000 pre-sales tickets sent to those people who have invested.
Meanwhile the British Small Animal Veterinary Association has highlighted some of the potential problems with the concept. BSAVA President Professor Michael Day said: "While some cats appear content living in groups and interacting with human strangers, other cats can be very stressed in these circumstances. It isn't always easy to identify whether a cat is suffering from stress - this is often missed or misinterpreted. For example, inactivity can be seen as contentment, but they are actually internalising their anxiety. The input of a veterinary behaviourist and appropriate staff training will be essential."
The Guardian has published it's University Guide 2014, which ranks Cambridge as the best vet school, and Bristol as the worst.
Universities were ranked by the Guardian according to a number of criteria, including what percentage of students are satisfied with the course, the student:staff ratio and the amount spent per student.

Interestingly, though, only 76% of Cambridge students are in graduate level jobs, or studying further, within six months of graduation, compared to Glasgow's 95%. Meanwhile, Nottingham had the highest percentage of students that were satisfied with the course and the teaching. Liverpool had the highest spend per student, and Cambridge had the lowest student:staff ratio.
The Hertfordshire-based referral centre Davies Veterinary Specialists, has announced it is to support Mission Rabies, a charity which aims to reduce the number of children in India that die as a result of contracting rabies from dogs.
According to the charity, it is estimated that at least one child dies from rabies every hour in India, normally contracted from dog bites. Mission Rabies aims to establish the country's first National Rabies Network to supply cheap, effective vaccines nationwide and monitor disease prevalence. The campaign will also include surgical training programmes in rabies danger zones, to train local vets in the best field techniques for dog population and vaccination control. The charity says it intends to vaccinate two million dogs in the key hotspot areas of India over the next three years.
Davies Veterinary Specialists is donating 50,000 rabies vaccines, to be used during the first month of the campaign, which launches this September.

Petlog has released the results of research to discover what dog owners know about microchipping and the upcoming change in legislation which will make chipping compulsory from 2016.
The survey was conducted amongst 1000 people in May. 46% of those that own dogs were unaware that microchipping is to become compulsory. Of the 54% that did know about the new legislation, only about 20% knew that it comes into force in 2016.
The survey revealed a surprising lack of understanding about how microchips work. 14.85% of dog owners - which would amount to more than 1M people in the UK - thought a microchip acted as a GPS device.
Half of all pet owners did not know whether the contact details on their pet's microchip record are up to date.
Petlog conducted the survey as part of National Microchipping Month which takes place this June. The awareness campaign has been running for 10 years now, to raise the profile of pet microchipping and its benefits and also to educate pet owners about how it works, the need to keep contact details up to date and how to make the most from a database.
Celia Walsom, Petlog Executive said: "Raising awareness about microchipping was our first priority when we began National Microchipping Month in 2004, but now we want to ensure pet owners fully understand exactly how the microchip works, that they need to keep their contact details up to date and of course are aware of what is happening in regards to legislation.

"Worryingly the research found that around 12% of pet owners wrongly believe that the microchip acts as some sort of GPS device, or can stop a pet from wandering a certain distance. It is important that people understand how a microchip works so that they know how to make the most of it.
"We also need pet owners to understand that they need to keep their contact details up to date as it becomes a lot harder and slower, if possible at all, to reunite pets when contact details become outdated."

As the open season for shooting badgers begins on 1 June, the British Veterinary Association is reiterating its support for the planned badger cull pilots as part of the overall bovine TB eradication strategy in England.
Although the shooting of badgers is not expected to start until later in the season the BVA says it is responding to activity amongst those who oppose the cull and appealing to them to allow the necessary scientific work to take place unhindered in the two pilot cull areas.
The association points to the evidence base behind the policy - data from the Randomised Badger Culling Trials (RBCTs) - which shows that bovine TB in cattle can be reduced by around 16% in areas where a targeted, humane badger cull has taken place. The pilot culls will use different culling methods to the RBCTs and are therefore being monitored by the Independent Expert Panel made up of experts in veterinary pathology, animal welfare physiology, wildlife ecology, badger behaviour, wildlife management, ecological theory, statistics, and marksmanship.
Peter Jones, President of the BVA, said: "We have not taken the decision to support the pilot badger culls lightly; we have considered all of the scientific evidence, which supports the management of bovine TB in badgers in order to reduce the incidence of the disease in cattle.
"We accept that there is a gap in our knowledge, which is whether controlled shooting can deliver a badger cull humanely and safely, and to the same degree of effectiveness as cage trapping and shooting. That is what the pilots are designed to address and why is it important that they are allowed to go ahead unhindered.
"We understand that this is a highly emotional issue but we must be able to gather the evidence to enable future policy decisions to be based on science."
The RCVS DC has directed that a Wirral-based veterinary surgeon should be removed from the Register after finding that he had treated clients badly, kept inadequate clinical records, was dishonest in dealing with the RCVS, and that animals in his care were placed at risk.
At the end of the five-day hearing, the Committee found that Ian Beveridge, of the Daryl Veterinary Centre, Heswall, was guilty of charges relating to two separate cases: one concerning a crossbred bitch named Holly, who belonged to Mr and Mrs Flanagan and was treated in February 2011; and the other, a cat called Blu, belonging to Ms Simpson and treated in March 2010.
On the morning of 23 February 2011, Holly was admitted to the Daryl Veterinary Centre in a collapsed state with a swollen abdomen. The Committee found a proper assessment should have led Mr Beveridge to perform an abdominocentesis at the practice, the results of which, in view of the practice and its facilities, would inevitably have led to Holly immediately being referred elsewhere. However, the Committee heard that Mr Beveridge simply placed her on a heat pad for observation until about midday, something it considered no reasonably competent veterinary surgeon in general practice would have done. The Committee also found that, on more than one occasion, Mr Beveridge had refused to discuss referral with Mrs Flanagan, and this amounted to failing to treat her with courtesy and respect as required by the RCVS Guide to Professional Conduct 2010, which applied at that time. Holly was ultimately referred elsewhere and survived. The Committee also found the records of Holly's admission to be completely inadequate.
Blu was presented on 22 March 2010 in a collapsed state by Mr Taylor, Ms Simpson's former partner with whom the cat lived. The Committee found that Mr Taylor was told that the cat would be kept on a heat pad, that no other treatment or diagnosis was discussed, and that the possibility of euthanasia was not raised. Having been unable to contact Mr Beveridge that evening, Ms Simpson went to the practice the following morning, intending that her cat be discharged and taken elsewhere. However, the Committee found, when Mr Beveridge eventually fetched Blu, who had died, he blocked Mrs Simpson's exit from the consulting room, saying words to the effect that had she been a better owner, none of this would have happened.
Mr Beveridge also sent to the College clinical records for Blu detailing a blood sample taken at 19.00 on 22 March, and subcutaneous fluids administered during that night. The Committee found this to contain deliberately false information in order to cast a better light on his management of Blu and that he was dishonest; the document was essentially a fabrication to enhance his own interests.
In reaching its decision, the Committee said that it made allowances for the fact that Mr Beveridge operated in first-opinion practice at a basic level. Notwithstanding this, however, it found him guilty of a very serious failure of care to both patients, which gave rise to serious risks to their safety and welfare.
Professor Peter Lees, chairing and speaking on behalf of the Committee said: "On each occasion [Mr Beveridge] treated the owners with a lack of courtesy and respect and made the difficult and distressing circumstances in which they found themselves much worse than they need have been. The Committee takes a very serious view of his attempt to prevent Ms Simpson leaving the consulting room with Blu, and of the unjust and upsetting way in which he sought to blame her for the animal's death. He showed her no consideration at all. Likewise his refusal to contemplate referral for Holly until compelled by Mrs Flanagan to do so and his persistent refusal to engage with her about this at all was, in the Committee's view, reprehensible."
The Committee directed Mr Beveridge's name should be removed from the Register.
The Veterinary Benevolent Fund has launched an electronic version of the Pocket Book of Tips for Practising Vets which will be given away free to all final year veterinary students in the UK.
At the launch party at the Royal Veterinary College's Hawkshead campus, the two authors spoke to final year students about making a success of their first year in practice and passed on tips gleaned from the collective experiences of veterinary surgeons from all over the UK. The audience then joined the authors at a party afterwards and took the opportunity to ask them more questions about what it will really be like when they start their first job in the profession.
Alan Jeans, one of the authors, said: "We are grateful to the VDS for funding the event and to Elanco for funding the publication of the book. Over the many years I and my colleagues have mentored new graduates, we have seen which attitudes and approaches seem to result in the most success in the early years of a veterinary career. We would like to pass this experience on to those joining the profession. Many final year students will currently be stressed about their exams and may be anxious about their first job so we wanted to reassure them that, although there will inevitably be highs and lows during their career, there is support available should they ever need it."
The collection of tips in the book was accumulated from practising vets all over the UK and is relevant to all areas of practice, small and farm animal, equine as well as some general practical suggestions. The book has raised over £7,000 for VBF - the charity that supports veterinary professionals.

A survey carried out by Fish4Dogs has found that a 'staggering' 43% of dog owners do not brush their dog's teeth.
As part of the research, 800 people from across the UK were quizzed about their attitude to their pet's dental care in the lead up to the British Dental Health Foundation's 'National Smile Month' (May 20th-June 20th).

Organisers are calling for entrants for this year's Vet Charity Challenge, an outdoor sporting fundraiser which also serves as a team building event for practices.
Competitors take part in walking, running, cycling and kayaking challenges, along with some orienteering and mental and physical tasks, in teams of four.
The event will take place on Saturday 28th September at Pershore College, Worcestershire.
Organisers say the Vet Charity Challenge has been designed for every level of fitness and success on the day depends very much on how well each team member works together, rather than physical fitness.

The Vet Charity Challenge 2012 raised a total of £21,000, which was shared between three animal charities. The event in 2013 will raise funds for Hearing Dogs for the Deaf, SPANA and Animals Asia.
A new study published in Equine Veterinary Journal's (EVJ) in partnership with the American Association of Equine Practitioners, has shown that a wireless, inertial sensor-based system can effectively measure a horse's response to a flexion test.
The authors say that opinions on the value of flexion tests in assessing equine lameness have been divided for many years, but their research should turn what has always been regarded as a subjective process into a wholly objective one.
Flexion tests are used routinely in horses with subtle or imperceptible lameness, to exacerbate the problem and make it apparent to the observer. The test involves applying a short period of pressure to the joints of the limb before re-examination, and evaluating any change in gait. However, flexion tests rely on the ability of the observer to identify and interpret changes in the horse's gait and in that respect these tests are subjective and not necessarily consistent between observers.
The research study was conducted by orthopaedic surgeons based at the University of Glasgow's School of Veterinary Medicine1. A total of 17 healthy adult horses, all in work, were fitted with sensors before being trotted in a straight line. The sensors measured vertical pelvic movement asymmetry for both right and left hind limb strides and the average difference in maximum and minimum pelvic height between right and left hind limb strides. A hind limb was randomly selected for 60 seconds of proximal flexion, after which the horse was trotted for a minimum of 10 strides. Response to the flexion was blindly assessed as negative or positive by an experienced observer.
John Marshall, lecturer in equine surgery at the University of Glasgow, who led the study, said: "A positive response to flexion resulted in significant changes to objective measurements of pelvic symmetry, supporting the use of inertial sensor systems to objectively assess response to flexion tests."
Professor Jim Moore, North American Editor of the EVJ, said: "The introduction of an objective approach to documenting lameness examination will not only help vets and trainers to investigate equine lameness more accurately. It will also serve as an unbiased method of communicating lameness examination findings among vets, trainers, farriers and other professionals."
The next phase of research will be to establish cut-off values for objective assessment of other equine lameness diagnostic procedures, such as nerve blocks.
New research led by academics at the University of Bristol's School of Veterinary Sciences has shown that 85% of pet cats are not neutered by the recommended age of four months, possibly due to cat owners needing better information about when to neuter their cat.
In 2006, the recommended neutering age of pet cats reduced from six to four months of age. The study assessed the proportion of cats neutered at these ages. Data was obtained from owner-completed questionnaires at recruitment, when kittens were aged eight to 16-weeks, and six and a half to seven months of age. Demographic and lifestyle factors were also assessed for potential association with neuter status.
The researchers found that of the 751 cats in the study, 14.1% and 73.5% had been neutered at or before four and six months of age, respectively. Cats were significantly more likely to be neutered at four months if their owners had always intended to have their cat neutered by this age. They were also significantly more likely to be neutered at four months if they were microchipped or from households in deprived regions.
The likelihood of being neutered, compared with unneutered, at six months of age was significantly increased for cats that were insured, obtained from an animal welfare organisation, given their second vaccination, from a household with an annual income of over £10,000 and owned by people intending to have their cat neutered by this age.
Dr Jane Murray, Cats Protection Research Fellow in Feline Epidemiology, said: "Neutering is recommended as an effective way of reducing the number of unwanted cats in the UK. Our study found that age of neutering was associated with the age of intended neutering. Cats can reach puberty at four to five months of age therefore, it is important that owners are aware of the recommended age of neutering at four months, to reduce the number of unplanned pregnancies that occur."
The study suggests that while neutering rates were high at six months of age, they were low at four months of age, and that further work is required to publicise the recommended neutering age of four months to cat owners.

The Veterinary Medicines Directorate (VMD) has granted MSD Animal Health a provisional UK marketing authorisation for Bovilis SBV, the first vaccine specifically targeting the Schmallenberg virus (SBV) in cattle and sheep.
SBV, which emerged in late 2011, is transmitted via insect vectors, mainly midges and causes transient clinical symptoms in adult cattle and sheep, such as fever, diarrhoea and reduced milk yield, as well as congenital malformation in newborn calves and lambs. As of March 31st 2013, 1753 cases of SBV had been confirmed throughout the UK. SBV has now been detected in every county in England and Wales.
Andras Bolcskei, Country Manager, MSD Animal Health UK said: "On behalf of Merck MSD, we would like to thank the VMD for its partnership and support to fast track the availability of Bovilis SBV to the market. There was a tremendous urgency for a SBV vaccine in the UK especially given the marked increase in confirmed cases over the past year and the increasing importance to help control this devastating disease."
MSD says that studies it conducted in support of the provisional marketing authorisation showed that all animals responded with formation of virus neutralizing antibodies. During the studies, reduced viraemia against SBV was observed in sheep vaccinated once and prevention of viraemia was observed in cattle vaccinated twice, whereas all animals in the control groups developed infection and became viraemic. In studies to date, Bovilis SBV has been shown to be efficacious in cattle and sheep.
The vaccine is based on wild-type SBV that has been inactivated and contains an adjuvant that stimulates the immune response.
The vaccine will be available in 20ml and 100ml vials. Bovilis SBV is indicated for the active immunisation of cattle to prevent viraemia against SBV and for the active immunisation of sheep to reduce viraemia against SBV.
MSD says it is working diligently to expedite stocks to the UK, and expects Bovilis SBV to arrive in the UK in the coming weeks.
The British Equine Veterinary Association (BEVA) has announced that it is reducing the cost of its CPD by 50% this year and making its webinars free to members.
David Mountford, Chief Executive of BEVA said: "Last year we were able to capitalise on some efficiencies in other areas of BEVA operations. We are delighted to be able to hand the resulting benefits directly back to our members across all our CPD programme during 2013."
The Association says its CPD covers a broad range of topics is aimed at busy vets who need to build CPD points, whether new graduates, equine or mixed practitioners. It takes the form of clinical workshops, regional meetings, nursing meetings, webinars and one, two and three day practical courses, held in the UK.

The RCVS has written to the MPs drawn in today's private members' Bill ballot to call upon them to introduce legislation to protect the title 'veterinary nurse' and introduce an effective regulatory system that would ensure that those veterinary nurses found guilty of serious professional misconduct are prevented from carrying out medical treatment to or surgery on animals.
Currently the title 'veterinary nurse' is not protected, so anyone can legally refer to themselves as a veterinary nurse, regardless of their level of training.
Furthermore, veterinary nurses (VNs) are not subject to statutory regulation; the RCVS uses powers under its Royal Charter to award certificates to VNs who have undergone approved training. Qualified VNs (whose names appear in a List of certificate-holders published by the RCVS) are allowed to give medical treatment to, or carry out minor surgery on, animals under the Veterinary Surgeons Act 1966 (VSA).
In 2007, the RCVS introduced a non-statutory Register of Veterinary Nurses. Registered veterinary nurses (RVNs) commit to follow a code of professional conduct, keep their skills and knowledge up to date and submit to a disciplinary system.
RVNs found guilty of serious professional misconduct can be suspended or removed from the Register at the direction of the RVN Disciplinary Committee (DC), but the RCVS has no power to remove them from the List. This means they can still legally give medical treatment or carry out minor surgery and perform other nursing duties specified under VSA (although they will then be formally listed as 'DC removal - Listed').
The RCVS has been working for some time to develop a framework for the regulation of veterinary nurses and has sent the ballot MPs a pre-prepared Bill, drafted by leading Counsel.
The statutory regulation of VNs is widely supported by the veterinary nursing profession and the public. This is evidenced by a 2012 HM Government e-petition, calling for the statutory regulation of veterinary nurses, which received over 2,500 signatures. Furthermore, the regulation of veterinary nurses by statute is supported by the British Veterinary Nursing Association and the British Veterinary Association, the representative bodies for veterinary nurses and surgeons in the UK.
RCVS Chief Executive Nick Stace said:"I urge MPs selected in today's Ballot to take forward legislation for the statutory regulation of veterinary nurses and the protection of the title veterinary nurse. The nation's animals and owners deserve better than the current situation.
"There is widespread support amongst the public and profession for such legislation, so the RCVS has had a Bill drafted by leading Counsel and is prepared to offer significant support to any MP willing to pick up this worthy cause."
