Plans for the introduction of a disciplinary mechanism for Registered Veterinary Nurses (RVNs) have been agreed by the RCVS Veterinary Nurses Council.
RVNs agree to account for their professional conduct and keep their skills and knowledge up to date: over 70% of eligible veterinary nurses have now joined the non-statutory Register.
The Veterinary Nurses Council agreed to a period of nearly three years between the opening of the Register and the College putting in place a disciplinary mechanism. This was to give RVNs time to get used to their new rights and responsibilities. Plans are now in place to introduce a disciplinary system from September 2010.
Charges could be brought against a veterinary nurse if found guilty of fraudulent registration, criminal convictions which render him or her unfit to practise as a veterinary nurse, or allegations of disgraceful professional conduct.
The sanctions would be the same as for veterinary surgeons, ie to remove a nurse's name from the Register (with the nurse eligible to apply for restoration after 10 months), or to suspend the nurse, with his or her name returning to the Register immediately after the period of suspension. A veterinary nurse would not be able to carry out Schedule 3 tasks while removed from the Register.
Complaints would initially be dealt with by the Veterinary Nurses Preliminary Investigation Committee (VN PIC), which will assess whether the complaints should be taken to the hearing stage. Three RVNs will sit on this committee. They will be joined by three members of the veterinary PIC, including either the RCVS President, or one of the Vice-Presidents, and one Lay Observer.
Meanwhile three RVNs will join existing members of the RCVS Disciplinary Committee (DC) to form a VN DC, to adjudicate on charges against a veterinary nurse. These individuals will not currently sit on VN Council. If the case were against a VN, the sitting panel would include at least one veterinary nurse, one veterinary surgeon and a lay person acting as chairman. A legal assessor would also sit with the Committee to offer advice.
If a case were to concern both a veterinary surgeon and a veterinary nurse, the preliminary investigation would be carried out in tandem but with separate disciplinary hearings.

Merial Animal Health, manufacturer of Previcox, has launched a new campaign in small animal practices across the UK to continue to spread the message of 'total joint health'.
As part of the campaign, Merial has produced 'The A-Z of Canine Mobility' - a series of short articles and bite-sized information which can be disseminated to clients, helping to educate dog owners about canine osteoarthritis and the treatment options available.

Merial says the message about the importance of joint health and osteoarthritis is not well understood by pet owners, as demonstrated by a recent survey1 which found that only 53% of the owners of old dogs considered reduced willingness to exercise as serious enough to require veterinary attention.
Merial's Technical Manager, Kevin Whelan said: "The results highlight the fact that owners of older pets, even those who would be considered as responsible pet owners, do not consider signs such as unwillingness to exercise or hind leg stiffness to be particularly important. It's therefore important to educate and engage pet owners on this topic to encourage them to seek advice from their vet"

The Diabetic Clinical Score is a quick, standardised scoring system to record the clinical signs of diabetes in a patient, which was designed by Royal Veterinary College Internal Medicine Specialist Stijn Niessen
The scoring system has been turned into a pet diabetes app which allows clients to record and monitor the impact of treatment.
CVS' aim is to use the recently validated tool in over 80% of patient cases to improve the treatment and control of diabetes whilst supporting the practice team to develop their skills in managing the condition.
Participating practices will use the DCS, alongside blood glucose measurements, to diagnose and monitor patients.
Veterinary nurses will refer animals coming in for six-monthly Healthy Pet Club check-ups to a vet for a possible diabetes diagnosis, whilst vets diagnosing diabetes will introduce owners and patients to the DCS to record a diabetes log, to help manage the condition.
To upskill and develop colleagues in the use of the DCS, dedicated vet and nurse training sessions have been held by the clinical leadership team, including a kick-off ‘diabetes day’ which focussed on current thinking and introduced the DCS tool.
CVS teams have also grouped together to agree a coordinated approach to managing pets with diabetes in their practice.
Supporting diabetes resources have also been drafted for practices, including new clinical guidelines, supporting paperwork and CPD.

Last year saw the highest ever increase in the number of people enrolling as veterinary nursing (VN) students on vocational courses, according to figures released by the Royal College of Veterinary Surgeons.
In 2011, some 1,041 students registered with the RCVS to pursue vocational VN qualifications, compared with 809 in 2010 - a 29% increase.
The total number of people enrolling as student veterinary nurses on either vocational or degree courses in 2011 was 1,439, compared with 1,083 the preceding year - an overall increase of a third.
Libby Earle, head of the RCVS VN Department said: "The overall increase could partially be explained by degree students seeking to avoid increased university tuition fees. However, although there is a noticeable increase in enrolments linked to higher educational courses, this does not explain the increase in further education students.
"A more significant factor is likely to be the inception of the Level 3 Diploma, as this can be undertaken as a full-time programme," Libby continued. "As Colleges running such programmes arrange the practical training placements for their students, this opens up opportunities for the considerable number of people who want to become VNs but who are not employed by a training practice. When we introduced the qualification in 2010 we hoped that this would help to increase the number of VN students - so it's great to see this is happening already and with such a marked increase."

The RCVS has appointed Nicola South to the new role of Customer Experience Manager, a new role intended to help improve the experience for vets, veterinary nurses and the public in their dealings with the College.

Intervet has announced that its bluetongue vaccine, Bovilis® BTV8 has been granted a licence by the Veterinary Medicines Directorate (VMD). The licence, which is the first for a bluetongue vaccine in the UK, sets out dose rates and treatment regimes for the product use.
The recommended dose rates for animal over one month of age are as follows:
Sheep – 1 x 1ml, injected subcutaneously.
Cattle - 2 x 1ml, approximately three weeks apart, injected subcutaneously.
In successive years, re-vaccination should be given two weeks prior to the risk period.
Treated animals should have protective immunity three weeks after the initial course. Bovilis BTV8 should only be administered to healthy animals. Treated stock may have a slight swelling at the site of injection.
The vaccine must be stored at between 2ºC – 8ºC and, once opened, should be used within eight hours. The vaccine is available in 20ml and 50ml bottles. The licence recommends the use of multi injection vaccination systems.
Intervet will be supplying a discounted 1ml vaccination gun into the market.

The materials have been produced by Wendy Bament, exotic animal veterinary nurse at the Royal (Dick) School of Veterinary Studies in Edinburgh. Following workshops at the London Vet Show last year and feedback from the delegates, Wendy has transcribed some of the processes and protocols developed by the exotics team at Edinburgh for dissemination to veterinary practices across the UK.

Following the announcement from the Dogs Trust that the number of stray and abandoned dogs has reached an 11 year high, Pedigree has launched it's fourth annual Adoption Drive.
The campaign, which seeks to raise awareness and funds for the thousands of strayed and abandoned dogs in the UK, comes at a time when recent statistics put the number of dogs being picked up by local authorities in the last year at 126,176 - the worst in over a decade.
Since its launch, The Pedigree Adoption Drive has raised over £1million for rescue centres up and down the country who are working tirelessly to find new and loving homes for abandoned dogs. Last year alone, grants of almost a quarter of a million pounds were distributed to 34 rescue homes and went towards funding the vital refurbishment of dilapidated kennel blocks, desperately needed veterinary facilities and the supply of essential surgical equipment.
TV presenter and wildlife vet Steve Leonard, who is supporting this year's campaign, said: "Rescue centres across the country are at capacity due to the overwhelming number of stray and abandoned dogs in Britain - a number which is sadly still on the rise. We need to work together to make people aware of this issue and educate them about both the benefits and commitment involved in owning a dog. David, who graduated at Bristol in 2019, worked in mixed practice before joining Scarsdale Vets’ farm animal team early in 2020, where he developed a passion for small ruminant work and completed his CertAVP (Sheep).
He went on to relaunch the ‘flock health club’ and secured funding for new advanced breeding services to support sheep farms across the Midlands.
After sustaining significant injuries in a serious car accident, he was forced to step down from clinical work but went on to set up his veterinary consultancy, offering CPD training for vets and students working with The Webinar Vet and Vet Times.
This year, he joined NoBACZ Healthcare as their International Business Development Manager, where he works to bring their products into the livestock health markets globally.
He continues to offer sheep advisory services to farmers and teach students, and recently supported APHA as an OV during the current BTV-3 outbreak.
On being named the winner, David said: “I was stunned to even be nominated for this prestigious award, let alone win it!

Eddie Clutton, Clinical Director of the Wellcome Trust Critical Care Laboratory for Large Animals (Roslin Institute), won the BVA Advancement of Veterinary Science Award (Dalrymple-Champneys Cup and Medal) for his distinctive contributions to the field of veterinary anaesthesia.

Dogs Trust, the UK’s largest dog welfare charity, is appealing for rural homes for a number of dogs currently housed at Dogs Trust Shoreham. Staff at the Rehoming Centre have affectionately nicknamed them ‘The Famous Five’.
This motley crew (pictured above, left to right) also go by the name of Kay (a five year old male Pointer cross), Ashes (a six year old male Collie cross), Josh (a seven year old male German Shepherd cross), William (a three year old male cross breed) and Maria (a four year old German Shepherd cross) and are unfortunately finding their time in kennels very stressful indeed. Dogs Trust are therefore looking for some very understanding new owners who have the patience and dedication to get to know these dogs on a one-on-one basis.
According to Dogs Trust, these dogs are exceptionally loyal and urgently need rural homes. Regrettably, they cannot cope with walks on a lead. A home with a large plot of secure land or fenced garden would be ideal for exercise and play. These dogs will be happy living in or outside as long as suitable accommodation is available.

The Kennel Club has announced the launch of a new, internet-based research and knowledge sharing hub designed to bring researchers, veterinary surgeons and dog owners together.
The Kennel Club says that one of the key benefits of the Bio-Acquisition Research Collaboration (BARC), will be the ability for users to request and share tissue samples to assist with canine research. Researchers will be able to post requests for samples based on particular specifications, such as the health status of the required dog(s), the age and sex of the dogs, and how the sample should be preserved. This will simplify the process for researchers looking for samples to aid their work, which will ultimately benefit canine health research on a larger scale.
Aimee Llewellyn, Kennel Club Health Information Manager said: "BARC will be a unique online platform which will facilitate bringing together researchers and clinicians with the aim to promote dog health and unite those interested in canine health research.
"It will be a place for researchers to request the samples they need to undertake current research and will allow for vets and members of the public to offer such samples where possible in order to enable this. If, for example, a dog sadly passes away through a little known illness or disease, its owner could, when appropriate, contact researchers who are working on finding a cure, so the problem of one dog could potentially help solve the problem of many.
"The research exchange facility will also be a great way for vets to go over and above what they do in their day to day work, and we hope to see a real collaboration of those dedicated to improving dog health across the board."
Dr David Sargan, a respected scientist and senior lecturer from the University of Cambridge Department of Veterinary Medicine, said: "BARC is an exciting venture. There is currently nothing like it in the UK to facilitate the sharing of canine research and I have no doubt that it will truly support canine science by creating a network of research and sample sharing. I would recommend other researchers utilise this platform to assist with their work and to find out what others are doing. Ultimately this will benefit canine health research across the board."

A study published in Current Biology has demonstrated that there are remarkable similarities in the way that dog and human brains respond to sound, and that dog brains, like those of people, are also sensitive to acoustic emotional cues.
Lead by Attila Andics, researchers from MTA-ELTE Comparative Ethology Research Group in Hungary trained 11 dogs to lay motionless in an fMRI brain scanner. This made it possible to run the same neuroimaging experiment on both dog and human participants - something that had never been done before. They captured both dogs' and humans' brain activities while the subjects listened to nearly 200 dog and human sounds, ranging from whining or crying to playful barking or laughing.
The resultant scans showed that dog and human brains include voice areas in similar locations. Not surprisingly, the voice area of dogs responds more strongly to other dogs while that of humans responds more strongly to other humans.
The researchers also noted striking similarities in the ways the dog and human brains process emotionally loaded sounds. In both species, an area near the primary auditory cortex lit up more with happy sounds than unhappy ones. Andics says the researchers were most struck by the common response to emotion across species.
There were some differences, too: in dogs, 48% of all sound-sensitive brain regions respond more strongly to sounds other than voices. That's in contrast to humans, in which only 3% of sound-sensitive brain regions show greater response to nonvocal versus vocal sounds.
The researchers say that the findings suggest that voice areas evolved at least 100 million years ago, the age of the last common ancestor of humans and dogs. It also offers new insight into humans' unique connection with our best friends in the animal kingdom and helps to explain the behavioural and neural mechanisms that made this alliance so effective for tens of thousands of years.
Andics said: "This method offers a totally new way of investigating neural processing in dogs. At last we begin to understand how our best friend is looking at us and navigating in our social environment."

The Kennel Club has called for greater awareness about child safety around dogs following the release of figures showing that 16% of incidents involving dogs happen to under 10 year olds.
The Health and Social Care Information Centre (HSCIC) has revealed that under 10's accounted for the highest rate of admissions per age group for bites and strikes from dogs. The Kennel Club is urging people to communicate with their children about safety around dogs with help from the Kennel Club's Safe And Sound scheme.
The Safe And Sound scheme has been specially created by the Kennel Club to educate children about the correct behaviour around dogs. As well as teacher's notes and literature, the scheme includes an online game called the Safety Factor Challenge.
The Safety Factor Challenge takes children through a number of scenarios and asks what they would do in each - such as if a dog is in a child's way and eating its dinner, the game then asks the child what they should do. The Kennel Club says it is not unusual for children to think that moving the dog is a good idea; however the game shows the possible negative reaction a child could get if they chose this option and instead are advised to wait for the dog to finish.
Elaine Quickfall, a home tutor with Gateshead Behaviour Support Service said: "We take it for granted that our children should know how to behave, but if they have no prior knowledge why would they? Games like this are great as they provide a visual example of the consequences of choosing different actions."
HSCIC has revealed that of the 6,450 admissions to hospital for dog bite and strike injuries, 1,040 involved a child under the age of 10. The Kennel Club believes that with better communication with children about appropriate behaviour around dogs could dramatically reduce this figure and is calling on all parents to ensure that their children know how to behave around dogs.

The RVC’s UK Canine Research Funding Analysis Project was structured in three phases to assess the state of canine health and welfare research funding in the UK.
Phase one identified that animal-directed funders provided nearly 90% of all canine-specific research funding, with wide-scope funders contributing larger grants but primarily focused on One Health research.
Phase two then revealed research gaps, such as the underfunding of studies on responsible breeding, canine behavioural issues and the impact of human lifestyle on canine welfare.
The third and final phase explored the challenges in research design, processes and sector infrastructure.
The third phase was led by the RVC’s Dr Alison Skipper, Postdoctoral Researcher into Canine Research Funding; Dr Rowena Packer, Lecturer in Companion Animal Behaviour and Welfare Science; and Dr Dan O’Neill, Associate Professor of Companion Animal Epidemiology.
The findings revealed a number of common challenges researchers face in securing funding and delivering effective research.
The research team then provided a set of recommendations to help improve canine research in the UK.
These challenges and proposed solutions include:

"While UK funders have made valuable contributions, our findings show that inefficiencies in funding processes, a lack of collaboration and limited support for early-career researchers are preventing research from having its full impact.
"By streamlining applications, increasing transparency and fostering strategic partnerships, we can ensure that future research is both effective and directly beneficial to dogs.”
The organisers of Rabbit Awareness Week (15th-21st September) are calling on veterinary practices to show their support and sign up to its free health check scheme, to highlight the importance of preventative healthcare for rabbits.
This year's RAW campaign is focusing on vaccinations, to protect one of Britain's most popular small pets from two painful and potentially fatal diseases, myxomatosis and Rabbit Haemorrhagic Disease (RHD).
Participating practices will receive free support packs to help them advertise and run their own health check events, as well as care advice materials to give out to clients who bring their rabbits in.
Rabbit Awareness Week 2012 is backed by Burgess Excel and various partners, including MSD Animal Health, RSPCA, PSDA, Blue Cross, Wood Green The Animals Charity and RWAF (Rabbit Welfare Association & Fund).

The average rabbit should live at least 8-12 years, but one in three pet owners (38 per cent) estimate a rabbit's maximum lifespan to be five years*. Along with meeting their dietary, behaviour, environment and companionship needs, Britain's rabbits' must be protected from pain, suffering, injury and disease to ensure they are healthy and happy. Vaccinations are an important part of responsible pet ownership and will help to ensure that rabbits live a long and healthy life."

Less than a quarter of veterinary students starting their degrees in 2009 were male (24%), according to figures released today in RCVS Facts.
This is up slightly from 23% last year, but down from just over 30% in 1999: ten years before that, the gender balance of new students was approximately 50:50. Meanwhile, 53% of UK-practising veterinary surgeons are female.
RCVS Facts is part two of the RCVS Annual Report, and presents a statistical picture of the veterinary and veterinary nursing professions. Other headline facts include a 21% increase in the number of practice premises registered with the College since 1 April 2009, bringing the total on the Register of Veterinary Practice Premises to 4,821; some 766 veterinary nurse students completing their training and becoming eligible to register (an increase of 28% compared with those eligible to register during the previous two-year period) and an increase of nearly 10% in the number of complaints received about veterinary surgeons, to 739.
