According to the Associations, a number of practices have been offering unpaid work, and whilst these offers may seem attractive to newly qualified vets who want to gain access to veterinary workplaces, they devalue the individuals and the veterinary profession.
Offering unpaid roles also exacerbates the problems surrounding lack of access to the profession for those who can’t afford to work for free and contradicts efforts to widen participation in the veterinary sector.
In addition, there are governance issues associated with individuals undertaking veterinary roles before they are registered with the RCVS and there are concerns around individuals undertaking voluntary roles without indemnity insurance.
The Veterinary Defence Society has advised that the Veterinary Surgeons (Practice by Students) (Amendment) Regulations 1993 allow veterinary students to carry out acts of veterinary surgery under the direction and supervision of a veterinary surgeon. After graduating as a vet, individuals are no longer classified as “veterinary students” and must either revert to only doing work which would be delegated to a lay member of staff or register with the RCVS.
Once registered with the RCVS, graduates must abide by the Code of Conduct whether they are volunteering or paid. One such requirement is that veterinary surgeons must have professional indemnity insurance. Veterinary graduates cannot register as a veterinary nurse and if they are not registered as a veterinary surgeon, they must not undertake those acts of veterinary surgery that can lawfully be delegated to RVNs.
BVA President Daniella Dos Santos said: “The Covid-19 crisis has thrown up many challenges for veterinary practices, but we make a plea to the profession not to exploit final year students and new graduates at this difficult time. These individuals are professionals and they deserve to be paid professional new graduate salaries, as we all were. There is a problem to be solved with regard to safe working, particularly in large animal and equine practice, but underpaying and undervaluing people is not the solution.
“BVA has been working with Vet Schools Council and others to champion diversity in our vet schools and the wider profession. If we only provide opportunities for those who can afford to work for free, we will be taking an enormous step backwards.”
Izzie Arthur, AVS President (pictured right), added: “We know that final year students are worried about job prospects and that these offers will be attractive, but we are deeply concerned that it devalues the skills and knowledge that have been built up throughout the degree.
"We’re asking vet practices to champion the next generation by providing paid opportunities for newly qualified (registered) vets and the support needed to get through the professional development phase so that they can become valued members of the team."
Vets Now, the out-of-hours emergency services provider is to launch the Vets Now Hospital service in Glasgow city centre, where it will offer emergency and critical care together with a range of specialist referral options.
This follows on the heels of The University of Glasgow Small Animal Hospital, a new £15 million facility which opened at the end of August.
Vets Now says that the new hospitals and the range of clinical services on offer to the profession and pet owners will make the west of Scotland a centre of excellence in advanced clinical care for animals.
The opening of the two facilities will also offer both organisations a new platform on which to develop further their long standing relationship through future collaboration in the areas of teaching, training and investigation into animal disease.
Vets Now Group Managing Director, Richard Dixon said: "The opening of the two facilities presents a number of opportunities for both organisations to work collaboratively to develop teaching and training for undergraduates, residents, interns and nurses, and to work together to gain further understanding into animal disease through clinical investigation and the practice and promotion of evidence based medicine."

The Small Animal Hospital opened on 31 August. The first Vets Now Hospital will open in Glasgow on 31 October.

The BSAVA reports that within 20 minutes of the opening of enrolment for its Medicine and Surgery certificates at 9:00am yesterday, both courses were filled and a waiting list had been established.
According to the BSAVA, interest in the courses had been flooding in over recent months, however the number of applications still surprised the Education team, led by Dr Frances Barr.
She said: "There was a lot of confidence in this programme from the start, and we had lots of people requesting information, but until yesterday we did not know for certain that we would meet the maximum number of 30 delegates on each Certificate. So to have a waiting list and pre-registration requests for 2013 is fantastic. As veterinary professionals we want to strive for clinical excellence, to have our achievements recognised, and be encouraged and supported on the way there. The Bella Moss Foundation (BMF) has launched a free practice hygiene audit tool.
The BMF Practice Hygiene Self Audit is a web-based assessment tool that allows staff to monitor cleanliness across the practice – from theatre and prep rooms to laundry and waiting rooms.
The tick sheet format allows staff to rate the hygiene protocols in each area, resulting in a room-by-room percentage hygiene score, as well as an overall contamination risk score.
The tool was developed by vet and RCVS Practice Standards Scheme (PSS) expert Pam Mosedale and VN lecturer Louise O'Dwyer, along with Edinburgh academic Tim Nuttall and Chris Laurence.
Pam said: "Given the relaunch of the PSS later in the year, which will include new modules on infection control, the BMF audit tool is especially timely.
"We hope that people will try the audit tool and it will lead them to have more of a team discussion about hygiene routines and protocols in practice. We know some areas get more attention than others - for example, how often do things like the toys in the waiting area really get cleaned?
“By using the audit, staff will easily be able to see what rooms/areas might need a bit more cleaning.
She added: "It's a simple no-frills tool but the whole idea is for it to be helpful and easy to use, so more practices are encouraged to have regular quantifiable monitoring systems in place to keep an eye on their hygiene protocols."

The training will take place in locations across BSAVA’s regional network in the UK, and is open to large, small, and equine veterinary teams.
The sessions will cover the complexity of abuse and the impact of domestic abuse on children, how to recognise abuse/non-accidental injury in animals, how to document information and what to do when dealing with disclosure from a human victim of abuse.
They will also give guidance on setting up a practice protocol and identifying a practice links adviser who will assist those involved in the veterinary team to manage suspected cases of abuse.
Invited guests will include representatives from human and veterinary health, welfare bodies and policy makers.

The RCVS is reminding veterinary surgeons that their renewal fees to remain on the Register for 2014/15 are now due.
Registration renewal forms have been sent to all vets reminding them that payment to remain on the Register is due by 31 March 2014. If the College does not receive payment before 1 April, £35 will be added to the renewal fee and any vets who have still not paid before 1 June will be removed from the Register.
This year the RCVS has updated its online 'My Account' area (www.rcvs.org.uk/login) to allow vets to manage their details and pay their renewal fees more quickly and easily. Login details have been sent to all vets and the system is now operational. The changes to the area are the first phase of a project to make it more accessible and user-friendly and to allow vets to better manage their details online.
As part of the renewal process, vets are asked to confirm that their details on the Register are correct, including membership category and correspondence details. Those who are in the 'UK Practising' or 'Practising outside the UK' membership categories should also confirm - via the registration renewal form or the online 'My Account' area - that they are compliant with the requirements for continuing professional development (CPD) of 105 hours over three years. Vets with any cautions, convictions or adverse findings against them dating from 1 January 2006 onwards, should also declare them. For further details on these declarations vets should visit www.rcvs.org.uk/convictions.
Fees can be paid by credit card through the 'My Account' area or by cheque, bank draft or credit card via the registration renewal form sent in the post. Details of how to pay by bank transfer are also on the form.

Janssen Animal Health has released the results of a survey which suggests incorrect worming strategies on many pig units in the UK are costing the industry dearly.
Most state they do not worm weaners, growers or finishing pigs at all and, while most sows are wormed, only a third treat newly-arrived gilts and boars in quarantine.
Phil Macdonald, UK and Ireland pig business manager at Janssen said: "Worm infestations can harm growth rate and feed efficiency, they can reduce abattoir returns and increase the cost of medication".
According to the company, the survey responses point to confusion among some producers on what constitutes a strategic worming programme. Most, 68 per cent, state they have implemented strategic programmes, but fewer than two-thirds of these cover all pigs on a unit and even fewer correctly base their programmes on the pre-patent period of worms.
Phil said: "It's important that all pigs on a unit are covered by the programme, otherwise there is a higher potential for reinfection. To be effective, the anthelmintic treatment periods need to be based on the pre-patent period of worms, so that treatment interrupts their life cycle.
"It requires a strategic worming programme with a broad spectrum anthelmintic such as Flubenol and Solubenol 100mg/g, which is the first and only water-soluble benzimidazole in the market. These are effective against larvae and worm eggs of a number of worm species as well as the large roundworm, Ascaris suum. Migrating larvae of the large roundworm cause Milk Spot lesions in pig livers, which are damaging to animal welfare and unit economics."
The make-up of UK units in the survey was 58 per cent breeder/finisher, 39 per cent finisher, 3 per cent weaner/finisher. Most, 68 per cent, use dry pelleted feed, 16 per cent wet feed and 16 per cent have both feed systems.
There is wide variation in worming programmes among producers. Most breeders worm their sows - 17 per cent once a year, 56 per cent twice and 11 per cent three times. With boars, 28 per cent worm them once a year, 44 per cent twice and 11 per cent three times. But only one-third (34 per cent) of breeders worm newly-arrived gilts and boars in quarantine.
72 per cent of producers with breeding sows who responded do not worm weaners and 80 per cent do not worm growers. Of the total responses, including specialist finishers, 68 per cent do not worm finishing pigs.
Most producers, 81 per cent, stated that they are aware that livers with Milk Spot lesions have to be trimmed or totally condemned, adding significant annual costs for disposal.
68 per cent admit to Milk Spot lesion levels of 25 per cent in consignments of pigs. Another 10 per cent experience up to 75 per cent livers with Milk Spot damage, and 3 per cent have had every pig liver in a consignment trimmed or condemned because of lesions. The feedback to producers comes from the BPEX Pig Health Scheme, of which 88 per cent of producers are members.
Only 58 per cent of producers are aware that more traditional worming methods allow pigs continuously to reinfect each other and their environment. Traditional programmes do not take the worm's life cycle into account.
The detrimental effect of worm damage that causes most concern to producers is lost growth/poorer feed conversion (29 per cent). Others considered the most important to be:
Phil says research shows that losses in daily liveweight gain alone add up to £2.31 per slaughter pig where liver condemnations are 30 per cent. "The frightening fact is that the loss is for every slaughter pig, not just those with Milk Spot lesions.
"In a 300-sow herd producing 23 pigs per sow per year that's a loss of £15,939 a year. On a 1,000-sow unit that exceeds a horrendous £53,000 annually, and these figures take no account of other areas of loss mentioned."
An adult female worm can shed hundreds of thousands of eggs each day, which pigs pass out in their dung. Worm eggs can remain infective for up to 10 years. Other pigs ingest them and the reinfection process begins.
Phil said: "A strategic worming programme that treats all pigs on a unit simultaneously is the only effective way to almost completely eliminate the problem. The survey has shown there is considerable potential for a large proportion of producers to improve productivity and cut costs by focusing on this critical area of management."
New research amongst veterinary professionals conducted by CEVA Animal Health, manufacturer of D.A.P.® and Feliway®, has revealed that pet owners may be unintentionally fuelling their pets' noise phobias in the run up to the fireworks' season.
According to CEVA's research, up to 95% react inappropriately, for example petting an anxious pet during firework exposure rather than making an effort to ignore the fireworks, thereby reassuring the animal by behaving normally.
The research also suggested that 77% of clients have never taken action to address their pets' noise phobias as fireworks' season is only an annual occurrence. This is despite evidence that noise phobias can affect pets all year round and tend to become worse over time.
In addition, if owners do seek advice from their vet for noise phobias, it is at the last minute. It is estimated that 46% of clients leave it until the day before the fireworks are due to start before seeking help.
Lucy Brett, product manager at CEVA Animal Health said: "Owners are not doing enough to reduce their pets' firework fears and prevent noise phobias from developing.
"Taking early, proactive action within the practice is the best way to help dogs with pre-existing firework phobias as well as those with mild fears which, if left untreated, may develop into more serious noise phobias."
CEVA Animal Health and Sound Therapy 4 Pets have once again joined forces with the Association of Pet Behaviour Counsellors (APBC), Feline Advisory Bureau (FAB) and PDSA to launch a 'Remember, remember your pets this November' campaign to provide owners with advice on how to look after their pets during the firework season and the precautions they should take to help them cope with their fear of fireworks.
The initiative features a wide range of advice including how to use synthetic copies of natural pheromones, D.A.P. ® and Feliway®, to help comfort and reassure fearful pets, creating a comforting den for dogs to retreat to during firework exposure and treating noise phobias using behavioural therapy with the Sounds Scary desensitisation CD (which is the only behavioural therapy product for noise phobias supported by the RSPCA).

As of the start of this week, police forces and local authorities have new legal powers designed to reduce the number of dog attacks.
For the first time, police and local authorities will be able to demand that owners take action to prevent a dog attack or risk fine of up to £20,000. If a complaint has been made about a dog to the council or police, its owners can be ordered to do any or all of the following:
The government has published a manual called Dealing with irresponsible dog ownership: practitioner's manual, to guide police forces and local authorities in the use of their new legal powers to prevent dog attacks.
Animal Welfare Minister Lord de Mauley said: "Dog attacks are devastating for victims and their families which is why we are taking tough action against those who allow them to happen. Police and local authorities will now have more powers to demand that irresponsible dog owners take steps to prevent attacks before they occur. This is on top of the tougher prison sentences we introduced earlier this year for owners who allow their dogs to attack people and assistance dogs."
The National Policing Lead for Dangerous Dogs, DCC Gareth Pritchard said: "The Practitioners Manual gives police officers and other practitioners clear guidance on how to best implement the legislative changes, especially the early preventative measures such as Community Protection Notices, to help prevent more serious events occurring in the future. It also provides a platform to share good practice between police forces and partner agencies and it will form part of the ongoing training of Dog Legislation Officers across England and Wales."

Avacta Animal Health and the University of Leicester have announced the development of a new, user-friendly electronic system for diagnosing lymphoma in dogs in the early stages, and for remission monitoring.
Marketed as cLBT (canine lymphoma blood test), this is the first test of its kind to track the remission monitoring status of a dog after undergoing chemotherapy. The test detects the levels of two biomarkers, the acute phase proteins C-Reactive Protein and Haptoglobin.
The new test represents the fruits of a collaboration between Avacta and the University of Leicester in which the company collected a substantial library of biological samples, and the University then brought its statistical and data processing techniques to bear.
Alexander Gorban, Professor of Applied Mathematics at the University of Leicester, said: "This was a very interesting project, and Avacta was a very dedicated, focused company, with clear goals and objectives. There were very important and useful ideas and concepts involved in the study, and it was a pleasure to know that our expertise as a department was needed and could be utilised through working alongside Avacta's professional expertise.
"The project was very successful, and we would be very glad to welcome more partnerships of this type as it has also been very beneficial to the reputation of the University of Leicester's Department of Mathematics. The project involved full academic and commercial success, which has included a full academic cycle as well as full software development, which makes it an incredibly diverse project to have worked on."

Following the announcement last month of the establishment of a Working Party to review Extra-Mural Studies (EMS) in the undergraduate veterinary degree, the Royal College of Veterinary Surgeons is inviting comment from all those involved with organising, providing and receiving EMS.
Opinions are not being sought in response to a set of formal questions, but respondents may like to consider the strengths and weaknesses in the system; problems and possible solutions; and what should be retained and what could change.

This call for input is the first of several phases of activity that will lead to the delivery of a report from the Working Party to the RCVS Education Policy and Specialisation Committee in October 2009. Following this initial information-gathering stage, some individuals and organisations will be invited to deliver their views in person to the Working Party during April.
Draft recommendations will then be formatted for any change to the current system, which requires that veterinary students undertake pre-clinical and clinical work experience placements for at least 38 weeks during their degree course. A further consultation process may follow, depending on the nature of the recommendations, before the paper is finalised.
Dr Barry Johnson, RCVS Council member and Chairman of the EMS Working Party said: "It is over 10 years since the RCVS undertook a major review of EMS, although the requirements and guidelines were revised and updated in 2005 to introduce more flexibility for universities to meet the individual learning needs of their students.
"In recent years, there have been significant changes in the UK higher education system, the veterinary curriculum and the organisation of veterinary schools, and the time is now right for a more substantial review."
The survey, which is being carried out throughout June, was also conducted back in 2016 and is now being repeated to identify any developments and outcomes that have been made over the past four years, a time in which several new epilepsy management options have emerged.
The survey asks vets to prioritise how important they feel different areas of epilepsy research are and assess how much they think new therapies might improve epileptic dogs’ lives. This includes emerging therapies like MCT oil, cannabidiol oil, vagus nerve stimulation and transcranial magnetic stimulation, for which studies are currently being conducted across the globe.
The aim of the survey is to identify the priorities for future research for owners, vets and neurologists alike, and to see if there are any differences in their priorities.
Dr Rowena Packer, BBSRC Research Fellow and research lead in canine epilepsy at the RVC, said: "This survey was inspired by similar prioritisation activities undertaken by the International League Against Epilepsy (ILAE) for human epilepsy patients. At the RVC, we believe that the benefits of such an open approach can be truly valuable for veterinary medicine too, and ensure a diversity of views influence future epilepsy priorities."
Dr Gareth Jones, Small Animal Intern at the RVC who is running the study, said: "While many have already undertaken the survey, we are keen to hear from more participants so I would like to implore any general practice vets to please help contribute to our work by taking part in our short survey."

The new Mind Matters Initiative (MMI) Kite App is the result of a collaboration with The Kite Programme. It offers a series of bespoke microlearning modules - known as 'kites' - about mental health and wellbeing.
Microlearning is a type of learning which delivers content in bite-size modules. It usually combines a mixture of interactive activities, images and videos, which can be worked through in as little as five minutes.
The first ‘Kites’ available on the app will cover subjects like breathing activities, mindfulness, time management and physical activity for mental health.
New modules will be added over the weeks and months ahead, in response to feedback from users.
Angharad Belcher, RCVS Director for Advancement of the Professions, said: “Veterinary professionals undertake vital work for animal health and welfare, but the intensity and pressure of their work can take its toll on mental health and wellbeing. Sadly, research shows that compared to the general population, veterinary professionals are more likely to experience mental health distress, including depression and anxiety.
“We recognise how hard it can be for veterinary professionals to fit wellbeing activities into their busy workdays and understand that everyone’s mental health needs are different. By collaborating with The Kite Program, we wanted to create a wellbeing platform that was accessible, flexible and had a range of activities to meet a variety of mental health and wellbeing needs. This app will be another useful tool for the professions, and we are pleased to be able to offer it free of charge.
“We are really looking forward to hearing feedback from the professions about the platform and creating more modules based on their wants and needs.”
The College highlights that users cannot input any personal information into the app and the only data it will hold is a record of active users.

The app will also be demoed at BEVA Congress 2021 (5th-7th September, Birmingham ICC).
The content covers the main points in the WSAVA’s report and offers up-to-date information and advice.
For example, Virbac highlights how the report raises concerns about increasing moves to early neutering, or for neutering to be used as a method of behavioural control, as not all aggressive behaviours are testosterone related.
For that reason, a “castration trial’ with long-acting GnRH agonist is recommended by the report before irreversible orchiectomy is performed.
In addition, there is also evidence that gonadectomy may contribute to the development of some tumours, which is currently under intense investigation, as is the effect of age at castration

David, Appleton Professor in Equine Surgery, University of Florida (pictured, left), says that despite considerable progress since the 1970's, largely through improved understanding of the diseases involved, diagnostic methods, surgical equipment and materials, and specialised training of surgeons, lingering problems remain and need to be addressed at all levels, not just by surgeons.
He said: “The current high cost of colic surgery can deny many horses a life-saving procedure.
"Pessimism is likely the product of past failures and overemphasis of treatments that are inappropriate or misdirected.
"Delays in referral might seem minor but have devastatingly harmful effects on outcome.
"Owners, primary care veterinarians, and surgeons need to establish an approach to colic based on teamwork, education, and rejection of myths that are widely promulgated.
"I will be looking at the key elements of progress and how they can be applied for future success.”
Professor Scott Weese (pictured right) is Director of the Centre for Public Health and Zoonoses at the University of Guelph.
He will present: "Misconceptions, Myths and Dogmas: moving past old barriers to optimise antimicrobial use in horses", which will challenge the audience to think about what they do with antibiotics and why, with the aim of introducing practical steps to optimise antimicrobial use, leading to improved patient outcomes, easier treatment and minimisation of negative consequences.
Scott said: “We do a lot of things simply because we’ve done them, not because they work or make sense, and we need to look at what we’re doing and the available evidence.
"I will discuss some well-established dogmas that don’t actually make sense, cover some common questions and misconceptions about antibiotic use, and try to help us advance how we use these life-saving drugs that, to some degree, are a non-renewable resource.”
Scott will also be presenting a talk about sampling on the Friday in the antimicrobial stewardship session, with the aim of getting everyone thinking about how we make antibiotic decisions: “There’s a lot of emphasis on submitting cultures, but if we submit bad samples or can’t interpret them, it’s at best a waste of money and at worst can harm patients.”
