The British Veterinary Association has expressed disappointment at the Government's decision to introduce a licensing regime rather than impose an outright ban on the use of wild animals in travelling circuses.
Defra Secretary of State Caroline Spelman announced today that a ban on circus animals could not be introduced in the UK now because a ban introduced in Austria is currently being challenged under European law. In a written ministerial statement she said that the Government will now draw up standards for a new licensing regime.
BVA President Harvey Locke said: "The BVA strongly supported a ban because we believe the welfare of these animals is emblematic of the way we treat all animals under the care of humans.
"The welfare needs of non-domesticated, wild animals cannot be met within the environment of a travelling circus; especially in terms of accommodation and the ability to express normal behaviour. A licensing scheme will not address these issues."
Together with the RPSCA, Captive Animals' Protection Society and the Born Free Foundation, the BVA has wholeheartedly supported The Independent's campaign to ban wild animals in circuses. Over 15,000 people have signed The Independent's online petition, which is still open. Mr Locke will be joining representatives from these groups to present the petition to Downing Street next week.
Mr Locke added: "Although it only affects a small number of animals at present there is no guarantee that the number of wild animals in circuses won't increase in the future and, despite the best intentions, the needs of these animals cannot be met adequately by the environmental conditions of a travelling circus.
"As soon as the Austria situation is resolved, we would urge the Government to reconsider and take action to prohibit the exploitation of these majestic animals whose existence in the confines of a circus is solely to entertain people."
The British Equine Veterinary Association (BEVA) and the British Association of Equine Dental Technicians (BAEDT) have joined forces to set recognised standards for equine dental treatment.
The two organisations are working in association with the RCVS, BVA, BVDA, WWAED and LANTRA to develop National Occupational Standards that will pave the way to allowing equine dental technicians the freedom to work within the Law under an Exemption Order. This should make it safer and easier for owners to source the most suitable dental treatment for their horses.
Currently all equine dental care falls within the Veterinary Surgeons Act 1966 (VSA) and should only be carried out by veterinary surgeons. Equine vets from BEVA and equine dental technicians from the BAEDT have been trying to address this anomaly with government for many years. In 2004 the organisations drew up a list (revised in 2009) of procedures that could be safely carried out by suitably qualified equine dental technicians and a list of those which should only be carried out by qualified veterinary surgeons because they involve sensitive tissues.
The envisaged Exemption Order will also provide better protection for horses and their owners by reinforcing the fact that only suitably qualified individuals are allowed to carry out equine dental care and treatments. While unqualified individuals should become easier to identify under the proposed new scheme, those qualified will also be held to account if their performance is not up to scratch.
The first step towards the Exemption Order is the drawing up of National Occupational Standards for Equine Dental Technicians. It is hoped that these will be formalised by LANTRA in early 2013.

BAEDT Chair, Gemma Lilly, said: "BAEDT and its membership is very happy to be a key part of the team that hopes to put the Exemption Order in place - it will be good news for equine dental technicians, horse owners, and their animals."
Equine Dental Technician and member of the Worldwide Association of Equine Dentists, Martin Brookes, also supports the initiative. He said: "This will be a really important step forward for responsible Equine Dental Technicians. It will further improve the working relationships between EDTs and vets and help to protect the welfare of the horse."
Fort Dodge Animal Health has announced that its Duvaxyn WNV vaccine against West Nile Virus (WNV) is now available in the UK, following its licensing through the European Medicines Agency (EMEA).
Duvaxyn WNV is the first vaccine available in Europe to protect horses against this emerging disease threat. 288 horses and two people in Italy were found to be infected with WNV during the outbreak that hit northern Italy in late 2008 where it is now considered endemic. The disease is endemic in all areas of North America where it has claimed the lives of both horses and humans.
West Nile Virus is caused by a highly contagious flavivirus, which is transmitted by mosquitoes, primarily of the Culex species. The natural hosts of West Nile virus are birds, with migratory birds from Africa carrying the disease. Mosquitoes become infected after taking a blood meal from infected birds and then may transmit the disease to horses and even humans. While horses are 'dead end hosts,' the consequences can be severe as the virus causes encephalitis or meningitis. Mortality rates among horses which develop neurological signs are high and there is no palliative cure for the disease. Treatment is limited to symptomatic relief which can be long and expensive.

The new hospital, which is led by a large team of internationally-renowned Specialists, supported by residents, interns and registered veterinary nurses, will over time employ over 100 veterinary professionals.

Zoetis has announced the launch of Apoquel (oclacitinib maleate), a new treatment for pruritus associated with canine allergic dermatitis and the clinical manifestations of atopic dermatitis.
Uniquely, the new treatment inhibits the JAK enzyme, a protein that is integral to the signalling pathway of cytokines that are pro-inflammatory or have a role in allergic and itch response.
According to the company, pruritus affects about one in six dogs whose owners seek veterinary help, and about half of all itchy dogs will have an underlying allergic skin condition for which the new product would be indicated.
Zoetis says that because Apoquel targets the specific pathways of pruritus (itch) and inflammation, it is less likely to cause unwanted side effects than glucocorticoids and demonstrates anti-pruritic efficacy within four hours.
Pascal Prélaud, a dermatology specialist from Paris, who took part in the clinical development programme of Apoquel, said: "When a dog develops an itch related to an allergy, it can be life-disrupting for the dog and the entire family. I've learned firsthand the fundamental difference this treatment can make to a dog and its owners in stopping the itch, but without many of the side-effects that are common with steroids.
Zoetis reports that in clinical trials, Apoquel demonstrated a good safety profile and efficacy for the treatment of pruritus and resulted in improved skin lesions in dogs diagnosed with a number of allergic skin diseases as well as atopic dermatitis and treated either short or long term. The decrease in itch scores was observed by pet owners within 24 hours of administration, and pruritus continued to decrease compared to baseline until the end of the study. Skin lesions scores assessed by veterinarians were significantly improved after one week and continued to improve long term during the studies (four months).
Apoquel is a POM. Apoquel tablets, dosed at 0.4 to 0.6 mg/kg, are administered orally, twice daily for up to 14 days, and then administered once daily for maintenance therapy if medium- to long-term treatment is required, such as in dogs with seasonal skin allergy and atopic dermatitis.
Animalcare Ltd has launched Marbocare (marbofloxacin) 100mg/ml solution for injection, a third-generation fluoroquinolone for the treatment of E.coli mastitis and bovine respiratory disease (BRD) in cattle, and Metritis Mastitis Agalactia in pigs.
The company highlights the product's unique flexible dosage regimen of once daily injections for 3 days against E.coli mastitis and BRD, plus a single intramuscular (IM) high dose (8mg/100kg) for BRD.
Animalcare says this regimen, coupled with the flexibility of administration afforded by all three injection routes (intravenous IV, subcutaneous SC and IM), a low volume dose and good syringeability, all combine to offer ease of use; resulting in a reduction in handling and less stress for the cattle.
Developed for veterinary use only, Marbocare has broad spectrum activity against Gram+ve and Gram-ve pathogens. Animalcare says the product is especially effective against E.coli mastitis and the key bacterial pathogens associated with BRD, as well as M.bovis.
Marbocare has milk withdrawal times of 36 hours after the last treatment following the 3 day course and 72 hours after a single shot for BRD. Meat withdrawal is 6 days after multiple injections and 3 days after the single shot.
Marbofloxacin has proven efficacy in a comparative international, multi-centre, controlled, randomised field trial1 in 62 dairy cows with E.coli mastitis. Marbofloxacin cure rates were significantly higher than the control product. In respiratory disease it showed a more rapid clinical response in comparison to tilmicosin2, ceftiofur3 and oxytetracycline4. Marbofloxacin was shown to be well tolerated, leading to a fast return to appetite, liveweight gain and associated welfare benefits.
Marbocare is also licensed in the treatment of Metritis Mastitis Agalactia syndrome in pigs, given by IM injection, with a 4 day meat withdrawal.

The RCVS has published the conclusions of The McKelvey Report, a review into the circumstances leading to a substantial overspend on the College's new database and development works at Belgravia House.
The review was carried out by Professor Bill McKelvey - a member of the College's Governance Review Group - and two of the College's Privy Council-appointed Council members to consider all aspects relating to the College's budgeting and expenditure process, and propose lessons that could be learned.
Whilst the full report has not yet been published, its conclusions highlight:
Overall, the report concluded that:
Weaknesses exist in the governance of the RCVS which pose significant risks to the proper conduct of its business. Executive staff have not been provided with a robust governance framework by the Council, and this has led to a number of unnecessary misunderstandings between Executive staff and Non Executive members of Council. These matters should be urgently addressed by Council in order to ensure that the confidence of ordinary members of the profession in their College can be restored.
Dr Jerry Davies, RCVS President said: "That such a review was required is regretted, but I would like to thank Professor McKelvey, Richard Davis and Judith Webb for their diligence in this work. Their recommendations will be a very helpful addition to the work that is currently underway to ensure corporate governance is fit for purpose and, in particular, that the management of capital projects within the College is optimised."

Each candidate also needs two nominators, who should be veterinary surgeons who are on the College’s Register but are not current RCVS Council members.

Although the RCVS is planning the elections as usual, it is concurrently preparing for a change to its governance arrangements, including a reduction in the size of the Council, as agreed in March 2016.
Commenting on the Legislative Reform Order (LRO) that will be required to amend the Veterinary Surgeons Act 1966, RCVS Registrar Eleanor Ferguson said: "This is a complex matter and, unfortunately, due to unavoidable delays associated with the 2017 General Election and the impact of preparing for the UK’s departure from the European Union, the LRO has not yet completed the legislative process.
"This means that whilst we will be running the elections on the basis that there will be six elected places available, as per the old size and structure, it should be expected that under the new size and structure, only three places will ultimately be available."
Meanwhile, due to comparable changes to the governance of the Veterinary Nurses Council, including a reduction in its number, there will be no 2018 VN Council elections as the outgoing members will not need to be replaced.
The RCVS Council election period will start around mid-March and voting will close at 5pm on Friday 27 April 2018.

The study titled “Diagnosis and treatment of gastro-oesophageal junction abnormalities in dogs with brachycephalic syndrome” included thirty-six client-owned brachycephalic dogs (French bulldogs, pug and English bulldogs) in a prospective, randomised trial.
Antacid treatment (omeprazole (1mg/kg PO q24 hours) and magaldrate (5-10mL/dog PO q8-12 hours)) was randomly prescribed in 18 dogs before and after surgery, while the other 18 dogs did not receive any gastrointestinal medical treatment.
Digestive clinical signs and gastro-oesophageal junction abnormalities (GJA) were assessed and scored at presentation, at the time of surgery and at recheck. GJA were assessed during endoscopy in standard conditions, as well as during endotracheal tube obstruction. All endoscopic procedures were recorded and reviewed by a single, blinded reviewer.
In order to assess whether endotracheal tube obstruction manoeuvre accurately detects GJA, the procedure was also performed during the examination of the gastro-oesophageal junction in a group of 10 control dogs. Control dogs were healthy or had diseases that were not expected to interfere with gastro-oesophageal junction dynamics, and were anaesthetised for independent purposes.
Dr Emilie Vangrinsven, corresponding author for the paper said: "Although results of multivariate analysis failed to demonstrate a direct effect of antacid treatment, a significant interaction between antacid treatment status and improvement of digestive clinical score throughout the endoscopies was present, meaning that treated animals seem to improve faster and have lower clinical scores after surgery than untreated animals. Furthermore, a significant improvement in GJA-obstruction score was present in the treatment group only.
"In contrast to standard endoscopy, the obstruction manoeuvre during endoscopy allowed detection of GJA in dogs, even in the absence of clinical signs. We were concerned that the obstruction manoeuvre may induce false positive results for the diagnosis of dynamic GJA; in the control group, GJA during obstruction manoeuvre were found to be negligible suggesting that this technique does not significantly overestimate the presence of GJA.”
Nicola Di Girolamo, Editor of JSAP said: "Based on this study, antacid treatment administered to brachycephalic dogs undergoing surgery may be beneficial. It should be noted that a direct influence of antacid treatment on digestive clinical and lesion scores could not be significantly demonstrated, which may have been because of the lack of an actual difference, or as a result of the small sample size.”

Due to the ongoing postal problems caused by the coronavirus pandemic, RCVS Council has approved a temporary change to the RCVS Election Scheme this year to allow nominations to be submitted electronically, rather than in hard copy. This temporary change is currently before the Privy Council for final approval.
Eleanor Ferguson, RCVS Registrar and Returning Officer for the elections, said: "For prospective RCVS and VN Councils election candidates this will mean that, rather than having to send us hard copies of your nomination documents in the post, these can simply be emailed to the College along with the relevant digital photographs and electronic signatures."
The College has also updated its information and guidance for prospective candidates, including an informal ‘job description’, to help them better understand what it means to be members of RCVS Council, their responsibilities, commitments and how they help the College meet its strategic goals, as well as the principles and rules governing their conduct.

RCVS Knowledge launched the Canine Cruciate Registry on the Amplitude pro registry platform last year.
The automated registry, the first of its kind in veterinary medicine, allows the profession to evaluate the success of surgical techniques, and practitioners to benchmark their performance.
In June, RCVS Knowledge had a poster detailing the purpose, impact and aspirations of the registry accepted at the PROMs research conference, which before now typically only accepted submissions from the field of human medicine.
This, says Amplitude, marks the first step in sharing information about running registries designed to identify best practice in the care and treatment of both animals and people.

The Veterinary Wound Healing Association (VWHA) has become the third veterinary association to make a new home on VetSurgeon.org.

According to the company, clinical studies have shown that the chicken-flavoured formulation and chewy texture of Milbemax Chewable Tablets is highly palatable, with more than 94% of dogs showing spontaneous acceptance from hand. Novartis says this should help make worming simpler and improve compliance, something which is particularly important given market research which shows that difficulties in administering medications often leads to missed treatments.
Containing milbemycin oxime and praziquantel, the new tablets deliver the same broad spectrum efficacy as existing Milbemax formulations, effective for the treatment of roundworm, hookworm, whipworm, lungworm and tapeworm, and for the prevention of heartworm.

Milbemax Chewable Tablets are available for both dogs and puppies, in four and forty-eight tablet packs.
Five graduates from St George's University School of Veterinary Medicine (SGUSVM), in the Caribbean island of Grenada, have passed the Statutory Membership Examination of the UK's Royal College of Veterinary Surgeons.
According to the University, SGUSVM graduates have traditionally demonstrated impressive pass rates on this rigorous exam, but this year's 100% pass rate by SGU students - compared with an overall 44% pass rate for candidates overall - is an exceptional result for SGU students, and only the second time it has been achieved in the school's history.
In order to practice veterinary surgery in the UK, all graduates with foreign or Commonwealth qualifications must pass the RCVS examination. The exam consists of two days of written papers, followed by clinical, oral and practical exams at a UK veterinary medical school. Thirty-five St George's graduates have passed into the RCVS since the School's inception in 1999.
The RCVS sets no quota for this Statutory Membership Examination, meaning those who meet the standards will pass, regardless of the number of candidates sitting the exam.
Austin Kirwan, St George's Associate Dean of UK and Ireland Clinical Affairs stated: "St George's School of Veterinary Medicine once again produces an excellent set of results with a 100 percent pass rate for the Royal College of Veterinary Surgeons Statutory Membership Examination for those SGU students who sat the examination. Presenting the graduates with a membership certificate at the Ceremony of Admissions at Belgravia House in London, RCVS President Dr Jerry Davies said: "I was delighted to welcome so many of this year's successful candidates to the College. Whether newly graduated or long qualified elsewhere, all of those registering today have succeeded in meeting the educational and professional requirements that enable them to call themselves veterinary surgeons and to practise in the UK."
A new study, led by academics at the University of Bristol's School of Veterinary Sciences and published online in Applied Animal Behaviour Science, has investigated the occurrence of dog aggression towards people with a survey of UK dog owners.
Nearly 15,000 questionnaires were distributed to dog owners of which 4,000 were returned and used in the analysis.

The study highlighted that the majority of dogs showing aggression do so in just one of these situations. Researchers say this indicates that the common tendency to categorise dogs as either generally 'safe' or 'vicious' is a misconception, and that most dogs show aggression as a learnt response to particular situations.
Dr Rachel Casey, Senior Lecturer in Companion Animal Behaviour and Welfare, said: "Dog owners and members of the public need to be aware that any dog could potentially show aggression if it is anxious or feels threatened, even when it has never done so before.
"On the other hand, dogs which have shown aggressive signs in one situation are not necessarily 'dangerous' when in other contexts - an important consideration in the assessment of animals, such as in rehoming centres."
The study also compared the characteristics of those dogs reported to show aggression with those which had never done so. It was revealed that factors such as training classes attended, type of training method used, the sex and neuter status of dogs, the age category of owners, and the breed of dogs were all associated with the occurrence of aggression.
Different risk factors were found to be significant in statistical models examining aggression to family members and unfamiliar people. This suggests that different factors are important in the development of aggressive signs depending on the situation.
The research also highlighted that although general characteristics, such as breed type, are significant risk factors across large populations they explain only a small amount of the overall difference between aggressive and non-aggressive dogs. This suggests that it is not appropriate to evaluate the risk of aggressive behaviour in an individual dog using characteristics such as breed type.

In its updated position statement, the association emphasises its support of current UK legislation and says it would like to see improved implementation of current laws, in particular when informed by an evidence-based welfare outcomes approach.
The BVA also recommends that any proposals to improve welfare during transport should embrace all forms of transport and include welfare issues before, during and after movement. This, it says, would help ensure that a well-defined set of animal welfare standards are met for the entirety of any journey.
The BVA recommends that animals are slaughtered as close to the point of production as possible and supports the exploration of further opportunities which would assist this. It recognises that transportation of live animals can be unavoidable in some situations – for example, journeys between the Scottish Islands and Highlands – but says that no animal should be exported to a destination with unknown welfare standards, to one using systems currently banned in the UK or to a country where it would be slaughtered without stunning.
BVA President Simon Doherty said: "Any kind of movement has the potential to impact on an animal’s health and welfare. Ideally, we’d like to see livestock slaughtered close to the point of production, as long as all legislative health and welfare standards can be maintained. However, we recognise the high standards of welfare in the UK and support better implementation of current legislation.
"We have taken care to reiterate that any improvements made to live animal transport should consider welfare issues before, during and after movement so that a more complete approach is taken on this issue.
"We recognise that journey length is not the only influencer of welfare conditions for animals, and transport needs to be looked at as a whole rather than focusing on single factors. The most important thing for Government to do is to consider the evidence base when it weighs up options for making improvements."
All laying flocks that adhere to the British Lion Code of Practice must be vaccinated against Salmonella Enteritidis and Salmonella Typhimurium during the rearing period.
Environmental sampling is carried out to monitor the flocks for Salmonella infection from 22-26 weeks of age and continuing every 15 weeks throughout the laying period.
Version 8 of the British Lion Code of Practice states that approved Salmonella testing laboratories must undertake testing to differentiate between field and vaccine strains of Salmonella.
The Cevac Salmovac vaccine strain can occasionally be detected during routine sampling.
When this happens, the accredited laboratory can carry out the differentiation testing whilst also sending the samples to the official confirmatory laboratory for final identification.
Ceva says ASAP significantly improves and speeds up the differentiation between vaccine and field strains, providing early reassurance to the producer that the official confirmation will identify the vaccine strain.
The ASAP Salmonella differentiation test has 100% sensitivity and 100% specificity for differentiating the Cevac Salmovac vaccine strain from any Salmonella field strain.
Pippa Abbey, poultry national veterinary services manager at Ceva Animal Health said: “Several tests are available to differentiate Cevac Salmovac from Salmonella field strains, however using ASAP as a second medium significantly improves and speeds up the differentiation process, ensuring that laboratories can quickly and efficiently detect the presence of the Cevac Salmovac strain.
“The ASAP media is also a useful tool for monitoring Cevac Salmovac drinking water vaccination and helps with vaccination auditing.”
Ceva also says that using ASAP media as a tool for monitoring the application of its vaccine can provide reassurance that it has been given successfully.
On the day of vaccination, following priming of the drinker lines, a water sample can be taken from the end of the line and sent to the laboratory for testing.
Cevac Salmovac will grow in dark blue/purple colonies indicating vaccine availability throughout the poultry house and a good vaccination process.
The mandatory regulation of veterinary practices, including statutory powers of entry and inspection, is one of the main parts of the College's proposals for new primary legislation that would replace the current Veterinary Surgeons Act 1966.
The working group, which is expected to present the details of a Mandatory Practice Regulation system to Council by the end of 2024, will be chaired by RCVS President Sue Paterson FRCVS.
It will include Standards Committee Chair Linda Belton MRCVS and Practice Standards Group Chair Belinda Andrews-Jones RVN, alongside veterinary, veterinary nursing, lay and external representatives.
Sue said: “With over 70% of practice premises currently under its ambit, our Practice Standards Scheme (PSS) has shown how keen practices are to maintain high standards.
"However, it is a voluntary scheme and, as a result, there is no mechanism to ensure standards across all practices, or to ensure change in those rare situations where it is needed.
“At present, the RCVS only regulates individual veterinary surgeons and nurses, and the veterinary sector does not have an equivalent to the Care Quality Commission, which considers human healthcare premises.
"This means that the onus for maintaining standards within the workplace falls on regulated individuals rather than the business structure.
"We will consider what a scheme that puts more statutory responsibility on business owners to maintain standards should look like.
“I look forward to working with colleagues in RCVS Council, VN Council and other veterinary organisations via this group to really flesh out what this regulatory system might look like in the future, to make sure it is appropriate, robust, proportionate and enforceable.
"Establishing these details will also prove invaluable in our lobbying work with government, ministers and MPs.”
The new guide, developed in association with Vets Digital, is the latest addition to BVA’s ‘Respect your vet team – end abuse’ campaign, which aims to support vets and veterinary workplaces who experience abuse from animal owners either in person or online.
It will be added to the Respect Your Vet Team toolkit, which offers a range of resources designed to help protect staff and limit the frequency and impact of abuse from clients.
The resources include practical tips on how to protect staff from online abuse, downloadable posters encouraging respectful behaviour from clients and a series of blogs exploring the issues.
BVA President Malcolm Morley said: “The vast majority of clients are hugely appreciative of the care they receive from their vet teams, resulting in thousands of positive reviews every year.
"While we recognise not every client will have a positive experience and may wish to provide critical feedback, a small number are posting deliberately abusive or unfair reviews.
"This is unacceptable and can have a hugely negative impact on individual veterinary professionals and the wider team.
"Protecting the wellbeing of veterinary teams remains a top priority for BVA and this new resource will help vet teams to take practical steps to limit the impact of this type of abuse.”
