VetSurgeon understands that the proposals to improve clarity may yet involve some rationalisation of the postnominals that will be displayed, but that RCVS Certs and Diplomas will remain.
The decision represents something of a victory for Victoria Lilley’s campaign and yet another indication that under the stewardship of Nick Stace, the RCVS really is evolving to become a more open, responsive organisation.
A You Gov poll commissioned by Intervet/Schering Plough in the run up to National Vaccination Month (1st-30th June) shows the degree to which the recession is now biting into veterinary spending, and the impact it's having on vaccination levels.
The You Gov survey found that 19% of pet owners nationwide admit they have cut back on veterinary expenses such as vaccinations, health checks and treatments. Just under half are failing to vaccinate their animals with 53% of those polled not vaccinating their pets due to cost.

The You Gov survey also highlighted a lack of awareness among younger pet owners about pet health. Of the 18-24 year olds polled who had not taken their pet to be vaccinated, 44% said it was because they were unaware of any disease risk to their animals, compared to just 13% of those aged 55 and over. 22% of 18-24 year olds surveyed were not aware of zoonoses such as fleas and worms and diseases such as ringworm and Toxocara.
Matt Brash, BVetMed MRCVS, who runs a small animal veterinary clinic in North Yorkshire and is star of the TV show 'Zoo Vet at Large' said: "These figures are concerning and we could be sitting on a ticking time bomb. The simple fact is that many pet owners don't realise that their pets are at risk of disease. Less than half of all dogs and cats are vaccinated, which is well below the amount needed to protect the pet population through herd immunity."
Paula Boyden, a vet and Business Development and Corporate Marketing Project Manager at Intervet/Schering-Plough Animal Health, who has steered the campaign for the company said: "There are clearly some strong messages coming out to vets here, not least where and how the credit crunch is hitting pet owners. The underlying message that National Vaccination Month offers a way of supporting pet owners during these difficult economic times is obviously important. While the data shows that pet owners will still make considerable sacrifices to care for their pets, it also highlights that vaccination is falling by the wayside. Clearly, practices will need to work harder than ever against the background of the credit crunch to bring home the message to pet owners that their pets are at risk of serious and often fatal disease and that cutting vaccination is a false economy. The You Gov poll also highlights the urgent need to educate the younger section of pet owners about the disease threat faced by their animals."
TV wildlife and science presenter Kate Humble, who with Matt and Clare Brash is spearheading the National Vaccination Month Campaign, said: "The really sad aspect is that people who are reducing veterinary care due to the recession may be making a false economy by putting their pets at risk of serious disease, which may lead to treatment at far greater cost than the price of the annual jab."
The You Gov survey suggests that where people have had to pay for unexpected vet bills they are paying for them on credit cards. One had to put the family pet down and many revealed that they had made personal sacrifices in order to keep looking after their animals including stopping smoking, cutting out luxuries, clothes and socialising.
The You Gov survey highlights how, despite lavishing affection and presents on their pets, people are not taking adequate steps to protect them from preventable killer diseases. The survey reveals that 65% of pet owners consider their animal to be an extremely important member of the family with over half (54%) buying them Christmas presents. However, only 56% of pets were vaccinated with just under a quarter (22%) of owners unaware of any disease risk.
Currently, an estimated 3 million dogs, 6 million cats, 1.8 million rabbits and 500,000 horses are unvaccinated.

Paragon’s head of neurology, Massimo Mariscoli, says it will deliver better results for pets, improve the health and well-being of the surgeons using it, and improve the hospital’s ability to deal with complex spinal and brain surgeries.
Massimo, an EBVS and RCVS specialist in veterinary neurology said: “The operative microscope is an essential piece of equipment in the modern neurosurgical theatre.
“It delivers good magnification, good illumination without significant aberration or production of excessive heat and has a great internal stability which allows operational flexibility.
“There is also direct visual control of the instrumentation with the possibility to have magnifications up to 10 times with a good depth of field allowing a more natural three-dimensional vision.
“In addition, surgical microscopes allow multiple different magnifications while maintaining constant working distances which leads to excellent flexibility and versatility during surgical procedures.
“For example, low magnification is used during the drilling of the vertebral laminar or the skull and to ensure that the whole surgical field is clean before suturing the muscle layers.
“Higher magnification is used while dealing with delicate structures such as the spinal cord or brain.
“The higher magnification coupled with a good depth of view and stable three-dimensional vision also increases the security and safety when manipulating micro-surgical instruments near the nervous tissue.”
Massimo says that while the microscopes are not common in veterinary practices, he strongly believes they are an essential piece of equipment when dissecting close to the brain or spinal cord in small animals.
He also says that veterinary surgeons benefit from the technology: "The operative neurosurgical microscope is fixed to a self-levelling tripod, allowing multiple spatial configuration to ensure a perfect vision of the surgical field.
“This has a positive outcome on the health and well-being of the surgeons, with a 2013 study showing that, for nearly 85% of the time spent operating, surgeons have symmetrical, non-neutral, head-neck posture.”

The RCVS is looking to recruit two veterinary surgeons as part-time Postgraduate Deans, to help oversee new veterinary graduates during their Professional Development Phase (PDP).
Freda Andrews, RCVS Head of Education said: "The PDP is an online recording system to guide new graduates as they work towards achieving the "year one competences" - the competences expected of a new graduate who's had about a year's experience in practice. Postgraduate Deans monitor PDP participants' progress and respond to their queries, and ultimately sign-off the graduates once their PDP is complete."
The roles have become available as two of the current post-holders, Stephen Ware and Professor David Noakes, wish to hand over to new colleagues. Both Stephen and David have served as Postgraduate Deans since 2007, when the PDP first became a requirement for all new veterinary graduates.
Stephen said: "Being a Postgraduate Dean gives you the opportunity to assist new graduates in the early stages of their career. It is also a way to encourage employers to take a responsible attitude towards new vets, particularly during their first job or two."
Postgraduate Deans are expected to spend up to 20 days a year working mainly online from home, and attend occasional meetings at the RCVS in London. They need experience of general practice, and to be used to dealing with and advising students, or employing and supporting new graduates. A sympathetic understanding of the challenges faced by newly qualified veterinary graduates is also required.

According to the BVA’s Voice of the Veterinary Profession survey, 9 out of 10 companion animal veterinary surgeons report that the number of brachycephalic dogs being brought into their practice has greatly increased over the past three years.
98% said they had treated brachycephalic dogs for conformation-related health problems in the past year, and that 56% of the brachycephalic dogs being brought into practice either had, or would have benefited from having treatment for conformation-related health and welfare problems.
49% of UK vets say that the high profile of brachycephalic breeds in social media and advertising is one of the main reasons that clients choose to get a brachycephalic pet.
The #breedtobreathe campaign includes a number of things designed to tackle the problem. Firstly, practices are urged not to use images of brachycephalic dogs in their own marketing materials and communications. In addition the BVA has prepared a toolbox with a template letter for you to send to companies and brands that use brachycephalic breeds in their advertising, together with a range of images and a video you can share on social media, such as Facebook.
BVA President John Fishwick said: "Several well-known brands that use images of flat-faced dogs, such as Costa Coffee, Heinz and Comic Relief, have responded positively to letters from BVA and individual members of the profession recently, and pledged to avoid using them in future campaigns. These seemingly small victories offer hope for greater and long-lasting change.
"While the veterinary profession is relatively small, its reach is significant and its role is critical to the health and welfare of not only animals, but the rest of society too. That is why we believe that it is important for the veterinary team to utilise its spheres of influence both online and offline, which includes avoiding mixed messages between what clients and the wider public are being told by vets and VNs in practice and what they were seeing in practice communications.
"We’re urging vets to continue speaking out on behalf of the animals that we swear an oath to protect, since we know that hearing first-hand from individual members of the vet-led team has a real impact on the brands in question. BVA will continue to support members in challenging irresponsible promotions using these breeds."

Lynn Jo Ann Davies MRCVS first appeared before the Committee in January 2018 to face a number of charges related to two drink-driving offences, breaching the terms of her undertakings to the College as part of its Health Protocol, and being under the influence of alcohol on three occasions while she was on duty as a veterinary surgeon in December 2016.
Dr Davies admitted all five charges against her and admitted that this meant she was unfit to practise veterinary surgery and that she was guilty of disgraceful conduct in a professional respect. The Committee accepted her admissions and found, with the exception of one allegation, that her conduct was disgraceful in a professional respect.
At its first hearing the Committee having considered both aggravating and mitigating circumstances decided to postpone the hearing for six months on the basis of Dr Davies’ entering into a new set of undertakings, including one not to practise veterinary surgery and to remain abstinent from alcohol during the period of postponement.
At the second hearing, in July 2018, the Disciplinary Committee resumed its sanction inquiry decision. Dr Davies’ Counsel submitted on her behalf that Dr Davies wished to return to practise and the Committee reviewed her witness statements, documentary proof and medical records that she provided to demonstrate she had complied with the her undertakings given at the last hearing.
Stuart Drummond, Chairing the Committee and speaking on its behalf, said: "Having had the opportunity to see and hear from the respondent when she gave evidence and when she answered the questions put to her, the view formed of her current state of health was favourable. All members of the Committee considered that the account she gave of herself in the witness box was confident and they were reassured by her evidence as to how she now sets about managing her levels of stress and how she reacted to stressful incidents.
"Such concerns as the Committee had about her return to practice concerned her ability to receive support from a third party who would act as a mentor…the Committee therefore requires the Respondent to identify, within a period of one month of today’s date, a veterinary surgeon who would agree to act as her mentor. That mentor would have to be a veterinary surgeon acceptable to the College as someone suitable to act in that capacity and that mentor would have to be approved before the Respondent could resume practice.
"A further requirement of the Committee would be that the Respondent should make a disclosure to any new employer of the fact of her appearances before this Committee in January 2018 and in July 2018 and of the decisions of the Committee in relation to both such hearings. The final requirement of the Committee in this respect is that the respondent should not accept a 'sole charge position' at any time during her employment during this next period of postponement of sanction."
The Committee directed that the hearing be postponed for a further 12 months.
The Council of the Royal College of Veterinary Surgeons has unanimously approved the introduction of a disciplinary system for registered veterinary nurses from 1 April 2011.
The RCVS established the non-statutory Register for Veterinary Nurses in 2007, and says that registration signals a commitment from veterinary nurses to account for their professional practice.
Registered Veterinary Nurses (RVNs) commit to keep their skills up to date via mandatory continuing professional development and abide by the Guide to Professional Conduct for Veterinary Nurses. The disciplinary mechanism is the final component of this regulatory framework. From 1 April 2011, an RVN can be removed or suspended from the Register if found guilty of serious professional misconduct, fraudulent registration or criminal offences affecting his or her fitness to practise.
The decision has been awaited for some time, as according to the College, there has been some dispute about whether an RVN could be removed from the statutory List of Veterinary Nurses (meaning veterinary surgeons would be barred from delegating to them tasks allowed under Schedule 3 to the Veterinary Surgeons Act, such as medical treatment or minor surgery), as well as the non-statutory Register.
Following legal advice that it would not be appropriate to remove someone from a statutory list via a non-statutory regulatory system, RCVS Council and the Veterinary Nurses Council opted for removal from the Register only, with the caveat that any such removed VNs will be clearly identified on the List. In addition, veterinary surgeons will be advised, via the Guide to Professional Conduct, against delegating Schedule 3 tasks to them.
Council also confirmed that it would seek an amendment to Schedule 3 as soon as possible, to enable it to remove the names of nurses found guilty of serious professional misconduct or other charges from the List.
VN Council Chairman Liz Branscombe said: "The Veterinary Nurses Council is committed to moving towards statutory regulation for veterinary nurses. This non-statutory commitment to a disciplinary system is our chance to show government and the public that we are ready and willing to be regulated, which should stand us in good stead for the future."
The RVN disciplinary system will mirror that for veterinary surgeons, with the same complaints-handling, investigation and decision-making processes and sanctions.
Registered Veterinary Nurses will receive more detailed information about the system over the coming months.

The new leaflet, ‘Separation anxiety as a result of the pandemic. What can you do?’, was written in collaboration with clinical animal behaviourist, Rosie Bescoby, and is aimed at dog owners whose pets are struggling to adjust to the ‘new normal’.
It includes an overview of separation anxiety, including the signs to look out for and how to tackle it, together with training tips to help adult dogs and preventative advice for puppies.
The leaflet also includes advice on the dog fear ladder, which demonstrates the different levels of fear a dog may exhibit resulting in more extreme reactions being displayed, and information on the Adaptil range of products which help support dogs throughout their lives.
The leaflet is available as both a printed and online version to enable vet practices to distribute it to their clients in a format of their choice. It is supported by a social media toolkit for vet practices consisting of posts, graphics and a video.

A former pet industry nutritionist has created a stir in the national newspapers with the launch of whichdogfood.co.uk, a website which dismisses veterinary diets as no different to the "awful" standard pet foods sold in pet stores and supermarkets.
According to reports in the Daily Mail, Daily Telegraph and Daily Express, David Jackson says the objective of his website is to change the way people buy pet food because "pet food manufacturers have been able to get away with producing frankly awful foods for our pets."
Explaining why veterinary surgeon sell prescription diets, Mr Jackson trots out some well known arguments which will be familiar to anyone who has followed the propaganda put out by the raw meaty bones (RMB) lobby: that veterinary surgeons are not taught enough about nutrition; that those training modules that exist are largely sponsored by manufacturers, and that veterinary practices benefit from 'massive cash incentives' from the manufacturers and distributors of veterinary diets.
Mr Jackson does say that there are exceptions to the rule, notably those veterinary diets developed to help pets with intolerance, allergies or uroliths.
The Puppy Contract was launched in 2012 to help prospective buyers navigate the steps leading up to the purchase of a new puppy. It includes a ten-step guide which considers things like which type of dog is most suited to a buyer’s situation and specific needs, and the questions to ask a breeder about socialisation, vaccination, microchipping and health tests.
The latest BVA Voice of the Veterinary Profession survey shows that while awareness of The Puppy Contract among companion animal vets has almost doubled since 2015 (from 29% to 56%), it is thought that no more than 2.5% of clients are actually using it.
Nevertheless, 85% of vets said using The Puppy Contract benefits and informs owners, and 20% recommend it to clients at least sometimes.
Half of the vets who were aware of The Puppy Contract said that pet owners did not come to them for advice on buying a puppy. That's a missed opportunity, both to start building a relationship with the prospective client at the earliest opportunity and to recommend the contract and thereby have a positive impact on animal welfare.
As regards the latter, it is worth noting some other BVA stats, notably that 10% of vets said they commonly saw dogs last year with health issues linked to where they were bought from, nearly a third noted brachycephalic issues or other congenital and conformation problems stemming from poor purchasing decisions and 22% saw dogs not suited to their environment.
BVA Junior Vice President and AWF Trustee Daniella Dos Santos said: "As vets, we see first-hand the tragic consequences resulting from puppies bought without proper research into breed suitability and welfare needs, the conditions they have been bred in, or vaccination and microchipping records. As a result, many of these puppies often present with disease, welfare issues and behavioural problems, leading to heartache and financial costs for the new owners.
"It’s extremely encouraging to see that more than half of companion animal vets are now aware of The Puppy Contract and recognise its immense benefits. But with many pet owners still not aware that their vet can be an invaluable first stop for advice on the right pet for them, it’s important that we promote pre-purchase consultations to ensure prospective owners make an informed choice and get a healthy, happy and well-socialised pet from a responsible breeder."

Animalcare has announced the launch of Clavubactin (amoxicillin/clavulanate) for dogs and cats, presented as 4-way split tablets in three strengths to ensure optimum dosing. The three strengths (Clavubactin 50, 250 and 500) contain 50/12.5, 250/62.5 and 500/125mg of amoxicillin and clavulanic acid respectively. Clavubactin 50mg is licensed for cats and dogs. In the study1, which was funded by Universities Federation for Animal Welfare (UFAW), an online questionnaire was completed by 744 snake owners worldwide but predominantly from the UK (68.8%).
The questionnaire investigated housing and husbandry practices and snake health and welfare as measured by clinical signs and behavioural indicators.
Associations between clinical signs, behavioural indicators and housing and husbandry aspects were tested for the three most common snake families: Pythonoids, Boids and Colubrids.
The study found 54.7% of snakes were kept in enclosures shorter in length or height than their body, preventing them from stretching out fully.
10.2% of snakes in the UK were kept in enclosures that do not comply with current recommended guidelines (minimum enclosure length <0.66 of snake length).
Whilst most snake owners (93.1%) reported measuring the temperature in their snakes’ enclosures, 24% of these checked less than the recommended once daily.
When looking at the most commonly owned snake species (royal pythons, corn snakes and common boa constrictors), 47.2% were kept in sub-optimal temperatures for their species.
Furthermore, 48.1% of owners reported not measuring the humidity in their snakes’ enclosure.
Owners reported that many snakes experienced at least one of the listed clinical signs, with the most common issues being skin shedding (28.2%), parasites (11.2%), rostral cuts and scrapes (7.4%) and respiratory problems (5.6%).
Snakes that were kept in enclosures <1 snake length had significantly more clinical signs compared to those snakes kept in enclosures >1 snake length.
Similarly, most snakes were reported to experience at least one of the listed negative behaviours, most commonly interacting with transparent boundaries (52.8%), wincing or withdrawal of head when gently touched (52.4%), putting the head under the substrate (52.1%), unusually high level of activity (51.1%) and attempting to escape (45.9%).
All these negative behaviours have previously been described as associated with captive stress.
Snakes that were reported as having more clinical signs tended to show more reported negative behaviours.
Dr Nicola Rooney, Senior Lecturer in Wildlife and Conservation at Bristol Veterinary School and corresponding author for the paper, said: “Our study has highlighted various concerns for snake welfare.
"The first of these relates to enclosure size, with snakes commonly being kept in vivaria preventing straight-line postures and movement.
"Snakes that were unable to stretch out fully had more clinical signs than those that were able to stretch out fully.
“Whilst we did not find a significant association between temperature or humidity and measures of health and welfare in this study, it is a concern that many snakes were housed in conditions considered sub-optimal for their species.
"We know that appropriate temperature and humidity is vital for maintaining the health of snakes and it would therefore be prudent to investigate these associations further, using methods other than owner reporting.”
Dr Huw Golledge, Animal Welfare Editor-in-Chief, said: “Until now, there has been little empirical data on the housing and husbandry practices of privately kept snakes, and how these impact on their welfare.
"As the first study of this size, this research provides valuable baseline data against which future surveys or welfare interventions can be compared.
“As this survey relies on owner-reported information, it is very likely that many of the frequencies of clinical and behavioural signs are underestimated.
"This demonstrates the need for evidence-based recommendations, and the importance of such recommendations being made accessible to owners to improve snake welfare.”

Ceva Animal Health has introduced an improved version of Hepatosyl, its liver support supplement for horses.
Hepatosyl Plus for horses contains the same antioxidant ingredients as the original version but now also contains Silybin, the most active isomer of Silybum marianum (milk thistle)1.
According to Ceva, the addition of Silybin gives new Hepatosyl Plus a triple antioxidant approach to liver support to help neutralise free radicals within the liver. Free radicals are produced by hepatocyte mitochondria and cause oxidative damage to cell membranes, protein and DNA.

Invicta, the new, independent veterinary pharmaceutical company, has launched ChroMyco Duo, the first duo plate dermatophtye fungal test to help veterinary professionals identify the source of skin abnormalities in-house without the delay and cost of sending samples to a laboratory.
According to the Sussex-based company, ChroMyco Duo has been designed to aid practices in the accurate identification of fungal skin infections in dogs, cats, horses and all small animal species.
ChroMyco Duo is a dual plate test with dermatophyte test media (DTM) on one side and an Enhanced Sporulation Agar (ESA) on the other. Invicta says it's this dual test capability which greatly reduces the risk of false positive results. The test is performed by veterinary staff taking a pluck of fur or skin scrape from the lesion and innoculating both sides. After three to six days, if dermatophytes are present, the DTM will turn red and the ESA will turn blue-green.
Once a colour change is identified, a sample of the culture can be taken from the ESA, a media prolific in growing dermatophytes. Veterinary staff are then able to examine the fungus microscopically and identify the species of dermatophyte before advising on treatment.
Invicta has prepared a free fungal identification chart to assist practices with the identification of cultures and is providing free updates to subscribers, as images of new fungi are submitted by practices using the kit.
The ChroMyco Duo test is supplied in boxes of five units, each individually wrapped to allow a one year shelf life. It costs £5 per unit, which Invicta says makes it very cost-effective when compared to laboratory charges. It is incubated at room temperature so no specialist equipment is required.
Rob Watkins, Managing Director of Invicta, said: "The incidence of fungal infections in practice is significant and growing. Antifungal treatments already account for more than £1m sales in the UK veterinary sector. The problem is that dermatophyte presence is often misdiagnosed.
"Until recently vets have had to rely on either single test kit, or for a full diagnosis, by sending a sample to laboratory where tests cost up to £20 and can take 14 days to complete.

The ban is being explored by the government as part of a package of reforms designed to drive up animal welfare standards.
A number of other measures to tighten up the regulation of puppy breeders are also being laid before Parliament today, to come into force later in the year:
Banning licensed sellers from dealing in puppies and kittens under the age of eight weeks;
Ensuring that licensed dog breeders show puppies alongside their mother before a sale is made;
Tackling the sale of weak underage puppies and the breeding of unhealthy dogs and dogs with severe genetic disorders;
Introducing compulsory licensing for anyone in the business of breeding and selling dogs;
Requiring puppy sales to be completed in the presence of the new owner, preventing online sales where prospective buyers have not seen the animal first;
Insisting licensed dog breeders can only sell puppies
Environment Secretary Michael Gove said: "We need to do everything we can to make sure the nation’s much loved pets get the right start in life. From banning the sale of underage puppies to tackling the breeding of dogs with severe genetic disorders, we are cracking down on sellers who have a total disregard for their dogs’ welfare.
"This is a further step to raise the bar on animal welfare standards. We are also introducing mandatory CCTV in all slaughterhouses and increasing maximum prison sentences tenfold for animal abusers."
BVA President John Fishwick said: "As vets, we see first-hand the tragic consequences that can result from poorly bred puppies so it’s encouraging to see the Government announce this raft of measures to improve dog welfare.
"We support the principle that puppies should not be sold by third parties, but this is a complex area that must consider advertising, internet sales and pet owners’ buying habits to ensure illegal puppy sales won’t be driven underground.
"Effective legislation must be backed by enforcement, so it’s essential that local authorities are equipped with adequate resources to help guarantee the welfare of millions of dogs across the UK.
