Defra has announced that new rules on pet travel will be introduced from 1^st January 2012. The changes will mean that the rules on rabies vaccination for entry into the UK will be in line with the rest of Europe.

Defra has carried out a risk assessment to find out how the changes will affect the level of risk of rabies entering the UK. Although the probability of rabies introduction into the UK will increase, the assessment found the risk will remain very low after the increase.

The British Veterinary Association and the British Small Animal Veterinary Association are informing their members of the new rules so that the right advice can be given to pet owners planning to travel abroad with their animals.

Dogs, cats and pet ferrets entering the UK from an EU or 'listed' third country from 1 January 2012 must:

• be microchipped
• be vaccinated against rabies
• have waited 21 days after vaccination before entering
• have an EU Pet Passport

The current requirement to carry out a blood test followed by a six-month wait before entry into the UK will no longer be required.

From 1^st January pets entering from a non-listed third country must pass a blood test 30 days after vaccination followed by a three-month wait.

Until now, the UK, Ireland and three other Member States have had derogations from EU pet travel rules to allow for additional controls to protect against rabies, ticks and tapeworms.

Successful vaccination programmes in wildlife in mainland Europe have now allowed the UK to consider whether the additional controls for rabies are still necessary.

The BVA and BSAVA have continued to lobby in Europe for additional controls to be maintained for tapeworms, which could introduce Echinococcus multilocularis to the UK - a significant public health concern.

Although a final decision has not yet been made the European Commission has indicated that it will support the UK case for additional tapeworm controls.

Harvey Locke, President of the BVA, said: "It is vital that any controls on animal movements are proportionate to the risk.

"Due to the highly successful vaccination programme in wildlife in mainland Europe there has been a huge reduction in the incidence in rabies. Research carried out by Defra reveals that the risk of introducing rabies under the new rules is very low.

"However, it is essential that pet owners get good veterinary advice when planning to take their animals abroad because pets can be exposed to a number of diseases not currently endemic in the UK, for example leishmaniasis, babesiosis, and ehrlichiosis.

"As part of responsible ownership we would always advise pet owners to visit their vet for a pre-travel consultation to discuss how to protect the health and welfare of their animals when travelling abroad."

Andrew Ash, President of the BSAVA, added: "The Pet Travel Scheme has been highly successful in keeping the UK free of rabies. BVA and BSAVA have been working closely with Defra to ensure that any changes to the pet travel rules do not threaten our disease-free status.

"The rabies vaccine has advanced and now has a longer duration of immunity and we welcome the continuing requirement for all pets to be vaccinated before travel."

RCVS Council has agreed a 3% increase in the registration and retention fees for veterinary surgeons for 2019/20 which will now be submitted to the Privy Council for formal approval.

Fees will now be £340 for a UK-practising member, £170 for members practising outside the UK, £56 for non-practising vets under the age of 70, and free for non-practising vets over 70.

Restoration fees, charged in addition to retention fees, increase to £85 following voluntary removal, and £340 following removal for non-payment.

Lizzie Lockett, RCVS CEO, said: "This year we asked Council to agree a fee increase to help us prepare for unknowns such as Brexit, as well as fortify our proactive work to help support the professions.

"Over the past few years we have put increased resources into projects such as: Mind Matters, our mental health initiative; Vet Futures, our joint project with the British Veterinary Association; Vivet, our innovation hub; and our recently launched Leadership Programme. Unfortunately there has also been a rise in Disciplinary Committee hearings and we are having to allocate further funds to making our building fit for purpose, and so a small increase has been necessary.

"This still places us at the lower end of fees for regulatory bodies while providing a secure financial foundation."

The British Equine Veterinary Association has announced that colic will be a key topic on the scientific programme at Congress this year, which runs from 11th to 14th September at the Birmingham ICC.

Global names in gastroenterology will be sharing the latest knowledge to help veterinary surgeons and nurses support the work of the BHS and Nottingham University’s REACT to colic campaign, which is designed to help vets and horse owners work together for colic patients.

On Friday 13th September there'll be a two-hour session chaired by Harry Carslake, a diplomate of the American College of Veterinary internal medicine (ACVIM). The session will involve five experts speaking about aspects of colic, followed by discussion and the opportunity for questions from delegates.

The RCVS Council has approved a new project to enhance veterinary clinical career pathways in three ways.

The first is the introduction of Specialist training and status for general practitioners in primary care, for which the RCVS project will now develop a new five-year curriculum and an implementation plan.

The RCVS will also be looking closer at the definition of veterinary clinical roles and developing guidance for the profession and wider public on the different clinical career statuses available to veterinary surgeons.

Thirdly, the College will identify different ways in which vets can access the teaching and learning opportunities, clinical experience/cases, supervision and support that is required for them to complete specialist training and obtain RCVS Specialist status.

This will include looking at how access to specialist training can be widened beyond the typical internship/residency model, to include training models more accessible from primary care practice, and for those at different career and life stages.

Kate Richards MRCVS, Chair of the RCVS Education Committee, said: “These exciting and progressive proposals are visionary as far as the career and development structure of the veterinary clinical profession is concerned.

“It means there will be new prospects for those in general practice and those who want to achieve Specialist status by different means, as well as a more defined career structure for the profession that will be clearer to the profession and general public alike.

"With around 75-80% of veterinary professionals working in clinical practice this project will deliver a substantial positive impact.

RCVS President Dr Sue Paterson FRCVS added: “There are two aspects of the project that I particularly welcome.

"First is the impact this could have on both recruitment and retention as vets are offered additional, and more diversified, career options and expanded roles in a variety of clinical settings.

"Second, as a specialist dermatologist myself, I really value the fact that we will be looking at ways to widen participation and increase accessibility to specialist training from primary care practice, as the residency/internship route is very intensive and not necessarily suitable for everyone. 

A similar process to develop and enhance clinical career pathways for veterinary nurses is now also being considered, this would include the development of an ‘Advanced Veterinary Nurse’ status and clearer information on the veterinary nursing role and what it entails.

CEVA Animal Health has launched a double-sized version of Cyclo Spray, the company's chlorotetracycline-based treatment for the clinical symptoms of foot rot in sheep and digital dermatitis in cattle.

CEVA says that Cyclo Spray's superior spray performance makes it very cost-effective: the aerosol generates a narrow, condensed spray with limited dispersion for accurate application and minimal drip. The spray adheres cleanly and dries fast on the treatment area, to ensure that the antimicrobial has maximum efficacy within the shortest possible spray time.

CEVA adds that each spray of Cyclo Spray covers the skin with a concentration of chlorotetracycline that is thousands of times greater than is actually required to kill the causative bacteria.

The RCVS Disciplinary Committee has reprimanded and warned as to his future conduct a Hampshire veterinary surgeon found guilty of serious professional misconduct for cumulative failures to provide adequate professional care, and insufficient regard for animal welfare whilst treating a dog that had ingested broken glass.

The sanction was decided following a 12-month postponement of a decision ordered at a hearing on 19 November 2010.

At last week's hearing, the Committee was asked to decide what sanction would be appropriate in the case of Peter Ardle MacMahon for his treatment of a Cocker Spaniel called Wilfred, while working as a locum in Portsmouth. In 2010, the Committee found that Mr MacMahon had not removed the ingested glass from Wilfred's stomach or adequately checked that he had done so; had inadequately prevented abdominal contamination; and, had failed to communicate this contamination problem to Wilfred's usual veterinary surgeon. Considering these charges cumulatively, the Committee found that the treatment Mr MacMahon provided to Wilfred had fallen far short of the standard to be expected in the profession and amounted to serious professional misconduct.

Shortly prior to treating Wilfred, Mr MacMahon had returned to practice after a ten-year absence and, at last year's hearing, agreed to comply with undertakings regarding his professional development. These included performing at least 70 hours of medical and surgical continuing professional development (CPD); providing the Disciplinary Committee Chairman with quarterly CPD reports and two employer reports regarding his competence; observing 24 days of current practice by shadowing another veterinary surgeon; and, providing reports from this veterinary surgeon as to his competence and a case diary.

The Committee considered the factual findings from the November 2010 hearing and the concerns then expressed about Mr MacMahon's conduct and capabilities as a veterinary surgeon, as well as his compliance with the agreed undertakings. As advised by the Legal Assessor, the Committee's considerations of sanction began at the lowest level that would ensure that the welfare of animals was properly protected; that proper standards would be maintained among practitioners in the profession; and, that would be in the interests of the public.

Speaking on behalf of the Disciplinary Committee, Chairman Professor Peter Lees said: "The Committee is satisfied that the respondent had complied fully with the spirit of the requirements of the undertakings he had entered into on 18 November 2010. Indeed, the view is that the respondent has done well to achieve the level of compliance that he has, given that he had suffered a period of significant ill-health during the period since he entered into those undertakings.

"The ultimate decision is that the respondent's conduct [...] warrants the imposition of at least a reprimand," he continued. "However, it is also the Committee's firm view that the respondent must be warned about his future conduct so that he will know the Committee considers he needs to maintain the level of continuous professional development that he has achieved [over the last] 12 months, and to have constantly in mind the paramount obligation of all veterinary surgeons to ensure the welfare of animals under their care. 

"Such a warning as to future conduct should, and the Committee believes that it will, serve as a constant reminder to the respondent that he must undertake only those procedures, and only proffer professional advice, in the areas where he has the requisite up-to-date skills, knowledge and experience."

The Committee reprimanded Mr MacMahon and warned him as to his future conduct.

Hill's Pet Nutrition has highlighted recent studies which, the company says, prove that feeding a food enriched with omega-3 fatty acids from fish oils to dogs with osteoarthritis results in a reduction in NSAID dosage of up to 25%¹, owner observed improvements in clinical signs³, and improved weight bearing ability^{2, 7}

The claim that food can effectively support medical treatment follows in the wake of two published and one in press study in the Journal of the American Veterinary Medicine Association (JAVMA). These demonstrate that omega-3 enriched food (in this case Hill's Prescription Diet j/d Canine) has significant  effects on weight bearing and helps reduce NSAID dosage by up to 25 per cent, when fed to dogs with osteoarthritis ^{1, 2,3}. 

According to Hill's, the research demonstrates that in dogs the high levels of eicosapentaenoic acid (EPA) from fish oils can down-regulate the cartilage degrading enzyme aggrecanase¹. In vitro studies have also identified that EPA resulted in a reduction in the amount of degraded cartilage residue produced⁴. High levels of omega-3 fatty acids can also help to reduce inflammation^5,6.

The two studies that were recently published confirm that feeding a diet rich in omega-3 fatty acids aids in the management of osteoarthritis in dogs^2,3. The randomized double-blinded controlled trials were carried out over three and six months respectively and involved a total of 165 dogs identified as suffering from mild to moderate osteoarthritis. After collating the results from almost 25,000 trial days, researchers were able to confirm a significant 'clinical improvement' from feeding a food fortified with fatty acids.

In the first study described in JAVMA, researchers found evidence that omega-3 fatty acids from fish oils resulted in improvements in weight bearing². Objective measurement using force plate gait analysis demonstrated that dogs fed a test food fortified with fatty acids were seven times as likely to show improved weight bearing compared with dogs fed a control food.

In the second study, through a detailed questionnaire, owners also observed significant improvements in their dog's osteoarthritic condition³.  Improvements observed covered the following signs: difficulty in rising from rest, limping, stiffness, soreness when touched, yelping or whimpering in pain, aggression, lagging on walks, reluctance to play and overall activity level.

Adrian Pratt, Veterinary Affairs Manager for Hill's Pet Nutrition, manufacturer of Prescription Diet j/d, which is enriched with omega-3 fatty acids, hailed the results as a breakthrough in the field of nutrigenomics (the study of the effects of nutrition on gene expression): "This research points the way to a new model for the management of osteoarthritis, using a clinically proven food to interrupt the cycle of damage and cartilage degradation, alongside graded levels of NSAIDs and proactive programmes to manage weight and adjust exercise routines. Clinicians now have the conclusive proof they need to recommend feeding omega-3 enriched food to ameliorate the signs of osteoarthritis in clients' pets and to adjust NSAID doses accordingly."

The RCVS has announced that registrations for the new RCVS Register of Veterinary Practice Premises will be accepted from 1 November 2008, allowing all those who wish to supply medicines from veterinary practice premises from 1 April 2009 onwards a full five months to comply with the latest medicines legislation.

In order to fulfil its obligations under European law to maintain and improve traceability of, and accountability for, veterinary medicines, the UK Government decided that any veterinary surgeon may only supply veterinary medicinal products (VMPs) from premises registered with the Secretary of State, with effect from 1 April 2009.

The Veterinary Medicines Directorate (VMD) is responsible for the inspection and registration of practices under the Veterinary Medicines Regulations. Steve Dean, VMD's Chief Executive, says the new veterinary practice premises register will complete the UK information base by bringing veterinary practices in line with other suppliers of veterinary medicines who already have to operate from registered premises.

The Register will enable the supply of veterinary medicines by veterinary surgeons, including controlled drugs, to be subjected to inspection and verification. As a result, DEFRA Ministers and the European Commission can be re-assured that veterinary medicines are being supplied in the UK in accordance with EC legislation.

In discussion with the VMD, it was agreed that the most appropriate body to maintain this register would be the RCVS, not least because the College already manages the RCVS Practice Standards Scheme and publishes the (voluntary) Directory of Veterinary Practices, so has the necessary systems already in place. The register will be published on RCVSonline and updated quarterly.

Whilst there will now be a statutory fee levied for each practice premises registered on the new Register, the College's existing database framework has kept this to a relatively low £40 compared to what other bodies might have had to charge after starting from scratch.

Practices could appear in the Directory for free because the cost of producing it was partially covered by subsequent data sales. However, the new Register will need to be self-funding, as the data it contains will be freely available online.

Not all practices will have to pay the statutory fee. RCVS President Jill Nute said: "For those practice premises already accredited under the RCVS Practice Standards Scheme (PSS), the fee will be taken from their existing PSS annual fee. 

"What's more, accredited practices will not face additional four-yearly inspections by VMD inspectors (unless there is an investigation for enforcement purposes) as their PSS inspections already ensure that they keep up to date with current medicines legislation."

Practice premises that have applied to join the Scheme, but have not yet been accredited, will not face additional VMD inspections either, but will still need to pay the statutory fee.

To help practices understand the new requirements and what they need to do before next April, the RCVS has produced a range of guidance, including a series of Frequently Asked Questions (www.rcvs.org.uk).

"In particular, we hope this guidance will help to explain which premises are likely to be considered ‘veterinary practice premises' and the difference between those premises and places where medicines might simply be stored or kept," said Mrs Nute.

"It is important to realise that there is a legal requirement to register veterinary practice premises for the supply of medicines, and a professional obligation, set out in the Guide to Professional Conduct, to keep a record of where all medicines are stored or kept. This record should avoid the need for additional registration of car boots, farms and homes."

Over the coming weeks, application forms will be posted to all practices currently listed in the Directory and accredited under the PSS, containing all the practice information currently held. These forms must be checked, signed and returned, even if no fee is due. Separate application forms will be available for any non-accredited practice premises not published in the Directory, and a letter will be sent to all RCVS members to ensure the whole profession is aware of the new requirements.

The RCVS Privy Council has approved changes to the Statutory Exam which has to be taken by veterinary surgeons who hold a veterinary degree that is not recognised by the RCVS.

The changes are designed to make the process more accessible and the College says most were proposed as a result of candidate feedback. They are:

• Candidates will now be able to take re-sits of the written exam papers for each of the 3 clinical subjects in the same year, meaning that they no longer have to wait a whole year until the next Stat Exam process.
• Candidates will now be able to pay for the written exam stage and the objective structured clinical exam (OSCE) stage separately, reducing the costs that candidates have to pay in one go.
• Candidates who pass the written exam but fail one or more clinical domains of the OSCE will be allowed to proceed directly to the individual failed clinical domains of the OSCE the following year, rather than having to sit all the written papers and all the clinical domains of the OSCE again.
• The RCVS will be able to keep the cost of the exam updated in-line with inflation.

The changes will come into effect from 1 January 2025, in time for the 2025 Stat Exam cohort.

Dr Linda Prescott-Clements, RCVS Director of Education, said: “We have been listening to the concerns of various stakeholders, including those who have undertaken the Stat Exam previously and veterinary employers, and we used this feedback to work with the Department for Environment, Food & Rural Affairs (Defra) to come up with a set of practical, deliverable changes that improve the experience of Stat Exam for all candidates, and hopefully alleviate some of the stress involved around timescales, opportunity and finance.

“These changes will make the exam more accessible, as it will allow candidates to have two attempts at the written papers within the same diet, which need to be passed before being allowed to proceed to the practical exam and it will also help improve accessibility to the exam from the perspective of candidate finances.

The Royal College of Veterinary Surgeons has paid tribute to its former President Professor Bob Michell, who died on the 8th October, aged 75.

Bob was a member of RCVS Council from 1992 until 2004 and was President in 1999/2000. During his time on Council he also served as a member of all of the major committees of that time, with the exception of the Disciplinary Committee, and chaired several of the subject boards for the RCVS Diplomas.

Current RCVS President Chris Tufnell said: "Bob was 100% responsible for my involvement with the RCVS, putting me forward for a working party in my first year in practice. Throughout his career he nurtured young professionals who he genuinely saw as the future and he was particularly dedicated to furthering and improving the education and development of veterinary surgeons, as demonstrated by his involvement in the RCVS Diplomas, the College’s continuing professional development (CPD) board and the former RCVS Trust.

"His dedication to our profession was exceptional and his kind and erudite observations, both public and private, were always welcome. We will miss him and our thoughts are with his family at this difficult time."

A study published in the Veterinary Record has shown that Plerion, the broad-spectrum anthelmintic combination preparation for dogs (5 mg pyrantel + 20 mg oxantel + 5 mg praziquantel per kg body weight) is an efficacious and well-tolerated treatment against all important endoparasites, according to manufacturers Intervet Schering-Plough Animal Health. 

In addition, because Plerion is formulated as a flavored chewable tablet, the product was readily consumed by the vast majority of dogs.

Although the product has been on the market in the UK since last year, this is the first time that the evidence for its efficacy has been published in the public domain.

Linda Horspool BVMS, PhD, DipECVPT, MRCVS, Global Technical Director Companion Animal Pharmaceuticals at Intervet/Schering-Plough Animal Health said: "Pyrantel, oxantel and praziquantel, the active ingredients of Plerion, are well-established anthelmintics, having been used successfully in humans and animals for decades. The combination of these ingredients in one preparation offers the possibility to eliminate relevant parasites from most dogs in a single treatment. Moreover, the good palatability of the flavored chewable tablets makes Plerion easy to give and helps owners to remember to treat their dogs regularly which contributes to adequate deworming".

The efficacy, safety and palatability of a single-dose treatment with Plerion were assessed after experimental as well as natural infection with common helminths such as whipworms, tapeworms and roundworms. In five controlled studies (48 treated dogs/49 untreated dogs) and three field studies (30 treated dogs), a total of 127 animals were included. In all comparisons, Plerion-treated dogs had statistically significantly lower worm counts than untreated dogs. Moreover, in treated dogs efficacy against whipworms (Trichuris vulpis) was more than 99 percent after experimental infection and 100 percent after natural infection. For roundworms (Toxocara canis), the corresponding figures were 94 and 100 percent, respectively. For tapeworms (Echinococcus granulosus), the efficacy was more than 99 percent after experimental infection.

The preparation was well-tolerated, evidenced by the finding that treatment of dogs with doses up to 6 times the recommended dose or twice the recommended dose on 3 consecutive days did not result in adverse changes in blood parameters, clinical findings or behavior.

In client-owned dogs, Plerion was readily consumed as demonstrated by the fact that 88 percent of dogs spontaneously accepted the tablet. The proportion of spontaneous acceptance appeared higher than the 78 percent that was obtained with another commercially available flavored reference preparation containing pyrantel, febantel and praziquantel.

Worm infestations in dogs are important parasites in terms of prevalence, pathogenicity and, occasionally, zoonotic impact. Therefore, the European Scientific Counsel on Companion Animal Parasites (ESCCAP) has re-emphasized in its 2010 guideline update titled "Worm Control in Dogs and Cats" that veterinarians and pet owners (1) must take measures to protect pets from parasitic infestations, (2) protect the pet population from risks associated with travel and its consequent potential to change local parasite epidemiological situations through the export or import of non-endemic parasite species, and (3) should work together to reduce the risks associated with zoonotic transmission of parasitic diseases.
