The European Union (EU) has now approved regulations that any equine foal born after July 1 2009 should be micro-chipped, and Defra is currently consulting with equine industry professionals about the best method of implementation.

The combination of a micro-chip and horse passport provides a reliable method of identification and also a medical record.

Larry King, Dechra's equine product manager said: "We want to make it easier for vets to offer clients the best method of identification and in turn, make it difficult for horses treated with veterinary medicines to enter the human food chain.

"We are pleased to support the micro-chipping initiative and the Equine Passport Scheme with our Identichips offer and an owner leaflet about passports to promote responsible horse ownership. They will both help prevent important products like Equipalazone from inadvertently entering the food chain.

The owner leaflet outlines the importance and benefits of the Equine Passport Scheme and is being inserted into every box of Equipalazone Powder 100s. Further copies are available from Dechra Veterinary Products for practices to distribute to their clients.

The British Small Animal Veterinary Association is using European Antibiotics Awareness Day (today) to highlight its guidance on the appropriate use of antimicrobials.

European Antibiotic Awareness Day is an annual campaign held to raise awareness of prudent antibiotic use and the threat of antibiotic resistance. While in the past it has focused on use of antibiotics in human healthcare, there is an increasing realisation that antimicrobial resistance is a 'One Health' issue with implications for human and animal health as well as the environment.

Professor Michael Day, BSAVA President said: "For both veterinary professionals and those working in human health, the spread of multi-drug resistant bacteria means that we may reach the point where we can no longer treat every day infections or diseases. So the responsible use of antimicrobials is an important focus for this pan-European campaign.

"Antibacterial resistance is now a politically important topic for our profession, and there are those who wish to restrict veterinary use of certain antibacterial products, which could have significant implications for animal health and welfare. It is therefore essential that veterinary surgeons are seen to be using antimicrobials responsibly."

The RCVS has launched the new Practice Standards Scheme (PSS), which is now open for applications for both practice accreditations and the new system of PSS awards.

Speaking after today’s launch at the London Vet Show, which over 200 veterinary surgeons, veterinary nurses and practice managers attended, Practice Standards Group chair Jacqui Molyneux, said: "The new Scheme is all about offering a pathway to improvement for practices of all shapes and sizes that want to aspire to excellence, and then highlighting these achievements to the animal-owning public in a way that is clear and easy to understand.

"Over half of all veterinary practice premises in the UK are already RCVS-accredited, which is fantastic for a voluntary scheme, but we’d really like to help more practices to get on board. I hope that the improvements and exciting new benefits that we’ve developed will make the Scheme even more rewarding for existing members, and encourage more people to join."

The College says that the main changes to the scheme have been based on feedback from the profession and input from the Practice Standards Group (PSG), with the dual aims of making it more accessible for those practices which aren’t yet PSS members, and even more rewarding for those who are already accredited.

Whilst retaining the existing accreditation levels across small animal, equine and farm animal practices (current RCVS-accredited practices will be automatically transferred to the new Scheme), a new modular structure helps to make the Scheme more flexible and ensure all types of veterinary practice – from ambulatory services to veterinary hospitals – can join. This structure also recognises the contributions of the whole practice team, helping to raise standards across the board.

Once accredited, practices can now apply for a range of optional awards that focus on outcomes and behaviours in specific areas, such as ‘In-patient Service’, ‘Team and Professional Responsibility’ and ‘Client Service’. Designated at either ‘Good’ or ‘Outstanding’, these awards should help clients understand where a practice excels, and what skills and services are on offer, enabling them to make choices based on their needs and preferences.

The RCVS has also recruited and trained a new team of assessors, who will take more of an interest in listening to practice staff rather than just checking paperwork and equipment. It has also developed an online administration and support tool – nicknamed Stanley – to provide document storage, a calendar and a self-assessment function, to make the accreditation and awards application processes quicker and easier to manage.

As an introductory offer, the RCVS is now inviting applications from practices that would be willing to help with a final round of testing of the new Scheme, to be in with a chance to win one of 20 free assessment days, worth £350. The offer is open until Friday 4 December, and the first 20 practices drawn at random on 7 December will be allocated the free assessments.

London-based Nicola Jane Gurrin MRCVS has been reprimanded and warned by the RCVS Disciplinary Committee after she prescribed an acne treatment for a human. 

Ms Gurrin faced two charges, the first being that she had issued prescriptions for Roaccutane tables, indicating they were for the treatment of an animal when they were in fact for a human.

The second charge was that Dr Gurrin’s conduct in relation to the first charge was dishonest and/or misleading, and took place in circumstances where Dr Gurrin was not professionally qualified to write a prescription for a human.

Ms Gurrin admitted the allegation in its entirety and the Committee therefore found it proved.

The College submitted that Dr Gurrin breached fundamental tenets of the Code of Professional Conduct and acted dishonestly and, as such, that the admitted facts amounted to disgraceful conduct.

The Committee accepted that Dr Gurrin’s conduct involved dishonesty, but took into account the context: that Dr Gurrin was seeking to help in continuing a course of medication that she understood to have been properly prescribed by a specialist physician.

Mitigating factors included the lack of artifice or sophistication in the drawing of the prescription and its presentation to the pharmacist, in that Ms Gurrin didn't invent an animal name or species, or any kind of elaboration or backstory when challenged by the pharmacist on the prescription.

In addition, there was no financial or other personal gain, it was a single isolated incident, it was a spur of the moment decision without reflection, no harm was caused or risked to any animal, Ms Gurrin had a long and previously unblemished career and lastly she showed insight into the offence.

The committee also took into account the character testimonials which showed Ms Gurrin not only to be an exceptional vet, but a dedicated professional who had nurtured a very strong team, and someone who is held in extraordinarily high regard by both her clients and colleagues.

There were no aggravating factors.

The Committee considered that the case was too serious to take no further action, but that there was no ongoing danger to the public or risk to animal health.

Kathryn Peaty, chairing the Committee and speaking on its behalf, said: “The Committee has reached the conclusion that it is appropriate to impose a reprimand and a warning in this case.

"It would serve no purpose to impose a more severe sanction of a suspension and deprive Dr Gurrin’s clients of her valuable service and to deprive Dr Gurrin of the opportunity to practise for however short a time.

"The Committee considered that it is right to recognise that this misconduct was an aberration in a fine career, which is not characteristic of this veterinary surgeon and which happened when she was off her guard and in circumstances when she was mistakenly trying to help another in what she thought was a safe way.

“The Committee therefore decided, in the particular circumstance of this case, to impose a reprimand and warning on the basis that it would be proportionate in order to maintain public confidence in the profession and declare and uphold proper standards of conduct and behaviour.”

Dr Duncan Lascelles, Professor of Translational Pain Research and Management at North Carolina State University, will be delivering a webinar on switching between non-steroidal anti-inflammatories (NSAIDs) in canine patients on December 14th at 8pm.

Duncan said: "NSAIDs remain a useful therapeutic tool for pain management in companion animals, particularly for conditions such as canine osteoarthritis.

"Although their benefits are clear at a group level, individual animal response can vary significantly; this is one of the key reasons why a clinician may switch a patient to a different NSAID, but due to concerns around adverse effects this often involves a washout period which can lead to gaps in pain management."

In the webinar, hosted on the WebinarVet platform, Duncan will give an overview of the ‘Whens, Whys and Hows’ of switching NSAIDs in dogs.

This will include findings from scientific studies and recommendations around switching safely, including when the washout period should be observed.

Denise Coston of Castle Veterinary Surgeons in Durham has won The Veterinary Business Journal Practice Manager of the Year 2011, and praised the award for promoting her role.

Denise, who was a manager at Lloyds TSB's lending centre and previously ran her own business, before joining Castle Vets three years ago, said: "I did not find out that I had been nominated until three weeks before the ceremony - it was totally out of the blue. To make it to the final three was brilliant, but to win was just incredible.

Denise also said the Practice Manager of the Year Award plays a vital part in promoting the role of practice managers to the wider industry: "It is so important in recognising and championing the efforts of practice managers. I'm sure there will be many people out there who still don't know what we do or how we could benefit their business and this award highlights our achievements.

"This is an evolving role and it is often a case of matching what each practice needs, but I think the fact that there is an award highlights the point that there is true value in having a practice manager."

Researchers at the Royal Veterinary College have been awarded £566,149 by the Department for Environment, Food and Rural Affairs (Defra) and the Biotechnology and Biological Sciences Research Council (BBSRC) to continue their studies into Enzootic pneumonia, the most common respiratory disease in pigs.

The research will specifically focus on Mycoplasma hyopneumoniae (M.hyop), the causative agent of the disease, and aim to progress vaccine development.

Zoetis has stumped up another £300K in kind to support the research. 

M.hyop is present in 80% of UK pig herds, which can result in a 16% reduction of growth and a 14% reduction in feed conversion in pigs.

This therefore, is not only a welfare issue for pigs but can significantly increase production costs for farmers.

Piglets are at particular risk of contracting the disease alongside secondary pathogens during lactation. 

There are currently no commercial vaccines available that would prevent initial infection, and while M.hyop is susceptible to a variety of antibiotics, their use needs to be reduced to avoid overuse and the occurrence of multi-drug resistant strains.

The priority for the RVC researchers will therefore be developing new vaccines.

The team will also research the optimisation of protocols to eliminate M.hyop from pig herds in an effort to further minimise potential transmission.

Professor Dirk Werling, Professor of Molecular Immunology at the RVC, said: “Infection of Mycoplasma hyopneumoniae is a really debilitating disease in pigs that causes huge economic losses for farmers.

"I am very pleased that we will be able to continue working with a pharmaceutical partner to develop a new vaccine using state-of the-art technologies.”

The RCVS Mind Matters Initiative and the Doctors’ Support Network (DSN) have now signed up seven ambassadors for their AndMe (#AndMe) mental health campaign, designed to de-stigmatise mental ill-health within the healthcare professions.

The College says that although professional bodies advise their members to value their own wellbeing and seek help if unwell, there has been an absence of senior professionals who have felt able to say 'been there myself'.

By asking senior medical professionals to share their stories of overcoming struggles with mental health, &me aims to encourage other medical professionals to seek help, in part by showing that such experiences do not exclude people from achieving leading roles in healthcare.

With the addition of Dr Cathy Wield in August, there are now seven ambassadors for the &me campaign, and all of their stories can be read at www.vetmindmatters.org/&me: 

• Dr Caroline Reed O’Connor, who went on to be a senior trainee psychiatrist and psychotherapist after being diagnosed with bipolar disorder
• David Bartram, a veterinary surgeon and member of RCVS Council who was in hospital multiple times as a result of depression before gaining additional qualifications and moving into roles of increasing responsibility
• Dr Malcolm Kinnear, a psychiatrist who took long-term sick leave for depression before completing his training to become a consultant and taking an honorary teaching position at the University of Dundee
• Dr Susan Atcheson, a senior GP who has experienced multiple episodes of psychotic depression
• Rob Pettitt, a vet and Senior Lecturer at the University of Liverpool who experienced depression, taking eight weeks off work before slowly returning to a full-time schedule 
• Professor Jamie Hacker Hughes, a psychologist, psychotherapist and supervisor, who was diagnosed with bipolar affective disorder. He then went on to gain a consultant post with the Ministry of Defence, achieve three fellowships and four professorships, establish a research institute and become President of the British Psychological Society
• Dr Cathy Wield, a doctor who experienced two bouts of severe depression including hospital admissions and brain surgery. She returned to work in emergency medicine, and has written two books about her experience of being a doctor with depression.
• Dr Susan Atcheson, a senior GP who first experienced recurrent psychotic depression 20 years ago.

Lizzie Lockett, Director of the Mind Matters Initiative, said: "Over the past eight months we have seen an incredible level of support for our &me ambassadors. Our Facebook post about Rob Pettitt, for example, reached nearly 25,000 people, many of whom posted stories about Rob helping them navigate veterinary school and better understand their own mental health issues. These kind of role models really do help reduce stigma, and we thank every one of our ambassadors for having the courage to share their own experiences with mental health."

Louise Freeman, Vice-Chair of the Doctors’ Support Network, said: "The &me campaign has really shown how the medical professions can work together when it comes to mental health. Medical professionals face many of the same challenges, and we needn’t face them alone – instead we can work as one to tackle stigma and speak openly about mental health issues. And it’s not just in the UK that health professionals can feel as if they are ‘not allowed’ to experience mental health problems. As a direct result of the &me campaign, health professionals from around the world including Australia and the U.S. have been in contact with DSN to confirm that they have similar issues within their local health culture."

The campaign is still interested in hearing from not only doctors and veterinary surgeons but also nurses, veterinary nurses, dentists, pharmacists and other healthcare professionals who want to open up about their experiences of mental ill health. The BVA has welcomed an update report on dog breeding issues by the Associate Parliamentary Group for Animal Welfare (APGAW).

Working with a small group of stakeholders including the British Veterinary Association, Dogs Trust, Kennel Club and RSPCA, this report looks at what has been done since the first APGAW report in late 2009 and the airing of Pedigree Dogs Exposed (2008) and Pedigree Dogs Exposed: Three Years On (2012).

BVA Past President Harvey Locke said: "The BVA fully endorses the recommendations and practical solutions offered by this timely report."  

Mr Locke drew attention to a number of points in the report's action plan including:

• APGAW's call for long-term funding and granting of regulatory powers to the Advisory Council on the Welfare Issues of Dog Breeding
• seeking to remove any ambiguity in the language used within the Kennel Club's breed standards
  giving consideration to the meaning of 'fit for function' in the breed standards
  confirming the introduction of compulsory microchipping as the most effective means of permanent identification
• calling for the tightening up of dog breeding legislation in England (Northern Ireland and Wales have been taking the lead in introducing legislation)
• dog-breeding licensing requirement should be reduced to three or more litters
  pressing for animal welfare to be part of the core curriculum in schools
  all stakeholders should ensure that consistent key messages are delivered in education programmes
  Defra codes of practice should be updated to include breeding issues relating to hereditary disease and exaggerated features
• recognition of the value of a puppy contract

Mr Locke added: "I am pleased that the APGAW report recognises the vital role that education plays in tackling irresponsible dog ownership and would very much like to see the inclusion of animal welfare as part of the core curriculum. 

"I am also delighted that the group recognises the value of a puppy contract. The BVA Animal Welfare Foundation and RSPCA have recently launched a puppy contract and puppy information pack (PIP) which arms buyers with the knowledge to give themselves the best chance of getting a fit, healthy and happy, well socialised pet to join their household. The contract and PIP have also been designed to help good breeders demonstrate the care and attention they have devoted to their puppies' breeding and upbringing.

"Much work has already been undertaken to improve dog breeding but there is much more to be done and the momentum must not be lost.  I am most grateful to Neil Parish MP, chairman of APGAW, for his commitment to producing this report.  It is an excellent means of keeping the issue high on the agenda by encouraging wider dialogue and debate within Parliament and in the EU."

The World Small Animal Veterinary Association (WSAVA) has launched its annual search for veterinary surgeons deserving of an award for significantly advancing the care of companion animals.

Nominations are invited for the following awards, which will be presented during the 2011 WSAVA World Congress which takes place in Jeju, Korea from October 14-17 2011.:

WSAVA Hill's Pet Mobility Award
To recognise the outstanding work of a clinical researcher in the field of canine and feline orthopaedic medicine and surgery. Through improvements in the mobility and quality of life of pets, the research should have contributed significantly to the well-being of pets' lives and to the human-animal bond worldwide.

WSAVA Hill's Excellence in Veterinary Healthcare Award
To recognise the outstanding work of a veterinary surgeon in promoting companion animal healthcare and the human-pet-veterinary bond through leading-edge clinical nutrition and through advanced medical and surgical techniques which enrich relationships between people and their pets.

WSAVA International Award for Scientific Achievement
To recognise the outstanding contribution of a veterinary surgeon who has furthered the advancement of knowledge of the cause, detection and management of disorders in companion animals.

A team of top equine vets is aiming to raise £125,000 for the Society for the Protection of Animals Abroad (SPANA) by travelling 3000 miles through Europe by motorbike between 22nd August and 9th September.

Sponsored by Elanco Animal Health, the seven-strong team is planning to travel through Belgium, the Netherlands, Germany, Switzerland, France, Italy, Morocco and Spain and deliver lectures to eight European and African veterinary schools in just two weeks.

Led by Professor Derek Knottenbelt from the University of Liverpool, the team also includes Professor Josh Slater from Royal Veterinary College, Dr John Burford from the University of Nottingham, Dr Caroline Hahn from the University of Edinburgh, Dr Michael Hewetson from the University of Helsinki, Ms Joanne Suthers from the University of Liverpool and Dr Edmund Hainisch from the University of Vienna. They are being supported by Jeremy Hulme, chief executive of SPANA, Nic Van Gelder, fundraising and supporter care administrator at SPANA and Cerian Stephens.

All money raised will provide SPANA with diagnostic and surgical equipment for the charity's veterinary clinics for working animals in Mali and Mauritania and for the further development of the Bamako Disabled Riding Centre in Mali.
