RSPCA Chief Veterinary Officer, Caroline Allen, today praised the vets and nurses who are providing essential care to animals through the crisis.
She said: “This is an incredibly challenging time for the RSPCA, trying to advise the public and keeping emergency services going with fewer staff, strained resources and in line with Government advice.
"I know this is equally stressful and challenging for vet staff too and I wanted to say a huge thank you from everyone at the RSPCA for your hard work, dedication and support you are giving the RSPCA.
"Our call centre team and officer are working hard to maintain a frontline animal welfare service, but we know there may be occasions where we are unable to attend and this may impact demand on the local vet practice."

Caroline continued: "There are some circumstances particular to the RSPCA, such as animals that have been subject to abuse or severe neglect, or injured/unwell unowned animals, that may not initially appear to be such an “emergency” in the traditional sense, but our officers will only be collecting them if there is considered to be ‘significant impact on health/welfare and likely to deteriorate if left unmanaged’ as covered by the BVA emergency criteria. We would greatly appreciate your support in ensuring we can protect the welfare of these animals.
"Our National Control Centre will also be following the guidance from the BVA and will be limiting, wherever possible, sending members of the public to vets. However, on occasions where there is a welfare need that would justify an essential journey, we will always ask members of the public to call practices first and follow their social distancing protocols.
"For vets who provide care for our shelters and private boarders we understand the support available will be limited, we will be producing further advice for our teams around options, including remote support.
"We do understand and appreciate the current restrictions being put in place by the BVA and we do understand the very serious strain on practices and teams at this time and we hope that we can continue to work together during this unprecedented time."
The Royal College of Veterinary Surgeons and British Small Animal Veterinary Association have issued a joint statement concerning the postgraduate qualifications CertAVP, PGCertSAM and PGCertSAS.
The statement follows the introduction earlier this year of the BSAVA's Postgraduate Certificates in Medicine and Surgery.
Dr Frances Barr, BSAVA's Director of Education (pictured right) said: "There has been a natural interest in how the BSAVA PGCertSAM and PGCertSAS compare with the RCVS Certificate in Advanced Veterinary Practice (CertAVP). Detailed discussions over the last few months between BSAVA and the RCVS have resulted in agreement that the two qualifications are academically equivalent, as outlined in a formal position statement. Individuals can therefore choose to study for the qualification which suits them best."
For thirty years, veterinary postgraduate qualifications at certificate level have been available within the UK; until recently, these were organised through and awarded by the RCVS. In recent years the Certificate in Advanced Veterinary Practice has been introduced, with assessment of accredited modules by a range of universities, and the final award made by the RCVS. With the development of the BSAVA Postgraduate Certificate programmes, questions have naturally arisen regarding the equivalence of these two programmes, and whether a stated requirement for 'a certificate' for a particular purpose refers to the general level of postgraduate qualification or to one particular qualification. It is natural that prospective candidates and employers should ask such questions when considering options for postgraduate study.
The joint position statement by the RCVS and the BSAVA:Representatives from the RCVS CertAVP subcommittee and BSAVA have therefore discussed the RCVS and BSAVA certificate programmes in detail. The statement here is intended to set out agreed principles which might be needed to allow resolution of any future questions about equivalence or accreditation.
The 'middle tier' postulated in the current RCVS Consultation on Specialisation, and the proposed 'acknowledged veterinarian' status under consideration in Europe, are not currently sufficiently defined to allow a position to be agreed.

The Committee has been named after the Supplementary Royal Charter 2015 which broadened the functions of the RCVS and allowed for a more flexible approach when dealing with complaints about professional conduct.
The Charter Case Committee can resolve cases where the conduct of a veterinary surgeon or nurse has fallen far below the level of conduct expected of them, but not so far as to warrant a full, public Disciplinary Committee hearing.
The Committee can deal with such cases without the need for a public hearing and can give veterinary surgeons or nurses either a confidential or a public warning about their future conduct.
A warning issued by the Charter Case Committee does not affect the individual’s registration status or their right to practise.
Eleanor Ferguson, RCVS Registrar, said: “The establishment of the Charter Case Committee plays a vitally important role in balancing our statutory role of upholding professional conduct standards and protecting animal health and welfare and public confidence in the professions, with our mission to become a compassionate regulator.
“The Charter Case Committee Protocol allows for the alternative resolution of certain cases where a veterinary surgeon or veterinary nurse has engaged in behaviour that amounts to serious professional misconduct or has been convicted of an offence, but where it is not in the public interest for the matter to be referred to a hearing of the Disciplinary Committee because it is at the lower end of seriousness.
“The type of cases we envisage being dealt with by the Committee are those where the Code has been breached but where there is no ongoing risk to animal welfare or public confidence, and where the level of insight and personal reflection regarding their conduct is such that it can be resolved without the need for an onerous, stressful and expensive Disciplinary Committee hearing.
"We estimate that the CCC will deal with around 20 such cases per year.
“The most serious cases of professional misconduct will, of course, continue to be referred to Disciplinary Committee hearings.”

In the Voice of the Profession survey, 52% of nearly 700 veterinary surgeons said it was their biggest concern, more than double the number that said so two years ago. The figure was even higher amongst veterinary surgeons working in companion animal practice, with 66% citing it as a major issue.
The BVA is highlighting these statistics and encouraging veterinary teams to talk to clients about responsible dog breeding and buying during this year's Puppy Awareness Week, which runs till 10th September.
The BVA and the Kennel Club run Canine Health Schemes which screen dogs for inherited conditions including hip and elbow dysplasia, hereditary eye disease, and Chiari-malformation/Syringomyelia. Dog owners and breeders can use the results to make more informed breeding decisions and help improve the health of breeds susceptible to debilitating or life-limiting inherited conditions.
Pre-breeding testing and screening are not just for purebred pedigree dogs - screening is also important for crossbreed dogs, such as Labradoodles and Cockerpoos, which are becoming increasingly popular.
BVA President Gudrun Ravetz said: "With breeding and hereditary defects emerging as the number one animal health and welfare concern for vets, it is more important than ever to screen before breeding dogs. Vets in practice regularly see cases of inherited conditions such as hip dysplasia and eye problems that are debilitating and distressing for dogs.
"The good news is that we have schemes and tests in place that help breeders and owners make sound judgements about responsible breeding. The BVA/KC Canine Health Schemes and Kennel Club DNA testing services are critical tools for breeders. Anyone thinking of breeding from their dog or thinking about buying a puppy should ask their vet about available health schemes and how they can be used to inform their decisions."
During Puppy Awareness Week, BVA is also working with the Animal Welfare Foundation to promote the use of the Puppy Contract, which contains a section for the breeder to fill out about any health screening or DNA results to offer reassurance to owners.

The VetGDP, which replaced the Professional Development Phase (PDP), provides a period of structured support to aid the transition of newly-registered veterinary surgeons from veterinary studies to life in the workplace.
VetGDP is being rolled out during 2021 and this year’s veterinary graduates will need to enrol on it.
One of the main features of VetGDP is the requirement for a trained VetGDP Adviser to be available in the practice to provide their new graduate with one-to-one, meaningful support and guidance, to help develop their confidence and capabilities.
In order for veterinary surgeons to become VetGDP Advisers they must complete an online training package being developed by the RCVS and formally commit to supporting new graduates.
Practices that have trained VetGDP Advisers and make this commitment will receive the status of an RCVS-Approved Graduate Development Practice.
The original plan was that practices who wish to employ this year’s cohort of graduates should have obtained RCVS-Approved Graduate Development Practice status by June 2021.
This has now been amended in recognition of the additional pressures that veterinary practice teams are under as a result of the pandemic.
Practices who employ graduates this year will now have until December 2021 to achieve this status, provided they have started to work towards RCVS-Approved Graduate Development Practice status and commit to supporting their new graduate while they do so.
Dr Linda Prescott-Clements, RCVS Director of Education, said: “The ongoing pandemic restrictions, specifically changes made by the government to veterinary professionals’ key worker status on 13 January, means that there are now significant additional pressures on practice teams, particularly in terms of staffing, as many members of the profession will be balancing their work with caring responsibilities. Nockolds Solicitors was approved as the new administrator of the ADR trial by RCVS Council at its June 2016 meeting at Cardiff City Hall. The company was identified and approved by the RCVS Operational Board as meeting its requirements, a decision which the RCVS says has been welcomed by the Veterinary Defence Society and the British Veterinary Association, as well as receiving lay and consumer support.
The current trial, which was launched in November 2014 and is administered by Ombudsman Services, will come to a close by 1 October, when the new trial with Nockolds will start.
Nick Stace, RCVS Chief Executive and Secretary, said: "In order to be able to make an informed choice about how we wish to design and implement a permanent ADR scheme we wanted to ensure that we have as many different options and as much data as possible. It is very important that we get the permanent scheme right and this is why Operational Board made the decision to have a second trial. It was also clear that satisfaction levels from consumers for the previous trial were lower than we would have liked and that we therefore need to explore other options.
"It is important to note that this will not just be a re-run of the first trial with a different administrator – there will be some significant differences between this and our first trial with Ombudsman Services.
"First, this will be a truly alternative process as consumers will be able to access the trial directly rather than having to go through the College’s concerns process first.
"Second, this will be a process of mediation meaning that expert advisors from Nockolds will facilitate communication between the complainant and the veterinary surgeon to try and find a satisfactory solution to the concern."
The trial will be promoted to both the public and the profession as an alternative to the College’s formal concerns investigation process and participation in the trial will be voluntary. There will also still be a panel of veterinary advisors overseeing the trial and helping staff at Nockolds with any clinical queries they may have.
Jennie Jones is a Partner at Nockolds and will head up the trial. She said: "We are committed to providing a service that mediates complaints to find a fair, efficient and proportionate resolution. We are looking forward to working with everyone involved in veterinary profession to develop an effective mediation service that can be accessed by both the public and members of the profession.

Understanding the root cause of the complaint and re-establishing effective communication are the crucial first steps in mediation and helping the parties to find a solution they can both accept. "In addition to mediating complaints, we will share insight in mediation and complaint resolution to inform practitioners and stakeholders and to enhance standards at veterinary practices. This enables complaint analysis to be used to help improve client care, avoid complaints and maintain trust and confidence in the profession."
A bespoke website for the trial will be set up in time for the launch on 1 October 2016.
International Cat Care has launched a competition in which veterinary practice staff are invited to take a 'selfie' of themselves with their favourite cat and upload it to the International Society of Feline Medicine (ISFM) Facebook page (www.facebook.com/ISFMcats), where cat lovers from around the world can vote for their favourite.
The Cattitude competition is designed to raising awareness of the charity's global Cat Friendly Clinic initiative.
The photograph that gets the most Facebook 'likes' will be used by the charity to help raise awareness of the Cat Friendly Clinic programme, which aims to promote the wellbeing of cats visiting or being hospitalised in a veterinary practice. Accredited Cat Friendly Clinics fulfil a set of broad criteria that show they recognise the specific needs of cats and their owners, and place cat welfare high in their practice priorities. Cat owners in turn are able to seek out clinics that have taken steps to help them overcome common barriers to clinic visits and reduce the stress of their pet.
The Cattitude competition runs from now until the 24th April. The winning staff member will receive £200 worth of John Lewis vouchers and the practice £400 worth of Thames Medical vouchers to be spent on feline-friendly equipment.
Practices may upload as many photos as they like to the Facebook page, and will be able to encourage clients to 'Like' their photos with campaign support materials which include downloadable in-clinic display posters, a series of supplied posts for their own Facebook page, written copy for their own clinic newsletter or email along with a proforma press release they can send to their local newspapers and publications.

The aim of the survey is to provide a better understanding of the views, experiences and challenges faced by disabled and chronically ill people within the veterinary profession and provide an insight into how the profession and educational institutions can be more inclusive.
You do not have to be disabled or chronically ill to complete the survey, which will take you around 20 minutes to complete.
Claire Hodgson, director and co-founder of BVCIS, said: “Working in the veterinary professions with a chronic illness or disability can be hugely challenging, but there is currently a knowledge gap in terms of understanding exactly where the problems lie.
“A 2019 RCVS survey of the professions found that around 6.7% of vets and 7.4% of RVNs have a disability or medical condition that limits work that they can do, but the true figures are likely to be much higher.
"No reliable data for veterinary students currently exists.
“The purpose of this survey is to close that knowledge gap and help us understand how we can better support disabled and chronically ill people in the workplace and education to create a more inclusive working culture.\
“Those living with disability and chronic illness are often hugely resourceful and fantastic problem solvers because of the day-to-day challenges they have had to learn to overcome.
"They have a great deal to contribute to the sector, and it is important that they feel valued and respected and have access to the tools they need to thrive.
“Diversity makes the workforce stronger, so we are calling on as many different people as possible from across the veterinary community to complete our survey so that, together, we can help create a more inclusive workplace for all.”
The survey will be circulated by email to all RCVS registered veterinary surgeons in the near future.
Details will be circulated to students via their educational institutions.
The RCVS says all survey responses will be completely confidential, and results will only be analysed and reported at a level that does not allow identification of individuals in any way.
Completed surveys will not be seen by anyone at the RCVS or BVCIS – the IES will send through a report with key research findings to both the RCVS and BVCIS after the survey has closed.
RVC researchers say that the VetCompass study is the largest ever carried out into dental disease in cats using veterinary clinical records.
The study investigated a sample of 18,249 cats randomly selected from a study population of 1,255,130 cats in the UK in 2019.
Periodontal disease was recorded in 15.2% of the sample making it the most common disorder.
The cat breeds with the highest annual levels of this diagnosis were Siamese (18.7%), Maine Coon (16.7%) and British Short Hair (15.5%) as well as crossbreeds (15.4%).
The average bodyweight of cats with periodontal disease (5.7kg) was higher than for cats without periodontal disease (5.5kg).
The risk of periodontal disease rose steeply as cats got older, with cats aged 9 to 12 years being 6.7 times more likely to have periodontal disease compared with cats aged under 3 years.
Cats with periodontal disease were much more likely to have a range of other health conditions compared to cats without periodontal disease (x 1.8 risk).
These conditions included cardiac dysrhythmia (x 2.3 risk), ear discharge (x 2.3 risk) and hairball/furball (x 2.3 risk).
The researchers say that these findings suggest that periodontal disease should be acknowledged as a leading health and welfare issue in cats, and highlight the need for greater dental care in cats as they age.
The study was supported by an award from the Kennel Club Charitable Trust and Agria Pet Insurance.
Till then, veterinary surgeons are advised to make due diligent attempts to source a UK-authorised product before considering importing an alternative medicine.
Procaine hydrochloride is used in farm animal medicine in particular, to provide local and regional anaesthesia for a range of procedures including calving, lambing, caesarean operations, castration and dehorning of cattle, with demand particularly high in the spring.
Simon Doherty, BVA President, said: "We’re pleased that VMD has issued some clarification to answer our concerns over procaine hydrochloride shortages. BVA had heard from some veterinary practices that they were only able to get hold of a fraction of what they needed, which would have resulted in a very acute impact on farm animal welfare. Although we had moved to get assurances sooner, we appreciate that there are formal routes for reporting and that the announcement of any shortage must be handled sensitively to avoid exacerbating the problem.
"VMD’s clarification is especially timely as this is a period of peak seasonal demand for these products. We will keep our members closely informed of any further developments."
The RSPCA has published the results of a survey which found that teachers in the UK are strongly in support of teaching animal welfare in the classroom, with 93% of respondents stating they would teach animal welfare in the classroom if they had the time.
95% also said that they believe that teaching children about animal welfare would help make them more compassionate and socially aware.
According to the survey of almost 800 teachers across England and Wales, 83% felt animal welfare should be part of the national curriculum. However, some had concerns about how it would be integrated into existing frameworks, and whether it would mean more demands on already overworked teachers.
RSPCA formal education manager Claire Morris said: "We felt it is easy to sit on the sidelines and state that animal welfare should be part of the curriculum, but it is far more practical and helpful to show that it can be done."
To address these concerns, the RSPCA says it created over 90 free lesson plans for teachers, which are linked to the English and Welsh Curricula. Many of the RSPCA's lesson plans overlap in subject areas including Science, Citizenship, Literacy and Numeracy, as well as provide springboards for assemblies and student councils.
Claire added: "We urge the government to consider integrating animal welfare into our children's education as a matter of urgency - as skills such as empathy, compassion and social consciousness have value as a child goes through the education system as well as when they enter adulthood and the world of work."
The RSPCA says this is particularly important because only 70% of respondents knew what the five animal welfare needs - which are central to the Animal Welfare Act - are.
As well as looking at the ethical side of animal welfare, 92% of teachers also expressed a strong preference for lessons specifically on animals' role in food and clothing production. It was felt that with young people better connected than ever before, they have an increasing awareness of social issues and expect higher ethical standards from companies.

A new survey by Petplan has given an insight into how veterinary nurses regard their job.
The survey, conducted at BVNA Congress, found that 73% of nurses feel that clients do not have a sufficient understanding of their role in practice.
Louisa Baker, the 2008 Petplan Vet Nurse of the Year, said: "Clients are often not aware of the skills required to be a vet nurse. Most clients believe we just handle the animals whereas we are often involved with surgical activities such as stitching and preparing drips."
Arguably, if pet owners under-appreciate the role of the nurse in practice, then they might also be expected to place a lower financial value on the care they provide. If that is the case, then it makes a lot of sense for vets and practice owners to find novel ways of communicating the breadth of work that nurses do, and its importance, to clients.
Other findings included 40% of nurses agreeing that direct contact with animals, such as caring for them through recovery, is the best part of the job. 54% told Petplan that they find the job extremely rewarding.
Nearly all nurses (99%) said that they value training and CPD to further their careers.
To support this desire to learn, Petplan has launched its Petplan Insurance Advisor training scheme. Already, over 500 nurses have completed one of the scheme's CPD qualifying modules.

BVA President John Fishwick said: "We welcome the Government’s launch of a consultation on banning the use of shock collars in England and would like to see it result in an effective ban soon.
"Electronic training devices such as shock collars have been proven to cause pain and unnecessary suffering, and we know from leading veterinary behaviourists that using fear as a training tool is less effective than positive training methods, such as encouragement or rewards, and can take a toll on an animal’s overall welfare.
"We were in Westminster last week along with several animal welfare charities to highlight the issue and call upon Members of Parliament to back a ban on the use of shock collars. We were pleased to see several MPs pledge their support."
BVA will continue to push for an outright ban on the sale and import of shock collars across the UK.

For this study, researchers in Argentina, Italy, Austria and Chile, set out to evaluate the efficacy of and adverse events from the administration of ACEIs to treat preclinical MMVD in dogs, via a systematic review of published evidence conducted according to the Cochrane Handbook for Systematic Reviews of Interventions.
Certainty of evidence was assessed using the GRADE (https://gradepro.org) approach.
The main finding in relation to dogs with preclinical MMVD and cardiomegaly was backed by a high certainty of evidence. The certainty of evidence in relation to the efficacy of ACEI administration in dogs without cardiomegaly was low.
Dr Pablo Donati, corresponding author for the paper, said: “In recent times, multiple clinical trials have provided fundamental information to veterinary cardiology.
"In the era of evidence-based medicine, systematic reviews and meta-analyses have emerged as a fundamental tool for clinical decision-making by gathering, appraising and summarizing the best available evidence.
"It is the hope of the authors that this systematic review and meta-analysis helps in the decision-making process for the treatment of preclinical myxomatous mitral disease with angiotensin-converting enzyme inhibitors in dogs.”
Nicola Di Girolamo, Editor of JSAP, added: “In line with other leading journals, the JSAP is prioritizing the publication of methodologically sound systematic reviews such as this one.
"However, our readers should be aware that the findings of systematic reviews should always be considered in light of their internal validity, i.e. the quality of the included studies, and their external validity, i.e. the generalizability of the included studied to the individual patient.”

Dechra says Equisolon is the only registered oral prednisolone powder that alleviates the inflammation and clinical parameters associated with severe equine asthma, previously known as recurrent airway obstruction (RAO).
Equisolon Jar contains 180g of powder and comes with a measuring spoon.
One scoop is enough to treat 150kg bodyweight at a dose of 1mg/kg and therefore one jar can treat a 600kg horse for 10 days.
Equisolon was previously available as a box of 10 x 9g pre-measured sachets with one sachet sufficient to treat a 300kg horse and a box contained enough sachets to treat a 600g horse for five days.

The RCVS said: "We understand that there are very strong opinions about the ban, and we respect the rights of individuals to make their own decisions.
"However, expressing these opinions can never justify or include the harassment and abuse of individual vets, vet nurses or their practice colleagues."
The BVA added: “The Government’s XL Bully ban is also placing additional pressure on veterinary teams who are doing their best in very challenging circumstances to help keep responsible XL Bully owners with their pets wherever possible.
"Their commitment extends to supporting clients with any decision-making around euthanasia in individual cases.
"It’s simply unacceptable for these professionals to face additional challenges through abuse, intimidation or threats.
"Such actions can have a hugely negative impact on individual vets and the wider team."

The association says the new Recognised Internships significantly enhance its existing programme which just listed available internships in equine practice.
Over the past year BEVA has worked with veterinary practices across the UK to develop a set of core skills that should be covered during an internship.
These standards sit alongside BEVA's existing Employment Toolkit which outlines what a new graduate should be considering when applying for a job (such as working hours, pay, CPD allowance).
