Dr Bremner was convicted in 2017 of harassing his ex-wife, and for perverting the course of justice by sending his daughter an e-mail, pressuring her to ask her mother to withdraw the charges against him. He pleaded guilty to both of the charges, saying he did not understand that it was a condition of his bail that he could not contact his ex-wife. He also expressed shame and remorse at his actions, explaining that his behaviour was triggered by extreme anger, grief and stress.
In relation to the charges, the Respondent was committed to prison for 12 months, suspended for 12 months, ordered to comply with a Rehabilitation Activity Requirement within 12 months, and ordered to pay £85 in costs and £115 as a surcharge to pay for victim services.
The Committee found the facts proved based on the certified copy of the certificate of conviction, as well as the Respondent’s admissions to the facts of the charges. It was satisfied that the Respondent brought the profession into disrepute by the seriousness of his convictions. In addition, the Committee regarded the Respondent as having deficient insight and a need to fully accept personal responsibility for his actions and their consequences.
The Committee was also satisfied that the nature of the communications sent by the Respondent which led to the convictions and the breach of bail conditions, coupled with deficient insight amounted to serious professional misconduct and rendered him unfit to practise veterinary surgery.
The Committee considered various mitigating factors including the fact that no actual harm occurred to any animal, there were no concerns raised about the respondent’s practice, that he has a long and unblemished career, and that he showed some insight into his offences which continues to develop.
The Committee also took into account that preventing the Respondent from practicing could mean the loss of jobs for 33 or so employees, which weighed heavily on their decision. The Committee also agreed with the RCVS’s submissions that there was a very low likelihood of repetition of the offending behaviour. Aggravating factors included the emotional harm caused to the Respondent’s ex-wife, and that the harassment was a course of conduct sustained over a period of five months.
Therefore, when taking into account the particulars of this case, the Committee decided to impose a reprimand and warning on the basis that it would be proportionate to maintain public confidence in the profession in light of the serious nature of these charges.
Chitra Karve, chairing the Committee and speaking on its behalf, said: "The Committee was of the view that the conviction for intending to interfere with the course of justice was particularly serious, in light of the need to maintain public confidence in the profession, because it involved a disregard of proper criminal process.
"However, a particular feature of this case is the risk to the jobs of 33 or so employees if the Respondent were to be prevented from practising as a result of the Committee’s imposition of a sanction. It is this mitigating factor which weighed most heavily with the committee and they therefore concluded that both a Reprimand as to this conduct and a Warning as to any future conduct is sufficient and proportionate in this case to meet the need to maintain public confidence in the profession and uphold proper standards."
Mr Bremner has 28 days in which to make an appeal about the Committee’s decision to the Privy Council.

Idexx has launched Pet Resist (www.petresist.com), an online map of the levels of antibiotic resistance recorded in cats and dogs by the company over the past five years.
The map displays geographical variations in resistance to the top 10 antibiotics used in cats and dogs.
Simon Wootton, UK CAG Marketing Manager from Idexx said: "The ability to select the most appropriate antibiotic prior to testing may increase the effectiveness of treatments and reduce the number of return visits. We believe that this new service will also help prolong the effective life of existing antibiotics at a time when there is considerable pressure on the profession to reduce their use."
Pet Resist shows levels of resistance overlaid on an interactive UK map down to individual postcode areas. You enter the postcode, the antibiotic (amoxicillin, ampicillin, cefaliexn, etc) and the suspected organism (E coli, S aureus, etc), after which you'll be able to see the level of resistance based on historical data from the past five years, and use this to help choose appropriate therapies.
Simon added: "We have used results of MIC tests on over 200,000 samples submitted to Idexx to develop the database upon which the resistance levels are based. The data will be continually updated as we receive more samples at our Wetherby laboratory, further increasing the accuracy and value of the service to vets and their clients."
Eprecis injection (eprinomectin) is an broad spectrum endectocide with activity against gastrointestinal nematodes in sheep1 and goats2.
After Eprecis injection Haemonchus contortus in the abomasum in goats were reduced by 97.8%2 and Trichostrongylus colubriformis in the small intestine were reduced by 98.7%2.
In lactating dairy ewes Eprecis injection was found to be 99% effective against gastrointestinal nematodes3 and was associated with an increased milk yield of 8%4.
The bioavailability of eprinomectin after one Eprecis injection in goats is larger than that reported for eprinomectin pour on5, 6, with Eprecis injection found to be four times more efficacious than eprinomectin pour-on across four dairy goat farms7.
In sheep, the efficacy of Eprecis injection against gastrointestinal nematodes in sheep is 99.6% versus 86.1% for a pour-on formulation8.
Eprecis injection is associated with higher plasma levels of eprinomectin and has a higher efficacy compared to eprinomectin pour-on in dairy ewes naturally infected with gastrointestinal nematodes8.
This is also achieved using five times less active than a pour-on formulation8.
Eprecis injection is administered subcutaneously and there is no need to part the fleece or coat along the animal’s back.
Ceva says it has excellent syringeability9 and a low dose volume (0.1ml/10kg) to help with accurate dosing of animals.
Harry Walby, ruminant veterinary advisor at Ceva Animal Health, said: “Eprecis injection is a highly effective broad-spectrum wormer that is now available in sheep and goats, as well as cattle.
"The injectable formulation not only allows accurate dosing, but there is no subclinical dose transfer between animals.”
Eprecis injection is available in 100ml and 250ml CLAS vials.

Mr Molnar had been convicted at Manchester and Salford Magistrates’ Court in March 2018 of five counts of importing puppies to the UK in contravention of the Rabies (Importation of Dogs, Cats and other Mammals) Order 1974.
At that court hearing he also pleaded guilty to one count of keeping premises as a pet shop without the authority of a licence granted by a local authority.
As a result of his conviction Mr Molnar was sentenced to 270 hours of unpaid supervised work and was ordered to pay compensation of £2,683.93 and costs of £250.
The Committee, which proceeded with the hearing in Mr Molnar’s absence, found that the RCVS charges against Mr Molnar were proven and went on to consider whether, individually and cumulatively, they resulted in Mr Molnar being unfit to practice being a veterinary surgeon.
Ian Green, chairing the Committee and speaking on its behalf, said: "The Committee accepts the College’s submission that the fact that they [the puppies] were imported contrary to the law of the UK, because they were underage and had not been properly vaccinated, undermines the integrity of a system which is designed to ensure that effective vaccination and precautions against disease take place in every case.
"The Committee also notes that the convictions in this case were directly linked to the respondent’s veterinary practice, as they related to animals sold from his veterinary practice address. By operating an unlicensed pet shop, and by doing so through an email address that referred to his occupation as a veterinary surgeon, the respondent was abusing his position as a veterinary surgeon, and acting in a way that was liable to undermine the reputation of the profession."
The Committee therefore found that, because Mr Molnar’s conviction was directly linked to his veterinary practice and posed a substantial risk to animal welfare and public health, his conviction meant his conduct fell far short of what was expected of a professional.
In considering the sanction for Mr Molnar the Committee considered that, while he had no previous convictions or adverse professional findings against him, the case against him was very serious "because of the risk of serious harm both to animals and the public, as well as being for financial gain."
Ian Green said: "The Committee considered that the respondent, as a veterinary surgeon, must have known the serious implications and consequences of what he was doing by importing these puppies unlawfully. The public should expect to be able to trust a veterinary surgeon to ensure that his conduct does not put at risk the health of both animals and humans."
Mr Green added that the Committee felt that the only appropriate sanction was to direct the Registrar to remove Mr Molnar’s name from the Register.
Southfields Veterinary Specialists in Laindon, which is part of the Linnaeus Group, has recruited the highly-respected Dr Fabio Stabile to join its neurology and neurosurgery unit.
Fabio will start working at the practice's neurology and neurosurgery unit in January, with another specialist, Dr Ane Uriarte from Tufts University in the USA, joining in the spring.

Fabio graduated from Padova University in 2003 before completing a three-year PhD in veterinary clinical sciences at the university supervised by Dr Marco Bernardini DVM, DECVN.
In 2009, he moved to the UK and started a Residency in Neurology and Neurosurgery at the Animal Health Trust under the supervision of Dr Luisa De Risio DVM, FRCVS, PhD, DECVN.
Fabio added: "My main area of interest in veterinary neurology and neurosurgery are epilepsies and the treatment of epilepsy and any neurosurgeries.
"Improving antiepileptic treatment for our patients has constituted my main focus of clinical research. It’s a subject I strongly care about."
Dr Stabile also enjoys passing on the benefits of his expertise and experience to the next generation of veterinary surgeons. He has presented several clinical research abstracts at international and European conferences and he is the author of multiple publications in peer reviewed journal Veterinary Services.
"I have always been extremely keen on teaching and I enjoy delivering lectures to young colleagues in training and to colleagues working in general practice."
The new study, which was conducted by the RVC's VetCompass Programme found that 33% of deaths in dogs aged under 3 years (roughly 21,000 dog deaths in the UK) are caused by undesirable behaviours which may reflect poor training by owners, or be caused by undiagnosed medical conditions.
The study also found that male dogs and smaller dogs were more likely to die from undesirable behaviours than female or larger dogs and that certain breeds were hugely predisposed.
It is hoped that this research can raise awareness of the most common undesirable behaviours in dogs and encourage owners to improve the health and welfare of their animals through better choices when getting a puppy and improved training afterwards.
The RVC conducted this study using its analytics programme, VetCompass, to explore the de-identified data of a quarter of a million dogs in the UK.
From this data, the researchers identified 1,574 dogs that had died before the age of 3 years.
Analysing the patterns of deaths, they found that:
33.7% of all deaths in dogs (or roughly 21,000) aged under 3 years in the UK are due to undesirable behaviours
The most common undesirable behaviours that led to death were aggression (54.0% of deaths) and road traffic accident [which may have behavioural components such as straying and poor recall] (39.0% of deaths).
Crossbred dogs were 1.4 times more likely to die from an undesirable behaviour than purebred dogs.
Dogs weighing under 10 kg were more than twice as likely to die from an undesirable behaviour as dogs weighing over 40 kg.
Compared with the Labrador Retriever, the breeds with the highest risk of death from an undesirable behaviour were the Cocker Spaniel (8 times the risk), West Highland White Terrier (5.7 times the risk), Staffordshire Bull Terrier (4.5 times the risk), and Jack Russell Terrier (2.7 times the risk). The Labrador Retriever was chosen as the baseline breed as it is a common and well-known breed.
Male dogs were 1.4 times more likely to die from an undesirable behaviour than females.
Of the dogs that died from an undesirable behaviour, the owners of 12.9% dogs had sought veterinary behavioural advice.
Behavioural drug therapy was used in 3% of dogs that died from an undesirable behaviour.
12.2% of dogs that died from an undesirable behaviour had been previously rehomed.
76.2% of the dogs that died from an undesirable behaviour were euthanised (i.e. put to sleep).
The paper raises severe concerns about the high numbers of dogs that are put to sleep due to undesirable behaviours which accounts for over three-quarters of all dogs that die from undesirable behaviours.
Dr. Dan O'Neill, Senior Lecturer at the RVC and supervisor of the study, said: "This study is the biggest study ever undertaken on behavioural reasons for deaths in young dogs in the UK.
"It suggests the importance of good socialisation of puppies by breeders, of sensible breed selection by owners and of careful dog training after acquiring a dog, to ensure that the lives of dogs and owners are fulfilling for all parties involved.
"Dogs with behaviours that their owners find unacceptable are at risk of compromised welfare, either because of their own underlying emotional motivations for the behaviour (e.g. anxiety or fear) or because of how their owners might seek to resolve the problem (e.g. the use of punishment such as beating or electric shock collars).
"Greater awareness of the scale of this issue can be the first step towards reducing the problems and making the lives of thousands of our young dogs happier."

Eurovet has launched Relaquine 35 mg/ml Oral Gel for Horses - a licensed acepromazine (ACP) in a gel format.
The company says Relaquine can be used to sedate horses for examination and in stressful situations that some horses find hard to deal with such as farriery, box rest, dentistry and clipping where highly-strung horses can cause problems. Relaquine is administered orally or mixed with food and is available as an adjustable syringe format containing 10 ml of gel.
Relaquine is the fourth product launch this year by Eurovet and the company says there is more in the pipeline for 2011.

Zoetis says that the problem appears not to be an endemic wellbeing issue for which the answer might be to develop greater individual resilience, but rather it is a symptom of the working environment itself, fuelled by structural, cultural and economic factors.
This, the company argues, means that concentrating on individual resilience may be misguided, and a new approach is needed, one that addresses the environmental factors at play.
The white paper identifies three areas for change:
Firstly, a complete reimagining of the veterinary workplace with more flexible and sustainable working models.
This includes considering more flexible work rotas, using technology to ease workloads, and enhancing the supporting role of veterinary nurses.
Indeed the most important factor in improving workplace wellbeing and professional satisfaction, cited by 27% of vets, was to better train veterinary nurses to take on more responsibility.
Secondly, finding ways to adapt to meet growing and varied client needs.
The white paper recommends enhancing communication training, adopting technology for better client management, and offering more support for vets when managing emotionally challenging conversations with clients.
Finally, the paper calls for a rethink over how vets are selected for in the first place.
Currently, the profession draws from a pool of 96% white, 29% fee-paying, largely female people who are not representative of the market they serve.
Greater diversity in the profession, Zoetis says, delivers social benefits, strategic advantages and workplaces with broader perspectives and greater psychological safety.

The Disciplinary Committee has directed that Kfir Segev be restored to the RCVS Register, having removed him over two years ago for dishonesty and misleading clients.
Mr Segev, formerly practising in Stanmore, Middlesex, was removed from the Register following an 11-day hearing ending on 19 May 2009 at which he had been proven guilty of deliberately concealing from his clients that their dog was terminally ill, whilst at the same time recommending that she undergo expensive and unnecessary procedures.
This was Mr Segev’s first application for restoration to the Register. The Committee found that, during his period of removal, he had undergone “extensive personal and professional rehabilitation”, which included attendance at a clinical psychologist and voluntary work in the local community.
The Committee found that, during his period of removal, he had undergone "extensive personal and professional rehabilitation.
From 2009 to September 2011, Mr Segev logged 420 hours of certificated continuing professional development, with particular emphasis on ethics, client relationships and animal welfare.
The Committee noted he had also seen practice and taken the advice of mentors, including about 80 days at “a number of high quality practices with eminent members of the profession”.
These included Professor Dick White MRCVS, of Dick White Referrals, Professor David Noakes FRCVS, Emeritus Professor of the Royal Veterinary College and Mr David Grant MBE FRCVS, Hospital Director at the RSCPA Sir Harold Harmsworth Memorial Hospital, all of whom gave evidence at the hearing in support of Mr Segev.
Professor White said that, since late 2009 when he was approached by Mr Segev for help in remedial training, continuing education and mentoring, he had subsequently had frequent dealings and conversations with him.
Professor White said: “I formed the opinion that he invariably exercised professional clinical judgement that is, if anything, considerably deeper than many professional colleagues. I felt he demonstrated compassion for patients and empathy for owners in equal measure and believed him to have come to understand fully the seriousness of his behaviour."
Mr Segev’s efforts at rehabilitation were described as “exceptional” by Professor Noakes, who said he was “impressed by Mr Segev’s genuine acceptance of the fact that he had committed a serious offence and deserved to be punished.”
Mr Grant, who had been in contact with Mr Segev since November 2010, told the hearing that, in his opinion, it was most evident that Mr Segev accepted his wrongdoing and, along with Professor Noakes, indicated that he was willing to offer continued support and help.
The College opposed the restoration of Mr Segev on three grounds, namely: the gravity of the matters found proved at the original hearing; that the length of time off the Register was insufficient to mark these and ensure that the reputation of the profession was not undermined in the eyes of the public; and, Mr Segev’s conduct, relying on two matters arising from the footage in a BBC Panorama programme, which was filmed both before and after the 2009 hearing.
The College also questioned whether Mr Segev genuinely accepted the original findings.
The Committee agreed that the findings of the original hearing were serious; it was, however, impressed by Mr Segev’s complete and genuine written and public apologies for what he had done.
It disagreed that the length of time off the Register was too short.
It was mindful that the purpose of the sanction of erasure is not primarily of punishment and considered that no useful purpose would be served by delaying further Mr Segev’s restoration.
Whilst the Committee found Mr Segev was wrong to have continued to display ‘veterinary surgeon’ on the practice nameplate (as shown in the television footage), it was satisfied that he did not intend to hold himself out as a practising veterinary surgeon and no harm to the public or animal welfare resulted from his mistake.
The footage also showed Mr Segev was in breach of RCVS guidance on the administration of anaesthesia by permitting a student veterinary nurse to induce anaesthesia by using incremental doses of intravenous propofol, with an unqualified assistant offering advice on the depth of anaesthesia during its incremental induction. The Committee considered Mr Segev’s actions to be an error, now cured.
In conclusion, the Committee accepted Mr Segev “had made genuine and successful attempts to reform his previous attitude and failings”.
It noted that a large number of testimonials had been provided by colleagues, friends and clients, and that the impact of removal on Mr Segev had been severe.
It concluded that his previous mistakes provided “no reason, relevant to animal welfare, to suggest that his restoration would be unwise.”
Speaking on behalf of the Committee, Chairman Beverley Cottrell said: “Restoration to the Register of a veterinary surgeon who has been guilty of disgraceful conduct in a professional respect of such seriousness is not something to be undertaken lightly … But, in all the circumstances of this case, [we have] decided that Mr Segev is a fit person to restore to the Register, and so direct the Registrar.”

Cefenil RTU (ceftiofur) is a 50mg/ml suspension for injection, indicated for cattle and swine.
Dr Barry McInerney, Norbrook's GB Veterinary Advisor said: "Cefenil RTU is a broad spectrum injectable antibiotic offering fast and effective treatment of bacterial respiratory disease, foot rot and acute post-partum metritis in cattle as well as bacterial respiratory disease in swine. It offers a zero milk withhold and a 5-day meat withhold which is the shortest on the market."
Norbrook's Cefenil Powder and Solution for Injection has been available for a number of years for the treatment of cattle and swine. It has recently been indicated for the treatment of BRD in horses in the UK. Cefenil RTU will offer vets an additional choice in the treatment of BRD.

Finn, a seven-year-old German Shepherd dog, sustained stab wounds to the head and chest as he and his handler, PC David Wardell, pursued a suspect in Stevenage. PC Wardell sustained stab wounds to his hand.
Finn was rushed to Roebuck vets in Stevenage where his wounds were dressed and he was stabilised before being transferred to Davies Veterinary Specialists near Hitchin for emergency surgery.
DVS soft tissue surgeon Rob Adams (pictured above) operated on Finn. He said: "For legal reasons we cannot disclose the full extent of Finn’s injuries. We are however able to confirm multiple knife injuries were sustained to his head and chest involving several of his vital organs. Major surgical intervention was required including open chest surgery to save Finn’s life. Several drains were placed after surgery to manage the degree of trauma and contamination risk from the knife. The surgery went very well and Finn was transferred to intensive care for recovery.
"It is a testament to Finn’s incredible bravery, tenacity and loyalty to his handler, to know he continued to stand firm in the line of duty with no regard to the extent and severity of the injuries he suffered."
DVS says that Finn has exceeded all expectations and recovered very quickly. He has been discharged back into PC Wardell’s care and will hopefully be back up and running again just before Christmas.
PC Wardell said: "I’ve had Finn since he was about nine months old and we’ve been out on the street for just over six years together. It’s just great to have him home. I knew he was in safe hands with Rob Adams but because of the extent of his injuries I was so worried I was going to lose him. Finn’s not only my loyal partner at work but he’s also a part of our family. He has a home for life with me - I can’t imagine life without him."
Meanwhile, a campaign is underway to give police dogs and horses the same status as officers if they are injured in the line of work, so that people who attack police animals face charges similar to those for attacking a person.

The Mercury Challenge, which is being conducted by Ceva Animal Health, aims to collect data on 10,000 cats across Europe to provide a new insight into the detection and management of feline hypertension, a frequent and severe condition that is still not routinely checked1.
Vets participating in the initiative need to input five mandatory pieces of information at mercurychallenge.ceva.com: the owner’s name, cat’s name, age, systolic blood pressure and time spent measuring blood pressure. Additional information includes: weight, breed, sex and whether the animal has any concurrent diseases, such as chronic kidney disease or hyperthyroidism, or is on any treatments.
Participating practices will be given exclusive access to the study’s progression and results, as well as acknowledgements for their contribution to the Mercury Challenge, depending on the number of cats entered.

Somerset vet Stewart Halperin MRCVS has launched CarefreeCredit, a service designed to help pet owners pay for unforeseen veterinary bills, and take the burden of unpaid bills away from veterinary surgeons.
The new service is very simple. First, participating practices need to apply to CarefreeCredit and register with the Financial Conduct Authority (FCA). CarefreeCredit will hold your hand through the FCA registration process, which is currently taking about three weeks.
Thereafter, you can then offer CarefreeCredit to any client who is faced with an unexpected bill which they can't pay immediately. They'll need to make an online application which can be done at any time of day, 365 days a year - crucial for out-of-hours emergencies. The application takes 4 minutes and decisions are instant.
Loans repaid over 12 months are interest-free for the pet owner. Loans repaid over 24 months attract interest at 7.9% APR.
Once the loan is approved, confirmation is sent to the veterinary practice, which can then drawdown the funds into the practice bank account via the CarefreeCredit online dashboard. The practice gets paid within 5 days of requesting a drawdown.
The cost to the practice of all this is 7% of the bill. Offered strategically to the right clients, that seems like a small price to pay. According to CarefreeCredit, practice revenue increases by 22% and debtors decrease by 58% in practices where finance facilities are offered. But that is, of course, only half the story. Novartis Animal Health has announced the launch of Strenzen, an oral water medication for pigs, indicated for the treatment of gastrointestinal infections caused by Escherichia coli, Clostridium perfringens and Salmonella Typhimurium, and for respiratory tract infections caused by Actinobacillus pleuropneumoniae, Pasteurella multocida and Streptococcus suis.
Strenzen contains contains a combination of amoxicillin trihydrate (500 mg/g) and potassium clavulanate (125 mg/g) in ratio of 4:1. Novartis says it is ideally suited for the treatment of post-weaning infections in pigs.
According to the company, the combination of amoxicillin and clavulanic acid broadens the performance of amoxicillin1,2, especially against resistant strains of bacteria capable of producing ß-lactamase enzymes. Certain bacteria are able to produce ß-lactamase enzymes as a protection mechanism, making the amoxicillin molecule ineffective against them. The clavulanic acid in Strenzen binds to the molecules of the ß-lactamase enzyme, ensuring the amoxicillin remains unaffected and free to attack bacteria. Prof. Dominiek Maes, DVM, MSc, MS, PhD, Dipl. ECVPH, Dipl. ECPHM, from the Porcine Health Management Unit of the Ghent University, Belgium said: "Weaning is a stressful event for piglets and there are several opportunistic diseases that can impact them during this period. The challenge with E. coli and S. suis infections is that in many countries there are currently no commercial vaccines available with proper efficacy. I believe Strenzen can indeed be very helpful in managing those infections which are so prevalent after weaning."
Novartis says Strenzen is rapidly excreted, leading to a withdrawal period of one day, which in turn maximizes production flexibility for pig producers. In addition, the water-soluble formulation of Strenzen ensures that treated pigs get a therapeutic dose even when they stop eating, making it an ideal treatment for sick pigs with compromised appetites.
Recent field trials on infected farms in Spain and the Czech Republic demonstrated that Strenzen-treated pigs give better production performance, better economic returns and require less medical intervention3,4,5. The reduction of the overall amount of antibiotics needed to treat severe post-weaning infections not only saves producers the costs of the labour and the medication, but is also important in regard to the development of resistance in bacteria.
Dr. Ulrich Klein, Global Technical Services Manager, Novartis Animal Health said: "With the launch of Strenzen, Novartis Animal Health demonstrates its commitment to continually broadening our product portfolio to address the specific needs of farmers and food producers. Strenzen has the ideal spectrum for the treatment of post-weaning infections, delivering better productivity results than current therapies for those infections."
Mr Seymour-Hamilton was originally removed from the Register following an inspection of his Kent practice in 1993 which found that his operating theatre “showed a total disregard of basic hygiene and care for animals and was such as to bring the profession into disrepute”.
Since being removed from the Register, Mr Seymour-Hamilton has made applications for restoration in 1995, 2010, 2015, 2016, 2017, 2018 and 2019. Each was rejected.
In his latest application, Mr Seymour-Hamilton said that he did not want to re-join the Register in order to practise but to facilitate his research in the area of herbal medicine.
The Committee found that while Mr Seymour-Hamilton had accepted some of the findings of the original case, he disagreed with important facts, such as whether or not his surgery was open at the time of the inspection, and showed ‘minimal insight’ into the seriousness of the findings.
The Committee also voiced concerns over public protection and animal welfare should he be restored, saying that he had demonstrated little or no understanding of the purpose of regulation. The Committee also noted that he had, by his own admission, spayed two cats at a practice in Calais in recent years despite his long absence from the Register and unregistered status as a veterinary surgeon in the UK or France.
In considering his conduct since leaving the Register, the Committee found that Mr Seymour-Hamilton had admitted to a number of instances of conduct which it found ‘reprehensible’. This included carrying out spays; not self-isolating after testing positively for coronavirus and, in fact, travelling through France and Spain in breach of the lockdown put in place due to the pandemic; deliberately trying to re-infect himself with coronavirus and then visiting a vulnerable person without maintaining social distancing; treating his own animals with untested herbal remedies; and using his own remedies to treat people, which, in one case, included a nine-year-old boy in Greece.
In summing up Judith Way, who was chairing the Committee and speaking on its behalf, said: “The Committee has concluded that he has not satisfied it that he is fit to be restored to the Register. He has exhibited a disregard for regulation and compliance with the law. He lacks an understanding as to why he has not been restored in the past. He has not set about addressing any of his shortcomings. He relies wholeheartedly on his research, yet he does not support that research with any real peer-reviewed publications and he fails to acknowledge the consequences of being out-of-practice for so long. He has misplaced confidence in his own abilities and does not recognise that his approach and/or actions can represent a danger to animals and to the public. The Committee has therefore reached the conclusion that the applicant is not a fit person to be restored to the Register.”

Having had a three-month sabbatical working at Fitzpatrick, Jonathan decided to relocate from New Zealand where most recently he'd been Head of the Companion Animal Group at Massey University.
Jonathan said: "My prime passion is working directly with animals and their families in a supportive and exceptional clinical setting. I enjoy pushing boundaries and not accepting the status quo. I want to identify better ways of improving outcomes for patients, and minimising the impact of the disease (or its treatment) on an animal’s quality of life. My sabbatical at Fitzpatrick Referrals exposed me to their tremendous energy and real passion for patient and client care. From the moment the clients walk in the door, I feel there is an embrace that lets people know we truly care and want to do the best for their animal friend. I am looking forward to discovering what we can achieve together. Cancer management is such an important opportunity, with the power to change both animal and human lives positively. He also supports the concept of One Medicine as his PhD research into soft tissue sarcoma, haemangiosarcoma and endoprosthetics has a potential relevance in improving the understanding of treatment paradigms for humans and animals.
