The College says the reforms will make for a clearer and more streamlined process, and offer an alternative, more compassionate way of resolving cases that might otherwise go to a full Disciplinary Committee hearing.
The College will now establish ‘Stage 1 Preliminary Investigation Committees (PICs)’ to replace the current Case Examiner Group stage of the concerns investigation process.
Eleanor Ferguson, RCVS Registrar, said: “Setting up Stage 1 PICs will streamline and clarify the early stages of the concerns investigation process and could also potentially, once sufficiently bedded in, reduce the amount of time taken for a number of cases.
“Currently, Stage 1 of a concerns investigation is carried out by a Case Examiner Group who determine if there is an ‘arguable case’ for serious professional misconduct before referring it on to the Preliminary Investigation Committee.
"However, under these reforms, the Stage 1 PICs will close cases where there is no realistic prospect of finding a case of serious professional misconduct.
"Where cases require formal statements and/or expert opinion they will be referred on to Stage 2 PIC to determine if, based on the additional evidence gathered, a case is serious enough to warrant referral to either the Charter Case Committee [see below], or a full, public Disciplinary Committee hearing.
“In essence this change means that there will be one consistent threshold of seriousness in all our investigations, meaning it is likely that fewer cases will be unnecessarily referred to Stage 2 of the process.”
The second reform involves the implementation of the new ‘Charter Case Protocol’ to provide an alternative way to resolve suitable cases meeting certain criteria which, though they meet the threshold to go to the Disciplinary Committee, it is considered that the public interest can still be served without a full hearing.
The ‘Charter Case Committee’ to which these cases will be referred will be able to issue written warning notices.
Eleanor added: “The establishment of the Charter Case Protocol and Committee is important for the RCVS in being able to get the balance right between upholding professional conduct standards and protecting animal health and welfare and public confidence in the professions, while also being a compassionate regulator.
“The type of cases we envisage being dealt with by the Committee are those where the conduct of the veterinary surgeon or veterinary nurse has fallen far short of what is expected of them under the Code, but where there is no ongoing risk to animal welfare or public confidence, and where the level of insight and contrition about their conduct is such that it can be resolved without the need for an onerous, stressful and expensive Disciplinary Committee hearing.
"We estimate that the Charter Case Committee will deal with around 20 such cases per year.
“Of course, the most serious cases of professional misconduct, for example around dishonesty and criminality, will continue to be referred to Disciplinary Committee hearings.
“It is worth noting that Charter Case Protocol and Committee are working titles, describing the fact that we are implementing this process under the remit of our Royal Charter.
"RCVS Council has agreed that the name should be changed in due course to something that better reflects its function and remit."
Unlike the Disciplinary Committee, the Charter Case Committee will not issue to the press the full details of cases as a news article.
Instead, it will publish a warning notice on the RCVS website summarising the area of concern, the relevant sections of the Code that were breached and supporting guidance it referred to, and the reasons for issuing the warning.
These warning notices will remain on the RCVS website for a maximum of two years and will not change the registration status of the individual.
The College says that the reforms are likely to take some months to implement and it will be looking to recruit additional Preliminary Investigation Committee members in due course.
The project looked first at how effective CVS small animal first opinion practices were at conducting echocardiography.
It found that a barrier to wider uptake was a lack of up-to-date equipment, along with a lack of current knowledge and training - both in using ultrasound and echocardiography equipment and in interpreting images.
CVS says that as a result, many colleagues were routinely referring suspected cardiac disease cases.
The project leaders then reviewed and recommended practice equipment, so that clinicians had the tools to perform echocardiograms in practice.
This included buying echocardiography tables - so that practitioners could scan an animal’s chest from underneath, more advanced cardiac ultrasound machines and electrocardiogram (ECG) machines.
The company then produced a range of resources for vets and nurses, to help them to improve echocardiography scan rates and nurse cardiology clinics, including clinical guidelines, machine guides and client resources.
It then held a number of training sessions for its vets and nurses, focusing on the latest advancements in heart disease diagnosis and treatment for vets, and training nurses how to conduct nurse cardiology clinics, how to perform and interpret electrocardiography, how to take blood pressure readings and thoracic point of care ultrasound (POCUS).
Lynsay Morgan, Regional Clinical Lead at CVS who is responsible for the cardiac ultrasound clinical improvement project, said: “We want to empower our first opinion small animal vets to perform more echo evaluations and to work up their cardiology cases to a high standard.
"We also want our nurses to be involved in patients’ life-long care, and provide ongoing support to owners of pets with heart disease.
“We hope this project will improve case identification, increase skills and confidence, and see optimum diagnosis and management of cardiac disease.”
VetSurgeon.org member Aubrey Kumm MRCVS, a Joint Partner at Companion Care in Harlow, has become one of the first vets based in the UK to gain the GPCert(Endo) from the ESVPS. He joins a group of just 11 vets who currently hold this certificate in Europe.
Aubrey said: "Although there are over 50 veterinary surgeries offering specialist endoscopic surgery in the UK I wanted to ensure I was as well versed as possible in the latest developments of this method of surgery and the ESVPS certificate offered a comprehensive course, the benefits of which I am now able to pass on to clients."
Aubrey's qualification involved a year of study and several examinable components including case studies and a written exam.
The practice has invested around £60,000 in a Force Triad and two laprascopic cameras, along with various operating scopes, a broncoscope,and other associated equipment.
Aubrey added: "As a practice we are now able to offer less invasive surgery to our clients and their pets and we no longer have to ask clients to travel to distant referral centres."
Supreme PetFoods has published a series of rabbit lectures for veterinary surgeons and nurses by world-renowned experts.
The lectures, which were held at London Vet Show last year, covered a variety of topics in rabbit medicine and surgery, including dental disease, digestive disorders, calcium metabolism, urinary disease and 'sticky bottom' syndrome. The round table of case-based discussions also provided an opportunity for the audience to have their questions answered by rabbit specialists and discuss the complexities of some example cases.

The Bella Moss Foundation (BMF) and Oncore Online Learning have announced the launch of a 2 week online training course developed to help veterinary professionals implement rigorous, tailored infection controls in practice.
Practical Infection Control is delivered online as a fully tutored course and students will have access to Oncore's virtual learning environment which will host a lecture, learning materials and discussion forums.
Course materials and ongoing tutor support and assessment will be provided by VN lecturer and BMF advisor Louise O'Dwyer. As part of the course, students will be able to create and implement their own tailored infection control standard operating procedures for their practice, which will be evaluated by Louise.
Course registration is now open, and as soon as a minimum of eight students are booked, the first two week course will go live. Practical Infection Control costs £129 and counts for six hours of documented CPD. A percentage of the proceeds will be donated to BMF, to help the charity continue to fund veterinary education and support for pet owners seeking advice on antimicrobial resistant infections.

The new guidelines have been spearheaded by BEVA Council member Angela Jones (pictured), an equine vet, a mum, and co-founder of Petscribers.
Angela works flexibly and has found this so positively career changing that she wanted to make flexible working opportunities made more readily available to other veterinary professionals.
She said: “Sustainable veterinary care relies on healthier, more balanced teams, and flexibility is key.

"Flexible working allows individuals to find balance and prioritise what matters most to them, supporting wellbeing, job satisfaction, and ultimately the quality of care we can provide to our patients and clients.”

The Flexible Working Guidelines are designed to give employees the language, tools, and confidence to make a request and help employers deal with requests fairly and see the value of flexibility in improving retention and reducing recruitment costs.
The guidelines include explanations of what flexible working can look like in equine practice, an update on the new Flexible Working Act (April 2024), including the right to request flexibility from day one, and how employers are expected to handle requests, and templates to help both employees and employers start the conversation.
Angela was motivated to produce the flexible working guidelines when she realised her traditional equine role wasn’t giving her the flexibility or professional fulfilment she needed after the birth of her second child.
She said: "I’d often said that on-call was the aspect of the job I found toughest, especially after having children, so I was hesitant about taking on an out-of-hours only role.
“But by turning the problem on its head, decoupling daytime work from on call with Equicall, I truly found balance.
“Flexible working looks different for everyone, and it evolves as life changes.
"What matters is making work, work for you. In equine practice, flexibility isn’t just possible, it’s essential.”
The new Flexible Working Guidelines will be discussed at BEVA Congress during Saturday’s session entitled “Making your veterinary career work” chaired by Mark Tabachnik with Rosie Allister, Carolyne Crowe and Kirstie Pickles on the panel.

Dechra Pharmaceuticals has signed an agreement with Piedmont Pharmaceuticals LLC which gives Dechra exclusive worldwide rights to the sale and distribution of veterinary products which use Piedmont's proprietary soft chew platform to deliver the active ingredient.
The agreement will allow Dechra to conduct studies necessary to achieve regulatory filings and government approvals within the US, Europe and other key countries.
According to Dechra, Piedmont's soft chew formulation is a unique delivery technology which overcomes the traditional problems in formulating a broad range of active drug compounds in a highly palatable chewy treat for both cats and dogs.

The Veterinary Animal Welfare Coalition was formed to meet the recommendations in the Vet Futures project and aims to deliver awareness raising and behaviour change communication campaigns, based around responsible pet ownership and the five welfare needs as outlined in the Animal Welfare Acts.
Over 500 vets and vet nurses took part in the survey, 23% of which said the number one thing they wished their client knew about their pet was diet-related, with suggestions ranging from considering "Am I feeding them the right food?" to "Pets need a lot less food than we think!", and "We have to protect them from themselves and not give into that 'look', especially where food is concerned!"
The answers given fell into 26 different themes, covering a wide variety of pet care issues. The top five most frequently mentioned things veterinary professionals wished all pet owners knew are:
Gudrun Ravetz, President of the British Veterinary Association said: "Every owner loves their pet; however, the vet team often see animals with problems that could be avoided. Vets and vet nurses are invaluable sources for pet care information with years of training and experience under their belts, and will be more than happy to answer any queries or concerns owners may have about their pets."
The BVA says that every day throughout National Pet Month, the Veterinary Animal Welfare Coalition – the British Veterinary Association, British Veterinary Nursing Association, British Small Animal Veterinary Association, British Veterinary Zoological Society, Blue Cross, PDSA and RSPCA – will be tweeting the various things vets and vet nurses wished pet owners knew. Samantha Morgan, President of the British Veterinary Nursing Association, said: "People bring their pets to the veterinary practice when they are sick, however, what they also do not realise is that the Veterinary team can also provide a lot of advice for keeping pets healthy too. From diet and exercise to flea and worming treatments, veterinary nurses and veterinary surgeons have the knowledge to keep pets happy."
Starting in the New Year, the benefits of vaccination will be communicated to both farmers and pet owners, initially focussing on farm use.
The aims of the campaign are to raise awareness of how and why vaccines work and the range of diseases they protect against, to review and improve how vaccines are stored and administered, and to encourage better uptake of existing vaccines.
Further information and tips on storing and using vaccines correctly will be shared, to help ensure that vaccines used will be effective.

Dawn Howard, NOAH’s Chief Executive said: “It is encouraging that vaccination of the UK’s calves and sheep against livestock diseases has risen to one of the highest levels in seven years1. This increase is encouraging, however still more needs to be done in relation to uptake, storage and usage. We are asking the vet profession to support the #VaccinesWork campaign by spreading the messages with their clients and engaging on social media."
"We will be providing information for farmers e.g. if vaccines are not stored correctly, it will impact on their potency, meaning they could be less effective – not only will there be the potential for the vaccine to fail to protect animals against disease but also farmers may have wasted their efforts – and may be deterred from vaccinating again."
Whilst correct use by farmers is the initial focus, the campaign will include pets. Dawn said: "The topic of vaccine hesitancy is becoming increasingly important. Recognised by the WHO as one of the top 10 global health threats for people in 2019, this phenomenon is translating to the veterinary sector as well, especially in companion animals. The PDSA reports an ‘alarming’ drop in pet vaccinations: the proportion of pet dogs, cats and rabbits receiving a primary course when young has fallen by 18% over the past 3 years, down to 66%3.”
"This is bad news for the health and welfare of the nation’s pets, who are increasingly at risk of disease, and we need to work to address this."

The Association launched a compliance flowchart and guidance document for vets in England at the end of last year. Now it has teamed up with the National Animal Health and Welfare Panel (NAHWP) in England and Wales, Advice Direct Scotland (ADS) and Trading Standards Scotland (TSS), and the Department of Agriculture, Environment and Rural Affairs (DAERA) in Northern Ireland to set out what vets need to know about reporting illegal importation elsewhere in the UK.
The new downloadable, UK-wide compliance flowcharts and guidance documents, supported by Dogs Trust, outline what vets in each country should consider if they want to report an illegally imported pet, including who to contact, how to find the appropriate contact details, what action to expect, as well as how to navigate client confidentiality and data protection. In Scotland, vets will have access to an online reporting form at consumeradvice.scot, which has been developed by ADS along with TSS.
BVA President Daniella Dos Santos said: "Veterinary teams can often be the first to suspect that an animal may have been illegally imported when an owner takes their pet for its first check-up. But our surveys have identified a compelling need for clearly defined routes and mechanisms for vets to more easily report suspected cases of illegal importation.
"Our flowchart and supporting guidance for vets in England last year were very well received by the profession and we are happy to be expanding them to empower vets across the UK to report any such cases.
"I’d encourage colleagues to use the resources if they wish to report any suspicions to relevant authorities and thereby help tackle the scourge of illegal importation."

CVS says it believes the phone-based resource is a first in the profession.
It contains the ‘kennel side’ veterinary guidelines, notes and charts that clinicians would need to refer to in day-to-day companion animal practice.
It also includes clinical guidelines, anaesthesia, diagnostic imaging, dentistry and toxicology sections, along with an antibiotic guide.
CVS says it hopes the breadth of information in the MiGuide will improve and speed clinical decision-making, making recommendations to clients easier - and ultimately improving patient outcomes.
The hub is the brainchild of Alan Johnson, Regional Clinical Lead at CVS.
He said: “Every day in practice is different.
"You regularly have to do things you have not done for a while.
"So you either have to recall how to do them or spend time looking them up.
"This can be especially difficult when you are looking for very specific information which is buried in a textbook.
“I wanted to consolidate the key clinical information that every colleague needs every day - all in one location.
"I wanted to make information easy to find at a few clicks.
"And I wanted vets and nurses to have this information in their pocket – to refer to if the need arose.

The RCVS Regional Question Time sessions give members of the profession a chance to learn about College projects and initiatives directly from the RCVS Officer team, Council members, and senior staff.
There is also an opportunity for open dialogue, where any queries can be raised with the RCVS, in a friendly, informal environment.
Both events will begin with supper and drinks at 6.30pm.
The College says discussion topics will be audience-led but are likely to cover current important topics including workforce issues, the benefits of a new Veterinary Surgeons Act, extra-mural studies (EMS), governance reform, the impact of VetGDP, the Practice Standards Scheme (PSS), and the Competition and Markets Authority investigation.

Vet’s Now, the UK’s leading Out of Hours emergency vets, reports that its 4th Congress, held in Harrogate at the end of November, attracted a record 450 delegates.
From its beginnings back in 2004, Vets Now’s Emergency and Critical Care Congress this year attracted in excess of 450 delegates to Harrogate with an impressive and exciting line up of speakers from the UK, Europe and the USA.
Similar to previous years, lectures were delivered by an exciting line up of speakers from around Europe and the USA. They were designed to suit the CPD needs of both those working in an emergency field and in general practice, and were aimed at vets, VNs and reception staff.
Lecture topics this year covered a range of life saving procedures and there were also sessions held on improving communications with clients, emergency workshops on tubes, case report discussions, a transfusion workshop and a bereavement session.
The social programme also proved a big attraction for everyone who attended Congress and this year there was an entertaining Television Games Quiz on the Wednesday evening followed by a formal dinner and entertainment on the Thursday night.
With numbers of both delegates and exhibitors increasing year on year, Vets Now is confident that its Congress is becoming a highly important date in the veterinary events calendar.

The Association says continuing uncertainty over the pandemic was the driving force behind the decision and it feels that a virtual Congress is the best option in 2021. The event will be held from Thursday 25th – Saturday 27th March.
Amanda Stranack, Chief Executive of the BSAVA, said: “A rich programme of content that makes full use of technology means attendees can still expect an event that brings together the veterinary professions for world-class CPD and the opportunity to network with delegates.

Manchester Central, the original venue for the 2021 Congress, is currently contracted as a Nightingale Hospital and that contract doesn’t conclude until 1st March 2021.
Amanda said: "While no one has a crystal ball, there is the possibility cases could increase over the winter and we cannot be certain the venue will be available to host our annual event.
"In order to ensure that delegates and exhibitors will have an excellent experience, moving Congress online is the most sensible option, without the need to worry about travel restrictions, or guidance that might change on a weekly basis.
"The positive is that without the need to travel Congress becomes accessible to a wider audience, with scope for more practitioners to attend more sessions. There’s a level of flexibility and convenience that’s just not possible with a physical event."
The BSAVA has partnered with a leading international provider of large-scale virtual conferences, tradeshows and exhibitions, with interactive elements facilitating one-to-one and group conversations.
The planned programme for 2021’s inaugural Manchester event is currently being repurposed for the virtual format, with a significant focus on ensuring the experience is as interactive as possible for each delegate.
Amanda said: “While we are deeply disappointed that we won’t, as a sector, be able to come together in person, we have made significant educational and financial investments in the online platform, to give us the tools to take the work we’ve been doing to deliver online CPD to the profession to a different level. We intend to make the most of that opportunity and provide a personalised experience, satisfy scientific curiosity and broaden horizons for all attendees.” Ian Ramsey, President of the BSAVA continued: “After months of lockdown, like many of our delegates, I was looking forward to meeting friends at the 2021 Congress at Manchester. Sadly, this is not to be, however BSAVA is going to be investing heavily in this project and I will be excited to welcome colleagues from the widest possible audience to what I think will be the best virtual small animal veterinary conference in the world. Of course, we are still also planning for a slow return to face- to-face events in the future when it is safe to do so, and more details will follow when there is greater clarity and confidence in physical events."
Apparently the commonly reported use of AI technology was for radiography diagnostics and reporting (44%), followed by laboratory diagnostics and reporting (27%), communications with clients (11%) or to assist with administrative work (7%).
Vets were asked about the benefits and risks of using AI technology in their work.
The most common reported benefit was data interpretation (55%), followed by diagnostic testing (49%), saving time more generally (40%) and for routine admin tasks or note taking (38%).
The most commonly reported risks of AI were the possibility that results are interpreted without context (83%) or that AI is used incorrectly, without follow up checks (82%).
The other reported risks were an overreliance on AI undermining human skills (68%) and a lack of data protection (25%).

"The massive boom in the use of these tools represents an exciting opportunity for the profession, particularly around diagnostics and interpreting large data sets.
"But as well as benefits there are clear challenges and risks, so this timely session is a great opportunity to address some of the ethical questions around the use of technology when it comes to treating animals and ensuring their welfare.

Petplan has launched PetPeople, billed as the largest circulation pet focussed customer magazine.
The Association of Private Pet Cemeteries & Crematoria (APPCC) has launched a new leaflet for bereaved pet owners, which will be distributed to veterinary practices.
Kevin Spurgeon, Director of the APPCC said: "The feelings of grief and loss that pet owners go through after the death of their pet is often not fully appreciated. The idea of the leaflet is to help owners understand and deal with the emotions they are experiencing more. If the pet is part of a family then several people along with other pets may be affected - it may even be the first experience of death for some."
The leaflet was written and produced for the APPCC by Jane Matthews, author of Losing a Pet (http://www.smallbooks.co.uk/), and has had support from several experienced pet bereavement counsellors and the nationwide Pet Bereavement Support Service run by SCAS (www.scas.org.uk). According to the APPCC, studies have shown that as many as 1 in 4 pet owners take time off of work after the death of their pet with nearly half of all those surveyed having taking annual leave after their loss. Pet crematoriums have also noticed an upturn in the numbers of people taking a hands-on approach by choosing to arrange an individual cremation for their pet directly with the crematorium.
The APPCC plans to distribute the leaflets to its members, pet bereavement counsellors and veterinary surgeries throughout the UK and believes this is a major step forward in both acknowledging pet bereavement and helping those affected by it. The leaflet will also be available to download from the main APPCC website www.appcc.org.uk as well as through many of the members own sites.
A YouGov poll commissioned at the start of this month's National Vaccination Month Campaign by Intervet/Schering-Plough Animal Health has shown that pet vaccination rates nationally have remained stable between 2009 and 2011 despite the recession.
This could suggest that pet owners who do vaccinate generally accept that vaccination is not a discretionary item of spending which can be dropped in financially hard times. This is in contrast to worming, pet insurance and health checks, things which the survey found that between 6% and 9% of owners have cut back on.
Nevertheless, the survey supported industry data which shows that very considerable numbers of Britain's pets are left unvaccinated, with strong regional variations:
According to the YouGov survey, cost is a factor in more than 39% of cases where owners of a cat, dog, rabbit or horse are failing to vaccinate.
However, during National Vaccination Month, pet owners can download a voucher for a discounted vaccination offering savings of around £30 from participating surgeries throughout May. Unvaccinated and eligible dogs, cats, rabbits and horses are all included in the scheme and more than 2000 vet practices are taking part in the campaign nationwide.
Angus Robinson from Intervet/Schering-Plough Animal Health said: "The survey suggests that not only is there a demand for National Vaccination Month - 76% of those not vaccinating said they would take advantage of a scheme like this. But there is also a real need for client education. A staggering 91% of those polled said they would get their pet vaccinated if they were aware that there was disease in their area. Without wishing to scare people, we do need to alert pet owners to the fact that pet disease is out there. It is the kind of thing that they never think is going to happen to their beloved pet but when it does, it is devastating."

Nominations can be made for three RCVS Honours: the Queen’s Medal, the Golden Jubilee Award and Honorary Associateship.
The Queen’s Medal was introduced in 2013 and is the highest honour that the College can bestow upon a veterinary surgeon in recognition of those who have achieved a highly distinguished career and outstanding achievements. Nominations can be made by any Member of the RCVS in respect of another veterinary surgeon. The 2016 winner of the award was Professor Randolph Richards who was honoured for his contribution to the development of aquaculture in Scotland.
The Golden Jubilee Award was introduced in 2011 to mark the 50th anniversary of the first RCVS training course for veterinary nurses and now recognises those nurses who are taking a leadership role within the profession. The 2016 winner of the award was Louise O’Dwyer who was recognised for her pioneering role within the profession. Nominations can be made by either veterinary nurses or veterinary surgeons in respect of a veterinary nurse.
Nominations can also be made for Honorary Associateship which is eligible for those who, while not veterinary surgeons or nurses, have made a significant impact in the veterinary field. Previous winners have included scientists, farmers, farriers, educationalists and journalists. This year an Honorary Associateship was awarded to Professor David Lane for his support in launching the College’s Certificate in Advanced Veterinary Practice.

Bayer points to a number of trends which have emerged during lockdown which it says practices must respond to quickly in the post-lockdown recovery.
The company says retailers have reported that internet traffic increased threefold at the start of lockdown and it remains at double the pre-lockdown levels. Direct retail sales of flea and tick products have also increased.
This suggests that owners are becoming more comfortable with buying preventative healthcare products online.
Bayer says there is a business opportunity here for practices. The subscription box market is expected to hit £1 billion by 20222, and one way practices can capitalise on this trend is by offering home-delivered flea, wormer and tick treatments.
Another business opportunity could lie in research by Banfield Pet Hospital among 1,000 US pet owners in which 20% vowed to take their pets ‘more often’ to the vet post-lockdown for preventative care checkups3.
