SRUC, which is the biggest provider of veterinary nursing, livestock husbandry and animal care training in Scotland, says it will offer a core veterinary programme to address existing shortages in veterinary provision, in areas such as rural veterinary practice, food production, food safety and animal and public health.
The College is first establishing a working group to progress the plans for the school. The group will be chaired by Professor Sir Pete Downes, former Principal and Vice-Chancellor of the University of Dundee.
Sir Pete will be joined by Sheila Voas, Chief Veterinary Officer for Scotland, former NFUS President Nigel Miller, SRUC Board member Jane Craigie, and Dr Kate Richards, who is a non-executive director on the SAC Commercial Board and currently the junior vice president of the RCVS, in line to become President in July.
Professor Caroline Argo, currently Dean of SRUC’s North Faculty, will lead the project for SRUC.
A report from BiGGAR Economics has found that the vet school could add £26 million GVA and 242 jobs to Scotland by 2030.

The Petplan/Panasonic Monitoring Kit, which was launched last year, allows pet owners and veterinary staff to check on their animals via an app on their smartphone or tablet.
Petplan says is it being used by some veterinary practices to help provide additional security and monitoring capability within the practice.
The kit includes an indoor camera, which comes with an in-built temperature sensor and night vision, a door sensor and Smart Plug which can be remotely activated to turn on a radio, lamp, portable heater or fan to help keep animals content.
The kit also contains an SD card which allows clients to save and share video footage of their pet in its home environment with their veterinary surgeon, and practices to record and share footage with their staff or clients.

The Royal College of Veterinary Surgeons and British Small Animal Veterinary Association have issued a joint statement concerning the postgraduate qualifications CertAVP, PGCertSAM and PGCertSAS.
The statement follows the introduction earlier this year of the BSAVA's Postgraduate Certificates in Medicine and Surgery.
Dr Frances Barr, BSAVA's Director of Education (pictured right) said: "There has been a natural interest in how the BSAVA PGCertSAM and PGCertSAS compare with the RCVS Certificate in Advanced Veterinary Practice (CertAVP). Detailed discussions over the last few months between BSAVA and the RCVS have resulted in agreement that the two qualifications are academically equivalent, as outlined in a formal position statement. Individuals can therefore choose to study for the qualification which suits them best."
For thirty years, veterinary postgraduate qualifications at certificate level have been available within the UK; until recently, these were organised through and awarded by the RCVS. In recent years the Certificate in Advanced Veterinary Practice has been introduced, with assessment of accredited modules by a range of universities, and the final award made by the RCVS. With the development of the BSAVA Postgraduate Certificate programmes, questions have naturally arisen regarding the equivalence of these two programmes, and whether a stated requirement for 'a certificate' for a particular purpose refers to the general level of postgraduate qualification or to one particular qualification. It is natural that prospective candidates and employers should ask such questions when considering options for postgraduate study.
The joint position statement by the RCVS and the BSAVA:Representatives from the RCVS CertAVP subcommittee and BSAVA have therefore discussed the RCVS and BSAVA certificate programmes in detail. The statement here is intended to set out agreed principles which might be needed to allow resolution of any future questions about equivalence or accreditation.
The 'middle tier' postulated in the current RCVS Consultation on Specialisation, and the proposed 'acknowledged veterinarian' status under consideration in Europe, are not currently sufficiently defined to allow a position to be agreed.

The British Safety Council has launched a new qualification to help people who drive as part of their work stay safe on the roads.
According to the organisation, the Level 2 Award in Safe Driving at Work provides work drivers with key knowledge of the hazards and risks associated with driving and equips them with valuable guidance on the measures available for reducing these risks, such as vehicle inspection, behaviour and defensive driving.
According to estimates from the Health and Safety Executive (HSE), up to a third of all road traffic accidents in Britain involve someone involved in work-related activity. In 2013, according to government figures, 1,713 people died on the road, with the total number of casualties standing at 183,670.
The Ofqual-regulated qualification, which is designed to be delivered by employers or training organisations, instructs learners on a range of topics including the particular risks associated with vulnerable road users, such as cyclists and pedestrians, the importance of regular vehicle safety checks and how to adapt driving style in response to changes in driving conditions or the actions of others.
Alex Botha, the British Safety Council's Chief Executive, said: "Driving can be a risky activity, a fact borne out by the high number of injuries and fatalities that occur annually on our roads.
"However, simple steps can be taken by employers and drivers to manage and reduce this risk. Our new Level 2 Award in Safe Driving at Work provides learners with all the essential knowledge to help them stay safe on the roads.
"Learners can expect to leave the qualification with a thorough knowledge of the main risks posed by driving - whether to themselves or other road users - and how to reduce them.
"Once registered with us, employers or training centres deliver the training using the high-quality teaching and student materials provided. Qualifications are assessed through a 45-minute multiple-choice examination that can be either taken online or on paper.
"This is a stand-alone qualification designed for delivery as a short course. It is also well-suited for integration into wider vocational programmes of study or, for example, as part of an induction programme. Students need no former knowledge or experience, so can come from a diverse range of educational and employment backgrounds.
"Safer driving habits should also feed through into workers' personal lives, providing employers with a valuable corporate social responsibility tool to help make our roads safer in and out of work."
In the Voice of the Profession survey, 52% of nearly 700 veterinary surgeons said it was their biggest concern, more than double the number that said so two years ago. The figure was even higher amongst veterinary surgeons working in companion animal practice, with 66% citing it as a major issue.
The BVA is highlighting these statistics and encouraging veterinary teams to talk to clients about responsible dog breeding and buying during this year's Puppy Awareness Week, which runs till 10th September.
The BVA and the Kennel Club run Canine Health Schemes which screen dogs for inherited conditions including hip and elbow dysplasia, hereditary eye disease, and Chiari-malformation/Syringomyelia. Dog owners and breeders can use the results to make more informed breeding decisions and help improve the health of breeds susceptible to debilitating or life-limiting inherited conditions.
Pre-breeding testing and screening are not just for purebred pedigree dogs - screening is also important for crossbreed dogs, such as Labradoodles and Cockerpoos, which are becoming increasingly popular.
BVA President Gudrun Ravetz said: "With breeding and hereditary defects emerging as the number one animal health and welfare concern for vets, it is more important than ever to screen before breeding dogs. Vets in practice regularly see cases of inherited conditions such as hip dysplasia and eye problems that are debilitating and distressing for dogs.
"The good news is that we have schemes and tests in place that help breeders and owners make sound judgements about responsible breeding. The BVA/KC Canine Health Schemes and Kennel Club DNA testing services are critical tools for breeders. Anyone thinking of breeding from their dog or thinking about buying a puppy should ask their vet about available health schemes and how they can be used to inform their decisions."
During Puppy Awareness Week, BVA is also working with the Animal Welfare Foundation to promote the use of the Puppy Contract, which contains a section for the breeder to fill out about any health screening or DNA results to offer reassurance to owners.

Fort Dodge has announced that a challenge study has demonstrated the ability of Duvaxyn® IE-T Plus equine influenza vaccine to cross protect against A/equi-2/Sydney/07 (H3N8) two weeks after a two dose primary course. This strain was responsible for the financially devastating equine influenza outbreak in Australia in August 2007.
Duvaxyn IE-T Plus is an inactivated whole virus equine influenza vaccine, adjuvanted with an aqueous-based adjuvant. According to Fort Dodge, experts at a recent WHO meeting on human vaccines expressed the view that whole virus vaccines have the potential to induce a stronger and more broadly based response to circulating influenza strains than those contained in sub-unit vaccines because of the presence of the full set of virus proteins in the vaccine*.
The study, conducted by the Animal Health Trust, involved two groups of EIV seronegative horses. The first group, consisting of seven vaccinates, were given two dose of Duvaxyn IE-T Plus, 28 days apart, and challenged with A/equi-2/Sydney/07 (H3N8) virus strain 14 days after the second vaccination. The second group of unvaccinated horses was challenged at the same time. Duvaxyn IE-T Plus caused a statistically significant reduction in both clinical signs of the disease and in viral shedding.
Helen Barnes, EMEA Equine Business Manager for Fort Dodge, said: "The results of this challenge study provide reassurance for owners that horses vaccinated with Duvaxyn will be protected against circulating strains of equine influenza, including the Sydney strain which proved so damaging.
"As the benefits offered by whole virus technology are increasingly recognised, the popularity of vaccines based on this technology is re-emerging, particularly to combat a potential pandemic.
"The entire Duvaxyn range of equine vaccines, including the recently licensed Duvaxyn WNV for West Nile Virus, are based on the whole virus approach as we believe it offers a broad and consistent level of protection."
Equine vets at the Animal Health Trust are appealing to horse riders to help with a research project, to assess the interaction between horse, saddle and rider.
Dr Sue Dyson, Head of Clinical Orthopaedics at the Centre for Equine Studies at the Animal Health Trust and Line Greve, PhD student, are conducting the study to find out how the horse, rider and saddle can influence each other. They are trying to understand better why a saddle may persistently slip to one side in some horses.
Line said: "Saddle slip is a problem seen in all sorts of horses and ponies and can contribute to back pain and thus impaired performance. Research suggests that 25% of British dressage horses have a history of back-related problems and subsequent reduced performance. Our preliminary studies involve just over 700 riders but for a more accurate picture we would like to bump this figure up to 1000 plus. We are urging all riders, whatever their level or ability, to help by completing the questionnaire."
The online questionnaire should take no more than 15 minutes to complete and all answers remain anonymous. The questions cover saddle types, fitting, use and maintenance; rider experience, training and 'handedness'; as well as horse type, use and any previous lameness or back-related problems.

Fourth year veterinary students from the University of Sydney's Faculty of Veterinary Science have produced a nude calendar in which they use a variety of strategically placed animals to protect their modesty.
The calendar, called Under the Overalls, features a variety of animals, including three lucky (depending on your point of view) llamas, a calf, three sheep and a rather unfortunate fish.

This year, in collaboration with Your Cat, the charity is looking for entries which showcase the cat-human bond with a brand new theme of ‘Cat-Human Relationships’.
The judges want to see a range of relationships in a variety of situations, locations and ages. For instance, entries can include but are not limited to: pet cats with their owners in the home, street cats with the public and cats with those who work with them eg, veterinary professionals with their patients and homing centre workers with the cats in their care.
Since its launch in 2013, the competition has collectively attracted over 15,000 entries from all over the world.
Eve Davies, who runs the competition, said: "Whilst we tend to think of our relationship with cats as that of pet and owner, cats and humans can have a huge variety of unique connections with each other and we would love to see this reflected in the entries.

Following last year's campaign, Merial commissioned a survey to learn more about how horse owners seek and receive information about the wider aspects of preventative healthcare, and in particular about the relationship with their veterinary practice.
In the survey of 455 horse owners, which was carried out by CMI Research, 78% said their veterinary surgeon was the most important source of information. The next most important influencers were yard managers/grooms at just 22%.
Louise Radford MRCVS from Merial said: "We wanted to learn more about client education and the opportunities for practices to get more from their client relationships, including vaccination and booster uptake. However we hadn’t estimated just how much horse owners rely on their vet for information!"
"However there appears to be a significant gap between vets as a source of information, and their client’s purchasing habits. Health plans are a great example of the potential for improved compliance, with benefits to the horse, client and practice. Yard health plans present an opportunity to increase booster uptake and also to include animals that might not otherwise be vaccinated.
"Of those horse owners and grooms surveyed who did not vaccinate some or all of their horses, their reasons included horses that never leave the yard, or are old, young, or do not interact with other horses. Yet we know that horses that don’t travel are still at risk of equine flu, as virus can travel up to a mile as an aerosol on the wind, in addition to being carried on objects such as buckets and tack.
"So as the key influencers on preventative healthcare, there is much that practices can do to further engage with clients to increase uptake of products and services, improve client loyalty, and ultimately boost the practice business."

At the outset of the hearing, which was to consider evidence for a number of charges relating to the treatment of three colts at his former practice in 2015, Mr Denny made an application to the Committee that the hearing should be adjourned contingent on a form of undertakings being accepted. These undertakings were that his name be removed from the Register with immediate effect and that he never apply to be restored to the Register under any category.
The application was granted by the Committee, taking into account a number of factors. These include the fact that Mr Denny had now retired and closed his practice, his long and hitherto unblemished veterinary career and the fact that it would not be proportionate, or in the public interest, for there to be a lengthy hearing on the matter.
The Committee noted that there were several precedents for concluding cases in such a manner. The Committee also noted that the application was supported by both the College and the complainant.
Mr Denny was removed from the Register as of Monday 24 April 2017.

Scientists at the University of Liverpool have, for the first time, revealed that digital dermatitis (DD) has been present on hoof knifes used on cattle and sheep following research1 jointly funded by DairyCo and EBLEX.
The research conducted at the University investigated if DD Treponeme can be present on equipment used to trim cattle and sheep hooves. The research team, led by Dr Nicholas Evans and Professor Stuart Carter of the University of Liverpool and in collaboration with Roger Blowey MRCVS, tested trimming equipment used on cattle and sheep with digital dermatitis and after it was disinfected.
After trimming, DD was present on 97% of cattle blades and 100% of sheep blades. This was reduced to 29% and 46% respectively after disinfection.
Dr Evans said: "It has long been considered that digital dermatitis was spread in slurry which we have some evidence for and are continuing to investigate but now, for the first time, we have discovered the digital dermatitis bugs in the farm environment.
"However, the high detection rate of digital dermatitis bacteria on trimming blades soon after trimming cattle and sheep hooves from digital dermatitis cases suggests this may be a significant and worrying route for the transmission of this infectious condition."
Leigh Sullivan, who conducted the field work as part of her study, said: "Interestingly, in the world of human dentistry, a completely different species of the bacteria is found to cause gum disease. Furthermore, studies have shown it will adhere to metal on orthodontic braces which is consistent with our detection of the digital dermatitis Treponeme on metallic trimming knives."
Dr Jenny Gibbons, DairyCo research & development manager, added: "This DairyCo and EBLEX-funded study could help farmers, vets and hoof trimmers to understand more about the transmission of digital dermatitis between cows and farms. A logical precaution to limit the spread is to disinfect hoof trimming equipment between animals and between farms."

Both sets of respondents were also asked to place the skills in priority order.
The management skills were: Setting clear tasks and objectives. Providing clear roles and responsibilities. Communicating clearly and effectively. Monitoring and evaluating. Planning and organising. Effectively managing difficult situations.
The leadership skills were: Providing rationale and explaining why. Regularly providing and seeking feedback. Building trust. Providing guidance and training. Creating development plans and opportunities.
Interestingly, the survey found a close correlation between how the leaders and the employees prioritise these things, with management skills being perceived as more important overall than leadership skills.
Communicating clearly and effectively was deemed the most important skill of all (ranked 9 out of 10 by both groups). Meanwhile, creating development plans and opportunities for others was prioritised the least (ranked 3.7/10).
But hang on a moment. If both the managers and the employees agree that creating development plans and opportunities is the least important thing, then surely it is? In other words, if employees say that creating development plans is unimportant, then surely it is unimportant, and if leaders think the same, they would appear to be right.
Maybe, maybe not. Perhaps employees don't know what's good for them, and leaders don't know what employees don't know what is good for them. If you take my point.
Veterinary leaders were then asked to rate their confidence in applying the listed leadership and management skills. The skills which elicited the largest number of 'not confident' responses were: monitoring and evaluating performance, regularly providing and seeking feedback, and creating development plans and opportunities for others.
The skills with which leaders were most confident were: communicating clearly and effectively, building trust, and providing rationale and explaining why.
Again, there was a close correlation between prioritisation of these skills and confidence levels.
VMG Vice President Richard Casey said: “The survey has helped us to identify priorities for learning and development both at our 2020 Congress and during our joint CPD programme next year. It is striking that the very skills required to motivate colleagues to remain in veterinary medicine and to support them in doing so are the ones which so many veterinary leaders admit that they lack confidence. Given the challenges the profession faces, it is also concerning that they appear to be undervalued both by veterinary leaders and the team members who report to them.
"Delegates to SPVS-VMG Congress and our other 2020 CPD events will benefit from a wealth of evidence-based lectures from experts on all aspects of veterinary leadership and management, enabling them to improve their own performance and contribute to an overall raising of standards of leadership and management across the veterinary sector."
Peter Brown, Senior Vice-President of SPVS, said: "We know that veterinary students receive an excellent clinical training and, in recent years, universities have started to include more non-clinical skills on the curriculum. However, these results suggest that when professionals move into more senior roles, be it leading a team or running their own practice, they find they still need to acquire new skills. SPVS’ role has always been to equip veterinary professionals to be effective leaders and SPVS-VMG congress is an excellent opportunity to both hear inspiring speakers and meet and learn from fellow leaders within the profession."

Purina says the foods contain adjusted and graded levels of protein and phosphorus to address the delicate balance of providing needed protein in older cats against uraemic toxin production in late phase renal decline.
The current advice is that phosphate should be restricted when the renal patient has confirmed CKD, and IRIS provides therapeutic serum phosphate targets for each stage.

"We know that this loss of lean body mass is significantly correlated with an increased risk of mortality.
"But we need to be careful – in renal disease, there is the potential for protein breakdown products to increase in the circulation, acting as toxins.
"So, we need to fine-tune the amount of protein, depending on the stage of chronic renal insufficiency (CRI).
"A dual approach, with Early and Advanced products, allows tailoring of protein levels.”
“Alongside protein, phosphorus content is also tailored to the stage of kidney decline.
"Restricting phosphorus can slow the progression of chronic kidney disease by reducing morphological damage to the kidneys and is thought to be the most important influencer of survival in cats with CKD.
"The levels of phosphorus in the products, are tailored, alongside the protein, to reflect the needs of the cat, with increased restriction when cats are in advanced decline and the kidneys are struggling most.”
