Mr Seymour-Hamilton was originally removed from the Register following an inspection of his Kent practice in 1993 which found that his operating theatre “showed a total disregard of basic hygiene and care for animals and was such as to bring the profession into disrepute”.
Since being removed from the Register, Mr Seymour-Hamilton has made applications for restoration in 1995, 2010, 2015, 2016, 2017, 2018 and 2019. Each was rejected.
In his latest application, Mr Seymour-Hamilton said that he did not want to re-join the Register in order to practise but to facilitate his research in the area of herbal medicine.
The Committee found that while Mr Seymour-Hamilton had accepted some of the findings of the original case, he disagreed with important facts, such as whether or not his surgery was open at the time of the inspection, and showed ‘minimal insight’ into the seriousness of the findings.
The Committee also voiced concerns over public protection and animal welfare should he be restored, saying that he had demonstrated little or no understanding of the purpose of regulation. The Committee also noted that he had, by his own admission, spayed two cats at a practice in Calais in recent years despite his long absence from the Register and unregistered status as a veterinary surgeon in the UK or France.
In considering his conduct since leaving the Register, the Committee found that Mr Seymour-Hamilton had admitted to a number of instances of conduct which it found ‘reprehensible’. This included carrying out spays; not self-isolating after testing positively for coronavirus and, in fact, travelling through France and Spain in breach of the lockdown put in place due to the pandemic; deliberately trying to re-infect himself with coronavirus and then visiting a vulnerable person without maintaining social distancing; treating his own animals with untested herbal remedies; and using his own remedies to treat people, which, in one case, included a nine-year-old boy in Greece.
In summing up Judith Way, who was chairing the Committee and speaking on its behalf, said: “The Committee has concluded that he has not satisfied it that he is fit to be restored to the Register. He has exhibited a disregard for regulation and compliance with the law. He lacks an understanding as to why he has not been restored in the past. He has not set about addressing any of his shortcomings. He relies wholeheartedly on his research, yet he does not support that research with any real peer-reviewed publications and he fails to acknowledge the consequences of being out-of-practice for so long. He has misplaced confidence in his own abilities and does not recognise that his approach and/or actions can represent a danger to animals and to the public. The Committee has therefore reached the conclusion that the applicant is not a fit person to be restored to the Register.”

Dr Bremner was convicted in 2017 of harassing his ex-wife, and for perverting the course of justice by sending his daughter an e-mail, pressuring her to ask her mother to withdraw the charges against him. He pleaded guilty to both of the charges, saying he did not understand that it was a condition of his bail that he could not contact his ex-wife. He also expressed shame and remorse at his actions, explaining that his behaviour was triggered by extreme anger, grief and stress.
In relation to the charges, the Respondent was committed to prison for 12 months, suspended for 12 months, ordered to comply with a Rehabilitation Activity Requirement within 12 months, and ordered to pay £85 in costs and £115 as a surcharge to pay for victim services.
The Committee found the facts proved based on the certified copy of the certificate of conviction, as well as the Respondent’s admissions to the facts of the charges. It was satisfied that the Respondent brought the profession into disrepute by the seriousness of his convictions. In addition, the Committee regarded the Respondent as having deficient insight and a need to fully accept personal responsibility for his actions and their consequences.
The Committee was also satisfied that the nature of the communications sent by the Respondent which led to the convictions and the breach of bail conditions, coupled with deficient insight amounted to serious professional misconduct and rendered him unfit to practise veterinary surgery.
The Committee considered various mitigating factors including the fact that no actual harm occurred to any animal, there were no concerns raised about the respondent’s practice, that he has a long and unblemished career, and that he showed some insight into his offences which continues to develop.
The Committee also took into account that preventing the Respondent from practicing could mean the loss of jobs for 33 or so employees, which weighed heavily on their decision. The Committee also agreed with the RCVS’s submissions that there was a very low likelihood of repetition of the offending behaviour. Aggravating factors included the emotional harm caused to the Respondent’s ex-wife, and that the harassment was a course of conduct sustained over a period of five months.
Therefore, when taking into account the particulars of this case, the Committee decided to impose a reprimand and warning on the basis that it would be proportionate to maintain public confidence in the profession in light of the serious nature of these charges.
Chitra Karve, chairing the Committee and speaking on its behalf, said: "The Committee was of the view that the conviction for intending to interfere with the course of justice was particularly serious, in light of the need to maintain public confidence in the profession, because it involved a disregard of proper criminal process.
"However, a particular feature of this case is the risk to the jobs of 33 or so employees if the Respondent were to be prevented from practising as a result of the Committee’s imposition of a sanction. It is this mitigating factor which weighed most heavily with the committee and they therefore concluded that both a Reprimand as to this conduct and a Warning as to any future conduct is sufficient and proportionate in this case to meet the need to maintain public confidence in the profession and uphold proper standards."
Mr Bremner has 28 days in which to make an appeal about the Committee’s decision to the Privy Council.

Following rises in previous turnouts, voting figures have dropped markedly this year in both RCVS and VN Councils elections, to 15.9% (3,887 voters) and 7.6% (723 voters) respectively. The previous turnouts were 18.8% (in 2010) and 11.2% (in 2009).
RCVS Registrar Jane Hern said: "It's certainly disappointing that the turnout has dropped so much this year. It's unclear whether this is due to lack of time, lack of awareness, or lack of interest, but perhaps anyone who didn't vote could let us know why, so we can see what we could do to increase participation.
"Nevertheless, my congratulations to all successful candidates, who I look forward to formally welcoming, or welcoming back, onto the Councils at RCVS Day in July, and my commiserations to those who were unsuccessful this time and who I hope won't be discouraged from standing again next year."
This year's chosen charity - the Veterinary Benevolent Fund - will receive a cheque for £922 arising from the College's pledge to donate 20p for each veterinary surgeon and veterinary nurse who cast a vote.

The company says it has made the test available in response to customer demand and growing evidence that in rare cases pets living with COVID-19-positive humans can be at risk of infection.
The test will be available to veterinary surgeons in North America this week and will roll out across most of the world in the coming weeks, via the company's worldwide network of laboratories.

Ceva Animal Health has announced the launch of Cardalis for the treatment of canine heart failure caused by degenerative valvular heart disease.
Cardalis contains what the company says is a unique combination of benazepril and spironolactone in one tablet which provides "dual blockade" of the RAAS system.
Benazepril reduces the production of angiotensin II, which causes narrowing of the blood vessels, while spironolactone blocks the harmful effects of aldosterone, which include cardiovascular remodelling and fibrosis.
Cardalis tablets are small, beef flavoured and designed to be administered once a day with food. Each pot contains 30 tablets and there are three sizes available. Ceva says it should be given as part of standard heart failure therapy as soon as clinical signs, such as exercise intolerance, coughing or dyspnoea, appear.
Fraser Broadfoot, small animal product manager at Ceva Animal Health, said: "Through our clinical studies, it has been found that dogs receiving benazepril and spironolactone (compared with benazepril alone) have a better quality of life and, at any one time, are three times less likely to die from heart failure.
"We have also assessed 101 dogs in a field study that were prescribed Cardalis for three months, followed by separate benazepril and spironolactone tablets for two weeks. In the study, 97 per cent of dog owners found Cardalis easier to administer than the two separate tablets and 89 per cent of vets found Cardalis easier to prescribe."

The new study, which was conducted by the RVC's VetCompass Programme found that 33% of deaths in dogs aged under 3 years (roughly 21,000 dog deaths in the UK) are caused by undesirable behaviours which may reflect poor training by owners, or be caused by undiagnosed medical conditions.
The study also found that male dogs and smaller dogs were more likely to die from undesirable behaviours than female or larger dogs and that certain breeds were hugely predisposed.
It is hoped that this research can raise awareness of the most common undesirable behaviours in dogs and encourage owners to improve the health and welfare of their animals through better choices when getting a puppy and improved training afterwards.
The RVC conducted this study using its analytics programme, VetCompass, to explore the de-identified data of a quarter of a million dogs in the UK.
From this data, the researchers identified 1,574 dogs that had died before the age of 3 years.
Analysing the patterns of deaths, they found that:
33.7% of all deaths in dogs (or roughly 21,000) aged under 3 years in the UK are due to undesirable behaviours
The most common undesirable behaviours that led to death were aggression (54.0% of deaths) and road traffic accident [which may have behavioural components such as straying and poor recall] (39.0% of deaths).
Crossbred dogs were 1.4 times more likely to die from an undesirable behaviour than purebred dogs.
Dogs weighing under 10 kg were more than twice as likely to die from an undesirable behaviour as dogs weighing over 40 kg.
Compared with the Labrador Retriever, the breeds with the highest risk of death from an undesirable behaviour were the Cocker Spaniel (8 times the risk), West Highland White Terrier (5.7 times the risk), Staffordshire Bull Terrier (4.5 times the risk), and Jack Russell Terrier (2.7 times the risk). The Labrador Retriever was chosen as the baseline breed as it is a common and well-known breed.
Male dogs were 1.4 times more likely to die from an undesirable behaviour than females.
Of the dogs that died from an undesirable behaviour, the owners of 12.9% dogs had sought veterinary behavioural advice.
Behavioural drug therapy was used in 3% of dogs that died from an undesirable behaviour.
12.2% of dogs that died from an undesirable behaviour had been previously rehomed.
76.2% of the dogs that died from an undesirable behaviour were euthanised (i.e. put to sleep).
The paper raises severe concerns about the high numbers of dogs that are put to sleep due to undesirable behaviours which accounts for over three-quarters of all dogs that die from undesirable behaviours.
Dr. Dan O'Neill, Senior Lecturer at the RVC and supervisor of the study, said: "This study is the biggest study ever undertaken on behavioural reasons for deaths in young dogs in the UK.
"It suggests the importance of good socialisation of puppies by breeders, of sensible breed selection by owners and of careful dog training after acquiring a dog, to ensure that the lives of dogs and owners are fulfilling for all parties involved.
"Dogs with behaviours that their owners find unacceptable are at risk of compromised welfare, either because of their own underlying emotional motivations for the behaviour (e.g. anxiety or fear) or because of how their owners might seek to resolve the problem (e.g. the use of punishment such as beating or electric shock collars).
"Greater awareness of the scale of this issue can be the first step towards reducing the problems and making the lives of thousands of our young dogs happier."

Owners and riders all over the UK were invited to send in nominations for this new people's award. A short list of three finalists was then drawn up and the winner selected by an independent panel consisting of Jo Whitaker, brand manager for Petplan Equine; Alison Bridge, editor-in-chief of Horse&Rider magazine; David Stickels, head of fundraising for the AHT, and David Dugdale, president of the British Equine Veterinary Association (BEVA).
Andrew was nominated by a number of his grateful clients and their glowing testimonials impressed the judges enough to give him the edge over his closest rivals for the title.
"This award is intended to recognise the amazing hard work and commitment of people within the equine veterinary profession and those who provide outstanding service to horse owners," explained Jo Whitaker. "We received some very strong nominations and all three finalists are clearly exceptional vets. Andrew Dobson was nominated by a number of his clients and they all stressed his professionalism and devotion to the horses in his care and how he regularly goes beyond the call of duty in making sure that both horses and owners are given the very best treatment."

Norbrook Laboratories has launched a ready-to-use suspension version of its Cefenil antibiotic.
Cefenil RTU (ceftiofur) is a 50mg/ml suspension for injection, indicated for cattle and swine.

Bordetella bronchiseptica is a clinically significant pathogen for canine infectious respiratory disease (CIRD), otherwise known as kennel cough, with 78.7% of dogs with acute respiratory signs testing positive for the bacteria1.
In the same study, 45.6% of clinically healthy dogs also tested positive for Bordetella bronchiseptica, illustrating that clinically healthy dogs can carry respiratory pathogens and could act as sources of infection for susceptible dogs1.
Administered via subcutaneous injection, Canigen Bb is an inactivated subunit vaccine which offers vets a new option when intra-nasal vaccination with a live aerosolised vaccine is not possible or preferred, for example when the dog is in contact with known immunocompromised individuals.

A group of brave veterinary nurses and a student nurse leapt out of a perfectly serviceable aircraft last weekend, both to raise money for children with epilepsy, and to highlight the need to protect the title 'Veterinary Nurse' in law.
Vicky Couzens, Jenny Cook, Kim Blowing, Michelle Dickens, Gillian James and Leigh Martin, none of whom had parachuted before (in fact, Gillian hadn't even been in a plane before), were raising money for the Muir Maxwell Trust, a charity which funds research into childhood epilepsy, and supports the families of some of the 70,000 children affected by it in the UK.
The daredevil nurses also wanted to highlight the fact that anyone can call themselves a veterinary nurse, regardless of whether they've ever even set foot inside a veterinary practice, let alone passed the demanding examinations. They argue that the title 'Veterinary Nurse' should be protected in law, in exactly the same way as 'Veterinary Surgeon', so that the pet-owning public can have the reassurance of knowing when their animal is being cared for by a qualified professional.

The joint submission points to evidence from recent surveys indicating a current workforce shortage of 11% in small animal practice and an overall deterioration in the ability of practices to hire suitably qualified staff.
Following the exit from the EU, existing shortages will likely worsen, whilst changes in trade could increase the demand for veterinary skills, producing a shortfall in the UK’s capacity to ensure animal health and welfare, food safety and public health.
Placing the veterinary profession on the Shortage Occupation List would reduce restrictions on recruiting veterinary surgeons from abroad, something the response says will become a necessity post Brexit.
Currently about half of vets registering each year in the UK are graduates from the EU. If there are no appropriate immigration measures in place when the UK leaves the EU, this EU contribution could decline, leaving a large gap in the veterinary workforce. Research among BVA members has indicated that since the EU referendum, about one fifth are reporting that recruitment has already become harder. Meanwhile, a study commissioned by the RCVS has shown that nearly a third of veterinary surgeons and veterinary nurses whose nationality is non-UK European are considering a move back home.
The BVA / RCVS response highlights that although the veterinary profession is relatively small, it performs a range of roles that are vital to the UK’s economy and maintaining standards in society. Agriculture and food production would suffer from a lack of veterinary input, potentially reducing its livestock outputs worth £12.7bn in 2016, whilst the equine industry and aquaculture would also struggle. The companion animal veterinary market, that has a turnover of £3 billion, could experience significant losses due to workforce shortages.
Veterinary surgeons from the EU make a particularly significant contribution to critical roles in public health with estimates suggesting that 95% of Official Veterinarians working in abattoirs are from overseas and the large majority of these are from the EU. Reducing the veterinary presence in slaughterhouses would increase the risk of food fraud, provide the potential for animal welfare breaches and remove a level of public health reassurance.
While the number of UK veterinary graduates has increased year-on-year from the established veterinary schools, with potentially more schools in the pipeline, it is unlikely that UK universities can meet this increased demand in the short timeframe required. BVA, RCVS and Defra recently launched the Veterinary Capability and Capacity Project (VCCP) to help ensure the veterinary sector can continue to play its role in society.
BVA Senior Vice President Gudrun Ravetz said: "Our members have been reporting problems with recruitment and retention of vets for several years and this situation will only worsen under Brexit unless appropriate measures are in place. Vets are vital to our society. Across the UK vets are needed to certify imports and exports, conduct cutting-edge research, prevent disease outbreaks, ensure food safety in abattoirs and achieve our world leading standards in animal welfare.
"We are setting out a very strong case to add the profession to the Shortage Occupation List now to help us manage the immediate shortfall in critical veterinary roles, while the UK negotiates a longer term immigration policy that must meet the UK’s veterinary workforce needs post-Brexit without creating disproportionate administrative burdens for veterinary businesses."
Chris Tufnell, RCVS Senior Vice-President and Chair of the College’s Brexit Taskforce, said: "The first of our recently published Brexit Principles is that ‘vital veterinary work continues to get done’. In order to ensure this is met we want the Government to recognise that there are significant current and potential shortages in the profession that can only be mitigated by putting it on the Shortage Occupation List so that animal health and welfare and public health is safeguarded.
"Our ideal outcome is that EU veterinary surgeons currently living and working in the UK are allowed to stay indefinitely and that, in terms of any post-Brexit immigration system, graduates of European schools accredited by the European Association of Establishments for Veterinary Education (EAEVE) are allowed to work here with the minimum of restrictions."

However, many of the causes of above-inflation increases in the cost of veterinary care go well beyond the remit of the CMA and it therefore has limited scope to propose or enforce changes that will likely have any significant impact on costs.
The CMA concluded that the main barriers to healthy competition are: owners not being given enough information, barriers to owners being able to make appropriate choices and an out-of-date regulatory environment.
To correct these issues, the CMA has proposed that veterinary practices should be compelled to:
Given that treatment inflation, rather than a lack of competition, is likely the biggest contributory factor to rising veterinary costs, it seems unlikely that providing price lists, itemised bills or written estimates will do much more than increase the administrative burden on veterinary practices.
What's more, it is very hard to see how price lists and estimates can ever be truly representative in such a complex area as medicine.
So these proposed measures are no more than rearranging deckchairs on the Titanic.
To switch metaphors, the problem is less that pet owners don't know what they're buying and more that the veterinary profession is trying to sell caviar to people who only want or can afford a Big Mac and large fries.
Real change can only be driven by the veterinary profession - not just veterinary surgeons, but the regulator, universities, manufacturers and others, after reflecting on the real, rather than assumed needs of its clients and patients, together with the ethical issues in play.

Somerset vet Stewart Halperin MRCVS has launched CarefreeCredit, a service designed to help pet owners pay for unforeseen veterinary bills, and take the burden of unpaid bills away from veterinary surgeons.
The new service is very simple. First, participating practices need to apply to CarefreeCredit and register with the Financial Conduct Authority (FCA). CarefreeCredit will hold your hand through the FCA registration process, which is currently taking about three weeks.
Thereafter, you can then offer CarefreeCredit to any client who is faced with an unexpected bill which they can't pay immediately. They'll need to make an online application which can be done at any time of day, 365 days a year - crucial for out-of-hours emergencies. The application takes 4 minutes and decisions are instant.
Loans repaid over 12 months are interest-free for the pet owner. Loans repaid over 24 months attract interest at 7.9% APR.
Once the loan is approved, confirmation is sent to the veterinary practice, which can then drawdown the funds into the practice bank account via the CarefreeCredit online dashboard. The practice gets paid within 5 days of requesting a drawdown.
The cost to the practice of all this is 7% of the bill. Offered strategically to the right clients, that seems like a small price to pay. According to CarefreeCredit, practice revenue increases by 22% and debtors decrease by 58% in practices where finance facilities are offered. But that is, of course, only half the story. This also offers a professional and businesslike 'way out' when vets are at the receiving end of emotional blackmail (or worse) from clients who find they don't have the money to pay for their much-loved pet to get the medical care it needs.

The Pets at Home Vets Group has joined forces with the National Trust to help raise awareness of pet safety during the summer, for its latest marketing push.
The campaign will see veterinary surgeons and nurses from Vets4Pets and Companion Care practices touring the country hosting 'Out & About' roadshows at National Trust venues across England and Northern Ireland, from July through to September.
Huw Stacey, Head of Clinical services & Veterinary surgeon said: "The summer period presents a number of hazards for pets and we're holding the 'Out & About' roadshow to meet as many pet owners as we can to help raise awareness about how you can help keep pets happy and healthy over the summer. Visitors to the roadshow will have the opportunity to speak face-to-face with vets and nurses from their local Vets4Pets or Companion Care practice.
They'll be providing practical advice on everything from avoiding heat stroke and dehydration, to being aware of poisoning hazards such as wet creosote on garden fences and the dangers associated with taking dogs to the beach such as jellyfish stings and cuts from broken glass. We've teamed up with the National Trust as they have some excellent dog-friendly venues and are a great place for pet owners to get out and about with their dogs over the summer."

The box, which is aimed at both veterinary surgeons and nurses, contains two USB sticks which contain the wound care education sessions, a Bluetooth speaker, product samples, clinical literature, case studies and Time Out wafer bars to enjoy while you learn.
You can also book a timeslot with a representative from Essity to answer any clinical or product related questions raised by the contents of the box.

The researchers say that ultimately the study should help with the development of guidelines to help all riders assess if they are the right weight for the horse or pony they intend to ride, to enhance both equine welfare and rider comfort and enjoyment.1
Dr Sue Dyson, Head of Clinical Orthopaedics at the Animal Health Trust’s Centre for Equine Studies, Newmarket, who led the study said: "While all the horses finished the study moving as well as when they started, the results showed a substantial temporary effect of rider weight as a proportion of horse weight.
"The results do not mean that heavy riders should not ride but suggest that if they do they should ride a horse of appropriate size and fitness, with a saddle that is correctly fitted for both horse and rider.
"We must remember that this is a pilot study: further work is required to determine if horse fitness, adaptation to heavier weights and more ideal saddle fit will increase the weight an individual horse can carry. This should help us further in our quest to develop guidelines for optimum rider: horse bodyweight ratios."
As the average weight and height of humans continues to increase there is growing debate about relative rider-horse sizes, with riding school horses epitomising the variety of weights of rider that a single horse may be exposed to.
Numerous inter-related aspects are involved with the horse and rider combination including the age of the horse, its fitness and muscle development, the length of its back and the presence or absence of lameness. The rider’s skill, fitness, balance and coordination are important factors, as is the fit of the saddle to both the horse and rider. The type, speed and duration of work and the terrain over which the horse is ridden must also be considered.2
To date little research has been conducted on the effects of rider weight on equine welfare and performance. To address the shortfall World Horse Welfare, the Saddle Research Trust, the British Equestrian Federation and a number of other organisations helped to fund a pilot study last summer, the results of which have now been analysed.
The influence of rider to horse bodyweight ratios on equine gait and behaviour: a pilot study1 assessed gait and behavioural responses in six horses ridden by four riders of similar ability but different sizes. The riders were all weighed in their riding kit and were subsequently categorised as being light, moderate, heavy and very heavy. Their body mass index (BMI) was also calculated.
Each rider rode each horse in its usual tack and performed a set pattern of exercises comprising mainly trot and canter. Gait, horse behaviour, forces under the saddle, the response to palpation of the back, alterations in back dimensions in response to exercise, heart and respiratory rates, salivary cortisol levels and blink rate were assessed for each combination.
The riding tests for the heavy and very heavy riders were all abandoned, predominantly because of temporary horse lameness. This was likely to have been induced by bodyweight rather than BMI, given that the heavy and moderate riders had similar BMIs, both being classified as overweight, yet only one of the moderate rider’s tests had to be abandoned. An ethogram, developed by Dr Dyson specifically to assess behavioural markers which may reflect pain in ridden horses3, was applied. The scores which may reflect pain were significantly higher in the horses when ridden by the heavy and very heavy riders.
The study also raised the issue of rider height and saddle fit. The owner of one of the test horses had a similar bodyweight: horse bodyweight ratio to the heavy rider and was of similar weight, but significantly different in height (157.0 and 185.5 cm, respectively). This large difference in height has major potential implications for saddle fit for the rider and consequently the rider’s position and weight distribution. The taller rider sat on the back of the cantle, overloading the back of the saddle and making it more difficult to ride in balance, with the heel being in front of a vertical line between the shoulder and ‘hip’.
Roly Owers, Chief Executive of World Horse Welfare, said: "These pilot results are certainly not surprising but are very significant in adding vital evidence to inform an appropriate rider: horse weight ratio. It is common sense that rider weight impacts equine welfare however many might not fully understand or recognise this. What is desperately needed is basic guidance to help riders identify a horse or pony that is right for them and this research is a vital step in that direction.”
