The RCVS has issued a summary of the key decisions made at the June Council meeting.

24/7 & PostnominalsCouncil agreed in principal to changes to the supporting guidance of the Code of Professional Conduct regarding 24/7 emergency care and to put the brakes on a decision regarding the removal of all postnominals from the RCVS Register of Members.
AccountsAlso at the meeting, Council agreed to the 2013 Annual Report and Financial Statements, which is this year in a new format - the Statement of Recommended Practice, Accounting and Reporting by Charities (SORP 2005) - on the recommendation of the Audit and Risk Committee. The Annual Report will be available to download shortly (www.rcvs.org.uk/publications).
In addition, Council agreed a freeze on retention fees for both veterinary surgeons and veterinary nurses for 2015 - the fifth year in a row, and an effective decrease over this period of over £40 for veterinary surgeons.
CharterCouncil also agreed to an amended version of the proposed new Royal Charter, which will now go to the AGM on 11 July 2014 for endorsement by members. The updated text, together with an explanation of the changes, can be found at www.rcvs.org.uk/newcharter.
Governance reviewNearly a year on from the introduction of the new Operational Board and other governance changes designed to streamline decision-making, Council took the opportunity to review how this new structure was working. It agreed that, going forward, the Operational Board would appoint members of all committees and that papers for Council meetings should include minutes of all committee meetings.
Council also agreed that the Operational Board should take responsibly for registration matters, which are currently within the remit of the Standards Committee. Terms of reference for the Audit and Risk, Specialist Recognition Appeals and Standards Committees will be revised. Whether the Education Committee should be responsible for all decisions on the recognition of registerable degrees (as opposed to Council in its entirety) will be discussed further at the November meeting of Council.
Registration RegulationsThe planned discussion on updated Registration Regulations was postponed until the November meeting, as feedback is awaited from the Department of Environment, Food and Rural Affairs (Defra).
Alternative dispute resolutionCouncil agreed to the trial of an alternative dispute resolution service to start before the end of the year. The service will help the College to deal with complaints which, while they do not give rise to issues of serious professional misconduct, may have some substance. The trial will be carried out with Ombudsman Services and will focus on concerns relating to small animals received by the Professional Conduct Department. It will be limited to no more than 150 cases at a cost not to exceed £120,000.
Risk RegisterCouncil discussed and approved an updated Risk Register. The Risk Register is confidential.
Practice Standard Scheme updateCouncil gave approval for the general direction of travel of the review of the Practice Standards Scheme, including a new modular framework; an IT system that would be available to all practices, not just those in the Scheme; new training and assessment for inspectors; and increased practice fees to cover these developments.
Also at the meeting, Amanda Boag was elected Treasurer, a post she will take up at RCVS Day on 11 July.
Reports were also presented from the Audit and Risk, Education, Preliminary Investigation and Disciplinary Liaison, Standards, Preliminary Investigation and Disciplinary Committees, and the Veterinary Nurses Council.
Finally, on behalf of Council, President Neil Smith gave thanks to retiring Council members Christine Shield, Peter Robinson, Clare Tapsfield-Wright and Caroline Freedman, also thanking Peter Lees, in his absence.

Almost all rabies cases are as a result of being bitten by an infected dog, with around half of all dog bites and rabies deaths occurring in children under 15 years of age. Rabies, which is preventable, is categorised as one of the 17 Neglected Tropical Diseases by the World Health Organization (WHO).
The End Rabies Now campaign aims to significantly raise the profile of rabies as a global neglected tropical disease with policy makers and journalists, explaining what is being done to control and eliminate the disease. The campaign is led by Global Alliance for Rabies Control (GARC), and has three key messages:
Ahead of the tenth World Rabies Day, BVA has also recognised vet Professor Sarah Cleaveland OBE for her work in rabies control by awarding her the Chiron Award, one of the Association’s most prestigious awards for outstanding contributions to veterinary science.
Sarah said: "Awards like this are recognition of the contributions not only of one person, but the work of many. We are deeply committed to continuing our efforts towards the global elimination of canine rabies and tackling other zoonotic diseases that affect the health and livelihoods of many of the poorest people in the world."
The End Rabies Now campaign is based around the strong scientific evidence that vaccinating dogs is fundamental to disrupting the cycle of rabies transmission to humans. The target of 2030 was chosen because one of the UN’s sustainable development goals, launched in September 2015, includes the ambition to end by 2030 neglected tropical diseases such as rabies.
With 120 countries still affected by canine rabies, the End Rabies Now campaign advocates that collaborative cross-sector efforts are needed to end zoonotic diseases such as rabies: rabies elimination plans must include human and animal government agencies, veterinary and human health professionals, educators, scientists and community groups.
BVA President Gudrun Ravetz said: "The work being done worldwide by vets, human health professionals and others to combat this horrific disease that senselessly kills thousands each year is of the utmost importance and BVA is proud to support the End Rabies Now campaign and help get those key messages out to policy makers and governments worldwide – every rabies death is entirely preventable and we can end rabies by 2030 through vaccinating dogs."
In the first episode of the series, BCVSp Trustee James Swann speaks to Dr Rosanne Jepson about dialysis in dogs and cats. A specialist in internal medicine in dogs and cats, Dr Jepson explains why dialysis might be needed in pets for treatment of kidney disease and whether it's ethical to do this treatment in animals.
In episode two BCVSp trustee Celia Marr speaks to James Wood, Professor of Equine and Farm Animal Science at the University of Cambridge about zoonotic diseases and their importance for animal and human health in Africa.

The BCVSp says the podcasts are also designed to be a useful resource for primary practitioners to direct their clients to for more information on specific topics.
The new RUMA Companion Animal and Equine Group will initially focus on encouraging efforts to promote responsible antibiotic use.
Steve Howard, head of clinical services at the People’s Dispensary for Sick Animals and secretary general of the new group, said: "RUMA has spearheaded successful efforts to steward antibiotic use in farmed animals over the past five years, and we would like to see whether its principles can augment the considerable progress that’s already been made in the companion animal and equine sectors.
"The most notable of RUMA’s initiatives is the Targets Task Force, which has seen leading vets and farmers from each species working together with industry groups to develop meaningful goals for reducing, refining or replacing antibiotic use.
"Through establishing such proactive approaches towards antibiotic stewardship in companion animals and equines, we hope to optimise their health and welfare – as well as that of humans and the environment."
RUMA says that although total antibiotic sales are significantly lower for companion animals compared with the farming sector, even relatively low use can result in resistance to key medicines if good stewardship principles are not applied.
The collaboration will cover use of medicines in dogs, cats, rabbits, small mammals, exotic animals kept as pets, and equids. The aim is for the UK to lead the way in these sectors through evidence-based and measurable activities that will promote and enhance stewardship.
Gwyn Jones, chair of the new group (pictured right), said: "As a collaborative group we need to establish evidence-based protocols for reducing, replacing or refining antibiotic use in companion animals, to further help preserve and prolong the use of these vital tools for human and animal health.
“Efforts will be focused towards identifiable goals so that progress can be monitored and demonstrated. But we will also promote practical, practice-level resources, guidance and measures aimed at driving positive behaviour changes and protecting patients and practitioners alike."
Delivered in a case-based style, the course will give students the chance to work through cases and apply practical theory before treating feline patients.
There are four modules: the consultation, further investigations, treatment, and post-operative and preventative care.
ICC says the emphasis is on providing practical skills that can be used in clinic.
On completion, students will have the confidence to identify a range of dental abnormalities, persuade cat owners to consent to further investigation and treatment, and formulate and carry out the ideal treatment plan for each cat.
Dr. Matthew Oxford BVM&S GPCert(SAS) MRCVS, who helped develop the course, said: "Dentistry is poorly represented in undergraduate veterinary courses, with feline specific dentistry perhaps only having one or two lectures, yet dentistry accounts for roughly 25% of all general surgery.

"Cases are worked through with extensive teaching material supplemented into cases to provide a pragmatic, case-based approach.”

As part of the University of Bristol, Langford is the only referral hospital in the South West which has an educational facility.
The new academy will also offer access to its Recent Graduate Scheme for vets that have been qualified for less than five years, advanced CPD delivered by specialists, the chance to be involved in research collaborations with Bristol Vet School, and rotating internships and residencies.

Veterinary surgeons are being called on to help recruit dogs for a clinical study called EPIC - the Evaluation of Pimobendan In dogs with Cardiomegaly caused by pre-clinical mitral valve disease (MVD).
The long-term study, which is supported by Boehringer Ingelheim, will assess whether using pimobendan in the pre-clinical phase of MVD has a benefit in extending the time to the onset of clinical signs. It involves 36 centres globally with the aim of recruiting 360 dogs in total. In order for dogs to be eligible for the study they must:

White Cross Vets, a group with 11 surgeries in the Midlands and the North of England, has picked up two Veterinary Marketing Association awards at an event usually dominated entirely by big pharma.
The group was joint winner of Public Relations Award, alongside Bayer Animal Health.
White Cross Marketing Manager Justin Phillips also walked off with the Young Marketeer of the Year award, fighting off competition from Elizabeth Rawlings from Dechra and Beverly Hammond from Animalcare Ltd.
The practice group won the PR Award for a campaign in which it managed to generate a massive amount of media coverage for the business primarily by spotting a good opportunity, and acting quickly to make the most of it.
The story began last July, when a man spotted an exotic-looking bird walking around Guisely, near Leeds. When he tried to capture the bird, it told him to 'bugger off'. Undeterred, he picked it up and took it to White Cross Vets. Once the vets had examined the bird to make sure it was in good health, White Cross instructed its PR agency to begin a media campaign to reunite the animal with its owner. The resultant story generated over £145,000 worth of branded coverage in local and national media, including the Daily Mirror, Metro, the Yorkshire Post and ITV.
By contrast, Bayer Animal Health's winning campaign, which ingeniously used LED lights strapped to snails to bring the lungworm story to life, was nevertheless the product of month's of planning and what would have been a considerable budget.
The judges felt both entries were impressive in completely different ways, so a draw was the only option.

Novartis Animal Health has announced that it will begin marketing and distributing Adequan Equine in the UK from January 2011.
According to the company, Adequan Equine offers equine veterinarians a proven intramuscular treatment option for equine degenerative joint disease, also known as non-infectious arthritis or osteoarthritis. The product is licensed in the UK for the treatment of lameness in horses due to traumatic or degenerative aseptic joint disease and acute superficial digital flexor tendonitis. This is a critical treatment area since equine degenerative joint disease is estimated to cause up to one-third of all equine lameness cases1. It most commonly affects the hocks and coffin joints with the most severe effects on the high-motion knee and fetlock joints.

The RCVS has been recognised as one of the best places to work in the country by the Great Place To Work Institute, which carries out comprehensive annual surveys of staff engagement with a wide variety of small, medium and large businesses and organisations.
The College was ranked number 30th out of 50 in the medium (50 to 499 employees) category, after 91% of the staff gave a positive answer to the question: "Taking everything into account, I would say this is a great place to work", compared to 52% agreeing with this statement in 2013.
Nick Stace, RCVS Chief Executive, said: "The fact that we have been ranked as one of the best places to work in the country demonstrates the great strides made by the College over the past three years and recognises the resolve of staff and Council to improve our working practices, how we communicate with each other and overall well-being.

Every two years, the Plowright Prize will offer £75,000 to recognise an individual working in Europe or the Commonwealth who has made a significant impact on the control, management and eradication of infectious diseases of animals.
Eligible activity must demonstrate animal, humanitarian or economic benefit. The prize money is intended to support the individual’s ongoing work in the field.
Potential recipients of the prize include veterinary surgeons, veterinary nurses and research scientists. Awardees may be working in a research setting, in academia, in practice or in other related sectors. Individuals must be nominated for the award, and the prize is not open to organisations.
Nominations are now invited for the inaugural prize, and must be received by 31st March 2020.
Executive Director of RCVS Knowledge Chris Gush said: "We are honoured to be launching the Plowright Prize in memory of one of the world’s most exceptional veterinary surgeons and scientists, and in celebration of decades of dedication to an area of substantial societal significance.
"It is our belief that this prestigious international prize will help stimulate further research and improvement activities, including supporting the development of expertise in the area of infectious disease within the veterinary profession."
Walter Plowright (1923-2010) was an acclaimed veterinary scientist whose major breakthrough in the battle against rinderpest – the tissue culture rinderpest vaccine (TCRV) – provided the key to eliminating the disease. In the year of Walter’s death, the Food and Agriculture Organization of the United Nations officially announced the complete eradication of the disease, only the second such feat in human history, alongside smallpox.
The story behind the profession’s eradication of rinderpest, commonly known as cattle plague, can be read in RCVS Knowledge’s publication Evidence-Based Veterinary Medicine Matters.
In 2023, the prize will celebrate 100 years since Walter Plowright’s birth with a special award of £100,000 to that year’s winner.

The RCVS says this is the first time that two leading organisations in veterinary QI are collaborating to establish a new evidence-based model for QI specific to veterinary care.
The project is being overseen by Jocelyn Toner MRCVS, an experienced veterinary surgeon with a background in shelter medicine and an interest in evidence-based interventions to improve welfare outcomes.
The team will test the model against a prevalent problem in practice and measure the cost of making the changes against the benefit it brings.
They will refine the model based on lessons learned before they make it available to all veterinary practices, to tackle any area a practice wants to improve, regardless of practice type or specialism.
The aim is to help time-poor practitioners implement proven QI methods to improve outcomes and provide a return on investment.
Jocelyn said: “I’m looking forward to working with colleagues from across the sector to develop a model that will make Quality Improvement more accessible, and show that it can have a real economic benefit.
"We know that there is increased demand for veterinary teams to provide more efficient and effective care while maintaining high levels of animal welfare, improving team welfare and client satisfaction.
"Over recent years an increasing number of veterinary teams have embraced QI techniques.
"Now is the time to take this to the next level by creating an evidence-based model for QI, which can be applied systematically in any veterinary setting.
The project will involve bringing together veterinary professionals to co-design the model and test it in practice.

The introduction of the new Level 3 Diploma in Veterinary Nursing has seen an increase in numbers of both students and training practices, according to statistics released today by the RCVS.
Since January, the RCVS has approved over 30 more Training and Auxiliary Training Practices, bringing to a total of 1,559 the number of practices approved for veterinary nurse (VN) training. Scope for practices to train student VNs is increased through the emphasis on Auxiliary Training Practices (aTPs), an option for practices without the full facilities or caseload needed for student training. Students at aTPs complete their in-practice training at other aTPs or full Training Practices. Of the 31 new practices approved since January for student training, eight are aTPs.
The number of VN students enrolling with the RCVS has also increased, with almost double the number enrolling in January 2011, compared with January 2010. There were a total of 1,168 student enrolments in the 12 months from 1 February 2010, compared with 1,121 enrolments in the same period from 1 February 2009.
Libby Earle, Head of the RCVS Veterinary Nursing Department said: "The Level 3 Diploma has been in place for little more than six months, yet VN student numbers are already up. This bodes well for the supply of qualified, competent registered veterinary nurses demanded by veterinary practices, and for those keen to enter the veterinary nursing profession."
The qualification was introduced when the government abolished the National Vocational Qualification (NVQ) system last summer, forcing a change in the vocational qualifications for VNs. The resulting Level 3 Diploma is designed to better meet the needs of practices, colleges, and students themselves.
Dechra Veterinary Products has launched a webcast about feline hyperthyoidism, given by Tim Williams MA VetMB MRCVS from the Feline Research Group at the Royal Veterinary College.
During the ten minute webcast, entitled: 'The highs and lows of feline hyperthyroidism', Tim presents new evidence that overdosing hyperthyroid patients can lead to iatrogenic hypothyroidism, making them more likely to develop azotaemia and consequently have a shorter survival time. He also discusses the diagnosis and potential consequences of iatrogenic hypothyroidism based on recent research conducted at the Feline Research Group, and provides a summary of suggested treatment protocols. Tim said: "I hope the webcast helps veterinary staff optimise their treatment of hyperthyroid cats in practice and avoid a one size fits all approach".
Dechra says that research from 400 first opinion practices has shown that hyperthyroidism is the most commonly diagnosed feline endocrinopathy, with an annual incidence of 6% in cats over nine years old.

One set of guidelines deals with intoxication from pyrethrins commonly found in flea control products or ant powders, whilst the other covers macrocyclic lactone poisoning which most often occurs due to accidental ingestion of large animal anthelmintic products.
Both intoxications are commonly associated with severe neurological symptoms.

The course starts this evening, with the first of six hour-long Zoom sessions beginning at 8:00pm on Wednesday 12th August. To help people get prepared, practice and engage better in the class, the sessions will be accompanied by a blog accessible on the Lintbells Facebook page and website, and a ‘how-to’ guide for that week’s poses will be hosted on VetYogi’s YouTube channel.

At 9.00am on Thursday and 1.45pm on Friday, Dr Sam Taylor, Feline Specialist and academy lead at the International Society of Feline Medicine (ISFM), will present ‘feline pawsative’, a talk about about cat inappetence and the remedy offered by Mirataz.
At 11.20am on Thursday and 9.00am on Friday, Matt Gurney, clinical director at Anderson Moores will be sharing the latest developments in sedation in dogs including Zenalpha.
At 12.30pm on Thursday and 12.35pm on Friday, Andrew Waller (pictured right), chief scientific officer at Intervacc AB, will be discussing how to rein in the impact of strangles using Dechra’s new protein-based vaccine, Strangvac.
The CPD sessions are first come, first served, and Dechra says it expects the presentations to be well-attended, so it could be worth getting there a little early, although probably no need to pitch a tent outside the night before.
The Fear Free movement was founded in 2016 by US veterinary surgeon Dr Marty Becker.

New research amongst veterinary professionals conducted by CEVA Animal Health, manufacturer of D.A.P.® and Feliway®, has revealed that pet owners may be unintentionally fuelling their pets' noise phobias in the run up to the fireworks' season.
According to CEVA's research, up to 95% react inappropriately, for example petting an anxious pet during firework exposure rather than making an effort to ignore the fireworks, thereby reassuring the animal by behaving normally.
The research also suggested that 77% of clients have never taken action to address their pets' noise phobias as fireworks' season is only an annual occurrence. This is despite evidence that noise phobias can affect pets all year round and tend to become worse over time.
In addition, if owners do seek advice from their vet for noise phobias, it is at the last minute. It is estimated that 46% of clients leave it until the day before the fireworks are due to start before seeking help.
Lucy Brett, product manager at CEVA Animal Health said: "Owners are not doing enough to reduce their pets' firework fears and prevent noise phobias from developing.
"Taking early, proactive action within the practice is the best way to help dogs with pre-existing firework phobias as well as those with mild fears which, if left untreated, may develop into more serious noise phobias."
CEVA Animal Health and Sound Therapy 4 Pets have once again joined forces with the Association of Pet Behaviour Counsellors (APBC), Feline Advisory Bureau (FAB) and PDSA to launch a 'Remember, remember your pets this November' campaign to provide owners with advice on how to look after their pets during the firework season and the precautions they should take to help them cope with their fear of fireworks.
The initiative features a wide range of advice including how to use synthetic copies of natural pheromones, D.A.P. ® and Feliway®, to help comfort and reassure fearful pets, creating a comforting den for dogs to retreat to during firework exposure and treating noise phobias using behavioural therapy with the Sounds Scary desensitisation CD (which is the only behavioural therapy product for noise phobias supported by the RSPCA).
