The British Veterinary Association and its specialist cattle division the British Cattle Veterinary Association have welcomed today's announcement by Defra that it is strongly minded to include a controlled cull of badgers as a key component of the bovine tuberculosis (TB) eradication plans for England.
The two associations have long supported the need to control TB in both cattle and wildlife, including the need for a targeted, humane cull of badgers in specific parts of the country.
Following a consultation exercise which closed in December 2010, Defra has today announced:
The BVA and BCVA jointly responded to Defra's 2010 consultation to say that the available science supported the case for a badger cull, alongside the need for stricter cattle control measures, in those areas where badgers are regarded as a significant contributor to the persistent presence of TB. The response also emphasised strongly that any cull of badgers had to be done in a humane and effective manner.
The BVA and BCVA say that today's announcement shows Defra has listened closely to their concerns. Through the consultation response the BVA and BCVA raised the issue of the efficacy of an industry-led cull using controlled shooting (as opposed to cage trapping and shooting) and stated firmly that any cull must be monitored for humaneness. Both of these issues have been considered in depth by Defra and appear to have been addressed in the plans.
The associations say they will be looking closely at the detail of the guidance issued today and will be responding to the consultation.
Harvey Locke, President of the BVA, said: "The BVA and BCVA have long argued for a targeted, humane badger cull to be used alongside stricter cattle controls. We believe that failure to tackle wildlife sources of TB infection has prolonged the presence and enhanced the spread of infection in all affected species populations.
"We recognise that this is a very emotive and difficult decision but we believe that the science supports this policy and we support Defra's commitment to tackling this devastating disease.
"We are particularly pleased that this announcement has not been delayed until after the summer recess, which demonstrates the seriousness of the need to tackle TB."
John Fishwick, President of BCVA, added: "We welcome today's announcement which indicates that a humane and carefully targeted cull of badgers can contribute to the control of this dreadful disease.
"We are particularly pleased that the veterinary profession's concerns that any cull must be humane and well monitored appear to have been listened to and we will now study the proposals in detail.
"An industry-led cull will be an enormous undertaking for everyone involved and it is vital that we get the detail right from the outset; for the sake of cattle, wildlife and industry."
Meanwhile, the RSPCA has expressed its devastation at the announcement.
According to the charity, new research has been published which shows that badger culling can more than double the risk of TB infecting cattle1. High-profile voices such as Sir David Attenborough and government adviser Lord John Krebs have also weighed in, saying a cull could "make the situation worse" and be "ineffective".
David Bowles, Director of Communications for the RSPCA, said: "Today is a black day for badgers - a day we have been dreading.
"At a time when the Welsh government has stepped back from a cull, the government in England is slowly shredding its own animal welfare credentials."
The RSPCA says it agrees that action is needed to combat bovine TB in cattle, but does not think action is synonymous with culling. The charity believes that vaccination of badgers, increased levels of testing, improved biosecurity and stricter controls on the movement of cattle are more effective ways of dealing with the problem in the long-term and eradicating bovine TB in cattle for good.
Colin Booty, senior scientist for the RSPCA, said: "The RSPCA is sympathetic to farmers struggling to cope with the effects of this crippling disease and thinks that the problem of bovine TB in cattle needs a sustainable and effective solution.
"But this is not such a solution. We believe that the government have taken the wrong fork in the road with this risky policy.
"This cull will contribute little or nothing to the long-term goal of eradicating TB nationally. Instead it will wipe out huge numbers of this much-loved species, including many animals which are healthy."

Six individuals have been announced as the winners of the second annual Ceva Animal Welfare Awards, honoured for their contributions to the prevention and reduction of animal welfare problems in the UK and abroad.
All winners were originally nominated by friends, colleagues or family. The judging panel consisted of panel chairman and veterinary surgeon Chris Laurence MBE, Ross Tiffin of the International Cat Care (formerly the Feline Advisory Bureau), Dennis Baker, OBE, Chief Executive at Wood Green, the Animal Charity and media vet, Joe Inglis. Marc Abraham also assisted in the Volunteer categories.
Dr. Pascal Raoul, Ceva's Head of Global Pharmaceuticals, said: "Ceva is delighted to host these Animal Welfare Awards as they help to highlight the incredible affection and care that people have for animals. With 6 billion people living in megacities in the future, companion animals will often be their major link to nature. Timothy Phillips, a Plymouth-based vet from the Elm Veterinary Group (above right), was awarded the Chris Laurence Vet of the Year Award for his 15 years of charitable work in the Greek Islands with Friends of the Strays of Greece. Tim performs surgeries and other treatments, helping to establish a re-homing system, with dogs fully vaccinated and declared healthy by the vets before being flown out of Greece.
Veterinary Nurse Scott Parry of Bridge Veterinary Surgery was awarded Welfare Nurse of the Year for his work with the RSPCA's Brent Knoll Animal Centre. Scott has spent hours of his own time raising funds and helping with the rehabilitation of a number of traumatised dogs. He also recently assisted in an RSPCA visit to a travellers' camp to vaccinate more than 50 dogs following an outbreak of Parvo Virus on the site.
Other award winners included Logan McKerron, aged 6, who was awarded Young Person of the Year for his fundraising for Hearing Dogs for Deaf People; Kim Taylor, co-founder of the charity Animal Care Egypt, was awarded the Charity Professional of the Year accolade for her work setting up a large animal hospital helping more than 26,000 animals every year; Faye Stacey of People4Ponies in Devon was awarded the UK Volunteer of the Year Award for the large part she has played in stopping ear cutting, notching and tagging of equines in the UK; Jen White has been named International Volunteer of the Year for her work with the Gambia Horse and Donkey Trust.
The Society of Practising Veterinary Surgeons (SPVS) has launched its 2014 Salaries Survey.
SPVS is urging everyone involved in the veterinary sector to complete a questionnaire to ensure a comprehensive insight into the levels of pay amongst veterinary surgeons, veterinary nurses, practice managers and those in industry.
The survey is open to members and non-members alike, and SPVS is offering three months' free membership to those non-members who complete the questionnaire.
Designed to provide a complete picture of remuneration levels, the questionnaire covers everything from basic earnings, bonuses, dividends and overtime to benefits such as accommodation, car allowances, private medical insurance and pensions. The survey also includes questions on employment contracts, hours worked, out of hours and weekend working.
The 2013 Salary Survey revealed a dip in salaries among small animal practice vets for the second year running, with only mixed and large animal practices showing an increase. There were also large regional variations and a worrying gender gap.
Adi Nell, SPVS senior vice president said: "We are aiming for the 2014 Salaries Survey to be our biggest and best yet. To achieve this, we need as many of the veterinary profession as possible to complete the questionnaire so that the results give us a really accurate picture of what is happening to our salaries around the country."

Hand-mouldable into any shape, Hoof Repair is used to create prosthetic hoof extensions and additions that restore foot integrity.

Ms Benson faced six charges.
The first was that between January 2018 and November 2019 she took a number of bags of dog food and two horse wormer syringes from the practice without paying for them.
Charge 2 alleged that between November 2018 and November 2019 she took a number of items of animal food and one or more boxes of horse wormer and paid less than the correct amount for them.
Charge 3 was that between October 2018 and November 2019 she arranged for or allowed a friend to receive a discount on items from the practice, without consent from the practice.
Charge 4 alleged that in December 2019 she asked a veterinary surgeon colleague to input details of treatment and/or medicine for her cat into the clinical records of another of her animals that was also registered to the practice.
Charge 5 was that in relation to charges 1, 2 and 3, her conduct was dishonest.
Charge 6 alleged that in relation to charge 4, her conduct was dishonest, potentially compromised the integrity of a professional colleague and was potentially detrimental to animal welfare.
At the outset of the hearing, Ms Benson admitted to charges 1,2,3,4 and 6 of the allegations and the Committee accepted these admissions. The Committee considered evidence from Ms Benson’s colleagues including witness statements, written testimonial and clinical records for her animals.
When asked about taking items from the practice, Ms Benson explained that she did not intend to take items without paying for them and that she had not realised how much she had taken. She also explained that she had paid back in full what she owed to the practice. The Committee considered that Ms Benson’s conduct had involved a degree of premeditation as she had repeatedly taken items over an extended period. They also considered that there had been a potential risk of injury to animals resulting from Ms Benson’s request to incorrectly write up her animal’s veterinary records.
The defence attested that no actual harm had come to any animal because of Ms Benson’s actions and that she previously had an unblemished career in veterinary nursing. She had also admitted most of the charges against her and paid for the items she had taken in full.
Cerys Jones, chairing the Committee and speaking on its behalf, said: “The Committee considered that in the case of Ms Benson, there had been a potential risk to animals had her pet’s records been incorrectly completed, although no harm resulted. The request to alter the records had been a short, single event, but the taking of items had been repeated over a period.
"The Committee also considered that Ms Benson had abused the trust placed in her as a senior nurse with managerial responsibility. We took into account that there was some evidence of Ms Benson being overloaded by work, but there was no evidence of any health condition during the time of the misconduct which might explain her actions.”
The Committee therefore found Ms Benson guilty of serious professional misconduct and decided that a nine-month suspension from the Register was the most appropriate sanction.
Cerys Jones said: “The Committee accepted that Ms Benson had developing insight in making her admissions and we give her credit for her long unblemished career. She admitted to a large part of the allegation, expressed remorse for her actions and has repaid the practice. We have also heard a number of positive testimonials which spoke positively of Ms Benson’s recent conduct.
“However, dishonesty is a serious matter in relation to professional practice and taking no action in response to the serious nature of Ms Benson’s disgraceful conduct would not be proportionate or serve to protect animals and maintain public confidence in the profession.
“Having carefully considered matters, the Committee decided that the appropriate and proportionate sanction, was to suspend Ms Benson’s registration for nine months.”
Ms Benson has 28 days from being informed of the outcome of the hearing to appeal the Committee’s decision.
The webinar will allow veterinary teams to learn from three expert speakers how they can make small practical changes to have positive impacts in their own settings.
Helen Ballantyne, Chair of the UK One Health Coordination Group (UKOHCG) and both a human and animal health nurse, will provide a ‘human’ view of One Health and the strategies in the NHS.
She will highlight areas of excellent practice she has experienced, and from a One Health angle where the veterinary profession could learn from the NHS, and vice versa.
Fergus Allerton MRCVS, an Internal Medicine Specialist and lead on antimicrobial resistance (AMR) at Linnaeus will talk about, amongst other things, the optimal use of antimicrobials for infection control.
In collaboration with the NHS, he launched Veterinary Antibiotic Amnesty activity which saw a 19% reduction of antimicrobial use across the Linnaeus veterinary group.
Fergus will also talk about the PROTECT ME guidelines on the responsible use of antibacterials, such as for surgical antibiotic prophylaxis.
Simon Doherty, past-president of the British Veterinary Association and one of two BVA representatives at the Federation of Veterinarians in Europe, will focus on the history of One Health and One Agriculture; highlighting how improved communication and collaboration at the intersection of people, animals and the environment can drive productivity and sustainability in food production.
Simon will also share some of Vet Sustain’s farm animal resources and how the principles can be applied.

Intervet / Schering-Plough Animal Health has announced that Optimmune - which is used to treat Keratoconjunctivitis sicca (KCS) in dogs - is back in stock three weeks ahead of schedule following a temporary shortage in January.
Melanie Dass, product manager at Intervet / Schering-Plough Animal Health said: "We were aware that the shortage would happen so took steps to manage the supplies that were available and to resume production as soon as possible.
"We wrote to all our veterinary customers informing them of the likely shortage and fortunately, as a result of doing everything we could to minimise disruption, the product is now back three weeks earlier than expected and we are confident in our long term supply."
Melanie added: "We will be allocating stock in February to ensure all practices receive enough product to meet the needs of clinical cases, which amounts to approximately 125% of average monthly usage. This should allow a smooth return to normal deliveries in March.
"We would like to thank all our veterinary customers for helping us manage the allocation of the product and for their understanding during this difficult situation."

The RCVS Veterinary Nurses Council has celebrated the 50th anniversary of veterinary nursing at the House of Commons with a call for statutory regulation for the profession.
At a Golden Jubilee event hosted by Mr Roger Gale MP, Veterinary Nurses Council Chairman Liz Branscombe drew attention to the fact that there is no legal protection for the title 'veterinary nurse', despite qualified nurses playing "a unique role in the practice team".
This effectively means that anyone could work in a veterinary practice as a nurse, without taking the three- or four-year training required for Listed or Registered Veterinary Nurses.
Liz said: "We believe that the nation's animals and their owners deserve better than this. And it's not just a question of animal welfare: public health is at risk from the incorrect use of medicines - for example, the well documented development of antimicrobial resistance."
The Veterinary Surgeons Act 1966 was put in place only five years after the introduction of veterinary nurse training and too soon to fully recognise the potential of veterinary nursing as a profession in its own right.
As an interim measure, the RCVS has put in place a non-statutory Register for Veterinary Nurses, to which 86% of eligible nurses have signed up. Registered Veterinary Nurses agree to follow a code of conduct, keep their skills and knowledge up to date and abide by a disciplinary system. However, it is not possible for the College to bar those removed from the Register for serious professional misconduct from working as a veterinary nurse.
The Register also does not address the misuse of the title 'veterinary nurse' by unqualified people.
Liz asked MPs present at the House of Commons reception to sign up to an Early Day Motion tabled by Andrew Rosindell MP, which calls for statutory regulation for the veterinary nursing profession.

The issues are being considered by the RCVS Veterinary Nurses Legislation Working Party and the group's recommendations will feed into the wider work of the RCVS Legislation Working Party, which will be reporting to the Defra Minister of State in the summer of 2012 with proposals as to how statutory regulation could be provided for a range of veterinary services, including veterinary nursing.
Veterinary charity PetSavers has launched its annual photography competition, and is inviting vet practices to get involved.
PetSavers is asking veterinary practices to help promote the annual PetSavers photography competition by encouraging their clients to take part. This year's theme is 'Mischievous Pets', and the competition is free to enter, with a closing date for entries on the 31 January 2014.
PetSavers' studies have already contributed a better understanding of many common diseases such as diabetes, cancer, arthritis and heart disease to the profession. However, there is obviously a lot more work to be done. By promoting the photo competition, you will help PetSavers to tell its story and encourage more pet owners to support the kind of veterinary science that helps vets improve the health of the nation's pets.

Dan Forster MRCVS and his wife Kirsty, a veterinary nurse, run The Mobile Vet Ltd, which offers a 24/7 mobile service to clients and their animals on the Isle of Wight. The team work out of custom-designed vehicles, as well as their fully equipped static veterinary clinic in Newport.
In launching The Mobile Vet, their vision was to create a mobile clinic which could provide all of the services normally provided in a traditional clinic rather than just some. The veterinary team uses the latest technology and veterinary software to communicate with clients and works from vehicles specifically designed by Dan and Kirsty.
The Queen’s Awards for Enterprise are awarded to businesses for outstanding achievement in International Trade, Innovation and Sustainable Development. Winners of the Innovation Awards are judged to have shown outstanding success as the result of an innovation.

The two-day collaborative workshop was hosted by the Jockey Club Estates, Newmarket and sponsored by The Gerald Leigh Charitable Trust and the Beaufort Cottage Educational Trust, together with a number of other industry contributors.
Injuries to the racehorse fetlock are rare: it is one of a number of racecourse musculoskeletal injuries which are collectively estimated to occur in around 8 of every 10,000 race starts in the UK. Nevertheless, fetlock injury can be extremely impactful and can be career-ending in some injured horses.
On the first day of the workshop an expert panel discussed how diagnostic imaging prior to racing can contribute to risk reduction.
Radiography is currently the most widely available tool used to identify tiny fractures which will heal effectively, providing exercise is reduced. However, advanced imaging such as standing MRI, standing CT and PET scanning, have the potential to identify pathology even earlier. At the workshop, the expert panel reviewed existing knowledge and discussed how to generate the research evidence, which is essential if these novel technologies are to gain a place in effective pre-race risk assessment programmes.
The following day a larger group of stakeholders reviewed the expert panel’s conclusions and discussed the need for greater transparency, education and communication amongst the racing industry stakeholders, all of whom share responsibility for ensuring racing continues to collaborate and enhance racehorse safety and welfare.
Prof Celia Marr, Editor of Equine Veterinary Journal, who chaired the meeting said: “Racing has an excellent safety record and the injuries we are talking about are extremely rare. The low prevalence of fetlock injury makes it very difficult to pinpoint the affected individuals. But it is essential that we continue our efforts to do so ever more effectively because if silent injury is not detected it can progress to become much more serious."
Pete Ramzan, Partner at Rossdales LLP, who co-ordinated the workshop said: “There was a great need to get some of the key experts leading these new technologies together in the same room to correlate their findings and work out how to translate them into tangible reductions in serious injury rates. One of the somewhat unexpected outcomes of the discussions was that despite the fact that we are riding the crest of a wave of technological advances, basic radiography still has much to offer; better education around the application and interpretation of radiographs has real potential to allow vets like myself at the coal face to detect injuries at an early and recoverable stage”.

Simon, who has worked at DWR for 15 years, graduated from the University of Cambridge in 2002 before completing his residency in small animal medicine and intensive care at the University of Bristol.
He gained his European diploma at Bristol before moving to DWR in October 2007, where he has since been widely published and lectures at home and abroad on infectious disease, acute medicine and interventional radiology.
Simon is also a veterinary advisor to the Pet Blood Bank charity and was awarded fellowship of the RCVS through meritorious contribution to clinical practice in 2018.
Simon said: “It’s a huge privilege for me to take up the position of clinical director at Dick White Referrals, having worked here and helped the practice grow over the last 15 years.
“I’m really looking forward to leading the move into our new building, which offers state-of-the-art facilities for pets, owners and the team.”
Simon said one of his ambitions as clinical director was to foster DWR’s residency and intern programmes to be “the very best place to come and learn from some of the most talented vets and nurses in the profession”.
He added: “We have very successful and well-established rotating internship and residency programmes in many areas and this year we add emergency and critical care to that list.”

MSD Animal Health has launched FlockCheck 2012, its complimentary sheep diagnostic service that identifies whether enzootic abortion or toxoplasmosis is present in a client's flock.
FlockCheck 2012 requires vets to take blood samples from 6-8 aborting ewes. MSD says that at a time when many farmers are asking for veterinary diagnostic support to confirm or rule out potential Schmallenberg virus infection, it makes sense to investigate whether other diseases are present in the flock at the same time.
MSD Animal Health ruminant veterinary adviser Drew McGurren MRCVS said: "Based on the previous two years' FlockCheck data (2011 and 2010), on average over 86% of submitted samples tested positive for toxoplasmosis and more than 62% were positive for enzootic abortion. Around 43% of samples showed exposure to both diseases.
"With lamb prices still remaining buoyant it has never been more important to ensure farmers minimise lamb losses. The 2012 FlockCheck service allows vets to identify whether toxoplasmosis or enzootic abortion is the cause of any aborted lamb losses and provides a starting point for discussions around the value of vaccination programmes with Enzovax and Toxovax."
Vets are asked to submit unit blood samples with the new 2012 FlockCheck forms.
The Animal Health Trust is calling for all small animal practitioners to help with a prospective survey study on breed differences in clinical features in canine hyperadrenocorticism.
The Trust is asking vets that diagnose a case of spontaneous hyperadrenocorticism to complete an online questionnaire at bit.ly/aht-cushing.
The questionnaire should take 10 minutes to complete and all the information will be processed anonymously. Each questionnaire submitted has a chance to win a £100 Amazon voucher. On completing the survey, participants can ask to be notified of the results of this study when available.
Researchers say they hope this data will help veterinary surgeons in the diagnosis of canine hyperadrenocorticism, and ask that everyone helps spread the word about the study.

Improve International has launched the latest tranche of online training for those seeking qualification as an Official Veterinarian (OV).

Improve has developed the training modules in conjunction with its assessment partner, the European School of Veterinary Postgraduate Studies (ESVPS) and Harper Adams University, which validates the qualifications.
Improve was appointed to handle OV registration and training in England, Scotland and Wales by the Animal and Plant Health Agency (APHA) earlier this year. In August, it launched www.improve-ov.com, a new OV registration and training website which contains details of the new process and the new OCQ(V) qualification. Under the new system, individuals or employers fund their own OV training but benefit from the fact that they can access the majority of course content 24/7 on the new website at a convenient time and without having to be absent from the practice.
Existing OVs have 'grandfather rights' as long as they register on the new database by 31 March 2015. In addition, a revalidation requirement has been introduced for the first time which ensures all OV's will remain up to date.
Bethan Stephens MRCVS from the Milfeddygon Deufor practice in Wales, who has recently undertaken some OV training, said: "I found the registration and training easy to understand and it was very useful to be able to tackle it in bite-sized chunks over a few weeks, as and when I had time."

The invaluable work done by equestrian vets in the UK is to be recognised with a new award sponsored by leading equine insurance provider Petplan Equine at the Animal Health Trust Awards in November. The ‘Petplan Equine Vet of the Year' award people's vote will reflect the huge contribution made by vets to the equine community.
Owners and riders will be able to nominate their equine vet for the award if they feel that they are deserving of the recognition that this accolade would bring. Veterinary practice personnel are also encouraged to nominate a colleague who they feel has gone beyond the call of duty. Leaflets have been sent to practices across the UK outlining how to nominate and people can also register through the Petplan Equine website www.petplanequine.co.uk. A short list will be drawn up from the nominations received and an independent panel will decide the winner, who will receive his or her award at the Animal Health Trust Equestrian Awards in London on November 6th 2008.
This year marks the 20th anniversary of the Animal Health Trust Equestrian Awards, which recognise the outstanding achievements made by horses, riders, owners and trainers throughout the equestrian world. This milestone coincides with Petplan Equine's 20th anniversary and, since 1994 when the Petplan Equine Charitable Trust was founded, it has raised over £5 million, almost £500,000 of which has been donated to the AHT to fund research and development.

The RCVS has released the results of a survey it conducted which has found that the vast majority of recent graduates from UK veterinary schools consider extra-mural studies (EMS) to be an essential component of the veterinary degree.
The survey was launched earlier this year in order to help the RCVS build up a picture of how EMS placements are currently working and whether graduates felt that they had gained knowledge and experience from placements that they could not have learnt from their core studies. Some 287 veterinary graduates from 2012 and 2013 participated in the survey, the overwhelming majority of whom (95.6%) agreed that EMS was essential.
Furthermore, the majority of the recent graduates said that they had found EMS placements to be beneficial in terms of the variety of clinical skills, professional skills and working practices they encountered. The only area in which a large number of graduates (42.9%) said that they did not find EMS placements useful was in gaining experience of out-of-hours and weekend work.
Despite the overall positive results, however, a number of concerns about EMS were raised. Issues included variable quality of placements; significant numbers of respondents feeling they were not able to gain as much 'hands-on' experience from placements as they would like; costs of accommodation and travel; and a lack of farm/mixed animal practices for placements.
Other key findings included the fact that the vast majority of veterinary students identified and booked their own placements at EMS practices and that their placements were at the type of practice they were looking for.
Christine Warman, RCVS Head of Education, said: "We launched this survey as an information-gathering exercise to see how EMS placements are currently working, following our last review of EMS in 2009 - and the results have certainly been very interesting.
"What is clear is that the current system is working well and that there is no need for an immediate review or urgent action. Most graduates found the experience gained on placements useful for their studies and find that EMS sets them up well for their first job in practice.
"However, there are a number of issues that we will keep a watching brief over and we plan to repeat the survey every two years in order to monitor these."

The proceedings will begin at 10am with the formal adoption by RCVS Council of the Annual Report and Financial Statements for 2020, which will be published prior to the event.
The College will then answer any written questions that have been submitted about the Annual Report by veterinary surgeons and veterinary nurses.

After a short break, the AGM will reconvene at 11am to approve Kate Richards (pictured right) as President for 2021-22, Melissa Donald as Junior Vice-President, Mandisa as Senior Vice-President, and Niall Connell as Treasurer.
There will then be addresses from Matthew Rendle as Chair of Veterinary Nurses Council, and from Mandisa as the outgoing RCVS President for 2020-21, followed by the formal investiture of the new RCVS Officer Team.
There will then be closing remarks from Kate Richards as the newly invested RCVS President.
