RCVS President Peter Jinman has announced that a review will be carried out into the circumstances that led to higher-than-expected expenditure on the College's new database and development works in the Lower Ground Floor at Belgravia House.
He said: "That the work was required was not in question, but that expenditure over the extended timescale of both projects rose above initial budgets is both to be regretted and subject to analysis as to cause."
The RCVS Officer team has asked Professor Bill McKelvey - a new member of the College's Governance Review Group - and two of the College's Privy Council-appointed Council members to look at all aspects that relate to its budgeting and expenditure process.
The setting up of the enquiry has been cleared and approved by Sir David Barnes, who chairs the RCVS Governance Review Group.
All reports from Professor McKelvey will be scrutinised by the Governance Review Group, Officers, the Planning and Resources Committee and Council.

The World Veterinary Poultry Association (WVPA) has announced that nominations are now open for its Young Poultry Veterinarian of the Year 2015 Award, sponsored by Zoetis.
The award, now in its fourth year, is open to qualified poultry veterinarians who are under the age of 35 on January 1, 2015. The winner will be selected by a global panel of judges and will receive a USD$5,000 contribution towards attending international scientific or continued professional development meetings.
The WVPA is calling for nominations to be made on behalf of young veterinarians who have excellent poultry diagnostic and advisory skills, are effective communicators and transferors of their knowledge and can demonstrate a real passion for their industry.
Nigel Horrox, vice president of the WVPA said: "We continue to be impressed by the calibre of entries for this award, and we are confident that this year will be no exception.
"We are looking for an individual who is not only invaluable to their local poultry industry, but who consistently goes above and beyond the call of duty and is a credit to their profession."

The WSAVA has launched a petition to save ketamine from being placed under international scheduling, a move which the association says would prevent those who most need the drug having access to it.
The proposal to schedule ketamine is likely to be considered at the 59th UN Convention on Narcotic Drugs (CND) taking place between now and the 22nd March 2016 in Vienna.
Apparently, the proposal stems from a widespread misconception that ketamine is only a recreational drug. WSAVA argues that it is in fact the only anaesthetic suitable for use in middle and low income countries, and it also has particular value 'in the field' for trauma, traffic and sporting injuries. It is also the common and often only product used for sterilization initiatives - instrumental in the feral dog/cat population and critical for the control of zoonotic diseases, such as rabies.

Merial has launched a 'Vaccination Back on Track' promotion via vet practices that administer Merial vaccines.
Under the scheme, owners of all horses over 12 months of age that have not yet been vaccinated against equine influenza or are overdue a booster obtain a primary vaccination course at an attractive discounted rate. A tetanus component is also available if required.
Dr Emma Batson from Merial said: "With continuing cases of equine flu recorded in the UK, and a global increase in the number of serious outbreaks, it has never been more important to ensure that horses are protected against this underestimated threat.

The Royal College of Veterinary Surgeons has announced the results of the RCVS Council and Veterinary Nurse Council elections.
A record number of candidates stood in the RCVS Council election this year, and the results were much closer than usual.
Two candidates entirely new to the Council have been elected, one of whom - Amanda Boag - received the highest number of votes. The other - Chris Barker - also did well, coming in third place overall.
Three existing RCVS Council Members have been re-elected for a further four years, and Stephen May, who was formerly an appointed Council Member from the Royal Veterinary College, was also voted onto Council for the first time.
Of the three candidates standing for election to VN Council, one existing Member - Kathy Kissick - has been returned, and one new member - Elizabeth Figg - has been elected.
All successful candidates will take up or resume their seats at RCVS Day on 6 July 2012.
Turnouts for both elections remained low, with just 3,625 veterinary surgeons (15.1%) and 743 veterinary nurses (7.5%) choosing to exercise their right to vote.
By comparison, in 2011 voting figures were 3,887 (15.9%) and 723 (7.6%), respectively.
Veterinary surgeons' and veterinary nurses' use of online and text voting, rather than postal voting, increased again this year from 25% to 30.6%, and 12.9% to 20%, respectively.
Dechra Veterinary Products has unveiled Understanding Exotics from A-Z a new online information resource designed to support veterinary practices treating exotic species.
The new resource includes a selection of leaflets to download or order, including frequently asked questions containing expert information to aid diagnosis and treatment, and pet care leaflets for owners.

An annual dog licence fee of as little as £21.501 could help reduce the number of strays and help tackle irresponsible dog breeding, according to a new RSPCA report released today.
Owners would face a cost of less than 42p a week per dog, in order to provide huge improvements to dog welfare and dog control services.
The report - 'Improving dog ownership - The economic case for dog licensing' - suggests a licensing scheme could deliver resources to improve dog welfare worth in excess of £107.4 million1. With an estimated 10 million dogs in Britain2, this works out at £21.50 per dog with a compliance rate of 50 per cent1. A compliance rate of 75 per cent would work out even less at £14.30 per dog1.
The new report was written by the RSPCA's director of communications David Bowles and is based on research by Reading University, which was commissioned by the Society.
It makes three recommendations in its conclusion:
David said: "Now is the right time to invest in the future health and welfare of Britain's dogs. A dog licence would raise money which could be targeted into improving enforcement of laws at a local level, improve the welfare of dogs and reverse the use of certain breeds of dogs as a status symbol or weapon.
"The dog licence would achieve three important goals. It would raise money for dog welfare, increase the numbers of responsible dog owners by getting people to think before they get a dog and start to reverse the surplus of dogs on the market by providing incentives such as reduced fees for neutering dogs."
He added that the costs are given as an indication of what the licence fee could cover, and a dog licensing scheme could in reality be set at between £20-30 per dog per year - between only three and four per cent of the annual costs of owning a typical breed of dog.
Twenty-three countries in Europe currently have a dog licence or registration scheme3. In some countries, such as Germany, Slovenia and the Netherlands, the RSPCA says there have been improved dog control provisions and low numbers of strays with compliance rates of more than 50 per cent.
David said: "The RSPCA believes that Britain has slipped behind other countries which have started to tackle and solve the problems of dog over supply and only the introduction of a dog licence could ensure we catch up.
"In countries which have a dog licence it is seen not as a tax, but as an important part of owning a dog. In Britain we know that a dog licence is welcomed by two out of every three dog owners, more than 70 per cent of who are happy to pay more than £30 for the pleasure and responsibility of owning a dog."

Peter Jones, President of the British Veterinary Association, said: "This ruling is disappointing but the ASA has set out its reasons for the decision and we accept those reasons. Thankfully, the advert only had a short shelf life and we hope that Morrisons is now very unlikely to make the same mistakes again. Overall, we hope the whole incident has served to educate Morrisons and the general public about the dangers of grapes and raisins to dogs."

A bad day for Egyptian veterinary surgeon Dr. Ibrahim Samaha from the University of Alexandria, who not only had the misfortune to board an aircraft that was later hijacked, but was also wrongly identified in the media as the hijacker.
Professor Samaha, who, according to Reuters, heads the department of food health at the University, later appeared on BBC Arabic to protest his innocence.
The Cyprus Ministry of Foreign Affairs later identified the real hijacker as Seif Eldin Mustafa (pictured right), about whom an official from Egypt's foreign ministry was reported to have said: "He’s not a terrorist, he’s an idiot. Terrorists are crazy but they aren’t stupid. This guy is." - though this was later denied.
One Health – the symbiotic relationship between human, animal and environmental health – is becoming increasingly important, encompassing things like sustainability, the increase in antimicrobial resistance and the link between human and animal obesity.

Petplan has announced the winner of the 'ChiWOWhua' competition which took place at BSAVA Congress in April, and offers a guide to pet insurance in practice.
Alfreton Park Veterinary Hospital was chosen out of more than 800 entries from across the UK. The staff at the practice were delighted after winning £1000 which they plan to spend on computer equipment which includes a new laptop and a state of the art printer.
Matt Ingram, Partner at Alfreton Park Veterinary Hospital commented, "We were absolutely ecstatic when we found out that we won the competition. The prize money will allow us to promote pet health through weight watcher clinics by taking before and after photographs of clients' pets and educate our clients about responsible pet ownership. The competition's objective was to inform veterinary staff about the simple ways for practices to promote pet insurance to their uninsured client. There is still some confusion amongst staff as to what they can and cannot talk about. This guide provides ideas on when to mention insurance, the promotional materials available from Petplan as well as guidelines on insurance regulation.

The RCVS has announced that more than 500 veterinary surgeons have successfully applied to join the first ever cohort of Advanced Practitioners – a status which recognises those who have advanced qualifications and experience in a designated area.
637 veterinary surgeons applied for the status – which forms a middle tier of accreditation between those holding the initial veterinary degree and RCVS Specialists – of whom 546 have, so far, been added to the List of Advanced Practitioners.
The College hopes that the List will provide a clear indication to both the public and profession of those veterinary surgeons who have demonstrated knowledge, experience and engagement with continuing professional development (CPD) above-and-beyond RCVS requirements in a particular field of clinical practice.
For those added to the List, ‘Advanced Practitioner’ will now appear after their names in the Check the Register search tool (www.rcvs.org.uk/checkregister). Advanced Practitioners also appear on the RCVS Find a Vet entry for those practices listed on the search tool and animal owners will be able to specifically search for those holding the status.
Dr Kit Sturgess is a member of RCVS Council who chaired the panel that assessed all the applications. He said: “We are very pleased to welcome this first cohort of Advanced Practitioners and it is fair to say that both the number of applicants and number of those who successfully made it on to the List exceeded all our expectations.
“The status brings together a wide variety of similar postgraduate qualifications under one heading and, in doing so, brings much needed clarity to both the profession and the public. For example, practices will now be able to more clearly indicate the levels of skills and experience possessed by staff to their clients.
“Being an Advanced Practitioner will also bring benefits to those holding the status by helping them focus their CPD in a particular area as well as forging a potential pathway towards Specialist status.”
Successful applicants will now have five years until they need to apply to be re-accredited for the status. During this time they will be expected to carry out at least 250 hours of CPD, with 125 hours in the area of their designated field. The first annual retention fee for the List (£80) is due on 1 July 2015.
A new application period for Advanced Practitioner status will be announced later this year. Those who were previously unsuccessful in their applications are able to re-apply.

RCVS Council member and Chief Veterinary Officer Professor Nigel Gibbens has been made a Commander of the Order of the British Empire in the New Year’s Honours list for 2016.
Professor Gibbens (pictured right), who was appointed by the Privy Council to RCVS Council in 2008, has been recognised for his services to the veterinary profession and animal welfare.
Over on the other side of the world, Professor Norman Williamson, Chair of the Veterinary Schools Accreditation Advisory Committee of the Australasian Veterinary Boards Council (AVBC), has been appointed an Officer of the New Zealand Order of Merit, following an application supported by the RCVS.
Professor Williamson has been working with the College as part of the veterinary education accreditation process, taking part in university visitations both in the UK and abroad.
Bradley Viner, President of the RCVS, said: "Many congratulations to Professor Nigel Gibbens for his appointment as a CBE. As CVO, Nigel has made great strides in shaping and influencing animal health and welfare policy throughout the United Kingdom and strengthening the relationship between the Department for Environment, Food and Rural Affairs, the College and the profession at large.
"As an organisation we were also very happy to write in support of the application for Professor Williamson to become an Officer of the New Zealand Order of Merit and it is gladdening to see that his contribution to international cooperation in veterinary education has been recognised."

The updated standards document applies to the awarding organisations and higher education institutions that set the veterinary nursing curricula, the centres (such as further education colleges) that deliver the courses, and the affiliated RCVS-approved training practices where SVNs undertake their placements.
The updated standards were approved by RCVS Veterinary Nurses (VN) Council in February 2021 after feedback from stakeholders.
There are six overarching standards within the framework, which also provide guidance on how the individual standards can be evidenced. The overarching standards are: learning culture; governance and quality; student empowerment; educators and assessors; curricula and assessment; and effective clinical learning.
The College says the new Standards Framework, which draws together all the previous separate guidance for awarding organisations, centres and training practices, allows greater flexibility for how training can be delivered.
Julie Dugmore, RCVS Director of Veterinary Nursing, said: “During 2020, accreditations and quality monitoring audits were conducted against the RCVS Standards Framework for Veterinary Nurse Education and Training. Feedback from all involved was positive but reflected a need for clarification in some areas and further examples to assist with evidencing compliance.
“Since February 2021, four accreditations have been conducted against the updated standards, the results of which demonstrate a positive move towards the outcomes based approach to accreditation and quality monitoring.”

The BVA has announced that from 2013, its annual Congress will take place at the London Vet Show.
The association says that the move is being done to bring together political debate and clinical CPD on a large scale and to ensure that the BVA can reach an even wider audience with its representative and educational services.
The BVA and the Vet Show teamed up last year at London Vet Show 2011 to announce the launch of the BVA Careers Fair, which will be hosted at this year's London Vet Show on 15-16 November, and the start of a partnership that would ensure discounted Vet Show rates for BVA members.
2013 will also see two new clinical streams added to the London Vet Show programme creating a comprehensive CPD event for vets in small and mixed practice. Cattle and equine streams for mixed practitioners will be delivered by the BVA to run alongside the popular companion animal stream provided by the Royal Veterinary College.
The partnership will also see substantial discounts being offered to BVA members.
BVA President Carl Padgett said: "BVA's number one value is that our members are at the heart of everything we do. We know that members require good value, high quality and relevant CPD and we believe that our new partnership with the London Vet Show offers the best opportunity for us to provide members with exactly what they want.
"It's a significant move for BVA but one that makes complete sense. BSAVA PetSavers is funding a research project at the University of Liverpool designed to help vets and owners provide the best care for senior and geriatric dogs.
In the first part of the study, veterinary professionals were interviewed about the services currently provided to senior dogs and their owners regarding preventative healthcare, treatment, and advice.
Owners were interviewed about their experiences of living with and accessing veterinary care for senior dogs.
The results of these interviews were then used to develop the online survey which researchers now need vets to take part in, to validate the interview findings in a quantitative way.
Dr Carri Westgarth said: “The veterinary survey focuses on the perceived barriers to care for senior dogs, end-of-life care including quality-of-life, and the potential design of the BSAVA PetSavers guidance tool.
"We would be grateful if any veterinary professional could take a few minutes from their day to help us with this project.”
The survey should take around 20–25 minutes to complete.
