The RCVS reports that the Department for Environment, Food and Rural Affairs (Defra) has now finalised the new microchip regulations for England, which include a provision that dog breeders and other individuals who wish to implant microchips and have no previous approved training, must undergo a compulsory training course.
While veterinary surgeons were exempted from this training, Defra initially envisaged that veterinary nurses would be required to undertake it. In a joint letter, that was followed by negotiations with Defra, the Royal College of Veterinary Surgeons (RCVS), the British Veterinary Association (BVA) and the British Veterinary Nursing Association (BVNA), stressed that registered veterinary nurses are already sufficiently trained to be able to safely implant a microchip, and would be doing so under the direction of a veterinary surgeon.
Defra subsequently has agreed that registered veterinary nurses are already sufficiently qualified to implant microchips, and will therefore be exempt from further training requirements when new legislation comes in for England. Wales and Scotland are currently considering the details of implementation.
The Royal College says it is also aware of new Defra microchipping guidelines for England which make it compulsory to report adverse reactions (including migration from the site of implantation) or the failure of a microchip. Gordon Hockey, RCVS Registrar, said: "There is some concern in the profession about this requirement, but Defra have said that they would not enforce this regulation via the courts, or seek to impose fines. The RCVS is likely to amend its supporting guidance later this year to clarify that veterinary surgeons should make appropriate reports, similar to reports for adverse reactions to veterinary medicines. In each case reports can be made online to the Veterinary Medicines Directorate."
To help veterinary surgeons and veterinary nurses, as well as practices, raise awareness of owners' legal obligation to microchip their dogs, the BVA has posters available for all three regions (England, Scotland and Wales) that can be displayed in waiting rooms and surgeries. BVA President John Blackwell said: "As a founding member of the Microchipping Alliance, which campaigned for compulsory microchipping together with dog welfare organisations, local authorities and others, BVA is delighted with the progress that has been made and it is very good indeed to be less than a year away from mandatory microchipping across the UK.
"But this is where the work begins for veterinary surgeons and nurses. We need to work hard to make owners aware of the new law throughout this year, with animals microchipped as far in advance of the deadline as possible.
"We also need to ensure that microchipping does the job it is intended to do. This process will be helped very much by not compelling veterinary nurses to undertake additional training when they already undertake minor acts of veterinary surgery that are much more complex procedures than implanting a microchip."
The College says it will be promoting its Find a Vet search tool and its new Practice Standards Scheme (PSS) at the event, which runs from Thursday 4 to Sunday 7 August. It will also be giving career advice for prospective veterinary surgeons and veterinary nurses.
The College’s Find a Vet search tool was relaunched earlier this year, allowing users to search for a veterinary surgeon, veterinary nurse or veterinary practice all in one place. The tool also includes new features such as displaying a practice’s visiting information (including opening hours and car parking); enabling users to ‘get directions’ via Google Maps; advertising a practice’s PSS accreditations and awards; and returning individual profile pages for veterinary surgeons and veterinary nurses.
To promote the free search tool the College will be encouraging visitors to take part in its Find a Vet dice game, as well as hosting a random draw photo competition which will encourage members of the public to find and photograph one of our veterinary surgeons or veterinary nurses who will be lost in the grounds of Blenheim Palace.
Another of the College’s promotional focuses is the new PSS. The new PSS is designed to provide a greater focus on how practices use their resources to create a positive outcome for patients and clients, and allows for practices to distinguish the areas in which they excel through its awards system. The College says it is using BBC Countryfile Live to raise the profile of PSS and make animal owners more aware of the various available accreditation levels.
Ahead of the event, the RCVS is running social media competitions to give away 15 free pairs of tickets: on Facebook (/TheRCVS); Twitter (@RCVS_UK); and its new Instagram account (@thercvs). The competitions ends Friday 29 July, with winners being announced that day at 5pm. Tickets will allow entry on Thursday 4, Friday 5, and Sunday 7 August.
Merial Animal Health is inviting practitioners to submit original clinical pain management cases for The Previcox & Equioxx European Clinical Case Award for Excellence.
Set up last year, the award recognises excellence in pain management in companion animals and horses. Submitted cases will be evaluated for successful management of pain associated with osteoarthritis, surgery or other conditions in companion animals and horses using firocoxib.
Two winners will be selected and each awarded €1,000 and an invitation to present their clinical case during Merial's next European Pain Management Symposium in 2012, with all travel and accommodation expenses paid.

There are three awards, two ruminant and one companion animal, of up to £4,000 each. Each project needs to be completed within 1-2 years and the veterinary practitioner proposals will be judged by university academics to ensure independent assessment.

Apparently, there were over 100 times more recorded outbreaks of equine flu across the UK in 2019 than the year before1, and numerous equestrian events were cancelled as a result.
The company says that despite this, as of 2019, only about half of all UK horses are vaccinated2.

A PR headache for Fortnum and Mason yesterday, as PETA employee Abi Izzard changed her name by deed poll to StopFortnumandMasonFoieGrasCruelty.com to try and shame the London store into stopping selling foie gras.
To produce foie gras, birds are force-fed several times per day in a controversial practice known as gavage, which causes their livers to swell to many times their normal size. PETA claims the practice causes the birds' livers to become diseased, that many animals bleed to death after their throats are punctured by force-feeding tubes, that surviving birds live in terror as they await the next assault, and become sick and lethargic.
However, Dr. Daniel Guemene, Director of Research & Senior Scientist at the National Agronomic Institute in France, says his research proves otherwise. In one study for example, stress levels in force-fed birds were guaged through the measurement of corticosterone blood levels. The study concluded that there was no significant increase in stress levels, except after the first instance of force-feeding, which researchers said was most likely due to holding the ducks, rather than the force-feeding. In addition, he claims to have demonstrated that ducks show no avoidance behaviour to the force-feeder or force-feeding, as would be expected if they feared these things.

Bayer points to a number of trends which have emerged during lockdown which it says practices must respond to quickly in the post-lockdown recovery.

Novartis Animal Health has announced the launch of a new campaign called Prepare, Predict, Prevent and designed to raise awareness of blowfly strike management in sheep.
The campaign will include new industry research, an expert-led report, and information tailored to farmers, veterinary surgeons and SQPs. The campaign is aimed at improving awareness of blowfly strike management, with a particular focus on prevention.
In the UK, blowfly strike (myiasis) occurs on over 80 per cent of sheep farms2. If untreated, strike can severely affect the welfare of infested sheep, and may result in death. For farmers, poor management of blowfly strike brings economic costs in terms of the loss of animal, production losses and in terms of treatment and control of the disease, which is easily spread.
Furthermore, previous research from the University of Bristol4, which simulated the pattern of parasite growth in different climate-dependent environments, showed that an increase in average temperature of 3 degrees Celsius would be enough to quadruple the incidence of strike in ewes and double the rate in lambs. This is a growing concern, with climate change models for the UK suggesting that over the next 50 years summer temperatures are set to increase by 1.5 degrees Celsius and winter temperatures by 2.5 degrees Celsius5.
Research conducted at the 2013 Animal Health Distributors Association (AHDA) Annual Conference indicated that, in the past five years, many believe the blowfly strike season is lasting longer and beginning earlier in the year, with the majority of early reported cases occurring unexpectedly in March. The findings have prompted a wider survey from Novartis Animal Health, which is urging SQPs, farmers and key opinion leaders nationwide to contribute answers at: www.farmanimalhealth.co.uk/fleecebind-questionnaire.
Katherine Openshaw, Ectoparasiticides Category Manager at Novartis Animal Health, said: "This has always been a serious issue for the sheep industry and elevated temperature is likely to bring about increased levels of blowfly strike and a longer season.

"We have developed a range of materials to aid prescribers in promoting preventative solutions to farmers; these include farmer leaflets, posters and counter displays. The British Association of Veterinary Emergency & Critical Care has released the results of a survey into practitioners attitudes to 24-7 and OOH home visits.
360 veterinary surgeons took part in the survey, nearly all of whom have been practising for more than 2 years. 70% work in small animal practice, 12% at a dedicated OOH provider, and the bulk of the remainder in referral or mixed practice. 81% described the work they do as small animal first opinion, and 76% were employees. 35% said they had already responded to the RCVS call for evidence on the provision of 24/7 emergency cover.
26% said they work for a practice that outsources its OOH to a dedicated provider, and more than 85% of those said they would not return to an on-call system.
In terms of dedicated out-of-hours providers, a clear pattern emerged. Namely those practitioners who outsource their OOH feel that patient care, staff safety and professional well-being are all enhanced by dedicated OOH services, but that dedicated OOH comes at a cost of reduced value for money for the pet owner. Customer service between the different OOH provisions is perceived to be similar (on-call better 25%, same 48%, and dedicated better 27%).
Among those practitioners who work for a dedicated OOH service, dedicated OOH services perform best in all categories. 68% responded that OOH customer service is better with a dedicated OOH service compared to an on-call system (12% responded that on-call provided better customer service on average). 44% responded that customer value for money was better with dedicated OOH service compared to 19% who responded that customer value for money was on average better with an on-call system.
Among those practitioners who do their own on-call, customer service and value for money were perceived to be better with an on-call system (42% v 26% and 61% v 15% respectively). In the other categories dedicated OOH services again out-performed an on-call system.
Whether routine or emergency, 'owner demands' were felt to be the biggest reason for home visit requests (41% and 30% respectively). However, 'genuine clinical need' was the main reason cited by 19% of respondents as the main reason for emergency home visits. Inability to move the animal was given as the main reason by a further 28%.
Participants in the survey were asked to score (out of 10) how much their decision to perform a home visit was affected by the threat of a complaint, either to their employer or to the RCVS. Interestingly, 37% said a complaint to their employer weighed heavily on the decision (ranking it 8 or higher) where, by comparison, 52% said the threat of a complaint to the College ranked 8 or higher in their decision making.
69% of respondents said they make visits alone, either sometimes or always. When asked if they had ever felt threatened whilst performing an OOH visit, 48% said yes. This compared to 23% who said that they had felt threatened when performing a visit in normal hours.
When asked to rank (out of 10) the stress home visits cause, 7% said none at all and 36% said 8 or above.
72% said they believe that the profession should continue to be obligated to provide 24/7 for animals.
Respondents were then asked to say whether they support or disagree with the suggestion that the need to perform house visits is removed from the CoPC. 59% were strongly for the idea (scoring it up to 3), compared to 22% who were strongly against it (scoring it 8 or above).
Opinions about whether the College should clarify the need to perform house visits was far more clear cut. 77% strongly supported clarification (scored up to 3), whereas only 16% said there was no need (scored 8 or above).
However, an overwhelming 93% said that they would continue to perform visits in the case of genuine clinical need even if the Code of Professional Conduct was changed to make it dear that there was no risk of disciplinary action for not attending off-site.
Dechra Veterinary Products has announced a new lower recommended starting dose of Vetoryl (trilostane), its treatment for dogs with Cushing's syndrome.
Dechra says the change to the Summary of Product Characteristics for Vetoryl Hard Capsules for Dogs follows the publication of research and studies into the effects of lowering the initial dose rate.
The new, lower recommended starting dose is 2 mg/kg once daily, and the 10 mg capsules can now be used as a starting dose. Further guidance is also given for switching to twice daily dosing.

The course has been made available after its authors, Dr Katherine Wakelin and Sarah Corthorne from the University of Surrey, received a Mind Matters Grant to conduct research which found it improved the mental wellbeing of veterinary professionals.

The original TATE elbow replacement was first in clinical use in the 2010s and the revised 3rd generation version is apparently a much-improved implant, something which the clinical evaluation trial should demonstrate.

The Department for Environment Food and Rural affairs has marked the 10th anniversary of the Pet Travel Scheme with the release of some interesting facts and figures...
The scheme started on 28 February 2000 when owners were first able to travel to and from the UK without placing their pets in quarantine, as long as they fulfilled certain important disease control criteria.
A pug called Frodo Baggins was the first animal to travel with a pet passport and since then, 660,000 pet journeys have been made using pet passports.
60 per cent of the pets that have travelled under the scheme belong to UK owners. Animals from Ireland, France, Germany, Belgium and the Netherlands make up about another 20 per cent.
According to Defra, the scheme was set up in response to growing demand from owners to travel with their pets, and the declining risk of disease allowed these changes to be made. In 2004 the European Union followed the UK's lead and introduced a similar system for all Member States which has also proved very successful.
Defra says the success of the scheme is fully demonstrated by the fact that it has not been associated with a single case of rabies. Animal Welfare Minister Jim Fitzpatrick said: "The Pet Travel Scheme was set up to enable British animal owners to enjoy travelling with their pets when they need to. The success of the scheme shows that responsible pet ownership makes a large contribution to managing disease risks effectively."
As rabies in Europe steadily reduces, and with EU harmonised rules continuing to successfully control rabies, Defra says it is monitoring developments in vaccination and disease management in the EU and round the world to ensure that the UK has the most effective and proportionate controls possible as circumstances continue to change.

BCF Technology has launched a new bovine reproduction clinical booklet which can now be ordered free from the company.
BCF says the booklet has been specifically designed as a reference guide for the reproductive tract of the cow, providing key clinical commentary and scanning images to show various stages of the fertility and reproductive processes.
The booklet was written by Kimberly Palgrave, BS BVM&S RCVS, BCF's in-house vet, and aims to help the user understand the value in using ultrasound for heard fertility management.

International Cat Care (formerly the Feline Advisory Bureau) is once again raising the issue of cats accidentally poisoned by dog flea products containing permethrin.
The charity is undertaking a campaign to warn owners of the dangers of using dog flea products on their cats because cats are still dying unnecessarily. While the incidents outlined here occurred in the UK, previous reports have shown that this is the most common cause of poisoning of cats in many countries because products are widely and easily available.
Gary Rutland RVN DipAVN(Surgical), Head Nurse and Cat Advocate at the Cat Friendly Millennium Veterinary Practice in Essex was moved to get in contact with International Cat Care after the death of a nine-week-old kitten treated with a permethrin-containing dog spot-on bought at a local pet store. Understandably, both the owners and the practice staff were greatly distressed. The owner used it on her dog and, because it was cheap, assumed it would 'not be strong' and would be fine to use on the kitten. A video of the kitten on the ICC website (www.icatcare.org/permethrin/cat-deaths) shows the resulting seizures.
The second incident concerned two 7-year-old cats treated accidentally after Donna, their owner, bought a dog spot-on containing permethrin from a local shop without wearing her glasses. Someone had placed a dog treatment among the cat treatments and she picked it up. No advice was given to Donna in the shop. She said that the flea treatments were on the shelves, 'just like selling smarties in a children's candy store'.
Although both products had a warning on the packaging, this was either not seen or not taken seriously enough because such products are so freely available and nobody thinks that a drop of a dog product could kill their cat.
International Cat Care is demanding that dog spot-on flea products containing permethrin should not be available without verbal advice at the point of sale. Currently these products are categorised by the Veterinary Medicines Directorate (VMD) in the UK as AVM-GSL, which means that they can be bought directly off the shop shelf without the need for advice. The charity says they should be recategorised as NFA-VPS so that they can only be purchased if there is someone in the shop who is suitably qualified to speak to and advise the buyer. The shop should advise that they are only for use on dogs, and ask if there are any cats in the home which could come into contact with a recently-treated dog. The owners can then be warned to keep the dog and cat apart, or advised to use a different product. Advice must be given with some other current non-permethrin containing spot-on products sold through pet shops under the NFA-VPS authorisation and many of these products have a much safer profile if used accidentally on cats, than those containing permethrin.
Dr Andy Sparkes, Veterinary Director for International Cat Care, said: 'Many practices see permethrin poisoning in cats several times a year but do not contact the VMD because the product is not a POM or they feel that the Directorate already knows about the problem. We feel strongly that the problem is greatly under-reported. Nothing will be done unless the full extent of the problem is realised by the VMD, so please report each one by going on the website at https://www.vmd.defra.gov.uk/adversereactionreporting/. The charity is also asking the pet trade to voluntarily class these dog spot-on products containing permethrin as NFA-VPS and to provide advice to their customers accordingly. Pets at Home is working with International Cat Care and the company will be adding a till prompt so that the product cannot be sold without customers being asked whether they have a cat and given appropriate advice.
Maeve Moorcroft, Head of Pets at Pets at Home which earlier this year launched its Flea Fight Force said: 'We take the risk of permethrin poisoning in cats very seriously. We are introducing prompts at our tills so that customers are asked during the checkout process if they are aware of the risk to cats in the home when purchasing a permethrin based spot-on dog flea treatment, and also advised to wait at least 72 hours after treating the dog before the dog and cat can come into close contact.'
International Cat Care is urging veterinary practices to ensure that if concentrated permethrin-containing spot-on products are prescribed and dispensed for use on dogs, adequate warnings are given, including when owners come in for repeat prescriptions. Asking if there is a cat in the house each time a product is dispensed is critical in case a cat has recently been added to the home.

Defra has rejected the RCVS petition to protect the VN title, saying that criminalising the use of the term 'veterinary nurse' by other animal carers in a veterinary setting would be unduly harsh.
In rejecting the petition, which had gained nearly 22,000 signatures, Defra made the point that the term is often used colloquially, without intention to deceive or mislead, without undertaking unqualified practice, and without risk of harm to animals.
Noting the existing legal framework which exists to make sure that animals in veterinary care are only treated by trained and qualified individuals, Defra said it would not be in the public interest to prosecute individuals for colloquial use of the term.
BVNA President Sam Morgan said: "The BVNA are very disappointed to read the Government’s response. We feel that they have overlooked the emotions of the British public towards animal welfare and maintenance of trust within the veterinary profession. With no restriction on the use of the title it is confusing for the general public and for the veterinary profession. We hope that this response increases public awareness of the issues faced. As the representative body for Veterinary Nurses, BVNA will continue to work alongside the RCVS and BVA to raise awareness of this campaign and to encourage anyone who is interested to sign the petition."
The RCVS said that whilst the response was disappointing, it was heartened to be asked to work with the Defra to find new ways of bolstering the veterinary nursing profession.
A significant part of this work will be a review of Schedule 3 of the Veterinary Surgeons Act 1966, which allows certain minor acts of veterinary surgery to be delegated to veterinary nurses. The RCVS says it hopes that Schedule 3 can be simplified to give VNs more clarity and confidence over what tasks they can undertake, and augmented to strengthen the role of VNs in areas such as anaesthesia.
BVA President Sean Wensley said: “Veterinary Nurses are an essential part of the veterinary team and deserve full recognition for their roles. The VN Title campaign has received strong support from across the sector and with MPs, so it is disappointing that Defra has decided not to recommend that Parliament give legal protection to the hard-earned title.
"Given the current Government’s deregulatory agenda, this response does not come as a surprise yet nor does it signal the end of the campaign. Defra have stated that if this petition reaches 100,000 signatures, the Petitions Committee will consider it for a debate. We therefore ask anyone who supports the campaign but has not yet signed the online petition to do so now.
"In the meantime BVA and BVNA will continue to work with RCVS on the VN Futures project, taking a long-term view on the role of veterinary nurses and seeking to prepare for their future within the profession."

In other words, it doesn't matter whether you're the leading veterinary cardiologist in the country or someone who left vet school last week, your opinion is given the same prominence. That's misleading.

Aside from the fact that the experts are a fantastically nice and helpful bunch of people, who on earth wants their logo attached to anything less than helpful!
None of this is to say that Facebook doesn't have its place. The large volume of short-form replies make it a great place for non clinical discussion, such as veterinary politics and general banter.
However, when it comes to clinical discussion and information-sharing, VetSurgeon.org sets the standard.

Led by the RVC’s VetCompass Programme, the study included 1,000 CCL rupture cases and a random selection of 500,000 other dogs without CCL injury.
The research found that the breeds at most risk of CCL rupture, compared with crossbreeds, were Rottweiler (x 3.66 times risk), Bichon Frise (x 2.09), West Highland White Terrier (x 1.80) and Golden Retriever (x 1.69).
Conversely, the breeds with the lowest risk were Cockapoo (x 0.26), Chihuahua (x 0.31), Shih-tzu (x 0.41) and German Shepherd Dog (x 0.43).

The study also showed that insured dogs and dogs weighing over 20 kg were more likely to receive surgical management, while dogs older than 9 years and those with another major clinical problem at the time of diagnosis with CCL rupture were less likely to receive surgical management.
Camilla Pegram, VetCompass PhD student at the RVC and lead author of the paper, said: “This study has used the power of “big data” to robustly address the risk factors for cruciate ligament rupture diagnosis and management in dogs.
"The factors affecting the decision to surgically or non-surgically treat dogs with cruciate rupture are now clearer, with future work underway to address the clinical outcomes of this decision.”
Dr Dan O’Neill, Associate Professor in Companion Animal Epidemiology at the RVC and co-author of the paper, said: “After centuries of reshaping by mankind, dogs now come in over 800 distinct and recognisable breeds that each has its own unique pattern of health and disease.
"This new study helps owners of breeds such as Rottweiler, Bichon Frise and West Highland White Terrier to understand that sudden lameness in a hindleg could indicate a ruptured cruciate ligament that needs urgent veterinary care.”
