The kit uses an indirect semi-quantitative IgG antibody assay which provides an easy-to-read colour change which clearly distinguishes normal IgG levels (>8mg/ml; colourless), partial FPT (4-8mg/ml; pink) and levels generally considered diagnostic of complete FPT (<4mg/ml; purple).
Vetlabs says the kit has a proven sensitivity and specificity of 97.4% and 93.6% respectively, and responds equally well with anticoagulant whole blood, serum or plasma. And with no additional equipment or refrigerated storage required, it is a true field test.
Mike Fleming, CEO of Vetlab Supplies Ltd said: "It’s not often you get to launch an equine diagnostic that’s genuinely life saving. With Fastest IgG Equine, vets can now give a clear-cut Failure of Passive Transfer (FPT) diagnosis at farms, stables or equestrian centres – and all in just 10 minutes."
According to the company, as many as 1 in 5 new-born foals can suffer some degree of IgG FPT. Foals with no antibody protection, due to complete FTP, have an estimated 75% chance of contracting debilitating or life-threatening infection. Even foals with some protection following partial FPT have only a 50% chance of resisting invaders such as Anaplasma, Giardia and Cryptosporidium.
The new-born foal’s absorption of maternal antibodies is most efficient in the first 6 to 8 hours of life, effectively ceasing after 24 to 36 hours. Veterinary surgeons and managers of equestrian facilities have only this narrow window to recognise FPT and act to save a valuable new-born from life threatening infection.
Mike added: "With Fastest Equine as part of their field kit, equine vets are equipped to diagnose and treat antibody deficient foals with life-saving colostrum, colsotrum formula substitute, or administer oral or intravenous IgG, within that critical first 24 hours."
The association says the qualification will help vets conduct clinical research relating to their work - in particular vets working in practice. It is aimed at people who already have any accredited postgraduate certificate (60 credits at Level 7) relevant to some aspect of veterinary medicine or surgery and are keen to develop a deeper understanding of their research topic.
The Masters starts with online study into the principles of clinical research, which students then apply to their own research project, based on a further 1,200 study hours that could be flexibly achieved in two years of part-time study or up to five years, depending on the project type and an individual’s availability.
Lucie Goodwin, BSAVA Head of Education (pictured right), said: "For those vets who have already completed a postgraduate certificate it is an opportunity to develop their skills further, partake in research and collect valuable data from the field. So much of the published data in veterinary journals is based upon a referral population and this may not necessarily reflect what truly happens in clinical practice."

Students will be allocated a ‘matched’ supervisor to provide project advice and guidance, plus the BSAVA team will be on hand to ensure ongoing support and encouragement.
Johanna Forsyth, senior veterinary technical manager with the diagnostic laboratory Avacta Animal Health, joined the Masters programme when it launched in 2016. She said: "The thing that has given me the most satisfaction from taking part in this programme is the way my views have changed. I look at things I wrote a little while back and think: 'Did I really say that?'. You become so absorbed in the project that you don’t notice how your understanding of the topic has grown. It’s so subtle, we haven’t been force-fed anything - it’s just like osmosis."

Next week, Princess Anne will unveil a new life-sized bronze of the Household Cavalry horse Sefton at the Royal Veterinary College in North Mymms, Hertfordshire.
The statue of Sefton is sited outside the College's Teaching and Research Centre, standing on the footprint of the former Sefton Equine Hospital, a facility which has now been relocated to a new Equine Referral Hospital on campus.
Sefton suffered terrible injuries in the Hyde Park bombing of July 1982 in which four men and seven horses died. In the aftermath of the bombing, as the most severely injured horse, his story of recovery captured the nation's hearts and the horse came to symbolise the resilience that is characteristic of the armed forces.
Many who knew and rode Sefton have provided the detailed briefings necessary for the sculptor, Camilla Le May, to capture the character and spirit of a great horse. Camilla said: "It was fascinating to talk to those who rode and knew Sefton well and this, along with studying old photos, enabled me to find out some of his individual traits such as the way he often tilted his head, looking back over his shoulder, which I chose to represent in this work. He was by all accounts a strong character and quite a handful, especially in his youth. Perhaps it was partly this strength of character that helped him pull through his appalling injuries."
Professor Josh Slater, head of the equine clinical group at the RVC, said: "The College has a proud tradition of furthering care and developing innovative treatments through dedicated equine veterinary surgeons and nurses. We were proud to have received a grant from The Horse Trust in 1986 to build our former equine hospital in Sefton's memory. Whilst we may have moved our practice to bigger and better facilities this new statue will serve as a reminder of the bravery and resilience of Sefton that inspired so many."
The new statue was commissioned to recognise and honour the life-time achievements of one of the College's longest servicing senior academics Professor Peter Lees, who retired in 2010. It was funded by RVC Honorary Fellow and Chairman of Norbrook Lord Ballyedmond OBE.
Professor Stuart Reid, Principal at the RVC, said: "I would like to thank the generosity of our friend Lord Ballyedmond for his kind donation in recognition of our esteemed colleague Professor Lees that has enabled us create this statue in memory of a great horse."
Positive lists are evidence-based regulations that permit the sale and keeping of only those species that are suitable to keep in the home, and that do not pose a disproportionate risk to people or the environment. All other species are prohibited from keeping or may only be kept with a special permit (by those who can demonstrate that they have specialist facilities or expertise).
The results of the poll were 512 in favour, and, er, one against.
The APA says it was delighted at the enthusiastic response from the veterinary community. APA Director, Elaine Toland said: "We are grateful to all those delegates who took part in the poll and offered their valuable insight. Throughout the two days, exotic animal vets and nurses in particular aired their frustrations about the poor state of animals that frequently present at their clinics, where even the most basic husbandry standards are not met. Some described the positive list proposition as a no-brainer".
The Animal Protection Agency is working as part of Eurogroup for Animals alongside Animal Advocacy and Protection (AAP) in the Netherlands and OneKind in Scotland to develop and galvanise support for positive lists as a means of reducing the large-scale animal suffering that is currently part and parcel of the exotic pet industry.

Janssen Animal Health has announced that it has acquired the distribution rights for a range of sedatives and anaesthetics for small and large animals, including Dexdomitor, Domitor and Antisedan.
Janssen aquired the marketing and distribution rights, which were previously held by Pfizer Inc, from Orion Corporation.
Dr. Enno Gottschalk , Janssen's European Director Marketing and Sales said: "This acquisition of distribution rights results in the perfect combination of proven and effective products with the outstanding service and technical selling capabilities of Janssen Animal Health. The products include the sedative Dexdomitor and Domitor, as well as the antagonist Antisedan. Among large animals, predominantly horses, the sedative injection Domosedan is now on offer as part of the Janssen Animal Health portfolio."
Ceva Animal Health has produced a new booklet explaining the discharge procedures for horses that have been treated with Equidronate (formerly called Tildren), a bisphosphonate infusion used for the treatment of bone spavin.
Ceva says the new booklet is designed for vets to give their clients to help convey the most effective post-treatment management protocol. It explains what Equidronate is, how it works and how it is administered. It goes on to cover how owners can help to monitor progress once exercise has commenced, by completing the specially created assessment forms contained within the booklet every couple of weeks.
According to the company, trials published earlier this year show that horses suffering lameness caused by bone spavin can show marked improvement following treatment with an Equidronate infusion, in combination with controlled exercise.

Norbrook Laboratories Ltd has launched Propentofylline, a new product designed to reduce lethargy and improve general demeanour and exercise tolerance in older dogs.

James says he is sticking his neck out after seeing a significant increase in cases where dogs with diabetes are referred too late to save their sight.
He said: “If we are given the chance to assess a dog with diabetes as soon as cataracts develop then it is usually pretty straightforward to restore vision with a specialist operation.
“Often, diabetic dogs are referred to us too late because vets unwittingly delay referral while they enhance control of the diabetes.
“Unfortunately, this can mean it can become too late to perform sight-saving surgery and the dog may even have to have their eyes removed on welfare grounds.
“When cataract surgery wasn’t commonplace and as successful, maybe 20 years ago, there was more of a justification to delay surgery. But that isn’t necessary now with advances in veterinary care.
“It’s why it’s so important to improve education about this issue and raise more awareness of what can be done to both vets and dog owners alike.”
Loseley, the ice-cream maker, has announced that it has developed a new way of making flavoured ice-cream by adapting the diet fed to its cows.
The first variety to be made using the new technique is 'Eton Mess', for which the company's herd is being fed a diet of strawberries and meringues.
Loseley says its cattle - which are housed at the Beechdean Dairies farm in Buckinghamshire - have already been feeding on the ingredients found in the much loved pudding for over a year, to ensure their milk supply is infused with the strawberry and meringue flavours. Apparently, huge amounts of strawberries are having to be air-freighted into the UK in order to ensure an uninterrupted supply through the seasons.Andrew Howard Managing Director of Beechdean Dairies said: "We have been perfecting the quantities in the cattle feed for over 18 months to perfect the Eton Mess flavour. The cows need to be fed just the right quantities of meringues, strawberries, fat and hay to make the perfect Eton Mess ice cream. We believe ice cream should be great quality, tasty and interesting. Davies Veterinary Specialists, the small animal referral hospital based at Higham Gobion in Hertfordshire, has reported treating four cases of serious lungworm (Angiostrongylus vasorum) infection over the past couple of months, all within around 30 miles of each other.
The practice says it usually sees only two or three lungworm cases a year, at most. It is thought that the increase in cases could be the result of a lack of knowledge amongst some owners about the right wormers to use, as well as the fact that lungworm appears to be getting a stronger foothold in some areas, possibly due to factors such as climate change.
One of the cases referred to DVS was a Cocker Spaniel called Honey belonging to Irené O'Hanlon-Marin from Beaconsfield. Vets initially believed the dog's symptoms of neck pain, breathlessness, shaking and lethargy to be the result of a recent head injury. Serious alarm was raised when Honey appeared to suffer a fit three weeks later, became unable to walk and lost her vision in one eye. She was immediately referred to DVS as an emergency.
Peter Smith, Neurology Specialist at DVS, said: "Honey was in a pretty serious condition when admitted here and would, I suspect, have died if she'd been left another few hours. She's now back home and much improved, and appears to be regaining her sight."
Irené O'Hanlon-Marin said: "It scares me to think how little I knew about lungworm and the fact that I need to use a specific wormer for it. We have been so lucky with Honey but I am determined to help prevent other dogs going through what she suffered so we all need to help spread the word about the dangers of this parasite."
The other three cases referred to DVS were from High Wycombe, Pinner and St Albans. The practice reports that all patients have recovered well.
This adds to the company's existing lab network, which also includes Southfields Veterinary Specialists Diagnostic Laboratory and the Dick White Referrals Diagnostic Laboratory.

"I am a responsible pet owner and have both my parrots and dog microchipped. I genuinely believe that all pets (where possible) should be microchipped.
I feel that it should be mandatory and is part of being a responsible pet owner. This should act as a "licence". I strongly beleive that this course of action will protect many discarded, stolen and mistreated pets every year as there will be no escape for the owners as the pet can be traced back to them.
I appreciated that due to size and temperament some pets may not be able to be microchipped, but certainly dogs, cats, horses, valuable / larger birds, rabbits etc should be.
I hope you agree that £30 for a microchip is good value, if owners cannot afford this then they shouldnt be considering a pet in the first place.
Please can you give this idea serious consideration as I feel we must do something to protect the pets that do not have a voice in our society."
Production company Keo Films is on the hunt for a veterinary surgeon that wants to take a year out and help set up a new community in a remote part of the British Isles for a high profile TV documentary series.
The documentary is essentially a social experiment to see whether it is possible to begin again, away from the conveniences and technology of the modern world.
Keo Films, which was behind such programmes as River Cottage and Welcome to Rio, tells VetSurgeon.org that they've already had applications from people working in a variety of fields, including doctors, builders and engineers. For obvious reasons, they are very keen to recruit a veterinary surgeon.
There is no payment for appearing in the documentary. Still, it might be just the thing for someone who needs a break from it all. And who knows, it might lead to a second career opening supermarkets at the weekend!

Until the arrival of Computed Tomography (CT) and Magnetic Resonance Imaging (MRI), radiographs were the only feasible option. More recently, the availability of bigger, wider and more adaptable scanners has allowed horses to be examined in a standing position, significantly improving diagnostic and treatment strategies and avoiding the need for general anaesthetic.
Against this background the collection considers the advantages of cutting-edge modalities and draws comparisons with more readily available tools such as radiography.
Given the increase in use of CT in horses and the contamination hazards faced particularly by horse handlers, two practical articles in the collection describe the role of equine head CT, how to set up standing equine CT and the radiation exposure risks.1,2
The most revolutionary recent advance in diagnostic imaging for dental disease in horses is CT. However, a study of horses with diseased mandibular cheek teeth found that while CT is useful to identify defects in the bone and tooth it is far less useful for the identification of inflammation and tissue destruction which is far better served by MRI.3
The structure of the equine head is complex and subject to great variation so several articles focus on practical anatomy and interpretation of radiographs of this region.4.5 Advanced diagnostic techniques are helping with clinical and surgical approaches to problems with the equine head. The sphenopalatine sinus is challenging to assess radiographically because of its tricky position but CT can help overcome this obstacle. One of the studies describes how CT can help unravel the pathology of various equine sinonasal tumours. Other articles cover less common pathological conditions including the historical, clinical, diagnostic imaging findings and outcomes of five horses with pneumocephalus. 6,7,8
Practitioners recognise MRI as the gold standard for neurologic imaging because of the excellent soft tissue detail but the size of horses and the size of scanners makes it a challenge to use. An additional constraint is the longer acquisition time compared to CT. Notwithstanding these limitations three studies in the collection display the various benefits of using MRI for the spine and neck, including the evaluation of 84 equine head disorders, the diagnosis of cervical stenotic myelopathy, and the assessment of two foals with closed head trauma.9,10,11,12
Despite the significant advances in imaging, the horse’s back is still defying conventional systems, primarily because of its size, concludes a spinal evaluation article. New technologies such as robotic fluoroscopy and cone-beam CT, may provide a cross-sectional method to evaluate the equine spine, but for now radiographs are still better to help evaluate findings of spinous process impingement seen on scintigraphy. The take home message here is that the wide variety of abnormalities seen on scintigraphy and radiography in horses with and without back pain makes a diagnosis more likely to be achieved by physical examination rather than the imaging findings.13
Anthony Pease, associate editor of the EVJ said: "Advanced imaging is still in its infancy with sequences still being developed to help optimise the time and detail needed for diagnosing complex musculoskeletal and neurologic disorders. Continued research in a controlled environment and comparing to histopathology will allow clinicians to further their knowledge and understanding of the CT and MRI findings in the equine patients."

According to the FSA figures, 24.4% (758,263) of sheep and goats slaughtered between April and June this year had their throats cut without first being made insensible to pain, up from 15% in 2013, when the EU and UK-adopted legislation allowing an exemption for animals that are slaughtered for religious purposes came into force.
The number of chickens slaughtered without pre-stunning rose from 3% in 2013 to 18.5% (45,396,583) in 2017.
The BVA President Gudrun Ravetz said: "This huge increase in the number of sheep, goats and poultry that are not stunned or not stunned effectively before slaughter is a grave concern to our profession. Millions of individual animals are affected, making this a major animal welfare issue.
"The supply of meat from animals that have not been stunned massively outstrips the demand from the communities for which it is intended and is entering the mainstream market unlabelled.
"In the light of these official figures we reiterate our call for all animals to be stunned before slaughter. If slaughter without stunning is still to be permitted, any meat from this source must be clearly labelled and the supply of non-stun products should be matched with demand."
Welfare at slaughter is one of the UK’s most pressing health and welfare concerns for vets, according to the BVA’s latest member survey. The association has long campaigned for the re-introduction of law that guarantees all animals are stunned before slaughter on the grounds of animal welfare. While legislation exists to permit slaughter without pre-stunning, the BVA is calling for any meat or fish from this source to be clearly labelled to enable customers to understand the choice they are making when buying such products.

NOAH Chair Gaynor Hillier said: "The production and supply of veterinary medicines is totally dependent on complex international supply chains that must continue to function effectively after Brexit, their unique status being recognised in the recent government White Paper.
"Raw materials will need to arrive at manufacturing sites and veterinary medicines will need to be transported across borders to meet market requirements. Any border delays, additional complex processes or increased costs will risk medicines availability for UK vets, farmers and all our animals."
According to a recent NOAH member survey, less than 15% of companies say they are prepared for a 'hard Brexit' with the vast majority of respondents saying they are not fully prepared should there be a reversion to WTO rules on 30 March 2019.
NOAH says this is not through lack of effort or unawareness of the need to act, but due to the magnitude of the complex tasks involved in such a specialist sector, coupled with uncertainty over what a 'no-deal' Brexit will look like.
In contrast, almost 60% of companies said they are prepared for a transition period to December 2020. Even then, NOAH says the proposed transition period will not be enough in some cases.
The survey examined product availability in the UK: almost 55% of respondents reported potential availability issues for the UK market impacting more than 40% of their products. The full spectrum of types of products (from vaccines to painkillers: from antibiotics to wormers) across all animal species (farm, equine and pet) are potentially at risk, with particular concerns raised around the supply chain for vaccines.
Emeritus Professor Leslie Vaughan DSc DVR FRCVS, President of the Royal College of Veterinary Surgeons in 1987-8, has died.
Qualifying from the Royal Veterinary College in 1949, Professor Vaughan held various posts within the RVC, including House Surgeon, Lecturer and Reader. He was awarded a personal chair in 1972 as Professor of Veterinary Orthopaedics, becoming the Professor of Veterinary Surgery and Head of Department two years later. He was Vice-Principal from 1982 to 1991.
Having formally retired in 1991, Professor Vaughan continued to see small animal orthopaedic cases referred to the Queen Mother Hospital (QMH) at the Royal Veterinary College until he finally ‘put down his scalpel' at the end of 2007. During these 16 years, not only was he involved in both undergraduate and postgraduate teaching on rotations, but claimed no payment personally for his work: he donated any fees to the RVC's Animal Care Trust to support further development of the QMH. It is fitting that the third and final phase of the QMH was opened this week by HRH the Duchess of Cornwall. This was the culmination of a major project that Professor Vaughan helped initiate in the mid-1980s.
Professor Vaughan, who was 81, became a Fellow of the RCVS in 1957 for a thesis entitled: A study of the clinical and pathological aspects of the intervertebral disc protrusion in the dog.
Dr Jerry Davies, RCVS Treasurer and former colleague of Professor Vaughan said: "Leslie Vaughan had an international reputation in veterinary orthopaedics, both as a clinician and a researcher, that included small animal, equine and even farm animal species.
"Those remarkable achievements were equalled by his skills as a teacher. He had an ability to instil in his students the fundamental principles of diagnosis where meticulous clinical observation and examination must precede the careful selection of adjunct investigations such as radiography and laboratory testing. The extraordinary number of veterinary surgeons, both past and present, that will have benefited from his teaching over no less than 58 years will never be surpassed".

Pet insurer esure has released the results of a survey of vets bills, carried out amongst 3000 pet owners.
Whilst the intent behind surveys like these may be laudable (i.e. to encourage more pet owners to insure their pets), they do the profession no favours, emphasising the high perceived costs of veterinary care rather than the good value that it generally represents.
This survey highlighted that:
esure's research showed that English Setters are the mostly costly breed of dog, forcing their owners to shell out £6,955 on vet bills, including injections, surgery and emergency treatments, in a lifetime.
Despite the potential for big bills, just a third (31 per cent) of pet owners have pet insurance and almost a quarter of those with cover admitted they were considering cancelling it to save money during the current credit crunch.
According to esure, many dog owners may be choosing to cancel or not even buy pet insurance because they are significantly underestimating the cost of treating common ailments and injuries. 29 per cent of pet owners surveyed think that the average vet bill for a dog with diabetes would be under £200, when it is actually £1146 including ongoing treatment*. To repair a dog's broken leg, 11 per cent of pet owners think that the average vet bill would be less than £100. It is actually more than five times that amount at £560*.

Virbac Animal Health has launched a new pet owner information pack to help practices raise awareness of reproductive health issues in dogs and cats.
The pack consists of a leaflet holder with four different leaflets covering unwanted sexual behaviour, castration, prostate disease and misalliance. The holder has a small footprint so will sit nicely in any practice reception area.
Product manager Chris Geddes MRCVS says that the pack will make it easier for vets and VNs to raise the sensitive issue of pet reproductive health with owners. "For example, prostate disease in men is well documented and public knowledge is high, but we believe that few people know that it can affect pets too.
"It is estimated that 80% of male dogs over the age of five suffer from prostate problems, but experts agree that it is underdiagnosed at present. This is possibly due to a combination of a lack of awareness and client unease on discussing reproductive subjects at their vet practice."

Given that vapocoolant is effective immediately, compared to EMLA cream which is recommended to be applied 60 minutes beforehand, the study suggests that in dogs at least, vapocoolant may be the better option in practice.
For the study, researchers from the Royal Veterinary College assessed 83 dogs and 18 cats requiring intravenous catheterisation for either blood donation collection or as oncology patients.
Patients were randomly assigned to receive either EMLA cream or a swab saturated with vapocoolant spray (Ethycalm / Invicta Animal Health) applied before catheterisation, and their reactions were assessed during initial restraint, limb handling, swab application and skin puncture.
Overall, there was no significant difference between vapocoolant spray and EMLA cream, and neither method appeared better at improving patient tolerance of intravenous catheter placement.
Vapocoolant spray was less effective than EMLA cream in reducing adverse reactions to skin puncture during catheterisation in cats, suggesting that EMLA may be preferable for feline patients.
Dogs that received vapocoolant spray showed a greater adverse response during swab application compared to those receiving EMLA, possibly due to the coldness of the swab.
Success of intravenous catheter placement was identical for both anaesthetics.
Dr Richie Trinder, lead author of the study, said: “The study is the first of its kind comparing vapocoolant spray and EMLA, and suggests in this context that the use of vapocoolant spray provides a similar degree of relief as EMLA, but with the added advantage of being instantaneous, instead of needing to wait the recommended 60 minutes for EMLA.”

The AHT has secured an award of £580,000 from the Wellcome Trust to fund the development of a new diagnostic test for Strangles which takes only 30 minutes.
It's been achieved in part by 'Breaking the Strangles Hold' - a two-year fundraising campaign run by the Animal Health Trust (AHT) and The British Horse Society (BHS),
Money donated from the general public, along with funding from The Horse Trust, has already allowed scientists at the AHT to develop a diagnostic blood test which gives results in 24 hours. The blood test was launched in February 2008 and since then more than 6,700 samples have been tested.
HRH The Princess Royal, who launched the 'Breaking the Strangles Hold' campaign, said: "As an owner who has seen my own horse's affected by this terrible disease, it's wonderful to see such progress being made in a relatively short time.
"The screening test enables owners to know within 24 hours if any of their horses have been exposed to this bacterium. Previously available tests would have taken three to four days. The test is making a real difference in welfare and economic terms for all those involved in the equine industry. It truly is groundbreaking."
The success of this diagnostic work, along with other AHT research, has attracted further funding for the project from the Wellcome Trust in the form of a £580,000 Translation Award.
Professor Andrew Waller, Head of Bacteriology at the AHT, said: "The main problem with Strangles is the time taken to diagnose it. The current blood test is a big step forward, but the culture and DNA tests, which are often used in the initial stages of an outbreak can take a couple of days to get results."
The Translation Award means the AHT can reduce the time taken to perform its DNA diagnostic test and ultimately produce a point-of-care test that vets can use on site to get a diagnosis in 30 minutes. Earlier diagnosis will allow owners to isolate horses sooner and minimise the spread of infection. It will further reduce welfare problems for horses and the cost to their owners.
The AHT and Atlas Genetics will design and validate the point-of-care diagnostic test over the next two years. It is hoped that the test could be mass produced and widely available by 2012.
Professor Waller added: "This technology will be fantastic. It will be hugely beneficial for other diseases too, of both veterinary and clinical importance. Without the money raised through the 'Breaking the Strangles Hold' campaign, we wouldn't have made as much progress. On behalf of horses and horse owners worldwide, I'd like to thank everyone who has donated."
The 'Breaking the Strangles Hold' campaign reached its fundraising target of £250,000 in just two years, demonstrating how important to horse owners it is to get to grips with this terrible disease.

Britain's dairy industry is doomed unless it takes more effective steps to control the spread of endemic diseases like tuberculosis and bovine virus diarrhoea, according to a leading cattle vet.
At a conference on infectious disease at the Royal Veterinary College last week, Devon practitioner Dick Sibley warned that the management and economic trends in the UK dairy industry are increasing the risk of disease transmission - and its potential impact once it does enter a herd.
Figures he obtained from the British Cattle Movements Service show that about four million cattle, or half the total UK cattle herd, are moved from one premises to another each year. Those being sent for slaughter were unlikely to spread infections but moving cattle of unknown disease status to new premises greatly increased the risk of bringing in new diseases. "If you set out to design a system that guarantees that we will continue to have problems with endemic disease then I could not think of a better one than this," he said.
Cattle numbers are increasing in those areas like Devon and Cheshire which already have among the highest population densities for dairy animals in the world - and are also the main hot spots in the current bovine TB epidemic. Farmers feel compelled to buy in heifers from as far afield as Germany and Holland to replace animals culled as TB reactors, as they will lose bonus payments from customers who demand that they maintain constant levels of production.
Several other factors also increase the likely impact of disease in a previously healthy herd - the concentration of cattle numbers into fewer but larger units, the growing emphasis on cattle kept indoors all year round and breeding for high yielding animals that are more vulnerable to disease. Meanwhile, a shortage of skilled manpower means that half the available stockmen are shared between farms and can therefore be responsible for bringing in disease.
But farmers have little or no control over some of the more important risk factors - particularly movements of badgers and the presence of diseased herds on neighbouring premises. "So these farmers with big herds in high density areas and neighbours that have the disease are done for unless we can do something serious to manage the risks."
Dairy farmers can work with their veterinary advisers to reduce risk using the four main pillars of disease control - improved biosecurity, better surveillance, appropriate vaccination and containment of disease transmission within the herd. But diseases also had to be tackled on a national level and if DEFRA is unwilling to take on the task, he proposed the creation of an independent livestock disease agency with sufficient staff and resources to carry out its remit. The costs of running such a body should be shared among all those stakeholders with an interest in preserving an economically viable dairy industry, including, for example the cereal producers who provide the dairy industry with much of its food materials, he suggested.
