The British Veterinary Asssociation and British Small Animal Veterinary Association have strongly welcomed moves to tighten up the rules on dog breeding in Wales with the publication of the proposed Animal Welfare (Breeding of Dogs) (Wales) Regulations 2011.
The draft proposals follow a report by an expert Task and Finish Group, including veterinary representatives, which made recommendations for new legislation to tackle the significant problem of puppy farming.

Harvey Locke, BVA President, said: "The Welsh Assembly Government should be congratulated for driving forward legislative changes to tackle the abhorrent practice of puppy farming.
"The Task and Finish Group brought together everyone with an interest in dog health and welfare so the Minister should be confident that these proposals will gain widespread support.
"Puppy farming is not only a problem in Wales and it is clear that the rest of the UK is now lagging behind. We will be encouraging England, Scotland and Northern Ireland to follow suit and ensure dog health and welfare is promoted across the country."
Grant Petrie, President of BSAVA, added: "Vets are often faced with the terrible consequences of puppy farms and bad breeders, which can lead to suffering for both the animals and their owners.
"We are delighted that this action is being taken by the Welsh Assembly Government.
"The compulsory microchipping of dogs and puppies on licensed premises is a particularly welcome move but the veterinary profession will continue to campaign for this to be extended to all dogs."
VetSurgeon.org has launched a new register of veterinary locums as a resource for practices that need to find a locum quickly and at no cost.
Veterinary locums can add themselves to the register free of charge, and include full details of the service they offer.
Practices that need a locum can then search the register by area. After they've used the locum, they are encouraged to comment beneath the locum's entry on the register.
At the time of writing, about a dozen locums have added their details to the register, so it's still early days. Hopefully, however, this will grow into a really valuable resource for both practices and locums.

The Association says continuing uncertainty over the pandemic was the driving force behind the decision and it feels that a virtual Congress is the best option in 2021. The event will be held from Thursday 25th – Saturday 27th March.

Manchester Central, the original venue for the 2021 Congress, is currently contracted as a Nightingale Hospital and that contract doesn’t conclude until 1st March 2021.
Amanda said: "While no one has a crystal ball, there is the possibility cases could increase over the winter and we cannot be certain the venue will be available to host our annual event.
"In order to ensure that delegates and exhibitors will have an excellent experience, moving Congress online is the most sensible option, without the need to worry about travel restrictions, or guidance that might change on a weekly basis.
"The positive is that without the need to travel Congress becomes accessible to a wider audience, with scope for more practitioners to attend more sessions. There’s a level of flexibility and convenience that’s just not possible with a physical event."
The BSAVA has partnered with a leading international provider of large-scale virtual conferences, tradeshows and exhibitions, with interactive elements facilitating one-to-one and group conversations.
The planned programme for 2021’s inaugural Manchester event is currently being repurposed for the virtual format, with a significant focus on ensuring the experience is as interactive as possible for each delegate.

The event, which took place in Manchester in October last year, saw veterinary mental health researchers from across Europe come together to share their insights into a variety of areas of veterinary mental health including moral injury, suicide and suicide prevention, the impact of racism, veterinary nurse mental health, and workplace stressors for autistic veterinary professionals.
There were 77 attendees, including a mix of academic researchers and veterinary professionals.
Talks included an address from Dr Leah Quinlivan on ‘Evidence-based care for people who have self-harmed: risk prediction, psychosocial assessments and aftercare’, presentations of research into the impact of racism on the mental health of veterinary professionals and the impact of moral injury on wellbeing.
Angharad Belcher, Director for the Advancement of the Professions and of the Mind Matters Initiative gave a talk about the work of MMI, including its newly published 5-year strategy and evaluation documents.
She said: “The fourth Mind Matters Mental Health Research Symposium was a massively inspiring and insightful day.
"The field of veterinary mental health research is still relatively small so it remains of utmost importance that we continue to band together to share our knowledge on this subject, so that we can continue to learn and grow together and put these important learnings into practice.
“For us, it is vital that these new ground-breaking research projects are made available to all who want to learn more about helping to improve the mental health and wellbeing of those working within the veterinary professions.

CEVA Animal Health has produced a leaflet to help horse owners understand the diagnosis and treatment of navicular disease.
Navicular disease can be difficult to diagnose and management of the condition can be a challenge for both vets and horse owners. The new leaflet helps owners get to grips with all aspects of the disease from the clinical signs to the procedures used to obtain a formal diagnosis. It then covers the various treatment options available including corrective farriery, analgesia, bisphosphonates and surgery. Diagrams and photographs help to ensure that the information is clear, concise and easy to follow.

Animalcare has launched Florgane, a novel, patented, long acting florfenicol 300mg/ml suspension which the company says has significant advantages over existing organic solvent-based florfenicol products on the market when used for the treatment and prevention of bovine respiratory disease (BRD).
Florgane is an aqueous, low viscosity advanced formulation, which, claims Animalcare, means that it is easier to inject even at temperatures as low as 5°C. Low temperature syringeability is important, as a large number of calves may need to be treated during colder weather at a time when the challenge from infectious agents is greatest. A syringeability study apparently demonstrated that Florgane is up to five times faster to administer when compared to the leading florfenicol non-aqueous formulation.
A paper on the treatment of naturally occurring respiratory disease with Florgane was presented recently at the British Cattle Veterinary Association (BCVA) Congress in Torquay. According to the company, the multi-centre field studies in Belgium, Germany and Italy, in over 400 cattle with bodyweights ranging between 73-180kg, demonstrated that Florgane given by a single intramuscular injection, at a 25% lower dose of 30mg/kg, is as efficacious as non-aqueous florfenicol 40mg/kg administered by subcutaneous injection, measured by treatment success and relapses.
Post mortem examination at day 27 (meat withdrawal of 37 days) confirmed that, despite being given via the intramuscular route, Florgane is well tolerated at the site of injection due to its aqueous base and physiological pH. Maximum volume per injection site is 15ml allowing calves up to 150kg to be treated.
Animalcare adds that a further advantage of Florgane is that it persists in plasma above the MICs for the three most common pathogens for significantly longer than conventional extended action 300mg/ml florfenicol solution preparations - thereby prolonging bacterial killing time. Therefore, owing to its improved bioavailability and excellent pharmacokinetics, Florgane can be given at an easy to remember dose of 1ml per 10kg.

Bayer Animal Health has launched a new marketing campaign for Drontal that celebrates the special roles pets play in people's lives.
As part of the campaign, the company has carried out research amongst 2,000 cat and dog owners to discover how owning a pet changes behaviour and positively impacts their daily routine.
The survey found that 76% of dog owners say their four-legged friend is like a personal trainer that motivates them to take exercise, with one in four saying they've lost weight since getting their pet. Of these, one in ten say they've lost half a stone or more.
As part of the Special Roles campaign, Bayer has launched a competition to find the nation's most interesting pets. People can upload their favourite pet photo and explain what it is that makes their animal so important to them. The winner of the Special Roles competition will be chosen on the 31st July by a judging panel which includes the editors of Your Cat and Your Dog magazines.

Dave (pictured right) says he has created the group to address two problems. Firstly, the chronic lack of support for new graduates in their early years leading to avoidable levels of stress and burnout. Secondly, the knock on side-effect of this poor support, that many graduates turn their back on the profession for good, leading to a national skills shortage and recruitment crisis.
Dave said: "Veterinary graduates across the UK have been crying out for more support for years and this lack of support is the main reason for career dissatisfaction and burnout.
"Through a coordinated program of lectures blended with group mentoring and access to a like-minded peer network beyond university, VetX delivers a level of support that is simply not available through any other current means."
Dave is quick to avoid pointing any fingers of blame at practices, saying: "In my experience employers start out with good intentions, but then the reality of clinical life sets in and most just run out of time to deliver the support required. VetX solves this problem by taking much of the mentoring workload away from the practice."
Although the programme is open to all and is designed to complement in-house training, Dave says VetX gives smaller, independent practices the chance to compete with larger corporate groups which offer in-house mentoring schemes in a very cost-effective way.

New research, conducted by the WALTHAM-initiated Laminitis Consortium, has raised questions over the assumption that soaking hay will make it safe to feed to laminitis-prone horses and ponies1.
The Laminitis Consortium comprises world-leading equine veterinary, nutrition and research experts interested in collaborating on the important topic of laminitis. It includes the authors of this work: Dr Pat Harris of the WALTHAM® Equine Studies Group, Clare Barfoot of Mars Horsecare UK Ltd and Dr Annette Longland of Equine Livestock and Nutrition Services (ELNS).
Over-consumption of water-soluble carbohydrates (WSC) has been associated with the onset of laminitis. It has been recommended that hay with a non-structural carbohydrate (WSC and starch) content of less than 10% should be fed to obese animals as well as those at risk of laminitis2 and that hay should be soaked in water before being fed in order to reduce the WSC3,4,5. The study, which was completed earlier this year, examined the loss of water-soluble carbohydrates from nine different hays submerged in water for up to 16 hours. It was presented to the biannual Equine Science Symposium in America in May 2009.
Previous studies have shown that the prolonged soaking of chopped hay in large volumes of water can result in the leaching of nutrients, including soluble carbohydrates. However, because common practice in the UK tends to involve long-stemmed hay, soaked in relatively small volumes of water over varying timescales, the Laminitis Consortium's study aimed to replicate such a practice6.
The nine different hay samples were analysed for WSC and then soaked in cold water. The soaked samples were subsequently analysed at four intervals of 20 minutes, 40 minutes, three hours and 16 hours.
Clare Barfoot said: "The results showed a highly variable leaching of WSC and substantially less leaching than reported previously for chopped hay soaked for 30 minutes.3
"Very few samples reached below 10% WSC, despite prolonged soaking. The concern is that this strongly suggests that soaking may not be sufficient to render some hays safe to feed to horses and ponies prone to laminitis.
"Our current advice is that ideally you should analyse your hay before feeding it to an animal at high risk of laminitis and choose hay with the lowest WSC content you can find. Soaking hay provides an additional safeguard but should not be relied upon."
The study also highlights that if hay is soaked for extended periods, it may not meet the nutritional requirements of the animal because substantial amounts of other nutrients, protein, vitamins and minerals will also be lost 5. In such cases it is even more important that the horse or pony should receive a balanced supplementary feed.
The Laminitis Consortium is continuing its work in this area and hopes to be able to identify practices that will be of greater benefit to the horse owner faced with hay of unknown WSC content.

Lynne Hill MRCVS is Chief Executive of Langford Veterinary Services Ltd, University of Bristol, and was previously Head of the Clinical Services Department at the Royal Veterinary College. Prior to that, Lynne was European Marketing Manager for Hill's Pet Nutrition. She is an elected member of RCVS Council and was President in 2005-6.
The non-Council members of the Committee were appointed by a panel chaired by Sir David Barnes, Chairman of the Governance Review Group.
The new Committee, which is accountable to Council and will report at least annually, will meet for the first time in early autumn.

The review, which had been due to start in late 2019, will now start in April 2020.

“While we regret the delay, as this review relates to fundamental principles about the provision of veterinary care, it is vital we get it right and that the process is as comprehensive as possible. It is better that it is right than rushed.”

“A veterinary science degree equips graduates with the appropriate skillset to follow a myriad of different career paths.
"For example, in clinical practice caring for people’s beloved pets or working with farmers to produce high-welfare food in an economical and sustainable way. Not to mention groundbreaking research into human and animal diseases, public health to help safeguard food security, the pharmaceutical industry to develop new and innovative treatments, and the armed forces to maintain the health and welfare of military working animals. “As professions, and this means not just veterinary surgeons but veterinary nurses, we need to get out there and sell ourselves to the wider public.

The Veterinary Karting Championship, organised by NVS, is proving a huge success, according to the company. At the half way stage of the championship, around two hundred drivers have already participated in regional events in Manchester, Edinburgh, Essex, Surrey and Reading.
Drivers arrive following evening surgery and change from veterinary uniforms into their race suits. All drivers receive race and safety briefings before heading off to meet their team mates and get a feel for the track during the practise session.
Racing lasts for an hour and a half, during which time teams have to use clever strategies and tactics to remain in pole position and avoid eviction from the track for foul play. At the end of the evening, all competitors get a goody bag and jacket, with each member of the winning team receiving a bottle of champagne, a trophy and certificate.
Caitrina Harrison, Sales & Marketing Director at National Veterinary Services, said: "All the evenings have been great fun and have certainly shown the competitive side of the veterinary profession. The ladies have definitely given the men a run for their money, especially in Scotland. Some drivers have been so inspired by the events that they are looking to host their own inter-practice championships next year."
The teams that have qualified so far for the National Final are: Manchester Bears, Essex Panthers, Scottish Bears (pictured), Reading Bears and Camberley Elks. There will be a break from racing over the festive period, with the next regional heat taking place in Bristol on Tuesday 18th January. Further heats will then be held in Birmingham, Loughborough, Aylesbury and Leeds, followed by the National Final on Sunday 20thMarch in Milton Keynes.

In contrast to the British Veterinary Association, The National Office of Animal Health (NOAH) has welcomed the decision by DEFRA not to proceed with the proposal contained in the draft Veterinary Medicines Regulations 2010 to prohibit the advertising of antimicrobials to farmers.
NOAH says it believes the proposal would have had a negative effect on farmers' ability to maintain their knowledge and awareness of animal health and welfare issues, and did not believe that it would reduce antimicrobial resistance profiles.
NOAH chief executive Phil Sketchley said: "Farmers, as professional producers of food, need to be kept well briefed on the antimicrobials they use, following prescription by their veterinary surgeons. Promotion by our members plays a key role in this and in educating farmers about animal welfare and disease."
NOAH members follow rigid rules on advertising and promotion through the longstanding Code of Practice for the Promotion of Animal Medicines.
Phil added: "The NOAH Code already goes beyond the Veterinary Medicines Regulations and is reviewed each year - this year we will be particularly looking to ensure that it fully reflects the industry's commitment to disease education and information on responsible use, particularly in relation to antimicrobial promotion. We have planned, at our Code review meeting in February, further discussions within NOAH and with the VMD to finalise how this can best be achieved.
"Importantly we must always remember that antimicrobial medicines for all animals are POM-V, meaning they have to be prescribed by a veterinary surgeon, and therefore it should be the vet who makes the decision on whether an antibiotic is needed. If such therapy is indicated, the most appropriate antibiotic for an animal or group of animals is selected by the veterinary surgeon based on the clinical signs shown, the current disease situation on the farm and in the area and where appropriate and feasible, is based on bacterial culture and sensitivity testing."
Using promotion to encourage responsible use, NOAH launched its 'Use Medicines Responsibly' campaign in 2009. A recommendation was made that members include a strap line on promotional material advising users to 'use medicines responsibly'.
NOAH was a founder member of the Responsible Use of Medicines in Agriculture Alliance (RUMA) and continues to be a strong contributor to and supporter of RUMA's communications to farmers including the antimicrobial guidelines. These guidelines are not intended to influence the veterinary surgeon's decision to prescribe but help support ways that the veterinary surgeon and farmer can work together to reduce the need to prescribe antimicrobials whilst ensuring they are used responsibly once prescribed in line with the principle of 'as little as possible but as much as necessary'.
Phil said: "Antibiotics are essential for the health and welfare of the UK's livestock population. NOAH accepts that antimicrobial resistance is a serious and growing subject of discussion for the medical and veterinary professions and we need to continue to take this matter seriously."
