The organisations made a joint submission to the Migration Advisory Committee (MAC) as part of its review into the Shortage Occupation List which began in autumn 2018 and will report back in spring 2019.
The BVA and the RCVS had previously made calls for the profession to be added to the list in 2017 when the MAC held a call for evidence on the impact of the UK's exit from the EU on various professions. The latest submission is a development on this previous submission, focused on the need for the post-Brexit immigration system to recognise the issues affecting the veterinary workforce, which is already under-capacity, and reiterating its importance in areas such as public health, food safety, disease surveillance and control, education, research, clinical practice and animal welfare.
The submission details how the demand for veterinary services does not currently match supply and that the UK is therefore reliant on overseas registrants, particularly from the rest of the EU, who currently make up around 50% of new registrants in a given year.
The RCVS and BVA add that, in the post-Brexit immigration system, this reliance on overseas vets needs to be recognised by adding veterinary surgeons to the Shortage Occupation List, thus reducing the immigration requirements needed for overseas veterinary surgeons to live and work in the UK and streamlining the application process for employers.
Amanda Boag, RCVS President, said: "We wanted to use this submission as an opportunity to reiterate the circumstances currently facing the profession, particularly in light of the uncertainties around the UK’s exit from the EU and the impact this could have on the supply of veterinary workforce from the rest of the EU, which is crucially important in a number of areas. We need, therefore, for veterinary surgeons to be immediately added back to the list so that we can ensure that this flow of workforce continues and that animal health and welfare is protected.
"In the meantime we are continuing to work with BVA and the Department for Environment, Food and Rural Affairs (Defra) to look at how we can develop ‘home-grown’ veterinary capacity in the UK through expanding the UK veterinary education sector, increasing retention rates within the profession, and looking at how the veterinary team could be reformed to allow allied professionals, such as veterinary nurses, to take on extra tasks and free up veterinary time. However, these are all long-term projects and not quick fixes to the issues facing the profession."
As well as calling for a future immigration system to prioritise the veterinary profession, RCVS and BVA also recommend that veterinary employers be exempt from the Immigration Skills Charge to avoid additional barriers or burdens to the employment of overseas vets and recommend that there is no minimum earning cap for veterinary surgeons applying for work visas, on the basis that veterinary surgeons are "skilled professionals who may choose to work in the UK for reasons other than remuneration".
Simon Doherty, BVA President, said: "It is in MAC’s gift to reinstate vets on the Shortage Occupation List and this evidence makes a strong case for it to happen as quickly as possible.
"Vets deliver multiple benefits to animal health and welfare, public health and food safety, and they have a crucial role to play in future trade deals and keeping standards and confidence in UK exports high. The profession is also indebted to a high proportion of skilled EU vets who have chosen to make the UK their home and place of work.
"With this in mind, the future immigration system must be geared around preserving veterinary capacity rather than introducing new layers of bureaucracy or restrictions on flexible movement between roles. We have raised concerns that extending the Immigration Skills Charge to EU workers would hit some areas of the workforce disproportionately hard, particularly the abattoir industry where 95 per cent of Official Veterinarians hail from overseas.
"With uncertain times ahead and demand for some veterinary services predicted to spiral after Brexit, it has never been more pressing to take decisive action to safeguard against shortfalls in capacity and give a vital vote of confidence in the veterinary workforce."

The Blue Cross is calling for nominations from veterinary practices across the country for its Veterinary Nurse of the Year Award 2010.
The annual award is presented at the British Veterinary Nursing Association (BVNA) Annual Congress in October. It recognises the contribution of veterinary nurses in educating the public about responsible pet ownership and the welfare of pets in the community.
Last year's award was won by Vania Brasseleur for her outstanding contribution to animal welfare, both within her veterinary practice and among the local community in Newport Pagnell, Buckinghamshire
Vania was nominated for the award by student vet nurse and colleague Emily Martin at Astonlee Veterinary Hospital in Newport Pagnell.
Emily said: "Vania is committed to helping student nurses broaden their knowledge and help them on to the path to qualification. Her charity work, serving the public, helping colleagues and of course her nursing abilities are all truly fantastic! I don't think anybody could ask for a better nurse."

Alasdair qualified from Cambridge in 1990. After graduation, he joined Bristol Vet School, first as an intern and then as a resident.
He then became a Lecturer and Senior Clinical Fellow in small animal surgery at Langford from 1997 to 2009.
He was also the Programme Director of the veterinary nursing degree and led years 3-5 of the BVSc programme.
He then moved to private practice, becoming Head of Referral Surgery at Bath Vet Referrals, and then Group Veterinary Advisor and member of the Clinical Advisory Board when it was acquired by IVC, after which he moved to Vale Referrals.
He received his Fellowship for Contributions to Clinical Practice in 2017 and is an Advanced Practitioner in Small Animal Surgery.
Alasdair will mainly be helping to develop Brains & Drains, a new library of peer-reviewed clinical demonstrations published on YouTube for the benefit of practitioners around the world.
He’ll also be helping to steer the development of other content on VetSurgeon.org and VetNurse.co.uk

Invicta, the new, independent veterinary pharmaceutical company, has launched ChroMyco Duo, the first duo plate dermatophtye fungal test to help veterinary professionals identify the source of skin abnormalities in-house without the delay and cost of sending samples to a laboratory.
According to the Sussex-based company, ChroMyco Duo has been designed to aid practices in the accurate identification of fungal skin infections in dogs, cats, horses and all small animal species.
ChroMyco Duo is a dual plate test with dermatophyte test media (DTM) on one side and an Enhanced Sporulation Agar (ESA) on the other. Invicta says it's this dual test capability which greatly reduces the risk of false positive results. The test is performed by veterinary staff taking a pluck of fur or skin scrape from the lesion and innoculating both sides. After three to six days, if dermatophytes are present, the DTM will turn red and the ESA will turn blue-green.
Once a colour change is identified, a sample of the culture can be taken from the ESA, a media prolific in growing dermatophytes. Veterinary staff are then able to examine the fungus microscopically and identify the species of dermatophyte before advising on treatment.
Invicta has prepared a free fungal identification chart to assist practices with the identification of cultures and is providing free updates to subscribers, as images of new fungi are submitted by practices using the kit.
The ChroMyco Duo test is supplied in boxes of five units, each individually wrapped to allow a one year shelf life. It costs £5 per unit, which Invicta says makes it very cost-effective when compared to laboratory charges. It is incubated at room temperature so no specialist equipment is required.
Rob Watkins, Managing Director of Invicta, said: "The incidence of fungal infections in practice is significant and growing. Antifungal treatments already account for more than £1m sales in the UK veterinary sector. The problem is that dermatophyte presence is often misdiagnosed.

The improvements include a new cat ward designed to offer a quieter, more relaxing area away from other animals, and a new walk-in dog ward which will allow staff to treat larger breeds of dogs more easily. The intensive care unit has been expanded and the practice has developed a new chemotherapy area.

The new line, which is available from veterinary wholesalers, is described as a complete feeding solution with everyday wet and dry food and treats. It is made with a minimum of 95% fresh, organic ingredients from controlled and certified origins, presented in an eco-friendly packaging. This, says Dechra, means it is tasty, nutritious and better for the environment.

The expansion has increased the hospital's footprint by 30%, adding three new operating theatres, six new consult rooms and new feline facilities, including a cat-only waiting room, consult room and treatment area.
Hospital owner, IVC Evidensia said the expansion has been driven in part by the pet ownership boom of the last few years and increased demand for the hospital’s services.
To meet the demand, Vale has expanded its office space, adding desk space for a further 25 vets.
There are also new ultrasound and cardiology rooms, a new dental suite and enlarged prep and recovery areas.
The existing kennel area has doubled in size with the addition of nine new walk-in kennels, a bespoke isolation ward and secure outdoor runs.

The Royal College of Veterinary Surgeons is warning veterinary surgeons to be on their guard after it came to light that a fraudster is charging a £150 'non-refundable application fee' for an RCVS 'internship' which does not exist. Apart from anything else, the RCVS does not offer internships.
Information about the fake internship has been sent to individuals registered with German website http://www.vetcontact.com/. It includes details about the Royal Veterinary College and the RCVS, but is basically fiction. It refers to a made up 'RCVS Hospital' in the 'Flint Hills of London'.
Gordon Hockey, RCVS Head of Professional Conduct said: "So far, only a handful of veterinary surgeons - all based overseas - have contacted us regarding the internship and queried the request for a non-refundable 'application' fee, although we are concerned that others may have been caught out.
"We would advise any veterinary surgeon to think twice before paying for a third party to facilitate an application for any placement or internship, and reiterate that the RCVS does not offer any such programmes."
The College is following up the situation with http://www.vetcontact.com/ and, if appropriate, will notify the police. In the meantime, anyone who is concerned that they may have fallen victim to the hoax should contact the RCVS Professional Conduct department on 020 7202 0728.
The charity, which helps around 200,000 cats and kittens in the UK each year needs someone with animal welfare skills to join its team of nine trustees who are responsible for the charity’s strategy, policy and oversight.

Fort Dodge has released figures today which point to a continued modest slowdown in the UK veterinary sector, being mitigated by a slight increase in average transaction value (the amount a client spends in a year).
Matthew Rowe, Companion Animal Marketing Manager at Fort Dodge, said: "It's been clear for some time that the veterinary sector is being hit by static growth and an increasingly competitive environment. The reduction in turnover being experienced by many practices is primarily down to current clients visiting less often and fewer new clients being attracted."
Key findings of the Fort Dodge Index for the first quarter of 2009 are:
Alan Robinson said: "In the current climate, the only contributor to turnover growth in many practices seems to be a steady rise in the price of professional fees, consultations and surgery. These have continued to push up average transaction values (by 1.4%) and client values (1.2%) in this first quarter of 2009 despite reducing visit frequency. Drug related income increases seem to be driven by a small increase of POM mark-ups in many practices.
"But this alone will not sustain a successful business and, with transaction volumes still falling, the priority for practices is to maintain client footfall despite increasing competition and falling pet ownership. In today's market, retaining clients is a cheaper and more effective way to maintain client and patient numbers so an emphasis on 'bonding' clients though preventative health care and heath maintenance programmes is key.
"We're seeing a steady increase in the number of practices running these programmes but the percentage of pets involved is still woefully low so the message is that practices can and must do better.
The new methods, published in Applied and Environmental Microbiology, use a simple swabbing technique to gather samples from the environment which FMD-susceptible animals such as cattle, sheep and pigs commonly make contact with, such as water troughs.
Researchers say the technique requires very little expertise, which makes the sampling method far more accessible, allowing a higher frequency of samples to be collected and processed during an outbreak.
FMD virus is able to survive long periods of time in the environment in the right conditions (up to three months depending on environmental factors such as pH, temperature and relative humidity), so sampling areas where infected animals may have shed virus allows scientists to detect the presence of FMD even if the animals on the farm are no longer showing clinical signs.
The researchers say that novel surveillance techniques such as this can help support a robust response to outbreaks in FMD-free countries, and can also be implemented in endemic areas, such as parts of Asia, Africa and the Middle East, as part of surveillance programs to supplement current information about the spread of FMD.
Dr Claire Colenutt, who led the research at Pirbright said: "Current surveillance methods rely on the recognition of FMD infection in susceptible animals in addition to the collection of samples from the animals which requires veterinary expertise. In keeping the approach simple, samples can be taken by individuals without prior expertise, increasing the number of potential samples, and relieving pressure on veterinary services."

The Committee had found Dr Elefterescu guilty of serious professional misconduct in relation to a number of charges which covered issues such as dishonesty, poor record-keeping, and failure to carry out adequate clinical examinations.

The Judicial Committee of the Privy Council held the appeal hearing in October last year with three Justices of the Supreme Court - Lord Kerr, Lord Carnwath and Lord Kitchin – comprising the Board.
The basis of the appeal to the Privy Council was that the Committee’s findings on the facts of the case were flawed, with his counsel saying that Dr Elefterescu 'strenuously disputes the findings by the Committee of his dishonesty and lack of professional competence and submits that there is no adequate basis for them in the evidence’.
His counsel also told the Board that the Disciplinary Committee’s sanction failed to take into account mitigating factors and that the decision to remove Dr Elefterescu from the Register was disproportionate.
In relation to the appeal against the Disciplinary Committee’s findings on the facts, the Board was not persuaded by any of the arguments put forward on behalf of Dr Elefterescu. These arguments included that the RCVS had failed to call relevant witnesses and had failed to make Dr Elefterescu aware of the significance of some evidential matters, disclosed to him.
In respect of the sanction, the Board was also unpersuaded by the arguments put forward by Dr Elefterescu’s counsel, namely that it was too harsh in its assessment of aggravating factors, did not give adequate weight to mitigating factors, and that it failed to distinguish lack of competence from misconduct.
In its judgment on the arguments put forward by Dr Elefterescu’s counsel, the Board said: "It is the opinion of the Board that these criticisms are not well founded. The Committee considered with care Dr Elefterescu’s proven and admitted conduct in relation to each of the charges and whether it fell below or far below the standard to be expected. It is to be noted in this regard that a number of the charges which were either admitted or upheld were not the subject of any challenge on this appeal.
"Overall, the Committee found that Dr Elefterescu’s clinical failures were very serious, involved failures in the basics of animal care, resulted in animal suffering and involved widespread breaches of the respondent’s [RCVS] code of professional conduct. It also expressed particular concern about its findings of dishonesty, and rightly so. That conduct was, in its view, ‘at the top end’ of disgraceful conduct in a professional respect. What is more, Dr Elefterescu had a lack of insight into his failings and a wholly unjustified confidence in his abilities which constituted an ongoing risk to animal welfare."
"These were findings which the Committee was clearly entitled to make and, in the light of them, the Board is firmly of the view that the decision of the Committee to direct the removal of Dr Elefterescu’s name from the Register cannot be impeached. The Board rejects the criticisms made of the Committee’s reasoning and the conclusions to which it came. The direction that Dr Elefterescu’s name must be removed from the Register was appropriate and proportionate."

The independent panel of judges said that Johanna's nomination stood out for her ability to create a balance between leading a practice which maintains incredibly high clinical standards along with a welcoming, caring ethos with patients at the heart of everything they do.
Johanna said: "I’m absolutely ecstatic! I wasn’t expecting to win at all, so this is a real surprise – I just want to say thank you to those who nominated and all my staff for supporting me every day. What a brilliant feeling!"
The other big winner on the night was 387 Veterinary Centre. Two members of staff, Nicky Smith RVN and Joanne Civil, won 'Veterinary Nurse of the Year' and 'Veterinary Practice Support Staff of the Year' respectively, and the practice also took the overall 'Veterinary Practice of the Year' award.
'Veterinary Practice Manager of the Year' went to Anne Corson of Pennard Vets in Tonbridge.
To carry out the practice of veterinary medicine, a veterinary practitioner must be registered in the jurisdiction in which they are practising ie a veterinary practitioner who practises veterinary medicine in the Republic of Ireland must be registered with the VCI; likewise, a veterinary surgeon who practises in Northern Ireland, England, Scotland or Wales, must be registered with the RCVS.
EU Directive 2005/36EC enables a veterinary surgeon who is lawfully established and registered in an EU member state to provide services on a temporary and occasional basis in another member state. This service allows registered veterinary surgeons to occasionally practise in other countries in the European Union for short periods, up to a maximum of 30 days per year.
From 1st January 2021, the Directive will no longer apply to veterinary practitioners from the Republic of Ireland who may want to provide veterinary services in the UK and that they would therefore need to be registered with the RCVS even if provision of these services is temporary and occasional.
However, in October 2019 the Presidents of the RCVS and the VCI signed a Mutual Qualification Recognition Agreement. The agreement means that the degree in veterinary medicine from University College Dublin can be recognised by the RCVS, and the current eight RCVS-recognised UK veterinary medicine degrees can be recognised by the VCI. The recognised qualifications are accepted as the basis for registration to practise veterinary surgery by the RCVS in the United Kingdom and veterinary medicine by the VCI in the Republic of Ireland.
The VCI and the RCVS emphasised that regardless of whether a trade agreement has been signed between the EU and the UK by 1 January 2021, this will have no bearing on the Mutual Qualification Recognition Agreement currently in place.
Niamh Muldoon, CEO and Registrar of the Veterinary Council of Ireland, said: “This historic agreement will enable graduates of Irish and UK veterinary schools to continue to seek to practise in the other country when they wish. We look forward to continuing to collaborate with our colleagues in the RCVS in the future for the benefit of the profession in both countries.”

We know that veterinary surgeons based both in Northern Ireland and the Republic of Ireland have clients and undertake work on both sides of the border, and this Mutual Recognition Agreement will help to ensure that UK and Ireland-qualified veterinary surgeons are able to register in each other’s jurisdictions where required. I too look forward to continuing to work closely with the VCI both on a bilateral basis, and via pan-European institutions such as the Federation of Veterinarians of Europe.”
SPVS has announced that Professor Noel Fitzpatrick will appear ‘In Conversation’ with Martin Whiting, lecturer in ethics at the RVC, at the SPVS/VPMA Congress at the Celtic Manor Resort on 29/30th January 2016.
Noel is both an inspirational and a controversial figure. Few would question that his orthopaedic and neurology work has been both brilliant and life saving. Anyone close to him will tell you he is a dedicated workaholic who believes passionately in the sanctity of life.
However, some would argue that programmes like the BBC’s Bionic Vet and Channel 4’s Super Vet may raise expectations among pet owners as to what the average vet practice can do. And then there's the question of just how far practitioners should go to save / prolong an animal's life. Just because you can, does it mean you should?
These are the areas that will be explored in this hour long ‘conversation’ in a format borrowed from literary festivals. There will be an opportunity for the audience to submit their questions from the floor.

Good to see that the guide includes a recommendation that practices have measures in place to identify and resolve conflict at work and a clear policy on harassment or bullying, something which research by VetSurgeon.org, VetNurse.co.uk and ex-BSAVA Head of Scientific Policy, Sally Everitt MRCVS found correlated with reduced reports of sustained unpleasant behaviour in practice, a significant source of stress.

'FLUTD and Dysuria – a frustration for many and not just the cat' will be presented by Dr Hanne Friis Lund (DVM) from Idexx and Katy Smith from Royal Canin (pictured right).
Hanne will be talking about diagnostics, focusing on urine analysis and laboratory tests, whilst Katy will discuss nutritional management of the condition.

Rachel has also qualified as a member of the dentistry chapter of the Australian and New Zealand College of Veterinary Scientists, and regularly tends to the oral health of zoo and sanctuary animals, including bears, cheetahs, tigers and snow leopards.
She said: "I’m excited to be joining North Downs, which is renowned as a centre of excellence for specialist veterinary care, and I’m really looking forward to this new role. There is a clear benefit in having a multidisciplinary team on site to approach oral surgery cases.
"Dentistry is such a rewarding area and can deliver immediate changes to our patients’ health and well-being.

North Downs hospital director Terry Emmerson said: "Our aim is always to provide first-class care for our patients and to give an excellent service to their owners and the vets who refer cases to us.
"Rachel’s new dentistry service will be yet another specialist discipline on offer at North Downs to further extend the excellent care and treatment we offer here."
The appointment means that North Downs has a total of 11 specialist services, and makes it one of only a handful of centres in the UK that offer a dentistry service run by a dentistry specialist.
Miss Panait faced the charge that on 3 April 2018, at Cardiff Magistrates’ Court, she was convicted of causing serious injury by dangerous driving for which she was sentenced to 10 months in prison, disqualified from driving for 41 months and ordered to pay a victim surcharge of £140.
At the start of the hearing Miss Panait admitted to the charge against her which related to an accident on 15 May 2017 in which, following an attempt to overtake a number of vehicles, she lost control of her car and collided with a vehicle on the other side of the road, causing serious injuries to herself and life-changing injuries to the other driver. The Committee subsequently found this charge to be proved.
The Committee then considered whether the charge found proved made her unfit to practise veterinary surgery.
In doing so, it took into account the fact that Miss Panait was convicted of a serious crime which resulted in serious harm to another and for which she received a custodial sentence.
The Committee decided that the criminal conviction and the custodial sentence fell far below the standard expected of a veterinary surgeon and therefore rendered her unfit to practise veterinary surgery.
In considering her sanction, the Committee heard directly from Miss Panait who attended the hearing having been released from prison on licence.
Stuart Drummond, chairing the Committee and speaking on its behalf, said: "After the submissions the respondent spoke directly to the Committee. She was understandably emotional and was remorseful and apologetic. She acknowledged that she had made a mistake and apologised for bringing the profession into disrepute…. To the Committee her sense of personal responsibility or shame was palpable."
The Committee also took into account other aggravating and mitigating factors in the case.
The Committee recognised that it was a serious offence with significant consequences for both the victim and Miss Panait but accepted it was a single isolated incident, that Miss Panait has made efforts to avoid repetition of the incident by undertaking further driving instruction and recognised that she had displayed full insight and remorse. Furthermore, it also considered the many testimonials from colleagues and clients and that she had received significant support from her employers.
Mr Drummond added: "The Committee came to the conclusion that this was one of those exceptionally unfortunate and sad cases where it is appropriate and proportionate to take no further action. The respondent has insight and is deeply remorseful and has accepted full responsibility for what has happened.
"In the circumstances of this case the Committee determined that the public interest has been met by the finding that the respondent’s conviction renders her unfit to practise. The Committee was of the view that to impose any sanction now would be disproportionate."
In the study1, which was funded by Universities Federation for Animal Welfare (UFAW), an online questionnaire was completed by 744 snake owners worldwide but predominantly from the UK (68.8%).
The questionnaire investigated housing and husbandry practices and snake health and welfare as measured by clinical signs and behavioural indicators.
Associations between clinical signs, behavioural indicators and housing and husbandry aspects were tested for the three most common snake families: Pythonoids, Boids and Colubrids.
The study found 54.7% of snakes were kept in enclosures shorter in length or height than their body, preventing them from stretching out fully.
10.2% of snakes in the UK were kept in enclosures that do not comply with current recommended guidelines (minimum enclosure length <0.66 of snake length).
Whilst most snake owners (93.1%) reported measuring the temperature in their snakes’ enclosures, 24% of these checked less than the recommended once daily.
When looking at the most commonly owned snake species (royal pythons, corn snakes and common boa constrictors), 47.2% were kept in sub-optimal temperatures for their species.
Furthermore, 48.1% of owners reported not measuring the humidity in their snakes’ enclosure.
Owners reported that many snakes experienced at least one of the listed clinical signs, with the most common issues being skin shedding (28.2%), parasites (11.2%), rostral cuts and scrapes (7.4%) and respiratory problems (5.6%).
Snakes that were kept in enclosures <1 snake length had significantly more clinical signs compared to those snakes kept in enclosures >1 snake length.
Similarly, most snakes were reported to experience at least one of the listed negative behaviours, most commonly interacting with transparent boundaries (52.8%), wincing or withdrawal of head when gently touched (52.4%), putting the head under the substrate (52.1%), unusually high level of activity (51.1%) and attempting to escape (45.9%).
All these negative behaviours have previously been described as associated with captive stress.
Snakes that were reported as having more clinical signs tended to show more reported negative behaviours.
Dr Nicola Rooney, Senior Lecturer in Wildlife and Conservation at Bristol Veterinary School and corresponding author for the paper, said: “Our study has highlighted various concerns for snake welfare.
"The first of these relates to enclosure size, with snakes commonly being kept in vivaria preventing straight-line postures and movement.
"Snakes that were unable to stretch out fully had more clinical signs than those that were able to stretch out fully.
“Whilst we did not find a significant association between temperature or humidity and measures of health and welfare in this study, it is a concern that many snakes were housed in conditions considered sub-optimal for their species.
"We know that appropriate temperature and humidity is vital for maintaining the health of snakes and it would therefore be prudent to investigate these associations further, using methods other than owner reporting.”
Dr Huw Golledge, Animal Welfare Editor-in-Chief, said: “Until now, there has been little empirical data on the housing and husbandry practices of privately kept snakes, and how these impact on their welfare.
"As the first study of this size, this research provides valuable baseline data against which future surveys or welfare interventions can be compared.
“As this survey relies on owner-reported information, it is very likely that many of the frequencies of clinical and behavioural signs are underestimated.
"This demonstrates the need for evidence-based recommendations, and the importance of such recommendations being made accessible to owners to improve snake welfare.”
