If they become law, the changes proposed by the working party will have a profound effect on all practising veterinary surgeons and nurses, so it could not be more important that you express your opinion, whether that is in support of the changes or against them.
The proposals fall under five main headings below, each of which is linked to a discussion thread on the subject. Of particular note is the 'fitness to practise' section which includes proposals for radical changes to the disciplinary process:

SPVS is inviting practitioners to a week-long CPD and diving course taking place at the Red Sea from June 14-21st.
Five days of diving at Egypt’s Sharm El Sheikh will be combined with 16 hours of CPD on orthopaedics, including fracture planning presented by Malcolm Ness BVetMed DipECVS CertSAO FRCVS. Other subjects include the provocatively titled ‘So You Think You Know How to Run a Business?’ presented by Simon Robinson, Senior Business Manager at LloydsTSB.
The event has been organised to avoid the busy school holiday period and vets’ own family commitments.

The interactive map, which has been launched as part of Ceva’s ‘For Flock’s Sake – Vaccinate!’ awareness campaign, uses data from the company’s on-farm testing for Chlamydophila abortus, the bacterium that causes EAE.
Ceva says the map shows that the disease is present across the UK, although cases may well be much higher than shown, as the map is only based on farms that the company has tested positive for the bacterium.
Positive EAE cases on farms are recorded by county on the map, so farmers can check for EAE in their area.
The map, available at www.eaemap.co.uk, will be updated regularly as new farms test positive for EAE.

John graduated from the RVC in 1973, after which his first job was at a mixed, mainly farm animal practice in Gloucestershire.
From there he moved to a mixed equine/small animal practice in Maidstone before joining Pierson Stewart and Partners, of which he later became a partner and then sole owner. He sold the business in 2018.
John has lectured widely in veterinary dentistry, practice management and cardiology.
He continues to see cardiac cases and carry out breed heart certification.

Dr Vlad Butnaru faced two charges, the first of which was that in May 2021, he had signed a passport and/or passport application for a horse and electronically signed a declaration stating that he “had read the above microchip, which had previously been implanted for the animal” when, in fact, the microchip had not been inserted into any horse and he had not read it.
The second charge was that, in relation to the matters set out in the first charge, Dr Butnaru’s signed declaration was false, and that he had acted dishonestly and misleadingly, he risked undermining procedures designed to promote animal welfare, and failed to take sufficient steps to ensure that the microchip number recorded for the horse was accurate.
Dr Butnaru admitted the first charge on all counts, and that the declaration he had signed was false.
He also admitted that his conduct was misleading and that he had failed to take sufficient steps to ensure that the microchip number recorded for the horse was accurate.
However, he denied that his conduct had been dishonest and that he had risked undermining a procedure designed to promote animal welfare.
In its decision, the committee noted that Dr Butnaru kept introducing new versions of what happened for the first time at the hearing and changed his account as he went along, as well as being evasive when answering questions.
The Committee therefore felt that Dr Butnaru could not be considered to be a reliable witness, and whilst it did not know the true reason why he was prepared to sign a false declaration on a passport application, it was satisfied that he'd made a false declaration dishonestly.
The Committee also found that Dr Butnaru had failed to take sufficient steps to ensure that the microchip number recorded for the horse was accurate as, if the passport had been issued on a false premise because of misleading information provided by Dr Butnaru, then it could not function as it was meant to which, in the Committee’s view, clearly risked undermining procedures designed to protect animal welfare.
The Committee found that Dr Butnaru had breached the parts 6.2 and 6.5 of the Code of Professional Conduct, as well as Principle 1 of the 10 Principles of Certification, namely that ‘a veterinarian should certify only those matters which: a) are within his or her own knowledge; b) can be ascertained by him or her personally; c) are the subject of supporting evidence from an authorised veterinarian who has personal knowledge of the matters in question; or d) are the subject of checks carried out by an Officially Authorised Person (OAP).’
The Committee found there were no mitigating factors.
Aggravating factors, on the other hand, were that Dr Butnaru had participated in premeditated misconduct, made financial gain from his actions as he was paid to make the false declaration, abused his professional position, and showed blatant or wilful disregard of the Horse Passport System and of the role of the RCVS and the systems that regulate the veterinary profession.
The Committee found that all proven charges amounted to Disgraceful Conduct in a Professional Respect.
On considering the sanction, the Committee once again considered the aggravating factors, as well as additional mitigating factors in that Dr Butnaru had no previous disciplinary history, showed limited insight by admitting to some of the charges, showed expressions of remorse, and was provided with a positive testimonial.
Paul Morris, chairing the Committee and speaking on its behalf, said: “The Committee was cognisant of the importance of a veterinary surgeon’s signature on any document.
"This should have been obvious to any veterinary surgeon, but particularly someone of Dr Butnaru’s 11 years’ experience (at the time of signing).
"The Committee was well aware of the impact and ramifications for Dr Butnaru of any decision to remove him from the Register, but had to weigh his interests with those of the public.
“In doing so it took account of the context and circumstances of the case, all matters of personal mitigation, Dr Butnaru’s previous unblemished record and the need to act proportionately.
"However, the Committee was of the view that the need to uphold proper standards of conduct within the veterinary profession, together with the public interest in maintaining confidence in the profession of veterinary surgeons and protecting the welfare of animals, meant that a period of suspension would not be sufficient.
"His actions were fundamentally incompatible with remaining on the Register and thus the only appropriate and proportionate sanction in all the circumstances of this case was that of removal from the Register.”

A vast improvement, and depending on what the £181,000 bill included, it may not have been as overpriced as it sounds.
Either way, it prompted a great quip from Tory environment spokesman Nick Herbert: 'At least it's now clear that, like the rest of the country, Defra has gone off Brown.'
All laying flocks that adhere to the British Lion Code of Practice must be vaccinated against Salmonella Enteritidis and Salmonella Typhimurium during the rearing period.
Environmental sampling is carried out to monitor the flocks for Salmonella infection from 22-26 weeks of age and continuing every 15 weeks throughout the laying period.
Version 8 of the British Lion Code of Practice states that approved Salmonella testing laboratories must undertake testing to differentiate between field and vaccine strains of Salmonella.
The Cevac Salmovac vaccine strain can occasionally be detected during routine sampling.
When this happens, the accredited laboratory can carry out the differentiation testing whilst also sending the samples to the official confirmatory laboratory for final identification.
Ceva says ASAP significantly improves and speeds up the differentiation between vaccine and field strains, providing early reassurance to the producer that the official confirmation will identify the vaccine strain.
The ASAP Salmonella differentiation test has 100% sensitivity and 100% specificity for differentiating the Cevac Salmovac vaccine strain from any Salmonella field strain.
Pippa Abbey, poultry national veterinary services manager at Ceva Animal Health said: “Several tests are available to differentiate Cevac Salmovac from Salmonella field strains, however using ASAP as a second medium significantly improves and speeds up the differentiation process, ensuring that laboratories can quickly and efficiently detect the presence of the Cevac Salmovac strain.
“The ASAP media is also a useful tool for monitoring Cevac Salmovac drinking water vaccination and helps with vaccination auditing.”
Ceva also says that using ASAP media as a tool for monitoring the application of its vaccine can provide reassurance that it has been given successfully.
On the day of vaccination, following priming of the drinker lines, a water sample can be taken from the end of the line and sent to the laboratory for testing.
Cevac Salmovac will grow in dark blue/purple colonies indicating vaccine availability throughout the poultry house and a good vaccination process.
Novartis Animal Health has announced that it has assumed marketing responsibilities for the joint health supplement Cosequin in the United Kingdom and Ireland.
Cosequin, which contains glucosamine and chondroitin sulfate, is available in a range of presentations for dogs, cats, and horses.
The product, which was previously marketed by MSD, is the leading joint health supplement among veterinary surgeons in the US and Europe.
Novartis says Cosequin is an important addition to its Orthopaedic Health Category, which in 2009 introduced Onsior (robenacoxib), the first tissue-selective pain relief for cats and dogs.

Vet History is part of a five year project to improve access to and awareness of the wealth of material held by the College, which began with the appointment of a qualified archivist in October 2015 and the creation of the online database which includes descriptions of material catalogued to international archive standards. The catalogue will be fully searchable with biographical profiles for major persons featured in the collections.
The papers of the prolific veterinary author and army veterinarian Major General Sir Frederick Smith (1857-1929) are amongst the first collections to be fully catalogued and described online. The material covers the length of Smith’s career from case notes recording treatment of army horses in India in the 1880s to correspondence from the last 20 years of his life, in which he wrote a four volume history of veterinary literature. Smith was involved in the Army Veterinary Service during the Second Anglo-Boer War and the First World War, and his honest and candid accounts of the loss of horses by the Army illustrate fascinating aspects of veterinary, social and military history.

In a 2019 BVA Voice of the Veterinary Profession Survey, 89% of vets said that they would like to play a more active role in the UK sustainability agenda.
The new checklist includes four major areas for action that cover practising responsible resource use, being sustainable in your operation, using medicines responsibly, and sustaining the team. Each theme has a list of ways that these actions can be achieved.

The campaign is being fronted this year by a number of social media influencers, appropriately including Cat the Vet, aka Cat Henstridge (pictured right), Louisa The Vet and Alex And Bump.
Ceva has produced a number of materials to help practices get involved, including social media posts and templates which are now available from Ceva Territory Managers, or from the veterinary social media platform, Vet Social.
The company will also be launching an educational video that helps people recognise that older cats, and those with concurrent diseases, may have high blood pressure but show little in the way of recognisable signs.

Carried out by the Royal Veterinary College (RVC), the Animal Health Trust (AHT) and Rossdales Equine Hospital, the study also revealed that the groups particularly at risk were native pony breeds and their crosses, as well as horses and ponies with a history of laminitis and those with lameness or soreness after routine hoof care.
This research, funded by World Horse Welfare, comes from the first ever online study that collected information on laminitis from a group of owners in real time.
The researchers say that the study is also the second largest to identify weight gain as a risk factor for laminitis. Data was collected from the owners of 1,070 horses and ponies in Great Britain, who reported their animal’s management, health and estimated weight via online questionnaires for 29 months.
Owners were encouraged to use a custom weight tracking tool designed by the study/research team to help regularly track changes in their animal’s weight and body condition. The uptake of this tool was high, with over half of participating owners using it.

Other study findings included:
A high risk of laminitis was present in horses shod or trimmed at intervals of more than 8 weeks, and in those that took a long time to return to soundness after a bout of laminitis.
Diet, grazing management and health were factors closely associated with the development of laminitis and will be the subject of future investigation.
Researchers also noted that weight gain often occurred unintentionally, even when owners were aiming for their animals to maintain or lose it. This reiterates the need to consistently record weight and body condition in order to prevent undesirable weight gain.
Dr. Dee Pollard of the AHT, one of the study’s chief authors, said: "This is one of the largest, and the first, online laminitis studies where we collected regular information from the same group of owners in real-time. We assessed the relationship between laminitis and many potential management and health factors and identified those more likely to be present before a laminitis episode was reported.
"We now have good evidence to develop laminitis prevention guidelines, and a number of different avenues to explore in the future. We cannot emphasise enough how important systematic and regular weight and body condition monitoring are. It’s very easy to miss weight gain when you are just relying on your eyes and you see your horse or pony every day. You need to get hands on, feel for the fat deposits and take measurements, remember the figures don’t lie!"

The project was 'highly commended' at the RCVS Knowledge 2024 awards.
The CVS clinical improvement project found that a major barrier to conducting ultrasound scans was a lack of confidence - both in using equipment and interpreting images.
A recent Canadian industry study has also reviewed barriers, citing a lack of equipment, training and skills as root causes1.
The ultrasound project aimed to review practice equipment, improve clinician case identification, increase clinical skills and confidence, and recommend ultrasound in all appropriate cases.
The company put together resources for vets and nurses designed to help improve ultrasound scan rates, including clinical guidelines, webinars for how to approach cases, and machine guides.
CVS then held training sessions which for vets focussed on case identification and improving diagnostic skills, and for vet nurses looked at how to use ultrasound equipment and conduct scans.
An audit of each participating practices’ ultrasound scan rates was conducted at the start of the project. Results were then shared with each practice every month.
Twelve months after launch, data shows that the number of ultrasound scans has increased by 3,675.
Anecdotal evidence has also shown that colleague confidence and practice team culture has improved as a result of the project.
Dr Victoria Woods, Regional Clinical Lead at CVS responsible for the ultrasound clinical improvement project, said: “It’s fantastic to see the benefits increased ultrasonography is already bringing to our practices on this project – especially as a result of upskilling our nurses.
"I am certain that this will help contribute towards them providing some of the best clinical diagnosis and care in our profession.”
Following the success of the project in its first year, the project is now being developed to focus on echocardiograph and is being undertaken in 52 CVS primary care practices in year two.
Vets Now, in cooperation with its host practices and the Veterinary Poisons Information Service, is launching a new 'Tox Box' service giving veterinary surgeons 24 hour direct access to the treatments that they are most likely to need, and least likely to stock, in a poisoning emergency.
Vets Now says this new service represents a significant step forward in the ease and availability of care for the intoxicated patient.
Through Tox Box, any vet calling the VPIS advice line after 31st March 2011 will be able to access the drugs required in a poisoning emergency at selected Vets Now clinics and their host practices across the UK. Drugs will be available at cost, plus a small handling charge.
Amanda Boag, Clinical Director at Vets Now said: "We are delighted to be working in partnership with VPIS to offer vets this life-saving service for pets across the UK.
"As emergency and critical care practitioners we frequently deal with poisoning cases and are pleased to be able to use our clinics to allow vets access to the treatments they need in a hurry.
"Tox Box is a service which has been designed to help enhance the current VPIS advice service whereby vets can now easily gain access to those drugs they are most likely to need to treat toxicities, but not stock internally, such as plasma and Adder anti-venom. The service VPIS provides is very important for vets, and we hope that this additional provision will greatly benefit them and the pets they are caring for."

It's the final call for comments on the draft new RCVS Code of Professional Conduct for Veterinary Surgeons, as the consultation closes on Friday, 24 June 2011.
The new draft Code, which is intended to replace the existing RCVS Guide to Professional Conduct for Veterinary Surgeons, was produced by a Working Party set up by the RCVS Advisory Committee.
The new Code is a short, principles-based document using the Federation of Veterinarians of Europe's Code of Conduct as the starting point. It will be supported by additional advice on specific areas of veterinary practice or issues, for example, clinical governance.
New requirements in the Code include compulsory continuing professional development, the RCVS Health Protocol and more on clinical competence. It also contains an updated declaration to be made by veterinary surgeons, which gives increased emphasis to animal welfare.

MSD Animal Health showed off Expertis LivestockPro, its new digital flock health management tool, to sheep producers at the NSA Sheep Event last week.
Expertis LivestockPro is an online website-based computer application designed to make flock vaccine and animal health product scheduling much simpler. MSD says it will provide a platform for vets to help their customers improve flock performance and productivity.
Project co-ordinator Marcus Sanders from MSD Animal Health, said: "Expertis LivestockPro really will make life easier for UK sheep producers. Shepherds will no longer have to rely on memory or written records in a filing cabinet or on a farm office wallchart to schedule animal health treatments. Embracing the new digital system will certainly save time and money, and ultimately reduce livestock losses from key sheep diseases."
The new application also keeps track of vaccine stock levels on the farm and reminds users to order additional product before it is needed. Users can set up various alerts on any Internet-connected device. LivestockPro also incorporates medicinal product information and advice on correct vaccine administration.

CVS has announced a two year programme of investment of more than £3 million in two high-field (1.5 Tesla) MRI scanners and seven CT scanners as part of a programme to provide advanced imaging resourcing across the group.
The first of the MRI scanners will be installed at ChesterGates, CVS' multi-disciplinary veterinary referral hospital, in Spring 2015. CVS says it believes it will be the most advanced MRI system for pets in the North West of England.
The seven 16-slice CT scanners will be installed at CVS hub practices, including ChesterGates, PetMedics in Manchester, Beechwood Veterinary Hospital in Doncaster and St David's in Devon.
CVS Referral Director John Innes said: "We are committed to utilising the latest technology across the group and this investment in our scanning capability is a good example. The new MRI scanner at ChesterGates will enhance the high quality specialist referral services we offer, particularly in neurology because MRI is used mainly to image the brain and spinal cord.
"The seven new CT scanners will enable our teams to scan a chest or abdomen rapidly and with outstanding image quality. Image data can be processed and viewed in other planes or 3-D rendered to assist with decision making and surgical planning. The installation of the new CT scanners will be rolled out over the next two years, enabling us to offer cost-effective advanced imaging to many more of our clients across the country."
The event, which is being organised by Colin Whiting MRCVS and his wife Lizzy (also MRCVS), is taking place at Killaworgey Farm, Black Cross, Newquay, TR8 4LU
Performing on the outdoor stage at the event are the Ceilidh Band and Spit Roast, a covers band.
Catering includes a licensed bar, wood-fired pizzas, log-roasted chicken, pulled pork burritos, pasties and cream teas.
There'll be a quiz night, fancy dress and an outdoor showing of the film Trainspotting.
And if all that weren't enough, you'll be just a stone's throw from Newquay and its nearby beaches, and about 30 mins drive from the Eden Project.

Sandymoor Vets and Westbrook Vets are headed by Clinic directors, Dr Becky Crossfield and Dr Rhys Peters, supported by a team of 18 vets, nurses and receptionists at each practice and a six-strong head office support team providing finance, marketing, property and HR expertise.

Bayer Animal Health has announced it'll be running the 'Be Lungworm Aware' campaign in April 2011. The campaign is targeted at dog owners to raise awareness of the risks associated with the lungworm Angiostrongylus vasorum.
A Bayer spokesman said: "Over the past years, the spread of A. vasorum has been cited by independent experts, and disease caused by this parasite is increasingly diagnosed. Previous lungworm awareness campaigns have been successful in increasing dog owner awareness of A. vasorum and how their dogs can become infected. However, there is still a lack of recognition as to the signs associated with this infection, so the continuing education of dog owners is extremely important."
The national 'Be Lungworm Aware' activity for April includes TV, radio and print advertising in the form of an educational 'public information' style feature. A national awareness day is also planned for 6 April, which will include radio broadcast and web chat TV, and feature veterinary surgeon Luke Gamble and TV presenter Jenni Falconer.
Bayer has produced a package of veterinary support materials to allow practices to take part in the campaign and raise awareness at a local level. Materials include: an educational waiting room wall display and DVD, and client leaflets. A PR pack has also been produced which contains useful images and information which can be used on websites and in newsletters, as well as a press release for issuing to the local media and radio stations.
