The RCVS has announced the members that will comprise its new Audit and Risk Committee, which was set up following recommendations in the RCVS Overspend Review Group's report (otherwise known as the McKelvey Report).

Non-Council membersElizabeth Butler (Chairman) is a practising Chartered Accountant who has held a wide variety of non-executive appointments, bringing both professional expertise and a depth of understanding of risk and governance. Among other roles, she has chaired the audit committees of the Royal College of Nursing and Hyde Housing Association, and currently chairs the audit committees of the Electoral Commission and the Local Government Boundary Commission for England, she is also chairman of Lewisham Healthcare NHS Trust.
David Hughes is a chartered accountant and a former senior partner who has extensive expertise in financial reporting, accounting, auditing, risk management and governance issues. He is currently a Non-Executive Director and Chairman of the Audit Committee for the Highways Agency and a member of the Department for Transport Audit Committee.
Judith Rutherford has five years' experience as a Non-Executive Director and as a member of the Audit Committee in a community Healthcare and Primary Care Trust within the regulated environment of the NHS. She is currently Director of an organisation that provides interim management and consultancy to the private and public sectors.
RCVS Council membersRichard Davis is a Privy Council-appointed member of RCVS Council. He farms 104 hectares in North Bedfordshire and has been a director of First Milk Ltd for seven years. He has also been a director of Westbury Dairies Ltd, where he was Chairman of the Audit Committee. Richard has served on the audit committee of Assured Food Standards (Red Tractor) for the last six years and served as the Chairman of Assured Dairy Farms for six years (the scheme sets, audits and monitors production, welfare and environmental standards for most UK processors, and over 12,000 dairy farms).
Lynne Hill MRCVS is Chief Executive of Langford Veterinary Services Ltd, University of Bristol, and was previously Head of the Clinical Services Department at the Royal Veterinary College. Prior to that, Lynne was European Marketing Manager for Hill's Pet Nutrition. She is an elected member of RCVS Council and was President in 2005-6.
The non-Council members of the Committee were appointed by a panel chaired by Sir David Barnes, Chairman of the Governance Review Group.
The new Committee, which is accountable to Council and will report at least annually, will meet for the first time in early autumn.

The Association says continuing uncertainty over the pandemic was the driving force behind the decision and it feels that a virtual Congress is the best option in 2021. The event will be held from Thursday 25th – Saturday 27th March.

"The positive is that without the need to travel Congress becomes accessible to a wider audience, with scope for more practitioners to attend more sessions. There’s a level of flexibility and convenience that’s just not possible with a physical event."
The BSAVA has partnered with a leading international provider of large-scale virtual conferences, tradeshows and exhibitions, with interactive elements facilitating one-to-one and group conversations.
The planned programme for 2021’s inaugural Manchester event is currently being repurposed for the virtual format, with a significant focus on ensuring the experience is as interactive as possible for each delegate.

The Veterinary Karting Championship, organised by NVS, is proving a huge success, according to the company. At the half way stage of the championship, around two hundred drivers have already participated in regional events in Manchester, Edinburgh, Essex, Surrey and Reading.
Drivers arrive following evening surgery and change from veterinary uniforms into their race suits. All drivers receive race and safety briefings before heading off to meet their team mates and get a feel for the track during the practise session.
Racing lasts for an hour and a half, during which time teams have to use clever strategies and tactics to remain in pole position and avoid eviction from the track for foul play. At the end of the evening, all competitors get a goody bag and jacket, with each member of the winning team receiving a bottle of champagne, a trophy and certificate.
Caitrina Harrison, Sales & Marketing Director at National Veterinary Services, said: "All the evenings have been great fun and have certainly shown the competitive side of the veterinary profession. The ladies have definitely given the men a run for their money, especially in Scotland. Bayer Animal Health has launched a new marketing campaign for Drontal that celebrates the special roles pets play in people's lives.
As part of the campaign, the company has carried out research amongst 2,000 cat and dog owners to discover how owning a pet changes behaviour and positively impacts their daily routine.
The survey found that 76% of dog owners say their four-legged friend is like a personal trainer that motivates them to take exercise, with one in four saying they've lost weight since getting their pet. Of these, one in ten say they've lost half a stone or more.
As part of the Special Roles campaign, Bayer has launched a competition to find the nation's most interesting pets. People can upload their favourite pet photo and explain what it is that makes their animal so important to them. Dave (pictured right) says he has created the group to address two problems. Firstly, the chronic lack of support for new graduates in their early years leading to avoidable levels of stress and burnout. Secondly, the knock on side-effect of this poor support, that many graduates turn their back on the profession for good, leading to a national skills shortage and recruitment crisis.
Dave said: "Veterinary graduates across the UK have been crying out for more support for years and this lack of support is the main reason for career dissatisfaction and burnout.
"Through a coordinated program of lectures blended with group mentoring and access to a like-minded peer network beyond university, VetX delivers a level of support that is simply not available through any other current means."
Dave is quick to avoid pointing any fingers of blame at practices, saying: "In my experience employers start out with good intentions, but then the reality of clinical life sets in and most just run out of time to deliver the support required. VetX solves this problem by taking much of the mentoring workload away from the practice."
Although the programme is open to all and is designed to complement in-house training, Dave says VetX gives smaller, independent practices the chance to compete with larger corporate groups which offer in-house mentoring schemes in a very cost-effective way.
The VetX programme is now open for enrollment and will take in a maximum of 50 new or recent graduates beginning in September 2017. Dave says early enrollment is advised as places are filling fast.

According to the charity, the fire broke out in an adjacent building in the early hours of the morning and caused considerable damage before it was put out by the fire brigade.
Luckily, the building was unoccupied at the time and nobody was hurt.
Structural damage was caused to the building and the charity reports that much of its office contents were damaged or destroyed by fire, smoke or water, including its servers.
However, because of coronavirus, the charity had already put systems in place to operate remotely, so it expects to continue service more or less as normal.
Bluevac-3 is an inactivated injectable vaccine indicated for the active immunisation against BTV-3 for use in sheep and cattle.
Ceva says it reduces viraemia, prevents mortality and reduces the clinical signs of BTV-3 in sheep and reduces viraemia in cattle.
In sheep, Bluevac-3 can be administered from two months of age and two doses of 2ml should be administered subcutaneously three weeks apart.
In cattle, the vaccine can be administered from two months of age and two doses of 4ml should be administered three weeks apart.
Onset of immunity occurs 21 days/three weeks after completion of primary vaccination in cattle and sheep.
The vaccine can be used in pregnancy in cows and ewes.
No negative impact on milk-yield after using the vaccine in lactating ewes and cows is expected.
Ceva developed the new vaccine in partnership with vaccine manufacturer CZV Vaccines and launched it in Europe early in the summer, to mitigate the impact of the disease already experienced in the Netherlands, Belgium, and Germany.
Craig Wright, ruminant business unit director at Ceva Animal Health, said: “In co-operation with our partner, CZV Vaccines, we have worked tirelessly to bring Bluevac-3 to the UK to help fight bluetongue which has the potential to cause severe financial loss to farmers.
"The availability of an effective vaccine is an essential tool to help suppress future outbreaks by reducing viraemia, preventing mortality and reducing the clinical signs of BTV-3.”
Licences to allow the use of the new vaccine will either be geographically targeted general licences, initially in high risk counties as part of a phased approach, or specific licences which can be applied for through APHA.

In contrast to the British Veterinary Association, The National Office of Animal Health (NOAH) has welcomed the decision by DEFRA not to proceed with the proposal contained in the draft Veterinary Medicines Regulations 2010 to prohibit the advertising of antimicrobials to farmers.
NOAH says it believes the proposal would have had a negative effect on farmers' ability to maintain their knowledge and awareness of animal health and welfare issues, and did not believe that it would reduce antimicrobial resistance profiles.
NOAH chief executive Phil Sketchley said: "Farmers, as professional producers of food, need to be kept well briefed on the antimicrobials they use, following prescription by their veterinary surgeons. Promotion by our members plays a key role in this and in educating farmers about animal welfare and disease."
NOAH members follow rigid rules on advertising and promotion through the longstanding Code of Practice for the Promotion of Animal Medicines.
Phil added: "The NOAH Code already goes beyond the Veterinary Medicines Regulations and is reviewed each year - this year we will be particularly looking to ensure that it fully reflects the industry's commitment to disease education and information on responsible use, particularly in relation to antimicrobial promotion. We have planned, at our Code review meeting in February, further discussions within NOAH and with the VMD to finalise how this can best be achieved.
"Importantly we must always remember that antimicrobial medicines for all animals are POM-V, meaning they have to be prescribed by a veterinary surgeon, and therefore it should be the vet who makes the decision on whether an antibiotic is needed. If such therapy is indicated, the most appropriate antibiotic for an animal or group of animals is selected by the veterinary surgeon based on the clinical signs shown, the current disease situation on the farm and in the area and where appropriate and feasible, is based on bacterial culture and sensitivity testing."
Using promotion to encourage responsible use, NOAH launched its 'Use Medicines Responsibly' campaign in 2009. A recommendation was made that members include a strap line on promotional material advising users to 'use medicines responsibly'.
NOAH was a founder member of the Responsible Use of Medicines in Agriculture Alliance (RUMA) and continues to be a strong contributor to and supporter of RUMA's communications to farmers including the antimicrobial guidelines. These guidelines are not intended to influence the veterinary surgeon's decision to prescribe but help support ways that the veterinary surgeon and farmer can work together to reduce the need to prescribe antimicrobials whilst ensuring they are used responsibly once prescribed in line with the principle of 'as little as possible but as much as necessary'.
Phil said: "Antibiotics are essential for the health and welfare of the UK's livestock population. NOAH accepts that antimicrobial resistance is a serious and growing subject of discussion for the medical and veterinary professions and we need to continue to take this matter seriously."
Ian also discusses the most effective treatment and prevention strategies: "“With surveys showing deworming frequencies below those recommended by ESCCAP and concerns surrounding over treatment of cats and dogs, there has never been a more important time to examine the importance of routine roundworm prevention. Without adequate control of Toxocara canis and Angiostronglyus vasorum, the impact on owners and their pets can be considerable."

The core section includes the elements seen as fundamental to being a successful GP vet, complimented by the individual vet’s selection of three elective modules which best fit their clinical interests.
IVC says it plans for the GP Vet Futures Award to be externally accredited.
A similar scheme will also be run for Australian colleagues wanting to spend time in the UK.
The programme will allow the company's vets to enhance their role internationally and to explore other parts of the world whilst furthering their career.
The programme is open to vets with over one year's experience, who want to work overseas and then return to their current practice afterwards.
Secondments are also available for staff in support office roles.
Staff will be able to return to their existing roles for up to 12 months, and thereafter a similar role will be made available to them in their region.

The new oncology department has a dedicated chemotherapy room, access to a variety of chemotherapy drugs and a fully equipped operating theatre – offering soft tissue and orthopaedic surgery services for surgical oncology cases.
The department also has access to high frequency ocular ultrasound, magnetic resonance (MRI), and computed tomography (CT) scan equipment.
The service will be led by residency-trained clinician in Small Animal Oncology, Nina Vigevani DVM MRCVS.
She graduated in 2019 from the University of Milan, completed a rotating internship and worked in general practice in Milan, before moving to the UK to start on an oncology internship at a referral practice in the South of England.

Academics from the University of Bristol's School of Veterinary Sciences and the neurology team at Southmead Hospital Bristol have published the results of study examining the use of percutaneous electrical nerve stimulation (PENS) therapy as a treatment for headshaking syndrome in horses.
The authors say that the condition, a neuropathic facial pain syndrome, often leaves affected horses impossible to ride and dangerous to handle, and can result in euthanasia. At present there are no consistently safe and effective methods for the treatment of headshaking in horses, and the condition is estimated to affect between 10,000 and 20,000 horses in the UK.
The study, which is published in the Equine Veterinary Journal (EVJ), aimed to discover whether PENS therapy, developed by Algotec Research and Development Ltd, is safe, effective and sustainable for the management of trigeminal-mediated headshaking in horses.
Seven horses diagnosed with trigeminal-mediated headshaking were recruited to the trial. All procedures were carried out in sedated horses with a needle-prick sized area of skin desensitised with local anaesthetic to help probe insertion. A disposable PENS probe was placed just beneath the skin adjacent to the nerve under ultrasonographic guidance. The nerve was stimulated for 25 minutes following a protocol of alternating frequencies and a perception threshold based on human clinical data. The probe was removed and the procedure repeated on the other side. Three or four treatments were used during the protocol, with treatments being repeated when signs of headshaking recurred.
All horses tolerated the procedure well. Three horses developed a haematoma at the site on one occasion and two had increased clinical signs for up to three days following first treatment. Six horses responded well after the first treatment and returned to ridden work at the same level before headshaking began. Five horses continued to respond to further treatment.
Veronica Roberts, Senior Clinical Fellow in Equine Medicine in the University's School of Veterinary Sciences, who led the study, said: "Headshaking in horses is a major welfare issue and can be a significant cause of distress.
"Although it is clear that further work is required, including increasing the number of cases and refining the treatment procedures, the study shows that PENS therapy should be the first-line treatment for trigeminal-mediated headshakers, which have failed to respond to conservative treatment, such as nose-nets."

The meeting follows growing concerns expressed both within the profession and in the national media about the shortage of veterinary surgeons in the UK.
Lizzie Lockett, RCVS CEO (pictured right), said: “Workforce shortages within the veterinary sector has been a concern for some time, however, in the past few months there has been a ‘perfect storm’ of circumstances, which have come together to exacerbate the problem. The issues include the ongoing impact of the pandemic, burnout and fatigue within the profession; the UK’s exit from the European Union, which has seen a significant reduction in the number of EU vets joining the Register as well as an associated increase in the need for veterinary certification; and an increase in pet ownership, and therefore demand for veterinary services, over the course of the pandemic."
In advance of the meeting, which is due to be help in November, the College will be conducting research to better gauge the extent of the problem both nationally and regionally.
The meeting will then consider how recruitment, retention and return to work might address the problem.
Lizzie added: “While there has already been a lot of focus and discussions around recruitment and retention, something less spoken about is return, and the summit will consider the reasons why members of the profession may move away from clinical practice, and if there’s more scope for different ways of working that could bring people back into clinical practice.
“Ahead of the summit we will be reviewing all the latest data that we and other organisations have shared to better understand the gap between capacity and demand, the push and pull factors on decisions to either join or leave clinical practice and build a more evidence-based picture of veterinary workforce trends.”
The summit itself, the date of which is yet to be confirmed, will involve key veterinary stakeholders including the veterinary schools, veterinary employers and representative bodies, coming together to ensure that there will be a joined-up approach in finding solutions to the issues confronting the profession.
Lizzie said: “It may not necessarily be easy to identify all the solutions in one day, and they won’t all come from the RCVS, but opening up the conversation and getting the professions focused on taking appropriate action is an important first step.”
Meanwhile, RCVS President Kate Richards this week wrote to all vets and nurses to reassure them them that the RCVS was aware of the problem and the additional pressures they are under as a result.
In the letter she wrote: “In the face of current shortages, I would like to stress that we support practice teams in prioritising cases strictly according to the health and welfare needs of their patients, and in informing their clients of the need to do so.
“We would also urge veterinary surgeons to share their caseload as much as possible, delegating permitted procedures to their veterinary nurse colleagues wherever appropriate to do so.
"And, we would like to remind veterinary surgeons that their current 24/7 emergency cover obligations, as set out in the RCVS Code of Professional Conduct, are limited only to taking steps to provide 24-hour emergency first-aid and pain relief to animals according to their skills and the specific situation."
She also added that, while members of the profession may be anxious about a potential increase in the number of concerns being raised by clients because they are not able to offer the level of service they would ideally like to, the RCVS would always take into account the entire circumstances surrounding a complaint as part of its investigation process.
She also said that the College would also continue to raise awareness amongst animal owners of the acute challenges currently facing veterinary teams around the country, and to request their ongoing patience and understanding.
To assist the profession, a series of FAQs have been produced to help with different situations that vets may encounter at the moment, particularly around the provision of 24/7 emergency cover, and to provide further guidance on delegating procedures to veterinary nurses. Data from the survey will be used as a comparison to previous years (2019 and 2020), to determine whether the changes in puppy buying in the UK seen during the COVID-19 pandemic have returned to their pre-pandemic baseline or persisted into 2021.
Dr Rowena Packer, Lecturer in Companion Animal Behaviour and Welfare Science at the RVC said: “The COVID-19 pandemic led to changes in the way many of us bought our household goods, with online ordering and delivery a common feature of lockdown life.
"The pandemic also led to changes in the way the UK bought puppies during 2020, due to the many restrictions to travel and social contact during this period.
"Many of these so-called ‘Pandemic Puppies’ became much-cherished companions, helping households cope with lockdown life; however, there are concerns that some owners were duped into buying from unscrupulous breeders.
"We are interested in whether pandemic-related changes in puppy buying persisted into 2021, so we can best support owners of puppies bought during this period going forward."

CEVA Animal Health has published an information booklet on Q Fever to help broaden awareness and understanding of the disease.
Q Fever is an emerging, worldwide disease that affects goats, cattle and sheep as well as humans. It is caused by the bacterium Coxiella burnetii and can induce late abortions, metritis, fertility problems, mastitis and low vitality in neonates born from carrier animals.
The new booklet explains how the disease is transmitted, the symptoms, diagnosis and how it can be managed and prevented. CEVA already have expertise in the treatment of diseases caused by Coxiella burnetii and have developed a vaccine that has been used under temporary license to control outbreaks in France and the Netherlands.
