The RCVS has announced the results of the RCVS Council and VN Council elections.
Re-elected to three of the six seats available on RCVS Council were current President Neil Smith (1,687 votes), incoming Standards Committee Chairman David Catlow (1,656) and Vice-President Jacqui Molyneux (1,304); and, from RCVS Day on 11 July 2014, they will be joined by new members David Bartram (1,674), Susan Paterson (1,496) and Mandisa Greene (1,296).
The two available places on VN Council were taken by existing member Hilary Orpet (611 votes) and new member Amber Richards (371).
Notably, half of the successful RCVS Council candidates this year were women, two of whom being elected for the first time.
Overall turnouts in both elections fell, with 4,137 (16.1%) veterinary surgeons and 1,157 (10%) veterinary nurses voting. These turnouts and voter numbers compare with 4,661 (18.8%) and 1,329 (12.5%) last year, and ten-year averages of 3,927 (17.4%) and 869 (9.9%), respectively.
RCVS Registrar Gordon Hockey, said: "It was always going to be tough to beat last year's record turnout, even with a record number of candidates standing this year, but it's encouraging that voter numbers are still the third highest in the last ten years.
"I'd like to be amongst the first to publicly congratulate all the successful candidates this year, and to encourage those who weren't successful this time to stand again in the future. I'm very much looking forward to working with our three new RCVS Council members whilst, at the same time, delighted that the profession has returned three existing members to their seats, enabling them to continue their work for the College."
Chair of VN Council, Kathy Kissick, says: "Many congratulations to Hilary, who has been returned to the VN Council for the third time running, and to Amber, who I'm looking forward to welcoming to VN Council in July. Sanofi-aventis and Merck & Co., Inc. announced today that Sanofi-aventis has exercised its option to combine Merial with Intervet/Schering-Plough, Merck's Animal Health business.
The new joint venture will be equally-owned by Merck and Sanofi-aventis. The formation of this new joint venture is subject to execution of final agreements, antitrust review in the United States, Europe and other countries, and other customary closing conditions. The completion of the transaction is expected to occur in approximately the next 12 months.

The worldwide animal health market reached $19 billion in 2008. Products for companion animals accounted for 40 percent of total sales while products for production animals accounted for the remaining 60 percent of total sales. This market is expected to grow at around 5 percent per year over the next 5 years, driven by a growing demand for animal proteins, as well as a strong consumer needs for companion animal health care.
The companies said that both Merial and Intervet/Schering-Plough will continue to operate independently until the closing of the transaction.

A further 1,200 practices outside Europe have also embraced the scheme, which ISFM has been running with support from Purina.
There are signs that this number is set to grow. In a survey conducted by ISFM and Onswitch at BSAVA Congress this year, more than 80% of veterinary surgeons and nurses were aware of the Cat Friendly Clinic programme and over 20% said that they were working towards accreditation.
The charity says that in addition to this growth in the number of accredited practices, there has been a more general move in the profession towards positive action for the welfare of cats in daily practice, often championed by veterinary nurses.
It is often the nurses, says the charity, who have implemented the changes required to create a less stressful environment for cats. It is the nurses too who have reported changes in the behaviour of cats within the clinic. With less stress and aggression in the clinic, cats are easier to handle and owners are much happier with the relationship between them, the cat and the clinic.
Andy Sparkes, ISFM Director said: "It is so exciting to see the changes which are happening – not only are we improving our veterinary care, but we are making the whole veterinary experience better for cats and their owners.
"Clinics also notice a difference in practice revenue, as well as having very happy clients. Clients notice the difference in their cats’ behaviour and clinics become known for being cat friendly. Previously it has been difficult to market the clinic to cat clients who need a very different message to dog clients.
"The benefits of having everyone in the practice on the same cat friendly page are many: nurses' lives are made easier by having calmer cats to deal with, vets can carry out procedures more easily because cats are less aggressive, and owners receive the same cat-friendly message about cat care no matter who they speak to within the clinic. Most importantly, the patients themselves are less stressed, less fearful and more likely to have a successful diagnosis and treatment. This leads to more satisfaction, more success in treating cats, and to much better cat welfare.'
According to the charity, veterinary practice architects and designers are also taking on the idea and most new premises are now being built with separate waiting areas for cats and separate feline hospital wards.
Matthew Rees of Technic, the hospital cage manufacturer, says he has noticed "a significant and quite dramatic increase in both the awareness and desire to achieve ISFM Gold Cat Friendly Clinic accreditation".
The company has designed a new range of ISFM gold standard cat pens. Matthew said: "The CFC scheme has also made a huge difference to us as manufacturers – with International Cat Care’s assistance and straightforward advice, we have now started to understand cats and in fact 'think feline’! Our products are without doubt far better due to this and ultimately it is the cats of the world that will benefit."
Inga Feller Devaud, from Purina said: "The Cat Friendly Clinic programme is changing veterinary practice for good. Our aim is that cats will no longer be treated as small dogs and that the veterinary experience for cats and their owners will be much less stressful, and barriers to visits will be removed, improving both preventive healthcare and speed of treatment for ill cats. Purina is delighted to be partnering with International Cat Care and ISFM at the forefront of these changes."

For the study, titled “RHDV2 epidemic in UK pet rabbits. Part 1: clinical features, gross post mortem and histopathological findings”1, veterinary surgeons were encouraged to submit case histories and the results of post mortem examinations of pet rabbits that died suddenly. Samples taken during the post mortem were sent for histopathological examination.
Frances Harcourt-Brown, corresponding author for the paper, said: "Case histories, macroscopic findings and histopathology results were available from 300 rabbits that died suddenly.
"Of these, 185 (62%) died from RHD and showed characteristic histopathological features of RHD including apoptosis and variable lytic and coagulative hepatocellular necrosis, with varying distribution.
"Interestingly, macroscopic evidence of disease was not present in all cases – for example, gross liver abnormalities were only reported in 30% of cases, despite all cases showing hepatocellular necrosis on microscopic examination.
"Rapid death and death of other rabbits in the household were common features of RHD.
"Histopathology was also useful in yielding valuable information about other causes of death in the rabbits that did not die from RHD.”
Nicola Di Girolamo, editor of JSAP said: “This is a terrible disease that is currently spreading in areas of the world that were free from it until recently. Having more evidence on the type of clinical presentations and lesions that should be expected with this disease in rabbit patients is going to be of tremendous value for clinicians. Given that there is not always macroscopic evidence of RHD, histopathology is key for the diagnosis of RHD in pet rabbits.”

The step-by-step guide offers guidelines to help farmers improve their herd's mobility.
It highlights the importance of implementing a robust and ongoing treatment plan to improve cow comfort and reduce lameness in the short-term, which will lead to increased production and herd welfare in the longer-term.
The guide includes advice on reviewing a whole herd by an independent RoMS (Register of Mobility Scorers) accredited mobility scorer, seeking veterinary advice or contacting a mobility mentor (someone who has been trained to deliver the ADHB Healthy Feet Programme) if lesions are identified, treating within 48 hours of identification with a combination of trim, block, topical antimicrobial spray and non-steroidal anti-inflammatory (NSAID), as appropriate, and the importance of ongoing treatment, prevention and monitoring every fortnight.

According to the company, the compact Vet abc Plus+ provides a complete blood count (CBC), including 4-part white blood cell (WBC) differential, from only 10 µl of EDTA whole blood, in only 60 seconds.

The annual minimum requirement for vets will be reduced from 35 to 26 hours of CPD, while that of veterinary nurses will be reduced from 15 to 11 hours. The reduction comes into force immediately.
A similar 25% reduction will also be introduced for veterinary surgeons holding Advanced Practitioner or RCVS Specialist status.
The decision to reduce the hours was made by the new RCVS Council COVID-19 Taskforce, chaired by RCVS President Dr Niall Connell, which was set up in order to make temporary policy decisions related to the pandemic in a quicker and more agile way. The proposal had previously been considered and supported by the RCVS Education Committee, VN Council and CPD Policy Working Group.
Niall said: “A number of veterinary surgeons and veterinary nurses expressed concern that it may be difficult to undertake CPD at present and so, in order to give the professions some breathing space, we decided we would reduce the minimum hours required for 2020. We also recognise that some practices are having to make the difficult decision to reduce their CPD budgets this year in response to falling footfall.
"However, it is worth reiterating that CPD need not be expensive or require physical attendance at lectures, congresses or other events. There are many online providers of CPD and other resources such as articles and webinars, some of which may be free. The key is that the CPD is relevant to you and enhances your professional practice and so we would still encourage all our members to undertake CPD as and when they can."

To support veterinary practices and staff affected by the COVID-19 emergency, the Veterinary Management Group (VMG) is pausing subscription renewals for all of its existing members for three months, in effect, giving them three months’ free membership, including access to resources such as the Business Re-emergence Manual. Bayer Animal Health has announced that following the success of its educational TV advertising campaign, which ran earlier this year and promoted the need to worm cats, a second advertising campaign will now run in September.
Bayer (makers of Profender Spot-on solution) says its first campaign, which ran in May, had the principal aim of driving pet owners to their vet to ask about spot-on worming for their cats.
As part of the same campaign, research was conducted on cat behaviour by interviewing cat owners and attaching 'cat cams' and 'cat navs' to nine cats around the country. The results were analysed by cat behaviour expert Roger Tabor and can be found on the website www.spotonwormer4cats.com/, both as a short video documentary and a 24-page report, entitled 'The Secret Lives of Cats'.
A consumer PR campaign was also run in parallel with the TV advertising, which Bayer says was very successful in attracting entrants to a competition to find the cat with the biggest personality. Winners of the Cats with Cat-titude competition have now been announced and profiled on www.spotonwormer4cats.com.
Dan White, Profender product manager, said: "Post campaign market research revealed there was a 5% increase in the awareness of spot-on cat worming.

From 31 October 2008, veterinary surgeons will again be allowed to charge animal owners for writing prescriptions, when a three-year ban on such fees comes to an end.
The Supply of Relevant Veterinary Medicinal Products Order 2005 was introduced by the former Department of Trade and Industry (DTI) to implement recommendations from a 2003 Competition Commission inquiry into the supply of prescription-only veterinary medicines, which, among other things, found that prescription charges were against the public interest. It was hoped by the DTI that the move would benefit consumers by providing for pharmacies and other suppliers to have an opportunity to establish themselves as competitors to veterinary surgeons in supplying prescription-only veterinary medicines.
Although veterinary practices will be able to make a charge for writing a prescription from 31 October 2008, one thing does not change: practices must not charge different fees for other services or veterinary medicines to those who take a prescription and those who do not.
Jill Nute, RCVS President said: "The OFT (Office of Fair Trading) will monitor the reintroduction of prescription charges and has indicated that the level of monitoring will be proportionate to the perceived need - how well the market is working.
In addition, the RCVS will monitor complaints that relate to prescription charges and meet with the OFT to review the situation in six months time. Care must be taken to ensure that prescription fees are calculated sensibly, or the zero-fee ruling may be reintroduced."
The OFT has advised that veterinary practices must not agree between themselves what constitutes a suitable fee: it is prohibited by competition law.

Other Competition Commission recommendations, such as displaying a price-list of the ten relevant veterinary medicinal products most commonly prescribed during a recent period, have been enforced since 2005 via the RCVS Guide to Professional Conduct and will remain in place.
The Disciplinary Committee of the Royal College of Veterinary Surgeons last week decided that a Lincolnshire-based veterinary surgeon should not be restored to the RCVS Register, having previously struck him off for disgraceful professional conduct, as it was not convinced that he accepted the seriousness of its finding.
In October 2007, Robert Morris, of Brant Broughton, near Lincoln, was removed from the Register having been found guilty of falsely certifying a horse to be fit for sale, despite knowing that it had a respiratory problem that could prejudice its use in the future by its new owners.
At the hearing, which concluded on 7 January, the Disciplinary Committee focused on several areas. On the day following the Committee's decision in October 2007, Mr Morris had falsely certified that two horses had been fully vaccinated every six months by his practice, when he did not know that this was the case. On two occasions during September and October of 2009, he had held himself out to be a veterinary surgeon, including examining, diagnosing and treating animals (horses and dogs). These issues, together with the fact that Mr Morris told the Committee that he was not fully familiar with the Twelve Principles of Certification, as set out in the RCVS Guide to Professional Conduct, led the Committee to believe that Mr Morris did not understand the seriousness of his conviction for disgraceful professional conduct.
The Committee also felt that there was a risk to future welfare of animals and protection of the public arising from Mr Morris' failure to understand the importance of certification. That he remained unfamiliar with the veterinary medicines regulations (and had been convicted at Grantham Magistrates Court on 1 November 2007 for possession of unauthorised veterinary medicinal products on 7 March 2006), was also taken as relevant in this regard.
The Committee also took into account the fact that Mr Morris had undertaken only limited continuing professional development since his removal, and it was concerned that it had not been presented with sufficient evidence to confirm Mr Morris' assertion that he no longer suffers from an alcohol problem.
Chairing the Disciplinary Committee, Mrs Alison Bruce, said: "In the light of its finding that Mr Morris does not fully understand the importance of accurate certification, nor of practising as a veterinary surgeon when he was not entitled to do so, the Committee considers that there is a risk to the future welfare of animals in the event of his name being restored to the Register."
She went on to add that in the case of veterinary surgeons continuing to work in a practice when struck off: "It is fully appreciated that veterinary practices may be owned and managed by lay people, however there must be a clear distinction between managing or working within a veterinary practice and practising veterinary medicine. It is of particular importance that any member who has been removed should recognise the difference between these activities. A member who has been removed must refrain from examining animals, making diagnoses or performing treatments, even under the direction of another veterinary surgeon, this includes giving veterinary advice."

The RCVS is hosting a free webinar at which it will explain changes to the guidance on 24-hour emergency care at 8.30pm on Monday 28 July.
Veterinary surgeons, veterinary nurses and other practice staff are all welcome to attend.
The webinar - 24/7 Emergency Care - A New Emphasis - will be led by RCVS Registrar and Head of Legal Services Gordon Hockey and Clare Tapsfield-Wright, former RCVS Council member and Chair of the RCVS Standards Committee. They will be explaining changes to supporting guidance of the Code of Professional Conduct and their impact on the responsibilities of practices and practice staff, as well as the public.
The changes to the guidance resulted from an extensive evidence-gathering process with both the profession and animal owners in respect of their expectations on the provision of 24-hour emergency veterinary cover.
The new supporting guidance, which was developed by RCVS Standards Committee after a thorough review of the evidence and approved in principle by RCVS Council in June, now places a greater emphasis on owners' legal responsibilities for the welfare of their animals as well as an obligation on veterinary surgeons to provide more information to clients about their out-of-hours service.
Furthermore, the new guidance will assist and empower vets to decline to attend an animal away from the practice when unnecessary or unsafe. The new guidance will be published online shortly.

The aim of the study was to assess the adverse effect profile of each individual AED by analysing all available data that has been published for each specific AED and then evaluating how reliable the data was. The study was published in BMC Veterinary Research (DOI: 10.1186/s12917-016-0703-y).
To do this the researchers gathered, screened and assessed all the information published in peer-reviewed journals and publications. The individual studies were then evaluated based on the quality of evidence, study design, study group sizes, subject enrolment quality and overall risk of bias. The results, say researchers, now provide a new and more objective insight into the tolerability and safety of the AEDs.
Co-author of the study, Marios Charalambous, said: "We recruited systematic and statistical methods to combine, compare and summarize the results of independent studies and, therefore, create more objective and reliable conclusions based on the current evidence. It was a time-consuming, demanding and challenging process, but we are sure that we provide the clinicians now with essential information which they can use for daily practice."
By reviewing, assessing and untangling the vast amounts of data, the researchers found that much of the evidence for the medical treatment of canine epilepsy was based on subpar reporting of adverse effect and in studies that were below the expected standard. They say that only in recent years can the quality of studies carried out be considered adequate.

Dr. Dave Brodbelt, Senior Lecturer in Companion Animal Epidemiology, added: “This is a valuable addition to the body of literature on canine epilepsy, highlighting safety issues and adverse events related to its management and adding further depth to the evidence base relevant to practicing vets."

Emergency Care of Alpacas (13 July, Sheffield)This course covers the management of dystocia and other problems in the peri-parturient female and neonate, resuscitation, common congenital problems, the failure of passive immune transfer and septicaemia. First aid for orthopaedic emergencies and wound care is covered as is working up the colic patient and the neurological patient.
Diseases of Game Birds (20 June, Swindon; 5 September, Sheffield)Aimed at ensuring that the veterinarian is able to deal with the demands of gamekeepers and game rearers, this course offers an overview of the industry and legislation, together with biosecurity and its application to wild birds. It includes review of common disease processes and control of antibiotic usage with some applied alternatives to traditional methods.
First Aid for the Large Animal Vet (5 July, Swindon; 2 August, Sheffield)This course is aimed at assisting large animal vets who may find themselves required to offer first aid to a colleague who has sustained injuries during a farm visit. It provides advice on assessing emergency situations, recognising and treating fractures, carrying out artificial ventilations and chest compressions, controlling severe bleeding and dealing with burns and scalds.
The Approach to the Sick Hen (18 July, Swindon; 13 September, Sheffield)Avian anatomy and the husbandry of the backyard flock are covered in this course, together with worming and vaccination advice, the approach to the sick hen and appropriate medication options.
Veterinary Care of Sheep (11 July, Swindon; 6 July, Sheffield) Covering the basics of best practice and flock health planning, this course provides practical advice on maximising lamb numbers, sheep lameness, controlling internal and external parasites and flock vaccination programmes.
Veterinary Care of Goats (10 July, Swindon) This course covers the behavioural, nutritional and environmental needs of goats across all sectors, including pet, meat, pedigree and commercial dairy goats. It also covers infectious diseases affecting goats in the UK, including diagnosis, treatment and control, in addition to disbudding, foot care and common surgical procedures.

As a result of the pledge, salaries for about a third of the pet emergency firm's 1280 employees, including receptionists and animal care assistants, are set to increase to at least £9.50 an hour from April.
Vets Now says it has made the pledge on the recommendation of the Living Wage Foundation, which offers independent advice to employers and says £9.30 is now the real cost of living, not the Government-set national living wage of £8.72 for people aged 25 and over.
Vets Now’s chief executive Mark Ross said: "Our people are our biggest asset and at the heart of everything we do. We want to properly recognise the vital role each and every one of them plays in the business.
"This move demonstrates our commitment to that. We are confident that by paying all of our staff a competitive hourly rate of at least 20p more than the real living wage we will achieve higher morale and lower turnover."
Animal care assistant, Jody Reynolds, who works in Vets Now out-of-hours clinic in Kirkcaldy, said: “It’s amazing that Vets Now has been able to increase salaries to not only meet but exceed the real living wage. The extra will really help towards the cost of everyday living and even allow a few luxuries."
The survey of 812 veterinary receptionists, which was carried out in the autumn, found that only 50% of veterinary receptionists are paid more than the UK minimum/National Living Wage.
33% said they worked longer than their contracted hours and 37% said they didn’t receive overtime pay.
As a result, 64% of those questioned felt they were not paid fairly for the responsibilities they carry, which include ensuring practice protocols, handling veterinary medicines, promoting ‘sales’ eg of healthcare plans and dealing with often challenging clients.
Discontent with salary levels was exacerbated during the COVID-19 pandemic. 49% of respondents were furloughed and 91% of them received no top-up pay from their practice in addition to the government’s 80% contribution.
The BVRA says it recommends that Registered Veterinary Receptionists (RVRs) are paid at least £10 per hour, irrespective of their age.
A lack of access to CPD was also an issue. 56% of respondents wanted to update and increase their knowledge but the same percentage claimed a lack of time was a barrier. With 80% of practices not allocating time for receptionists to undertake CPD and 44% receiving no budget for it, one respondent from a corporate practice confirmed that they could only undertake CPD in their own time, even that required by the company, such as training on health and safety and compliance.
While participants expressed a high level of satisfaction with their relationships with vets (71% were satisfied or very satisfied) and nurses (74% were satisfied or very satisfied), the same cannot be said for their relationships with practice managers. Fewer than half (46%) were satisfied or very satisfied with their relationship with their practice manager and 51% were satisfied or very satisfied with their relationship with the Clinical Director or Partner.
Only 26% were satisfied with their working relationship with head office (if part of a corporate group). Relationships were further strained during the COVID-19 pandemic with 71% of those furloughed saying communication with their practice boss had been average or poor.

These waste anaesthetic agents can then be extracted from the filter, without incinerating or release them into the atmosphere.

The Royal College of Veterinary Surgeons is stressing the need for employers to check the registration status of the veterinary surgeons and veterinary nurses they recruit.
This comes following several incidences where veterinary surgeons have been found to be either not registered or registered in the wrong category. For example, foreign nationals wishing to work in the UK must be registered as home-practising members, not overseas-practising members. The latter category is for those practising overseas who wish to retain their MRCVS status.
Furthermore, there have been some cases of veterinary surgeons registering as ‘non-practising' and going on to carry out veterinary nursing roles, in the absence of relevant qualifications or being listed/registered as a veterinary nurse. This may be happening in cases where overseas veterinary surgeons are struggling to find work in the UK, possibly due to language difficulties.
RCVS President Jill Nute said: "Vets and veterinary nurses have complementary roles within the practice team. If someone wishes to undertake a veterinary nursing role, they should be qualified and registered as such. Many skills are taught in the veterinary nursing training that are not included in the veterinary degree. Although some veterinary nursing tasks can be carried out by veterinary surgeons, they certainly must not be undertaken by those who are not on the RCVS Register of Veterinary Surgeons".
She added: "Ours is a self-regulated profession and it is important that employers play their part by ensuring that practice employees are appropriately qualified and registered".
