The RCVS Disciplinary Committee has restored Joseph Lennox Holmes to the Register of Veterinary Surgeons, two years after he was originally struck off.
Mr Holmes was removed from the Register in February 2012 after the Disciplinary Committee found him guilty of multiple charges of serious professional conduct. Mr Holmes lodged an appeal against the decision, which was heard and dismissed by the Privy Council.
The original charges related to two separate complaints; the first involved numerous charges in respect of Mr Holmes' treatment of a King Charles Spaniel between October 2007 and March 2008; the second, several charges in relation to his treatment of three cats in 2008.
The Committee found that the majority of the charges amounted to serious professional misconduct. In removing Mr Holmes from the Register, the Committee found that "aggravating factors in both... cases included actual injuries to the animals... and a serious breach of the trust which Mr Holmes' clients had placed in him to make the welfare of the animals his primary consideration according to the standards to be expected of the profession". In addition, the Committee cited 10 further aggravating factors including lack of reference to continuing professional development (CPD) in clinical policies and practices; lack of reference to accepted practice; lack of appreciation of the importance of adequate pain relief when performing painful surgical procedures; reluctance to consider referral as an option; and lack of understanding about what information is required by a client to enable fully informed consent to be given.
Following the dismissal of Mr Holmes' appeal by the Privy Council, his first application for restoration was heard by the Disciplinary Committee in February 2013. The Committee was not satisfied that he was fit to be restored to the Register, citing the fact that his application was "premature" and that he had failed to truly appreciate the seriousness of the findings against him. The Committee was also unimpressed with the efforts he had made to keep up-to-date with skills and developments in practice and with his CPD, noting in particular that he had made very limited attempts to observe the function and experience the culture of a modern first opinion practice.
However, in this week's two-day hearing, the Committee was satisfied that Mr Holmes was now fit to be restored to the Register. It heard that Mr Holmes had made a concerted effort to engage in CPD and bring his skills and knowledge up-to-date. During a period of observation at a veterinary practice, he had gained insight into modern practice and the need for veterinary general practitioners to be aware of the advantages in referring patients to specialists.
Professor Noreen Burrows, who chaired and spoke on behalf of the Disciplinary Committee, said: "The Committee has concluded that, in the course of genuine efforts to do what was necessary to address the deficiencies identified during the original Inquiry and at the last restoration hearing, the Applicant has at last understood the seriousness of his previous misconduct and has learned new skills and, most importantly, to recognise his limitations from the extensive course of study, reflection, and other training that he has undertaken."
Furthermore, the Committee was satisfied that Mr Holmes had gained a proper understanding of the importance of securing the informed consent of his clients and building a relationship of trust with them and, in addition, recognising the importance of maintaining close relations with fellow professionals and engaging with CPD opportunities.
Additional factors considered when making the decision included: that he had been off the Register for two years; that, through self-improvement, he had equipped himself to treat animals appropriately; the impact that being removed from the Register had in both personal and financial terms; his conduct since being removed from the Register; and, a number of positive testimonials from previous clients and professional colleagues.

It's National Veterinary Nurse Week from 26th October to 1st November and vet nurses across the country will be raising awareness of the important job they do in caring for the nation's pets. Bonny Millar CVT(USA), RVN, REVN, Vice President of the BVNA and VN week organiser has called for vets and practice managers to support the initiative.
She said: "This is an ideal opportunity for practices to use their nurses to full effect. A lot of our efforts go on behind the scenes and so nurses are sometimes not fully appreciated by pet owners. We are encouraging practices to get their nurses out at front of house, running clinics and offering clients help and expert advice. Reducing barriers and educating the wider public about the role of the vet nurse can only be a good thing. Vets and practice managers know what a great contribution a good vet nurse can make to the practice and we would love to see them make a big effort to be ‘loud and proud' during National VN Week."
Bonnie added: "Last year hundreds of veterinary nurses took part in VN Week and we raised over £5000 for charity. This year our nominated charity is the Animal Cancer Trust so I hope practices really support their nurses in helping raise money for this important cause."

Mr Wilson faced two charges. The first was that in October 2017, he provided inaccurate information to an insurer in respect of a Labrador he treated by saying that the dog was presented to him with a lame left foreleg on 13 June 2017, when in fact the dog was presented for treatment on 7 June 2017 and that his conduct was therefore dishonest and misleading.
The second charge was that between 17 January 2017 and 17 January 2018 he failed to have any arrangements in place for Professional Indemnity Insurance (a requirement of the Code of Professional Conduct) and then, that between 8 January and 5 December 2019, he failed to respond to reasonable requests from the RCVS regarding his Professional Indemnity Insurance.
Prior to the hearing, Mr Wilson made an application to the Committee to adjourn the hearing subject to the Committee accepting his undertakings to remove himself from the Register and never to apply to be restored.
Mr Wilson’s legal representative at the hearing submitted to the Disciplinary Committee that granting the application would be in the public interest on the basis that Mr Wilson was 68 years of age and had now retired from the profession and closed his practice, that he had dedicated his entire working life to veterinary practice, had a previously long and unblemished career with no other complaints, and that he was well-regarded by clients and professional colleagues.
The application was not opposed by the RCVS whose representative informed the Committee that, relating to the charge of dishonesty, the College had taken into account that the insurance claim form was not submitted by Mr Wilson himself, and that there is no evidence of any financial motivation behind the charge nor any allegation of harm to an animal.
Taking into account the submissions from Mr Wilson’s representatives and from the RCVS, as well as precedent cases for such applications, the Committee decided that Mr Wilson’s voluntary undertakings went well beyond any sanction that could be imposed by the Committee and considered that the application would protect the public interest, confidence in the profession, and the welfare of animals.
Professor Alistair Barr FRCVS, chairing the Disciplinary Committee and speaking on its behalf, said: “The Committee decided that this is not a case in which the public interest or the welfare of animals demands that there be a full hearing, with determinations made by the Disciplinary Committee. Taking into account proportionality, and weighing in the balance the public interest, the interests of justice, the need to protect the welfare of animals, as well as the interests of both parties, the Committee decided to accede to the respondent’s application.”

Matthew, who holds a European Certificate in Small Animal Surgery, is one of a small group of veterinary dentists in the UK. He has a special interest in the endodontic (root canal) treatment of teeth.

The Queen’s Medal: the highest honour that can be bestowed upon a veterinary surgeon for a highly distinguished career with sustained and outstanding achievements throughout.
The Veterinary Nursing Golden Jubilee Award: this award is aimed at veterinary nurses who have had a sustained and distinguished career, who can demonstrate a leadership role within the profession and who can act as an ambassador for the value of veterinary nurses and their work.
RCVS International Award: this award is for vets, vet nurses or laypeople who work internationally, from either within or outside the UK, in making an outstanding contribution to, for example, raising veterinary standards, veterinary education and improving animal health and welfare.
RCVS Impact Award: this award is for vets or vet nurses who have recently, or are currently, undertaking a project, initiative or similar that has a significant impact on the profession at large, animal health or welfare, or public health. Such impact could have been made through any field of veterinary endeavour, including clinical practice, research, education or veterinary politics.
RCVS Inspiration Award: this award is for vets or vet nurses at any stage of their career who have demonstrated the ability to inspire and enthuse others consistently throughout. It is open to those who have inspired and motivated individuals anywhere within the profession and recognises those who have gone ‘above and beyond’ what may normally be expected from a professional colleague.
Honorary Associateship: this honour is conferred to a small number of laypeople each year, in recognition of their special contribution to the veterinary sphere. It recognises the full range of individuals who contribute to the veterinary sphere including scientists, lecturers, journalists, charity-workers, farriers, farmers and those involved in the commercial field.
For this year’s honours and awards nomination period, the College has produced a video using footage from Royal College Day 2018, featuring interviews with those who were recognised with RCVS honours and awards on the day.

CVS has announced the acquisition of four further veterinary practices bringing the total number of practices it owns across the UK to 92 operating from 253 sites.
The latest practices to join CVS are: Crescent Veterinary Clinic Ltd, Melton Mowbray; Miller & Swann Veterinary Surgery, Elgin; West Mount Vets, Halifax and Anchorage Veterinary Hospital, Acle.
CVS now employs more than 2,300 staff at its veterinary practices and surgeries across the UK and in its related veterinary businesses, including an online pharmacy, two pet crematoriums and six veterinary laboratories.
The RCVS has launched Mind Matters, a new initiative to help address mental health and wellbeing issues within the veterinary profession.
Neil Smith, RCVS Vice-President and Chair of the Mind Matters Initiative said: "Mental Health is a significant issue for the veterinary profession. Most of us have experience of colleagues or ourselves having problems. The Mind Matters Initiative is a pan-profession project, and I am very pleased that there is active engagement from across the various veterinary associations and stakeholders."
"The RCVS already contributes through our Health Protocol and support of the Veterinary Benevolent Fund. The Mind Matters Initiative seeks to work more proactively by increasing the accessibility and acceptance of support, encouraging a culture that is better equipped to talk and deal with stress and related mental health issues, and, ultimately, by helping to reduce such triggers within the profession."
The first Mind Matters Initiative action is providing funding to ensure that callers to Vet Helpline, a completely confidential support service which is part of the Veterinary Benevolent Fund and run by volunteers, are put directly through to a person, rather than having to leave a message.
Rosie Allister, Chair of Vet Helpline said: "We are able to offer confidential, non-judgemental support to many vets, VNs, vet students and members of their families who call us in distress, but we know there are more who are put off by the prospect of leaving a message.
"It takes real courage to reach out for help when you're struggling, and we know it can be especially tough for vets. Although we respond to calls quickly, callers need to speak to someone immediately, and not a message system, when they are in crisis. Through the Mind Matters Initiative funding we are able to put in place a service that connects a caller directly to a human being, which could make a real difference for people who call."

The Mind Matters Initiative is supported by a group comprising the Veterinary Benevolent Fund, the British Veterinary Association, the British Veterinary Nursing Association, the Veterinary Practice Management Association, the Veterinary Schools Council, the Veterinary Defence Society and the Association of Veterinary Students.
Virbac has launched Neoprinil, an eprinomectin pour-on solution indicated for use against internal and external parasites in cattle, including gut and lungworms, mange mites, sucking and chewing lice, horn flies and warbles.
Neoprinil has a zero-day withdrawal period in milk and can be administered using the company's Farmpack and Flexibag.
The Farmpack is a backpack which holds a Flexibag of Neoprinil solution. The Flexibag is a bag designed to protect medication and preserve it once it has been opened. The two together were awarded the 2014 PharmaPack Award for Innovative Packaging.
Neoprinil offers a one year stability period once it has first been opened and requires no special conditions for storage. It is presented in 2.5L, 4.5l and 8l pack sizes.
Product Manager for Large Animals Brigitte Goasduf MRCVS said: "A high worm burden can have adverse effects on the herd's productivity and performance and so it is advisable to ensure infected animals are treated as part of a Herd Health Plan. Dechra says the ability to split Prednicortone into 1.25 mg doses is particularly useful when used alongside Zycortal, the only licensed treatment for canine Addison’s disease in Europe.
Dechra Brand Manager Carol Morgan said: "Dogs with primary Addison’s disease have insufficient levels of natural mineralocorticoids (primarily aldosterone) and glucocorticoids (primarily cortisol). Zycortal contains DOCP, a synthetically produced steroid hormone, which acts in a similar way to aldosterone.
"It causes sodium retention and potassium excretion, helping to maintain water balance but Zycortal only replaces the mineralocorticoid. Therefore, a daily oral glucocorticoid treatment, such as Prednicortone, is needed to address the cortisol deficiency, alongside Zycortal.
"The amount of glucocorticoid administered should be adjusted to the individual dog’s need and it is likely that the dose required will be reduced over time."
She added that a combined approach of Zycortal and Prednicortone allowed independent dose titration of both mineralocorticoids and glucocorticoids.
"The advantage of prescribing the two treatments is that the dosage for each component can be tailored to an individual animal’s response. This leads to a reduction in the side effects usually associated with over-supplementation of glucocorticoids."
There are 250 tablets in a pack and Prednicortone offers accurate dosing using a double divisible SmartTab format and accurate dispensing via blister packs. The flavoured tablets also encourage easy oral administration.

The Executors of the Will of the late Mary Brancker have notified the Veterinary Benevolent Fund that she left a share of her estate to the charity.
Mary Brancker was one of only a handful of women vets when she qualified in 1937. She went on to found the Society of Women Veterinary Surgeons; became one of the first women on BVA Council and was later awarded an OBE for her services as BVA President during the century's most serious outbreaks of foot-and-mouth disease and a CBE in 2000 for services to animal health and welfare.
Mary was a long-time member of the VBF - a charity that has been run by vets for the profession for over a hundred years.
The VBF currently provides the Vet Helpline, the Veterinary Benevolent Fund, the Veterinary Surgeons' Health Support Programme and the Vetlife website. The charity says it plans to use Brancker's £40,000 bequest specifically for the redevelopment of the Vetlife website which is currently underway and for other essential support for veterinary colleagues in need. The new version of the website will be launched at the London Vet Show in November.
VBF's President Lydia Brown said: "Mary was a personal friend and her gift is so typical of her kindness and her appreciation of her career. I hope others will follow Mary's wonderful example and consider giving generously to VBF. A legacy is of enormous benefit to our charity and the veterinary profession as a whole. Although we are making every effort to adapt to the changing needs of the profession there is always more that can be done if we have sufficient funding."

The Vet Channel has launched VetPod, a customisable video display system for practice waiting rooms.

The International Society of Feline Medicine (ISFM), the veterinary division of International Cat Care, has published Consensus Guidelines on the Practical Management of Diabetes Mellitus in Cats to help veterinary teams deliver optimal management for the diabetic cats presented in practice.
The guidelines were produced by an expert panel of veterinary clinicians and academics who reviewed clinical research studies to collate the best available evidence. They've been published in the March 2015 issue of the Journal of Feline Medicine and Surgery (JFMS) and are available to download free from http://jfm.sagepub.com/content/17/3/235.full.pdf+html.
The guidelines focus on the most important aspects of managing diabetic cats including weight control, use of an appropriate diet, insulin therapy (highlighting the value of longer acting insulin preparations) and close monitoring of blood glucose concentrations (including in the home environment).
The ISFM says the guidelines recognise that good diabetic control requires a long-term commitment and one of the keys to success is finding a treatment protocol that best fits in with owners' daily lives. Furthermore, owners may give up on treatment, or even elect for euthanasia of the cat, if the disease impacts too negatively on them and their relationship with their cat. However, with appropriate support and guidance from their veterinary practice, an owner can play an invaluable role in managing diabetes. A well-regulated cat will have a better prognosis and may also be more likely to go into diabetic remission, no longer requiring ongoing insulin therapy.
Among the resources available to assist owners of diabetic cats is a series of short videos produced by International Cat Care (available at http://www.youtube.com/iCatCare) demonstrating blood glucose sampling, insulin injection, and urine collection and testing.

The clinic will assess cats and dogs under six months old where a heart murmur has been detected.
Willows will then recommend a course of action and, if required, carry out keyhole surgery.

Zoë, who joined Davies in October 2020, was formerly a Senior Lecturer in Small Animal Surgery and Head of Soft Tissue Surgery at the RVC. She holds RCVS Certificates in Veterinary Diagnostic Imaging and Small Animal Surgery and is a Diplomate of the European College of Veterinary Surgeons.
Zoë is also a champion of sustainability: she completed the Cambridge Institute of Sustainable Leadership course and was appointed chair of the Vet Sustain working group to coordinate sustainability collaborations amongst veterinary professionals and societies. As a member of Vet Sustain’s curriculum working group Zoë is actively involved with supporting sustainability initiatives at UK veterinary schools and she continues to work with the RVC in a number of capacities.

The survey is part of an initiative to develop a 'roadmap' for what needs to happen to support veterinary teams to deliver contextualised care and shared decision-making.
The survey will be used alongside interviews with people in a range of roles in the veterinary sector, including veterinary receptionists and practice managers, to gather insights about what makes it easier or more difficult to practise contextualised care and what could help support its delivery.
Pet owners will also be surveyed and invited to focus groups to understand what matters most to them when making decisions about their pets’ health, and what would help them to feel supported to decide the veterinary care that is right for them and their pet.
Sally Everitt, Clinical Lead – Evidence at RCVS Knowledge, said: “Although the term contextualised care is now being widely used, and a requirement to practise contextualised care is included in the RCVS Guidance for veterinary surgeons and veterinary nurses, there is little information available on how contextualised care is most effectively delivered in practice.
"Our research aims to address a gap in the evidence about what the barriers and enablers are and what needs to change to support veterinary teams to deliver contextualised care.”

The RCVS Disciplinary Committee has suspended a Cardigan veterinary surgeon from the RCVS Register for five months, for failure to perform accurate bovine tuberculin testing and for falsely certifying the test results.
During the two-day hearing, Dewi Wyn Lewis, of Priory Veterinary Ltd, Cardigan, answered charges about inaccurate skin fold measurements and false certification relating to two visits he made as an Official Veterinarian to a farm in April 2009 to undertake tuberculin testing.
Mr Lewis accepted that he had not carried out the tuberculin tests in the way required by Animal Health (AH) - an Executive Agency of the Department for Environment, Food and Rural Affairs - and had taken short cuts to save time. However, he denied the charges, arguing that, although instructions to Official Veterinarians clearly required the use of callipers to measure the skin folds of cattle necks on Day One of testing, not using callipers and using his finger and thumb did not amount to failing to measure.
He also argued (and it was accepted by the Committee) that, regarding Day Two of testing, there was inconsistency in AH's instructions on calliper use, which in written form required using callipers for measuring every animal but in practice accepted use of callipers when a reaction could be detected by manually palpating the skin. On Day Two, Mr Lewis said, he had done what AH required: he had used callipers on the cattle he identified for closer examination.
The Committee, however, found that by failing to use callipers on the first day, as required by AH, Mr Lewis had failed to measure the skin folds of almost all of the 104 cattle. The Committee was also satisfied that, on the second day, 10-20% of the herd were not even touched by Mr Lewis and the Committee accepted the evidence of the three other witnesses present during the testing, which indicated that Mr Lewis had failed to carry out careful assessment and manual palpation of every animal.
The Committee then considered whether Mr Lewis had dishonestly signed the certificate, or had signed a false certificate which he ought to have known was inaccurate. The Committee noted that there were no previous Disciplinary findings against Mr Lewis, and was prepared to believe his assertion that, although he knew he had not carried out the tests in strict compliance with AH's instructions, he genuinely believed his methods to be at least as accurate as measuring with callipers and did not think he was doing anything wrong or dishonest. The Committee could not then be sure that Mr Lewis had realised what he was doing was dishonest. However, the Committee noted that 'false' also means 'inaccurate' and, as Mr Lewis ought to have known that as his testing methods were not adequate, he also should have known that a considerable number of measurements on the certificate were inaccurate and that the certificate itself was inaccurate.
After considering the facts of the case, the Committee concluded that Mr Lewis's actions amounted to serious professional misconduct and directed that he should be suspended from the Register for five months, after which he may return to practice. In relation to the sanction, the Committee said: "In reaching this decision it is relevant that the false certification was not dishonest and that there was professional and personal mitigation put forward on behalf of Mr Lewis. The Committee has paid regard to the fact that Mr Lewis is an experienced veterinary surgeon who is highly thought of in his local area. It does not believe that there is any likelihood that he will repeat his previous conduct."
The Committee also said it gave considerable weight to the fact that Mr Lewis had had to wait an additional three-month period for the hearing because of an earlier adjournment.
Compiled by global higher education analysts, QS Quacquarelli Symonds, the rankings provide a comparative analysis on the performance of 14,435 individual university programs, taken by students at 1,452 universities in 86 locations around the world, across 51 academic disciplines and five broad Faculty Areas. The rankings are determined by a range of criteria, including academic reputation, research impact, number of citations, employer reputation and the h-index.
In addition to maintaining a perfect score for the Academic Reputation indicator (100) for a second year running, the RVC saw improvements across every category. Research impact was recognised with the RVC scoring 98.9 in Citations per Paper. This was supported by the 97.5 score for h-index, surpassing 2020’s 96.9.
Rankings for Employer Reputation also increased by 29% since 2020, with the RVC now scoring 83.3.
Professor Stuart Reid, Principal of the RVC, said: "Last year, we made a commitment to redouble our efforts in seeking to regain the top spot in the QS rankings, and I am delighted that we have achieved it. This would be remarkable in normal times but, in the context of COVID-19, it is all the more so and a real tribute to the whole RVC community.
