The RCVS has published a revised complaints procedure on RCVSonline.
The procedure represents the culmination of 12 months of work from the College's Preliminary Investigations Committee, with the aim of making the decision-making processes more transparent.
There are four information packs about the complaints procedure, all of which are available on RCVSonline. Scientists from the Institute for Animal Health, Pirbright, UK Met Office and the Jersey State Veterinary Service and Jersey Meteorological Department, are working together on an early-warning system to help defend cattle against the spread of 'bluetongue' disease, according to a study published today in Weather.
The team is fusing meteorological data with ecological information to anticipate when disease carrying midges are likely to be carried on the wind from the continent to the UK and Channel Islands.
Lead author Dr Christopher J. Sanders from the Institute for Animal Health said: "The bluetongue virus, BTV, represents a major and unprecedented epidemic which has spread across Western Europe since 2006. While accurate estimates of costs incurred are not yet available, it is estimated that these could be in the order of many tens of millions of pounds."
BTV is carried by small biting midges, Culicoides, one of the smallest species of biting flies found on livestock. One bite from a midge fully infected with BTV can be enough to lead to infection in cattle and sheep, which can be fatal.
Since 1998 the range of the African species of biting midge has expanded from the Mediterranean basin resulting in an overlap with the range of European species. This enabled European species of midge to pick up virus from infected animals for the first time and go on to transmit it in Southern Europe. However, the arrival of BTV in northern Europe in 2006 was independent of this northwards movement of BTV, jumping north rather than from a gradual spread, and was reliant on transmission only by European midges common and widespread in the area.
In 2006 the disease was found in Belgium, France, the Netherlands, Luxembourg and Germany; 700 km north of previous European outbreaks. In June 2007 the disease was once again reported in Germany and by October 2008 24,000 cases were reported in France alone. In September 2007, the first cases of BTV were discovered in the UK, where fortunately the outbreak was small.
The danger that the disease may again spread to the UK from across the channel is of special concern to the Channel Island of Jersey, which maintains a world renowned cattle industry, but is at heightened risk of infection if the disease becomes established along the Cherbourg peninsula or the Normandy and Brittany coastline.
The risk comes from the possibility that the tiny midges can be carried on the wind from the French coast to the Island. To monitor this threat the team set up midge light traps in farms across the island to monitor midge activity and to identify the presence of any potential vector species.
The results were then collated and analysed alongside data from the Jersey Meteorological Department, which allowed the team to pinpoint when livestock were at risk from a number of locations on the mainland. This information was fed into the UK Met Office early-warning website which has also been used on the mainland to help predict and defend against the disease.
"Environmental conditions, especially temperature, wind speed and direction have a significant impact on the biting midge in terms of activity and abundance," concluded Sanders. "Monitoring the midge population in Jersey will provide the farming community on the mainland with knowledge of when the midge season commences in the diseased areas of the near continent."

Zoetis (maker of Cerenia, the anti-emetic) is using social media for its latest campaign to remind owners that vets have a solution for dogs that suffer from travel sickness.
The company highlights research which shows the problem is more common than one might think, with 62% of dogs experiencing travel sickness for the first time as puppies. What's more, 1/3rd of owners say they would travel with their dogs more often if they didn't get car sick.
Stephanie Smith, Marketing Manager for Cerenia said: "While less than half of vets in the UK report seeing at least one canine motion sickness case each month, we know that over one third (34%) of dogs that travel experience motion sickness. That's a lot of opportunity for vets to provide pets and owners with some relief."

Maggie Fisher MRCVS, the parasitologist and chairman of ESCCAP (European Scientific Counsel Companion Animal Parasites), has highlighted studies which demonstrate an association between the common parasite, Toxocara spp. and human disease, and has called on the profession to help reduce the damaging and widespread effects of this parasite.
Maggie says that many in the profession may not be aware that Toxocara eggs aren't actually infective when they are first passed in an animal's stools, sometimes taking weeks to develop to this stage. Eggs persist long after pet waste has naturally washed away too, so the risk of infection still exists even in environments that appear to be clean and safe. Interestingly, there seems to be only a very loose (and according to some studies, entirely absent) link between owning a pet and an increased risk of human Toxocara infection, suggesting that most infections are acquired from the environment1,2 . Education of pet owners about responsible pet ownership, including appropriate worming and picking up their dog's waste quickly is essential to reduce this environmental infection risk.
The parasite's larval stages cause disease in humans as they migrate through body tissues, with retinal damage a previously well identified consequence. However, Maggie has identified studies which suggest a whole range of common conditions that may also be attributable to Toxocara infection. One study3 included 425 children displaying signs of a persistent cough and 1600 asymptomatic children as controls. Blood tests confirmed that a statistically significant 32% of the symptomatic group were positive for Toxocara antibodies, compared to just 17% of the asymptomatic control group. What's more, when given a week's course of an appropriate anthelmintic, the vast majority of symptomatic children had a greatly reduced and frequently absent requirement for inhaled corticosteroids to control their symptoms when re-examined by the study team a year later.
Numerous other studies from around the world have shown similar strong associations with asthma, allergies and epilepsy. One nationally representative US study even showed an alarming association with Toxocara infection and reduced cognitive function in children2 . Those that were positive for antibodies to the parasite on blood tests (proving prior exposure) scored significantly lower on tests assessing verbal and manual dexterity as well as maths and reading abilities2 .
So, what should veterinary staff and SQPs be telling clients? Maggie says you should be advising pet owners to worm pets regularly (at least four times a year) with an effective anthelmintic from an appropriately young age (2 weeks of age for puppies and 3 weeks of age for kittens, because transfer of the parasite to puppies before birth and to kittens via milk is a feature of the parasite lifecycle). Reducing pets' access to raw food and hunting activities can also help. This is in addition to more general recommendations including cooking food well and making sure children wash their hands before eating.
Maggie said: "Vets, nurses and SQPs are perfectly placed to make sure that pet owners are aware of the risks and take precautions to protect themselves and the wider general public."

Pfizer VPS has launched a 'Pre-Sale Scab Treatment Certificate' so that sheep treated for sheep scab and protected against re-infestation beyond their autumn sale date can be formally certified as such.
A choice of two moxidectin-based treatments are eligible for use, one with 28 days and the other 60 days licensed persistency against the scab mite.
Pfizer VPS vet David Bartram explained that following treatment, the sale date must fall within the persistency window: "The idea is that farmers present their certificate at markets on sale day, then auctioneers announce the scab-protected status during their sales patter. Whether this adds to the sale price will be interesting to find out, but it's sure to be seen as a valuable attribute by buyers who won't need to treat for scab when they arrive home."
Details of the certification process are available from SQPs at animal medicine suppliers. The two eligible treatments are CYDECTIN 1% LA and CYDECTIN 2% LA for sheep.
Ceva Animal Health has introduced Cevazuril, a toltrazuril-based oral solution for the control of diarrhoea in sucking pigs. Cevazuril is a one-dose treatment that comes in two pack sizes, both with dosing pumps, for convenient administration to large or small herds.
Ceva says newborn sucking piglets are especially sensitive to coccidiosis and infection may result in lost daily gain of almost 2kg in the first 28 days, due to diarrhoea. The control of coccidiosis using toltrazuril prevents damage to the intestinal mucosa caused by the developmental stages of Isospora suis, helping to preserve digestive function and maintain optimal growth rate.
Toltrazuril is absorbed very slowly in the intestine for longer-lasting action. It works on all intracellular developmental stages of coccidia and reduces oocyst production, even if administered after the appearance of the first oocysts in the faeces of the host.
According to the company, extensive trials showed that three day old piglets treated with toltazuril at 20mg/kg gained 801 grams at weaning and 1601 grams by the end of the post-weaning period compared to control pigs.
Cevazuril is available in a 250ml pack with a pump or a one litre pack with a multi-dose injector. It complements Ceva's swine portfolio which includes the antimicrobials Cevaxel, Coliscour, Florkem, Marbox, Spectam Scourhalt and Tiamvet.

MSD Animal Health UK has announced the launch of Bravecto, which it says is the first and only treatment available for fleas and ticks in dogs that is rapidly effective and offers 12-weeks duration of efficacy.
Bravecto (fluralaner) is the first of a new generation of systemically active ectoparasiticides, the isoxazolines, and will only be available on prescription through veterinary practices. The new product will be available in five strengths of pork liver flavoured palatable chew for different size dogs - one chew per weight band - which MSD says are readily accepted from the hand. Jolian Howell, marketing and technical lead at MSD Animal Health UK said: "Bravecto is a truly unique and exciting innovation which will transform the effective treatment of fleas and ticks - providing protection like never before from a single dose. It is the first in a new generation of products that offer a full 12-week protection and will help keep the treatment of fleas and ticks within veterinary practices."
He continued: "Estimates suggest that flea and tick treatments are applied for just 2.8 months per year so just one dose of Bravecto will immediately deliver much improved levels of treatment for dogs in veterinary care, which is good for the animal and good for the vet." MSD Animal Health says it is investing in the launch of Bravecto with a major marketing and practice support package which aims to raise awareness of fleas and ticks and drive pet owner footfall into practices for flea and tick control.
The new product will be available after BSAVA Congress, where MSD will be giving visitors the opportunity to learn more about it.
Animalcare has launched a new broad spectrum fluoroquinolone antimicrobial (Enrofloxacin) which the company says is highly effective in the treatment of a wide range of conditions and easy to inject, with excellent tissue penetration.
Enrocare solution for injection is presented in three strengths: A 25mg/ml (2.5%) injection for dogs, cats and exotic animals including reptiles, small mammals and avian species. The 50mg/ml (5%) injection is licensed for use in cattle, pigs, dogs and cats, whilst the 100mg/ml (10%) injection is licensed for cattle and pigs. In the case of dogs and cats a single daily dose is needed.
Animalcare says it has priced Enrocare competitively. In addition, the range has been launched with three offers: "Buy one get one free on the 50 and 100mg/ml" and "Buy two get one free offer" on the 25mg/ml pack size. These offers will last for four months until the end of September.
In cattle, Enrocare 50mg/ml, given by the subcutaneous route, is licensed for respiratory disease of bacterial or mycoplasmal origin and the 100mg/ml strength is licenced for both respiratory disease and E.coli mastitis (the latter given by slow intravenous injection). According to Animalcare, its low dose volume makes it particularly suitable for the treatment of respiratory disease in calves. In pigs >25kg Enrocare is licensed for the treatment of the respiratory and alimentary tract diseases of bacterial or mycoplasmal origin and multi-factorial diseases such as atrophic rhinitis and enzootic pneumonia.

Nominations must be made in writing on the prescribed form and received by the RCVS on or before 31 January 2012.
Prospective candidates need to provide the signatures and registered/listed addresses of two proposers, and should also submit a short biography, manifesto and photograph for inclusion in the RCVS News Extra election specials.
Nobody may nominate more than one candidate, and no current member of the RCVS Council or VN Council may make a nomination.

The BSAVA reports the highest ever attendance at Congress this year: 6,178 veterinary surgeons, nurses, practice managers and students, 6% cent higher than in 2011 (the last time the BSAVA hosted its own Congress).
According to the association, a significant number of international delegates attended this year with almost 60 countries represented - notably Scandinavia (186 delegates), Germany (56), the Netherlands (40) and the USA (31).

The Australian-born Professor who has lived in the UK for well over two decades said: "BSAVA has made huge contributions to veterinary practice in the UK, and already has a global reputation for Congress and publications - I believe we have such a wealth of resources and so I am convinced we have so much more to offer the world".
The University of Liverpool's School of Veterinary Science has released the results of research carried out in collaboration with the Royal Canin Research Centre in France, which shows that cats eat 15% less in the summer than the winter.
Researchers spent four years monitoring how much cats chose to eat. The 38 cats studied had a microchip on their collar which allowed them to take as much food as they wanted from a dispenser which only opened for them. At the same time, this microchip recorded how much the cat had eaten and when.
Veterinary surgeon and study author, Dr Alex German, said: "Cats, like many humans are more inclined to comfort eat when it's cold outside but, in their case, it's likely to be due to the extra energy they need to keep warm when out and about."
The study found that cats ate approximately 15% less food during summer, and the researchers concluded that the extra effort to keep warm in winter and the temptation to rest during hot summer days contributed to the swing in activity levels during the year.
The cats were all inhabitants of a centre in southern France where they were allowed to play and exercise outside all year round. The cats were of mixed breeds, ages and genders. Data on food was compared to the climate in the area using computer modelling to provide information about how the temperature changed over the year.
Seasonal food intake has also been examined in the past on farm animals, such as dairy cows, to establish new ways of increasing milk production, but this is the largest study that has yet taken place with domestic cats.
Dr German said: "People should consider the amount of food their cats need at different times of year as this can be part of helping them to maintain a healthy weight."

New research from the USA, published in the Equine Veterinary Journal (EVJ), has shown that a toxin from the box elder tree is the likely cause of Seasonal Pasture Myopathy (SPM), the US equivalent of the European disease known as Atypical Myopathy (AM).
According to the British Equine Veterinary Association, preliminary comparisons of these results with cases of AM in Europe suggest that the European condition may be linked to similar trees which could have an important bearing on the future prevention of the disease in Europe.
Seasonal Pasture Myopathy is a highly fatal muscle disease in Midwestern USA and Eastern Canada. A similar disorder called Atypical Myopathy is becoming increasingly frequent in the UK and Northern Europe. Outbreaks of both diseases tend to be seasonal, with most cases occurring in the autumn. Horses that develop SPM and AM are usually kept in sparse pastures with an accumulation of dead leaves dead wood and trees in or around the pasture and are often not fed any supplementary hay or feed.
The research1 identified that seeds from box elder trees were consistently present in the autumn pastures of all 12 horses enrolled in the study. These horses were from 11 different farms and had all presented with the clinical signs of SPM, which include muscular weakness and stiffness, dark urine, periods of recumbency, colic-like signs and muscle trembling. The toxic amino acid hypoglycin A, which is known to cause acquired multiple acyl CoA dehydrogenase deficiency (MADD) was shown to be present in the box elder seeds and hypoglycin metabolites were identified in the serum or urine of all the horses. All but one of the cases proved fatal.
Professor Valberg DVM PhD of the Department of Veterinary Population Medicine, College of Veterinary Medicine, University of Minnesota, who instigated the study, said: "The fact that another acquired form of MADD in rats and humans is caused by hypoglycin A ingestion strengthens our conclusion that hypoglycin A is the likely toxic cause of SPM in horses. We are intending to conduct further studies to determine the factors that affect the highly variable hypoglycin A concentrations in box elder seeds."
Professor Valberg has established collaborative links with groups in Europe in order to investigate if a similar toxin is involved in European Atypical Myopathy. Working with Professor Vince Gerber and Dr Lucia Unger at the University of Bern, Professor Valberg has obtained seeds from a tree related to the Box Elder found on many pastures where Atypical Myopathy has occurred.
Professor Celia Marr, Editor of Equine Veterinary Journal said: "This is a really important step forwards. We don't yet know for sure that the cause of European disease, Atypical Myopathy, is the same as Seasonal Pasture Myopathy in the US. But the clinical signs and MADD aberrations are identical and both conditions have a high fatality rate. It remains to be seen whether this research will help European horses, but there is no doubt that it will allow American horse owners to prevent this devastating condition affecting their horses with immediate effect."

The Animal Health Trust is appealing to veterinary surgeons and nurses to encourage clients who keep their horses on premises that have been affected by Equine Grass Sickness to sign up to the second year of its nationwide EGS vaccine trial.
Equine Grass Sickness (EGS) occurs predominantly in Europe, with Britain experiencing the highest incidence worldwide. In 2014, 59 cases of EGS were reported through the EGS Surveillance Scheme, but it is likely that this represents only a fraction of cases occurring annually throughout Britain.
Almost all cases of EGS occur in horses with access to grazing. The AHT says there is growing scientific evidence to suggest that the disease may be caused by the bacterium Clostridium botulinum type C, commonly found within soil and capable of producing neurotoxins to which horses are particularly sensitive. EGS occurs when a combination of risk factors trigger the production of these toxins within the horse's intestinal tract, causing damage to the nervous system and paralysis of the gut.
As similar equine diseases such as tetanus and botulism can be prevented by vaccination, it is theoretically possible that a vaccine could prevent EGS. To this end the AHT, in collaboration with the Universities of Edinburgh, Liverpool and Surrey launched the EGS field vaccine trial in 2014 in order to establish whether a vaccine could indeed be effective in reducing the risk of the disease. The trial is funded by a number of sources including Neogen Corporation; Animal Welfare Foundation; Horserace Betting Levy Board; Racing Foundation; Moredun Foundation Equine Grass Sickness Fund; Hong Kong Jockey Club; The British Horse Society and the EB Moller Charitable Trust.
Now entering its second year, the EGS vaccine trial involves enrolled horses and ponies receiving either a course of the C. botulinum type C toxoid vaccine or an inactive placebo, as well as an annual booster. The incidence of EGS is monitored throughout the trial to determine the efficacy of the vaccine, and enrolled horses and ponies are closely monitored through regular follow-ups for the duration of the trial.
With 60% of EGS cases occurring during April - June, the highest risk season for EGS is fast approaching. The AHT is appealing to owners who keep their horses on premises that have had at least one case of EGS in the past three years to enrol their horse in the vaccine trial and provide an invaluable contribution to this pioneering research prior to these high risk months. Veterinary practices with clients who fit this description are asked to help the recruitment process by encouraging suitable cases to sign up to the trial.

MSD says the campaign will help veterinary nurses and front-of-house staff start the conversation about parasite control by asking clients about their pets' favourite hiding places, where parasites are often found. The supporting campaign tools and materials are designed to help practice staff then uncover pet owner needs to ensure they get the best recommendation.

The College says this will pave the way for new diagnostic tests for what could be one of the most common causes of pregnancy loss in mares.
The researchers, led by Dr Mandi de Mestre (pictured right), Reader in Reproductive Immunology and Head of the Equine Pregnancy Laboratory at the RVC, collaborated with seven different veterinary practices to gain access to samples from across the UK and Ireland and found that around 20% of the pregnancies lost were aneuploid, which is when a copy of a whole chromosome is either duplicated or lost (similar to Down's).
Charlotte Shilton, RVC PhD, the student who performed the analysis, applied three different genetic approaches to confirm the results.
Work is now underway to identify the underlying cause of these aneuploid pregnancies, with early data from this study suggesting it is most commonly introduced via the egg or sperm. Until now, chromosomal defects such as aneuploidy have only been reported as a rare condition in young horses with developmental disorders.
The researchers say the study explains why the condition is so rare in horses, with most embryos and foetuses possessing this genetic change dying very early in development, as is also observed in human pregnancy. The study highlights the need to reconsider this genetic condition both in pregnancy loss but also for early developmental disorders.
Dr Mandi de Mestre, Reader in Reproductive Immunology at the RVC, said: “Early pregnancy loss remains a very frustrating condition for clinicians to treat as the underlying cause is unknown in around 80% of cases. These findings will allow researchers to develop new diagnostic tests for pregnancy losses, which would offer hope to thousands of owners of breeding mares that suffer this condition.
“A diagnostic test would allow them to make informed decisions on treatment strategies and to advise on whether they should invest in further attempts to breed their mare benefiting both horses and their breeders alike in the future. I would like to thank both the Thoroughbred Breeders Association and our collaborators at Texas A&M University and the participating veterinary surgeons for their support on this project.

During the race, which runs between Johannesburg and Durban in April 2017, Jason and Paul will cover 900km (559 miles) on their velocipedes.
They're raising money for a charity called Chipembere Rhino Foundation, a charity which works to monitor rhino and curb poaching. According to the charity, there are 20,000 African white rhino and 4,800 African black rhino remaining, which classifies them as ‘near-threatened’ and ‘critically endangered’ respectively. Against that background, poaching levels have reached crisis point, with 2,700 rhinos killed between 2000 and 2013, and a further 1215 in 2014 alone.
The importance of the charity's work was further highlighted today after news that poachers have shot an African white Rhino for its horn at Thoiry Zoo outside Paris.
Jason said: "We are living in a world where our natural resources, from water and minerals to animals and plants, are becoming increasingly rare and as a result they are highly prized and valuable. Habitat destruction and poaching are two of the greatest risks facing the world's wildlife. Rhinos are being killed for their horns, elephants for their tusks, pangolins for their scales and now even donkeys are being killed for their skins. We only have one planet and we all need to do what we can to protect it."
