The British Veterinary Association (BVA) is calling on the Veterinary Medicines Directorate to classify all anthelmintics as POM-V, so that they can only be prescribed by a veterinary surgeon, rather than by vets and Suitably Qualified Person (SQPs) as at present.
The BVA has written to the VMD to request that changes are made to the Veterinary Medicines Regulations. The BVA is also supporting the efforts of the Federation of Veterinarians of Europe in lobbying the European Commission for tighter rules to be in place across all European Member States regarding the accessibility of anthelmintics.
The BVA says that at a time when expert opinion is increasingly alarmed at the growth in resistance to anthelmintics in grazing animals, it believes that it is important that all anthelmintics be classified as POM-V so that their use is conditional on appropriate veterinary advice for all species.
Many experts in parasitology have cited the distribution of anthelmintics by SQPs in the past as one of the main reasons for the dangerous levels of resistance to anthelmintics in grazing animals in the UK at present. SQPs do not have the level of expertise that a veterinary surgeon has in veterinary parasitology.
BVA is an active member of the Responsible Use of Medicines in Agriculture (RUMA) Alliance and in 2010 BVA launched a poster and detailed guidance for vets on how to prescribe and use anthelmintics responsibly. BVA's CPD Group is also working on a programme of CPD to reinforce the responsible use of these medicines.
Peter Jones, BVA President said: "We know that resistance to anthelmintics is a major problem that must be addressed vigorously if the livestock industry is to avoid a potentially disastrous situation of being unable to tackle parasites in grazing animals.
"Anthelmintics should only be prescribed by a veterinary surgeon who has the animals under his/her care and based on a sound clinical diagnosis.
"We strongly supported the VMD's recent decision to continue to classify the new anthelmintic product containing monepantel as POM-V, but the UK stands alone in Europe in classifying other anthelmintics as POM-VPS.
"The UK must be brought in line with the rest of Europe and we need Europe-wide legislation to better control access to anthelmintics in order to safeguard the efficacy of these products in the future."
Neurology Specialists Mark Lowrie and Laurent Garosi from Davies Veterinary Specialists and Robert Harvey from the UCL School of Pharmacy have discovered a new syndrome which causes noise-triggered seizures in old cats, dubbed FARS (feline audiogenic reflex seizures).
The discovery came about after the charity International Cat Care contacted Davies Veterinary Specialists for help with several enquiries it had received regarding cats having seizures, seemingly in response to certain high-pitched sounds. The problem was not documented and little, if anything, was known about it.
Mark, Laurent and Robert decided to investigate, and compiled a questionnaire for owners to complete. The research generated worldwide media interest (dubbed 'Tom and Jerry syndrome' after the cartoon character Tom who has a strong startle reflex and often reacts with involuntary jerks to sound stimuli), and they received hundreds of replies from across the globe from people who had noticed the same problem in their cats in response to certain types of sound. These owners had also found that their local vets had no information at all about it, and often did not believe that a sound had triggered the seizure.
The research has resulted in a paper, Audiogenic reflex seizures in cats, which is published in the Journal of Feline Medicine and Surgery.
The paper pulls together information from 96 of reported cases, looking at the type and duration of seizure and the triggering sound. The authors say it reveals that some cats do indeed suffer from audiogenic reflex seizures - those which are consistently caused by sounds (this is also recognised in people). Certain sounds induced 'absences' (non-convulsive seizures), myoclonic seizures (brief, shock-like jerks of a muscle or a group of muscles), or generalised tonic-clonic seizures. This last category is what most people think of as a 'seizure', with the cat losing consciousness and its body stiffening and jerking, often for several minutes. The new syndrome has been termed feline audiogenic reflex seizures (FARS).
The investigation found that FARS occurred in pedigree and non-pedigree cats, but that among the pedigrees, the Birman breed was over-represented. This is also a problem of older cats - the average age of seizure onset was 15 years, with cats ranging in age from 10 to 19 years.

Other, less common triggers were the sound of breaking the tin foil from packaging, mobile phone texting and ringing, digital alarms, Velcro, stove igniting ticks, running water, a dog jangling its collar as it scratched, computer printer, firewood splitting, wooden blocks being knocked together, walking across a wooden floor with bare feet or squeaky shoes and, in one case, the short, sharp scream of a young child.
Avoiding the sounds could reduce the seizures, although owners reported that it was sometimes difficult to avoid certain sounds, and the loudness of the sound also seemed to increase the severity of seizures.
The geriatric nature of this condition is such that it may be overlooked in older cats, which may potentially suffer from other concurrent conditions. The hope is that publication of the paper will raise awareness among vets in practice about this syndrome. Meanwhile, work is ongoing to identify the genetic basis of this disorder and the team is now also working on a paper about treatment of these cases.
Lead author, Mark Lowrie, said: 'We have been overwhelmed by the response to our work. A second study is soon to be published suggesting that levetiracetam is an excellent choice of medication in managing this condition. Our experience is that it can completely rid a cat of these sound-induced seizures, including the myoclonic twitches - one owner reported that levetiracetam had 'truly been a miracle drug for my cat''.
Claire Bessant, Chief Executive of International Cat Care, summed up: 'How wonderful to be able to go back to those worried owners who came to us for help with a problem previously unrecognised by the veterinary profession with not only an explanation for their cats' behaviours, but a way to help them as well.'

In its updated position statement, the association emphasises its support of current UK legislation and says it would like to see improved implementation of current laws, in particular when informed by an evidence-based welfare outcomes approach.
The BVA also recommends that any proposals to improve welfare during transport should embrace all forms of transport and include welfare issues before, during and after movement. This, it says, would help ensure that a well-defined set of animal welfare standards are met for the entirety of any journey.
The BVA recommends that animals are slaughtered as close to the point of production as possible and supports the exploration of further opportunities which would assist this. It recognises that transportation of live animals can be unavoidable in some situations – for example, journeys between the Scottish Islands and Highlands – but says that no animal should be exported to a destination with unknown welfare standards, to one using systems currently banned in the UK or to a country where it would be slaughtered without stunning.
BVA President Simon Doherty said: "Any kind of movement has the potential to impact on an animal’s health and welfare. Ideally, we’d like to see livestock slaughtered close to the point of production, as long as all legislative health and welfare standards can be maintained. However, we recognise the high standards of welfare in the UK and support better implementation of current legislation.
"We have taken care to reiterate that any improvements made to live animal transport should consider welfare issues before, during and after movement so that a more complete approach is taken on this issue.
"We recognise that journey length is not the only influencer of welfare conditions for animals, and transport needs to be looked at as a whole rather than focusing on single factors. The most important thing for Government to do is to consider the evidence base when it weighs up options for making improvements."

Novartis Animal Health has launched a chewable formulation of Milbemax wormer, for dogs.
According to the company, clinical studies have shown that the chicken-flavoured formulation and chewy texture of Milbemax Chewable Tablets is highly palatable, with more than 94% of dogs showing spontaneous acceptance from hand. Novartis says this should help make worming simpler and improve compliance, something which is particularly important given market research which shows that difficulties in administering medications often leads to missed treatments.
Containing milbemycin oxime and praziquantel, the new tablets deliver the same broad spectrum efficacy as existing Milbemax formulations, effective for the treatment of roundworm, hookworm, whipworm, lungworm and tapeworm, and for the prevention of heartworm.

Norbrook Laboratories Ltd has announced the launch of Pestigon, a fipronil spot-on solution for cats and dogs.

Although microchipping has been a legal requirement for dogs since April 2016, it is not currently required for cats unless they are travelling under the Pet Travel Scheme.
Cats Protection says microchipping should become a legal requirement for owned cats and is petitioning for change in the law. At the moment, it says, eight out of ten stray cats taken in by its adoption centres in England are not microchipped, making it virtually impossible to trace the owner.
Cats Protection’s Chief Executive, James Yeates, said: "Introducing compulsory microchipping of owned cats would encourage more cat owners to microchip their cats, meaning that lost cats can be identified and returned home rather than handed into rehoming charities as strays.
"It also means that injured cats can be quickly identified by vets and their owners can be informed and involved in their care.
"We’re delighted the Government has shown a commitment towards improving feline welfare and promoting responsible cat ownership in the UK by announcing this call for evidence."
Environment Secretary, Theresa Villiers, said: "Today’s call for evidence on cat microchipping will help the government understand how we can better protect this country’s much-loved cats and kittens. This government is committed to animal welfare and improving the lives of our companion animals."

The Disciplinary Committee of the RCVS has approved an application for restoration to the Register from an Oxfordshire veterinary surgeon who had been struck off for false certification.
In November 2007, the Committee decided that Mr John Williams, of the Avonvale Veterinary Practice in Ratley, near Banbury, should have his name removed from the RCVS Register, having found him guilty of disgraceful professional conduct. Mr Williams had admitted signing export health certificates for three horses in October 2006 to state that they had received negative test results for the contagious equine metritis organism, before these results were actually available.
At the time, Mr Williams was working in his capacity as an Official Veterinarian (OV) for DEFRA and he had previously been suspended from his official duties on three separate occasions, on the basis of export certification irregularities. It was accepted that Mr Williams had not been dishonest, but his approach to certification was described by the Disciplinary Committee as "either irresponsible or cavalier or both".
In December 2007, Mr Williams appealed against this decision to the Privy Council but this was dismissed at a Hearing the following June. He was then removed from the Register in July 2008.
When the Committee met on Monday to consider Mr Williams' application, they heard oral and written supporting evidence from veterinary surgeons and equine clients, and oral evidence from Mr Williams himself. The Committee was satisfied that Mr Williams accepted its previous findings and fully understood their seriousness. He described his removal from the Register as a "salutary experience" which had been highly significant for him and his family, both financially and emotionally.
The Committee stated: "Although the decision of the Committee to remove [Mr Williams] from the Register sent a clear message to the profession of the importance of certification, it should be emphasised that his removal was the consequence of his actions in signing certificates which he could not verify. This followed three previous occasions on which he had similarly signed certificates when he should not have done so."
However, the Committee was satisfied that Mr Williams would not in future sign certificates when he should not do so, even under severe client pressure. It was impressed with the continuing professional development he had undertaken whilst off the Register and noted that no questions had been raised over his conduct during this time.
It concluded that Mr Williams fully understood the importance of accurate certification and that restoring his name to the Register therefore posed no risk to animal welfare. Neither the public nor the profession would benefit from Mr Williams staying off the Register for a further period.
Alison Bruce, Disciplinary Committee Chairman, said: "We would like to make it clear that we always find it distressing to remove clinically competent veterinary surgeons from the Register because of an irresponsible and cavalier attitude towards certification. This would not be necessary if veterinary surgeons were to follow the Twelve Principles of Certification annexed to the RCVS Guide to Professional Conduct."
The Committee then approved Mr Williams' application and directed that his name should be restored to the Register.
Alstoe Animal Health has introduced a new, palatable joint nutrient supplement for horses.
According to the company, the benefits of feeding equine joint nutrient supplements to assist with maintaining mobility and supporting health joint function has been well documented, but until now, their flavours have often had to be disguised by mixing them into the feed in an attempt to ensure compliance.
Easeflex Equine palatable pellets include alfalfa, an equine favourite which has been used in the USA for some time, and shown to be readily accepted by horses, without the need to mix with the feed.

Antioxidants are also present to help prevent damage by free radicals, as well as the essential trace minerals, copper, zinc and manganese.
Easeflex Equine palatable pellets can be fed to horses, ponies and donkeys of any age. The company recommends initial daily feeding of a double loading quantity for the first four to six weeks, thereafter reducing to a maintenance level or as directed by the veterinary surgeon. The amount of pellets to be fed depends on the weight of the animal, one small scoop containing 28g of pellets can be a daily dose for a horse of up to 450kg. Easeflex Equine palatable pellets are available in 1.7kg and 4.54kg tubs.

The British Veterinary Association has expressed disappointment at the Government's decision to introduce a licensing regime rather than impose an outright ban on the use of wild animals in travelling circuses.
Defra Secretary of State Caroline Spelman announced today that a ban on circus animals could not be introduced in the UK now because a ban introduced in Austria is currently being challenged under European law. In a written ministerial statement she said that the Government will now draw up standards for a new licensing regime.
BVA President Harvey Locke said: "The BVA strongly supported a ban because we believe the welfare of these animals is emblematic of the way we treat all animals under the care of humans.
"The welfare needs of non-domesticated, wild animals cannot be met within the environment of a travelling circus; especially in terms of accommodation and the ability to express normal behaviour. A licensing scheme will not address these issues."
Together with the RPSCA, Captive Animals' Protection Society and the Born Free Foundation, the BVA has wholeheartedly supported The Independent's campaign to ban wild animals in circuses. Over 15,000 people have signed The Independent's online petition, which is still open. Mr Locke will be joining representatives from these groups to present the petition to Downing Street next week.
Mr Locke added: "Although it only affects a small number of animals at present there is no guarantee that the number of wild animals in circuses won't increase in the future and, despite the best intentions, the needs of these animals cannot be met adequately by the environmental conditions of a travelling circus.
"As soon as the Austria situation is resolved, we would urge the Government to reconsider and take action to prohibit the exploitation of these majestic animals whose existence in the confines of a circus is solely to entertain people."
The BSAVA and Vets Now have signed a partnership agreement to develop a new postgraduate certificate in emergency and critical care (ECC).
The programme, which will follow the same broad structure as BSAVA's existing postgraduate certificate, will take its first group of students in May 2014.
Prof Michael Day, pictured above with Amanda Boag at BSAVA, said: "This is an exciting development to develop a qualification which will be relevant and accessible to vets in practice."

Dechra has launched a two hour online CPD session on skin and ear cytology for veterinary surgeons and nurses.
The module was created in conjunction with Peter Forsythe BVM&S DVD MRCVS RCVS Specialist in Veterinary Dermatology.
Senior Brand Manager at Dechra Veterinary Products, Larry King, said: "Cytology is a key to diagnosing otitis externa, a common condition seen by vets and nurses but one which can be challenging to manage.

The RCVS Disciplinary Committee has directed that a Leeds-based veterinary surgeon, whose convictions for threatening behaviour, theft, and assault made him unfit to practise, should be removed from the Register.
At the outset of the two-day hearing, Dr Gary Samuel admitted his convictions. These related to his actions near his property in Cardiff on 10 July 2011, and were received at Cardiff Magistrates' Court on 22 November 2011. The Committee was asked to decide if these convictions made Dr Samuel unfit to practise veterinary surgery, and to decide upon any sanction.
The facts of the offences, as set out at the magistrates' court by the prosecution, were that Dr Samuel took a camera and memory card from a neighbour who was taking photographs of construction works behind his property. In doing so, he grabbed the neighbour from behind, twisting her arm, and later threatened her and her partner with a large piece of wood.
Although Dr Samuel wrote to the College saying he had pleaded guilty to the charges, he also denied some of the offences charged, suggesting that it was the neighbour who had been abusive towards him.
The Committee allowed the possibility that Dr Samuel was provoked by the taking of photographs and may have been subjected to offensive abuse by the neighbour, and considered that he acted impulsively and lost control of his actions. However, the convictions were for serious offences: the assault resulted in injury to the victim; the threatening behaviour involved a risk of injury to the victim and her partner; and, the theft involved dishonesty. Dr Samuel's conduct at the time was "reckless", and he had since displayed very limited insight into his behaviour.
Professor Peter Lees, chairing and speaking on behalf of the Committee said: "The Committee considers that the offences of which the Respondent was convicted, and to which he pleaded guilty, were serious, as is reflected in the suspended sentences, community service orders, fines, restrictions and penalties imposed by the court. The Committee accepts that this is not a case in which the welfare of animals has been put at risk, but takes the view that a serious sanction is required in order to uphold the reputation of the veterinary profession, and public confidence in it, and to uphold proper standards of conduct and behaviour on the part of its members."
The Committee directed Dr Samuel's name should be removed from the Register.
The RCVS has published the conclusions of The McKelvey Report, a review into the circumstances leading to a substantial overspend on the College's new database and development works at Belgravia House.
The review was carried out by Professor Bill McKelvey - a member of the College's Governance Review Group - and two of the College's Privy Council-appointed Council members to consider all aspects relating to the College's budgeting and expenditure process, and propose lessons that could be learned.

Weaknesses exist in the governance of the RCVS which pose significant risks to the proper conduct of its business. Executive staff have not been provided with a robust governance framework by the Council, and this has led to a number of unnecessary misunderstandings between Executive staff and Non Executive members of Council. These matters should be urgently addressed by Council in order to ensure that the confidence of ordinary members of the profession in their College can be restored.
Dr Jerry Davies, RCVS President said: "That such a review was required is regretted, but I would like to thank Professor McKelvey, Richard Davis and Judith Webb for their diligence in this work. Their recommendations will be a very helpful addition to the work that is currently underway to ensure corporate governance is fit for purpose and, in particular, that the management of capital projects within the College is optimised."

A survey carried out by Fish4Dogs has found that a 'staggering' 43% of dog owners do not brush their dog's teeth.
As part of the research, 800 people from across the UK were quizzed about their attitude to their pet's dental care in the lead up to the British Dental Health Foundation's 'National Smile Month' (May 20th-June 20th).

National Smile Month campaigns for healthy and happy teeth and there is no reason this shouldn't apply to our pets too. At Fish4Dogs we have never doubted how important dogs are to their owners, but it is clear that with wider awareness we could encourage teeth brushing to become more regular and an introduction of dry food into dogs' diets and all see improved results."
The BVA and RCVS have announced the formation of the Vet Futures Action Group to take forward the ambitions and recommendations in the Vet Futures report ‘Taking charge of our future: A vision for the veterinary profession for 2030’ launched in November 2015.
The call for applications attracted more than 80 candidates with many more expressing an interest in helping to take the project forward.
The Action Group will be tasked with working collectively to turn the report’s 34 recommendations into clear actions with buy-in from across the veterinary profession and a timetable for activity.
The Action Group is made up of the BVA and RCVS Presidents and Junior Vice-Presidents, seven veterinary surgeons, a veterinary nurse, and a co-opted veterinary student:
The members of the Group joining the BVA and RCVS officers were selected by the Vet Futures Project Board for their mix of experience and expertise across the Vet Futures ambitions and themes (Animal health and welfare; Veterinary professionals’ wider roles in society; The health and wellbeing of veterinary professionals; Diverse and rewarding veterinary careers; Sustainable businesses and user-focused services; and Leadership), as well as in veterinary education, veterinary regulation, and veterinary nursing.
BVA President Sean Wensley said: "The Group has a very important task ahead and we are confident that we have an excellent group of people with the right balance of skills, experience and expertise to take forward the Vet Futures recommendations and turn them into concrete actions.
"We have had an incredibly positive response from the profession to the launch of the report and we hope organisations and individuals will now step up to work with the Action Group and take ownership of the activity for the good of the whole profession."
RCVS President Bradley Viner said: "We were overwhelmed by the response from the professions with ten applications for every place, and many more offers of support. The Project Board was particularly impressed by the high quality of the applications and the breadth of experience demonstrated by the candidates from all parts of the profession.
"It was incredibly difficult to select the members of the Group from such a strong field but we are pleased that we have captured the variety within the profession as well as the enthusiasm to drive the project forward. We sincerely hope everyone who expressed an interest will remain engaged with the project as it progresses this year."
The current inventory of Equip Artervac has an expiry date of March 29, 2023 and the company is not expecting a new batch to be available until the end of September 2023.
Zoetis says it has been working with relevant organisations to implement a plan to mitigate the impact on breeders.

In the series of 9 short videos, BCF's in-house vet, Kimberly Palgrave, demonstrates how to perform a basic abdominal ultrasound examination in small animal patients.
The videos, which were produced in collaboration with The Royal (Dick) School of Veterinary Studies, also cover how to alter the controls on your ultrasound machine to get the most of your equipment.
Kimberly said: "I am really passionate about encouraging as many vets using ultrasound in their daily routine as a diagnostic tool. My aim for these videos is to give vets in practice a resource to develop their ultrasound skills. We hope you enjoy the videos and we are already busy developing further videos."

The practice's first residents are Sara Cermeno Fernandez and Lucy Venman (pictured right), who began their programmes last month after completing successful internships.

The webinars will take place every Wednesday at 7pm in May.
David Bardell is a European and Royal College of Veterinary Surgeons Specialist in Veterinary Anaesthesia and Analgesia and will be hosting the first two sessions covering equine pain management for colic and orthopaedic cases respectively.
The 5th May webinar will cover how to recognise and understand the pathology of visceral pain, physical and pharmacological methods of analgesia and dealing with violent or difficult colic cases.
The second webinar on the following Wednesday, will look at how to recognise and quantify pain, the use of pain scales, analgesic medication and techniques.
The other two sessions of the series will be led by Dr. Andy Fiske-Jackson, Deputy Head of RVC Equine and Senior Lecturer in Equine Surgery at the Royal Veterinary College. He'll be running case-based sessions looking at the good, bad and ugly of digital flexor tendon sheath cases and unravelling the diagnosis and treatment of navicular syndrome, the associated biomechanics and treatment options respectively.

The new guide, developed in association with Vets Digital, is the latest addition to BVA’s ‘Respect your vet team – end abuse’ campaign, which aims to support vets and veterinary workplaces who experience abuse from animal owners either in person or online.
It will be added to the Respect Your Vet Team toolkit, which offers a range of resources designed to help protect staff and limit the frequency and impact of abuse from clients.
The resources include practical tips on how to protect staff from online abuse, downloadable posters encouraging respectful behaviour from clients and a series of blogs exploring the issues.
BVA President Malcolm Morley said: “The vast majority of clients are hugely appreciative of the care they receive from their vet teams, resulting in thousands of positive reviews every year.
"While we recognise not every client will have a positive experience and may wish to provide critical feedback, a small number are posting deliberately abusive or unfair reviews.
"This is unacceptable and can have a hugely negative impact on individual veterinary professionals and the wider team.
"Protecting the wellbeing of veterinary teams remains a top priority for BVA and this new resource will help vet teams to take practical steps to limit the impact of this type of abuse.”
