The BVA, the British Veterinary Poultry Association (BVPA) and Veterinary Public Health Association (VPHA) have jointly welcomed a New Code of Practice for the Welfare of Laying Hens and Pullets which was laid before parliament on Thursday.

The new code is one of a series of welfare codes currently being reviewed and updated by the Department for Environment, Food and Rural Affairs (Defra) following recent consultations.

BVA President John Fishwick said: "We warmly welcome these updates and we are particularly pleased to see the vital role the veterinary profession plays in maintaining poultry welfare recognised throughout the new code.

"We are also delighted to see the benefits of veterinary surveillance systems highlighted, with owners and keepers encouraged to use local and national disease surveillance sources to better understand poultry disease patterns and their local health and welfare landscape. This was a key element in our joint consultation response and reflects BVA’s recently published Position on veterinary scanning surveillance (animal health and disease monitoring).

"We are also pleased to see signposting within the Code of Practice to the Humane Slaughter Association’s Code of Practice for the Disposal of Chicks in Hatcheries, which outlines in detail information about humane methods of killing and good practice.

"The British poultry industry has some of the highest welfare standards in the world and the veterinary profession is fully committed to working with Defra on further enhancing animal welfare codes to reflect best industry practice."

Zoetis has added digital cytology testing to Vetscan Imagyst, giving practices access to a network of remote pathologists and AI technology for fecal testing. 

With Vetscan Imagyst, samples are prepared in-clinic using traditional methods, but submitted digitally, rather than sending physical slides to a laboratory. In this way, results are available in hours, allowing vets to offer same-day diagnosis and treatment.

The company says the new digital cytology application offers fast, accurate reviews of common cytology specimens, such as fine-needle aspirates,

The Vaccination Guidelines Group (VGG) of the World Small Animal Veterinary Association (WSAVA) has updated the Vaccination Guidelines it offers to veterinary surgeons.

The association says its Canine and Feline Vaccination Guidelines aim to provide globally applicable recommendations to help veterinary surgeons vaccinate in a standard and scientifically justified fashion.

The VGG has also updated the vaccination guidelines it offers to pet owners and breeders, as well as the series of fact sheets it has created on key global vaccine-preventable diseases of dogs and cats.

The original guidelines were published in 2007 as the WSAVA's initial response to the need for globally applicable recommendations on vaccination best practice. They were updated in 2010 and, since then, the VGG, which is supported exclusively by MSD Animal Health, has been focusing on issues relating to small companion animal infectious disease and veterinary education in Asia.

The 2015 release of the Canine and Feline Vaccination Guidelines is based on a new evidence-based classification system for vaccinology. It also includes a number of additional FAQs (110 in total). The guidelines for both vets and owners/breeders are available for free download at http://www.wsava.org/educational/vaccination-guidelines-group. Currently available in English, they are being translated into a number of languages.

The Royal College of Veterinary Surgeons (RCVS) has clarified the legal position regarding the disbudding of goats, following recent media reports concerning undercover filming on UK goat farms. 

The carrying out of any activity which amounts to veterinary surgery is restricted to veterinary surgeons unless there is a suitable exemption that allows other people to do it. The removal of the horn-bud of goats (disbudding) is considered veterinary surgery under the provisions of the Veterinary Surgeons Act 1966 (the Act).

Schedule 3 of the Act provides certain exemptions to the restriction on carrying out veterinary surgery, such as those allowing veterinary nurses and student veterinary nurses to undertake any medical treatment or any minor surgery (not involving entry into a body cavity) in certain circumstances. However, Schedule 3 specifically provides that these exemptions do not allow non-veterinary surgeons to undertake the disbudding of goats, except the trimming of the insensitive tip of an in-growing horn which, if left untreated, could cause pain or distress.  

There are no other Exemption Orders covering the disbudding of goats and therefore this procedure may only be undertaken by veterinary surgeons.

The Mutilations (Permitted Procedures) (England) Regulations 2007, the Mutilations (Permitted Procedures) (Wales) Regulations 2007 and the Prohibited Procedures on Protected Animals (Exemptions) (Scotland) Regulations 2007 all include disbudding of goats as a procedure which can be carried out for non-therapeutic reasons. However, this secondary legislation is subject to the restrictions in the Veterinary Surgeons Act 1966 and therefore disbudding of goats is restricted to veterinary surgeons.The Welfare of Animals (Permitted Procedures By Lay Persons) Regulations (Northern Ireland) 2012 currently include disbudding of goats as a procedure which may be carried out by non-veterinary surgeons.  However, the Veterinary Surgeons Act 1966 applies to Northern Ireland and the Regulations are scheduled to be amended later in 2012.  This will make it clear that only veterinary surgeons may disbud goats in the UK.

The secondary legislation in the UK does not explicitly require anaesthetic to be administered when disbudding goats. However, disbudding should be carried out by veterinary surgeons in accordance with good practice and in such a way as to minimise pain and suffering caused to the animal, which should include use of an anaesthetic.

In summary, only a veterinary surgeon may undertake the disbudding of goats and due to the nature of the procedure, veterinary surgeons disbudding goats should administer anaesthetic.

Hannah Capon MRCVS and her team at Canine Arthritis Management (CAM) have launched the Big September Walks to raise awareness of arthritis in dogs.

People are invited to organise or join a walk to raise money for Canine Arthritis Management and its work to educate both dog owners and veterinary professionals about how even the smallest of changes can help to enhance the life of a dog with arthritis.

CAM highlights recent work from the Royal Veterinary College and University of Sydney through VetCompass, which highlighted some of the biggest welfare challenges facing our pet population including obesity, dental disease and osteoarthritis, with osteoarthritis identified as one of the most severe conditions.

Hannah said: "We need to start more conversations about arthritis; both dog owners and vets need to be more aware of the steps we can take to help prevent arthritis, and where dogs are affected, how we can take positive action to help them live fulfilled and comfortable lives."

Hannah says that arthritis is currently one of the biggest causes of owners choosing to euthanise their dogs, and she hopes that owners taking part in the walks will help spread the word that arthritis can be managed.

The Department for Environment, Food and Rural Affairs (Defra) has extended the bird flu prevention zone declared in Dorset last week to cover the whole of England, requiring all bird keepers to follow strict biosecurity measures.

The decision comes after 13 dead wild birds were confirmed to have the virus in Warwickshire.

Last week 17 wild birds were tested positive in Dorset and 31 infected birds have now been identified at the Dorset site. At that time Defra responded by putting a local prevention zone in place and, now it is known the disease is not isolated to the Dorset site, the prevention zone has been extended across the country as a precautionary measure.

The prevention zone means bird keepers across the country must:

• Make areas where birds are kept unattractive to wild birds, for example by netting ponds and by removing wild bird food sources;
• Feed and water birds in enclosed areas;
• Minimise movement in and out of bird enclosures;
• Clean and disinfect footwear and keep areas where birds live clean and tidy;
• Reduce any existing contamination by cleansing and disinfecting concrete areas, and fencing off wet or boggy areas.

Those keepers who have more than 500 birds will need to take extra biosecurity measures that include restricting access to non-essential people, changing clothing and footwear before entering bird enclosures and cleaning and disinfecting vehicles.

The birds in Warwickshire are still being tested but it is expected that it will be the same H5N6 strain of bird flu that was found in the wild birds in Dorset and has been circulating wild birds across Europe. Public Health England have advised the risk to public health is very low with the Food Standards Agency also offering reassurance that bird flu does not pose a food safety risk for UK consumers. Defra has confirmed that the H5N6 strain is different to the strains which affected people in China last year. 

Although it does not represent a threat to public, it is highly infectious and deadly to birds. 

British Veterinary Association (BVA) President John Fishwick said: "I’d encourage vets to reassure their clients that this strain of Avian Influenza poses a very low risk to public health and the food chain. However, there is clearly a need to try to contain further spread of the disease, which has almost certainly come from migratory birds, and vets and poultry owners should follow the new prevention zone measures and remain vigilant for signs of bird flu."

British Veterinary Poultry Association (BVPA) President Phil Hammond added: "It’s really important that all bird keepers heed biosecurity advice issued by Defra, and maintain the highest biosecurity standards. Any suspicion of Avian Influenza should be reported to the APHA as soon as possible."

Intervet/Schering-Plough Animal Health has announced the launch of Nuflor Minidose - a 50% more concentrated, but less viscous solution of its proven Nuflor antibiotic.

Nuflor Minidose is licensed for the treatment and prevention of bacterial BRD. Intervet/Schering-Plough Animal Health livestock veterinary adviser Rosemary Booth MRCVS said: "It delivers all the rapid efficacy entrusted in Nuflor, but at a lower volume. Whereas a 20ml dose of Nuflor will treat a 150kg animal, the same volume of Nuflor Minidose will cover a 225kg beast. Compared with Nuflor, the new Minidose formulation is easier to administer delivering a less viscous florfenicol solution, with a 62% improvement in viscosity at 15°C and 59% at 5°C."

Rosemary added that Nuflor Minidose is effective against the main bacterial causes of pneumonia: P. multocida, M. haemolytica and H. somni. "Florfenicol is the only antibiotic offering 100% sensitivity to these three key BRD causes in recent trials and its kill effect also ensures that within 24 hours bacteria levels are low enough to prevent any re-growth."

She also pointed out that the new, more concentrated florfenicol solution presents vets with an improved batch treatment option for controlling BRD considering Nuflor is recognised as an effective metaphylactic

"Batch treatment prevents BRD from spreading. Trials with Nuflor have demonstrated the benefit of metaphylactic batch treatment of sick calves in a pen once at least 20% of the animals exhibit disease symptoms. Nuflor was significantly more efficacious than a control in preventing the spread of BRD in healthy calves exposed to infected animals," she explains.

"The bacteria responsible for BRD are found in the respiratory tract of healthy cattle and stress or a greater pathogen load - such as exposure to sick calves - can easily trigger disease. BRD bacterial numbers can double every 30 minutes and in 24 hours, one bacterium can multiply to billions. Batch treatment kills the bacteria before they multiply, release toxins and cause permanent lung damage."

New Nuflor Minidose is licensed for injection subcutaneously for the prevention of BRD at a dose rate of 4ml/45kg and has a 64-day meat withdrawal period.

The RCVS Operational Board has announced that it will ask Council to review its decision to remove postgraduate postnominals from the Register, following the largely negative response from the profession to the idea, including a petition from Derbyshire surgeon, Victoria Lilley.

The original decision was made by Council in June 2012 as part of a package of measures aimed at developing clarity around postgraduate skills and knowledge.

The College says that the removal of postgraduate postnominals from the Register was intended to help dispel confusion amongst the public and some members of the profession about the level of various qualifications, by introducing the Advanced Practitioner status alongside the existing Specialist list.

Chairman of the Operational Board, CEO Nick Stace, said: "Over the last few days we have listened to the disquiet amongst the profession - which has included direct contact with staff and Operational Board members, a petition and discussion on fora and social media - and feel that we should address some misunderstandings but also give Council the opportunity to review the decision at its 5 June meeting.

"Many good points have been made by members of the profession and I am pleased that the Operational Board has agreed to reflect on them and consider whether there is a better way to achieve the clarity we were seeking for the public and the profession.

"The introduction of Advanced Practitioner status is a positive move for both the profession and the public, and underlines the College's commitment to lifelong learning.

"It is important to have the profession's support for the direction we are taking in advancing standards across the sector."

The College has also provided some Q&A's concerning the original decision made by Council in 2012, as follows.

1. When did this process start?
   A Specialisation Working Party was set up in spring 2010 under the chairmanship of Professor Sir Kenneth Calman to review routes to specialisation, and clarity around postgraduate qualifications. It was, in part, in response to a report produced by Professor Philip Lowe, on behalf of Defra, around veterinary expertise in food animal production, although the Working Party's remit went wider.
2. Was the profession consulted?
   The recommendations of the Working Party were sent out to consultation amongst the profession and the public in November 2011. The story featured on the front page of the November 2011 issue of RCVS News, which was sent to every member of the College, and received media coverage. We received 290 responses: 265 from individuals and 25 from organisations or groups of individuals.
3. To what has Council agreed?
   Council unanimously agreed recommendations from the Specialisation Working Party in June 2012. As well as recommending increasing scope of the Specialist list, changing the wording in the Code of Professional Conduct, and setting up the Advanced Practitioner status, it was agreed that: "The RCVS should simplify significantly the listing of postnominal letters for qualifications against Members' names in the published Register and on the RCVS website (Find a Vet). Official lists should show only the registerable degree (eg BVMS, or DVM, or BVetMed etc), followed by either MRCVS or FRCVS, and indicating whether the individual is on the list of specialists or the list of advanced practitioners. Thus: i. John Brown BVSc MRCVS ii. Jane Smith BVM&S MRCVS Advanced Practitioner in Small Animal Surgery iii. Peter Jones, MVB, FRCVS, RCVS Specialist in Anaesthesia" This change would only have taken effect once the Advanced Practitioner list was in place and had bedded in.
4. Why was this proposal made?
   There were three key reasons for the decision in 2012: a) A qualification marks knowledge acquired at a specific point in time and is not necessarily an indicator of current knowledge and skills. Meanwhile, the status of Advanced Practitioner or Specialist will be revalidated every five years and require the individual actively to keep their knowledge and skills up to date. b) Market research has indicated that members of the public were unsure about the various postnominals and what they stood for. Veterinary surgeons are also confused about the level of different qualifications. c) It is increasingly difficult to adjudicate on which postnominals should be included in the Register, and new requests are made on a regular basis, including qualifications that are not straightforward to assess in terms of their quality or relevance. While it may seem easy to say that just RCVS postgraduate qualifications should be included, since we began phasing out the RCVS Diplomas and encouraging veterinary surgeons to take European ones, this has been less clear-cut.
5. Is the RCVS removing our qualifications?
   No. There has never been an intention to remove anyone's qualifications.
   The original decision in 2012 was not to print them in the Register or include on the RCVS website. Individuals would have been free to use them as they wished, for example, in practice marketing, on stationery etc.
6. How are veterinary nurses affected?
   There is no change to the position for veterinary nurses.
7. Is the RCVS devaluing non-modular certificates?
   Both modular (CertAVP) and non-modular certificates are valid for those wishing to apply to join the Advanced Practitioner list. Those with the non-modular certificates are asked to complete either the RCVS 'A' module in the CertAVP or other equivalent modules or 100 hours of CPD that covers the same ground, over their first five-year accreditation period.
8. Is Advanced Practitioner status just a money-making exercise for the RCVS?
   The Advanced Practitioners status is being introduced to give a clear signal to the profession and the public that a practitioner has developed their skills and knowledge in a specific area, and is committed to maintaining them. An administration fee is paid to the College to join and remain on the list, in the same way that it is for Specialists. It is not a money-making scheme and the fees are set to cover costs.
9. What's happening now?
   The RCVS Operational Board met on 24 April and considered the decision that had been made by Council in June 2012 and the subsequent unhappiness amongst the profession that had been catalysed by recently-published information about the Advanced Practitioner status. The Board felt that although the rationale behind the original 2012 decision was sound, the issues that the change aimed to address could now be tackled in other ways. It has therefore requested that Council review its decision at its 5 June meeting. A paper will be developed which outlines possible routes forward, which will be available on the RCVS website in due course.

Carefree Credit, the company which provides a credit facility for practices to offer clients to pay for unexpected veterinary bills, has announced that from this month, practices can offer the facility to clients without themselves going through the Financial Conduct Authority (FCA) authorisation process.

In the past, all practices that offered Carefree Credit to clients had to complete the FCA authorisation process, something which involved completing a 48 page online application and a wait of 12 weeks for approval. Although Carefree Credit provides guidance with the process and around 700 practices have enrolled successfully, it was not the ideal solution for practices who wanted a quick solution.

From now on, those practices that are happy to offer interest-free credit for a maximum period of 12 months can do so without going through the FCA process.

The University of Liverpool's School of Veterinary Science has announced the introduction of a new curriculum designed to enhance undergraduate veterinary teaching and learning.

The University says that the curriculum, which was developed in consultation with staff, current and past students, and other key stakeholders, will provide world-leading clinical training, underpinned with the latest scientific knowledge.

The review also explored new ways of teaching in order to reduce the number of lectures in favour of more dynamic forms of training, such as 'scenario' sessions where students work in groups to tackle clinical problems.

Dr Alex German, programme director for the new curriculum, said: "Instead of a modular format, where subjects are taught in self-contained units, we now integrate subjects throughout the degree programme so that students can seamlessly connect what they have learnt to what they are practising.

"Pre-clinical subjects are taught early on, but then revisited during the later stages of the course to ensure that clinical knowledge is based on sound physiological and pathophysiological principles."

Fundamental research skills, such as basic statistics and scientific writing, are taught in the early years, and then reinforced when students undertake a full honours-degree-equivalent research project in their third year.

Evidence-based veterinary medicine principles also underpin all clinical subjects, enabling undergraduates to review clinical evidence critically, and appraise new data as it emerges.

The most significant changes, however, focus on the teaching of clinical skills, which is now taught throughout the five-year programme. To support this, the School has appointed a number of new lecturers specifically to teach clinical skills, and opened new purpose-built teaching laboratories.

Teaching includes the use of models such as a cattle obstetric simulator, a life-size model of a horse with foam pads for practising injections, and a 'Lambinator' for lambing practise.  Many of the models have been designed and built by the new lecturers.

A 'cow laboratory' has also been developed to provide an area for self-directed teaching where students can practise skills such as, haltering and casting a cow, learning how to cast a calf's leg, and perform rectal examination with the use of 'Betsy', the in-house reproductive tract simulator (pictured right).

Alison Reid, clinical skills lecturer, said: "When I qualified ten years ago, I could not confidently perform some of the skills we are now teaching our first year students and I remember how unnerving that was when I first entered practice.  

"If we can take away the difficulty associated with performing unfamiliar manual skills under pressure, we will be improving the lives of our graduates, their colleagues and their patients."

Chief Veterinary Officer Christine Middlemiss is urging veterinary surgeons employed in government roles and private vets undertaking government work (OVs) to take part in a wellbeing survey being conducted by the Association of Government Veterinarians.

The aim of the survey, which closes on 16th June, is to recognise and help raise awareness of the multiple challenges faced by veterinary surgeons undertaking roles for Government as a distinct subset of the veterinary profession.

The Association of Government Veterinarians says that following the survey, it'll be producing a report which identifies issues which affect government vets' wellbeing, identifies existing tools to promote wellbeing within Government and considers developing new ones if necessary. It will also consider best practice and any gaps in the wellbeing services currently available that vets in Government roles would benefit from.
