Novartis Animal Health has announced the launch of a campaign to improve awareness of and improve education about atopic dermatitis (AD), to coincide with the 10th anniversary of Atopica.

Animalcare's new Cephacare flavour antibiotic has received a response of 'good' or 'very good' in 80% of cases in a recent field study of superficial pyoderma in dogs. When asked to rate the effectiveness of the cephalexin-based antibiotic, more than half of the cases were awarded the highest response level of 'very good'.

Animalcare asked vets from across the country to participate in the study in order to confirm the company's own opinion. Each vet recorded five cases of superficial pyoderma in dogs and scored the effectiveness of treating the condition with Cephacare flavour. The first vets to complete their assessment forms received a free copy of the BSAVA Manual of Small Animal Dermatology worth £85.

The antibiotic proved effective across 19 different breeds, with animal weights ranging from 7kg to 70kg. Varying degrees of condition severity from mild through to severe were recorded with the average treatment length being 14-17 days. A number of 'severe' cases were treated with positive results. Severe was defined as long standing or recurrent areas of papules, crusting papules, epidermal collarettes and intact pustules.

The Privy Council has dismissed an appeal lodged against the RCVS Disciplinary Committee’s decision in May 2018 that Dr Horia Elefterescu should be removed from the Register.

The Committee had found Dr Elefterescu guilty of serious professional misconduct in relation to a number of charges which covered issues such as dishonesty, poor record-keeping, and failure to carry out adequate clinical examinations.

The Judicial Committee of the Privy Council held the appeal hearing in October last year with three Justices of the Supreme Court - Lord Kerr, Lord Carnwath and Lord Kitchin – comprising the Board.

The basis of the appeal to the Privy Council was that the Committee’s findings on the facts of the case were flawed, with his counsel saying that Dr Elefterescu 'strenuously disputes the findings by the Committee of his dishonesty and lack of professional competence and submits that there is no adequate basis for them in the evidence’.

His counsel also told the Board that the Disciplinary Committee’s sanction failed to take into account mitigating factors and that the decision to remove Dr Elefterescu from the Register was disproportionate.

In relation to the appeal against the Disciplinary Committee’s findings on the facts, the Board was not persuaded by any of the arguments put forward on behalf of Dr Elefterescu. These arguments included that the RCVS had failed to call relevant witnesses and had failed to make Dr Elefterescu aware of the significance of some evidential matters, disclosed to him.

In respect of the sanction, the Board was also unpersuaded by the arguments put forward by Dr Elefterescu’s counsel, namely that it was too harsh in its assessment of aggravating factors, did not give adequate weight to mitigating factors, and that it failed to distinguish lack of competence from misconduct.

In its judgment on the arguments put forward by Dr Elefterescu’s counsel, the Board said: "It is the opinion of the Board that these criticisms are not well founded. The Committee considered with care Dr Elefterescu’s proven and admitted conduct in relation to each of the charges and whether it fell below or far below the standard to be expected. It is to be noted in this regard that a number of the charges which were either admitted or upheld were not the subject of any challenge on this appeal. 

"Overall, the Committee found that Dr Elefterescu’s clinical failures were very serious, involved failures in the basics of animal care, resulted in animal suffering and involved widespread breaches of the respondent’s [RCVS] code of professional conduct. It also expressed particular concern about its findings of dishonesty, and rightly so. That conduct was, in its view, ‘at the top end’ of disgraceful conduct in a professional respect. What is more, Dr Elefterescu had a lack of insight into his failings and a wholly unjustified confidence in his abilities which constituted an ongoing risk to animal welfare."

"These were findings which the Committee was clearly entitled to make and, in the light of them, the Board is firmly of the view that the decision of the Committee to direct the removal of Dr Elefterescu’s name from the Register cannot be impeached. The Board rejects the criticisms made of the Committee’s reasoning and the conclusions to which it came. The direction that Dr Elefterescu’s name must be removed from the Register was appropriate and proportionate."

Improve International has launched a two-day masterclass on tibial-plateau-leveling osteotomy (TPLO).

The company says the masterclass will equip veterinary surgeons with an understanding of how TPLO fits into the range of treatments for one of the commonest causes of serious hindlimb lameness in the adult dog: cranial cruciate ligament failure.

The course will take place on 13 and 14 September at Improve’s HQ, Alexandra House, Swindon, and will be led by Dr Steve Butterworth, MA VetMB CertVR DSAO MRCVS and RCVS Specialist in Small Animal Surgery (Orthopaedics).

Petplan Equine has announced the finalists for the fifth annual Petplan Equine Vet of the Year Award.

The winner of the award award, which is sponsored by Petplan Equine in association with Horse & Rider magazine, will be announced at the annual Animal Health Trust Equestrian Awards, being held at London's Lancaster Hotel on Thursday 1^st November, 2012.

Keith Chandler, a senior partner at Kessock Equine Vets received several nominations which credited not only him personally for his dedication, knowledge, pragmatic and caring approach but also his practice for its outstanding customer service. Nominations for Lee Paul, a specialist in internal and stud medicine who qualified at Edinburgh University's Royal Dick Veterinary School in 2002, unanimously praised his willingness to 'never give up' and to go beyond the call of duty. He is said to be highly dedicated and is praised for his willingness to always be available such as on the occasion when a horse he had been treating for a swelling in her throat presented complications during a weekend when he was not on duty. Despite this Lee, who had been contacted by the duty vet for background information, attended the call himself within an hour complete with the stethoscope he'd collected from the surgery en route and with his family in his car!

This year's judges were David Stickles, Head of Fund Raising at the Animal Health Trust, Alison Bridge, Editor of Horse & Rider magazine, Ben Mayes, President of the British Equine Veterinary Association (BEVA) and Gil Riley, 2009 Petplan Equine Vet of the Year.

Petplan says that the record number of high calibre nominations made it hard for the judges to choose three finalists. Isabella Von Mesterhazy, Head of Marketing for Petplan Equine said: "Anyone motivated to nominate their vet for this award must hold them in extremely high regard so once again we were very impressed by both the quality and quantity of nominations we received. The Pig Veterinary Society's revised 2009 edition of Casualty Pig, funded by the BVA Animal Welfare Foundation (BVA AWF) is now available.

This booklet is intended for the use of stock keepers on farms, staff in abattoirs, veterinary surgeons, and by transporters, to give guidance and knowledge in care, treatment, and euthanasia of the casualty pig. It also indicates the responsibilities and decisions related to the "Casualty Pig", as well as the legal requirements.

Speaking on behalf of the charity, BVA AWF Chairman and veterinary surgeon, Carl Padgett, said "This updated version has more emphasis on the care of and welfare of the casualty pig than earlier editions. This is a useful and easy to use guide that gives details of 'decision options' with a series of examples related to care, treatment and euthanasia."

Virbac has announced that Ovarid is back in stock following the resolution of a manufacturing problem. 

The megestrol acetate tablets are indicated for the postponement or prevention of oestrus and the treatment of hypersexuality in male dogs. In cats they are recommended for the prevention or postponement of oestrus and the treatment of miliary dermatitis and eosinophilic granulomata.

Virbac says that because the product is relied on by the owners of many cats suffering from miliary eczema, it has worked to ensure that their welfare is not compromised by recalling unused Ovarid stock from practices to ensure that it could still be provided to those contacting them with emergency cases since the outage began in February.

Senior Product Manager Chris Geddes MRCVS said:  "I'd like to express my thanks to practices for bearing with us and particularly to those which returned unused product. This meant that we were able to supply emergency supplies for the treatment of miliary eczema to every practice that asked for it. We also managed to help out some zoos which needed supplies for frisky sea lions and lions."

Ovarid is available in 20mg and 5mg tablets.

The Pirbright Institute has developed a novel sampling method which it says can detect the presence of foot-and-mouth disease (FMD) virus from samples in the farm environment, even when susceptible animals are not showing clinical signs.

The new methods, published in Applied and Environmental Microbiology, use a simple swabbing technique to gather samples from the environment which FMD-susceptible animals such as cattle, sheep and pigs commonly make contact with, such as water troughs.

Researchers say the technique requires very little expertise, which makes the sampling method far more accessible, allowing a higher frequency of samples to be collected and processed during an outbreak.

FMD virus is able to survive long periods of time in the environment in the right conditions (up to three months depending on environmental factors such as pH, temperature and relative humidity), so sampling areas where infected animals may have shed virus allows scientists to detect the presence of FMD even if the animals on the farm are no longer showing clinical signs.

The researchers say that novel surveillance techniques such as this can help support a robust response to outbreaks in FMD-free countries, and can also be implemented in endemic areas, such as parts of Asia, Africa and the Middle East, as part of surveillance programs to supplement current information about the spread of FMD.

Dr Claire Colenutt, who led the research at Pirbright said: "Current surveillance methods rely on the recognition of FMD infection in susceptible animals in addition to the collection of samples from the animals which requires veterinary expertise. In keeping the approach simple, samples can be taken by individuals without prior expertise, increasing the number of potential samples, and relieving pressure on veterinary services."

CVS has announced the acquisition of Bell Equine Veterinary Clinic in Mereworth, Kent. 

Bell Equine is one of the leading equine hospitals and was the first practice worldwide to install a standing MRI unit for horses.

CVS says the acquisition reflects its increased focus on equine practice, with further expansion of its Equine Division planned in the UK and Europe during 2017.

Equine Director Ben Jacklin said: "The acquisition of such an outstanding hospital is an exciting step for us. Bell Equine has always been at the forefront of the equine profession, both clinically and non-clinically, and as such it is a perfect match for the Equine Division of CVS."

A 1,194-signature letter calling for the principle of Article 13 to be explicitly enshrined in UK legislation post-Brexit, led by the BVA and the BVNA, has been published in the Daily Telegraph.

The letter called on the UK government to ensure there is a duty on the state to have due regard for animal welfare in the development and implementation of policy, as Article 13 of the Lisbon Treaty sets out. Under the UK’s Animal Welfare Acts, accountability for the treatment of an animal focuses on the animal keeper, but not on the state.

The coordinated letter from the veterinary professions follows widespread media attention after a House of Commons debate, wherein MPs voted down an amendment tabled by Green MP Caroline Lucas to include the principles set out in Article 13, which also states animals are sentient, in the EU (Withdrawal) Bill. Since Article 13 has its origins in a treaty rather than a regulation, it did not qualify to automatically transfer into UK law as part of the EU (Withdrawal) Bill.

The signatories of the Daily Telegraph letter span all areas of veterinary work including small and large animal practice, research, government and academia as well as including former UK Deputy Chief Veterinary Officers, Officers of BVA specialist divisions and the Chief Veterinary Officer of SSPCA, amongst others.

BVA Senior Vice President Gudrun Ravetz has been leading BVA’s lobbying on this issue while BVA President John Fishwick recovers from a back operation. Gudrun said: "The public and professional response to the Article 13 vote was astonishing, but there was much misunderstanding borne from sensationalist headlines that suggested the MPs who voted the amendment down do not believe in animal sentience. The real crux of the debate got lost in this noise.

"BVA supports the principle of Article 13, since it not only recognises that animals are sentient, but importantly puts a duty on the state to have due regard for animal welfare in the development and implementation of policy."

Ceva Animal Health has launched a new broad-spectrum, flavoured endoparasiticide tablet, Milbactor for dogs.

Milbactor contains milbemycin oxime and praziquantel, which offer protection against the common nematodes seen in the UK and the main species of tapeworm.

Milbemycin oxime treats Toxocara canis and Toxascaris leonina, Angiostrongylus vasorum and Crenosoma vulpis, the hookworm Ancylostoma caninum, the whipworm Trichuris vulpis and the eyeworm, Thelazia callipaeda. Milbactor also prevents heartworm disease caused by Dirofilaria immitis.

Praziquantel protects against Echinococcus spp., Dipylidium caninum, Taenia spp. and Mesocestoides spp.

Puppies weighing more than 0.5 kg can be treated with Milbactor from two weeks of age. Milbactor comes in two tablet sizes for dogs and puppies, and the tablets are flavoured for easy administration.

Ceva has also launched The Ceva Protection System for dogs, a two-step solution featuring Vectra 3D and Milbactor to provide ectoparasite and endoparasite protection for dogs with one monthly topical treatment and one flavoured tablet. The Ceva Protection System uses Vectra Felis for flea protection for cats and Acclaim for the treatment of the pet's home environment.

Dechra Veterinary Products has launched Cyclo Spray, an antibiotic spray for veterinary professionals treating hard to reach sites when handling cattle, sheep and pigs.

Dechra says the new product has been developed for use at any angle, even upside down.

Cyclo Spray (chlortetracycline hydrochloride 2.45%) is indicated for the treatment of superficial claw and hoof infections and the prevention of infections of superficial traumatic or surgical wounds.
