The RCVS Disciplinary Committee has reprimanded and warned as to his future conduct a Hampshire veterinary surgeon found guilty of serious professional misconduct for cumulative failures to provide adequate professional care, and insufficient regard for animal welfare whilst treating a dog that had ingested broken glass.
The sanction was decided following a 12-month postponement of a decision ordered at a hearing on 19 November 2010.
At last week's hearing, the Committee was asked to decide what sanction would be appropriate in the case of Peter Ardle MacMahon for his treatment of a Cocker Spaniel called Wilfred, while working as a locum in Portsmouth. In 2010, the Committee found that Mr MacMahon had not removed the ingested glass from Wilfred's stomach or adequately checked that he had done so; had inadequately prevented abdominal contamination; and, had failed to communicate this contamination problem to Wilfred's usual veterinary surgeon. Considering these charges cumulatively, the Committee found that the treatment Mr MacMahon provided to Wilfred had fallen far short of the standard to be expected in the profession and amounted to serious professional misconduct.
Shortly prior to treating Wilfred, Mr MacMahon had returned to practice after a ten-year absence and, at last year's hearing, agreed to comply with undertakings regarding his professional development. These included performing at least 70 hours of medical and surgical continuing professional development (CPD); providing the Disciplinary Committee Chairman with quarterly CPD reports and two employer reports regarding his competence; observing 24 days of current practice by shadowing another veterinary surgeon; and, providing reports from this veterinary surgeon as to his competence and a case diary.
The Committee considered the factual findings from the November 2010 hearing and the concerns then expressed about Mr MacMahon's conduct and capabilities as a veterinary surgeon, as well as his compliance with the agreed undertakings. As advised by the Legal Assessor, the Committee's considerations of sanction began at the lowest level that would ensure that the welfare of animals was properly protected; that proper standards would be maintained among practitioners in the profession; and, that would be in the interests of the public.
Speaking on behalf of the Disciplinary Committee, Chairman Professor Peter Lees said: "The Committee is satisfied that the respondent had complied fully with the spirit of the requirements of the undertakings he had entered into on 18 November 2010. Indeed, the view is that the respondent has done well to achieve the level of compliance that he has, given that he had suffered a period of significant ill-health during the period since he entered into those undertakings.
"The ultimate decision is that the respondent's conduct [...] warrants the imposition of at least a reprimand," he continued. "However, it is also the Committee's firm view that the respondent must be warned about his future conduct so that he will know the Committee considers he needs to maintain the level of continuous professional development that he has achieved [over the last] 12 months, and to have constantly in mind the paramount obligation of all veterinary surgeons to ensure the welfare of animals under their care.
"Such a warning as to future conduct should, and the Committee believes that it will, serve as a constant reminder to the respondent that he must undertake only those procedures, and only proffer professional advice, in the areas where he has the requisite up-to-date skills, knowledge and experience."
The Committee reprimanded Mr MacMahon and warned him as to his future conduct.
The recategorisation means that pharmacists and Suitably Qualified Persons (SQPs) will be able to prescribe Zolvix.
The VMD says that making the anthelmintic more widely available will increase its usage as part of strategic worm control programmes on farms, which could in turn result in long term health benefits for sheep, for example by reducing the development and spread of anthelmintic resistance, thereby prolonging the effective use of anthelmintics.
The VMD adds that SQPs will now have additional training to ensure they are sufficiently familiar with Zolvix and how to prescribe it effectively and responsibly so that it is used appropriately. A new compulsory training module will be implemented by The Animal Medicines Training Regulatory Authority (AMTRA) to augment the skills of all AMTRA-registered SQPs permitted to prescribe farm animal products. New SQPs will be required to undertake a revised and extended module before gaining their farm animal registration with AMTRA.
Pharmacists and SQPs will be able to prescribe Zolvix from 1st July 2017.

BVA President Gudrun Ravetz has issued a statement expressing concern over the recategorisation of Zolvix:
"We know that resistance to anthelmintics is increasing in grazing animals and needs to be addressed if the livestock industry is to avoid a potentially disastrous situation of being unable to tackle parasites. The reclassification of Zolvix from POM-V to POM-VPS is in direct opposition to the trend in Europe, where we are seeing increased control over dispensing of anthelmintics in species where resistance is a serious threat to animal welfare and profitable production; we're extremely concerned that we might start seeing resistance develop in group 4 as a result.
"BVA believes that prescribing of anthelmintics requires a level of control best provided by a veterinary surgeon who has the animals under his/her care, and is based on a sound clinical diagnosis, in order to protect animal welfare and safeguard the efficacy of these products for the future."

The research, carried out by the Royal Veterinary College’s (RVC) VetCompass programme, involved analysing data from 333,910 bitches who presented at veterinary practices participating in the programme between 2014 and 2017.
The study also indicated that the females of certain breeds are more prone to UI than others, with Hungarian Vizslas, Doberman, Weimaraners and Boxers most at risk.
UI affects around 3% of bitches in primary veterinary care in England.
The researchers say that a connection between neutering and UI in bitches has long been suspected but this study provides stronger evidence on the extent of the relationship.
The data also showed that age and bodyweight are major contributory factors to bitches developing UI as well as neutering and breed. Other key findings include:
Bitches over nine years old are 1.7 times more likely to develop UI compared to those younger than three years.
Bitches weighing over 10kg are 1.9 more likely to develop UI than those weighing less than 10kg, while bitches over 30kg are three times more likely.
Camilla Pegram, VetCompass epidemiologist and lead researcher on the study, said: "First opinion vets discuss and perform neuters on a daily basis but, until now, evidence on the link between neutering and urinary incontinence has been tenuous.
"This study provides stronger evidence of an important association between neutering and urinary incontinence. The decision to neuter a bitch is based on many factors, not just incontinence risk alone. However, these results suggest that the component of the decision driven by urinary incontinence could be emphasised for the high-risk breeds and bitches of larger bodyweight.”
It is hoped that the results will aid owners and vets in making evidence-based decisions when it comes to neutering female dogs.

Kerrie was inspired in this by the results of her MBA dissertation, which looked at both enablers and barriers to leadership experienced by veterinary women and found that when it comes to partnership, women were much more likely to wait to be asked, rather than actively discussing the likelihood with the current practice partners.
Kerrie said: "The 29th of February was historically a time when it was acceptable for women to propose marriage. That's obviously a really outdated concept but we think it presents a great opportunity to encourage women in the profession to change their mindset and actively ask their boss if a partnership is a possibility either now or in the near future.
"It's the sort of proposal that will have a big impact on their future and we'd love to see more women take the driving seat and steer their own destiny. The message is: you don't have to wait to be asked - use the 29th as your excuse to pop the question!"
Kerrie's research also identified that enablers for female practice ownership included identifying as a leader at an early stage in a veterinary career, having parents who were business owners and being perceived to have more assertive or dominant personality traits.
However, Kerrie said: "While those are the factors that have helped women become leaders in the past, it doesn't mean our leaders of tomorrow have to meet those criteria and during my focus groups I found many women in the profession had a tremendous desire to lead, grow and inspire. We're looking within XLVets at ways we can remove barriers for women and increase access to leadership at every level, including supporting new start-up practices.
"We hope on the 29th February there will also be practice partners out there who might wonder why ‘she's never asked' and use this as an opportunity to talk about forming a lasting partnership. It's 2020 and there's no need for anyone to be shy about starting this important conversation."

This pilot was originally launched in February 2017 to trial proposed changes to CPD, which would concentrate less on hours logged and more on interactive, reflective learning and measuring the impact that CPD has on the individual’s practice and patient health outcomes.
Some 115 veterinary surgeons and veterinary nurses volunteered, with 60 attending an induction days at the College’s office last year.
The College says the response to its proposals was largely positive, and at its meeting on 2 November 2017 RCVS Council agreed to an extension of the pilot for a further six-to-nine months, in order to increase the breadth of views on the changes and gather further evidence on its impact.
The proposed model for CPD has four key components: planning, doing, recording and reflecting. While an overall majority of the 3,357 people who responded to the College’s 2016 consultation agreed with the proposed changes to the CPD requirement, certain elements received less support than others.
The lowest amount of support was received for the ‘reflection’ component with 35% of respondents disagreeing with it.
Shona McIntyre MRCVS, a teaching fellow in small animal medicine at the University of Surrey and the practitioner representative on the CPD Pilot Working Group, said: "As a general practitioner involved in the initial phase of the CPD pilot I was thrilled that we had so many from the profession engage with the consultation, and later with the pilot.
"By extending the pilot further we are looking to get an even wider range of views on board and fine-tune how we will be asking members of the profession to engage with the reflection element of the proposals. We are looking for a mix of those who support the proposals and those who have a ‘healthy scepticism’ about them and I can only encourage those not yet involved to consider signing up for the extended pilot and make their voice heard."

The Soil Association is calling on the Government to issue guidelines that will limit the veterinary use of the most modern penicillin-type antibiotics, to prevent the spread of a serious new superbug.Recently released minutes of a Government committee reveal that Ministers have been briefed about the emergence on a British dairy farm of a mutant strain of antibiotic-resistant E. coli which causes life-threatening cases of food poisoning, including hemorrhagic colitis and haemolytic uraemic syndrome.
The bug, known as E. coli O26 is a vera-toxin producing E. coli (VTEC), similar to the infamous E. coli O157. According to the Soil Association, what makes the discovery of this variant so significant is that this is the first time in the UK, and only the third time in the world, that VTEC E. coli has been found with an enhanced type of antibiotic resistance known as extended-spectrum beta-lactamase (ESBL), which makes it resistant to almost all antibiotics. ESBL resistance has previously been found on 57 UK farms, but until now only in strains of E. coli that cause urinary tract infections and blood poisoning.Although antibiotics are not recommended for the treatment of VTEC E. coli, scientists warn that the emergence of resistance is undesirable because these resistant bacteria are encouraged every time certain antibiotics are used, resulting in increased spread and greater risk of contaminated food products. On non-organic dairy farms, cows are routinely given antibiotics at the end of their lactation to prevent mastitis. In addition, milk from cows given antibiotics for treatment, or prevention, is often fed to calves when it contains residues and cannot be sold. However, because ESBL E. coliO26 is resistant to all the antibiotics used in ‘dry cow therapy' and many of those used for treatment, the high use of antibiotics on dairy farms will promote the rapid spread of these dangerous bacteria.Soil Association Policy Adviser, Richard Young said: "This is one of the most worrying developments in the continuing rise of ESBL E. coli. Today is the first European Antibiotics Awareness Day, but there is a distinct lack of awareness that the continuing high use of antibiotics in farming is contributing to the increase in antibiotic-resistant infections in humans."The Government often calls on doctors to prescribe antibiotics less often. But similar advice needs to be given to veterinary surgeons and farmers. Half of all antibiotics are given to animals, and there is mounting evidence that antibiotic-resistant bacteria in farm animals pass to humans. If we want antibiotics to save lives in the future as they have done in the past then the Government must provide specific recommendations based on scientific advice, and vets need to pull together with doctors to limit the use of problematic drugs."

BVS says cats and dogs coming to the clinic will get the highest level of care with a specialist assessment from Jo, who also also works closely with the orthopaedic and neurology services to offer a global and holistic approach.
The assessment will identify signs of chronic pain, gauge the severity, and also evaluate the impact of the condition on the animal’s quality of life.
Jo says it is important to identify these conditions as early as possible, as instigating pain management early helps to dampen down pain signals and reduce overall upregulation of the pain pathways.
To that end, Jo uses validated clinical metrology instruments (owner questionnaires) to measure the severity of pain, especially during initial appointments.
Should a condition be detected, Jo and her team will be able to offer pharmacotherapy, intra-articular and epidural injections and acupuncture.
Jo also works closely with physiotherapists and hydrotherapy services, which can be used as adjunctive therapy.

MSD Animal Health has announced the launch of The Big Tick Project, both to investigate whether ticks are carrying more pathogens and to raise awareness amongst the public.
The company highlights research which shows that nationally, tick distribution has expanded by 17% in the last 10 years and tick numbers have also increased in 73% of locations surveyed.1 In addition, the company says there is evidence that ticks are feeding earlier in the year and feeding for longer2, thus increasing their potential to pass on significant disease to both animals and humans. Lyme disease in particular can be serious health issue for both humans and animals, being increasingly recognised and recorded in the UK recent years3.
So, as part of the project, practices are being invited to collect ticks and send them to the University of Bristol for analysis. In addition, there'll be a national PR and marketing campaign fronted by the naturalist Chris Packham (pictured right).
Practices taking part in the project will receive a tick collection kit and marketing support pack including access to dedicated PR services, postcards and posters to raise awareness of ticks within their clinic and local community. The collection kit includes instructions, collection equipment and Freepost packaging to allow ticks removed from dogs to be sent to the university quickly and easily.
Professor Richard Wall from University of Bristol said: "For accurate results we need as many ticks as possible and I really encourage vet practices up and down the country to get involved. We need data from all types of practices ranging from urban to rural locations to help vets and human health professionals make more effective recommendations and help prevent tick-related disease."

The case against Jose Ignacio Messa MRCVS related to two heads of charge against him.
The first charge was that, on 13th September 2015, Mr Messa failed to provide adequate and appropriate care to Barney, a border collie. The second charge was that on 14th September 2015 Mr Messa failed to ensure adequate and appropriate on-going care for Barney after his examination of him, including failing to take sufficient steps to ensure that Barney was referred urgently to the care of a referral practice and failing to ensure there were adequate arrangements in place for his ongoing care.
Barney was presented to the Basingstoke practice where Mr Messa was employed having suffered a severe 'stick injury' to his jaw on 12th September.
The Committee heard that, on 13th September, Mr Messa re-examined Barney, administered medication and then discharged him to be cared for at home by his owners. During the examination the owners alerted Mr Messa to the condition of the skin on Barney’s neck, but the Committee heard Mr Messa had felt the area and reassured them it was not something to be concerned about.
The Committee heard that at some point on 13th September, after he was discharged, Barney developed a foetid smell from his mouth caused by an infection and the next day his owners went back to the practice because Barney’s condition had deteriorated – he was unable to walk and had laboured breathing.
On 14th September Mr Messa admitted and sedated Barney and examined him again, noting a hole in the side of his throat that was infected. He recommended referring Barney to a referral practice for further treatment, which was agreed by his owners.
The Committee heard that the referral practice was contacted by a veterinary nurse at the practice and that an appointment for 9am on 15th September 2015 was booked directly with the owner. It also heard that, during his time at Mr Messa’s practice, Barney did not receive intravenous fluids or any further antibiotics.
Barney’s owners said they met with Mr Messa again at around 5pm on 14th September when they came to collect Barney, this was disputed by Mr Messa, and the Committee were not satisfied so as to be sure that it had been Mr Messa who had met the owners and discharged Barney although the Committee found that all the witnesses had been honest and reliable.
Barney was admitted to the referral practice on 15th September but, as a result of sepsis, he suffered a cardiac arrest and died at 10.30pm.
In respect of the first charge the Committee concluded that, on 13th September, Mr Messa made only a rudimentary examination of Barney, and the absence of such basic clinical examination of the temperature, the respiration rate and the pulse of Barney was a failure on the part of Mr Messa and that, furthermore, he did not choose the best course of antibiotic treatment for the wound and infection.
In respect of the second charge Mr Messa admitted that he did not provide fluid therapy to Barney on 14th September before he was discharged.
With reference to the remaining aspects of the charge the Committee took into account the Code of Professional Conduct, particularly in respect of the need for veterinary surgeons to refer cases responsibly and the Code’s supporting guidance on referrals.
The Committee determined that, having delegated the arrangements of the referral to a veterinary nurse, Mr Messa made no attempts to follow up and ensure it was a same-day appointment when this would have better suited the severity of Barney’s condition. The Committee found that he was unaware of Barney’s location or of the time of the appointment and did not make provision for antibiotic or fluid therapy.
Having found the majority of the charges against Mr Messa proven, the Committee then considered whether this amounted to serious professional misconduct.
Disciplinary Committee member Stuart Drummond, who was chairing the Committee and speaking on its behalf, said: "In the light of the facts found proved and considering that disgraceful conduct in a professional respect is that which is conduct falling far below that expected of a veterinary surgeon, the Committee had concluded that the heads of charge, when taken individually, or collectively, do fall below the standard expected.
"However, as a matter of judgement, the Committee did not conclude that Mr Messa’s conduct fell far below the requisite standard and therefore did not amount of disgraceful conduct in a professional respect.
"Whilst the Committee did not find Mr Messa’s actions fell far below the requisite standard, there were concerns expressed about several aspects of this case. There were a number of missed opportunities which occurred; in particular the Committee notes the failure of the care plan and to take adequate steps to ensure that the referral process has been timeously effected."
The tracker, which Elanco produces with NADIS (National Animal Disease Information Service), highlights areas hit with blowfly strike in real-time, to provide a warning for farmers, veterinary surgeons and industry professionals.
The first reported incidents were in Hampshire, before spreading across Devon, West Sussex, and Buckinghamshire. Elanco says particularly severe cases include a flock in Dorset, in which 50% of a lamb group have been hit by blowfly strike. Latest reports are in northern England and some initial cases in Scotland.
The company says its blowfly risk forecast suggests that weather conditions from southern England and Wales to the Midlands mean that flies are now active, and females are laying eggs that could result in serious welfare and productivity issues.
Richard Wall, Professor of Zoology at Bristol University, said: "The timing and severity of blowfly strike is strongly influenced by the weather. This is a reminder to farmers that now is the time to act for early prevention. Delaying treatment not only costs the farm but risks the welfare and productivity of the flock."
Fiona Hutchings, Technical Vet at Elanco, said: "The costs of inaction when it comes to blowfly strike far outweigh the costs of protection. With 99% of farmers having suffered financial losses as a result of blowfly strike¹, the potential impact on your flock simply isn’t worth the risk. Farms need to take control — and take control early — by using a preventative IGR product with full fleece protection2."
Fiona added: "By the time symptoms show themselves, it’s often too late. It’s easy to overlook even one struck sheep, and blowfly strike can cause huge damage in very little time. In addition, using protection early reduces risk later in the season by ensuring a much lower fly count as the season progresses."

Vet-AI's automated triage app offers instant advice to pet owners 24/7, early detection of health issues and advice as to whether they need to speak to a vet.
For the blinded test, which was conducted in April 2025, three UK veterinary surgeons reviewed the responses from Vet-AI, Gemini 2.0 and ChatGPT 4.0 to 48 simulated enquiries from owners.
The vets evaluated each on clinical accuracy, triage effectiveness and the subjective criteria of factuality, integrity, safety, empathy and readability.
Vet-AI’s Large Language Model (LLM) achieved an accuracy score of 81%, surpassing Gemini (69%) and ChatGPT (50%).
Vet-AI’s model also stopped triage at the correct point in 81% of cases according to the vets, compared with Gemini’s 75% and ChatGPT’s 56%.
Vet-AI’s tool also outperformed the leading LLMs on subjective measures, delivering more empathetic, thorough and factual responses to pet owners.

The changes follow a jointly-funded research project by the RCVS and the British Small Animal Veterinary Association to evaluate how effective the PDP is in supporting graduates during the transition from veterinary school to veterinary practice.
The research was carried out by the Work Psychology Group and included online surveys, telephone interviews and a focus group with recent graduates and representatives from practices that are currently employing recent graduates.
The aim was to understand both positive and negative experiences of the PDP amongst veterinary graduates and their employers considering existing obstacles to learning and development, any gaps in support provision and common areas of confusion, anxiety and concern.
Christine Warman, RCVS Director of Education, said: "We are really grateful to everyone that took the time to give us their views and are pleased that this report gives us such a solid foundation on which to base necessary changes. What came across very strongly from the feedback we received was that the overall purpose and aims of the PDP were welcomed by graduates, employers and other stakeholders as something that is useful and good for the profession.
"Most agreed that having a formal support mechanism for graduates is essential for navigating the transition between the structured environment of veterinary school to the ‘coalface’ of veterinary practice.
"However, it was clear that there are issues with the PDP in its current format, including comments around it being a 'tick-box' or 'check-list' exercise in which the number of tasks completed was seen as more important than a focus on qualitative aspects such as confidence and progression as well as a lack of focus on development of non-clinical skills.
"As a result the Work Psychology Group came up with a series of recommendations which were approved by our PDP Working Group in December 2017 and then our Education Committee in February 2018. Some of these recommendations, as set out below, can be actioned in the short-term and we hope that these will rectify some of the concerns that were raised.
"In the longer-term the future of the PDP and the further recommendations of this research are also being considered as part of our Graduate Outcomes Project which is taking a more holistic view on the skills and competences of future veterinary professionals."
The short-term recommendations accepted by the RCVS Education Committee are:
Developing guidance to support graduates and employers through the process of reflection on their progress.
Considering how to build opportunities to capture and record reflective learning into the PDP.
Making it a requirement of the PDP that every graduate who is participating in the PDP has a named workplace mentor assigned to them, as well as a Postgraduate Dean.
Asking assigned mentors to sign-off their graduate’s progress on the PDP on a regular basis (eg every other month) and write a short commentary on the graduate’s progress on a six-monthly or annual basis.
Sharing resources between the BSAVA and RCVS looking at where further resources can be developed.
Gaining feedback from other professions as well as the veterinary schools regarding platforms that have been used for similar purposes and have been successful. This process would consider the key requirements of a PDP platform and ensure that the right questions are asked to gain feedback.

"The BSAVA Resource Bank received positive feedback (1.5.4) however, the majority of stakeholders and graduates were unaware of this resource and we will work to address this."

Bayer Animal Health has obtained two new licensed indications for its antiparasiticide, Advocate.
The first is that the product is now licensed for the treatment of Crenosoma vulpis using a single dose. The second is that in addition to the existing treatment of Angiostrongylus vasorum claim, Advocate is now indicated for its prevention, using monthly spot-on applications.
This comes at a time when, according to Bayer, independent market research shows that vets are diagnosing Angiostrongylus vasorum at an increasing rate. Figures for 2010 place the incidence of vets who have confirmed cases at 37%, more than double the 16% confirmed in 2008, with a further 19% of vets reporting suspected cases.
Bayer is also stepping up its 'Be Lungworm Aware' consumer campaign, with the addition of a local and national radio campaign throughout October. The public information style advert will warn owners of the dangers associated with the parasite A.vasorum, and urging them to stay vigilant for signs their dog may be infected.

The new guidelines strongly recommend an overall reduction in the use of all classes of medically important antibiotics in food-producing animals, including complete restriction of these antibiotics for growth promotion and disease prevention without diagnosis. Healthy animals should only receive antibiotics to prevent disease if it has been diagnosed in other animals in the same flock, herd, or fish population.
WHO says that where possible, sick animals should be tested to determine the most effective and prudent antibiotic to treat their specific infection. Antibiotics used in animals should be selected from those WHO has listed as being "least important" to human health, and not from those classified as "highest priority critically important", as they are often the last line, or one of a limited number of treatments available to treat serious bacterial infections in humans.
The new guidelines were informed by a systematic review published in The Lancet Planetary Health which found that interventions that restrict antibiotic use in food-producing animals reduced antibiotic-resistant bacteria in these animals by up to 39%1.
Dr Kazuaki Miyagishima, Director of the Department of Food Safety and Zoonoses at WHO said: "Scientific evidence demonstrates that overuse of antibiotics in animals can contribute to the emergence of antibiotic resistance. The volume of antibiotics used in animals is continuing to increase worldwide, driven by a growing demand for foods of animal origin, often produced through intensive animal husbandry."
Dr Tedros Adhanom Ghebreyesus, Director-General of WHO said: "A lack of effective antibiotics is as serious a security threat as a sudden and deadly disease outbreak. Strong, sustained action across all sectors is vital if we are to turn back the tide of antimicrobial resistance and keep the world safe."
Responding to the announcement, BVA Senior Vice President Gudrun Ravetz said: "We welcome the WHO continuing to tackle this serious global health issue. Their guidelines echo the guidance BVA has long been issuing on the responsible use of antimicrobials.
"We agree that the prophylactic use of antimicrobials in healthy animals to prevent disease is never a substitute for good animal husbandry and management.
"Through cross-sector working, the UK is leading the way in significantly reducing antimicrobial usage, having already achieved the UK Government usage targets set for 2020.
"Critically Important Antimicrobials use is at a very low level in the UK, and, as recent Government data shows, is continuing to decrease. It is encouraging that WHO recognises that these vital medicines are sometimes needed, under veterinary judgment and prescription, as a last resort, to prevent the further spread of disease and to protect animal and human health."
