Mr Seymour-Hamilton was originally struck off in 1994 after his Kent practice was found to be unhygienic and unsterile with poor record keeping.
However, he has always maintained that the reason his premises were unhygienic and unsterile was because they were closed.
As in previous applications, he said his reason for applying for restoration was to help him gain recognition for his alleged herbal and natural remedy discoveries and that he had no intention of going back into general practice.
As with previous applications, the Committee said that Mr Seymour-Hamilton has shown no real insight into the conduct underlying the original findings and nor has he shown insight into matters identified by previous restoration hearings.
The Committee also considered that Mr Seymour-Hamilton has been off the Register for some 31 years and would therefore need prolonged, intensive, formal retraining to ensure that he was now fit to practise, without which he might pose a risk to animal welfare.
Mr Seymour-Hamilton's case was not helped by the fact that he indicated that he had practised veterinary surgery while off the Register – including conducting two spay procedures in Calais, France, and treating two of his own dogs for cancer.
He also referred to having cultured faecal bacteria in a witness’ kitchen.
The Committee felt it was concerning that Mr Seymour-Hamilton thought these things were compatible with being on the Register and upholding the professional standards expected of a veterinary surgeon.
Paul Morris, chairing the Committee and speaking on its behalf, said: “Mr Seymour-Hamilton still lacks an understanding as to why he has not been restored in the past.
"Apart from additional CPD, he has not set about effectively addressing any of his shortcomings.
"He relies passionately on his research, yet he does not support that research with any peer-reviewed publications, indeed all his attempts to gain recognition have been rebuffed.”
He added: “The Committee is firmly of the view that after such a prolonged period of failing to be reinstated as a veterinary surgeon, Mr Seymour-Hamilton has to face the reality that his continued applications, taking up time, resources and expense (which is ultimately borne by all those veterinary surgeons who are on the Register), are vexatious and ultimately unlikely to succeed.
“Whilst the College cannot prevent him from continuing to apply to be restored to the Register, Mr Seymour-Hamilton should by now realise that this is not a good use of the College’s finite resources.
"He is now 86 years old and has not practised for over thirty years and in fact has now been off the Register for longer than he was on it.
"This is now the twelfth time he has been found to be not fit to be restored to the Register.
"The Committee hopes Mr Seymour-Hamilton will now take time seriously to reflect and take into account the impact to all concerned of his continued applications, before deciding to submit any more.”

"The temptation is do it yourself but it immediately blocks others from learning the skill and hampers growth within the team.”
Helen says that when considering promoting anyone into a leadership position, it is important to remember that it isn’t always an innate skill.
“Often, nurses become experts clinically, and then get asked to become leaders in that area.
"This is difficult for some people.
"They feel they should be able to do it, but have had very little training on the subject, don’t have the knowledge or skills and therefore feel unsupported in their role.”
"As the pressure mounts, stress levels rise and it starts to impact on their wellbeing, potentially great leaders step down.
“When this happens everyone loses, and is why I’m so passionate about leadership training.”

In the most recent Petplan Pet Census, an annual study of pet ownership in the UK, 97% of vets reported that a lack of funds had led to owners choosing euthanasia over treatment.
Whilst some cases are the result of one-off ‘emergency' treatment, manageable long-term conditions are often at the root of much unnecessary euthanasia because owners simply cannot afford the cost of ongoing treatment. Reported increases in pet obesity and diabetes, arthritis and behavioural problems have all been cited in the Pet Census as common causes of increased and ongoing vet bills.
Vets have been reporting a rise in diseases that are related to obesity in companion animals for some time and with the Petplan Pet Census panel of almost two hundred (198) UK veterinary practices reporting that more than one third (36%) of all dogs and one quarter (29%) of cats they treat are obese, the future for many pets looks bleak. More than half (53%) of vets say that cases of cat and dog diabetes are on the increase. Obesity is actually bucking the trend of more historically significant diseases, including kennel cough and feline leukaemia, which are either remaining static or decreasing.
The number of pets with behavioural problems is also on the rise, with more than half of vets (55%) reporting an increase and most (95%) practices offering support for these animals. Effective treatment is not a quick-fix solution and requires changes to the owner's lifestyle and lengthy work with experts in the field.
Petplan Vet of the Year, Brian Faulkner said: "I think it is a common misconception that the predicament forcing pet owners to euthanase their pet is the out-of-the-blue, one-off vet fees for emergencies. But in fact we are noticing that owners whose pets have on-going illnesses such as diabetes and even behavioural problems that are very manageable are being faced with the dreadful decision to have to euthanase than face the ongoing financial burden. It's even more devastating when the owners have actually taken out an insurance policy but the nature of the policy only covers treatment of any one condition for up to one year. I always advise people to make sure their policies do not cap the time period over which any one condition is covered to avoid this very problem as more comprehensive insurers are then unable to offer cover on a pre-existing condition."
Simon Wheeler, Head of Marketing at Petplan, said: "We receive over 8,700 claims per week and of the top ten claims, six could be recurrent manageable conditions, such as diabetes or arthritis - the very animals that are currently most at risk of being euthanased."

Sainsbury's believes that there are two main reasons for this tragic problem: advances in veterinary care leading to increased costs, and the large number (55%) of pets that remain uninsured.

The RCVS has released the results of a competition held at BSAVA Congress earlier this month, in which veterinary surgeons, veterinary nurses and other members of the practice team were asked to identify three animals from sound only.
The correct answers were a purring cat, a Chihuahua dog (the breed had to be specified) and a guinea pig.
Of 370 entrants, only 104 (28%) were correct. Some of the more outlandish answers included, for the cat noise: elephant, lion, whale and dolphin; and, for the guinea pig noise: ferret, meerkat, dove, chicken and frog. However, the majority of those getting it wrong were stumped by the requirement to specify the breed of dog, with Jack Russell Terrier or some 'yappy little thing ' proving a favourite.
The winner of the competition was Liverpool-based veterinary surgeon, Anna Rowntree, who won an iPod Nano. She said: "I thought the competition was good fun and a real novelty. It certainly drew me to the stand and was not what I would have expected from the RCVS - it proves they can be approachable! I was very excited to have won and I still can't believe I have."
The noises competition linked to the College's theme for the event, 'Falling on deaf ears?', which examined how the organisation takes account of responses to its consultations, debunking the myth that those who take the trouble to reply are not listened to. The topic was addressed by President Professor Sandy Trees in a presentation on the Saturday of Congress. Visitors to the stand were also given RCVS-branded earphones to reinforce the listening message.

Royal Canin has launched a new Skin Care family of dermatological diets, designed for the nutritional support of skin function in dogs with dermatosis unrelated to food intolerance or allergy.
At the same time, Royal Canin has also launched DermAlliance, a campaign to improve skin care knowledge in general veterinary practice. The 2011/2012 DermAlliance campaign will include educational initiatives such as free CPD webinars, a training roadshow, case study collaborations and competitions to win skin disease reference materials.

A new study1 published in the Equine Veterinary Journal's (EVJ) special American Association of Equine Practitioners supplement has concluded that maggots can play an integral role in modern veterinary care for a variety of wounds in horses.
The study assessed the efficacy of maggot debridement therapy in a diversity of equine lesions and found that the method was beneficial in 93% of cases.
Maggots have been used for the treatment of wounds for hundreds of years. Freshly emerged, germ-free larvae of the common green bottle fly are usually used for the purpose. Their wound-healing action is attributed to a debridement effect, an antiseptic effect, a direct effect on cytokine and cell proliferation involved in wound healing and breakdown of biofilm formation. Maggots also destroy and digest bacteria and may also be beneficial in the fight against multi-drug-resistant bacteria such as MRSA.
The study involved the retrospective analysis of 41 horses with various lesions including foot injury, limb laceration, soft tissue abscesses and musculoskeletal infection. Depending on the type, size and location of the wound the maggots were applied either in direct or indirect contact. In some cases a second maggot application was necessary to reach the desired level of healing. Debridement, disinfection and healing occurred in all but three cases, in less than a week. Of the three that did not respond two were complicated by the presence of tumours and one by pre-existing damage to the underlying bone.
Olivier Lepage of the University of Lyon, who led the study, said: "These results show that maggot debridement therapy potentially has an integral place in modern veterinary wound care. It can be used to treat many types of lesions, although not those involving tumours or bone sequestration. Associated high costs present a limiting factor but maggot debridement therapy should certainly be considered for lesions that fail to respond to conventional methods."
Professor Celia Marr, Editor of the EVJ, said: "Horses often suffer from non-healing wounds, particularly in the limbs where the skin is under continuous movement and there is very little subcutaneous tissue. Although at first glance this study might seem counter-intuitive and we might think of maggots as being the last thing one would want on a clean wound, it shows that maggots can be an effective way to clear damaged tissue and this is an important adjunctive approach in equine wound management."

The company says it believes it is the first major veterinary business in the UK to make this promise.
As a result of the pledge, salaries for about a third of the pet emergency firm's 1280 employees, including receptionists and animal care assistants, are set to increase to at least £9.50 an hour from April.
Vets Now says it has made the pledge on the recommendation of the Living Wage Foundation, which offers independent advice to employers and says £9.30 is now the real cost of living, not the Government-set national living wage of £8.72 for people aged 25 and over.
Vets Now’s chief executive Mark Ross said: "Our people are our biggest asset and at the heart of everything we do. We want to properly recognise the vital role each and every one of them plays in the business.
"This move demonstrates our commitment to that. We are confident that by paying all of our staff a competitive hourly rate of at least 20p more than the real living wage we will achieve higher morale and lower turnover."
Animal care assistant, Jody Reynolds, who works in Vets Now out-of-hours clinic in Kirkcaldy, said: “It’s amazing that Vets Now has been able to increase salaries to not only meet but exceed the real living wage. The new RCVS brand has been highly commended in the 'Brand Development' Category of the Membership Communication (MemCom) Awards.
The new look, which was launched last year, aimed to clarify the role and function of the College, with the strapline 'Setting veterinary standards' and a professional new livery of blue and gold.
The award was made at a presentation at the Institute of Directors on 17 May, and the judges' citation said: "[The rebrand] sought to overcome a remote and stuffy image whilst at the same time seeking to underline that it is the only Royal College that is primarily a regulatory body acting in the public interest," adding that "to put this into second place took a remarkable entry".
The top award in the category was taken by the Wildfowl and Wetland Trust, with its book 'Watching Waterbirds', endorsed by the TV celebrity Kate Humble.
Lizzie Lockett, RCVS Head of Communications said: "Design can be subjective but the important thing is what it communicates. We are delighted to have received this commendation in recognition of the work we have done to ensure the role of the College is clearer for both the public and the profession."
The Animal Health Trust is calling for all small animal practitioners to help with a prospective survey study on breed differences in clinical features in canine hyperadrenocorticism.
The Trust is asking vets that diagnose a case of spontaneous hyperadrenocorticism to complete an online questionnaire at bit.ly/aht-cushing.
The questionnaire should take 10 minutes to complete and all the information will be processed anonymously. Each questionnaire submitted has a chance to win a £100 Amazon voucher. On completing the survey, participants can ask to be notified of the results of this study when available.
Researchers say they hope this data will help veterinary surgeons in the diagnosis of canine hyperadrenocorticism, and ask that everyone helps spread the word about the study.

The British Equine Veterinary Association (BEVA) is urging veterinary surgeons to be on the lookout for outbreaks of Atypical Myopathy (AM) this spring.
Atypical Myopathy is a serious muscle disease found in the UK and Northern Europe. It is linked to horses eating the seeds from trees in the Acer family, including sycamore and box elder. There were more than five times as many cases of AM last autumn than in the previous year and experts have warned that the disease tends to occur more frequently in the spring following an autumn surge, possibly because of the growth of seedlings. The prognosis is poor, with survival rates of less than 25%. Early diagnosis is essential to give the best chance of survival.
Horses that develop AM are usually kept on sparse pastures, near trees from Acer pleudoplatanus (sycamore) or Acer negundo (box elder, pictured right) that shed seeds containing the toxin hypoglycin A. They are often not fed any supplementary hay or feed and may be driven to browse on an accumulation of dead leaves, dead wood and trees in or around the pasture but sometimes well-fed animals are affected. While the tree seeds may not be directly palatable, horses on poor quality grazing may ingest considerable numbers of them.
The clinical signs of AM may include muscle weakness or stiffness, colic-like symptoms, laboured breathing, dark red-brown urine, recumbency or even sudden death. Often the disease will present as an outbreak. Confirmation of diagnosis is by a blood or urine test. The toxin directly targets aerobic energy metabolism so therapy should be targeted at promoting glucose metabolism and provided fluid dieresis.

The qualification, validated by Nottingham Trent University, is aimed at people who already have any accredited Postgraduate Certificate (60 credits at Level 7) relevant to some aspect of veterinary medicine or surgery.
The programme is based on a further 1,200 study hours and could be flexibly achieved in two years of part-time study or up to five years, depending on the project type and an individual’s availability.
Frances Barr, BSAVA Academic Director, has developed the most extensive CPD programme in the 60-year history of the organisation. She said: "It’s a really significant addition to the BSAVA CPD programme and another step supporting lifelong learning, which we hope will have a very positive impact on the profession."

"If they have the motivation to keep developing a deeper understanding, we can provide encouragement and support for how to answer those clinical questions."
The Masters programme starts with online study into the principles of clinical research, which students will then apply to their own research project.
Students will be allocated a ‘matched’ supervisor who will provide project advice and guidance, plus the BSAVA team will be on hand to ensure ongoing support and encouragement.
The programme starts in January 2017 and applications open this October.
Frances added: "It can sometimes be quite difficult to get going in research when you don’t know how to do it, so having taken the first step in a supported environment we hope many will go on to do extend their clinical research ambitions.
"BSAVA’s mission is to support vets at every stage of their careers. There are often limited opportunities for practitioners to conduct clinical research, so this is a qualification that enables vets to do just that."

The randomised controlled trial1 was conducted in 11 flocks with 6840 lambs during last year's lambing season (2023-2024), making it the largest ever navel protection study in the UK.
For the trial, odd numbered lambs were treated with strong iodine and even numbered lambs were treated with NoBACZ Navel.
Current practices on the farm were observed, so if the farmer normally dipped the lambs’ umbilicus they dipped with iodine or NoBACZ Navel and if they normally sprayed the umbilicus then they sprayed with iodine or NoBACZ Navel.
Survival and weights were recorded.
The study concluded that NoBACZ Navel demonstrated superior protection compared to iodine, with a 21% reduction in mortality (p=0.005).
On top of that, lambs that had NoBACZ Navel applied to the umbilicus and tagging sites were on average 230g heavier than those in the iodine group at eight weeks.
Fiona said: "Until now, best practice to manage navel ill has been to apply strong iodine to the umbilicus and ear-tagging sites by dipping or spraying to desiccate the umbilicus and disinfect the surface.
"Prophylactic antibiotic use also still occurs on as many as 19% of farms2, which is not best practice or good antimicrobial stewardship.
“NoBACZ Navel provides greater desiccation of the umbilicus than iodine and forms a non-colonisable waterproof barrier which protects lambs from the environment.
“The economic and welfare benefits to farmers are clear, with 17 more lambs alive per 1,000 born and an average of 230g extra bodyweight per lamb at eight weeks, which more than justifies the 16p per dose investment in NoBACZ Navel.
"During the trial I also received fantastic feedback from farmers on its ease of use and long-lasting protection to these vulnerable sites.”

The two-day collaborative workshop was hosted by the Jockey Club Estates, Newmarket and sponsored by The Gerald Leigh Charitable Trust and the Beaufort Cottage Educational Trust, together with a number of other industry contributors.
Injuries to the racehorse fetlock are rare: it is one of a number of racecourse musculoskeletal injuries which are collectively estimated to occur in around 8 of every 10,000 race starts in the UK. Nevertheless, fetlock injury can be extremely impactful and can be career-ending in some injured horses.
On the first day of the workshop an expert panel discussed how diagnostic imaging prior to racing can contribute to risk reduction.
Radiography is currently the most widely available tool used to identify tiny fractures which will heal effectively, providing exercise is reduced. However, advanced imaging such as standing MRI, standing CT and PET scanning, have the potential to identify pathology even earlier. At the workshop, the expert panel reviewed existing knowledge and discussed how to generate the research evidence, which is essential if these novel technologies are to gain a place in effective pre-race risk assessment programmes.
The following day a larger group of stakeholders reviewed the expert panel’s conclusions and discussed the need for greater transparency, education and communication amongst the racing industry stakeholders, all of whom share responsibility for ensuring racing continues to collaborate and enhance racehorse safety and welfare.
Prof Celia Marr, Editor of Equine Veterinary Journal, who chaired the meeting said: “Racing has an excellent safety record and the injuries we are talking about are extremely rare. The low prevalence of fetlock injury makes it very difficult to pinpoint the affected individuals. But it is essential that we continue our efforts to do so ever more effectively because if silent injury is not detected it can progress to become much more serious."
Pete Ramzan, Partner at Rossdales LLP, who co-ordinated the workshop said: “There was a great need to get some of the key experts leading these new technologies together in the same room to correlate their findings and work out how to translate them into tangible reductions in serious injury rates. One of the somewhat unexpected outcomes of the discussions was that despite the fact that we are riding the crest of a wave of technological advances, basic radiography still has much to offer; better education around the application and interpretation of radiographs has real potential to allow vets like myself at the coal face to detect injuries at an early and recoverable stage”.

The company highlights figures which show that about 170,000 of calves born alive each year die in their first month of life1 and that up to 50% of deaths are caused by scour2, with over 48% of dairy heifer calves diagnosed with scour preweaning3. ORT, says the company, could help save the industry £60 million a year1.
The new campaign will encourage farmers to use ORT during scouring to provide sufficient essential electrolytes to correct acidosis, while still continuing with milk feeding. The company says milk is the best source of energy and fluid replacement for scouring calves and stopping milk has been shown to have no impact on the resolution of scour. In fact, calves left on milk during scour can continue to gain weight. The Making Milk Matter Against Scour initiative is being backed by a PR and advertising campaign and a social media initiative.

Rehydrating an animal is essential if an animal is to be able to regain its normal function and fend off any disease.
"We’ve been using Rehydion in our vet practice for approximately two years and we mainly recommend that farmers use it in cattle, but our clients also use it in lambs and kids. We get a lot of positive feedback from farmers on Rehydion, as they feel that it is effective and convenient to use, which aids compliance, and it can be given with milk, which is essential for maintaining a positive energy status."

The Farm Vet Champions initiative has been set up to build a supportive community of farm animal veterinary professionals to collaborate in championing good antibiotic principles.
Led by RCVS Knowledge and funded by the VMD, the project has brought together a number of UK veterinary and agriculture organisations to develop free learning materials for farm veterinary professionals.

The second phase of the initiative, due to start development over Summer 2021, will provide online and in-person networking opportunities for Farm Vet Champions to learn from one another by sharing their experiences and working together towards the common goal of good antibiotic stewardship.
