Vetoquinol UK has launched Marbocyl Solo – a one shot treatment for Bovine Respiratory Disease. Marbocyl Solo is a 100mg/ml solution of marbofloxacin given as one injection IM at 8mg/kg. It treats sick animals fast, killing bacteria in one go, therefore minimising lung damage and consequential morbidity. This fast action reduces the risk of the spread of infection. HMRC has published advice concerning the forthcoming increase in the rate of VAT, from 17.5% to 20% on Tuesday 4th January 2011.
From 4th January, you will need to charge the new 20% VAT rate on all standard-rated sales you make and all retail takings your receive.
The new VAT fraction for the 20 per cent rate is 1/6 (used to calculate the VAT element of standard-rated gross takings).
If your business issues VAT invoices, you must use the new 20 per cent rate for all VAT invoices you issue on or after 4 January, which are issued within 14 days (or longer period that has been agreed with HMRC) of you providing the goods or services.
Supplies that span the rate changeIf you supply goods or services before 4 January 2011, but issue a VAT invoice on or after that date, you can choose to charge VAT at 17.5 per cent.
Continuous supplies of servicesFor a contract that started before 4 January you can choose to charge the old rate, 17.5 per cent, on services actually performed before 4 January, and the new rate of 20 per cent on the value of services actually performed after.
Reclaiming VATFrom 4 January 2011, you may receive VAT invoices with the new 20 per cent rate, as well as VAT invoices with the old 17.5 per cent rate for goods or services you bought before the rate changed. In such cases, you should claim back VAT at the rate shown on the invoice.
Completing a VAT returnThe deadlines for submitting VAT returns remain the same, so you should continue to submit VAT returns in the usual way - whether you send them monthly, quarterly or annually. For returns that span the change in rate, you will need to add together both the VAT on sales charged at 17.5 per cent and those charged at 20 per cent. You then put this total in box 1 of your VAT return.
Countering arrangements designed to take advantage of the VAT rate changeIn order to counter businesses taking advantage of the VAT rate change by making arrangements that aim to apply the 17.5 per cent VAT rate to goods or services to be delivered or performed on or after 4 January 2011, anti-forestalling legislation has been introduced. Petplan has launched a new system through which veterinary staff at Appointed Representative (AR) practices can activate 4 weeks Immediate Veterinary Cover (IVC) for clients' puppies, kittens and rabbits at www.petplanvet.co.uk.

The initiative was set up in 2014 by Mark Hirschel and Jo Amit, the co-founders of pet product company HOWND. It gained momentum last year when Ricky Gervais lent his support.

On top of that, over 25% of vets said they don't talk to their farmer clients about the disposal of empty pharmaceutical waste.
The survey also found that while veterinary surgeons are aware that both glass and shatterproof plastic vials are incinerated, over 65% of those questioned believed that glass vials were more environmentally friendly, when in fact, the company says its CLAS (Ceva Layered Anti Shatter) shatterproof plastic vials have 33% less impact on the environment from cradle to grave2.

The Disciplinary Committee (DC) of the Royal College of Veterinary Surgeons last week issued a reprimand to a veterinary surgeon for reckless certification of an equine passport, having found her to have been "wholly indifferent" as to whether the horse had been vaccinated properly against equine influenza.
Eleri Wyn Jones graduated from the University of Liverpool and qualified as a veterinary surgeon in 2006, before joining The Veterinary Practice on Bala Road in Dolgellau, Gwynedd, where she was also an authorised Local Veterinary Inspector (LVI). The principal of that practice is Iwan Parry, who himself was the subject of a DC hearing involving false certification earlier this year, for which he received a one-month suspension from the Register.
The Committee heard how, in late 2007, as Ms Jones was leaving the practice to begin her rounds, she was asked by a non-veterinary colleague to certify in a horse passport that two vaccinations for equine influenza had been administered. The horse in question was being liveried by a regular client of the practice, to whom the practice regularly dispensed veterinary vaccines (although Ms Jones was unaware of this), but had been recently purchased by someone who was not a registered client.
In evidence, Ms Jones admitted the certification process took her only 30 seconds and that she did not obtain any further information about the certification, either from clinical or non-clinical colleagues; nor did she check any other documentation before signing the passport, but assumed the vaccinations had been administered by a veterinary colleague. The Committee had to decide whether Ms Jones had acted recklessly, and to do so, Ms Jones' Counsel suggested the Committee would need to be satisfied that she "did not care less" whether or not the vaccinations had been given by a veterinary surgeon before signing the passport.
In reaching its decision, the Committee took into account the fact Ms Jones, on her own evidence, was generally familiar with RCVS guidance on certification and, as an authorised Local Veterinary Inspector, had certification training. It stated: "Whilst we recognise that Ms Jones received little or no mentoring from Mr Parry, we are satisfied that she would have been aware of the importance of veterinary certification. She was also aware that Mr Parry had been suspended as an LVI, due to certification issues, which had affected her own authorisation."
In view of these facts, and that Ms Jones made no attempt to obtain verification from any other source despite knowing she had not performed the vaccinations herself, the Committee decided that Ms Jones had been "wholly indifferent" to proper vaccination procedures and was therefore guilty of disgraceful professional conduct for reckless certification.
In reaching its decision on sanction, the Committee wished to remind members that cases involving improper certification would ordinarily result in suspension or removal from the Register. "We strongly disapprove of the circumstances in which Ms Jones certified this horse.
Clients, and external bodies, are entitled to rely upon the integrity of the veterinary surgeon in not certifying that horses have been vaccinated unless they have carried out the vaccinations themselves or have obtained full and proper evidence that vaccination has been carried out by another veterinary surgeon," it said.
In mitigation, however, the Committee took into account Ms Jones' age and inexperience, her previously good record, her good character and the significant number of supporting references from colleagues and clients alike. It was also mindful that any sanction's main purpose was to protect animal welfare and maintain public confidence in the profession, rather than to punish.
Nigel Swayne, chairing the Committee, concluded: "This is not a case where undertakings for training or monitoring are required. This isolated incident was a fateful misjudgement on a single occasion. We consider that the sanction most proportionate to the nature and extent of the charge, the public interest and the interests of Ms Jones is a reprimand."
The day included a number of CPD sessions on parasitology from ESCCAP board member Dr Hany Elsheikha, Associate Professor of Veterinary Parasitology at Nottingham University. In between, delegates were put through their paces by former Bake-off winner, Nancy Birtwhistle, after which there was a competition which Derek and Vici won with their pet- and parasite-themed cup-cakes.
Josien Woolmer, Virbac Senior Territory Manager, said: "Awareness and knowledge of parasite diseases in companion animals is increasing both in Europe and in the UK so it’s more important than ever that veterinary professionals are kept up to date with the latest developments. With the start of the 2016 series only weeks away, we thought we’d ‘spice up’ this CPD session by inviting delegates to show Nancy their baking skills. We also asked them to show creativity in carrying the pets and parasites theme across to their cup-cakes and they certainly rose to this challenge!"

The Royal College of Veterinary Surgeons is calling for members to nominate veterinary surgeons and non-veterinary surgeons who merit the award of Honorary Associateship or Honorary Fellowship.
Honorary Associateships are awarded annually to people, not necessarily veterinary surgeons, by reason of their special eminence in, or special service to, the veterinary profession. Council has agreed that these should only be people ineligible for election as Honorary Fellows.
Honorary Fellowships can be awarded to up to three veterinary surgeons in any one year for their service to, or special eminence in, the cause of veterinary science.
Nominees for Honorary Fellowships must be members of the RCVS and have been a member, or held a registrable qualification, for at least 20 years.
All nominations need to include the particular reasons why the honour/award should be conferred, along with supporting statements from two referees, at least one of whom must not be a working colleague of the person nominated.
Nominations must be received by the President, Dr Jerry Davies, by Friday, 2 September 2011.

The letter, which was coordinated by BVA President Daniella Dos Santos, reads as follows:
"We are a mixture of volunteers and paid professionals, who give our time to lead and support the veterinary professions, and we are extremely honoured to be able to do so.
But we are increasingly concerned about the tone of some of the debates that are taking place in the veterinary world, particularly by the disparaging and demeaning language used against us or our colleagues.
As leaders in the professions, representing various different organisations, we absolutely expect to receive criticism and challenge of the work we do. But the right to criticise and challenge does not extend to the right to personally attack us as individuals.
Some of the most useful and informative discussions we have are those where our views and actions are questioned with dignity and respect. But the use of derogatory and offensive language to describe or refer to us as individuals is simply not acceptable.
Personal attacks and vilification could also make tomorrow’s leaders think twice before putting their name forward for such roles and subjecting themselves to such treatment by their peers. We might never know what a loss this could be for the future direction and advancement of our professions.
This behaviour is particularly prevalent in online forums, where closed groups and computer screens seem to embolden members of our professions to use language that is wholly inappropriate and which falls far short of the expectations of professionals. As we have seen in the national political arena, we also note with concern that it is often our female colleagues, and those from minorities, who face the worst of it.
We welcome challenge and debate. But please remember that it is possible to disagree with a person or organisation without resorting to personal attacks. Before posting online, please consider how this may be interpreted by the recipient.
Our professions are rightly focused on mental health and wellbeing, and the work of the Mind Matters Initiative and Vetlife are excellent examples of what is being done in this area.
#BeKind extends to those in leadership positions too."

The BVA was not prepared to name and shame specific instances of derogatory language being used, or the specific social media websites that are implicated. However, Daniella said: "Online veterinary forums can be a fantastic place for us to share ideas or concerns and support one another but they can also have a darker side. I’ve become increasingly aware of people using forums and other social media to attack and criticise individuals who I know are working hard for our profession.
"I’ve personally been on the receiving end of it, being described as foul, lacking in integrity, incompetent, unsuitable to lead, rotten, idiot, shameful, corrupt or a token. But I know colleagues who have faced far worse and enough is enough.
"It’s high time we collectively speak up and I’m incredibly grateful to those who have co-signed this open letter to our colleagues. Every single vet or vet nurse who volunteers or works as an officer or committee member within the veterinary sphere and all of our lay colleagues work hard on behalf of our professions.
"Our key message is that the mantra to #BeKind, that is so prevalent in our veterinary community, extends to those in leadership positions too.”
COMMENTWhat a can of worms. VetSurgeon.org and VetNurse.co.uk have certainly had their fair share of robust discussions over the years, but I don't believe Daniella has ever been on the receiving end, or that women or minorities have ever been discriminated against, or that the language used has stooped as low or personal as 'foul'.
Indeed, I have always encouraged members to treat each other with respect and to be mindful of the fact that the written word, devoid of the nuances of facial expression, can appear far starker than intended.
However, as a moderator, I can tell you it is very, very hard to draw the line between something that is personal and something which is fair criticism but which will be taken personally.
Therein lies the problem, because almost any criticism written online is likely to be taken personally. If you write that I am doing my job poorly, or making bad decisions, believe me, I will take it very personally.
But is it not entirely right and proper that those in who sit in positions of authority, making decisions which affect the lives or wallets of those who elect them, should expect criticism?
In fact, is there not something a bit worrying about Daniella saying she is aware of people using social media to criticise individuals? Is she arguing that social media should NOT be used to criticise those in authority?
To my mind, there's also something slightly pleading about those in authority asking everyone to "be kind". Why on earth should people be kind when they disagree, sometimes profoundly, with decisions that affect their lives? Wouldn't it be better to entreat everyone to #bepolite?
Either way, it is hard not to feel enormous sympathy for those who enter into public life these days, subject as they are to some pretty vile stuff online.
I think Sir Tim Berners-Lee hit the nail on the head in the Dimbleby lecture last year when he said that greater accountability is needed online. VetSurgeon.org has already started moving in that direction in order to improve the provenance of clinical information and opinions shared online, requiring now that experts share full details of their experience and qualifications alongside their posts.
Maybe the time has come to demand the same standards of accountability when it comes to criticising those in positions of authority. In other words, if you're going to do it, you must show your real name and display a photograph of yourself alongside your post.

The College points out that there is a new voting platform this year, designed to make it easier to vote online.
The new system includes regular personalised email reminders from Electoral Reform Services which include a link to the voting platform and the ability to log in securely straight away, without having to refer to the ballot paper in order to find the security codes. Using the email address provided the College, veterinary surgeons can also ask ERS to reissue the security codes if needs be.
Voting for both of this year’s elections opened on Friday 24 March with an email sent to all those eligible to vote for whom the College holds an email address. Ballot papers have also been despatched to all eligible voters along with booklets containing the candidates’ biographies, contact details and manifestos. Instructions on how to vote online and by post are included with the ballot papers.
There are 16 candidates contesting six places on RCVS Council, including three existing Council members eligible for re-election and 13 candidates not currently on Council. They are:
All votes must be cast, either online or by post, by 5pm on Friday 28 April 2017.
Once again this year the College invited members of both professions to ‘Quiz the candidates’ by putting their questions directly to all those standing for election. Some of the key themes this year included Brexit, complementary/ alternative therapies, the structure of the veterinary industry, out-of-hours work and veterinary nurse remuneration among others.
Each candidate was invited to choose two questions to answer from all those received and produce a video recording of their answers.

Veterinary surgeons who want to pay in full must do so before before 1st June 2021. For those UK-practising vets who want to pay the fee in three instalments, the first payment should be received before 1st June, the second payment before 1st October and the final payment before the end of the year.
Any vets who do not pay either the fee in full or the first instalment before 1st June will be removed from the Register. If they want to be restored, they'll need to pay an additional restoration fee as well as the registration fee.
Professor Susan Dawson, RCVS Treasurer, said: “Due to the ongoing disruption to the profession because of the lockdown, we are glad to say that RCVS Council has again approved the ability for members of the profession to pay their fee in instalments and therefore spread the cost during this already difficult year.
"We would like to remind members of the profession that the option to pay in instalments is only available to UK-practising veterinary surgeons. For any UK-practising veterinary surgeons who have a Direct Debit set up but who wish to pay by instalments, please make sure to cancel your Direct Debit as soon as possible."

The practice is open 24 hours a day and the dedication the veterinary, with a small practice of only four staff members, it is a particularly well deserved award.
VET PRACTICE MANAGER OF THE YEAR - Cery Lawson-Tankred, Golden Valley Veterinary Hospital - Nailsea, SomersetCery has worked at Golden Valley for over five years, during which time the practice has seen a large degree of upgrade and reinvigoration. Investments made in new equipment and facilities have meant improved care for an expanding array of animals that come through the surgery doors. It was clear to the judges that Cery is the glue that holds the Golden Valley Veterinary Hospital together.
Headed by Stephanie Lalor, a European Specialist in Internal Medicine, the clinic provides initial assessment and treatment - from blood work and blood pressure - to ongoing care.
Suitable for cats with a wide range of medical conditions, including respiratory tract disease, gastrointestinal conditions and endocrinopathies, the clinic is housed in Willows iCatCare certified ‘cat-friendly’ facility, which has its own cat ward and waiting area.

Dogs Trust has come out firmly against RSPCA-supported proposals to re-introduce the dog licence.
The dog welfare charity says it does not believe re-introducing the dog licence would provide a welfare benefit for dogs. It has also expressed surprise at the RSPCA position, which is that: "a licence would be hugely beneficial in addressing many animal welfare concerns stemming from overbreeding of dogs to a lack of traceable ownership." Dogs Trust has said this view is extremely naïve, that responsible owners might struggle to pay what is likely to be a punitive annual licence, and that a licence is simply a tax on dog ownership.
Meanwhile, the RSPCA has announced the results of a survey in which 2 out of 3 pet owners said they would be in favour of a licence scheme. 76% said that a dog licence should be enforced in England to help curb problems such as 'puppy farms', stray dogs, stolen dogs and animal abandonments.
The RSPCA also says that research carried out on its behalf by Reading University clearly shows that an affordable and well-enforced dog licensing scheme could provide funding for a range of issues, most of which are currently funded poorly by central and local government. Professor Emeritus Martin Upton from Reading University's school of agriculture, policy and development, said: "Our study into the potential costs and benefits of dog licencing and registration found that such a scheme could greatly contribute to responsible dog ownership and animal welfare."
Dogs Trust says the dog licence has been shown to be an ineffective measure in the UK. In Northern Ireland, where the dog licence is still a requirement, only an estimated one-third of all dog owners currently have their dogs licensed. Northern Ireland still has the highest number of stray dogs per head of population of any region in the UK and the number of dogs put to sleep in the region represents a staggering 34% of the total UK figure.
The charity recommends compulsory microchipping as the most effective means of registration as well as identification of a dog. Unlike the dog licence, which involves an annual fee, microchipping involves just a small one-off fee (Dogs Trust offers microchipping at its centres for £10). The benefit to responsible owners and their dogs is therefore relatively cheap and effective. Microchipping a dog should infer legal ownership and reinforces the responsibilities of the owner under the Animal Welfare Act. The introduction of compulsory microchipping would allow stray dogs to be quickly returned to their owners, make easier the identification of owners who persistently allow their dogs to stray or cause nuisance, and make all puppies traceable to their breeder, helping to reduce the widespread problem of battery farming of dogs.
Simon Dennis, lecturer in cardiology and Rob Goggs, staff clinician in emergency and critical care, both from the Royal Veterinary College have completed a gruelling four day charity bicycle ride from London to Paris.
The bike ride was in aid of Action Medical Research (AMR), a medical research charity dedicated to helping babies and children through tackling premature birth and treating sick and vulnerable babies; helping children affected by disability, disabling conditions and infections; and targeting rare diseases that severely affect many forgotten children.
The cycling duo is aiming to raise £3,000 for this cause and have already raised about £2,400.
The race ended with 600 other cyclists riding in unison through the centre of Paris, with the watching crowd cheering the cyclists on from the streets and cars.
Simon Dennis said: "Both Rob and I are extremely pleased to have completed the cycle ride and raise money for such a worthy cause. It was a tough four days, but definitely worth it in the end, as it was an incredible once in a lifetime experience for us both."

Mr Bowles faced four charges, but did not respond to the College's notification about the hearing, so the Committee decided to proceed in his absence.
The first charge was that in 2020, while attending a farm in Lincolnshire in his capacity as an Official Veterinarian (OV), Mr Bowles carried out Intradermal Comparative Tuberculin (ICT) tests on a herd of cattle but failed to measure the skin thickness of all the cattle using callipers and failed to take and record measurements for the cattle.
The Committee was provided with evidence that Mr Bowles had, in earlier correspondence with the College, admitted that he had failed to follow Animal and Plant Health Agency (APHA) standard operating procedures for ICT testing at the farm and so the charge was found proven.
The second charge was that he then certified the results of the inaccurate ICT test he'd performed earlier.
The Committee found this charge proven on the basis that, without using callipers to measure skin thickness, he was not entitled to certify the test.
The third charge was that his conduct in relation to the first two charges was dishonest, misleading and risked undermining government testing procedures designed to promote public health and animal welfare.
The Committee found all elements of the charges proven.
The final charge was that Mr Bowles's conduct took place despite warnings, advice and re-training being given by the APHA.
These included: a letter sent to Mr Bowles’s by APHA in 2014 about the suspension of his OV status after he failed to comply with APHA rules; a letter sent by the APHA to Mr Bowles’s employer in October 2016 regarding issues of non-compliance it had found during a September 2016 audit; and the suspension of Mr Bowles’s OV duties by his employer, pending further training, following issues of non-compliance.
Given Mr Bowles’s history of non-compliance with APHA standard operating procedures and standards, the Committee found the charge proven.
The Committee found that charges 1 to 3 amounted to serious professional misconduct but that charge 4, while making the conduct in the other charges more serious, did not in and of itself constitute serious professional misconduct.
In determining the most appropriate sanction for Mr Bowles, the Committee found that he had paid ‘scant regard’ to the testing procedures set out by APHA and breached the RCVS certification requirements set out in the Code of Professional Conduct for Veterinary Surgeons in ‘numerous and serious’ ways.
Hilary Lloyd, chairing the Committee and speaking on its behalf, said: “The Committee’s view is that the respondent’s conduct in refusing to follow the OV Instructions when testing cattle in May 2020 constituted conduct of an egregious kind.
"In addition, there are several aggravating elements which can be applied to his misconduct, including a risk to animal or human health; his lack of probity and integrity in certifying test results which he knew were non-compliant and unreliable; recklessness in reaching a conscious decision to ignore the OV Instructions; his failure to comply with the requirements of the position of trust and responsibility which attached to his APHA authorisation; and against a backdrop of sustained pattern of behaviour that displayed blatant disregard of the system that regulated TB testing by OVs.
"It follows that the respondent manifested no insight into the seriousness of his misconduct when acting as an OV.”
The Committee considered whether there were any mitigating factors regarding Mr Bowles’ conduct.
It took into account that Mr Bowles had not secured any financial advantage, that there was no actual harm to animals, and that he had a long career as a veterinary surgeon, although with a history of non-compliance.
It noted that there had been some late admissions of misconduct by Mr Bowles when he tendered an apology, but found this mitigation was undermined by the fact his explanations lacked consistency and that he had also initially asserted that he had used callipers during the testing.
Due to the seriousness of the non-compliance, the dishonesty and the potential risk to public health, the Committee considered that removing Mr Bowles from the Register was the only proportionate and appropriate response to the scale of misconduct.
Hilary added: “Given the amount of advice received and re-training which the respondent was required to undertake, he has already had ample opportunity to remediate his practice but has not done so.
"The Committee is therefore concerned that there is a very real risk of further repetition of this conduct in the future were he to be permitted to remain on the Register.
“The Committee’s concern in this regard stems from the fact that the dishonesty of which the respondent has been found guilty, was not dishonesty committed on the spur of the moment.
"The respondent had ample opportunities for reflection before resolving to act as he did.
"This places his acts of dishonesty in the most serious category.
“The public is entitled to expect that it can have confidence in the certifications of a veterinary surgeon who is carrying out a public duty on behalf of that public body.
"Indeed, that is the whole purpose behind the requirement that OVs undertake additional and specialised training before being permitted to undertake OV duties.”

Five days of diving at Egypt’s Sharm El Sheikh will be combined with 16 hours of CPD on orthopaedics, including fracture planning presented by Malcolm Ness BVetMed DipECVS CertSAO FRCVS. Other subjects include the provocatively titled ‘So You Think You Know How to Run a Business?’ presented by Simon Robinson, Senior Business Manager at LloydsTSB.
The event has been organised to avoid the busy school holiday period and vets’ own family commitments.

Pit Bull Terriers, Rottweilers and Bulldogs are the breeds most feared by postmen, according to a survey just announced by esure home insurance. More surprisingly, Jack Russells and Yorkshire Terriers also appeared in the top ten list of breeds likely to prevent the mail getting through.
According to the survey, three quarters (74%) of postmen have admitted to finding some dogs on their post round intimidating. In fact over half (54%) of those polled have considered asking for a change to their round due to intimidating dogs and more than a third (37%) have even thought about leaving their jobs completely.
Nearly half (47%) of all postman questioned are frequently growled at, 39% have been the subject of teeth baring and 54% regularly have to endure aggressive barking. Shockingly, a quarter (26%) of postmen have been bitten by a dog on their post round, whilst 23% of those polled have had their clothes damaged when trying to get away from a dog.
In a bid to try and calm down man's best friend and ensure their safety, more than a third (36%) of postmen have offered a dog bones, biscuits and chews. But just under half (44%) admit bribes often don't work as they've had to run away from a dog on their patch.
