The forecast formed part of the Association's response to the Environment Food and Rural Affairs Committee (EfraCom) inquiry into the impact on the UK’s trade in food after Brexit.
The BVA says that if the UK is treated as a 'third country' post Brexit, exports and imports of animals and animal products to and from the EU will need new veterinary certifications.
The UK Chief Veterinary Officer, Nigel Gibbens, says the volume of products requiring veterinary certifications could increase by as much as 325% as a result.
There are currently 1,063 Official Veterinarians authorised by the Government’s Animal and Plant Health Agency (APHA) to certify food products for export to third countries from Great Britain, a number which the BVA says would have to be significantly increased.
The BVA is urging the Government to undertake a major review of third country certification to ensure we have the capacity to fulfil new trade agreements. To combat the potential shortage in veterinary capacity, BVA is also calling on the Government to guarantee working rights for non-British EU vets and veterinary nurses currently working and studying in the UK.
British Veterinary Association Senior Vice President, Gudrun Ravetz said: "Vets are absolutely vital to facilitating UK trade by ensuring standards so that consumers at home and abroad have confidence in the food safety and welfare of the products they choose to buy. Veterinary certification is required not only for meat, but a whole range of products such as gelatine in sweets.
"Ironically, it is non-British EU vets who make up around 50% of our new workforce each year. However, since the EU referendum, we are facing serious problems in recruiting and retaining EU vets, which makes the need for more vets to perform this crucial trade-task an even more pressing concern. Vets’ role in the future of UK trade must be recognised and planned for, as an integral part of forthcoming trade negotiations."
The BVA trade submission also outlines that access to veterinary medicines could potentially be restricted post-Brexit. In order to protect animal and public health, BVA is calling for any new trade deal with the EU to maintain the link with EU veterinary medicine approval systems.
The UK currently has high standards of animal health, animal welfare and public health, including food safety, in its food production. These standards help prevent the spread of pathogens and diseases in animal products, ensure farm animals have a humane death, protect food safety and safeguard responsible antimicrobial use. BVA’s submission to the EfraCom trade inquiry emphasises that, as public goods, the UK must prioritise the maintenance of these standards in all trade negotiations moving forwards.

The Open Access Publication Charge (OAPC) initiative was introduced in 2021 to cover the fees for the company's employees to publish in prominent peer-reviewed veterinary journals, which can cost up to £3,000 per paper.
Funding was approved for 29 employees to have their work published in eight journals last year, covering topics such as canine mast cell tumours, imaging of canine intracranial intra-axial haemorrhages, electrochemotherapy as a treatment option for feline nasal melanoma and antimicrobial use in female canine urinary tract infections.
The OAPC scheme has now been extended with a fund of at least £30,000 available this year.
The initiative was introduced by Professor Luisa De Risio, Clinical Research & Excellence Director at Linnaeus and a specialist in veterinary neurology (pictured right).
She said: “By publishing in open access journals, we are ensuring that research at Linnaeus is freely available across the veterinary profession and the scientific community.
“Being able to publish high-quality research in prestigious scientific journals supports the career development and job satisfaction of our Associates and fulfils the requirements of those training to become specialists.”
Dr Fabio Stabile, a neurology specialist at Southfields Veterinary Specialists, has been researching how dogs with reactive seizures can be treated with levetiracetam.
He said: “By publishing through open-access journals, I hope to support as many peers as possible with treating canine reactive seizures, which can be extremely stressful for our patients and their owners. It is always great collaborating with Luisa in developing my research, which was as valuable as the OAPC funding itself.”
In addition to the funding scheme, Linnaeus has also appointed Hannah Sargent as Clinical Research Associate to help researchers in areas such as study design, ethical review and statistical analysis.

Bayer Animal Health has launched a new version of Drontal which is presented as a bone-shaped tablet.
The company says that this is the UK's first worming tablet shaped like a bone, and that the product is designed to help improve client compliance.
Dan White, Group Product Manager at Bayer Animal Health said: "Almost half of dog owners - surveyed prior to launch - indicated that new Drontal bone would encourage them to worm their dogs more routinely. This is clearly great news for practices especially during these difficult economic times.

The Give Your Dog a Bone competition and PR campaign has been devised by leading healthcare communications agency Pegasus. The new 'bone-shaped' TV and print creative has been developed by the recently-appointed advertising agency Dinosaur and will launch in early 2012.

The first is Design Hub, a self-service marketing portal which allows practices to choose from a variety of designs for posters, social media posts and other collateral and brand them with the practice logo. The first opinion Linnaeus Group practice, which also holds RCVS hospital status, is run by a team of nine vets, 14 nurses, nine receptionists and four animal care assistants.
It was given an outstanding rating for client service, inpatient service, patient consultation service and team and professional responsibility.
Maureen Geraghty Sathi, Practice Manager at Maven said: "We’re always asking ourselves how could we do this better? Everyone has to be on board or it would not work."
The practice had a focus team look at awards and the improvements it would need to make to achieve the required standards. Amongst the various things that were highlighted as exceptional were:
A genuinely separate cat waiting area and cat consult room.
An extensive pain monitoring system with pain scoring for all patients in hospital and an outpatient system which enables clients to monitor and chart their pets pain levels at home and review them with their vet.
Daily clinical rounds which involve the entire clinical team as well as management and a member of the customer care team. Aside from discussing clinical cases for the day this platform also enables daily review of any significant events or morbidity and mortality cases to be highlighted and time allocated for review.
A system whereby vets at the practice email clients in advance of any surgical procedure with information on the procedure itself as well as any potential risks associated with the procedure allowing time for further discussion with the client as needed
Consistent use of surgical and GA checklists to maximise patient safety.
In the final report, the RCVS practice standards assessor wrote: "The structures and management in place were of the very highest order. I was really impressed by the commitment of this practice to provide the very highest standards of clinical care to its clients."
Maureen said: "I am massively proud of the team, to see the pride in how they work. It is lovely to be told that you are working to an extremely high level and genuinely reflects the standards of the team day by day."
Intervet /Schering-Plough Animal Health has announced plans for a third National Vaccination Month Campaign to take place in May.
The campaign, which is aimed at owners of unvaccinated animals, is being fronted by TV presenter and wildlife expert Chris Packham. Intervet / Schering-Plough says it hopes the initiative will counter falling rates of pet vaccination that have been seen since the credit crunch.
In the lead up to National Vaccination Month, the company will be running a pet health awareness national and regional PR campaign backed up by print and TV advertising.
Pet owners will be able to download a voucher for a discounted vaccination in May from http://www.nvmonline.co.uk/. As well as dogs, cats and rabbits, horses will be included in the scheme for the second time.
During the last National Vaccination Month in June 2009, 1022 surgeries participated nationwide and an additional 40,000 animals were vaccinated as a result - 8,000 up on the first campaign run in 2008. According to Intervet / Schering-Plough, many practices saw more than 100 vouchers being redeemed.
The 2009 campaign came after more than a quarter of vets surveyed by Intervet reported concerns about falling levels of vaccination because of the credit crunch. Following the recession and public fears over the deficit, there are concerns that pet owners will cut back even further.
Angus Robinson from Intervet / Schering-Plough Animal Health said: "Research shows that the main reason why people don't vaccinate their pets is a lack of awareness of disease risk. We are also concerned that given the current pressures on household budgets, more people are deciding to cut back on vaccinating their animals with the real risk that this may have a potential effect on levels of herd immunity in the longer term."
He added: "We listened to practices which took part in NVM 2009 and have invested in improving the website to offer a simpler system for surgeries to download and log vouchers for their clients. The site will also drive pet owners to participating vets more quickly. Social media has taken off in a big way since our first campaign in 2008 and we will also be using Facebook and Twitter this time to reflect that. We are hoping that this will reach younger pet owners as data from our last campaign showed that pet owners in their 20s and early 30s were the age group least likely to vaccinate their animals."
Jane Carter of the Drove Veterinary Hospital in Swindon said: "National Vaccination Month is a golden opportunity to communicate the key preventative healthcare messages to new and existing clients. There was a significant outbreak of parvovirus in our area last summer which got a lot of publicity so we are expecting people will really catch onto the campaign this time."

CVS has announced its acquisition of the Dovecote Veterinary Hospital, a general and referral practice based in Castle Donington near Derby.
The Dovecote offers a range of referral services including digital X-ray, MRI and CT scanning capability. Its directors, Andrew Robinson, a European RCVS Recognised Specialist in Small Animal Surgery, and Alison Robinson have been appointed joint Clinical Directors.
Dovecote joins ChesterGates Veterinary Specialists in Chester, Norfolk-based Grove Referrals and St David's Veterinary Group in Devon in CVS' referral practice portfolio. The Group also has a new veterinary hospital - Lumbry Park Veterinary Specialists - under construction at Alton, Hampshire; opening in October 2015.

In the video, Cat Henstridge MRCVS explains how from November, in the event of no deal, pet owners will need to have visited their vet 4 months before travel and had their pet vaccinated against rabies. They will then need to return for a blood test 30 days later, wait at least 3 months after that test before travel, and get an animal health certificate no more than 10 days before travel. In addition their animal needs to be microchipped.
Defra says owners should also be advised to visit gov.uk and search 'pet travel' for any updates.

The RCVS has released the results of a survey which has found that increasing numbers of graduates over the last five years have had little impact on veterinary job prospects.
The survey was carried out for the RCVS by the Institute for Employment Studies, which asked the last five years' UK graduates who have registered with the College how long it took them to find work, how long they stayed in their first jobs, and why they moved on.
The online survey, which achieved a 43% response rate (1,354 responders), found that an average of 94% of graduates seeking a role in clinical practice obtained work within six months of starting to look.
The actual figure ranged from a high of 96% in 2008 to a low of 92% in 2010, and did not change significantly over the five years under consideration, despite UK graduate numbers increasing by around a quarter during the same period (from 650 in 2007, to 819 in 2012). Meanwhile, the College has registered an average of 618 overseas graduates annually during this time.
The survey did show that it was taking graduates slightly longer to secure their posts, with a shift from 85% securing work under three months in 2008, to 71% in 2012.
The results seem to suggest some small differences in the time taken for men and women to find their first jobs, with men finding jobs slightly quicker, although the vast majority of both genders found veterinary work.
Jacqui Molyneux, RCVS President said: "After the announcement from the University of Surrey that it will be opening a new vet school in the near future, there was a great deal of discussion amongst the profession about how easily new graduates could find employment. I undertook to get some real facts and am pleased to find that the picture is not as gloomy as predicted.
However, Jacqui said she was concerned that there has been a slight increase in the proportion of respondents who left their first position after a relatively short period of time. Amongst 2012 graduates, over 40% of those who had left their first position did so within three months of starting work. However it must be stressed that only 18% of those answering the survey who graduated in 2012 had already left their first position. Jacqui said: "Although the turn-over in first jobs seems to be, in part, due to an increase in temporary posts, I am saddened to see that the most commonly-cited reason for graduates leaving their first job was lack of support from their employers or professional colleagues.
"This is an area that we, as a profession, must address. As I have told all the students I have admitted to the College, their first jobs will influence their whole careers, and getting adequate support is probably the single most important factor. Meanwhile, it is heartening to see that nearly all of those moving on have obtained further employment."
Although the survey was sent to all those UK graduates who had registered with the RCVS within the last five years, the contact details for those who had subsequently de-registered may not have been up to date, which may mean that those who had de-registered because they could not find work were not well represented. However, the College says it thinks it is more likely that these individuals would have switched to the 'non-practising' category.

This year the College invited all election candidates to produce a video in which they answered up to two questions submitted directly to the RCVS from members of the electorate. Dechra Veterinary Products, maker of the feline hyperthyroidism treatment Felimazole®, has launched a range of waiting room materials for practices to raise awareness with owners about the disease.

The Royal Veterinary College has announced the appointment of Professor Stuart Reid as its new Principal and the successor to Professor Quintin McKellar.
Professor Reid BVMS, PhD, DVM, DipECVPH, FRSE, MRCVS, joins the RVC from the University of Glasgow, where he was Professor of Veterinary Informatics and Epidemiology and Head of the School of Veterinary Medicine. He will take up his new role on 1st January 2011.
Professor Reid began his career in 1987 as an Assistant Veterinary Surgeon before joining the University of Glasgow as a Clinical Research Scholar in 1988. In 1992 he assumed the role of Post Doctoral Research Fellow at the University and was promoted to Senior Post-Doctoral Research Fellow in 1994. He was appointed to the first joint Chair between the Universities of Strathclyde and Glasgow in 1997, as Professor of Veterinary Informatics and Epidemiology. In 2004 he became Associate Dean of Research and, in 2005, he became Dean of the Faculty of Veterinary Medicine at the University of Glasgow.
"I am delighted and honoured to be joining the Royal Veterinary College at this important time." said Professor Reid. "The RVC has an enviable heritage and is a world leader in terms of its innovation and leadership in veterinary education, research and clinical service. I recognise that I am enormously privileged to be moving from a great School to a great College and I look forward to building on the successes achieved by RVC under Principal McKellar at the same time as rising to the challenges of a new funding environment."
Professor Quintin McKellar was appointed Principal in August 2004. He leaves the RVC to take the post of Vice-Chancellor of the University of Hertfordshire.
Chairman of the RVC Council, The Right Hon the Baroness Shephard of Northwold, said: "Great strides have been made under Professor McKellar's dynamic leadership, and I am sure I speak for all at the College when I say we will be sad to see him go. The new programme, which starts in May 2021, will address the fundamental principles underlying cardiac disease, discuss common presentations and review current diagnostic and therapeutic techniques.
Modules are delivered using a range of blended learning techniques, including interactive online lessons, supported by notes and videos.
While studying, delegates will have a module tutor – a recognised veterinary Specialist in their field - and a dedicated programme tutor, who works with individual delegates to support them through the programme.
Delegates can also choose three optional practical attendance sessions covering ECGs, thoracic radiography and echocardiography.
The programme offers a route through to achieving academic qualifications - General Practitioner Certificate (GPCert) and the Postgraduate Certificate (PgC), in partnership with the International School of Veterinary Postgraduate Studies (ISVPS) and Harper Adams University. Gaining a PgC enables delegates to apply to RCVS for Advanced Practitioner status in the subject.

Mr Beveridge had been removed from the Register following a disciplinary hearing in May 2013 in which he was found guilty of disgraceful conduct in a professional respect with the Committee finding that he had treated clients badly, kept inadequate clinical records, was dishonest in his dealings with the College and that animals in his care were placed at risk. He subsequently appealed to the Privy Council but this was later withdrawn, resulting in him being formally removed from the Register in March 2014.
He first applied to be restored to the Register in 2015 but his application was refused by the Disciplinary Committee at a hearing in November 2015. At the time the Committee found him unfit for restoration to the Register because, following his removal, his veterinary medicines account had been used on an unauthorised basis to order prescription-only veterinary medicines, which reflected a "cavalier attitude to practice". Furthermore, the Committee found that he had not fully accepted the Committee’s original findings, had made inadequate effort in regards to engaging in continuing professional development (CPD) and also considered the seriousness of the original findings.
At the opening of his second hearing Mr Beveridge, who represented himself, sought to address the concerns that the Disciplinary Committee had outlined upon refusing his first application for restoration. Regarding his acceptance of the original findings, the Committee heard that he now apologised "unreservedly for his failings that led to erasure of his name from the Register" and the Committee considered that he had demonstrated a significant change in attitude from the previous restoration hearing where he had not fully accepted the reasons for being removed.
In considering issues of public protection the Committee also accepted that Mr Beveridge, until his original Disciplinary Committee hearing, had an unblemished professional record and had run a successful small animal practice for over 30 years. It considered numerous client testimonials as well as a petition signed by 600 clients from 2013.
The Committee also considered that there was no risk to the future welfare of animals in the event of Mr Beveridge being restored to the Register, noting the testimonials and references to satisfactory care and treatment given by Mr Beveridge to his patients.
Regarding CPD, Mr Beveridge produced evidence before the Committee that he had attended courses run by the North American Veterinary Community (NAVC) and the British Small Animal Veterinary Association (BSAVA). The Committee accepted that he had made "considerable progress" in terms of CPD.
In concluding the hearing Judith Way, chairing the Committee and speaking on its behalf, said: "It is the judgement of the Committee that the conduct which resulted in the applicant’s name being removed from the Register is unlikely to be repeated. The applicant has satisfied the Committee that he is fit to be restored to the Register."
