The Brexit Barometer report draws on insights from 16 animal medicines companies and other stakeholders. 95% of those who contributed to the report, drawn up after NOAH’s Brexit event in May, said that they are optimistic about the future of animal health and welfare in the UK.
On the broader future of the industry, contributors to the report were more uncertain: 40% 'in the middle', 30% 'optimistic' and 25% 'pessimistic'. In contrast to animal welfare, contributors were most pessimistic about the future of trade and exports in relation to animal health.
While optimism about animal welfare remains high, NOAH says the animal medicines industry needs a continuation of its high standards of health and welfare to help tackle antibiotic resistance and to put the UK in a strong influencing position with our ability to trade. Six key measures in relation to health and welfare that Government needs to take to realise the opportunities were outlined in the report. They are:
• Maintaining the current Animal Welfare Acts and evolving them to secure the UK’s position from ‘Day 0’• Ensuring the industry is not disadvantaged by lack of veterinary medicines availability during the transition period and beyond, as new products come on the market• Ensuring that veterinary services are available in inner city and rural areas throughout the UK• Ensuring that a cross-border programme is in place to maintain cooperation between the UK and Europe• Recognising that animal diseases do not respect borders and to co-operate with our European neighbours to ensure that appropriate measures are in place to prevent and control disease outbreaks• Balancing first-class welfare standards with creating a level playing field for UK farmers and ensuring that British product does not become uncompetitive.
NOAH Chief Executive, Dawn Howard said: "While the Barometer showed that a large proportion of the industry was undecided when it comes to overall future of our sector, it tells us loudly and clearly that the sector sees a very clear opportunity for the UK to show leadership when it comes to animal health and welfare. What is vital now is that Government collaborates closely with industry and heeds its advice to realise this opportunity and leverage these high levels of optimism. We must not forget that veterinary medicines support the health and welfare of the UK’s livestock and pets and we stand ready to work with industry and Government to help make this happen."
BVA President Gudrun Ravetz said: "We have a unique selling point as 'UK PLC' around our high standards of animal welfare and food safety and these must be maintained in the wake of Brexit. This means tackling issues including veterinary involvement from farm to fork to underpin animal health, welfare and public health, through to guaranteeing working rights for vets and veterinary nurses. It is therefore vital that animal welfare is included in all trade negotiations."

Underlying the plan are three 'Brexit Principles', devised by the College and formally adopted by RCVS Council, which will guide the College’s relationship with the Government during the forthcoming Brexit negotiations.
The College says each Principle is supported by a number of specific policies that the College will lobby for in the coming months, all designed to positively engage with the post-referendum reality and with government policy.

Free-range table-birds being reared from slower growing breeds need a different vaccination regime from that of faster-growing broilers, when being immunised against Gumboro disease.
This previously-unknown fact has emerged from laboratory and field trials, involving several hundred thousand birds on farms throughout the UK, carried out by Lohmann Animal Health in conjunction with poultry vets.
"When using a ‘hot' vaccine conventional broilers in the UK are normally vaccinated at around 14-16 days when their maternal immunity is waning," said Adam Goddard, Lohmann's UK sales consult. "However, we've found this maternal immunity lasts longer in the slow-growing breeds which are reared both indoors and out."
Realistically, the correct day of vaccination for free-range table-birds is more likely to be achieved by using the vaccine date predictions for broiler-breeders, rather than that of the broiler, under the Deventer formula, which gives calculations for different types of bird.
He therefore advises producers to consult their vets who can take blood samples to get an accurate prediction regarding optimum timing of vaccination with their own particular flocks.
"Our trials have shown that, in general, and depending upon the breed used, the decline in maternal immunity is delayed - perhaps for 4-5 days. So, in order to get a better ‘take', we recommend vaccinating these birds later or using an IBD vaccine that ‘takes' in the presence of high maternal immunity." said Mr Goddard.
Gumboro disease - also known as Infectious Bursal Disease - can cause severe losses in chickens and outdoor-reared birds are more susceptible to the disease due to environmental influences.
Earlier this year Lohmann Animal Health launched a new ‘hot' vaccine, classified as an ‘intermediate plus' against the very virulent form of Gumboro disease. The company says that because of its ability to break through high levels of maternal antibodies, it allows vaccination to take place earlier than with other existing vaccines.
Following the launch of Libromide, the only licensed formulation of potassium bromide in the UK for canine epilepsy, Genitrix has linked up with NationWide Veterinary Laboratories to offer a discounted blood test service to veterinary practices.
Genitrix says it is offering the discounted blood tests to help practices and encourage owners to test regularly, thus ensuring that the level of Libromide in dogs undergoing treatment remains within the recommended therapeutic range.
According to the company, factors which can cause the level to move out of therapeutic range include an increase in the chloride content of the diet or the administration of other drugs. Because Libromide takes a few weeks to reach a steady therapeutic state, testing at four, eight and twelve weeks is also recommended at the commencement of treatment to confirm that the rise to therapeutic level takes place.

Elanco Companion Animal Health, maker of Comfortis, has launched a new campaign to raise awareness of the perennial problem of fleas, and the importance of regular treatment.
The campaign revolves around some new research which shows that while nearly half of dog owners1 allow their pets to swim at least once a month during the summer, over 45% of those questioned were unaware that if a dog is bathed or swims it may lose protection from spot-on flea treatments with only a sixth realising that the active ingredients in some spot-on insecticides can harm aquatic organisms2.
Gavin and Stacey actress Joanna Page, and RSPCA veterinary surgeon David Grant (pictured right) are being wheeled out to talk about the new research, both on the radio and on web TV.
In addition, Elanco says that a range of Comfortis support materials are available to help educate pet owners about fleas and the healthcare issues associated with fleas and encourage enquiries about flea control solutions.

In June the College held a six-week consultation with the profession, asking for opinions on its proposal for an outcomes-based approach to CPD which would concentrate less on hours logged and more on interactive, reflective learning and measuring the impact that CPD has on the individual’s practice and patient health outcomes.
The proposed model for CPD had four key components: planning, doing, recording and reflecting. While an overall majority of the 3,357 people who responded to the College’s consultation agreed with the proposed changes to the CPD requirement, certain elements received less support than others. The lowest amount of support was received for the ‘reflection’ component with 35% of respondents disagreeing with it.
The RCVS Education Committee therefore decided that a pilot of a new outcomes-based approach should be held during 2017 with a group of volunteers, before making a recommendation to Council.
Professor Stephen May, who chaired the Working Group that developed the CPD proposals, said: "Because of the concern voiced by members of the profession responding to the consultation we decided that, at this stage, it would not be appropriate for the RCVS to move straight into this new way of doing CPD but that it would be more appropriate to hold a pilot. The idea is that we will explore some of the concerns around reflection and around the extra time and paperwork that people felt that a more reflective approach may lead to.
"We have taken all these comments into account and are now seeking to work with individual volunteers on this pilot. It is important to note that we are not only looking for volunteers who agree with what we are doing but also those who are apprehensive about it or even some who see it as something they do not support. We want to explore the full range of views and how we can move forward in changing our approach to CPD."
The pilot is expected to be launched in February next year and the College is now looking for volunteers who both support the proposals and have a ‘healthy scepticism’ about them. Volunteers will receive help and support throughout the trial and will also be invited to attend an introductory CPD meeting at the RCVS offices in February.

In the piece, which starts at 1:22:54 here, Gudrun explained that what is seen as “normal” and cute for these dogs, such as snorting and snuffling, is in reality a result of debilitating respiratory problems caused by the squashed faces that have made them so fashionable.
Today also highlighted the fact that flat-faced breeds have experienced a huge boom in popularity recently, driven by celebrity owners, advertising and the media. According to the Kennel Club, the French bulldog is set to knock the labrador off its perch as the UK's most popular breed.
Following the interview Gudrun said: "We shouldn’t be buying and breeding dogs on the way we want them to look - it should always be about prioritising welfare above appearance.
"These are breeds that can suffer just by walking around or eating, which is why we’re calling on the media and advertisers to stop using them in their adverts.
"It is also difficult to turn on the TV, check Instagram or see a celebrity photo without also seeing a brachycephalic breed so it’s not surprising that demand for these dogs is rising."
Gudrun urged anyone thinking about buying a brachycephalic breed to talk to their local vet and think about choosing a healthier breed or crossbreed instead.
The impact of the College's research on society was similarly highly-ranked, with 83% being scored 4*, and 7.5 of the 9 impact case studies submitted found to have “outstanding reach and significance”.
Additionally, there has been a 54% increase in the number of full time equivalent academic staff submitted since the last assessment – establishing the RVC as the largest veterinary research institution in the country.
The impact case studies submitted by the RVC covered a range of research areas, including those which advance clinical practice; protect public health by enhancing food safety; inform World Health Organisation and the Food and Agriculture Organisation policy on the control of disease afflicting some of poorest people in the world; and tackle antimicrobial resistance through innovations in drug delivery.
The College says the results also highlight its holistic and transdisciplinary approach to research, with researchers, teachers, clinicians and pathologists working collaboratively to ensure ‘real world’ impact and advances in clinical practice.
Professor Jonathan Elliott, Professor of Veterinary Clinical Pharmacology at the RVC, said: “REF 2021 has recognised the outstanding reach and significance of the impact of our research which is so pleasing to see.
"I know all my academic colleagues are motivated to innovate in order to make a difference to lives of people and those of the animals they keep.
"Our submission truly reflects the breadth of scholarship at the RVC which generates the new knowledge we teach our students, the high quality of which has been endorsed by this external review.”

The hands-on course, which is worth 7 CPD hours, has been organised by Dr Nicola M Parry, Recognised Specialist in Pathology at the University of Surrey School of Veterinary Medicine. It will combine lectures, practicals, and a Q&A session to enable delegates to carry out a post-mortem, identify common (and not so common) pathologies, and draw conclusions about the cause of death.
The morning lectures will provide an overview of techniques that focus on how to approach the post-mortem examination of the adult horse and the foetus/foal, as well as how to examine the placenta. Potential findings will be discussed as well as some pitfalls to avoid during the post-mortem examination, and how to optimise sample submission. The lectures will be recorded, enabling sessions to be reviewed later.
Delegates will spend the afternoon in the post-mortem room, examining macroscopic specimens and learning practical approaches to a post-mortem examination in the field, and the collection of key specimens. The day will close with a Q&A session.

HSR, which provides emergency and routine specialist orthopaedic and neurology services, now offers video consultations with a specialist and a pet transportation service. It has also introduced strict strict biosecurity and operational preventative measures.

The vets are then speaking to the clients by telephone to discuss and gain consent for any further investigation or treatment.
For vulnerable clients who are self-isolating and in need of their services, HSR is offering a pet ambulance service for collection and drop off of pets. They will then have a video consultation with the specialist. Medications will be posted out and advice given over email or telephone.
Clare added: “We are doing all we can to support colleagues and clients in what are unprecedented circumstances. We recognise the strain on many practices having to reduce the number of appointments in the face of staff shortages. We want to reassure vets that we are happy to offer advice and support with cases, and continue to take referrals during this difficult period. We also have free online CPD for practices via our website as meetings are postponed or cancelled”.

With recruitment and retention issues in many sectors of the profession, the Association says flexible working might improve job satisfaction and therefore retention.
Other statistics from the survey showed that whilst levels of flexible working have risen from 44% in 2019 to 50% in 2021, 36% of those who already work flexibly 36% would like more flexibility.
The most common reasons vets gave for wanting to work more flexibly were: to allow more time for leisure activities (56%), lifestyle needs (50%), caregiving responsibilities (28%), health reasons (28%), for professional development (22%) and for voluntary work (16%).
The type of flexibility vets were hoping to achieve also varied. Working part time was the most common type of flexible working sought (31%), followed by homeworking (16%), flexitime (13%) and compressed hours (5%).
As part of its campaign, the BVA has launched "Flexible working: Embracing flexibility in the veterinary profession", a booklet which includes facts, figures and case studies to help demonstrate how flexible working can benefit both employers and employees in a range of different veterinary teams.
The booklet also offers tips and advice on tackling some of the challenges that can arise when introducing increased flexibility into a clinical workplace.
BVA Junior Vice President Malcolm Morley said: “The statistics clearly show that there is a huge appetite for more flexibility in working hours, particularly in clinical practice, where employers have previously been quite hesitant to explore this option.
"We understand that there are potential challenges to allowing more flexibility but we’re hoping to demonstrate that these are not insurmountable.
“It’s vital that the profession recognises that inflexible working patterns contribute to poor retention—recognition is the first stage in finding a solution.
"Embracing developments in flexible working could increase job satisfaction for many team members and ultimately improve retention.”
Malcolm added: “The profession continues to face serious staffing shortages and we understand that the increased pressures on vet teams may make some employers anxious about introducing flexible working at a time when they are already struggling to cover shifts.
"However, the solution does not lie with vet teams working increasingly longer hours; a successful solution will need team members to be involved in supporting each other’s working patterns.
"Promoting a better balance between home and work could be key to supporting many staff who are currently unsure about remaining in the profession or returning to work."

For the study, 21 owners were interviewed and transcripts thematically analysed.
Owners who reported positive experiences with their vets described the value of comprehensive initial explanations of their dog’s condition, seeing the same veterinary surgeon for each consult, and individual attributes of vets, including current knowledge on epilepsy management and good communication skills.
The authors say these factors are likely to contribute to improved two-way vet-owner communication, owner satisfaction and adherence to care instructions.
The implications of a negative relationship were also highlighted by the study.
Owners’ dissatisfaction with perceived insufficient expertise from their general practice vet (resulting in referrals to specialists), and when referred, poor communication between referral specialists and their primary care vet.
Owners’ pre-existing views and values were identified as drivers of negative experiences including strong dog-owner bonds leading to extremely high expectations for veterinary care.
Another factor was pre-existing distrust and perceived biases of the veterinary pharmaceutical industry.
Owners who had a more negative experience with veterinary surgeons were found to be more likely to perform their own personal research, putting them at higher risk of being influenced by the large amount of misinformation online.
The authors say that vets often report that they find epilepsy challenging to manage, particularly as a high proportion of dogs do not respond sufficiently to available medications.
This study aimed to help provide a better understanding of owners’ wants and needs.
Dr Rowena Packer, Primary supervisor on this study and Lecturer in Companion Animal Behaviour and Welfare Science at the Royal Veterinary College, said: “Epilepsy is a challenging condition to manage for dog owners and veterinary surgeons alike.
"Owners’ emotions often run high due to the trauma of witnessing their beloved dog’s seizure, and the ongoing stresses of caregiving for their dog.
"In tandem, vets can feel frustrated at not always being able to reduce seizures as much as they’d hope.
"Combined, the capacity for disappointment and conflict is high.
“Forging strong, trusting partnerships of care between owners and vets is key to maintaining wellbeing for all three members of the ‘treatment triangle’ – affected dogs, owners and vets."
Amy Pergande, Royal Veterinary College Veterinary graduate who conducted this research as part of her Master of Research degree, said: “Improving availability of reliable information sources for epilepsy management could help veterinary teams to confidently prescribe ’information prescriptions’ that boost owner confidence and help them to feel empowered to contribute more actively in decision-making for their dog, in partnership with their vet.”
Dr Zoe Belshaw, EBVS Recognised Specialist in Small Animal Medicine, of EviVet Evidence-based Medicine Research Consultancy and co-author of the study, said: “Our research suggests owners really value vets taking the time, once the initial shock has receded, to share information, answer questions and signpost to external resources, including peer-to-peer support forums.
"Ensuring that owners feel confident and competent about caring for their dog with epilepsy is likely to benefit the dog, its owners and the veterinary team providing their ongoing care”.
Professor Sandy Trees has been invested as the new President of the Royal College of Veterinary Surgeons during RCVS Day, held on 3rd July.
Sandy is an Edinburgh graduate, qualifying from the Dick Vet in 1969. After graduation, he undertook a mixture of research posts at home and overseas, plus a spell in general practice, before completing his PhD in 1976, also at Edinburgh. He then spent some time in the animal health industry before moving into academia in the early 1980s, starting as a lecturer in veterinary parasitology in Liverpool University's Faculty of Veterinary Science, based in the Liverpool School of Tropical Medicine. He was awarded a personal chair in veterinary parasitology and became Head of the Parasite and Vector Biology Division in 1994. Sandy held the post of Dean of Faculty from 2001 until 2008, and still teaches BVSc, MSc and PhD students.
Sandy's broad veterinary political experience includes spells on the BVA's Veterinary Policy Group and Education Group, President of the Association of Veterinary Teachers and Research Workers, Vice-President of the European College of Veterinary Parasitology and Chairman of the Heads of Veterinary Schools. Serving on RCVS Council since 2000 as one of the Liverpool veterinary faculty's appointed members, Sandy has been a member of the Education Policy and Specialisation, Planning and Resources, and Preliminary Investigation Committees.
RCVS Day also brought other changes to the RCVS Officer team: Jill Nute, outgoing President, became Senior Vice-President, Peter Jinman took up the role of Junior Vice-President, and Dr Jerry Davies was confirmed as Treasurer for another year.
Dr Bob Moore stood down as Senior Vice-President, with Jill Nute commenting that: "Bob has been an extremely valued member of the Officer Team and I would like to express my grateful thanks for the unstinting support he has given me during my term as President."
Retiring Council members included David Harding, Nigel Swayne and Brian Jennings, a Privy Council appointee.
As part of the AGM, newly-elected Council members Chris Tufnell and Chris Gray were welcomed. It was also announced that Professor Stephen May had been appointed for a further year by the Royal Veterinary College, Professor Stuart Reid had been appointed for a further four-year term by the University of Glasgow, and likewise Caroline Freedman by the University of Edinburgh. Dr Frank Taylor, whose role as Head of Bristol Veterinary School is due to conclude at the end of the month, will stay on Council until a successor is appointed.
The President then made her outgoing address, in which she described how she had been keen during her presidential year to ensure that the College is "open, approachable, accountable and transparent," citing the work of the Corporate Governance Group as a good example of activities to this end: "Under the guidance of Sir Anthony Holland, Chairman of the Group, we have robust procedures in place for managing conflicts of interest and have put in place arrangements to keep corporate governance under regular review," she said.
Discussing the activities of the College during the year, she made mention of work with the Veterinary Medicines Directorate to produce the Register of Veterinary Practice Premises and with the Office of Fair Trading regarding monitoring the reintroduction of prescription charges. She also touched on the review of the Practice Standards Scheme and the work of the 24/7 Working Party. She conceded that the College faced a challenge with regards to out-of-hours cover, which the majority of vets questioned in a recent survey would like to maintain: "The question is, how can this be achieved within the law [Working Time Regulations] and without a hike in charges that might, perversely, have a negative effect on animal welfare by reducing take-up of veterinary services?" she asked.
Finally, Jill paid tribute to the hard work of College and Trust staff, Council members and her fellow Officers: "One thing you learn as President is that you are just part of the bigger picture and things can only be achieved with the support and collaboration of those across the profession."
Incoming President Sandy Trees described Jill Nute as having "presided over the College with utter fairness and even handedness, working incredibly hard for the interests of the College and its members, certainly delivering on your aim for openness and accessibility". He looked forward to his own presidency with "honour, excitement and trepidation".
An online quiz by the RCVS has shown that veterinary surgeons generally have good understanding of the Guide to Professional Conduct, but that misconceptions about the role of the college are rife.
Around 850 people completed the quiz since it was launched in November 2009, with veterinary surgeons accounting for 70% of those that took part. The average score was 20 out of 25
Despite the high average score, there were several questions which a very significant number of people got wrong. The worst related to the role of the RCVS: 76% of people wrongly thought that the College's remit included negligence, whilst 66% believed that the RCVS could not consider criminal convictions (it can).
Nearly half of those taking part were not aware that the standard of proof to which the RCVS Disciplinary Committee must be satisfied is 'so as to be sure' - the same as for a criminal court.
Other questions poorly answered related to 24-hour cover, delegation to paraprofessionals, consent and ownership of records. The RCVS Communications Board will consider how to improve communications in these areas.
In terms of age, the highest scoring age-band was 51-60, achieving an average of 20.5 right answers; the lowest was '30 or under', at 18.7. However, this is not backed up by distribution of complaints to the RCVS, where only 27% of complaints relate to those who have less than ten years' post-qualification experience, although this group makes up 43% of registrations.
The results indicate that there is no significant difference between the genders in terms of Guide knowledge, at 19.54 right answers for men and 19.46 for women. Meanwhile, only 34% of complaints to the RCVS are made about women, while they account for 51% of the Register. However, as women tend to dominate the younger end of the profession, this statistic may be linked to the fact that a greater percentage of complaints relate to older individuals, more likely to be men.
Lizzie Lockett, RCVS Head of Communications said: "We hoped the quiz would offer a light-hearted way for vets - and others - to review their knowledge of the Guide, which can be a dry read, and have been pleased with the response.
The Disciplinary Committee of the Royal College of Veterinary Surgeons has refused an application for restoration to the RCVS Register from a Kent-based former veterinary surgeon struck off in 1994 for disregarding basic hygiene at his professional premises and failing to properly maintain a Controlled Drugs Register or patient records.
In June 1994, the Committee found that Mr Warwick John Seymour-Hamilton, at that time the only veterinary surgeon practising at premises at 9 Orchard Grove, Orpington, Kent, was guilty of disgraceful professional conduct and should have his name removed from the Register. The state and condition of the premises were found to be such as to risk the health and welfare of animals taken to the premises, and bring the profession into disrepute. An application made by Mr Seymour-Hamilton for restoration made in 1995 was refused.
At a restoration hearing on 18 June 2010, Mr Seymour-Hamilton told the Committee that he sought restoration to the Register because he wished to further his research work into plants with potential medicinal properties. Restoration, he said, would improve his professional status by giving him more credibility, particularly in terms of recognition by the medical and veterinary professions.
Mr Seymour-Hamilton said that he had no intention of returning to clinical practice immediately, and neither the Committee nor the College had heard of any adverse conduct by the applicant since his removal.
However, Caroline Freedman, Chairman of the Disciplinary Committee, noted that if Mr Seymour-Hamilton were to be restored, the Committee would have no power to prevent him from returning to general practice.
Mr Seymour-Hamilton's response to questioning by the Committee raised a number of concerns with respect to the future welfare of animals should restoration be granted. He told the Committee that he had not undertaken any relevant Continuing Professional Development in the past 15 years, and said he lacked knowledge of current relevant legislation, for example, the Animals (Scientific Procedures) Act 1986 and basic 'Cascade' prescribing requirements. He also said that he had not read the RCVS Guide to Professional Conduct in the past 15 years and that it would not be satisfactory for him immediately to return to general practice.
Ms Freedman said: "If the Committee were to reinstate the Applicant to the Register, it would have to be satisfied that he is competent and safe to practise immediately. The Committee has an obligation to protect the public and animal welfare and cannot simply accept his assurances that he would take steps to rectify his self-confessed shortcomings at some point in the future."
Having taken all the evidence presented into account, the Committee was not satisfied that Mr Seymour-Hamilton was fit to be restored to the Register and dismissed his application.

Fashion website Lyst caused a bit of a storm amongst pet lovers on the twitosphere this week after announcing the 'launch' of The Canine Collection, a range of puppies sold as accessories to the company's range of fashion clothing.
The Canine Collection was described as comprising 33 different dog breeds, 'from petite XS puppies to oversized companions, in a choice of six wearable colourways'. Visitors to the site were invited to: 'Find the right dog to match your wardrobe from our curated selection of breeds that are as stylish as they are lovable'.
Whilst the launch was obviously a PR stunt (after selecting what size you wanted your new dog in, pressing 'buy' just sent an email), some people were obviously taken in, branding the collection 'DISGUSTING', 'despicable' and 'sick' on Twitter.
Later in the day, the RSPCA stepped in, telling the MirrorOnline: "Whether this is real or just a publicity stunt by Lyst, it sends out an extremely worrying message to people who are looking to get a new canine companion… We have tried to make contact with Lyst to discuss with them the implications a stunt like this might have."
Lyst's website has now been updated with the message: "Of course you can't buy puppies and dogs here, we sell clothes not canines. But unfortunately, thousands of puppies and dogs are bought and abandoned every year. According to Blue Cross, the number of small "handbag" dogs and puppies needing to be re-homed has increased by 120% in the last five years, with "fashionable" toy dog breeds in particular being given up in record numbers. A dog is for life, not just for Instagram."
Whether that was added hastily in response to the reaction, or planned all along, is unclear. Either way, Lyst points out that the number of people talking about puppy farming on Twitter last week was 158, compared to 10,000+ pet owners expressing outrage at the idea of puppies as fashion accessories in just 2 days. So perhaps some good has come of it all.
