RCVS Knowledge has announced the launch of Vet History, a new way to access its archive of historical veterinary manuscripts, correspondence, clinical case notes and photographs illustrating the history of the British veterinary profession from 1800 to the present day.

Vet History is part of a five year project to improve access to and awareness of the wealth of material held by the College, which began with the appointment of a qualified archivist in October 2015 and the creation of the online database which includes descriptions of material catalogued to international archive standards. The catalogue will be fully searchable with biographical profiles for major persons featured in the collections.

The papers of the prolific veterinary author and army veterinarian Major General Sir Frederick Smith (1857-1929) are amongst the first collections to be fully catalogued and described online. The material covers the length of Smith’s career from case notes recording treatment of army horses in India in the 1880s to correspondence from the last 20 years of his life, in which he wrote a four volume history of veterinary literature. Smith was involved in the Army Veterinary Service during the Second Anglo-Boer War and the First World War, and his honest and candid accounts of the loss of horses by the Army illustrate fascinating aspects of veterinary, social and military history.

Through this unparalleled collection, RCVS Knowledge can be an invaluable source of information for academic research and the general public."

In her inaugural address as RCVS President for 2024-25, Linda Belton said she wants to focus on the core remit of the RCVS as a regulator, and the importance of good regulation for public trust and keeping pace in areas such as artificial intelligence (AI).

Linda gave her address at the Royal Institute of British Architects, venue for the RCVS Annual General Meeting last Friday.

Linda, an equine vet and director of the Wiltshire-based George Veterinary Group, said: “A Royal College and a regulator – it’s a challenge but this combined role is also an opportunity for us.

“In the time I’ve served the RCVS, I’ve definitely learnt some of what it takes to fulfil these roles under the remit of both the Veterinary Surgeons Act and our Royal Charter; to think not just from personal perspective and experience, and also to try to look beyond the needs of the profession today and consider what tomorrow might bring.

“Vets are not just one thing.

"The roles we fill in our working lives are many and varied, and I would argue that the MRCVS is the best placed arbiter of animal health and welfare.

"As such, keeping the MRCVS at the heart of decision-making around how veterinary care and services are provided is essential both to safeguard animal health and welfare and also to retain public trust in our work.

“Cultivating trust is a big part of what many of us do, day in and day out – trust in us from within our teams, from our clients and perhaps even from our patients.

“The RCVS with its two hats does a tough job for both the professions and the public.

"In many cases, the interests of the professions and the public align and there is no conflict.

"Of course, as a regulator where the interests don’t align, the RCVS regulates in the wider public interest and this, too, is a positive for us as a profession.

“Working in a regulated environment is a strength for us.

"The landscape in which we work has changed and the regulatory environment needs to change too. Now we are the other side of the general election, work can continue on legislative reform seeking parliamentary time for a new Veterinary Surgeons Act.”

As the 13th female President of the RCVS, Linda will lead an Officer Team comprising the now Senior Vice-President Dr Sue Paterson FRCVS, Junior Vice-President Professor Tim Parkin FRCVS and Treasurer Dr Tshidi Gardiner MRCVS as well as VN Council Chair Belinda Andrews-Jones RVN, who attends Officer Team meetings as an observer.

Defra has been roundly criticised in the media today for reportedly spending £181,000 on redesigning its website.

A vast improvement, and depending on what the £181,000 bill included, it may not have been as overpriced as it sounds.

Either way, it prompted a great quip from Tory environment spokesman Nick Herbert: 'At least it's now clear that, like the rest of the country, Defra has gone off Brown.'

A new study¹ published in Animal Welfare suggests that communication between veterinary surgeons and farmers about post-disbudding analgesia needs to be improved.

The study, which examined cattle farmers’ and veterinary surgeons' opinions of pain-induced distress associated with disbudding, analgesia and attitudes and the use of non-steroidal anti-inflammatory drugs (NSAIDs), suggests that in particular, vets need to refine their understanding of farmers’ priorities, and how they guide clients on methods to improve calf welfare.

There have been a number of studies into the pain-induced distress resulting from the disbudding procedure. All methods of disbudding (apart from chemical cauterisation) in the UK require the use of a corneal nerve local anaesthetic blockade but there are currently no legislative requirements for the use of NSAIDs for disbudding – it is at the discretion of the farmer or veterinary surgeon carrying out the procedure. NSAIDs are routinely used in companion animals and equine practice, but less so in farm animals.

This new study, conducted by researchers at the Royal Veterinary College (RVC) in Hertfordshire and Aran Vet Clinic in Gwynedd, looked at the attitudes of farmers and vets on pain perception and pain management methods for disbudding. A total of 118 vets and 140 farmers contributed to the study. Of the respondents:

• 98% of vets routinely use local anaesthetic when disbudding
• 86% of farmers routinely use local anaesthetic when disbudding
• 56% of vets routinely use NSAIDs for disbudding
• 14% of farmers routinely use NSAIDs for disbudding 
• 82% of vets perceived post-procedural pain to persist beyond 24 hours without medication
• 43% of farmers perceived post-procedural pain to persist beyond 24 hours without medication
• 29% of farmers said they have had discussions with their vets on the use of NSAIDs for disbudding.
• Almost all vets and most farmers favoured NSAID use, with most vets stating that some (71%), if not all their clients (23%), would prefer calves to receive NSAIDs
• 49% of vets reported that NSAIDs should be made compulsory for disbudding

The study concluded that veterinary surgeons underestimate the influences of welfare and analgesic duration and effectiveness on farmers' decisions, and overrated cost impact. This perception could have a negative effect on veterinary recommendation.

The authors of the study therefore advise that steps should be taken to address the current inadequacies in the communications between vets and clients in conveying the practicalities and potential benefits of using NSAIDs.

Dr Troy Gibson, PhD, PGDipSci, BSc, Lecturer in Animal Welfare Science at the Royal Veterinary College said: "Despite the large amount of evidence of the benefits of NSAIDs for disbudding, it is disappointing that their use is still not widespread. This may partly be due to the only recent licencing of one NSAID for cattle. However, from our work it is clear that one of the key barriers to wider uptake is the breakdown in communication between veterinarians and their clients in conveying the cost, practicalities and potential benefits of NSAID use for disbudding. The wider use of NSAIDs in combination with local anaesthetics during disbudding would significantly improve calf welfare."

The RCVS has published its Diversity & Inclusion Group (DIG) Strategy, setting out how it will help create a veterinary profession where everyone can flourish. 

The strategy, which is available to read at: www.rcvs.org.uk/diversity, lists six areas where the College and other DIG member organisations can work to improve diversity and inclusion within the veterinary professions at all stages – from school-age children who may be considering a career in the veterinary professions, to engendering positive culture change for those already in the professions.

 The six areas are:

• Recruitment to veterinary/ veterinary nurse education and training: developing case studies, ambassadors and careers materials for school-age children from all backgrounds; commissioning research to better understand barriers to veterinary professions; and working with organisations that support applications from individuals of diverse backgrounds.
• Retention and support within vet and VN education: updating veterinary school standards to reflect diversity & inclusion aspirations; implementing suggestions made during recent the RCVS and Veterinary Schools Council Roundtable for Black, Asian and Minority Ethnic (BAME) veterinary students and holding a similar event for BAME student veterinary nurses; and developing clear reporting systems and support for those who suffer from discrimination during extra-mural studies (EMS).
• Recruitment within the profession: encouraging veterinary organisations and workplaces to take up recruitment awards/ standards eg Stonewall, Race at Work, and Disability Confident; helping employers understand the business, moral and societal case for diversity & inclusion; and, working with employers to develop a toolkit to support better recruitment practices and encourage people to call out poor examples.
• Retention and support within the professions: strengthening standards regarding staff support within the Practice Standards Scheme; encouraging members of the veterinary team to attend diversity & inclusion training; producing materials that support difficult conversations; and, strengthening the RCVS Code of Professional Conduct to enable more confident reporting of poor behaviours.
• Organisational policies and procedures: RCVS and other organisations within the DIG ensuring their policies promote and support diversity and inclusion; developing a toolkit to better support in-house conversations around diversity; and encouraging veterinary organisations to have regular discussions around diversity & inclusion and visible statements of intent.
• Culture change: improving the diversity of governance/ leadership within the veterinary professions; ensuring diversity and inclusion is included in agendas at events, within CPD programmes etc; and enabling organisations to have, via the RCVS Diversity & Inclusion Group, a safe space to discuss progress and identify where they may need further help and guidance.

The RCVS Diversity & Inclusion Group includes representation from the Association of Veterinary Students (AVS), British Veterinary Association (BVA), the British Veterinary Ethnicity & Diversity Society (BVEDS), the British Veterinary LGBT+ Society, the British Veterinary Nursing Association (BVNA), the Major Employers Group, the Society of Practising Veterinary Surgeons (SPVS) and the Veterinary Schools Council (VSC) and will be responsible for monitoring and evaluating progress within each of the above areas.

Dr Niall Connell, Senior Vice-President of the RCVS and Chair of the Diversity & Inclusion Group, said: "I’ve always been of the opinion that making the veterinary professions more diverse and reflective of British society at large, as well as protecting fellow professionals from discrimination, isn’t just a moral issue, but one that actually improves the quality of the profession and the outcomes we are delivering for our clients and patients.

"If we are losing colleagues to discrimination or just not attracting people from diverse backgrounds in the first place because they think it’s ‘not for people like them’, then we are losing out as a profession, and if we aren’t drawing on a diverse range of backgrounds, experiences, and attitudes in our work, then we are also potentially doing a disservice to our patients and clients. This is why this Strategy is not just a case of being seen to be doing something, but is actually crucial for the ongoing vitality and credibility of the veterinary team.

"It’s important to emphasise that this Strategy is a start, and not an end in and of itself. There will be lots of hard work to be done and challenging conversations to be had, and results may not be quick or immediately obvious, but I am proud that we are taking a proactive approach and not just saying ‘things will change with time’.

Dr Mandisa Greene, RCVS President and a member of the DIG, added: “Fulfilling this Strategy will involve a lot of hard work over the coming months and years but I am glad to say that many of the activities it outlines are already underway both at the RCVS and our partner organisations, building on the pioneering work that organisations such as the British Veterinary Association, British Veterinary Ethnicity & Diversity Society, the British Veterinary LGBT+ Society, Animal Aspirations and others have been undertaking.

“For example, we have already held a joint RCVS and Veterinary Schools Council Roundtable with BAME students in which we heard about their experiences, issues that they have encountered and how they felt they could be better supported. These discussions led to the formation of a new RCVS/VSC Working Group that will take forward actions as a priority.

"Our Mind Matters Initiative has also funded a vital piece of research being undertaken by BVEDS and the Royal Veterinary College on the impact of racism on the mental health of BAME veterinary professionals which will no doubt highlight some critical actions to take to better protect members of the professions from discrimination and improve how discrimination is reported and dealt with.

“On a personal level, I have also been undertaking a number of school talks and providing one-to-one mentoring to school students about veterinary careers because I think it is important that children from a wide variety of backgrounds can see me, as a Black British woman of Caribbean heritage, as a role-model for diversity within the veterinary profession and know that the professions can and should be welcoming to all.”

The RSPCA has made a formal complaint against the Daily Telegraph to the Press Complaints Commission after the newspaper failed to print an apology or offer a right to reply after printing a series of articles which the charity considers potentially defamatory.

The RSPCA claims the stories are factually incorrect and 'reflect biased and unbalanced reporting style'.

The charity has taken particular issue with stories which, they say, claim it broke charity rules over the successful prosecution of a hunt and saying that the RSPCA was warned on hunt prosecutions by the Charity Commission. According to the RSPCA, the Charity Commission has been clear that no rules have been broken and no warning has been issued.

RSPCA chief executive Gavin Grant said: "These stories are a sustained attack on the RSPCA. The facts are that we have always and will continue to only act in the interests of the animals. We simply want the truth to be heard. The Daily Telegraph is entitled to its editorial position in support of blood sports despite the overwhelming public rejection of that view.

"They are not entitled to produce factually inaccurate articles that smear the good name of the RSPCA"

Noelle Lowry, a marathon-running vet from Lichfield has raised almost £2,500 for the RCVS Trust in the London Marathon.

Noelle beat her fundraising target of £1,500, to raise money for the Trust to use in its work to support veterinary education and research, and in providing library and information services.

She finished 4,594 out of the 11,037 women runners in the London Marathon, taking 4 hours and 36 minutes to run the 26.2 mile long course - and beating her time last year in the New York marathon.

Noelle said: "A lot of people chipped in at the last minute - my mum has been organising people back home in Ballymena and my friends and colleagues have all put their hands in their pockets - so a huge thank you to all of them.

"I'm a great fan of the RCVS Trust. It's not one of the big charity brands but the grant funding for veterinary research can really make a difference to animals - and we can all use the library and online resources - so I wanted to give it some help."

The RCVS Disciplinary Committee has dismissed a charge against Nicholas Robert William Horniman MRCVS, a veterinary surgeon from Cinderford, Gloucestershire, that alleged he was guilty of pet insurance fraud, along with one of his clients, and of dishonestly altering clinical records.

The charge was that, between December 1 2008 and June 30 2014, in relation to Cassy, a Labrador retriever belonging to Jayne Bowkett, Mr Horniman:

• suggested to Mrs Bowkett that she take out an insurance policy for the dog using owner's details that were different from those used for its current insurance policy;
• dishonestly arranged for or allowed practice records for the dog in the name of Bowkett to be discontinued and separate records to be started in the name Griffiths;
• and, dishonestly maintained practice records for the dog as if she were different from the one for which previous practice records had been maintained.

The Committee heard that Cassy, who had previously been diagnosed with hip dysplasia, had been registered with Pets Barn Veterinary Group in Gloucestershire in May 2008 when Mr Horniman was the Principal and owner of the three-practice group. Cassy was treated at the Cinderford branch of the practice where she received regular prescriptions for her condition.

At some point in 2008/2009, Mrs Bowkett had relayed concerns to Mr Horniman that her current pet insurance policy needed to be renewed, that the renewed policy would not cover Cassy's existing hip problems and that she would be unable to pay for any future operations herself. It was alleged that, in response to Mrs Bowkett's concerns, Mr Horniman told her that they could take Cassy off the practice computer and put her back on under a different insurance policy in a different name.

Mrs Bowkett took out a policy with Petplan, beginning on 13 August 2009, using her father's details instead of her own. It was alleged that Mr Horniman then arranged for new practice records to be set up in the name 'Cassy Griffiths'. These new records were first used substantively in May 2010 when Cassy returned to the practice with hip problems, following which two separate records were maintained for the dog under 'Cassy Bowkett' and 'Cassy Griffiths'.

In August 2010 Dariusz Drozdz MRCVS, a vet who had treated Cassy several times, had been told by Mrs Bowkett that the dog had two separate records. He told the Disciplinary Committee that he queried this with Mr Horniman who suggested that it was a mistake and that they 'RIP' the name Cassy Bowkett. Mr Drozdz disagreed on this course of action but was told by Mr Horniman to 'leave it to me' and the records were then changed to say that Cassy Bowkett had died.

Mrs Bowkett alleged that, at some point in 2011, Mr Horniman explained to her that it would no longer be possible to claim for treatment for Cassy's hip dysplasia under the Petplan policy in her father's name. However, the policy remained active, and was transferred into Mrs Bowkett's name upon her father's death.

In July 2011 Cassy Griffiths was seen by Jennifer Jones MRCVS, a part-time locum vet at the Cinderford practice, who told the Committee that she was puzzled about why there were very few clinical records relating to the animal. A receptionist explained to her that there were two sets of records for the same dog and that Mr Horniman had instructed her to mark the original pet as having been euthanased and close its records and create a second new record for the dog. Ms Jones tendered her resignation shortly afterwards citing concerns that a pet had been 'reincarnated to ensure continued income from insurance claims'. In November 2011 Ms Jones submitted a formal complaint to the RCVS.

During the course of the hearing the Committee heard evidence from Mrs Bowkett, Mr Drozdz and Ms Jones, amongst others.

In giving evidence Mrs Bowkett admitted that she had knowingly engaged in fraud but maintained that at all times she had acted with the knowledge and on the advice of Mr Horniman. However, the Committee found that she was unable to remember any relevant material dates and was unclear about the chronology of events. It was suggested on several occasions that she was lying to the Committee, which she denied. However, the Committee believed that she took no responsibility for her own fraudulent actions but merely blamed Mr Horniman and that she had a strong motive to engage in the insurance fraud.

In regards to the evidence given by Mr Drozdz the Committee noted that he did not record his suspicions of possible fraud, that he continued to treat Cassy Griffiths after he raised his concerns, and that he appeared to have accepted Mr Horniman's assurance that he had dealt with the issue.

The Committee found that Ms Jones was correct in her suspicions that there was only one dog. However, it felt she offered no evidence to support her suspicion that this was part of Mr Horniman's 'scheme to maximise income for the practice' as she alleged in her witness statement.

The Committee also heard oral evidence from and on behalf of Mr Horniman who categorically denied suggesting to Mrs Bowkett that she commit insurance fraud and attempting to cover this up through the maintenance of two separate records. He maintained that it was not until Ms Jones voiced her concerns that he realised that Cassy Bowkett and Cassy Griffiths were the same dog.

The Committee voiced a number of concerns about Mr Horniman's actions and behaviour and, at times, found his evidence to be unsatisfactory. For example, the Committee found it difficult to understand why 'alarm bells' did not ring that he was dealing with only one dog when he prescribed medication for two almost identical dogs in May 2010 when only one was presented for examination. It also queried why, when he became aware that the insurance policy for Cassy Griffiths was fraudulent, practice records were not updated and no attempt was made to contact Petplan to inform them of this, as is clearly advised by the RCVS Code of Professional Conduct.

Furthermore, the Committee was concerned that, in his correspondence with the RCVS, he was less than transparent, candid and honest. The Committee considered this to be unacceptable behaviour from a professional in dealings with investigations undertaken by the regulatory body.

In making its judgment, the Committee had to make a decision on whose account it felt to be more reliable in regards to the first element of the charge.

Noreen Burrows, chairing the Committee and speaking on its behalf, said: "In coming to its conclusion ... the Committee is faced with conflicting evidence from Mrs Bowkett, who is an admitted fraudster, admits to acting dishonestly and to lying to Petplan. This is in contrast to the evidence from the Respondent, who is of good character, had an unblemished personal record over 23 years and is supported by impressive character references."

The Committee found the evidence of Mrs Bowkett to be "vague, lacking in clarity and inconsistent with the facts" and therefore rejected her evidence concerning the first element of the charge. In regards to the second element of the charge, the Committee was not satisfied that Mr Horniman had arranged for or allowed the records to be changed as was alleged. In regards to the third element it found that, since it had already rejected the charge that Mr Horniman suggested to Mrs Bowkett that she embark upon insurance fraud, it was unlikely that Mr Horniman would have acted dishonestly in the manner alleged.

Noreen Burrows added: "In the light of the above findings, all charges against the Respondent are dismissed."

Independent dairy specialist, Kingshay has published its first Dairy Antimicrobial Focus Report, which found that 79% of herds achieved the Ruma 2020 target of 21 mg/kg PCU by March 2021, with a 98% reduction in use of critically important antibiotics in the same 2018 to 2021 period.

However, the report also indicates an opportunity for further uptake of teat sealant use as part of selective dry cow therapy.

The report is based on data collected from 940 dairy farmers and 156 vet practices. 

Report author Christina Ford said: “The overall message from the report is exceedingly positive.

"79% of herds met the Ruma 2020 target by March 2021, and the decline in use of critically important antimicrobials was outstanding, a drop from 1.1 mg/kg PCU in 2018 to 0.02 mg/kg PCU in 2021.”

There was a large variation between individual herd results, which ranged from 0.28 to 87.51mg/kg PCU in 2021.

Christina said: “We found that it’s not always the same herds in the highest 25% antimicrobial usage year-on-year, nor is it necessarily the same farms consistently using the lowest quantities.

“There’s also no correlation at all when looking at different herd characteristics such as yield, herd size, breed.

"This demonstrates that it’s possible to make strides in reducing antimicrobials use in any farming system."

Senior clinical director at Kingshay, Tim Potter MRCVS says the report shows an opportunity for increased uptake of teat sealants to protect cows from infection without antibiotics.

“The teat sealant usage in 2021 was at 0.39 courses/cow, which was below the Ruma target of 0.7 courses per cow.

“Last year, 37% of herds were not using teat sealants at all, so there’s definitely room for improvement.

"Vets, farmers and wider industry need to work together to address the challenges around teat sealant use.

“Appropriate training around use of teat sealants is essential, as improper use and poor hygiene protocols can result in bacteria being trapped inside the udder, having the opposite effect on cow health and productivity.”

Tim says that vets are seeing increased demand from farmers for training in this area.

“As a result, VetPartners has invested in the training of our vets, and specific training aids to enable us to do this effectively, to ensure we’re able to support our farmers as best we can.”

Ceva Animal Health has introduced Cevazuril, a toltrazuril-based oral solution for the control of diarrhoea in sucking pigs. Cevazuril is a one-dose treatment that comes in two pack sizes, both with dosing pumps, for convenient administration to large or small herds.

Ceva says newborn sucking piglets are especially sensitive to coccidiosis and infection may result in lost daily gain of almost 2kg in the first 28 days, due to diarrhoea. The control of coccidiosis using toltrazuril prevents damage to the intestinal mucosa caused by the developmental stages of Isospora suis, helping to preserve digestive function and maintain optimal growth rate.

Toltrazuril is absorbed very slowly in the intestine for longer-lasting action. It works on all intracellular developmental stages of coccidia and reduces oocyst production, even if administered after the appearance of the first oocysts in the faeces of the host.

According to the company, extensive trials showed that three day old piglets treated with toltazuril at 20mg/kg gained 801 grams at weaning and 1601 grams by the end of the post-weaning period compared to control pigs.
