The new guidance replaces Chapter 25 of the Supporting Guidance to the Code of Professional Conduct.
Routine Veterinary Practice describes the procedures and techniques performed on animals by veterinary surgeons (or veterinary nurses under their direction) in the course of their professional duties, which ensure the health and welfare of animals committed to their care.
CVR is when routine procedures are undertaken for the benefit of the animal/s, with the concurrent intention to generate new knowledge that benefits animals, such as developing new procedures, improving a diagnosis, changing a routine procedure, or comparing existing procedures.
While the idea of CVR is not new, this is the first time that the RCVS has provided specific guidance on it.
The guidance also introduces an obligation, which comes into effect on 1st September, to obtain ethics review for all studies where one would be expected to obtain permission from the owner/keeper of an animal prior to being enrolled, or when consent is needed for use of previously collected samples or the use of data from an animal.
The newly drafted Chapter 25 gives extra guidance on the following areas:

A new device call the Animalarm, which sends dog owners an SMS text message if the temperature in their car exceeds a preset threshold, has been launched this week.
Apparently, you can also ring the device to check what the temperature is inside your car.

Set up in 2012, the programme was developed to raise the standards of care and welfare of cats in the veterinary clinic, and to provide veterinary surgeons with practical solutions to problems that they face when dealing with their feline patients. The programme is also designed to boost business by strengthening the bond between the clinic and its feline clients.
Four years later, with 732 practices accredited worldwide (369 in the UK) and a further 1,000 US practices accredited under the American Association of Feline Practitioners scheme licensed from ISFM, the programme has become a well-recognised global standard in feline veterinary care. Last October, it was the winner of the 2016 Veterinary Record Innovation Award.
ISFM says it has now signed six new commercial partners for the scheme: Boehringer Ingelheim, Ceva Animal Health, Elanco, Idexx Laboratories, Merial and Royal Canin, and will be working with these partners to expand the programme further.

The Brexit Barometer report draws on insights from 16 animal medicines companies and other stakeholders. 95% of those who contributed to the report, drawn up after NOAH’s Brexit event in May, said that they are optimistic about the future of animal health and welfare in the UK.
On the broader future of the industry, contributors to the report were more uncertain: 40% 'in the middle', 30% 'optimistic' and 25% 'pessimistic'. In contrast to animal welfare, contributors were most pessimistic about the future of trade and exports in relation to animal health.
While optimism about animal welfare remains high, NOAH says the animal medicines industry needs a continuation of its high standards of health and welfare to help tackle antibiotic resistance and to put the UK in a strong influencing position with our ability to trade. Six key measures in relation to health and welfare that Government needs to take to realise the opportunities were outlined in the report. They are:
• Maintaining the current Animal Welfare Acts and evolving them to secure the UK’s position from ‘Day 0’• Ensuring the industry is not disadvantaged by lack of veterinary medicines availability during the transition period and beyond, as new products come on the market• Ensuring that veterinary services are available in inner city and rural areas throughout the UK• Ensuring that a cross-border programme is in place to maintain cooperation between the UK and Europe• Recognising that animal diseases do not respect borders and to co-operate with our European neighbours to ensure that appropriate measures are in place to prevent and control disease outbreaks• Balancing first-class welfare standards with creating a level playing field for UK farmers and ensuring that British product does not become uncompetitive.
NOAH Chief Executive, Dawn Howard said: "While the Barometer showed that a large proportion of the industry was undecided when it comes to overall future of our sector, it tells us loudly and clearly that the sector sees a very clear opportunity for the UK to show leadership when it comes to animal health and welfare. What is vital now is that Government collaborates closely with industry and heeds its advice to realise this opportunity and leverage these high levels of optimism. We must not forget that veterinary medicines support the health and welfare of the UK’s livestock and pets and we stand ready to work with industry and Government to help make this happen."
BVA President Gudrun Ravetz said: "We have a unique selling point as 'UK PLC' around our high standards of animal welfare and food safety and these must be maintained in the wake of Brexit. This means tackling issues including veterinary involvement from farm to fork to underpin animal health, welfare and public health, through to guaranteeing working rights for vets and veterinary nurses. It is therefore vital that animal welfare is included in all trade negotiations."

The Royal Veterinary College is calling for dogs diagnosed with osteoarthritis to take part in a revolutionary study in which their movement will be monitored by a state-of-the-art recorder.
The recorder (pictured right), which is attached to the dog's collar, uses miniaturised sensors based on those found in smart phones. It can distinguish between different activities independent of the dog's location, allowing constant recording of movement in the dog's home environment, to complement the traditional clinical assessments carried out as part of the trial.
The study is being carried out to assess the efficacy of the joint mobility supplement Yumove in reducing the clinical signs of osteoarthritis. This will be the first time that the real effect of a joint supplement has been measured.
Dr. John Howie, co-founder of Lintbells, the company that makes Yumove, said: "This is the first time the real effect of a joint supplement has been measured and it will be a very fast trial. Yumove is a supplement that has been specifically formulated to include glucosamine, chondroitin and Omega 3 from green-lipped mussel, which all work together to increase joint mobility and provide an anti-inflammatory effect."
The research is being led by Dr Matthew Pead the RVC's Academic Director of Professional Assessment and Development. He said: "The results of this study will have important clinical implications for the understanding and treatment of canine OA, with the ultimate aim of advancing the treatment of this difficult and degenerative disease for the benefit of many thousands of dogs."

Henry Schein Inc. has announced an agreement to acquire RxWorks Inc., the veterinary practice management software provider.
Founded in 1988 and with headquarters in Brisbane, Queensland, Australia, RxWorks has 68 team members and an installed base of more than 1,500 veterinary clinics in 19 countries worldwide (primarily Australia, New Zealand, the UK and the Netherlands).
Henry Schein says RxWorks will become part of it's Global Animal Health Practice Solutions business, led by its current management team.

The impact of the College's research on society was similarly highly-ranked, with 83% being scored 4*, and 7.5 of the 9 impact case studies submitted found to have “outstanding reach and significance”.
Additionally, there has been a 54% increase in the number of full time equivalent academic staff submitted since the last assessment – establishing the RVC as the largest veterinary research institution in the country.
The impact case studies submitted by the RVC covered a range of research areas, including those which advance clinical practice; protect public health by enhancing food safety; inform World Health Organisation and the Food and Agriculture Organisation policy on the control of disease afflicting some of poorest people in the world; and tackle antimicrobial resistance through innovations in drug delivery.
The College says the results also highlight its holistic and transdisciplinary approach to research, with researchers, teachers, clinicians and pathologists working collaboratively to ensure ‘real world’ impact and advances in clinical practice.
Professor Jonathan Elliott, Professor of Veterinary Clinical Pharmacology at the RVC, said: “REF 2021 has recognised the outstanding reach and significance of the impact of our research which is so pleasing to see.
"I know all my academic colleagues are motivated to innovate in order to make a difference to lives of people and those of the animals they keep.
"Our submission truly reflects the breadth of scholarship at the RVC which generates the new knowledge we teach our students, the high quality of which has been endorsed by this external review.”
The audit1 was led by Paragon Veterinary Referrals’ head of cardiology, Chris Linney (pictured), to review treatment for patent ductus arteriosus.
He set up the study whilst working at Willows Veterinary Centre and Referral Service, and the other centres collaborating on the study were Anicura Oslo Animal Hospital, Heart Vets; Royal (Dick) School of Veterinary Studies and the Roslin Institute, University of Edinburgh, University Hospital of Companion Animals, Copenhagen and Veterinary Cardiology Consultancy.
Other clinicians taking part included Brigite Pedro, Mike Martin and João Neves, formerly of Willows, along with Jo Harris and Dave Dickson, of HeartVets.
Chris, an RCVS and EBVS specialist in cardiology, said: “This published multicentre prospective clinical audit was a first of its kind in the cardiology world.
“This type of audit acts as a quality control to improve patient outcomes through systematic review of care, comparing to predefined criteria and then implementing change, and so the process repeats.
“Improving patient outcomes and benchmarking against existing standards is essential for elevating patient outcomes.
In the centres in this study, we are already delivering excellent patient outcomes but with room for improvements, however small, this audit will help future patients but also colleagues across the cardiology world.”

1004 veterinary professionals attended VET Festival to hear talks from a line up of 21 speakers from around the world. On the Friday night, VETFest Live provided an opportunity for delegates to network and relax in front of a number of acts, including Hunter and the Bear, Lucy Spraggan and Morrissey & Marshall.
Noel said: "I think that change is inevitable within veterinary education. My experience with the students of today is that they wish to embrace new learning formats and are especially enthusiastic about learning environments where didactic lectures become an immersive experience. My goal therefore was to achieve the perfect mix of education and a chilled-out festival atmosphere.
"We are learning all the time, and we invite suggestions. I take very seriously the commitment I voiced in the welcome address, which is to reinvest every penny for the greater good for animals and the profession. I sincerely believe that vets and vet nurses will over time question where their money is spent and will take a good hard look not only at what value they get for their investment, but also where their money actually goes."

During a welcome reception, leaders and representatives of the veterinary profession were given tours of the facility and shown the advanced surgical training and ultrasound equipment available.
The wet-lab is equipped with 13 electrically-adjustable surgical tables, each with their own operating light and an audio-visual (a/v) system connecting them to the lecturer. The a/v system enables the lecturer to carry out demonstrations of procedures and to provide individual or group guidance to delegates practising surgical and other practical techniques.
Delegates are able to use the latest surgical and diagnostic equipment, including IM3 dental equipment, Logic E ultrasound machines and new surgical instrumentation for a range of orthopaedic and soft tissue procedures.
Improve's Managing Director, David Babington MRCVS, said: "Newly qualified vets have a huge need for additional training in practical skills and this demand extends into their ongoing professional life as new techniques are developed and existing ones refined.
"We already offer practical training facilities to delegates attending our training programmes at our HQ in Swindon but wanted to make it easier for vets and nurses in the north of the UK to access these facilities. This new 'wet-lab' offers an ideal training environment for our delegates to accelerate their learning and take new skills back to their practice."
He added: "Learning new techniques, whether surgical or diagnostic, is a proven way to boost practice profitability because it reduces the need to refer more complex cases. We hear from many of those who have trained with us that their increased skillset has enhanced their job satisfaction and increased the volume of cases they treat. In many cases, the training has paid for itself many times over. We are excited at the prospect of helping even more veterinary professionals to advance their skills."
To date most of these imaging procedures have been performed by vets within the group’s small animal first opinion veterinary practices.
The company says its Foundations in Diagnostic Imaging for Nurses training is designed to give its nurses more clinical stature in first opinion practice.
The programme will teach nurses the workings of an x-ray machine, common X-ray positions and contrast material.
It will also cover the principles of CT and MRI, showing how to set up and operate each piece of equipment, and how to support patients through these imaging procedures.
Finally, the course will provide the training nurses need to be able to perform ultrasounds within the current RCVS legal frameworks.

"It is another big step that we are taking to empower our brilliant nurses and to enable them to make a great clinical contribution towards the care of our patients – and to be the nurses they want to be.”
CVS is prioritising the consulting room and Schedule 3 delegated tasks as important areas for improving what it calls 'nurse optimisation'.
The company recognises that 'buy in' from veterinary surgeons is vital to the success of its efforts to optimise the role of its nurses, and the group has also published guidelines to provide clarity around effective delegation under Schedule 3.
Intervet/Schering-Plough Animal Health has announced that it has received approval for the intramuscular (IM) route of administration of Nuflor Minidose 450 mg/ml, a florfenicol-containing broad-spectrum antibiotic for the management of bovine respiratory disease (BRD).
Nuflor Minidose was approved initially in 2008 for subcutaneous (SC) use only and the now approved IM administration route is a line extension. According to Intervet/Schering Plough, IM administration (20 mg/kg administered twice, 48h apart) offers additional flexibility for the veterinary surgeon when treating cattle for BRD.
The company adds that Nuflor Minidose is the florfenicol injectable formulation which offers the lowest injection volume, which in particular is practical when treating heavier animals (thereby avoiding large injection volumes). The withdrawal period after IM administration of NUFLOR Minidose is only 37 days and is considerably shorter as compared to 64 days after SC use (40 mg/kg body weight injected once).
Francis Adriaens, Global Marketing Director, Global Ruminants Business Unit at Intervet/Schering-Plough Animal Health said: "Our customers requested the IM claim when Nuflor Minidose was first introduced and we are delighted to be able to recommend this route of administration hence forth."
Nuflor Minidose is indicated for preventive and therapeutic treatment of BRD in cattle caused by Mannheimia haemolytica, Pasteurella multicoda and Histophilus somni susceptible to florfenicol. The presence of the disease in the herd should be confirmed before administering preventive treatment.
Dr Tiffany Hemming has been elected the new chair of the British Veterinary Association Animal Welfare Foundation (BVA AWF), the veterinary profession's own animal welfare charity.
After graduating, Dr Hemming worked in mixed practice before completing her doctorate in epidemiology at the University of Guelph, Canada. She joined the Territorial Army as a Veterinary Officer in 1997, transferring to the Regular Army in 2000.
She has been employed in several different roles all over the world, has commanded a medical squadron for two years and deployed with them to Afghanistan in 2009/10.
Holding the rank of Lieutenant-Colonel, Dr Hemming is currently employed in a policy position in Whitehall. Her particular interests within animal welfare science are working animals and educating owners about improving the welfare of their animals.
Dr Hemming said: "I am delighted to have been elected as chair of trustees for the BVA AWF. The Foundation is committed to improving the welfare of all animals through veterinary science, education and debate and I am looking forward to leading the charity, with the valuable assistance and expertise of my fellow veterinary trustees.
"I will ensure good governance for our work as we continue to review what we do, building on a process started by my predecessor Carl Padgett."
The Royal College is inviting veterinary surgeons to the first-ever Virtual Question Time, which is being held online with The Webinar Vet, from 8-9.30pm on Wednesday 24 April.
Lizzie Lockett, Head of the RCVS Communications Department said: "This is an ideal opportunity to put your burning questions to members of the RCVS Officer team and to VN Council. Our regular Question Time meetings are popular, so we are following their format by asking delegates to set the agenda via their choice of questions. These can be on any issues affecting the veterinary and veterinary nursing professions - there is no set agenda - and might range from the First Rate Regulator initiative, new vet schools, veterinary nurse training and clinical governance, to proposed changes to the Practice Standards Scheme and recent amendments to the Veterinary Surgeons Act.
The session will also be recorded so those unable to attend on the night can still listen afterwards.

The trial starts on Monday 11 July and will continue for three months to allow the College to determine levels of demand for such a service and, therefore, whether it should be made permanent.
Eleanor Ferguson, RCVS Acting Registrar, said: "This was a potential service identified in our Strategic Plan as a way of allowing veterinary professionals to have informal, confidential, discussions with members of the Professional Conduct Department about potential fitness to practise issues, short of formally raising a concern.
"Although any discussions via the new reporting line or email address will be confidential, if a veterinary surgeon or a veterinary nurse subsequently wishes to raise a formal concern about another veterinary professional, then they generally will need to identify both themselves and the individual in order to take it through our investigation process.
"We have developed a bespoke concerns form for members of the professions who do want to raise concerns about other professionals."

Scans had showed that as a result of the PDA failing to close after birth, Teddy's heart had become significantly enlarged, with fluid building up on his lungs, causing dyspnoea.
The closure operation required a 1cm incision and involved passing catheters via an artery in the hind leg and then plugging the PDA. The whole procedure, including anaesthetic, took about 90 minutes to complete.
Mike Martin, RCVS Specialist Veterinary Cardiologist at Willows who led the operation, said: "Teddy was already suffering heart failure, with severe heart enlargement. His breathing was very heavy and fast due to the fluid build-up in his lungs. He was not going to survive another week without the PDA being plugged.
"We’ve gained a lot of experience over the years and we’re pushing the boundaries as best we can. We had previously operated on dogs weighing around four or five kilos, then three kilos, but Teddy, at 2.2kg, has been our smallest by some way.
"It all went according to plan and Teddy was up, running and playing happily the same afternoon. There was a slight added pressure to the procedure, in that maybe he would be too small, but we made his owners aware of the fact it may not be successful and he might need traditional surgery. He’d been prepped and was ready for that if needed.
"A lot of little dogs such as Yorkies and Chihuahuas suffer from heart problems when they are too small for cardiac catheterisation but instead have to undergo traditional surgery, so this type of interventional procedure is increasingly important."

Professor Sandy Trees has been invested as the new President of the Royal College of Veterinary Surgeons during RCVS Day, held on 3rd July.
Sandy is an Edinburgh graduate, qualifying from the Dick Vet in 1969. After graduation, he undertook a mixture of research posts at home and overseas, plus a spell in general practice, before completing his PhD in 1976, also at Edinburgh. He then spent some time in the animal health industry before moving into academia in the early 1980s, starting as a lecturer in veterinary parasitology in Liverpool University's Faculty of Veterinary Science, based in the Liverpool School of Tropical Medicine. He was awarded a personal chair in veterinary parasitology and became Head of the Parasite and Vector Biology Division in 1994. Sandy held the post of Dean of Faculty from 2001 until 2008, and still teaches BVSc, MSc and PhD students.
Sandy's broad veterinary political experience includes spells on the BVA's Veterinary Policy Group and Education Group, President of the Association of Veterinary Teachers and Research Workers, Vice-President of the European College of Veterinary Parasitology and Chairman of the Heads of Veterinary Schools. Serving on RCVS Council since 2000 as one of the Liverpool veterinary faculty's appointed members, Sandy has been a member of the Education Policy and Specialisation, Planning and Resources, and Preliminary Investigation Committees.
RCVS Day also brought other changes to the RCVS Officer team: Jill Nute, outgoing President, became Senior Vice-President, Peter Jinman took up the role of Junior Vice-President, and Dr Jerry Davies was confirmed as Treasurer for another year.
Dr Bob Moore stood down as Senior Vice-President, with Jill Nute commenting that: "Bob has been an extremely valued member of the Officer Team and I would like to express my grateful thanks for the unstinting support he has given me during my term as President."
Retiring Council members included David Harding, Nigel Swayne and Brian Jennings, a Privy Council appointee.
As part of the AGM, newly-elected Council members Chris Tufnell and Chris Gray were welcomed. It was also announced that Professor Stephen May had been appointed for a further year by the Royal Veterinary College, Professor Stuart Reid had been appointed for a further four-year term by the University of Glasgow, and likewise Caroline Freedman by the University of Edinburgh. Dr Frank Taylor, whose role as Head of Bristol Veterinary School is due to conclude at the end of the month, will stay on Council until a successor is appointed.
The President then made her outgoing address, in which she described how she had been keen during her presidential year to ensure that the College is "open, approachable, accountable and transparent," citing the work of the Corporate Governance Group as a good example of activities to this end: "Under the guidance of Sir Anthony Holland, Chairman of the Group, we have robust procedures in place for managing conflicts of interest and have put in place arrangements to keep corporate governance under regular review," she said.
Discussing the activities of the College during the year, she made mention of work with the Veterinary Medicines Directorate to produce the Register of Veterinary Practice Premises and with the Office of Fair Trading regarding monitoring the reintroduction of prescription charges. She also touched on the review of the Practice Standards Scheme and the work of the 24/7 Working Party. She conceded that the College faced a challenge with regards to out-of-hours cover, which the majority of vets questioned in a recent survey would like to maintain: "The question is, how can this be achieved within the law [Working Time Regulations] and without a hike in charges that might, perversely, have a negative effect on animal welfare by reducing take-up of veterinary services?" she asked.
Finally, Jill paid tribute to the hard work of College and Trust staff, Council members and her fellow Officers: "One thing you learn as President is that you are just part of the bigger picture and things can only be achieved with the support and collaboration of those across the profession."
Incoming President Sandy Trees described Jill Nute as having "presided over the College with utter fairness and even handedness, working incredibly hard for the interests of the College and its members, certainly delivering on your aim for openness and accessibility". He looked forward to his own presidency with "honour, excitement and trepidation".

MSD Animal Health has launched a new Chronogest CR pack for practices starting a dialogue with sheep producer clients about planned breeding for 2013 lamb sales, and is offering a free applicator with every four packs purchased.
The Chronogest CR intra-vaginal sponges, impregnated with 20mg of cronolone (flugestone acetate) synthetic hormone, are now available in foil wrapped packs of 25. The packs protect the sponges from light and moisture.
MSD is reminding practitioners that sponging programmes must be planned at least six weeks in advance of mating, with PMSG-Intervet injections essential at sponge removal.
The new packs of 25 will be available when existing 25, 50 and 100 pack sizes sell out.
