Defra has launched a public consultation on proposals that would enable the RCVS to reconstitute its disciplinary committees independently of the RCVS Council, to ensure that the same group of people are not responsible for setting the rules, investigating complaints and hearing cases. The Royal College is urging the profession to support the proposals.
The proposed changes will be made by a Legislative Reform Order that will amend a specific part of the Veterinary Surgeons Act 1966, to require the RCVS Preliminary Investigation and Disciplinary Committees to be made up of veterinary surgeons and lay members who are not RCVS Council members, and who are appointed at arm's-length.
RCVS President, Dr. Jerry Davies said: "I am delighted that Defra is consulting on these long-anticipated proposals, which would allow the RCVS to deliver better, fairer and more effective regulation. I would urge members of the profession and the public to respond to this important consultation and to support the changes."
Under the proposals, following a transitional period, the Committees would cease to include Council members. The bodies which consider allegations of misconduct on the part of veterinary surgeons would thus be independently constituted and detached from policy discussions. The proposals would also improve the independence of the disciplinary processes by formally bringing lay people into the relevant Committees.
In addition, the College says that changes would increase the pool of people available to investigate complaints and sit on disciplinary hearings, thus allowing the case-load to be handled more efficiently, and ensuring that complaints are heard swiftly.

Royal (Dick) School of Veterinary Studies at the University of Edinburgh has opened an emergency clinic for injured animals, to allow the public to bring in wildlife in need of treatment. The Wildlife Emergency Clinic is the first of its kind in the UK.
The new emergency clinic, based at the School's Hospital for Small Animals, will treat animals with the aim of releasing them back into their native habitat. The venture will also enable veterinary students to gain more hands-on training in treating wildlife.
The emergency clinic will treat animals, such as hedgehogs or injured birds, as well as larger animals such as deer. However, people are advised to contact the SSPCA to arrange for an inspector to be sent out for support if they have found a larger injured animal or if an animal seems in too much distress to be transported.
Emma Keeble, a wildlife veterinary expert at the Hospital for Small Animals, said: "At this time of year there may be orphaned hedgehogs found out during the day time, which are not able to fend for themselves or hedgehogs suffering from conditions such as fly-strike. As summer progresses there tend to be lawnmower and strimmer injuries. There are also other animals that may have been injured as a result of road accidents."
The School's Hospital for Small Animals already has an exotic and wildlife ward and works with the SSPCA to treat animals so that they can be released back into their native habitat.

The Wellcome Trust, the UK's largest medical research charity, has announced the launch of a new £10.7m initiative to provide support for a range of activities designed to encourage veterinarians to take up research careers.
The scheme will be run in partnership with the UK's veterinary schools at the Universities of Bristol, Cambridge, Edinburgh, Glasgow, Liverpool, London, Nottingham, and the University of Oxford (Laboratory Animal Medicine Component).
The programme will deliver 20 Clinical Research Training Fellows, each with a PhD and a clinical or pathology specialist qualification, as well as number of postdoctoral fellows and clinical doctoral fellows, each with a DVM and specialist postgraduate training in laboratory animal medicine. In addition, leading to these centrepiece awards will be 175 Vacation Scholarships, 175 Intercalation Awards, support for 5 Summer Schools, and 9 one-year Research Entry Scholarships.
To coincide with the announcement of the new programme, the Royal College of Veterinary Surgeons (RCVS) has launched The Impact of Veterinary Research, a brochure to promote the key role that veterinary research plays in our lives.
The RVC is addressing a worldwide shortage of scientists who have the specialist skills necessary for research into the spread of infectious disease with it’s MSc in Veterinary Epidemiology.
According to the RVC, by June 2008, more than 60 countries had been affected by outbreaks of bird flu, resulting in millions of birds dying or being destroyed. A total of 14 countries had suffered human cases by the end of 2007, with a large proportion of cases being fatal. In 2006, bluetongue virus was introduced to Northern Europe and spread rapidly, so that by the end of 2007 over 50,000 outbreaks were reported from cattle and sheep farms in Belgium, The Netherlands, Luxemburg, Germany, France and the UK.
“The RVC has seen interest in epidemiology increase dramatically, but there still aren’t enough skilled professionals to service this growing global need.” said Professor Dirk Pfeiffer, Professor of Veterinary Epidemiology at the Royal Veterinary College. “The course provides specialist training that integrates scientific knowledge from microbiology, ecology, social sciences and animal husbandry in order to understand how diseases such as avian flu and bluetongue are spreading.”
“At a time when such diseases are increasing globally it is vital that we have scientists that are able to understand how the infections are spreading and how outbreaks can be contained. The RVC is looking to hear from graduates in veterinary science, biological science, medicine, mathematics or statistics, who are ready to take up the challenge of this fascinating field of study.”
The RVC’s course is unique in that it is taught by 4 organisations; the RVC (animal epidemiology), London School of Hygiene & Tropical Medicine (human epidemiology), the Veterinary Laboratories Agency – VLA- (veterinary surveillance and epidemiology), and the Department for Environment, Food and Rural Affairs – Defra - (UK government animal disease surveillance).
The course attracts between 10 and 15 students per year. Successful candidates can move into roles in a variety of UK, European or international governmental organisations such as Defra, the VLA and the World Health Organisation, in addition to the prospect of working in academic or purely research environments.
Funding from the BBSRC (Biotechnology and Biological Sciences Research Council) has enabled the RVC to offer 4 full-time scholarships for students resident in the UK to study veterinary epidemiology at postgraduate level. The scholarships cover the course fees and upkeep for the year of study, and are between £14,000 and £19,000 per candidate.

The badger culls planned to take place in West Somerset and West Gloucestershire this year have been postponed until 2013.
The postponement came at the request of The National Farmers Union (NFU), following new survey results which revealed higher than anticipated badger numbers in the two pilot areas (4,300 in West Somerset and 3,600 in West Gloucestershire ).
The NFU informed Defra that in light of these new figures they could not be confident of removing the required minimum 70% of the badgers in the two pilot areas this autumn.
Defra agreed to postpone the pilot culls until summer 2013 to allow farmers to continue their preparations and have the best possible chance of carrying out the cull effectively.
Environment Secretary Owen Paterson said: "Despite a greatly increased effort over the last few days and weeks, the farmers delivering this policy have concluded that they cannot be confident that it will be possible to remove enough badgers based on these higher numbers and considering the lateness of the season. It would be wrong to go ahead if those on the ground cannot be confident of removing at least 70% of the populations. Today I have received a letter from the President of the NFU, on behalf of the companies coordinating the culls, explaining why they do not feel they can go ahead this year and requesting that they be postponed until next summer. In these circumstances, it is the right thing to do and, as the people who have to deliver this policy on the ground and work within the science, I respect their decision.
"The Government is determined to tackle bovine TB by all the means available to us. Now, in the next few months, we will ensure that the pilot culls can be implemented effectively, in the best possible conditions, with the right resources. Having looked at all the evidence over many years, I am utterly convinced that badger control is the right thing to do, and indeed the higher than expected badger numbers only serve to underline the need for urgent action. I remain fully committed to working with the farming industry to ensure that the pilot culls can be delivered effectively, safely and humanely next summer."
The Government and NFU say they will now continue to plan so that the pilots can go ahead in Summer 2013.
MSD Animal Health has announced the launch of Take a Closer Look, a campaign to encourage dog owners to have their pet checked for dry eye (keratoconjunctivitis sicca) this summer.
According to the company, around 1 in every 22 dogs suffer from dry eye which in most cases is caused by destruction of the glands that produce tears needed to lubricate the surface of the eye. In many cases, owners can't see any sign of the early stages of the disease. So, as part of the campaign, owners are being encouraged to complete an online risk assessment and download a voucher for a free diagnostic Schirmer tear test to take to their local vet practice.
Practices can register to take part in the campaign at www.ukvetsonline.co.uk from the 1st June. MSD says that those that do will benefit from the additional footfall as well as the opportunity to make an early diagnosis. Registration also gives practices access to a free online CPD update on dry eye, free Schirmer tear tests and a variety of support materials. Participating practices will also be listed in the 'vet finder' area of the mypetonline website and will be given extra help in the form of client emails, texts and postcards to raise awareness in their local area.
The company is also preparing Informational videos to explain the condition, which practices will be able to embed in their websites and share on social media. There is also a quiz and prizes to win for pet owners visiting the dry eye pages on mypetonline. The summer campaign will open up to dog owners on 1st July and run right through to 31st August.

The BSAVA has launched a new guide to help practices navigate compulsory canine microchipping legislation which comes into force on 6th April.
The 18-page guide provides information on all aspects of microchipping, including the differing implications of the legislation across England, Scotland, Wales and Northern Ireland.
It explains exemption certificates that veterinary surgeons may be asked to sign, provides clarity on roles and responsibilities and more details on adverse event reporting, which will become a legal requirement under the new rules.
It also contains advice on when it is required or advisable to scan a dog in order to read the microchip and links to the updated RCVS guidance on microchips, microchipping and animals without microchips.
The guide has been accepted by the VMD and is supported by the RCVS.
The new microchipping legislation is aimed at improving animal welfare, promoting responsible ownership and tackling the illegal puppy trade. It is also hoped compulsory microchipping will improve collection of data on inherited diseases and disease outbreaks.
BSAVA President Tricia Colville (pictured right) said: "The BSAVA supports the permanent identification and registration of all dogs and cats, and other companion animals as appropriate, since the ability to individually identify an animal and trace the owner has the potential to improve animal welfare.
"Responsible pet ownership is at the core of the new legislation so as a profession we need to be clear on our responsibilities and do all we can to inform pet owners. We acknowledge that it may take time for the profession to adapt to the changes but this guide brings clarity and will prove helpful to vet practices across the UK."

Intervet / Schering-Plough has announced that following the success of National Vaccination Month, which targeted the owners of unvaccinated dogs, cats and rabbits, and resulted in more than 32,000 additional vaccinations, a second National Vaccination Month will run throughout March 2009.
According to the company, National Vaccination Month 2008 won strong support from vets nationwide and succeeded in increasing awareness among pet owners of the need to vaccinate their animals, with the end result of driving unvaccinated pets into practices across the country.
Just over 2,100 veterinary clinics registered to take part and following a heavyweight marketing and TV advertising campaign, the pet owning public responded in their thousands.
Almost 70,000 people visited the website www.vaccinationmonth.co.uk with over 32,000 pets vaccinated as a result.
To build on the success of this campaign and in light of data suggesting a continued escalation in the number of unvaccinated pets, Intervet / Schering Plough Animal Health is calling on veterinary practices to sign up and benefit from the massive marketing drive that will underpin the second National Vaccination Month.
As in 2008, central to the success of the campaign will be a nationally co-ordinated amnesty encouraging owners of unvaccinated dogs, cats and rabbits to have their pets fully vaccinated for the cost of a booster. The amnesty will highlight the shocking fact that only half of the nation's dogs, a quarter of cats and just 10 per cent of rabbits are up to date with their vaccinations. This is in the face of survey work, indicating the widespread and prevalent nature of certain infectious diseases.
Angus Robinson of Intervet / Schering Plough said: "The success of the 2008 campaign blew us away. Of most significance was the feedback that we had from vets, which suggested that rather than drawing from their existing client base, National Vaccination Month improved pet vaccination levels by attracting new clients into practice.
"However survey results show we have a long way to go. Too many cases of serious infectious disease are still seen in practice and wider vaccination uptake would reduce the number of animals susceptible to these serious and preventable diseases.
"In 2009, given the prevailing economic climate, pet owners will be particularly alive to the fact that there is a cost benefit to them and this may give even greater impetus to the campaign."
During National Vaccination Month, participating vets will provide a free healthcheck and discounted vaccination saving owners up to £30 per pet.
As well as TV advertising, a radio campaign, PR editorial across a range of media and marketing support, this year's campaign will be backed by a leading TV wildlife broadcaster and celebrity who will be unveiled at the consumer launch.
As in 2008, the website www.vaccinationmonth.co.uk will give pet owners the chance to search for their nearest participating vet.

The BVA has called on the Government to introduce a ban on the keeping of primates as private pets.
Veterinary surgeons at the BVA have been considering the potential welfare concerns of such animals in response to an Efra select committee inquiry on the issue. They have concluded that it is almost impossible for private owners to provide primates with appropriate care as defined by the Animal Welfare Act 2006.
BVA President Robin Hargreaves said: "We appreciate that many people who keep primates privately care deeply for their pets and do their utmost to provide for them appropriately. However, primates are long-lived, intelligent, socially-complex animals and we can think of no circumstances where they would benefit from being kept as a pet.
"Primates cannot be kept on their own. They need at least one companion in order to express natural behaviour. They require both an indoor and outdoor enclosure to ensure adequate exercise and exposure to UV light, and each species has specific dietary requirements.
"These animals are not domesticated companions like dogs and cats, or even livestock, and are extraordinarily difficult to care for properly. Very few people can provide the necessary resources to meet their welfare needs. We therefore favour a ban on the keeping of primates as private pets."
The Association says that as part of the consultation, it considered the possibility that primate welfare could be improved through better regulation or licensing but members did not feel these options went far enough given the difficulties involved in meeting primates' basic welfare needs.
The only exception to the ban recommended by the BVA would be to allow individuals who are working in partnership with accredited zoos to breed primates for conservation purposes.
BVA also recognises that a ban could not be enforced immediately and effective plans, including an appropriate transition period, would be needed to secure suitable accommodation for existing pet primates.

To what extent changing diets and adding novel feed additives can cut emissions from beef cattle is being investigated in a new three-year research project.
EBLEX, the organisation for beef and sheep producers in England, has teamed up with Scotland's Rural College, SRUC, in Edinburgh, to look at how changes to feeding regimes can improve efficiency and drive business profitability, while reducing greenhouse gas (GHG) emissions produced as a by-product of rumination.
Steers will be finished on either concentrate based or forage based diets, each with two different feed additives, such as vegetable oils. The role of the rumen microbial population in the responses will be measured to look at how rumen function changes according to diet, additive and breed. Results will be related to the greenhouse gas emissions and feed efficiency, as well as long-term effects of feed additives.
Dr Mary Vickers, senior livestock scientist with EBLEX said: "The animals will be moved into specialist chambers for short periods of time where their emissions can be captured.
"In addition, when they are accessing rations from group pens, special plastic hoods over the feeding stations can measure the specific emissions at those times. Measuring emissions, rumen function, feed intake and growth rates can help us build a picture of any effect the additives have.
"The ultimate aim is to ensure the cattle are having their full nutritional needs met in an efficient, cost effective way while minimising the emissions produced."
In addition, carcase quality, meat quality and shelf life will also be recorded to ensure quality of the final product is maintained. The outcomes of this project will provide producers with independent advice about the efficacy of two feed additives fed in a range of commercial conditions.

The report comes on the back of a survey by the association which found that 93% of vets say sustainability is important to them.
The BVA says the report aims to break down the challenge that both teams and individuals face in working towards net zero emissions.
It explains the impact of climate change, what the veterinary profession’s role is in tackling it and why the BVA thinks it is so important that the profession plays its part.
The report also includes resources and showcases the ways real veterinary workplaces are taking action to reduce their impact on the environment.
British Veterinary Association Senior Vice President Anna Judson said: “Many veterinary professionals have long been concerned about the impact the sector is having on the environment, and many are already taking action to mitigate this.
"However, there is still more work to do.
"Our vision is that by 2050 the profession will have adapted to support the UK’s net zero targets; is trusted on mitigating its own carbon footprint; and is a leading advocate for environmental sustainability.
"This new report is providing vet teams with the tools and the inspiration to do their bit, because small changes add-up to make a big difference.”

The RCVS is seeking applications for a paid, part-time parliamentary internship from veterinary surgeons and students who have completed the third year of a veterinary degree.
Applicants are also required to demonstrate a commitment to the advancement of the veterinary profession in the UK.
The internship is to support the activities of Professor the Lord Trees, with the successful applicant expected to work three days a week whilst Parliament is sitting (around 150 days a year). The role is for one year, starting in October, and is London-based, with a salary of £15,000 (not pro-rata). A housing allowance may also be available.

The RCVS has published a new video which explains the Professional Development Phase (PDP) and highlights the support it provides for new veterinary graduates as they develop their Year One Competences.
In the video, Victoria Henry MRCVS - who works at Mandeville Veterinary Hospital in Northolt - speaks about how the PDP has helped her move from being a newly-qualified graduate to becoming a confident practitioner. She said: “It’s a massive transition coming out of vet school and going into practice – you suddenly have all the responsibility and it’s all on you. The PDP gives you goalposts to work towards and flags up the areas you don’t have much practice in; it helps you to reflect on what you’ve been doing and assess yourself.”
Jeremy Stewart, the Head Veterinary Surgeon at Mandeville Veterinary Hospital, talks about how the PDP helps employers to support and develop graduates like Victoria by building their confidence and helping them gain the experience they need for practice life.
The video also highlights the support available for graduates undertaking the PDP and features Julian Wells, one of the five Postgraduate Deans who help graduates undertaking the PDP by providing advice on any issues they may encounter, checking their progress and confirming when they have completed it. He also describes how the PDP helps graduates to understand the mentoring role in practice, which they can then provide to new graduates as they progress through their own careers.
Christine Warman, Head of Education at the RCVS, said: “With 859 new UK graduates having just joined the Register, we thought this video would be helpful in setting out why the PDP can be so crucial in helping to build the confidence and experience of new graduates, as well as the fact that it can easily be incorporated into day-to-day work.”

Behavet says that limited consultation time, patient insecurity, uncertainty over what advice to offer, and concerns about whether guidance is up to date or worthwhile all influence the level of behaviour support delivered in first-opinion practice.
The company argues this can create a vicious circle in which owners disengage, problems escalate, and specialist help is only sought once issues have become entrenched.
Behavet Impact aims to break that cycle by supporting earlier, more effective intervention.

New research1 conducted by the Donkey Sanctuary, and announced by Spillers has shown that donkeys receiving a high fibre diet are less likely to suffer from gastric ulceration than those fed a cereal-based diet.
Gastric ulceration is now recognised as a significant problem, particularly in actively trained racehorses, but until now there have not been any studies on the incidence of gastric ulceration in donkeys.
"Donkeys have traditionally been thought of as stoic animals that do not display signs of stress or disease," said Faith Burden, veterinary projects and development manager at the Donkey Sanctuary. "However during routine necropsy examination of donkeys at our Devon sanctuary it became apparent that gastric ulcers were common and that ulceration was, in some cases, extensive."
Examination of 426 donkeys revealed that 41% had been suffering from gastric ulcers and that the composition of the diet had had an effect on the prevalence of gastric ulceration. Donkeys that had been fed a diet including cereal-based concentrates were over 20% more likely to have gastric ulcers when compared to donkeys on a fibre concentrate or forage-only diet.
"The results of this study show that donkeys can be maintained on a fibre concentrate diet, with no increased risk of ulceration, when compared to those receiving ad lib forage," explains Faith. "This is particularly encouraging because products such as SPILLERS® High Fibre Cubes, which can be soaked to form a mash, allow the management of ill or elderly animals requiring supplementary or specialist feeding."

The new infomation resource includes nursing plans and protocols for specific conditions, hospitalisation records, instructions on how to administer fluid therapy, take a blood sample, conduct a behavioural assessment and best practice manual handling.
The materials have been produced by Wendy Bament, exotic animal veterinary nurse at the Royal (Dick) School of Veterinary Studies in Edinburgh. Following workshops at the London Vet Show last year and feedback from the delegates, Wendy has transcribed some of the processes and protocols developed by the exotics team at Edinburgh for dissemination to veterinary practices across the UK.

The RCVS has announced that 19 people are standing in this year's RCVS Council elections, including, for the first time, more women than men, and a much lower average candidate age.
Of the 19 candidates - believed to be the highest number since records began - ten are women. Not only is this the most women ever to stand, but it is in direct contrast to last year where all 13 candidates were men. Additionally, whereas the average age of all elected Council members in March 2013 was 56.5 (57 for women and 56 for men), the average age of this year's candidates is 47 (45 for women and 48 for men).

Last year, the all-male candidate list prompted concern from the profession and calls for the College to investigate the reasons behind the lack of women and to take steps to redress the balance. The then RCVS President Jacqui Molyneux invited feedback from the profession about the barriers to joining Council, and set up a working party, chaired by Council member Amanda Boag, to look at how participation could be widened, not only to women, but also younger members of the profession and those actively engaged in clinical practice.
The working party suggested a number of initiatives, including a mentoring scheme, providing more practical information about being a Council member (see www.youtube.com/rcvsvideos), and inviting prospective candidates to the RCVS to discuss the role in more detail.
Amanda said: "The College's efforts to broaden participation in its election process seem to have paid dividends. I'm delighted there is so much more diversity amongst the election candidates this year, and that so many women have decided to throw their hat into the ring, especially as women now form over 50% of the profession. I'm very much looking forward to the outcome of the elections, and hope that this dramatic increase in candidates in turn prompts an excellent turnout."
In a slightly later start to the voting period this year, ballot papers and candidate details will be posted on 19 March 2014, and all votes must be cast, either online or by post, by 5pm on Friday, 25 April 2014.
In the meantime, the College is inviting all voters to think about the one question they would like to put to the candidates and submit it in time for this year's 'Quiz the Candidates', to be broadcast by the Webinar Vet on the evening of 20 March. All questions received will be put to the candidates, who will each then answer two questions of their choice, as well as explaining what they consider sets them apart as a potential Council member. The candidates' answers will be pre-recorded (due to the large number of candidates) and made available online at around 8:00pm on 20th March.
